Recently a detailed study ?Minerals Planning Policies and Supply Practices in Europe? has been completed. The study, conducted on behalf of DG Enterprise, demonstrated that there are very few written down national minerals policies within European Union. Mineral policy elements are dispersed in many different documents and acts. The paper discusses the essential elements of minerals policies; particularly importance is placed in issues related to planning (land use planning, mineral development, etc.). A number of examples of successful and less successful mineral planning policy approaches are presented in other to support the idea of importance of comprehensive mineral policy. The main sources of information were the country reports of 26 European countries that are appendix of the study. We conclude that comprehensive written mineral policy that incorporates essential elements is crucial in order to achieve secure minerals supply.

When a takeup weight is offset to the side of a conveyor, a wire rope is commonly routed from the takeup weight through a series of sheaves to the takeup carriage. The friction developed from a series of wire rope sheaves can effect the actual belt tension at the make up carriage. Through real-mime testing the actual tension on a makeup carriage was recorded with data acquisition using an internally strain-gauged turnbuckle. The wire rope used to transfer the makeup weight to the makeup carriage was routed through a series of lubricated bronzed bushed sheaves. The tension on the makeup carriage was found to be as much as 26% higher than the weight of the makeup due to the friction in the sheaves. A detailed discussion of the testing and results will be made.

The quality of water in mine pit lakes depends in part on the physical limnology, including such factors as thermal and chemical stratification, turnover and the development of anoxic conditions with depth. Limnologic data collected from four existing pit lakes in Montana and Saskatchewan indicate that pit lakes develop a thermocline (temperature stratification) in the upper 10 to 30 m (33 to 100 ft) of the water column. Two of the pit lakes, 26- and 55-m (85and 180 ft) deep, undergo seasonal turnover of the entire water column, whereas two deeper pit lakes, 110- and 240-m (360- to 790 ft) deep, undergo seasonal turnover of only the upper portion of the water column. In the deeper lakes, seasonal mixing does not extend through the entire water column, and a distinct chemocline develops with depth.

A reliable estimate of radon emissions to the environment from underground uranium mines was obtained through measurements of radon in ventilation air at 24 mines and from estimates of radon release from other mine sources. The total production of U308 from the mines sampled represents about 63% of the total U.S. production from underground mines (1978 statistics). Wide variation in the radon emission rate per unit of production was found from mine to mine. Using the total radon emitted and U308 produced by all mines sampled, an average of 26.7 Ci of radon was emitted per ton of U309 produced. The investigation includes a brief study of the sources of variation of the emission rates. A statistically significant relationship was found between the measured radon release rate and the cumulative ore production at several mines.

The aim of this study is to present hazard classifications of location, type, and causes of accidents in Turkish coal-extracting industries using Analytic Hierarchy Process (AHP). In this study, fatal mine accidents were analyzed by pairwise comparison and weighting, and the most important hazards were identified by determining the effective main and sub-criteria among location, type, and causes of accidents. For this purpose, 1st, 2nd, and 3rd level hazards consisting of location, type, and causes of accident were determined by using the data of fatal mine accidents in underground and open-pit coal mining in Turkey between the years of 2010 and 2020. And then the data were categorized, and each category was prioritized using the AHP technique. According to the weights calculated by AHP, the most dangerous main criteria at 1st level hazards in underground coal mining is ventilation operations (0.363), while the most dangerous sub-criterion at 2nd level hazards is firedamp explosions and other gas accidents (0.409). On the other hand, in open-pit coal mining, the most dangerous main criteria at 1st level hazards are slopes and benches (0.575), while the most dangerous sub-criterion at 2nd level hazards are landslides (0.429).

