To many people, the word cartel implies illegality. However, although it is illegal in the US, cartels are an effective and legal way to conduct business elsewhere in the world. But be-fore we continue, what is a cartel? The American Heritage Dictionary defines a cartel as "a combination of independent business organizations formed to regulate production, pricing, and marketing of goods by the members." However, that definition does not fit many of the "cartels" we are examining today. The International Tin Council is an organization of both consumer and producer nations--no individual companies are represented. The buffer stock is used by the ITC to provide protection for both producers and consumers, and has only been in effect since 1955. (Earlier tin producers groups date back to 1921 when the Federated Malaysia States and the Netherlands East Indies formed the first intergovernmental tin agreement, known as the Bandoeng Pool, which only lasted three years.) The International Bauxite Association only dates back to 1974 when seven nations--Australia, the Dominican Republic, Ghana, Guinea, Guyana, Haiti and Jamaica--agreed to three main objectives: 1) to promote the orderly and rational development of the bauxite industry; 2) to secure a fair and reasonable return on the raw material for the benefit of the nations' citizens; and 3) to safeguard the interests of member countries in relation to the international bauxite industry. 1 Again this organization is composed of nations, not separate firms. This generally follows the pattern that the oil producing countries (OPEC) chose since the nations' mineral product-ion is controlled and often owned by the state. However, the group I am going to discuss fits the more classic mode of a cartel. The informal lead-zinc producers' cartel can be dated as far back as to Roman times when Romans are said to have imposed a quota system on British lead production to safeguard their Spanish lead mines. Also, the lead-zinc producers group is composed only of individual companies, not do not include any lead-zinc consumers. Finally, the activities of the group are not open to public scrutiny, and details are only now available due to a leak in the Australian government. At this point, it is necessary to split the two metals since while many of the members of the cartels produce both lead and zinc they do have different histories and marketing arrangements.

