The Federal coal Mine Health and Safety Act of 1969 has been criticized by those who say it goes too far in controlling the activity of private enterprise and by those who say it does not go far enough in eliminating fatalities and accidents in an accident prone industry. Possibly a better evaluation of this legislation lies somewhere in between. From the viewpoint of the coal industry it can be said that through the efforts of those engaged in mining, both the operator and the miner, the year 1969 marked a record year in mine safety with only 190 fatalities and a frequency of 0.84 per million man hours exposure. This outstanding achievement compared to any previous was the result of a determined effort on the part of a concerned industry to improve its reputation as being the most hazardous industry in the nation. After the effective date of the Act, March 31, 1970, the Bureau of Mines assumed complete control of all safety and health activities of the mining industry. Unfortunately, there was no improvement in the safety record of underground mines in 1970 with the total of 255 fatal injuries and a frequency of 1.04 for the year. The number of fatalities declined to 177 in 1971 but the number of underground coal mines had declined from 5,955 to 2,268 during the two year period. Meanwhile, surface mined coal increased from about 38% of total production in 1969 to over 50% in 1971, keeping the annual production of coal at a normal level but involving fewer men.

Hedges Gold Pty. Ltd. mines and processes a lateritic gold orebody approximately 120 km south east of Perth in the Darling plateau. The operation is approximately 26 km from the town of Boddington and 31 km from the town of Dwellingup. Hedges operates under The Western Australian Environmental Protection Act, Licence Number 3183. Presently, nine Limitations and Conditions are applicable to the tailings dam. These conditions apply to maximum discharge/disposal quantity permitted. Hedges mine is located in state Forest within the eastern, low rainfall section of the Darling Range and within the waler catchment area of the Murray River. Ore is carted by 120 tonne haulpacks to the plant. The plant and tailings dam is on private farm land some six kms from the mine.

The evolution of pit lake water quality depends on the lithology and hydrologic characteristics of the ultimate pit surface, the availability of buffering capacity in the wall rock vs. oxidizable sulfide content, the alkalinity of recharging groundwater and the evapo-concentrative characteristics of the system. This paper assesses the geochemistry of 11 existing pit lakes, ranging from the acid Red Hill and Berkeley pit lakes (pH 2.6 to 2.8) to the alkaline Yerington pit lake (pH 8.45). Predicted pit lake chemistry is similar to that in existing pits, with long-term chemistry lying on a geochemical continuum between end members that consist of influent calcium bicarbonate groundwater and naturally occurring sulfate-rich evaporite playa lakes.

"This summary of international mineral exploration activities for the year 2015 draws upon information from industry sources, published literature, SNL Metals & Mining (SNL) (Charlottesville, VA) database and specialists in the U.S. Geological Survey (USGS) National Minerals Information Center. The summary provides data on exploration budgets by region and mineral commodity, identifies significant mineral discoveries and areas of mineral exploration, discusses government programs affecting the mineral exploration industry, and presents analyses of exploration activities performed by the mineral industry.Three types of information are reported and analyzed in this annual review of international exploration: budgetary statistics expressed in U.S. dollars provided by SNL; regional and site-specific exploration activities that took place in 2015 as compiled by the USGS; and regional events that affected exploration activities including economic, social and political conditions, which were derived from published sources and discussions with USGS and industry specialists. Commodity and regional compilations are presented in this summary. Because multiple sources were used to develop commodity and regional compilations, statistics may vary depending on the source and type of data that are being reported.The SNL data summarize planned company budgets for worldwide exploration activities in 2015 for 24 nonfuel mineral commodities and metal alloys and are based on company surveys. Surveys focused on precious metals (gold, platinum-group metals and silver), base metals, (cobalt, copper, lead, molybdenum, nickel, tin and zinc), bulk commodities (bauxite, chromite, iron ore, manganese, phosphate and potash), and other commodities (diamond, graphite, heavy-mineral sands, lithium, niobium, rareearth elements (REE), tantalum, tungsten and uranium).USGS data compilations and analyses are based on information provided by USGS mineral commodity and country specialists, as well as industry contacts and published trade journals. The USGS data summarize exploration site data collected for more than 80 minerals and materials, with a focus on base metals, diamond and precious metals. The USGS analyzed available information to assess the level of exploration activity in 2015 and to report trends in mineral exploration activity for the period 2005 through 2015. These analyses identify where mineral exploration is occurring by commodity and region and the intensity of activity that is taking place in each region for selected mineral commodities, and determines those factors that most affect changes in exploration activity."

