?It is in the interest of stability and investor confidence that the healthy and necessary debate on such a (minerals) policy should soon find its way to consensus.? (President Nelson Mandela at the104th (1995), AGM of the South African Chamber of Mines) Inauguration of the new political dispensation in South Africa initiated a dynamic period in the historical development of its minerals policy. The process of substituting the current South African mineral policy framework with an acceptable ?post apartheid? system, started soon after the 1994 election of the African National Congress (ANC) government. The Green Paper on a Minerals and Mining Policy for South Africa released for public discussion in February 1998, calls for radical transformation in mineral rights ownership. A shift towards exclusive state ownership of mineral rights, away from the present dual system of private and state ownership, is the most significant proposal. The current holders of mineral rights, or their nominees, who lawfully enjoyed security of tenure under past and present mineral laws are opposed to this transformation because mineral rights were often acquired at considerable cost. The situation is compounded by poor public record-keeping and passive mineral rights administration over a very long period. This paper represents a summary of the historical developments leading to the current legislative environment and forms the basis for any discussion on which future sculpturing of South Africa?s policy regarding mineral rights can take place. One cannot plan for the future without considering the past!

Process mineralogy forms an integral part of geometallurgy, with ore body characterisation being but one piece of the puzzle in optimising value derived from ore. This value is not only financial, but importantly speaks to sustainability from environmental and social standpoints. The reactive approach of traditional process mineralogy is increasingly being replaced by predictive methods in the geometallurgical sphere, for which mineralogical information must be timeously acquired on judiciously selected sample sets to understand ore variability and its impact on orebody processing. Such processes are not only metallurgical, but must incorporate mining and waste management protocols. Dwindling resources like water and energy also demand innovative approaches for lowering consumption and/or promoting recycling along the value chain. Addressing such challenges relies on appropriate characterisation of ore behaviour under different process regimes. Coupled with this, emerging characterisation tools are increasingly applied to understand the mineralogy of unconventionallypresented and difficult-to-process ores to meet societal and technology demands. Such tools are often accompanied by the generation of large, computationally intensive datasets, for which data management and storage are key requirements, particularly when deciphering temporal trends in ore and process variability. This paper will elaborate on these themes with examples that highlight the importance of process mineralogy throughout the minerals value chain. Sandsloot open pit is situated on the northern limb of the Bushveld Complex, 250 km north east of Johannesburg, South Africa. Sandsloot is currently the largest open pit platinum mine in the world and is one of six potential open pits in the area. The geotechnical strength properties of the Platreef have posed significant mining and processing challenges to the PPRust operation since inception in 1992. In order to optimize the whole business as opposed to isolated cost centres a mine to mill initiative was embarked upon in 1997. Initial work focused on ore characterization and an entire suite of data was collected for each rock type. This included mineralogy, geochemistry, geotechnical, blast ability indices, as well as metallurgical strength data. The second phase involved the clear definition of customer requirements, namely the optimum performance criteria for the plant and mining departments. This involved extensive field trials and data capture to measure the interaction and influence of the mine to mill value chain. Once the design targets were defined, a 3D geotechnical model was constructed to ensure that the targets were consistently achieved. The model is very similar to an ore reserve model; however, it is populated with geotechnical, metallurgical and blast index data. Through software queries the appropriate blast powder factor for each mining block can be obtained, thereby ensuring the correct fragmentation is blasted for the plant and mining operation. The initiative has delivered significant results showing improvements across the mine to mill value chain. These include increased loading rates, reduced electricity and crushing consumables, as well as higher plant throughput. Additionally, the initiative has benefited both brownfield and greenfield projects on the PPRust operation

Milling circuits are known to be difficult to control. In order to address these difficulties, it was decided to develop and test a model predictive controller (MPC) for a milling circuit. A milling simulator was written using Microsoft Visual C++ and used to design and test the MPC controller. Due to the large number of tuning parameters in a controller of this type, an optimizing algorithm was written that automatically tunes the controller. Good, robust control was obtained when the controller was tuned using this algorithm. Control was further improved by combining feedback and feed forward control and by using quadratic programming in the MPC algorithm. The movement of the manipulated variables was reduced by using a novel technique that allows the controlled variable to vary within a specified region around the set point. An optimiser controller was also successfully implemented to control the circuit at its maximum throughput.