GENERAL DESCRIPTION The undercut-and-fill method of mining was devel¬oped by Inco Ltd. in the Sudbury district of Ontario, Canada, to deal with abnormal ground conditions en¬countered in pillar recovery. Although it is now some¬times utilized as a primary stoping method, the main application continues to be in pillar recovery. In any mining method in which fill is employed, pillar systems tend to fail gradually as stoping pro¬gresses. As a result, most pillars are completely destressed and broken by the time pillar recovery com¬mences. Control of the back in such ground becomes a major problem and is contingent on local conditions as they exist in the workplace. In most mining methods, operations such as drilling, blasting, slushing, and tim¬bering can be readily assessed and the mining cycle pre¬dicted. However, in the mining of pillars with overhand methods, the time and effort required to maintain a safe back varies to a quite unpredictable extent. For years the square-set method was the most effective means available for pillar recovery. However, in areas where bad ground was encountered, square setting was a costly and sometimes hazardous method. As the tonnage mined from pillars increased, it was apparent that a safer and less expensive approach was required. Past experience indicated that the best way to deal with broken ground was to mine from the top down. Top slicing systems were examined but were rejected due to the major sub¬sidence which resulted. However, ideas generated from studying top slicing finally developed into the present method of undercut-and-fill. This method, which has almost completely replaced square-set mining, exhibits reduced costs, has improved safety and efficiency, elimi¬nates the factor of bad ground overhead, and allows a closer prediction of the actual mining cycle. The result is more accurate scheduling of pillar production. This factor is of increasing importance as the tonnage from pillar recovery increases in relation to total mine pro¬duction. Undercut-and-fill is a method of extracting a block of ore by mining successive cuts, working from the top down. After a cut of ore is completely mined out, lami¬nated timber stringers are constructed along the sides for the full length of the cut. Round logs covered by a wire screen are laid across the stringers to form a mat. The cut is then tightly filled with hydraulically placed cemented sand fill. Mining is then resumed on the cut immediately below the mat. As the cut advances, the timber stringers are supported by round timber posts seated on the solid bottom of the cut. Drilling, blasting, muck removal, and timbering operations are repeated until all the ore in the cut has been removed. At this time, another log mat is laid and the cut is filled. This sequence is continued until the block has been mined from level to level. The basic principles of undercut-and-fill can be adapted to a variety of mining situations. It can be applied transversely or longitudinally in ore bodies of varying width, that dip from vertical to flat lying. The method can be applied using conventional equipment or it can be mechanized through the introduction of small diesel or air-powered units for muck removal. Undercut¬and-fill is a selective method, ore recovery is high, and dilution can be controlled to an acceptable level. How¬ever, it is a high-cost, labor-intensive method and as such its use is restricted to areas where the less costly meth¬ods of ground support are not successful or where bulk mining methods are not adaptable. One basic require¬ment for undercut-and-fill is an adequate source of hydraulically placed cemented sand fill and a dependable sand plant and distribution system. The success of the undercut method is to a large degree dependent on the competence of the fill placed in each of the successive cuts. In theory, the weight of the fill on each cut is supported in part by the cemented sand itself as it binds to the rough sides of the mined¬out areas next to the pillar walls, and in part by the tim¬ber support. As mining progresses beneath the mat, a downward pressure is exerted within the cemented fill and a voussoir arch develops above the mat, across the full width of the cut. This supports the major portion of the load. The log mat and posts have a double func¬tion in that they carry the remaining weight not sup¬ported by the voussoir arch and in addition prevent any pronounced settling of the fill mass. Excessive settling breaks the bond between the cemented fill and the pillar walls, eliminating the arch effect and transferring the entire load to the mat and posts. The theory of a voussoir arch forming within the cemented sand fill mass is substantiated in practice by the fact that pillars have been mined from level to level with no more significant weight on the bottom cuts than was experienced on the top cuts. In effect, as mining progresses downward, there is no additional transfer of weight from previous cuts to the cut being mined. APPLICATION OF UNDERCUT-AND-FILL Because of their size, the Sudbury ore bodies are, for the most part, mined transversely and, to a considerable extent, by filling methods. Transverse stoping blocks are designed with 9-m (30-ft) crown pillars established be¬low each level and with stopes separated by vertical rib pillars. In past years, floor pillars were left above the level as well, but present practice favors the silling of primary stopes at the base of the rail. Rib pillars are designed to meet the ground control requirements of the primary stoping methods. Local conditions and past experience generally dictate their size. Historically, since the square-set method was to be used for recovery, rib pillars were designed to accommo¬date standard 1.7-m (5'h-ft) sets. A typical rib pillar is four sets wide [6.7 m (22 ft)] when located between two square-set or cut-and-fill stopes having a width of 8.4 m (27.5 ft). The principal thrust of the U.S. Department of Energy (DOE) Coal Preparation R&D Program is to develop technology to reduce the ash and sulfur contents of United States coals to levels such that the resultant product can be formulated into a high quality solid or slurry fuel that could replace oil or natural gas in both new and retrofit applications. Specifically, the objective is to develop and refine cost-effective physical and chemical beneficiation processes to extract 85-95 percent of the total sulfur and ash. The Coal Preparation program is implemented by the Pittsburgh Energy Technology Center (PETC) and is conducted both in-house and by a cross section of industrial organizations, universities, and national laboratories. Research is subdivided into three areas -coal characterization, beneficiation, and ancillary unit operations. This paper will provide a brief overview of many of the research projects being carried out in these areas in fiscal year 1984.

Separation of geochemical anomalies from background is an important and essential issue in the exploration of mineral deposits. Statistical methods are used to separation of anomaly from background. Fractal/multifractal and singularity methods are very suitable for the separation of weak anomalies. For interpolation, various methods could be used such as most distance-weighting methods, kriging, spline interpolation, interpolating polynomials, and finite difference methods. This paper addressed application of multifractal techniques together with finite difference procedure to detect the anomalous regions. Fractal models such as concentration–area, spectrum–area, and singularity index model were selected to identify Pb–Zn anomalies. In this research, 170 samples from 33 boreholes were taken in the Haft-Savaran area and analyzed for determination of Pb–Zn anomaly. Singularity method was a suitable method for separating Pb and Zn anomalies. Also, the results showed that the geochemical anomaly has occurred along NE–SW trend and is consistent with the sulfide mineralization process and the faults of the region.

A laboratory-scale investigation of the effect of milling operation and catalyst addition ( K2CO3) on the partial reduction of low-grade pyrolusite ore pellets was carried out using coke as a reductant. Thermogravimetric analysis was used to understand the correlation between milling and catalyst addition parameters with the reduction temperatures. DTG analysis of pyrolusite pellet reduction showed three distinctive peaks associated with a three-step reduction mechanism (i.e., MnO2→ Mn2O3→Mn3O4→MnO). The results showed that the grinding and addition of the catalyst have a significant effect on lowering the MnO2 reduction temperature independently. But maximum reduction temperature drop is obtained when combining grinding and catalyst addition in this work. By 3 h milling and 10 wt% catalyst addition, the reduction temperatures were reduced by more than 200 °C compared to the raw ore pellets. These results obtained from the DTG analysis were further supported by XRD analysis of the reduced samples.