The Electric Power Research Institute (EPRI) and six EPRI-member utilities are sponsoring research to define relationships between coal properties and coal handling behavior. Deratings and outages caused by plugged chutes or bunkers or frozen coal can cost utilities millions of dollars annually in lost energy production as well as in manpower to restore coal flow. There is also the added expense of maintaining redundant equipment to assure a continuous coal feed to the boiler, a common practice for utilities. Over the past two years, researchers at CQ Inc. and Iowa state university have collected and analyzed coal samples to develop a coal handleability index for utilities to use when specifying coals for their power plants. These coal samples cover ranges in ash content, rank, grindability, size distribution, and moisture content--properties that affect the handling behavior of coals. Other properties, such as the washability and ash composition, are measured as well. Over the remaining two years of the project, all of these analyses will be correlated to handling behavior, measured using a triaxial shear tester that determines the strength of a coal under compression. An index will be developed and validated at host utility power plants.

Lithium is a top-quality mineral in the energy market, with growing demand. It has many applications in medical, nuclear, and energy industries. The purpose of this article is to quantify and analyze the economic potential and projected global demand for lithium annually. It aims to determine Peru’s (specifically Puno) positioning in the global context in 2025 and 2030. The article also seeks to identify the main regulatory, environmental, and social challenges to sustainably exploit lithium in Peru. The study employs applied research (mixed approach), descriptive-correlational scope, and observational, crosssectional design. The methodology demonstrates the use of statistical techniques to model and make predictions about this energy-transition metal. Academic sources were reviewed to enable a comparative approach and projection into the future of lithium for development in the mining industry. In the last 10 years, lithium demand has grown, noting a 600% increase in the economy and projected annual growth of +26%. Exponential growth in resources is projected, where econometric, R-multivariable and R-linear models estimate that Peru could supply 1.5% in 2025 and 3% in 2030 of global lithium. Estimated growth of 5–15% in socio-environmental conflicts is projected with the start of lithium exploitation (Peru – Puno). The global potential of lithium demonstrates exponential growth. Lithium reserves in Puno - Peru would rank 13th between 2025 and 2030. It is necessary to establish a clear regulatory framework to avoid excessive increase in socio-environmental conflicts.

Overexposure to noise remains a widespread, serious health hazard in the U.S. mining industry. Most other categories of illnesses and injuries associated with mining have improved, with the exception of hearing loss. U.S. Mine Safety and Health Administration (MSHA) coal noise data from 2000-2004 show that the continuous mining machine (CMM) is first among all equipment, accounting for 35% of noise overexposures. Joy Mining Machinery, in collaboration with the National Institute for Occupational Safety and Health (NIOSH), is conducting research to reduce noise generated by continuous mining machines. This paper describes a "JOY Designed for Noise Reduction" (JOY DNR; patent pending) tail section as a noise control for reducing the noise overexposures of CMM operators. Underground testing shows a 45% to 65% noise exposure reduction for the operator when comparing the JOY DNR tail section results to those for a standard machine. Utilizing this newly developed noise control, along with previously proven controls, will provide CMM operators an opportunity to be within the MSHA permissible exposure limit (MSHA-PEL). In 2012, the estimated value of mineral production increased in the United States for the third consecutive year. Production and prices increased for most industrial mineral commodities mined in the United States. While production for most metals remained relatively unchanged, with the notable exception of gold, the prices for most metals declined. Minerals remained fundamental to the U.S. economy, contributing to the real gross domestic product (GDP) at several levels, including mining, processing and manufacturing finished products. Minerals? contribution to the GDP increased for the second consecutive year. Trends in other sectors of the domestic economy were similar to those in mineral production and consumption rates (Table 1). After continued decline following the 2008-2009 recession, the construction industry began to show signs of improvement late in 2011 and throughout 2012, with increased production and consumption of cement, construction sand and gravel, crushed stone and gypsum, mineral commodities that are used almost exclusively in construction.

