The goal of hot mix asphalt (HMA) design is optimal material blending to meet Superpave specifications. HMA cost minimization has being modeled as linear programing (LP) (Awuah-Offei et al 2011) and mixed integer LP problems (Brown et al, 2012) and solved with commercial software such as LINDO and CPLEX. Often these software, which are designed to solve general optimization problems, have licenses that cost thousands of dollars. The objective of this study is to develop a novel solution algorithm to the HMA optimization problem presented by Brown et al. (2012), which will negate the need for expensive commercial packages and is specific to this problem. This novel algorithm is based on the branch and bound algorithm for solving mixed integer problems. The algorithm is incorporated into a software package with an easy-to-use graphical user interface. The developed algorithm is validated using a real-life HMA problem. Using this solution algorithm will save companies thousands of dollars, otherwise used to purchase software licenses.

The study explores a novel process to sinter porous iron ore with improved productivity and quality. The iron ore is pre-processed with calcined lime to temporarily close pores, preventing water absorption during granulation. This enhances reaction kinetics and early slag formation during sintering, resulting in significant improvements in sinter productivity, product yield, and cold strength property.

I don't plan to give anybody "the business" today, but you can rest assured that if some of "you goodselves see with me eye to eye" on what I am about to discuss, I would be most pleased. My talk with you today will discuss the Federal Corporate income tax and its effect on our lives as engineers. In the-engineering-construction business we are faced with all the usual form of taxation which includes such items as sales tax, use tax, school tax, contractor; gross receipt tax, import duties and excise taxes, severance taxes, etc, adinfinutum.

It was not many years ago that people would have argued that a coal session did not belong at an International Mining Convention. Historically, steam coal has always been used domestically due to its natural geographic diversity and high transportation expense. Times have changed. With the help of Opec, steam coal has gone international. As opposed to metallurgical coal, whose trade routes have a long history, whose supply sources are more limited and whose market growth is seen by most to be relatively flat, steam coal export forecasts are calling for more than a doubling by 1990 and a quadrupling by the year 2000. Suddenly, one must be familiar with coal mining on a global basis in order to predict which regions will be able to fill these markets.

Water occupies a dual role in our industrial society. It is the indispensable raw material, essential to life itself. It is equally an industrial nuisance, interfering with the production of industrial minerals, making construction difficult, flooding valuable land, and generally producing problems because it is in the wrong place at the critical time. The legal position of water as a nuisance, and the counter measures to be taken, have been well established procedures for determining the responsibility for damage caused by water, and the organization of drainage districts and flood control and levee districts have been legally tested many times. Thus there is rather adequate legal doctrine concerning water, the common enemy. But recently efforts have been made to regularize the position of water as a useful, industrial, commodity. Such laws are not new to the West, where the doctrine of appropriation for beneficial use is slowly becoming the water law. Elsewhere the University of Michigan has produced a "model" water law and efforts are being made to induce all of the states to use this law, or a slight variation of it, as the basis for legislation. There are many serious criticisms of the proposed "model"-law, and the writer strongly opposes many of the provisions. But the fact remains that water is, in itself, so useful and essential that laws have been, and will be, passed to insure the orderly development of our water resources and to prevent waste. The, most important aspect of these "water-use" laws is that, wise or unwise, the existing laws and the proposed laws have been "water oriented". "Water oriented" means that it has been tacitly assumed that the beneficial use of water, either surface water or ground water, is the overriding consideration.

"Every year the tunneling business is expanding and collaboration with the International Society of City and Regional Planners (ISOCARP) for the future design of cities and urban communities is in the making. During the last half of this century, billions of people migrated to cities, and it is estimated that by 2030 almost five billion people worldwide will reside in urban communities. Hence, “Underground development will be an important tool in reshaping our urban areas to meet the challenges of the future without destroying their heritage or worsening their surface environment” (Esaki, 2005). In 2013, the Organization for Economic Co-operation and Development (OECD) estimated life expectancy to be around 80 years, meaning that in less than a decade we will need to bury billions of people in cities and urban communities, while trying to retain the deceased’s beliefs and customs. Religion plays a major role in our lives, and many people worldwide still decline to cremate their body after their death; therefore, cemeteries are essential for city inhabitants. Rites and traditions usually call for burials to be near the place of residence, which allows the remaining family members and friends to visit the grave frequently, at least in the first years. This is a challenge that urban designers and architects must confront while trying to solve the problems of future urbanization. In recent years, population growth, the rising cost of land and the extensive preservation of green areas have made cemeteries a burden and a nuisance, particularly for large cities and communities. Many graveyards that were once on the city's outskirts have become lifeless islands in populated areas (Fig. 1), rarely visited by the second and later generations. Cities worldwide face the challenge of allocating less land to maintain current burial practices. In response, some cities have begun to bury their dead at a great distance from the community; others have started to stacked burials, one on top of the other, while still others are constructing buildings and even skyscrapers for the practice of burial (Fig. 2)."