The bulk materials handling industry has served silently for years as the skeleton structure and often the central system of nerves and nourishment for the body of basic production industries. During the past two decades, this body has undergone substantial growth and mutation to meet the surging demands of our national economy for more and better products. The steel industry has been prominent in this phenomena and plants of the sixties are as unlike the second war vintage as our current crop of basketball players differ from their fathers. Steel has kept pace with spiralling demand by innovation which has resulted in new processes and improved designs which generally yield greater production from fewer units. The supporting industry of materials handling has likewise improved its techniques and currently has a new stronger generation of equipment to perform its necessary supporting function. It has been my fortunate experience to have been instrumental in the creative stages of several new steel mills which are currently in conceptual design or actual construction. Drawing upon exerpts from this experience, this paper will describe a basic approach to the selection and application of modern bulk materials handling systems to an entirely new steel plant. Specific details of past work are not available for publication, therefore, the plant described herein is a composite of ideas and will be the new plant of the Hypothetical Steel Corporation which will be located on the lower shores of the Great Lakes.

What is the definition of a successful construction or development project? It could be described in many ways: a project that performs as designed; a project completed on time, a project completed within budget. The title of our talk today is, "The Advantages of Applying Design/Build -Construction Management to the Mining Industry." As our talk develops, you will see that rather than tell you how to apply this concept, we will discuss the advantages and details of Design/Build so that you can independently apply the concept. Design/Build is not new, and it cannot be universally applied. It has, however, within the past ten years, carved a specific and substantial place in the overall construction -development market. The reasons for its rather recent rise to considerable prominence as a concept is due, in part, to the increasing urgency of gaining productive access of a production facility and, in part, to the inherent advantages of the concept's economics--and they are considerable. If the Design/Build concept of contracting were fully understood, it would, without exception, be the favored way for private industry to contract for its new construction and development as well as renovation work. The basic advantages are: earliest possible access and completion at the lowest cost. Design/Build is often equated and compared to "fast track" or "turnkey" methods of construction. The Design/Build concept can, in fact, be both of these or neither. "Fast track", in and 6f itself, implies that the project will be phased construction, that is to say, it will be built quickly; whereas I "turnkey" is a measure of the completeness of the project, usually meaning essentially that the

In this work, the possibility of intensifying the cementation process in stirred vessels was studied by using the perforated baffles as turbulence promoters; the cementation reaction of Cu+2 on Zn was selected as a model. Zn was used in the form of a sheet lining the inner wall of an agitated vessel. Parameters considered are initial concentration of Cu+2, solution temperature, impeller rotation speed, and impeller geometry. Within the present range of parameters studied, the rate of cementation was found to increase with increasing initial concentration of Cu+2, solution temperature, and impeller rotation speed. At the same rotational speed, a flat turbine gave a higher rate of cementation than a 45° pitched turbine. The present suggested that baffles’ geometry gave superior performance in terms of mass transfer of copper cementation compared to the conventional baffle geometry. All parameters that affect the rate of cementation were correlated in the form of dimensionless equations suitable for the design and performance prediction of the agitated vessel. Potential applications of the obtained results in the field of hydrometallurgical processes and wastewater treatment were discussed.

The scheelite concentrate was leached with a mixture of sulfuric and oxalic acids. Chemical compositions, mineral phases, and morphology were characterized by XRF, XRD, and SEM–EDS. Based on the results of the single-factor experiments, the response surface methodology (RSM) was chosen to optimize the leaching parameters: temperature, time, and concentrations of sulfuric and oxalic acids. The RSM results indicate that the optimum values for those parameters are as follows: temperature 72 ℃, sulfuric acid concentration 1.48 mol/L, oxalic acid concentration 0.96 mol/L, and reaction time 2 h. Under the optimal leaching conditions, the model predicts a maximum leaching yield of 99.5%, compared to the value of 99.1% obtained experimentally, that is, a discrepancy of only 0.04%. This good correlation shows that the quadratic polynomial equation obtained by the RSM optimization is reliable. The importance on leaching parameters of scheelite is, in decreasing order, temperature, time, sulfuric acid concentration, and oxalic acid concentration.

