The objective of this paper is to analyze the evolution of the strategic drivers of the mining sec-tor over the last half century, which has been guided by a varying and expanding list of motivations. While companies cannot survive for long unless they are making profits, the strategic drivers of the industry have gone far beyond profits since at least the mid-1970s when environmental concerns began to be taken seriously. For the most part, these forces have followed global trends and public opinion, but they have been shaped and magnified by the significant, often dominant role that the mining sector plays in many economies. While the mining sector used to be primarily motivated by the first pillar of sustainable development -i.e. the economics pillar-, in the 1970s the second environmental pillar became an important factor in decision making, and in the 1990s the third social pillar emerged as a major driver.1 The entrance of new strategic drivers has also had considerable impact on technological and organizational developments in the mining industry; however, technological changes, driven by cost reduction considerations, have in turn impacted the strategic drivers of the industry, resulting in the need for further technological and organizational developments.

Throughout Mexican history, mining has been an important, traditional activity. Before the "Discovery of America," native miners worked a variety of deposits throughout the country, including Mixtec gold and gem mines in Oaxaca State and Aztec gold, silver and copper from mines in Michoacán. The 500th anniversary of Mining in Mexico after the "Discovery of America" was initiated by the Mexican mining sector on April 15, 1991. As early as 1548, when the Guanajuato mining district was discovered, Mexico had become a leading world producer of precious metals. Since then, Mexican mineral production has developed in cycles, responding to changing technological, economic and political conditions. During the 20th century, Mexican mine output reached its peak in the decades of the 1930s and 1940s, when it was producing about 40% of the world's silver, 15% of its lead, 10% of its zinc, 4% of its copper and 3.5% of its gold. In 1990, by way of contrast, these percentages of world output stood at 13.5% for silver, 4.7% for lead, 4.1% for zinc, 3.2% for copper, and 0.43% for gold. The lowest production levels were recorded during the 1960s and 1970s, when Mexicanization of the industry and increasing state controls weakened mineral economics to a point that mineral exploration budgets were sharply reduced or eliminated, along with the industry's future. Only the noble old mining districts continued to supply production, with occasional eruptions of "bonanzas" and new extensions in established mining districts.

Parameter estimation of the inverse distance estimation algorithm is presented. The objective function to be minimized is a sum of squared cross validation errors. The unknowns to be estimated are the exponent of the inverse distance estimator and anisotropic angles and ratios that are used in determining the distances in the algorithm. Examples are presented for both two and three dimensions data sets.

There will be about 300 raise boring machines used worldwide by late 1981, attesting to the acceptance of this drilling system by the mining and construction industries. Over the past few years, many articles have cited the advantages of raise boring: •improved safety; •faster completion of the raise; •elimination of sublevels; •cost reductions; •better structural characteristics of the opening; •labor reduction; and •noise abatement. The relative importance of each advantage varies from mine to mine. When analyzing the total economics of raising, each advantage must be considered. The factors having the most effect on economics are fixed costs, direct costs, and comparative savings versus conventional methods.

Introduction Longwall coal mining in the US has steadily increased since its introduction in 1960. There are now 108 systems operating. (Sprouls, 1986). Advantages of longwall mining include higher productivity, improved safety, and greater coal recovery. Respirable dust, however, is one of the more serious obstacles to realizing the full potential of longwall mining. Early in 1980, the US Bureau of Mines (USBM) initiated extensive in-house and contract research to identify and evaluate effective methods of controlling respirable dust exposure of longwall face personnel (Niewiadomski, Jankowski, and Kissell, 1981). It was found that several control procedures must be combined to assure compliance, using control techniques appropriate to the dust source. These techniques can typically be grouped into the following categories: reduction of dust generation; dilution of dust; capture or knockdown of dust; and dust avoidance. Control techniques can be divided into basic and effective dust control techniques; additional necessary controls; and optional supplementary controls. This information should allow longwall mine operators to select control methods applicable to their particular operations and to develop a dust control plan that meets Federal dust standards. Basic and effective dust control techniques There are three basic dust control techniques (Taylor and Jankowski, 1982) that should be implemented on all longwall mining operations. • A passive barrier or external water spray system design that confines shearer generated dust near the face and away from the operators. • Large quantities of water through the sprays, particularly the drum sprays, to aid in dust knockdown and prevent dust becoming airborne. • A cutting sequence that allows the shearer operators to work primarily on the intake-air side of the lead cutting drum. Shearer clearer There are some poorly designed shearer-mounted spray systems with nozzles directed upwind at the cutting and loading zone of the intake-side drum. These actually carry dust away from the face and upstream of the drum. Where, it mixes with the clean intake air (Fig. la,) and is carried out into the walkway over the shearer operators. This paper is concerned with mineral policy in Ireland and how it might be improved to encourage more exploration and investment in mining in the country. The approach is to first outline the main desirable characteristics of a comprehensive national mineral policy document. This aspirational document is then used to assess the current regulatory, legislative and fiscal frameworks for mining in Ireland. The analysis also contains a brief account of the history, structure and characteristics of the mining industry in Ireland. The main focus of the paper is to identify those aspects of the existing framework that erode Ireland’s attractiveness to mineral investment and to suggest policy improvements.