The principal goal of the research described in the paper was to determine, by measurement of pillar scaling on pillars that have not failed, whether the pillar life prediction method developed by van der Merwe (2003) was valid as it stood or whether adjustments were necessary to the rates indirectly derived from observation of failed pillars. To this end, measurements were taken on over 350 pillars at 13sites on 6 mines. The project was done as a collaborative effort between the University of Pretoria, the Nancy School of Mines and CSIR Miningtek. During the course of the investigation, it was found that the majority of pillars display maximum scaling at mid height, that there was no clear preferential direction of pillar scaling, and that pillar corners do not scale significantly more than the mid pillar areas. The most important conclusion was that the scaling rates found by measurement agreed with the inferred rates found in the previous work. The previously developed procedure for the prediction of pillar life spans consequently requires no adjustment, although the error span is in the region of 20%. It is recommended to do further research into the effect of sealing of panels and, possible chemical changes taking place in the pillars as they age on the scaling rate.

Surface properties of metal sulphides have a great significance in various areas of engineering and science, such as acid mine drainage, contaminant sorption, and metal separation. In various attempts at producing metal sulphide particles from synthetic solutions, prodigious quantities of nuclei that grow only to colloidal dimensions have been frequently reported. This copious nucleation is promoted by the high levels of supersaturation that characterize most precipitation reactions. Colloidal particle formation in precipi¬tation-based separation processes results in sub-optimal solid-liquid separation, which is alleviated by the production of more highly crystalline particles or agglomerates. The current work approaches this challenge from an electrochemistry perspective, by measuring surface charge potential of precipitant particles during metal sulphide precipitation with respect to the concentration of metal sulphide lattice ions in solution. Electrophoresis was used to measure the metal sulphide particle zeta potential and the settling properties were obtained by performing settleability measurements using an Imhoff settling cone. A suspension of copper sulphide particles was precipitated from synthetic solutions of copper and sulphide ions at equimolar concentrations. Immediately after precipitation the copper sulphide particles had a zeta potential of -50 mV and a settleability of about 7 ml.l-1. With the addition of copper ions the settleability increased by a factor of nearly three times and the zeta potential also increased to a maximum of -40 mV. A decrease in zeta potential to a minimum of -60 mV was observed after the addition of sulphide ions and this was associated with a settleability of 0 ml.l-1.

With the passing of Dr William Bleloch on 20th June 1991, we lost not only a colleague and a good friend but a man who made a very significant contribution to the industrial development of South Africa. He can rightly be called the father of the ekctrochemical and electro-metallurgical industries in this country, since his ideas and dedicated work were directly responsible for the development of these large industries as we know them today.

"For effective steel refining in the ladle (secondary steelmaking) the amount of steelmaking slag that is transferred from primary steelmaking must be limited, because the steelmaking slag contains iron oxide, manganese oxide, and phosphorus oxide. Adverse effects of slag carry-over include increased consumption of deoxidizers, phosphorus pick-up by the steel, and increased ladle refractory wear. Infrared imaging at longer wavelengths is an effective non-contact method to detect slag in the tapping stream. Various devices are used to shut off the tapping stream rapidly. These include slag darts, pneumatic slag stoppers, and slide gates for steelmaking converters, and eccentric bottom tapping for electric arc furnaces. IntroductionOxygen converters and electric arc furnaces are used for primary steelmaking. For both process types, the product (liquid crude steel) has a similar composition: largely liquid iron, with around 800–1000 parts per million (ppm, by mass) dissolved oxygen and low but significant concentrations of carbon, nitrogen, and phosphorus. The steel is tapped into a ladle, which serves as the refining vessel to adjust the final steel composition and temperature before casting.Some steelmaking slag is inevitably tapped with the liquid steel. The mass of steelmaking slag tapped with the steel is termed ‘slag carry-over’. Controlling and limiting slag carry-over from steelmaking is a primary requirement for clean steel production (Fandrich, Lüngen, and Wuppermann, 2008). Steel cleanliness refers to limiting the concentrations of dissolved impurities (such as nitrogen, oxygen, phosphorus, and sulphur) and of nonmetallic inclusions (oxides, sulphides, and nitrides) in liquid steel and in the final solid steel product. Of these, the strongest effect of slag carry-over is on the content of dissolved phosphorus in the liquid steel"

A shortage of technical skills in all areas of the mining industry is being experienced worldwide. This has significant consequences for design, operations, productivity and safety and, therefore, needs to be seriously addressed, both in the short and longer term. It is therefore both a strategic and a tactical issue. Importantly, however, since mining is a long-term business, the shortage of skills must be dealt with from a strategic point of view to ensure the supply of the necessary skills for future mining. This paper will deal specifically with the provision of high level technical skills, that is, university graduates in mining engineering, and the outlook for the institutions that are currently producing such graduates.

