Appraisal of industrial minerals beneath privately owned land requires a different approach and mindset from valuation of base and precious metals or energy minerals, and from valuation of government-owned mineral lands. First, is it the value of inground minerals or of mining rights that is being sought? Second, value to whom, the mining company, a potential investor, the mineral landowner, a lending institution, the property tax assessor, or a condemnor? Third, how should mineral value be apportioned between the land and mineral owner, and a mining company with limited years of lease-hold interest? These and many other questions must be addressed before a valuation method and Discount Rate are selected. For various reasons the Income Method is most often used, with Net Present Value calculations made for long term predicted mining income. Choice of an appropriate Discount Rate is critical.

The Owner, Engineer, and Contractor need to have a thorough understanding of the project’s design concept, how it is going to be built, and what it is going to cost. This paper presents the opinions of three engineering professionals who are well established in their sectors of heavy civil underground public works construction. This paper will outline and summarize the considerations that the three principal contracting parties of Owner, Engineer, and Contractor need to make to obtain good price quotes at the time of bids.

Soda ash is the trade name for sodium carbonate, a chemical refined from the mineral trona or naturally occurring sodium carbonate-bearing brines (both referred to as natural soda ash) or manufactured from one of several chemical processes (referred to as synthetic soda ash). It is an essential raw material in glass, chemicals, detergents and other important industrial products. Production U.S. soda ash production during 2004 increased to10.9 million Mt (12 million st). Five companies comprised the domestic soda ash industry. Four were in Wyoming operating five plants. One was in California with one plant.

Photogrammetry and laser scanning has been employed at a number of Newmont mine sites to mitigate risks associated with conventional structural mapping, determining the geometry of voids from old underground workings, and generating topography in areas of slope instability. Laser scanning has also been used to evaluate as-built pit slope configurations with respect to design assumptions, operational practices, and rock fall potential. Recently, remote sensing applications carried on an unmanned aerial vehicle (UAV) were used to generate base topography at some Newmont sites. UAV are generally more convenient and less expensive and can be utilized in areas where cloud cover prevents manned aerial photography missions. This paper discusses these applications, and provides commentary on their benefits and limitations based on recent experience.

Mining is likely to be targeted by The United States Environmental Protection Agency (“EPA”) as one of its key enforcement targets for fiscal year 2002-2003. Identifying the mining industry as an enforcement target, coupled with an increase in enforcement activity in recent years, places each mining operation at increased risk of receiving enforcement attention. A properly developed and implemented Environmental Management System (“EMS”) tailored for your operation is invaluable in reducing the risk of incurring liability for non-compliance. At the heart of an effective EMS is an audit program that checks the company’s compliance with environmental requirements. In addition, audit privilege (in select states), voluntary self-disclosure, and the attorney-client privilege serve as very effective tools for managing those liabilities that may arise during auditing a well-developed program. Of course, these latter tools are effective only if the auditing program is properly structured and properly managed. EPA and some states also provide varying degrees of immunity for environmental violations that are voluntarily disclosed in writing by the company. However, self-disclosure laws and policies typically prescribe stringent requirements for parties seeking to take advantage of them. For example: U.S. EPA has recently extended the time period in which to provide full written self-disclosure to 21 days. However, U.S. EPA’s revised Self-Disclosure guidance also addresses when a company obtains knowledge of a violation for purposes of triggering the 21-day clock and specifically extends the knowledge requirement to include the company’s agents and consultants. Computer Controlled Scanning Electron Microscopy (CCSEM) analyses of sediment samples from coastal regions of Kerala and Tamil Nadu states and the heavy mineral deposits of Chavara, South India, show large lateral differences in the titanium content in ilmenite due to varying degrees of iron leaching. As the depositional environments for the sands with varying degrees of ilmenite alteration are comparable, the cause for the different degree of alteration is due to differences in the primary source of the ilmenite or to differences in the geochemical history of the ilmenite grains during transport from source to deposit. The CCSEM analyses of the heavy mineral fractions show that source of sediments with a high content of titanium-enriched ilmenites, mainly the heavy mineral deposit around Chavara, resides in the khondalite belt of South India (granulite facies metasediments). The less titanium-enriched ilmenites are sourced from other rocks in the area such as the charnokites. Those conclusions are based on the high MgO content in the leached ilmenites, chemical composition of the accompanying garnets (low CaO and high MgO), and the concentration of aluminum-rich minerals in the sands.