The combined 79th Annual Minnesota Section of SME Meeting and 67th Annual University of Minnesota Mining Symposium was held April 11 and 12, 2006, in Duluth, MN. About 300 mining professionals attended, including engineers, executives, mining managers and suppliers, from throughout the United States and Canada. This year’s theme was “Success in the New World of Mining.” The SME Minnesota Section meeting included a keynote session, a special projects update, a general managers update and technical paper presentations. The University of Minnesota Mining Symposium program featured a panel discussion on Minnesota’s relationship with China. The combined meeting included a trade-show consisting of 64 booth spaces. Tradeshow demand exceeded expectations, and an additional 10 booth spaces were added in the registration lobby. Also included were an SME short course on pump basics and social events.

The leaching behavior of silver and silver oxides in ammonical solutions has been studied. The current study is concerned with an effective recovery of silver from secondary sources such as spent silver batteries. Silver associated with these batteries appears in various forms including metallic silver, argentous oxide, Ag2O and argentic oxide, AgO. The leaching behavior of metallic silver in ammoniacal solution has been studied using an electrochemical mehtod. Oxidants used in this study include hyperchlorite, hydrogen peroxide, bromine and iodine. Results on cyclic polarization and Tafel plots on the silver anode in ammoniacal solutions are presented and the results are discussed. The dissolution rate of metallic silver in ammoniacal solutions is also compared with those of silver oxides.

Hong Kong’s Strategic Sewage Disposal Scheme (SSDS) Stage I involves the provision of a system of deep tunnels for transporting to a central treatment works wastewater collected from a number of catchments around Victoria Harbour. For the SSDS Stage I works, about 24 km of tunnels have been excavated in hard rock at depths ranging from about 80 to 150 m below Victoria Harbour and the surrounding heavily developed areas of Kowloon and Hong Kong. Five tunnel boring machines(TBMs) with diameters ranging from 3.2 m to 4.3 m were used to excavate the tunnels. Tunnel excavation has been completed and tunnel linings are in progress. Major tunnelling issues such as ground stabilisation and water control encountered in the project are summarised. An overview of one of the possible future tunnel systems that might be adopted in subsequent stages of SSDS is also presented.