To study the preparation process of an earthquake, we should get closer to the hypocentre. In co-operation with ISS International, we had an experimental field (~200 m x~200 m) without dykes and faults in a South African deep gold mine. We have monitored more than 20,000 seismic events (M<2) with borehole tri-axial accelerometers. We used a data acquisition system with 15 kHz sampling and 120-dB dynamic range. In a remnant area at a distance of 100?200 m, an earthquake sequence associated with an M~2 event occurred. Significant changes in seismic parameters such as stress drop, b-value, energy index were observed associated with the sequence. We installed Ishii?s borehole strain meters and could monitor as large a strain change as 10-4associated with mining. However, sampling was only 4 times per hour and 12 bit A/D. A distance from the M2 sequence was ~100 m, being not close enough. Therefore, we found another field with several crosscut tunnels excavated across a fault where an M=2-3 event is expected. We installed the strain meter within several metres of the fault to monitor both shear and normal strains on the fault. The strains are continuously digitized with a 24-bit 25-Hz A/D conversion. The Earth Tide (10-8)is clearly detected. Seismicity induced by longwall mining can be compared to earthquake swarm induced by fluid intrusion to vertical dykes. We also found a decrease in energy index in the source area of M>5events a few days before the major events. A single aggregate mix design was developed based on a slag/Portland binder blend and crusher sand. The primary design criterion, after performance, was the fluidity of the shotcrete and concrete product to ensure compatibility with existing manufacturing and shotcrete equipment as well as the pipeline transport system Cullinan Diamond Mine was investigating. Initial work had determined an optimum slag/Portland to aggregate ratio while retaining a water to slag/Portland binder ratio of approximately 0.4 to maintain the flowability of the product. A super-plasticizer was used to further increase the flowability of the product as opposed to increasing the water content. Finally a polypropylene reinforcement fibre was included in the wet shotcrete product to improve the energy absorption characteristics of the shotcrete. Previous work on the strength development of the slag/Portland based shotcretes and concretes suggests that strength class based on the EN 206 specification is C40/50 while the toughness classification based on the EFNARC plate test is c, or greater than 1000 joules1. Typically, Cullinan Diamond Mine wanted a shotcrete with a uniaxial compressive cube strength of 45 MPa and an energy absorption, based on the EFNARC plate test, in excess of 700 joules. This is an EN 206 strength class of C36/45 requiring a uniaxial compressive core strength of 30.5 MPa and a toughness classification of b1. In addition to the shotcrete development, Cullinan Diamond Mine required concrete products with a compressive strength range of between 25 and 60 Mpa for differing construction operations underground to be manufactured from the same mix design and raw materials as for the shotcrete. Finally, Cullinan Diamond Mine carries out extensive dry shotcrete operations and an investigation into the possibility of using the single aggregate mix design for dry shotcreting was also entered into. This paper presents data that indicates that, under the terms of reference, a wet and dry shotcrete and concrete product appears to be possible from a single aggregate less than 6.7 mm in size, and that a slag/Portland binder is suitable for use as the hydraulic binder in all the products, and that the necessary performance parameters of strength and energy absorption can be achieved.