The impact of conversion on the coal industry can be summarized very briefly: We are going to have to mine an awful lot of coal. Fortunately, the United States has the coal reserves available, and given the right conditions, we can mine it. The coal reserves of the United States are enormous. If we consider them on the basis of proved reserves, using the standards of the petroleum industry--that is, resources mapped and explored and recoverable with present techniques at close to present costs--and compare that with the reserves of other fuels, coal constitutes 88 per cent of the proved recoverable energy resources of the nation. That includes oil, natural gas, oil shale and uranium, so long as the uranium is used in burner reactors. If we consider resources on the basis of "ultimate recoverable" reserves, that is, those resources which can be extracted with improved technology and at somewhat higher costs--and if we include those resources of all fuels not yet found but believed to be waiting discovery--coal still accounts for 74 per cent of the national total. We have built a hydrocarbon economy in which about 76 per cent of our total energy needs are supplied by petroleum and natural gas, and about 20 per cent by coal. Domestic resources of oil and gas are running dangerously low and, assuming a continued hydrocarbon economy, the 20 per cent supplied by coal may increase dramatically. We already import nearly a quarter of the petroleum we consume, and the chief source of additional imports seems to lie in the politically unstable Middle East. Natural gas is in even shorter supply, and the problems of importing it seem at least as difficult as those of oil. The fact is, the United States is already relying to an increasing extent on foreign fuel sources. There is an obvious national risk in making an important part of energy supply hostage to foreign governments of uncertain tenure and friendliness. "In 2014, the estimated value of total mine production of nonfuel minerals in the United States increased. The quantity of production increased for most mineral commodities mined in the United States, as did prices. Notable exceptions were the declines in prices for most precious metals. Minerals remained fundamental to the U.S. economy, contributing to the real gross domestic product (GDP) at several levels, including mining, processing and manufacturing finished products. Following the reduction in construction activity associated with the 2008- 2009 recession that continued through 2011, the construction industry continued to expand in 2014, with increased production and consumption of cement, construction sand and gravel, crushed stone and gypsum, mineral commodities that are used almost exclusively in construction. Other segments of the nonfuel minerals industries increased as well. Trends in other sectors of the domestic economy were similar to those for industrial mineral production (Table 1).Discussion of mine production is frequently segmented according to the type of materials produced within the broad categories of metals and industrial minerals. Industrial minerals can be further subdivided as construction aggregates and other industrial minerals. The materials with the highest unit values, usually metals, tend to have very low production rates compared with those of many low-valued materials, such as crushed stone or construction sand and gravel. Therefore, for discussion and analysis of the performance of the minerals industry in general, the value of production is used rather than tonnage produced. Although the value of metals and industrial minerals mined in the United States are similar, if tonnages are compared, construction aggregates dominate, dwarfing the production of all other minerals combined.Mineral industry performanceThe estimated value of nonfuel mineral raw materials, including metals and industrial minerals, produced at mines in the United States in 2014 was $77.6 billion, a 3.5-percent increase from $75 billion in 2013 (Table 2). Net exports of mineral raw materials and old scrap were $15 billion (Fig. 2). Domestic raw materials, along with domestically recycled materials, were used to process mineral materials worth $697 billion. These mineral materials, including aluminum, brick, copper, fertilizers and steel, and net imports of processed materials (worth about $41 billion) were, in turn, consumed by downstream industries with a value added estimated to be $2,530 billion in 2014.In the United States in 2014, mine production of each of 14 mineral commodities was worth more than $1 billion. These were, in decreasing order of value, crushed stone, copper, gold, cement, construction sand and gravel, iron ore (shipped), industrial sand and gravel, molybdenum concentrates, phosphate rock, lime, salt, zinc, soda ash and clays (all types)."