"Production of industrial minerals remains important to the rural economy of New Mexico. In 2014, 226 active mines and mills were registered in New Mexico and included four coal, eight potash, 11 metal, 33 industrial mineral and 170 aggregate and stone operations. New Mexico leads U.S. domestic production of potash, perlite, zeolite and travertine. Other production includes aggregate, humate, pumice, gypsum, salt, common and fire clay, scoria, limestone, fly ash, cement, magnetite, silica and decorative stone. New Mexico also has the potential for additional production of industrial minerals. One company is exploring for garnet. Cretaceous black sandstones in the San Juan Basin have drawn interest for titanium, rare earth elements (REEs), niobium and zircon, and other REE deposits are being explored. REE-thoriumuranium veins have been found in the Gallinas, Capitan and Cornudas Mountains and Laughlin Peak-Chico Hills. Exploration for beryllium has occurred in the Ojo Caliente No. 2, Cuchillo Negro and Victorio mining districts. Companies also are examining high-calcium limestone and high-magnesium dolomite for potential development, while aggregate continues to be important in urban areas and along highways. IntroductionIndustrial minerals and rocks are literally the building blocks of our way of life. They are an exceptionally diverse and vital group of raw materials that underpin almost all aspects of human activity, infrastructure and standard of living. Industrial minerals and rocks are used in the manufacture of many products, from ceramics to plastics to refractories to paper. Although industrial minerals permeate nearly every aspect of daily life, their presence and their roles are typically invisible. A widely used definition of industrial minerals and rocks is “any rock, mineral, or other naturally occurring substance of economic value, exclusive of metal ores, mineral fuels, and gemstones: one of the nonmetallics” (Bates, 1975). This definition includes the important construction materials sector as well as specialized industrial minerals, but complex interactions between consumer industries produce a number of apparent anomalies to this definition. Some metals are included as industrial minerals because their use is industrial rather than as a metal. Sulfur is now predominantly extracted as a byproduct of cleaning natural gas, one of the world’s major energy fuels.Production of industrial minerals has been and remains important to the rural economy of New Mexico. Industrial minerals constitute nearly 41 percent of the more than $3.1 billion generated by mineral production in New Mexico in 2014 (Table 1). Interest is increasing in obtaining incremental improvements in mineral recoveries in flotation processes because of changing world economic conditions. Research on collector reagents, long indispensable components in flotation systems may provide the cheapest and simplest route to higher metal recoveries. Sulfhydryl group - containing compounds (-SH) and their salts, e.g., dithiophosphates, xanthates and a few other derivatives are commonly used to promote the flotation of sulfide minerals. Alkyl mercaptans, another class of sulfhydryl compounds, have long been known to have collecting properties but have been relegated to dormancy for one reason or another. This paper reports results from new investigations of alkyl mercaptans, trithiocarbonates, and a petroleum oil with a variety of western domestic and Canadian ores for copper and molybdenum sulfides recovery. Specific opportunities are pointed out to the industry for mineral recovery enhancement through the use of the proper reagent combination.

In another situation, Dave Zegeer, the Assistant Secretary of Labor for Mine Safety and Health, whom all of you know very well, would have taken the opportunity to talk with you. In his absence, however, I would like to reference some of his recent comments which may help us to see the issue of mine safety in historical perspective. Dave pointed out that this year is the eightieth anniversary of the Great Earthquake and Fire of San Francisco. The whole world heard about that disaster--it and the 452 people who died in it. In that same year, nearly five times as many people died in coal mines, but no one particularly noticed.

The Bituminous Coal Mining Industry of the Federal Republic of Germany produces nearly 100 million t/yr of clean coal. The largest coal mining area is the Ruhr District with dimensions of 100 x 40 km (65 x 25 miles). Figure 1: Here is the general administration of Ruhrkohle Akteingesellschaft RAG with its three divisions. Other coal mining areas in Germany are the Saar District and the Aachen District. Ruhrkohle produces 70 million t/yr of clean coal. The company operates 28 mines in the Ruhr District with an average raw coal production of 18000 t/day. Their average mining depth is 831 m (2740 ft.) and the average seam thickness is 177 cm (70 in.). Figure 2: Preparation plant reject is 44.6%. All following production figures will be with reference to raw coal because the raw coal production is the technically relevant number. Mining operations are mainly in non-dipping coal deposits whereby mechanized equipment for flat seams is also applied to deposits dipping up to 45? Coal extraction is done exclusively by the longwall method. Approximately 200 longwall installations are in production at any time. The average longwall length is 221 m (730 ft) ranging between 140 and 290 m (460 ft and 960 ft). The average longwall advance of all operations is 2.8 m/day (8.4 ft per day). Average production