The techno-economic and social benefits of cemented paste backfill (CPB) resulted in its wide acceptance by the mining industry. The Ordinary Portland Cement (OPC) remains the key binder but to diminish its economical constraints, suitability of alternate binders has been examined worldwide. The present study aimed to investigate the effect of partial replacement of OPC with fly ash on the CPB’s strength and to determine the most optimal mix to achieve the required strength (1 MPa at 28 days of curing) at the most cost-effective way using the Bayesian network (BN). The CPB mixes were prepared at 72 wt.% solid concentration with mill tailings (87–91%), OPC (6–13%), and fly ash (0–4%), and instantly after mixing, fresh (slump, bleeding, density) CPB properties were measured. The strength was tested at 7, 14, 28, and 56 days of curing and initially analysed through traditional model. The traditional models follow the aleatory principle and are considered not appropriate for geotechnical engineering. Hence, the BN model was developed and tested. The reliability of two classifiers in learning model structure was compared which gives Naïve Bayes as the highest reliable tool. The CPB’s strength is most sensitive to the OPC content. The most consistent mix(s) is mill tailings: 87–88%, OPC: 9–11%, fly ash: 1–4%. Adding fly ash at 89–91wt% mill tailings possesses high failure probability of the CPB. The collinearity test indicates that the fines percentage and chemical composition of CPB’s ingredients are highly correlated with its slump, bleeding, and strength development.

"As mine operators continuously look for ways to improve functionality and increase the capacity of their facilities, existing process equipment is often pushed to and past its designed limitations. As a result, equipment manufacturers are asked for economical solutions to meet redefined processing needs. Newmont Mining in Nevada was faced with such a need in its carbon-in-leach (CIL) train. In a collaborative effort between Newmont and Derrick Corp., tests were conceived to assess the viability of drop-in replacement screens using a three-dimensional screen panel. The synthetic pyramid screen panel was designed to increase flux while maintaining the existing equipment footprint. The test is the end result of an ongoing research and development project that Derrick undertook in an effort to refine and upgrade its urethane screening media. The application of this new screening media is presented for this CIL application along with future plans to implement the technology in trash, safety, carbon dewatering, carbon sizing and other scalping applications.In spring 2014, Process Machinery Associates (PMA), Derrick’s local area representative, met with Newmont to discuss the operation of the in tank screens in the CIL train at Twin Creeks, near Golconda, NV. The process was originally designed for about 12+ kt/d (13,000+ stpd) but the throughput has been steadily rising since the plant was commissioned. Newmont now requires 14.5 kt/d (16,000 stpd) to be processed. The original screens were running at their maximum capacity, and Newmont required additional screening capacity to continue the upward trend in production.Physical separation by use of screening is one of mineral processing’s oldest methods. Screening media can be prone to blinding and pegging, and the necessary support structures required for finer apertures result in smaller open areas. Therefore, more screening area generally requires larger panels and, thus, larger machines, screening media that does not blind or a combination of both.In an effort to avoid larger machines, Derrick had been working on a revolutionary threedimensional panel that would add nonblinding screen area in the same footprint of an existing machine. Alpha testing of the new screen panels began at Newmont Mill 2/5 in July of 2013. It was still occurring when PMA approached Twin Creeks about beta testing a refined machine and pyramid panel. After presenting the initial results, Twin Creeks determined that an upgraded machine and pyramid panels would be a possible solution to meet production needs. The testing of a machine eliminated the risk of capital costs to Newmont and provided Derrick the opportunity to obtain additional data."

The Black River Falls Mine is owned and operated by Jackson County Iron Company, a wholly owned subsidiary of Inland Steel Company. It is located in vest central Wisconsin, seven miles east of the city of Black River Falls. This is the first taconite plant in the state of Wisconsin. Iron mining started in this area in 1856 but soon failed due to the low grade ore and crude methods of mining and transportation. Inland Steel Company acquired the property in 1939. Some drilling and test work was done in 1940, but the economics of developing the property at that time were not favolable. Improved methods of concentrating and pelletizing in the 1960's made it possible to build the present plant. Due to the limited ore reserve of 45,000,000 tons with expected recovery of 33% it was necessary to limit the capacity of the operation to 750,000 TPY with a life of 20 years. There was some concern about an operation of such limited capacity. A million ton operation was considered the minimum size plant for a profitable operation.