Greater awareness of the increasing need to develop supplementary energy sources is accelerating us towards many basic decisions regarding future utilization of mined energy materials -- uranium, coal, oil sands and oil shale. The latter material comprises a major potential source of oil which will require creation of unusually large and low-cost underground mining systems. In this paper, the author briefly outlines and analyzes several of the factors which continue to provide the somewhat unique character of oil shale nine planning and mine operation.

Canada has played a significant role in the international uranium industry for some three decades. Although there have been many challenges in the past, the future offers a more extensive range of problems and prospects as Canada moves to expand its activities in all aspects of the nuclear fuel cycle. World uranium demand could grow to an annual requirement of 500,000 tons U308 by the year 2000. A substantial fraction of this material is likely to come from Canada because the country's reserves and resources are large, and because of a favourable geological potential for future discoveries. There has been a long history of association between the producing industry and the federal government, and it has provided the foundation for existing national uranium policies. Close industry-government association will be maintained and developed in future because of the anticipated rapid growth of the industry and the consequent need for continual refinement of government policies relating to exploration, mining, processing and export of uranium.

My subject this morning is coal liquefaction technology. Actually, coal liquefaction involves a number of technologies in a very complex system. The first slide shows the major components of such a system with arrows to indicate appropriate flows. The components are the facilities for coal feed preparation and handling; the coal hydrogenation or base liquefaction section; facilities for product separation and recovery, and in addition, facilities for the production of hydrogen from coal-based sources. A very rough break- out of the investments involved in these areas is given at the bottom of the slide. Investment is spread about equally among the three areas of operations Another way of looking at it is that the investments in what might be called support facilities are of the same magnitude as the base investment in the hydrogen facilities. Therefore, it is appropriate in a discussion of coal liquefaction technology to treat it as a system composed of a number of technologies. The next slide lists the various functions in the feed preparation section along with an indication of technology status. Storage, crushing, grinding, drying of coal all have been in commercial practice for a number of years. The slurrying and pumping of coal at least in water slurries, is practiced commercially also. The heating of coal slurries in oil to high temperatures under pressure is not in commercial practice and development and testing is going on by a number of people in this area. Some rather complex phenomena occur when coal oil slurries are heated to high temperatures.

A geologic investigation of mineral resources in South Carolina first began in 1825 when the General Assembly authorized Lardner Vanuxen to conduct a "Geological and Mineralogical Survey of South Carolina." Vanuxen, South Carolina's first State Geologist, reported in 1826 on the limestones (marble) of the Piedmont which during those early years, were burned in many shall, scattered kilns in the region wherever suitable raw material was available. He also mentioned the possibility of using marl from the Atlantic Coastal Plain province for direct application and enrichment to the soil. Since before the year 1844 industrial minerals in South Carolina have been commercially produced literally from A to Z, asbestos to zircon. The first pub¬lished reports of actual commercial production, not just an occurrence, are referenced in Table 1 for 33 known industrial minerals and rocks in South Carolina. Known or suspected occurrences of undeveloped non-metallic mineral resources in South Carolina await future verification by geologic mapping, sampling (including coring), possible beneficiation, and market analysis. These industrial minerals and rocks include, but are not limited to, special, clay minerals (e.g. bentonitic clays, zeolites and others), sillimanite, argillite (lightweight aggregate), kaolin (alumina) and marl (underground storage and tunneling medium). In addition other non-metallic minerals, once mined but still worthy of reconsideration, include topaz (industrial), heavy minerals, barite, feldspar, and monazite. Finally, possibilities for new reserves, as an expansion of existing mine output, might develop for fuller's earth, limestone (lime), sericite (finely divided mica), vermiculite, kaolin (paper coating and filling, other filler), and metallurgical gravel. Official South Carolina data from the U. S. Bureau of Mines for 1974 indicated a total value of mineral production of $105.2 million. The studies described in this paper have established that flotation conducted in a column cell provided with gas generation by aspiration into surface tension lowered water, may considerably increase the efficiency and particle size range of a flotation process. Operation of a DEISTER FLOTAIRE ® Cell at several Southwest United States flotation plants under continuous rougher, scavenger and cleaner conditions has demonstrated the main positive features to be: (a) higher capacity per unit volume than conventional flotation equipment, (b) improvement of flotation of plus 0.210 m particles, (c) improved flotation of particles minus 0.037 m.