"The cut-off grade is one of the important parameters of mining production. Different material cut-off grade is directed to different destinations. Based on reasonable and optimal cut-off grade, long term mining plan and investment decision analysis can be made for mining managers. In view of multiple-metals open-pit, the paper has proposed that multiple-metals cut-off grade optimization model is set using the objective function to maximize net present value (NPV). The method of equivalent coefficient calculation is proposed to convert multi-metals cut-off grade optimization to a single metal cut-off grade optimization. Then the optimization model is applied in a molybdenum and tungsten large open-pit mine in china. The parameters of concentrate price are calculated by PRT in the model and the curve of grade-recovery rate is analyzed and studied according to actual production data. Based on 3D metal deposit model, the distribution of grade-tonnage is analyzed. At final step, an optimal cut-off grade is proposed to guarantee to maximize NPV. The example shows that the model of multiple-metals cut-off grade optimization can provide reasonable analysis for optimal multi-metals cut-off grade and develop optimal production strategies. Introduction Cut-off grade is one of the most important parameters in metal ore mining because of its influence on the overall economic profit of mining production. Along with the development of the mining production, dynamic optimization of cut-off grade is necessary through the analysis of technical economy. "The mining industry has always faced the problems of replacing retired mining professionals, retaining their knowledge, continuously developing the skills of local talent and employing under-represented groups. In expansionary scenarios the industry faces the additional challenge of increasing available talent. New talent has traditionally come from current mining programs; however, these programs have been declining in numbers, and those that remain face challenges such as fluctuating enrollments, and reduced budgets. Queen’s University and Northern College have partnered to develop an innovative new program that offers online mining education to engineering technologists seeking to upgrade their skills and obtain a Bachelor’s degree. The high quality, flexible curriculum, offered online, includes a wide range of learning activities that promote interaction (student-to-student, student-to-instructor, and student-to-content), and is enabled by modern learning technologies (an integrated learning platform, as well as a variety of types of purpose-built video, web conferencing, and simulation software). The program issues block transfer credit to college graduates, and consequently reduces the time to completion when compared to other Bachelor’s degrees in Mining. The curriculum has been carefully designed to enhance a balance of technical, managerial, and societal skills for students. The program also includes short summer field school sessions, where students gain practical application skills under the direct supervision of engineering experts. THE NEEDS OF INDUSTRY Canada is the world’s largest exporter of minerals, and the contribution of this sector to Canada’s gross national product is more than three times that of the automotive industry, representing approximately 4% of Canadian GDP (MiHR, 2015)1. According to a recent report by the Canadian Mining Industry Resources Council (MiHR, 2016)2, despite the recent downturn in commodity prices, the industry will continuously need to attract new engineers to replace talent retirements and prepare for the possibility of expansion when the industry recovers. As past experience indicates, the challenges during expansion times are severe and the effects on education counter-productive. For example, during the prolonged expansion cycle of 2006-2012, several new programs were started worldwide, and mining became the profession of choice for many young students. During the subsequent downturn in the industry, many of these programs face dwindling enrollments, placing their sustainability in question. However, there is a continual need by industry to retain employees, as well as attract and train local talent, while providing educational opportunities to its employees. High potential college graduates can find themselves reaching a ceiling in their advancement due to their lack of a University degree. Furthermore, there exists an under representation of women, immigrants, and Aboriginal peoples in the labour force, and engineering fields in general1,2. Traditional mining engineering programs have tried to respond to the needs of industry, as well as meet the needs of students seeking diverse and successful employment careers. These programs tend to cater to the educational needs and aspirations of a general population, and their ability to grow and respond to changing industry needs is constrained by the number of students they can attract, as well as the resources available to them in a steady-state scenario."

The United States is the world's leading producer of phosphate rock. In 1975 according to the U. S. Bureau of Mines' statistics, 44.3 million tonnes (48.8 million short tons) of phosphate rock were produced in the United States', which is 40.6 percent of the world's production2. The major phosphate producing areas of the United States are located in Figure 1 and the production for 1975 is listed as follows: Million Million Short Tonnes Tons Florida and North Carolina 36.9 40.7 Western States 5.3 5.8 Tennessee 2.1 2.3 All of these areas produce phosphate from deposits which are sedimentary marine in origin. Occurrences of phosphate exist throughout the United States in numerous locations that are of both igneous and sedimentary origins. However, these other phosphate occurrences vary greatly in extent and economic significance. Hazen Research, Inc., has developed a new process for removing pyritic sulfur and ash from coal. Feed coal is contacted with iron carbonyl vapors, Fe(CO)5, at 190°C which puts a thin skin of magnetic material on the pyrite and ash, but does not affect the coal. Thus, low intensity magnetic separators yield a nonmagnetic coal, low in sulfur and ash, and a magnetic refuse, high in sulfur and ash. Results are given for clean coal produced by this method. A comparison is made between results of the magnetic process and the U. S. Bureau of Mines two-stage flotation process cleaning identical samples of Pittsburgh Coal. Capital and operating costs of the two cleaning methods are discussed.