Tarkwa Gold Mine is located in south western Ghana, and is majority owned and operated by Gold Fields Ghana Limited. The Tarkwa CIL plant utilises a single low aspect 27' x 42' 14MW dual pinion drive SAG mill designed to mill 4.2mtpa (525tph). The plant was designed and constructed in a manner that would facilitate its expansion to 8.4mtpa (1,050tph). Since the plant was commissioned in September 2004, the SAG mill has consistently exceeded its nameplate throughput by up to 25%. Through the installation of a 26? x 36? 14MW dual pinion drive Ball mill along with additional upstream and downstream equipment, the plant will now be expanded to 12mtpa (1,500tph). This paper endeavours to outline the process and engineering design challenges along with the future construction challenges of the expansion in the midst of a fully operational plant.

Ion exchange (IX) has been in use for a long time, references to IX are made in The Bible, Exodus Chapter 15 vs. 22-25 ?and the waters were made sweet?.1, 2 Aristotle noted a reduction in the salt content of water when passed through certain types of sand, a phenomena probably associated with ion exchange characteristics of zeolites. Ion exchangers can be naturally occurring or synthetic; the majority of ion exchange materials in use today are synthetic resins based upon organic polymers such as polystyrene or methacrylate. Into more modern times the use of ion exchange for metal recovery was first proposed for the recovery of gold using zeolites in 1909.4 In 1939 copper was being recovered from the manufacturing of Rayon using ion exchange5 a development that continued applicability through to current times in the production/recovery of copper and nickel in ammoniacal leach processes. In early 1949 researchers at the Rohm & Haas Company discovered that hexavalent uranium existed as an ionic complex in sulfuric acid leach liquors, and that quaternary ammonium anion exchange resins exhibited a high selectivity for this ionic species6 The first commercial application of this technology went on-stream in October 1952 at the West Rand Consolidated Mines, Ltd operation in South Africa. 7 Ion Exchange has been applied for the recovery and purification of a range of metals;8 ? Uranium, Thorium and transuranic elements ? Rare Earths ? Gold, Silver and platinum group metals (PGM?s) ? Chromium, Copper, Zinc, Nickel, Cobalt ? In 1974, Allis-Chalmers, in corporation with several iron ore operating companies, began to evaluate direct firing of coal in the GRATE-KILN System. Several coals were ground at the Allis-Chalmers Process Research and Test Center and shipped to Cleveland Cliff's pilot plant near Negaunee, Michigan, where they were used as fuel to pelletize Empire magnetite concentrates in the CCI pilot-scale grate kiln. Pilot plant tests were sufficiently favorable to warrant testing in a commercial-scale pelletizing plant. These tests were conducted at the Empire Mine in the late summer and fall of 1974 and again in the summer and early fall of 1975. In the fall of 1975, Allis-Chalmers Mining Systems Division started a program, in the Advanced Technology Center, designed to develop a laboratory test procedure for the evaluation and study of various parameters associated with the direct firing of coals in a GRATE-KILN System. The initial results of this program were presented at the 50th Annual Meeting Minnesota Section, AIME, January, 1977. This paper will briefly review the initial laboratory work and discuss the latest results obtained.

The Mine Safety and Health Administration's (MSHA) Ventilation Division continues to evaluate proposed explosion-resistant seal designs. There are currently eleven specific designs for explosion-resistant seals that are suitable for construction in underground coal mines. Seal construction in operating mines must be equivalent to those constructed in the Experimental Mine during the explosion testing program. Accidental failures of seals have occurred due to explosion pressures below 138 Kpa (20 psi). The possibility exists that the failed seals were not properly constructed. Also, conditions in the vicinity of the seals may change. Water may accumulate against the seals, heave or sag may cause detrimental effects on the seals, and sloughage of the ribs may negate hitching. If seals are not properly installed or maintained, they could fail when subjected to explosion pressures. If seals fail for any reason, the possibility exists for explosion propagation throughout large areas of the mine. There could be catastrophic consequences to an event of this nature. This report will present a limited discussion on the construction of each of these seals and will address related issues.