"In 2017, the total estimated value of nonfuel mineral production in the United States increased by 6 percent from 2016 (Table 1). The value of metals produced domestically increased by 12 percent and the value of industrial minerals produced domestically increased by 3 percent. Some metal commodity values (cobalt, magnesium metal and palladium) increased by more than 35 percent in 2017 from 2016 owing to higher prices.Some U.S. metal mines and processing facilities remained idle in 2017, including three primary aluminum smelters in Indiana, Missouri and Washington; a titanium sponge facility in Utah and a byproduct vanadium production facility in Utah. In contrast, new gold mines opened in late 2016 and 2017 in Nevada and South Carolina, respectively, and iron ore mines in Michigan and Minnesota restarted or operated for the full year. In addition, increased oil and natural gas drilling activity led to increased production of some industrial mineral commodities that are used for oil and gas drilling. Production of some industrial minerals, especially those used in infrastructure and residential construction, remained essentially unchanged in 2017, a reflection of the limited growth in construction activity. The production of some metals, including iron and steel, aluminum and other nonferrous metals and nonmetallic mineral products increased. Overall, mining activity trended upward as the result of increases in coal mining, oil and gas extraction and metal mining (Table 2).Discussion of mine production is commonly segmented according to the type of materials produced within the broad categories of metals and industrial minerals (also known as nonmetallic minerals). Industrial minerals can be further subdivided as construction aggregates and other industrial minerals. Metals tend to have higher unit values but very low production quantities compared with those of industrial minerals, such as crushed stone or construction sand and gravel, which have higher production quantities but are lower-valued materials. Therefore, for discussion and analysis of the performance of the nonfuel minerals industry, the value of production is used rather than the tonnage produced. Tonnages of natural aggregates are orders of magnitude larger than those for most other mineral commodities, thus making direct comparisons based on weight meaningless (Fig. 1)."

Many cases of derailments, train accidents and traffic interruptions due to the slope failure and rockfall have been reported in the past on Konkan Railway trackline because of unstable rock slopes. The authorities installed stability enhancement measures such as wire netting, rock bolting and shotcreting which were found insufficient. The failed geotechnical measures prompted authorities to excavate the unstable slopes. Rock blasting is generally not preferred for the excavation of slopes along the transportation route. Stabilisation and widening of slopes by blasting need closure of the route for a considerable time. Discontinuing traffic on Konkan Railway route was undesirable as it connects two important port cities Mumbai and Mangalore. The paper presents an innovative directional controlled blasting (DCB) technique for excavating three unstable slopes (i.e. cuttings) in hilly terrain without disturbing the traffic. New empirical formulae for small geometry blasting to estimate burden and throw have been developed. A unique sequence of firing and excavation with powder factor varying between 0.04 and 0.39 kg/m3 irrespective of the actual free face was used for rock blasting. The process controlled the throw of blasted material over the track and resulted in a smooth and stable wall. The slope angle has been changed from 80 to 82° to 45–47° and probability of wedge, planar and toppling failures was eliminated. About 100 such accident-prone slopes (52 km cumulative length, 7% of total route) situated at discrete locations along Konkan Railway route were stabilised using the technique. No incident of rockfall and slope failures along these slopes has been observed after the stabilisation.