This paper compares the ash slagging potential of Illinois No. 6 seam coal as raw coal, as commercially cleaned coal processed in a baum-jig plant, and as coal cleaned to a reduced ash specification at the Electric Power Research Institute's (EPRI) Coal Cleaning Test Facility. The comparison is based on ASTM ash fusibility data, a slagging index, gravity fractionation analyses of critical mineral matter compounds, and comparative pilot combustion tests. The first three grounds of comparison are laboratory data. The final comparison involves burning about 13.6 t (15 st) of each coal at Conoco's 4.40-kW/h (1.5 million-Btu per hr) test combustor. The evidence of these four comparisons indicates that lowering the ash specification of coal before combustion can significantly improve the ash slagging characteristics of Illinois No. 6 seam coal.

In November 1980 a combined airborne electro-magnetic (INPUT.) and magnetometer survey was conducted by Questor Surveys Limited in the State Line Area, Colorado-Wyoming. The survey was the result of discussions over a prolonged period between the authors and various investigators of the State kimberlite occurrences. As a result of these discussions and literature studies, it was decided that airborne geophysical methods would be potentially useful in the exploration for new kimberlite occurrences. The survey was designed by Paterson, Grant and Watson Limited and conducted by Questor Surveys Limited over an area in which more than 15 kimberlite bodies were known and on some of which ground geophysical surveys had been conducted. The survey was designed primarily to determine the airborne electromagnetic and magnetic responses of the known occurrences and to deter- mine whether these responses would be detectable under similar conditions in other parts of the State Line District and elsewhere.

Low metal prices and increasingly stringent environmental regulations, coupled with the threat of higher governmental royalties are adversely affecting both existing and new operations. Existing operations must therefore be run at maximum operating efficiencies to enable mining companies to survive and grow. Well planned and executed "outsider" reviews can help achieve this goal. Many mine managers and those who direct them resist the idea of "outsider" reviews for a variety of reasons, some valid and some not. Those managers who do bring in the "outsiders" are nearly unanimous in reporting that the exercise in self-discipline was well worth the pain and effort and repaid the cost many times over. This paper makes a strong case for "outsider" reviews and gives recommendations on the kinds of reviews to undertake. The authors draw upon their nearly 70 years combined experience, much of which has been in operations.

Shotcrete is a key initial rock support component used in underground mining and civil projects. The strength of shotcrete plays a vital role in providing and deciding the support adequacy. The strength of shotcrete is evaluated by its uniaxial compressive strength (UCS) test that is usually conducted on extracted core samples. Shotcrete cores are commonly extracted from the test panels along the direction of its application; thus, its strength perpendicular to the direction of application is often neglected. The true bearing strength of shotcrete is thereby ignored despite the fact that higher stresses act normal to the direction of its application. Although the anisotropic behavior of shotcrete is well reported, no study has reported extensive testing of this scale and nature. This study reports extensive testing of shotcrete cores extracted from tunnels of a mega hydroelectric project in Pakistan. The study reports 7- and 28-days strength tests of shotcrete cores. The research also investigates the anisotropic behavior of steel fiber reinforced shotcrete and suggests that shotcrete exhibits higher strength perpendicular to the direction of its application.

I have some general comments on optimizing profitability based on working in heap leach operations in tropical environments. Many of my planned comments this morning have been stated earlier in the Conference. I get the opportunity to say only a few words, and follow up on some specific comments and concerns. In normal operations, stack the ore higher, where possible. The surface area of the stacked ore controls the total solution volume that can be sprayed on the pad at a specific time period. With higher lifts, solution will contact more ore particles as it percolate through the lift, and therefore the solution grade flowing through the base will be increased, whether it is freshly stacked or almost completely leached ore. This also allows more tonnage to be stacked per lift on the pad, decreasing conveyor movement and downtime. Increasing from 6 to 8 meter (20 to 26 feet) lifts have worked successfully, and some mines are using 10 meter (33 feet) lifts in 10,000-15,000 dmtpd plants. The same concept will work with smaller plants, but initial 6 meter lifts should be used until the start-up period has shown the leaching is working as planned. As the stacked ore lifts get higher, the solution flowing through the highest lift is diluted by solution retained in the lower ones. Eventually no real increase is noted from putting fresh ore in service, and gold production rate suffers. To address the dilution problem, an HDPE liner should be installed between each 2 to 4 lifts, depending on each site specific lift height, recovery, % slump in the lift, recovery rates, and grade treated, among others. The surface of the previous lift should be leveled and sloped to control the effluent draining from the planned lift, then the liner is placed, including berms and discharge pipes. The intermediate HDPE liner does not need to be completely sealed as would be the case with the base liner, and can accept some solution penetrating into the lower lifts. A one-mm (40-mil) thickness liner can be used. This intermediate liner allows the upper lift(s) higher-grade effluent to report to the pad discharge point. This will maintain higher gold solution grades going to the ponds. The slopes of the previous lifts should not be covered with HDPE in this concept, and precipitation falling on the lower lift slopes and benches can be directed to barren or surge ponds.