The influence of solution ionic strength (IS) and electrolyte valence on the flotation behavior of malachite has been investigated. The microflotation tests were conducted over a range of solution IS (1?300 mM) at a constant speed (340 rpm), pH (9.5), flotation time (10 min), and sodium oleate dosage (5.3×10-7 moles/g). The size of malachite ranged from 45 to 53 µm, and two different types of electrolytes (NaCl and CaCl2) were employed. Electrophoretic mobility was also measured over the same IS range employed in the microflotation study. Overall, strong coupled effect of solution IS and ion valence was observed. Specifically, the flotability of malachite increased with increasing IS in the presence of monovalent cation (Na+) while the flotability increased up to 30 mM and decreased with increasing IS in the presence of divalent cation (Ca2+). Notably, the flotability of malachite was greater with the presence of Na+ compared with Ca2+ under high IS conditions (IS>30 mM). Consistent trend for Na+ versus Ca2+ was observed from the flotation results with different SO dosages. The characterization and flotation results suggested that the trend was likely attributed to the increased unfavorable interaction between malachite and bubble via the charge reversal of bubbles and malachite at higher IS in the presence of Ca2+.

The most complete mining show ever held in the United States and the largest exposition of its kind to be held anywhere in the world in 1988. That's how the American Mining Congress is billing its "MINExpo International '88," to be held April 24-28 at Chicago's McCormick Place, the largest exposition facility in the country. MINExpo International '88 will combine for the first time two previously separate AMC-sponsored shows - the International Coal Show and the International Mining Show. Starting with the 1988 show, MINExpo International will be held every four years. The next show, in 1992, will be held in Las Vegas. The MINExpo in Chicago will feature more than 500 mining equipment and services exhibits covering 3 hm2 (320,000 sq ft) of exhibit space. Exhibitors will display products ranging from small safety devices to large earth-moving equipment. MINExpo is one of the few trade shows selected by the US Department of Commerce for its Foreign Buyer Program. Commerce is working with US embassies around the world to publicize MINExpo and to form delegations of visitors from many countries. Overseas visitors to the show will be assisted at an on-site International Business Center. It will provide currency exchange, translation, and other services to foreign buyers. Registrants at MINExpo will also be able to attend their choice of 27 morning-only program sessions. At these sessions, international mining experts from industry, government, and academe will analyze technical, strategic, and policy matters and discuss the outlook for the industry. "Toward the 21st Century" is the theme of this year's program. The technical workshops and managerial seminars are designed to assist mining executives, engineers, and geologists as well as mine superintendents, managers, and foremen in handling their responsibilities. Based on previous attendance at AMC international mining shows, the association says that more than 25,000 persons are expected to attend the Chicago show. It is expected that approximately 15% of the attendees will be from foreign countries. The Soviet Union will be among those exhibiting at MINExpo. The Russians have leased more than 2.8 dame (3000 sq ft) of space to display their mining machinery and equipment. It is the first time that the Russians have joined in an exhibition of mining equipment in the US. The two largest manufacturers of mining equipment in the Soviet Union, Setmash and Avtoexport, will put on display in Chicago a variety of Russian-made equipment. It will range from 100 t (110 st) heavy-duty dump trucks and diesel engines to drilling, hoisting, and conveying equipment. In addition to some 400 US exhibitors of mining equipment and services at MINExpo, nearly 100 companies will be present from other major mining nations such as Australia, Canada, Great Britain, Japan, the Netherlands, and West Germany. And, for the first time, a Chinese manufacturer will take part in the AMC show, participating with its US marketing partner.