The Gaudin lecture is devoted to fundamentals. Given my involvement with column flotation over the last 20 years, this is my topic. I have tried to identify spinoff basic research and provide a personal list of favorites. Two are selected for discussion here. They are single bubble rise and bubble surface area flux. The rationale for such work, as well as some of the findings, are reviewed. Support for fundamental work seems as volatile as the economy (and the link is probably not coincidental). I hope some utility to the minerals industry is evident in the text. Column flotation in its current form originated in the early 1960s. The method was invented by Boutin, patented by Boutin and Tremblay and pursued doggedly by Wheeler. Their aim was to overcome the problem of mechanical entrainment of fine particles in the water carried by the bubbles, which they were convinced contributed to lowering flotation concentrate grades (Wheeler, 1988; Finch and Dobby, 1990). The solution was a combination of columnar geometry, the addition of wash water into a deep froth and the maintenance of an excess of water to the tailings, as compared to the feed (a so-called positive bias). Success at Les Mines Gaspe, Quebec, on cleaning Mo in the early 1980s signaled the start of industrial acceptance, making the column one of the flotation machines of choice today. Over the next 20 years, column applications mushroomed to cover virtually all mineral commodities, as well as nonmineral applications such as soil decontamination, deoiling of water and deinking of recycled paper. In the wake, research groups are continuing to probe the fundamentals, conferences and workshops have been transferring the technology and specialist companies have emerged to service the demand. Innovations were triggered as problems arose (for instance, in gas injection systems) and novel flotation cells, much in vogue in the 1990s, had the door opened. Mechanical cell manufacturers have not been idle - there is nothing like competition to provoke a fresh look at an established business. Flotation-cell technology has probably not seen so much activity since the patent rush in the early days of flotation, which occurred around the turn of the century. For an industry often considered reluctant to risk innovation, this is not a bad record. A good idea will find a place, but patience (not always an innovators strong suit) and careful preparation are required. Two books (Finch and Dobby, 1990; Rubenstein, 1996), three symposia (Sastry, 1988; Agar and Huls, 1991; Gomez and Finch, 1996), and a series of reviews (Dobby and Finch, 1991; Finch and Dobby, 1991; Finch, 1995; Finch et al., 1995) document the period. Like many good ideas, column flotation has been overexposed, and there have been disappointments. The mechanism of gold uptake from iodide solutions by carbon has been investigated. Adsorption isotherms for gold and iodine were established. For activated carbon, approximately 300 mg of gold and 1000 mg of iodine were extracted per gram of carbon at maximum loading. Examination of loaded activated carbon particles by scanning electron microscopy reveals isolated patches of gold deposited on the carbon surface. High-resolution transmission electron microscopy shows that fine gold particles (1-4 nm diameter) are uniformly distributed within the carbon. Iodine was also observed throughout the matrix. The uptake of gold by carbon from iodide solution involves a combined reduction and adsorption process, where the gold iodide species is reduced to the metallic state superficially and adsorbed in the porous structure of carbon. A few experiments for the gold-chloride and gold-bromide systems were carried out for comparison.

Red Dog is a Mississippian to Permian aged sulfide deposit located in the western Brooks Range north of Kotzebue, Alaska. It belongs in the family of black Shale hosted sedimentary exhalite deposits but lacks classic sulfide sedimentary textures. Pervasive silicification, and a significant portion of the mineralization, is replacement in nature. An extensive feeder vein system cuts the footwall and the exhalite package. A Jurassic to cretaceous age compressional event has repeated the ore section through thrust faulting and folding. The orebody contains 77,000,000 metric tons averaging 17.1% Zn, 5.0% Pb and 82 g per metric ton of Ag. Weathering has locally altered the sulfides to sulfates and formed elemental sulfur.