"Great effort has been expended for more than 40 years to improve the workplace safety and health of surface and underground miners across the United States. When looking at the past decade, withstanding the 2010, Upper Big Branch (UBB) disaster that took the lives of 29 miners, this effort has resulted in a generally decreasing trend from 57 fatalities (22 coal; 35 metal/non-metal) in 2005, to 45 (16 coal; 29 m/ nm) in 2014. Through August of this year, there have been 23 mining-related deaths (eight coal; 15 m/nm). These results reflect continued diligence and perseverance on the part of miners that stay true to our legacy; and demonstrate significant investments from mine-site leadership, mining corporations, and state and federal regulators. However, over the past five years there have been an average of 32 fatalities per year, with a low of 36 (2011 and 2012) to a high of 45 (2014). If we know that there will be somewhere between 30 and 50 mining related deaths next year, which of us will volunteer to be counted as one of the numbered? Clearly, we all agree that one fatality is too many; and as evidenced by changes following UBB, deaths in any sector are deaths reflective of all mining across all sectors.The impact of each miner death touches us all. Miner’s deaths are felt deeply by family and friends, most significantly the children; their communities in which they served, supported, and worshiped; and by society that has lost a hardworking, dependable contributor. Further, to take a slightly cynical, but realistic view, miner fatality events impact the financial vitality of mining and contracting companies and broadly diminish investor confidence. Just as important, these events significantly impact our communities and result in negative public perceptions, which ultimately drive regulatory policy and related compliance pressures. This resulting pressure forces operations to broadly address safety and health gaps in very specific ways (i.e., see U.S. Mine Safety and Health Administration (MSHA) regulations regarding lids for trash cans) minimizing a mine site’s opportunities for operational flexibility. To break this cycle that is the operational reality, mining companies are focusing tremendous efforts on fatality prevention and specifically on dedicated investment to prevent multiple fatality events."

"A unique pumped hydro storage facility using the ocean as a lower reservoir, combined with solar PV to create consistent, clean power will be presented: the Espejo de Tarapacá Project is comprised of a 300 MW seawater pumped storage hydroelectric plant using the Pacific Ocean as its lower reservoir and an existing natural concavity at the desert as its upper reservoir. The plant site is located in Chile’s northern coast 90 km south of Iquique. The site is characterized by a rocky shoreline and about 600 m of flat terrain moving inland, with an abundance of rock outcrops, after which there is a steep 700 m cliff. The power house and all waterways will be underground. The main focus is to present the rocks being expected in the underground works. As one of the actual most tectonically active regions of the world the seismic activity is particularly relevant and will be outlined in the presentation. INTRODUCTION Valhalla Energy is an independent Chilean-owned power development company. It focuses on the development, ownership and operation of renewable power projects. Valhalla was founded in 2011 with the goal of developing Chile’s natural renewable energy resources and strategically diversifies the country’s energy matrix away from an overdependence on imported fossil fuels. Valhalla began developing pumped storage hydro projects to provide scalable, clean, competitive, and reliable electricity by combining Chile’s superior solar resources with the country’s unique and extensive coastline suitable for storage.The capacity for renewable energy supply is driven by two distinct and unique natural characteristics found in northern Chile: (1) the abundant and reliable solar irradiation in the Atacama Desert and (2) a coastal site that benefits from a steep cliff and a natural concavity both within a relatively small land mass (see Figure 1). There are several potential sites in the northern part of the country that can be developed. The “Espejo de Tarapacá Project” is the first one to be built and subject of the present paper."