"Located in the state of Colima, Peña Colorada is one of the largest iron ore operations in Mexico. The project is owned in equal parts by ArcelorMittal and Ternium. Though boasting a production capacity of 4.1 Mt/a (4.5 million stpy) of concentrate per year, Peña Colorada is faced with declining ore grades. In order to respond to this situation, Peña Colorada had to expand production even further. This expansion created various challenges that were overcome by the adoption and application of new technology. Examples of these technological innovations are discussed in detail in this article and include improvements in geo-modeling, mine planning, and mine operations. The successful implementation of these technologies paid for itself many times over, and has led to significant improvements in production and performance, while lowering the operating costs and reducing the variance between planning and execution.Project overviewPeña Colorada is a mining company that produces about 30 percent of the iron ore in Mexico. This project generates about 1,200 direct jobs and 3,000 indirect jobs, making a significant contribution to the local economy. Similarly, Peña Colorada invests in its local communities through numerous educational programs, scholarships, university agreements, social development, environmental agreements, etc. Peña Colorada’s operations consist of an open pit mine located in Minatitlán and a pellet plant located in the port city of Manzanillo, as shown in Fig. 1. Technological innovationsMost mining projects around the world typically follow the logic of “mining the next best ore.” Consequently, head grades tend to decline over the life of the mine. In the case of Peña Colorada, a decline in head grade combined with a decline in iron ore prices forced the operation to adapt to a new business environment and adopt new technologies to face these challenges. However, the first step along this process was to increase the confidence and reliability of the resource model. This task involved additional drillhole campaigns coupled with more detailed modeling techniques. Once the block model was completed, new optimization studies and production schedules were evaluated with new optimization tools that improved many aspects of the mine plan. The Peña Colorada block model has undergone 3 expansions to reflect additional information not available in the past. The model has expanded to the East and Southwest. The latest model expansion increased the total number of benches to 98 as a result of positive exploration results. Similarly, new geotechnical studies were prepared, which provided new guidelines for pit slope design, and new technology was implemented to monitor ground movement and slope stability. Two sectional block model views in Hexagon Mining’s MineSight 3D, along with the pit designs and geologic solids are shown in Fig. 2."

This paper presents the development of a new grinding circuit steady-state modeling system. It is fundamentally based on the “functional performance equation”, which has now been used to improve the performance of numerous grinding circuits. This equation characterizes the two distinct efficiencies that are at work in a ball milling circuit, and how these relate to overall circuit productivity. It does so based on the particle size chosen to distinguish between coarse and fine (product size) material. Now, by applying it to all the material size classes, a simple yet reliable ball mill model was created. Combined with cyclone recoveries, the complete, detailed grinding circuit performance can be exactly reproduced mathematically by the computer program. It can then be used with separate process equipment application engineering methods to systematically engineer grinding circuit improvements. The development, features, uses and limitations of the system are described.

The excavation-induced stresses transferred from the panels or pillars in upper coal seams play a key role in the occurrence of rockbursts in driving roadways during close-distance coal seam mining, which has become a common problem and threat to many underground mines. The authors established a 3D finite-difference numerical model via FLAC3D software using the closedistance coal seam mining conditions in the Zofiówka Mine as a case example to reveal the rockburst mechanism in such conditions. The excavation-induced vertical stresses are analyzed, which provides a basis to build a conceptual model to explain the possible source mechanism of the rockburst under such conditions. Nine typical rockburst indicators considering different contributing factors are then selected as the evaluation criteria to assess rockburst potential in the study site. The results suggest that the superposition of multiple excavation-induced stresses of the main drift and tailgate provides an environment for stress concentration and energy accumulation. The side abutment stress induced by mining in the upper coal seam has a “strengthening” effect to the rockburst occurrence. The great deviatoric stress induced by complex excavating situations is another important exterior cause. A strict calibration procedure should be implemented before using indicators to predict rockburst potential. A methodology was proposed to estimate the location and magnitude of rockbursts combined with numerical modeling, laboratory tests, and feedbacks from the field. The study could provide some references and guidelines for preventing and mitigating rockbursts in underground mines under similar engineering conditions.