During 1996, US mines produced 319 t (10.26 million or) of gold metal valued at $4 billion. At yearend, mine reserves were estimated to be 4.7 kt (151 million oz) of gold metal. Almost all of the production was from western states. Nevada accounted for about 68% of national production. Information for this article was obtained through annual reports of mining companies, US Geological Survey (USGS) databases and other public sources. Table 1 shows production and reserves by mine. It divides the mines into two categories. These are producing mines whose primary product is gold, and producing mines for which gold is a byproduct or coproduct. The mines listed in Table 1 accounted for more than 98% of US gold production during 1996. Except the Daisy Mine, the table does not include mines that produced less than 31 kg/a (1,000 oz/year). This paper discusses the use of Conditional Simulation (CS) models to provide mill feed grade profiles for different time periods. The conventional approach of classifying block estimates as ore or waste generally does not adequately represent dilution, lost ore and the anticipated grade control data, including variability of mill feed from the pit and possible stockpiles. The detailed simulation of grade control practices can be done, but at the Pre- or Feasibility stage of the project may be impractical, since drawing dig limits on multiple benches is tedious and time consuming. Using the Feasibility Grade Control (FGC) method as developed by the Centre for Computational Geostatistics (CCG, University of Alberta-Edmonton), the CS models can be processed quickly to establish dilution and lost ore, and predict daily or short-term feed to the mill. The simulated nodes can be aggregated into selective mining units with adequate representation of likely geometries to be recovered from the pit, to mimic anticipated selectivity. An example from a large copper deposit is shown. The study provides an estimated stream of tonnages and grades fed to the plant by mining periods of interest and based on a specific mine design and schedule. The resulting cash flows support the economic and financial analyses of the Feasibility Study; also leads to improving mine schedules; and aids in developing blending schemes if necessary. INTRODUCTION The conventional approach of separating mineralized material into ore or waste categories does not always include a realistic amount of dilution and ore loss. Also, often it does not provide a good estimate of the grade that will be fed to the mill. If the grade control estimates are unbiased, they will over the long run represent the long-term average of grades fed to the mill; but the anticipated variability of mill feed from the pit and stockpile sources may be misrepresented. Some references on traditional grade control implementations can be found in Chunnett (1982); Davis et al. (1989); Srivastava et al. (1992); and Nowak (1992). Alternative methods based on economic variables improved significantly on the purely grade-based control methods, see Douglas et al. (1994). Further developments involved the use of geostatistical conditional simulations (CS) and profit models, which in several cases have been successfully implemented (Aguilar and Rossi, 1996; Rossi, 1997; Deutsch et al., 2000; Norrena and Deutsch, 2002; Neufeld, 2005; Jewbali and Dimitrakopoulos, 2009). But they can be impractical, mostly due to the lack of understanding of the methodology involved; even if semi-automatic dig limit drawing is implemented, there is always a need for is tedious and time consuming checking and corrections, even if using a single profit model derived from the simulated grades.

The pelletizing process for low grade iron ores has undergone continual changes since its inception over twenty years ago. These changes have necessitated filtration equipment changes in order to produce a product suitable for balling. With modern techniques it is now possible to produce pellets of 68% Fe from ores containing as low as 26% Fe. Low grade ores require fine grinding to liberate impurities This shift to finer grinds over the years has necessitated major changes in the filtration steps. Techniques are now available for producing suitable product from ores with Blaines as high as 3600 cm2/gram. This has been made possible by the development of high performance filters. Recent developments have reduced maintenance costs and produced higher production reliability. The paper discusses iron concentrate filtration from its beginning to present day design. It will be shown that the dewatering step prior to balling has gone through four generations of filters. Particular emphasis is placed upon hydraulic studies which have allowed today's optimum designs.

Minerals are certainly where they are found. The undemocratic distribution of the world's mineral wealth has created an incongruous inbalance: mineral-rich, scarcely populated countries supply highly-populated industrialised countries that in turn consume more minerals than they produce. This has been as much a generating force for colonisation, invasion, and war as religion, political ideals, or megalomania. The Industrial Revolution of the seventeenth century was born in Britain, a country with large domestic resources of coal, iron, lead, zinc, copper, tin, etc., as well as a large population. As consumption outstripped production imports filled the gap, particularly from its worldwide colonies. For example, when Canada was founded in 1867 more than 905 of its investments were British financed, and much of these were mineral-based. The British made similar investments in South East Asia, Australasia, the Caribbean, and elsewhere, as did the other industrialised Western European countries hungry for raw materials. Later the United States emerged as a leading industrial power, again due largely to its abundant natural resources. Consumption soon exceeded production and foreign sources were saught. American business went exploring abroad ant many a mineral resource was developed almost totally on the basis of the US market many .thousands of miles away. Closer to home, Canada was also an obvious target for the US with its rich mineral resource base, small population, and geographical juxtaposition, so much so that about the time of the 1914-18 War the US took over from Britain as the major investor in Canada, and this peaked in 1967 when the US accounted for 80% of the country's foreign investment. After the 1939-45 War Japan joined the ranks of the USA and Western Europe as industrialised powers, and they too searched the world for the deposits lacking in their homeland.