Introduction Typical dragline rigging includes several sets of ropes: hoist ropes, drag ropes, dump ropes and boom suspension ropes. The drag and hoist ropes contribute most to the dragline operating cost. Both work in very difficult conditions and wear out rapidly. As a result, frequent rope changes are required resulting in substantial cost and productive time loss. Although performance of rigging has a profound impact on dragline efficiency, there are no common, industry accepted standards related to its selection, operation and maintenance. Little information on the subject is available and the practice differs widely throughout the industry. The performance of drag and hoist ropes depends on: •rope construction that should closely match requirements of the specific application, rope operating conditions and its maintenance and • correct definition and application of the rope discard criteria so that full advantage of the rope can be taken without endangering safety of its operation. This paper reviews the present practice related to all these factors. Its findings are based on the wide survey of the present industrial practice. Field survey In total, 33 North American dragline applications were surveyed of which 17 were Bucyrus-Erie machines, 10 were Marion and six were Page (now P&H). Most of the draglines were stripping overburden in coal mines, but the survey also included some unique applications such as phosphate mining in Florida and oil sand mining in Alberta. Hoist drive power of the surveyed machines varied from 300 to 7775 kW (400 to 10,400 hp). Drag drives varied from 300 to 5815 kW (400 to 7800 hp). Boom lengths varied from 37 to 110 m (120 to 360 ft). Bucket sizes varied from 5 to 96 m3 (6 to 115 cu yd). The hoist and drag ropes installed on the surveyed machines were supplied by 10 rope manufacturers and differed widely in type and construction. Most common rope strand constructions included standard strands, Seale, Warrington, Warrington-Seale and Filler-Seale. Results of the survey [ ] Working conditions Working conditions of hoist and drag ropes are quite different. The first cope primarily with bending on rope drums, point sheaves and deflection sheaves, and with tension force imposed by the bucket and its load. The drag ropes are exposed to severe abrasion at the pit crest, and to severe bending and crushing at fairleads, all while coping with tension forces imposed by resistance of the bucket to dragging. Bending of drag ropes at house rollers and at rope drums is of minor importance for their performance. Differences in working conditions result in different wear patterns, which make it feasible to install discarded hoist ropes to further serve as drag ropes. The hoist ropes wear primarily due to fatigue breaks of wires, while the drag ropes are subject to severe abrasion of outside wires, rope deformation and internal wire-strand breaking. The last is often indicated by the reduction of rope diameter. The summary of working conditions for the surveyed draglines is shown in Table 1. For simplicity, Table 1 does not include the data on rope bending at the fairleads, nor at the deflection rollers and house rollers. Similarly, Table 1 does not include the data on drag rope bending (other than that on the rope drum), as its influence on rope life is insignificant in view of severe abrasion and internal wear taking place elsewhere. However, the safety factors of the dragline ropes are lower, which requires them to carry relatively large tension forces. In-situ leaching (ISL) operations have been proposed to recover uranium from sandstone-uranium deposits in NM. ISL (also known as in-situ recovery, solution mining, solution-leach mining, leach mining) consists of injecting a leaching solution into the mineralized zone through injection wells. The leach solution migrates through the formation, dissolves uranium and is recovered through production wells. The uranium is then precipitated through a conventional uranium recovery system. Several criteria must be met in order for in-situ leaching to be successful, most important is that the ore body must be amenable to chemical leaching. A number of ISL operations have been conducted in NM in the past (Mobil, Crownpoint; UNC-Teton, Section 23; Grace Nuclear, Hook?s Ranch, Seboyeta, Church Rock; Anaconda, Windwhip). Kerr-McGee (later Quivera Mining Co., Rio Algum) successfully produced uranium from mine-water recovery (recirculated mine water) from the Ambrosia Lake mines (mid-1960s to 2002). Despite some difficulties, ISL is a viable alternative to recovering uranium and could be utilized in the Grants district with proper aquifer characterization and monitoring.

The mining of coal in Alaska receives special treatment in the Surface Mining and Reclamation Act passed by the U.S. Congress in 1977 (PL95-87). Section 708 of the Act required that the National Academy of Sciences (NAS) perform a study of "Surface Coal Mining Conditions in the State of Alaska, In Order to Determine Which, If Any, of the Provisions of the Act Should be Modified with respect to Surface Coal Mining Operations in Alaska'. The special committee on Alaskan Coal Mining and Reclamation of NAS completed their study in 1980 and prepared their report (NAS, 1980). At this time, the Secretary of the Interior and the Congress have taken no special action with regard to either special regulations geared specifically to Alaska or to submitting special draft legislation to the Congress requesting amendment of PL95-87. The Alaska Department of Natural Resources (DNR) has drafted legislation which was submitted to and passed by the 1982 session of the State Legislature. The State regulatory agency has also drafted the requisite regulations necessitated by the amendments to the State's Basic Coal Mining Act. It is expected that by mid 1983 DNR will have applied for "primacy" to the office of Surface Mining, U.S. Department of the Interior (OSM). They will be submitting the amended State Law, the revised State Regulations and an operational plan as called for by OSM regulations. The presumption is that primacy will be granted to the State of Alaska under PL95-87. The Usibelli Coal Mine continues to be the only operational commercial mine for coal in the State of Alaska. It produced 7.26 x 10 kg (8 x 10 " T) of coal during 1981. The current mine was started in 1920 by Captain Lathrop, an early developer and pioneer in Alaska. It was continued by Emil Usibelli and was taken over after the death of E. Usibelli (in the 1964 earthquake) by his son Joseph Usibelli who is the current President of, the firm3 Their latest improvement is a 27.5 m (36 yd. )Bucyrus-Erie Dragline which handles most of the overburden removal. The coal is removed by a loader-truck combination. They are currently starting up the use of a unit train loading facility which handles forty cars every two hours. This loading system was a development necessitated by the Sun Eel Export contract. The Alaskan Railroad was a major cooperator in the development of the first unit train loading facility in Alaska.