In an effort to reduce the risks to underground miners of health hazards associated with exposure to high concentrations of diesel particulate matter(dpm), the Mine Safety and Health Administration(MSHA) published proposed rules in 1998 limiting dpm exposure in both underground coal and metal and nonmetal mines. The proposed rule for underground coal mines would require removal of 95% of dpm by mass, while the rule for metal and nonmetal mines would eventually limit total carbon exposure from dpm to 160 micrograms per cubic meter of air over an eight-hour shift. The comment period for both proposed standards ended on July 26, 1999.In this session, representatives from MSHA, the National Institute for Occupational Safety and Health (NIOSH), equipment manufacturers, labor and industry will discuss the impact of the proposed regulations on mine operations and worker health. Questions will be taken from the audience after brief presentations from each panelist. This paper provides a compilation of written summaries of each panelist’s opening presentation.

The concept of initiating a large action-oriented contract, directed toward inherently safe mining systems, was conceived by the U. S. Bureau of Mines in January 1970. At that time we were in the process of establishing research contracts and grants, about 100 of which were let in FY 71 to deal individually with fairly specific technological areas. These projects in the aggregate covered a wide spectrum of health and safety problems. What appeared to be necessary was the creation of a project or program that would provide a focal point for the demonstration of many of the results of this research and also in the action sense culminate with working hardware and systems that could be tested and demonstrated over a fairly long teen. The concept of working demonstrable systems, rather than just a conceptual study, was, felt to be necessary for two significant reasons. In the development of any new system, the translation from concept to working hardware is usually a costly and time consuming process which acts as a deterrent to implementation. Secondly, many decisions in the mining community to change equipment or systems ,are based on first hand observation of the new system, in operational practice, an attitude which is certainly understandable in view of the high capital costs of equipment. GENERAL Tunneling by hand digging is as old as the history of humans. Mechanized tunneling did not begin to replace manual methods until around the beginning of the 19th century(Brunel patent, 1818). It brought with it a higher degree of safety for the workers and a much higher rate of boring. But for any kind of tunneling, an accurate and feasible method of survey must be accomplished during mining. That means, that for each tunnel project the most efficient survey method must be devised. The method to be defined depends on the spatial curve, diameter, speed of tunneling method, purpose of tunnel and contractual accuracy. The final accuracy of a finished tunnel is heavily dependent upon three critical elements: 1. Quality of the above ground survey 2. Tunnel traverse and directional transfer from above ground 3. Guidance for the mining job. Combining The Survey And The Guidance System Since the guidance system (GS) is one of the critical factors in the determination of the tunnel final accuracy, it is necessary to analyze how the directional control and tunnel traverse measurements can be effectively integrated into a GS. Any guidance system, whether manual or high technology, must continually detect and compensate for movement of its theodoliteor laser station standpoint. Movement beyond a preset allowable amount must generate a warning or error message to the user. Additionally, optical refraction can interfere with the results. Refraction will have an effect on any kind of optical GS. Therefore, careful selection of target and standpoint locations can minimize, but not completely eliminate, the influence of refraction. Some GS technologies, such as Gyro-based systems, are immune to the effects of refraction, but have other, methodical errors which will be described later in this paper. Longwall mining technological improvements have provided significant increases in productivity over the last 15 years. Longwall productivity is anticipated to continue to escalate with expanded application of automated equipment. Automation technology that will likely be adopted over the next 5 years is memory cut with shearer initiation of shield movement supervised by a couple of face workers. Operations using this technology will most likely relocate many production workers from the face to the outby gate entries and position several face workers outby the shearer, exposing workers to different health and safety risks. These changing risks are primarily related to worker relocation and expected increased production levels. Workers outby the face will most likely have less dust and noise exposure, but will be exposed to other safety hazards associated with outby equipment movement, materials handling, and gate entry ground movements. The face workers will most likely be exposed to higher respirable dust and noise levels generated by the equipment at elevated production rates. Methane gas emission is also expected to increase with faster mining rates. These operational changes and the control technologies needed to reduce redefined longwall worker hazards at semiautonomous longwall operations require examination to maintain the health and safety of mine workers.