A new P(MAAA) latex was developed and used in separation of ultrafine apatite from calcite and silica by means of selective flocculation. The latex was found to flocculate selectively apatite from apatite/calcite and apatite/silica mixtures in the presence of sodium tripolyphosphate and sodium silicate over a pH range from 9.1 to 9.4. The separation of apatite from calcite was more selective with sodium tripolyphosphate, while the results of the separation of apatite from silica were better when sodium silicate was used. In the apatite/calcite system, 90% apatite recoveries into a concentrate containing 34% P2O5 were possible in the presence of 4 mg/l of sodium tripolyphosphate at a latex dosage of 2.2 kg/t. In the apatite/silica system, 80% of apatite could be recovered into a concentrate containing 33% P2O5 in the presence of 20 mg/l of sodium silicate at a latex dosage of 1.1 kg/t. Deposition tests were used to study the interaction between the latex and the mineral surfaces. The results revealed that deposition density of the latex on apatite was higher than on calcite; the differences between the deposition onto these two minerals were higher at pH 9.2 than at 7.2. The results point to the stronger interaction between the latex and apatite surface when compared with the latex-calcite interactions.

Due to the unbalanced top coal drawing process, the recovery ratio is low, and the equipment stability is poor in the longwall top coal caving mining (LTCC) with an inclined seam. Aimed at these problems, this paper proposes the dynamic group caving method (DGCM). The basic procedure is that when the drawn volume of top coal from a support reaches about half, the next support begins drawing top coal, and the drawing process between the two supports is half done. Taking the panel no. 8103 in Beixinyao mine as the research object, the characteristics of drawing body shape, particle movement trace, and variation of recovery ratio are investigated by using Particle Flow Code. Furthermore, the effect of mining-caving ratio on the top coal drawing law under DGCM is revealed by the simulation results, and compared with the single-opening sequence caving method (SSCM) and the doubleopenings sequence caving method, advantages of DGCM are determined in inclined seams. The results show that the drawing body can be divided into the left and the right under DGCM. Specifically, the drawn top coal particles in the left are from the upper part of this support, that in the right are from the lower part of next support, which verifies the correctness of the theoretical analysis. The characteristics of the drawing body shape are more significant when the mining-caving ratio is relatively small. In addition, with increasing mining-caving ratio, the recovery ratio of the panel both increases gradually underDGCMand SSCM.When the miningcaving ratio is less than 1:1, the recovery ratio of DGCM is obviously higher than that of SSCM, indicating that DGCM can greatly improve the recovery ratio. While when the mining-caving ratio is larger than 1:1, the recovery ratio of two caving methods is basically equal; however, the advancing time is significantly shortened under DGCM. This study are of great significance to realize high efficiency and precise caving in LTCC with an inclined seam.

While the mood at the 2013 annual joint meeting between the Pittsburgh Coal Mining Institute of America (127th Annual Meeting) and SME Pittsburgh Section (68th Annual Off-the-Record Meeting) in Canonsburg, PA was subdued following a rocky year in the coal industry, attendance was down only slightly, to 300, and overall, the meeting?s focus was optimistic about the future of coal. The conference began by addressing one of the central challenges of coal mining head-on with a keynote address on the status of safety in the mining industry. Noting that two more U.S. miners had died in 2013 than by the same date in 2012, the National Mining Association?s (NMA) Senior Vice President of Regulatory Affairs Bruce Watzman made a plea for a new approach to safety. He described the NMA CORESafety initiative, a program that promotes proactive safety measures versus a compliance-driven model. CORESafety, described in more detail on pp. 29 of this issue, focuses on developing successful ways to change company cultures of safety and behavior. Other industries that have adopted this approach have seen dramatic drops in fatalities, including the Australian mining industry, which has seen its annual fatality rate drop to nearly zero even while the number of people employed in the industry has soared. The rest of the morning?s sessions explored what is arguably the industry?s biggest challenge right now ? maintaining the social license to operate.