At the beginning of the 20th century, barite was a mineral of minor importance in the USA. Its primary use was to extend lead oxide in white paint. Barite also added the special qualities of hiding power and flatness to paint. Because white lead sometimes turns black or yellow and barite does not, ground barite became a pigment on its own merit. Barium chloride was added to bricks before firing to stop efflorescence when exposed to weather. Barium carbonate or nitrate added luster and brilliance to glass. Barium chemicals were added to refining sugar, enameling iron, making oilcloths and paper collars, and in the manufacture of paper, artificial ivory, rubber and lithopone. Lithopone became a major paint ingredient in the 1920s; its use lasted until the 1950s, peaking at 150,000 metric tons of barite in both 1937 and 1947 for the manufacture of lithopone. Later in the 20th century, titanium dioxide replaced lead oxide, barite and zinc oxide in the coatings industry. In the 21st century, barite is used as a filler, extender, or weighting agent in products such as paints, plastics, and rubber. Some specific uses include its use in brake and clutch pads for automobiles, automobile paint primer for metal protection and gloss, add weight to rubber mud flaps on trucks, and add weight to the cement jacket around petroleum pipelines under water. In the metals casting industry, barite is part of mold release compounds. Because barite significantly blocks X-ray and gamma ray emissions, it is used as aggregate in high density concrete for radiation shielding around x-ray units in hospitals, nuclear power plants, and university nuclear research facilities. Ultra-pure barite consumed as liquid is used as a contrast medium in medical X-ray examinations. Barite is the raw material for barium chemicals, such as barium carbonate, which is an ingredient in faceplate glass in the cathode-ray tubes of televisions and computer monitors. In the 21st century, barite industrial uses account for an estimated 78,000 tons per year in the United States. Another barite use was patented in 1926 by the oil industry. In this patent, barite is primarily used as a non-abrasive weighting agent for drilling for oil and gas exploration and production. As a weighting agent, it provides the downward force in a water based or oil based drilling fluid for cutting through rock with a tri-cone diamond drill bit. In order to minimize the wear on the drill bit and drill stem, minimum abrasion of the weighting agent is preferred. In recent years in the USA, 95% of the barite produced and about 80% on a world basis are used as a fluid weighting material during the search for oil and gas. During the latter part of the 20th century, barite was used in the drilling mud of oil and gas wells, particularly for wells deeper than 2000 meters, and petroleum well drilling demand for barite became the mineral?s major end use during economic expansions after World War II and subsequent increased use of oil and gas in the USA. The profitability of oil and gas production had a strong effect on the number of drill rigs and consumption of barite. The United States was the leading petroleum well drilling country starting in 1970, reaching 4,530 drill rigs in December 1981, and was the largest consumer of barite. In the USA, record highs of about 2.6 million tons of barite produced and 4.3 million tons consumed were reported in 1981. From 1997 to 2006, barite production declined from 662,000 to 589,000 metric tons. However, USA imports increased from 1,470,000 to 2,530,000 metric tons for lump barite. World production of barite increased from 6,780,000 to 7,960,000 metric tons during the same period. Table 1 (see Appendix) lists USA production, imports and exports and world production from 1997 to 2006. Major sources of imported barite include China, India and Morocco. Table 2 (see Appendix) lists the USA imports and price of barite by country. China, India and Morocco are the three largest exporters of barite to the USA and the world. Vietnam is a new producer, beginning in 2006. IMPACT OF CHINA ON DRILLING GRADE BARITE In the 1970s or before, China began supplying barite to the world drilling market in order to help develop their economy. When China first entered the barite export market, their high production volume, low pricing and low ocean transport expenses to the Gulf Coast forced barite producers in the USA to supply only regional markets, such as Battle Mountain Nevada barite for the western and Rocky Mountain states and Canada. Until recently, it was China?s government policy for domestic consumers to use barite below the API 4.20 specific gravity specification, leaving higher grades for export, but this is no longer the case. In recent years the internal demand for barite in China increased tremendously as their economy rapidly developed. China reduced their former 15% VAT tax rebates to 5% for Chinese barite producers, and then eliminated all VAT tax rebates on December 15, 2006. On the supply side, some high-grade barite deposits in China have been depleted. In particular, the low heavy metals sources are less plentiful. Additional mine capacity is being developed, but the new mines are underground and therefore costs will be higher. China?s appetite for other raw materials has tied up a large portion of the world?s bulk vessel fleet, including Panamax vessels (preferred for barite ore transport). Ocean transport freight rates have increased in recent years, and receiving ports in the USA are congested with imports of higher-added-value products. The Panamax Index, which tracks maritime shipping rates, more than doubled in 2006. China has also devalued its currency from RMB8.30 to RMB7.80 per dollar. These factors are driving up the import price of crude and ground barite for drilling. In addition, in the USA, rail congestion and high fuel prices led to higher trucking rates, increasing the delivered cost of ground barite to oil customers. India is the second largest supplier of crude barite to the USA and world drilling market. It produces all of its barite from a single deposit in the Cuddapah region of Andhra Pradesh State. More than 90% of production comes from the State-owned Andhra Pradesh Mineral Development Corp., and the government continues to closely control production, export volumes, and prices. India saw a dramatic increase in barite prices as a result of its last 3-year tender in 2004. However, in 2004 and 2005 their shipments of crude barite to the USA were not significant. In 2005, India began supplying barite pulverized to meet API specifications to the Gulf Coast. In 2006, Indian production was reduced owing to severe flooding in November 2005 that curtailed mining until mid-April 2006. Morocco has been the third largest supplier of crude barite to the USA and world drilling market. In 2003 and 2004 their shipments of crude barite to the USA were not significant. In 2005, Morocco resumed shipment of crude barite to the Gulf Coast and began supplying barite ground to meet API specifications to the Gulf Coast.