The authors have previously described a method of enhancing the magnetic susceptibility of pyrite by a mild alkaline oxidative pressure leach (Hall et al, 1985). This finding was successfully applied to enhance the magnetic desulfurization of an Eastern Canadian coal (Hall and Finch, 1984). This paper reports on enhancement of the magnetic susceptibilities of iron-containing sulfides (arsenopyrite, chalcopyrite and marcasite) upon similar treatment. It also explores the application of this pretreatment in the magnetic separation of fine sulfides from oxides and other sulfide minerals. In the latter case galvanic interference effects have a serious impact on the potential use of this method.

The authors outline the development and application of blasting methods put into use 11 years ago at the Berkeley Open-Pit Mine, Butte, Montana. The blast design uses a very short delay (5 milliseconds) between detonation of explosives charges, a feature challenged several times in principle despite its success for Anaconda. Concern is expressed over the categorical rejection of very short delay blasting which can make the difference between success and failure of major mining operations. There is ample evidence to show that the method can be used successfully and not violate the concerns of the public.

The competitiveness of power production from lignite depends on the ability of coal industry to meet CO2 emissions limits, as specified by the Kyoto protocol. According to the National Allocation plan issued by EC, power plants should reduce CO2 emissions to a certain level, other-wise they will be obliged to cover the difference buying CO2 certificates through the Emission Trading Scheme. These charges will increase the operating cost of current units, as well as the investment cost for new units. To predict the increase in the marginal cost of electric power produced from the current plants of Western Macedonia, an emissions factor (CO2 t/MWh) for various units has been computed. Based on the algorithm used, this factor depends on the calorific value of the lignite, the efficiency of the power plant and the oxidation factor of the unit. For lignite plants with efficiency ~37%, CO2 emissions factor ranged from 1.19 t/MWh to 1.32 t/MWh. The increase in the marginal cost of kWh, as compared to the values of CO2 certificates, is higher in units fed with low quality lignite and worsens if the efficiency of the unit is low too. Also the presence of calcareous minerals in lignite increases the CO2 emissions and consequently the cost of power generation.

The Singapore Land Transport Authority (LTA) is currently expanding capacity by extending their Metro system from South of the city to the North East end of the island. The scope of Contract 704 involved excavating a long reach of tunnel which had a complex rock/soil interface comprised of fresh granite overlaid by clayey sand. Two 6.5 m diameter Earth Pressure Balance (EPB) TBM’s were used to bore the tunnels. These machines were designed so that both hard and soft rock could be excavated. The cutter head was equipped with a combination of both rippers and disk cutters. Soil conditioning was achieved by delivering foam through a multiple port injection system. This very irregular profile of the interfaces posed many challenges to the equipment and the people.

Experiments were conducted to evaluate the response characteristics of commercially available gas, smoke, and flame sensors to fires of common combustible mine materials. The experiments were conducted in the large-scale Fire gallery located at the National Institute for Occupational Safety and Health (NIOSH) Lake Lynn Laboratory (LLL) in Fairchance, PA, using Ponderosa Pine, Red Oak, Douglas-fir, high and low volatile coals, PVC and SBR conveyor belt, No. 2 diesel fuel, and diesel exhaust. All the experiments (except those using No. 2 diesel fuel and the diesel exhaust tests) were conducted in a similar manner, with combustible materials heated rapidly by electrical strip heaters producing smoldering fires that quickly transitioned into flaming fires. The sensors included a diffusion-type carbon monoxide (CO) sensor, photoelectric- and ionization-type smoke sensors, a video smoke/flame detector, and an optical flame detector. Simultaneous measurements were obtained for average gas concentrations, smoke mass concentrations, and smoke optical densities in order to quantify the levels of combustion products at the alert and alarm times of the sensors. Because the required sensor alarm levels are 10 ppm and 0.044 m-1 optical density for CO and smoke sensors, respectively, the different sensor alarms are compared to the time at which the CO and smoke reached these alarm levels (1). In addition, the potential impact of using smoke sensors that have met the performance standards from accredited testing laboratories is also evaluated using the response of an Underwriters? Laboratory (UL)-approved combination photoelectric/ionization smoke detector. The results are discussed relative to fire sensor needs that can have a positive impact on mine fire safety.