In the current operational facility, due to the absence of pellet pot facility, a novel technique is developed wherein the pellets with different chemistries prepared in the laboratory are fired in an induration machine by placing them inside the Inconel baskets. In the present work, an attempt is made to optimize the pellet chemistry by developing 2 different flux pellets, viz., low basicity (B2: CaO/ SiO2 = 0.3) pellets and high basicity (B2 = 0.9) pellets, and further the effects of basicity on pellet properties, viz., cold compressive strength, porosity, swelling index, reducibility index, and softening and melting temperature, are studied. It has been found through the multiple operational trials that increasing the basicity of pellets from 0.3 to 0.9 results into improving the pellet strength, reducibility and softening and melting characteristics. Moreover, it is observed that the swelling index of pellets is reduced by adding 2% MgO to both low and high basicity pellets that could be attributed to the formation of high melting point slag in pellets. The operational trial has resulted into producing pellets that exhibit a combination of desired mechanical strength, improved swelling, and reducibility index and possess better softening–melting behavior among all the chemistries studied.

Uranium has been mined in Namibia since the 1970s. The worldwide increasing need for energy in the early 2000s has led to the development and opening of a second uranium mine in 2007 and has triggered an increased interest in uranium exploration, often referred to as “the Namibian Uranium Rush.” In all, four mining licenses have been granted by the Namibian Government, which currently has two mines in operation, a third undertaking trial mining and the fourth in project finance negotiations. In addition, highly intensive prospecting activities at additional deposits are at an advanced stage. The finalization of the strategic environmental impact assessment (SEA) on uranium mining in 2010, the first of its kind and scale in the world, has enabled the Namibian government to assess this uranium rush and its tremendous legal, socioeconomic and environmental impacts and to prepare for the different future scenarios conceivable when this article was written in 2011, including both a skyrocketing and a complete breakdown of demand scenario. The Fukushima disaster and plans of the Namibian government to significantly increase royalties and company taxes in 2011 have threatened the market situation, forcing investors to reevaluate Namibian uranium mining projects. However, with the tax and royalty increase initiative since withdrawn, most projects are back on track at this point in time.

Expectations for coal in the early to mid-1970's prompted the government and industry to pursue research and development programs to increase underground and surface mining coal productivity and net coal recovery. Several programs concerned advanced surface mining methods for thin seam coal recovery. Three such programs, along with related areas of interest, are presented in this paper, namely: (1) extended depth augering for trench-strip applications; (2) high recovery auger heads for enhanced recovery; and (3) variable wall mining in low cover longwalls. Conceptual development is examined, prototype testing is discussed, and potential operations are considered.

In terms of the technical problems of rib spalling in large mining height coal face, a long-distance advanced pre-grouting layer flexible reinforcement technology is proposed in this paper. Based on the mechanism and failure mode of rib spalling in the coal face, the mechanical properties of the aluminum plastic composite pipe were analyzed by using the tensile and compression experiment. The deformation and strength characteristics of “flexible pipe + grouting” specimens were studied by uniaxial compression test, splitting test, and shear test. The UDEC numerical simulation software was used to simulate the reinforcement effect of “flexible pipe + grouting” at different positions. Combined with the field application, the feasibility of long-distance advanced pre-grouting layer flexible reinforcement technology was verified. The test results show the following: The coal face has the characteristics of brittle and large deformation. The aluminum plastic composite pipe has the characteristics of good elongation and tensile strength, which can endure the large deformation of the coal face. The “flexible pipe + grouting” can improve the tensile and shear strength of coal. The UDEC numerical simulation analysis indicated that the grouting hole layout of “flexible pipe + grouting” has a significant difference in the reinforcement effect of the coal face. Compared with single row grouting reinforcement, the reinforcement effect of double row grouting holes 1.5 m and 3.0 m away from the roof is better. According to the field application, it is feasible to use aluminum plastic composite pipe as a flexible grouting pipe to reinforce coal seam with 80–100 m long-distance pre-grouting. Long-distance advanced pre-grouting layer flexible reinforcement technology can improve the daily production of coal and reduce the support cost of the coal face. As a new method of reinforcement, long-distance layered flexible reinforcement has a significant effect on the prevention and treatment of rib spalling in large mining height coal face.