No major changes took place in the salt industry during 2004. No new uses of salt appeared and only localized supply disruptions occurred. Many salt producers reported slightly increased salt sales and profits for the year. In the United States, about half of the salt supply is produced as brine, by solution mining, and is used by the chemicals industry. One-third of U.S. salt is produced as rock salt by 14 underground mines. The remaining two production techniques, each with less than 10 percent of the total tonnage, are vacuum-pan-evaporation for refined, food-grade salt, and solar pond crystallized salt.

The Cable belt Company has been building single flight conveyors for a number of years. The simple design concepts of this type conveyor, introduced over thirty years ago, when distances of one to two miles were considered major advances in technology, remain relatively unchanged. Conveyors that are 6 to 20 miles (9.0 to 32 kilometers) long are being built and are presently in operation through- out the free world. The Cable Belt conveyor is not conventional in its construction. Cable welt differs from conventional troughed idler conveyors in that the driving medium and carrying medium are separated. Motion is provided by two endless steel cables running the length of the conveyor. The cables are driven by a single drive unit incorporating a differential gear which insures identical cable linear speeds and equal tension in both cables at all times. The belting is located and supported by "V" shaped shoeforms moulded to the belt which form a wedging action. The friction between the belting and rope is sufficient to prevent slippage (See figure 01).

A computerized "Decision Support System" was used to evaluate an "Underground Platform Approach to Oil Recovery". Over a billion calculations were required to model the mine layouts; learning curves for shaft, tunnel, and well drilling scenarios; detailed cost, schedule, and resource data; complex oil production and material balance data; varying reservoir parameters; and complex oil pricing curves. Simplified "optimum" solutions were defined in terms of muck hoisting capacity, barrels of oil per day, and present worth. Complex "optimum" solutions were defined in terms of minimal exposure scenarios during development followed by shortest time to full production.

Filtration of hematite ore slurries can be a bottleneck in some hematite processing plants due to inadequate filtration rates caused by the dispersion of fine particles. Flocculation of fine particles in the slurry decreases the specific cake resistance of the filter cake allowing for increased filtration rates. CO2 sparging of hematite slurry was shown to increase the filtration rate by altering the pH and the surface chemistry of the particles. It was shown that an increase in filtration rate of 278% can be accomplished by lowering the pH from 11 to 6.5 using CO2. This was attributed to increased flocculation of hematite and silica particles in the ore.

Computer models of metallurgical circuits are extensively utilised in design, and prediction of overall plant separation performance. As always, in the final optimised flowsheet design there is a compromise between the recovery of values and grade of the circuit output. This paper mathematically examines various circuit options for the generation of a heavy mineral concentrate from a generic mineral sands wet concentrator plant. Based on data derived from testwork, any particular mineral sand has a unique release curve describing the separation performance of the heavy mineral suite. Models are constructed that combine particular stage output streams as feed to other stages in various configurations. The ramifications of each option are discussed and reasons why one particular option is selected over the others examined.