The objectives of this paper are: to review the current status of chloride leach processes for sulfide concentrates, to make an evaluation as to the applicability of chloride leaching for replacing pyrometallurgical processes and to comment on recent advances in construction materials. The paper does not delve in detail on process chemistry. Sufficient references are presented on each process to allow the interested researcher to obtain process chemistry details. GENERAL The fact that chloride oxidates can solubilize base metals from sulfide concentrates has been known since the 1880's. The work of Hoepfner in 1902 was particularly accurate for its time with regard to the chemistry of chloride solutions. Recent work has dealt with the understanding of chloride extraction thermodynamics by modelling the behavior of metal chloride complexes. In the last several years several excellent review articles and symposiums have been issued covering chloride chemistry (1 thru 6).

Once exploration is complete, "winning" of the ore can be viewed as fundamentally a bulk handling proposition. Whether it is to strip, break, size, extract, load, haul, or even process, the success of each of these phases will depend upon how effectively one can utilize-the methods and tools that are available in bulk handling. Since as much as 30 to 60% of the total delivered price of raw materials can be attributed to handling and shipping (ref. 1), this expenditure may spell the success or failure of an entire mining venture. In fact, it has become increasingly evident that handling and shipping are so intimately associated with mining that only when they are duly considered throughout the mine-to -smelter master plan as an integral part of a total system can an optimum operation be expected and the most economical ton of ore obtained, this total systems approach should not only take in handling and haulage in and out of the mine, but also storage and transfer at the terminals (ref. 2,3,t), including ship and barge loading and unloading which are likewise a major consideration (ref. 5). Much has been developed during the past century in bulk handling, particularly in its expanding use in the mining industry. In view of the major role bulk handling has played and will continue to play in mining, in commemorating AIME's centennial, this paper will attempt to outline the state-of-the-art at this three-quarter point of the 20th century - one that is marked by its industrial revolution and rapidly accelerating technological advances. The most significant during the past three-quarters of a century are: the total systems approach to solving problems, automation, the increase in speed and capacity.

The surface backfill, serving as the operational platform for continuing mining in upward slicing and filling stopes, is required to possess sufficient strength and thickness. Currently, there are limited model methods for determining the strength and thickness of the surface fill body. By analyzing the mechanical actions on the surface backfill, it is determined that its stability is mainly influenced by the combined effects of normal and tangential uniform loads under full-load conditions of trackless equipment. Assuming a circular contact surface between the tire of the trackless equipment and the surface backfill, and utilizing solutions from elastic mechanics theories such as the Boussinesq and Cerruti solution, the stress and displacement distribution of the surface fill body were obtained. Based on the maximum vertical stress condition, where the surface backfill body undergoes maximum deformation while still in an elastic state, and considering the stress–strain relationship, a model for the strength and thickness of the surface backfill has been established. According to the research findings, the design for the strength and structural parameters of the surface backfill has been developed to meet the full-load operation of the Atlas ST7 scooptram, with a compressive strength of 1.32 MPa and a thickness of 0.5 m. Numerical simulation analysis results indicate that the stress and displacement of the surface backfill align with theoretical analysis results. Practical results from industrial application in the western section of the Dahongshan Copper Mine demonstrate that the designed strength and thickness of the surface backfill meet the operational requirements for trackless equipment, resulting in significant engineering application effects and economic benefits. The research findings hold significant importance for advancing the theory of backfill mining and have high applicability and promotional value for similar mines.

Acceptable working environments in production areas and service openings of Mindola Mine on the Zambian Copperbelt are currently maintained with an air volume of 1000 cu m/s and 5500 kW of installed refrigeration plant. It is planned to open up additional deeper areas of the mine for future production. Temperature problems, due to the increased heat generation from various underground sources are recognized as potential hinderances to efficient production. Findings of research work indicate that the present total heat output of 58,000 kW will inevitably increase by the second five-year period of the deepening program to 52,900 kW and by the fifth five-year period to 63,200 k\V. Estimated WB and DB temperatures, representing the total heat generation in stope faces and development headings during these same periods are predicted to increase to 53.8/40.2 °C and 35.5/42.1 °C respectively. It is assessed that the nominal refrigeration capacity needs to be progressively increased to 9,000 k\V This paper deals with the thermal problems in Mindola Mine, current heat output calculations, future prediction of temperature and heat load in various working areas of the mine with the application of computer programs and interpretation of data in order to find the effective solution for long-term planning of ventilation and air-conditioning.