Seismic networks in deep gold mines of South Africa are often planar owing to the tabular geometry of the orebody and, therefore, the mining infrastructure. Consequently, seismic event locations are poorly constrained in the direction perpendicular to the reef plane, and symmetrical locations above and below the reef plane may fit the observed data equally well. This problem may be resolved in situations where the strata above and below the reef plane have significantly different seismic velocities, which is the case for the Ventersdorp Contact Reef at Kusasalethu mine (previously Elandskraal, the amalgamation of Deelkraal and Elandsrand). A location method using a layered location model that takes into account the velocity contrast between the layers was tested. Observed direct- and head-waves were used to determine the velocity bounds of the P-wave velocities in the two-layer model. The data-set was also used to find the best P- and S-wave velocities for the two layers by grid searching over a range of velocities and minimizing the sum of the travel-time residuals. The results from the grid search and those from the calibration of velocities using direct- and head-waves give similar P-wave velocities for each of the two layers. A second set of seismic events was then relocated with this layered model and locations closer to reef were found. This simple layered location method goes some way to reduce the reefperpendicular location errors for Kusasalethu mine in particular. Keywords mine seismology, velocity model, location methods.

Point-attack picks are one of the most widely used tools for the mechanical excavation of rock and coal. In the literature, some practical formulas have been developed to estimate their performances under varying cutting conditions such as the pick geometry, cutting depth and cutting geometry. In this study, it is shown that Evans?s theoretical model, the most cited in the literature, has serious limitations concerning the changes in the cutting geometry. Analysis of the two independent full-scale linear rock cutting experimental data reveals that both his theory and its recent modification can not fully explain the mechanism of rock breakage under asymmetrical attack. The cutting force predictions made by employing such models are shown to be too significantly weak to be of any service in practice. In this study, a semi-empirical approach was followed by means of which cutting forces under varying cutting geometries could be made. By analysing the full-scale rock cutting test data, prediction equations of the peak cutting force and mean cutting force have been developed. Comparisons of laboratory determined and predicted force values indicate that the suggested prediction equations are applicable to quite different rock materialsm which have uniaxial compressive strength in the range of about 30?170MPa, and valid for different cutting geometries. It is also shown by regression analysis that the established prediction equations are statistically significant.

On scheduled commissioning and effective operation of a solvent extraction circuit relies on getting the design of both the core contact equipment and the peripheral plant right. Experience has shown that poor performance of new plants is frequently a result of ?utility? systems that do not match the requirements of the circuit, rather than the mass transfer equipment itself. Both the operator/owner and designer need to understand the ?complete requirements? for the circuit to get the balance of the design right. This paper reviews generic issues, frequently overlooked or altered during cost-cutting exercises, which have a significant impact on plant performance.

Recent studies on the physico-chemical properties of molten slags and oxide solid solutions of interest are reviewed. The review covers redox and phase equilibria in slags, viscosity, diffusivity, electrical conductivity, kinetics of interfacial reactions between slags and CO-CO2, interfacial properties and phenomena. Some highlights from ongoing work on modelling phase diagrams, component activity, viscosity and electrical conductivity of multi component slags will be presented and results compared with published experimental data on slags with or without suspended solid phases.

Scenario reduction is designed for selecting a representative subset of geostatistical simulations out of a much larger set. Three steps are involved: measuring the dissimilarity between two simulations; finding a metric to measure the distance between any subset of k simulations and the full set of N simulations; and finding an efficient algorithm for selecting the subset that minimizes the metric. This paper focuses on the third question. We show that genetic algorithms are an efficient way of approaching the minimum when the population of subsets to be sampled is large. Two case studies based on the Walker Lake data-set are presented: firstly choosing k=4 simulations out of a total of 100, and secondly choosing 20 out of the same 100 simulations. In the first case it was possible to compute all possible combinations exhaustively and hence to demonstrate that the algorithm converges to the true minimum. This was not possible in the second case. Instead we demonstrate that it outperforms the random draw algorithm used in earlier work. A procedure for tracking individual selections during the iterative procedure was developed. This allows us to measure the evolution in the percentage of progeny resulting from crossing-over and from mutation that survived in the next generation. It gives valuable insight into how to choose the parameter values in the algorithm. Another key finding is that there is a trade-off between the number of individuals per generation and the number of generations required for the algorithm to converge.

Keywords: Pyrometallurgy, furnace, platinum Mortimer Smelter is one of the three smelting operations in the Anglo Platinum Group. It is located in the Limpopo Province, approximately 100 km north of Rustenburg, and approximately 15 km west of Northam. The smelter operation is the smallest of the three smelting operations in the group, with a smelting capacity of 170 kt/annum. The operation consists of a Larox filtration plant, a Drytech flash drying plant, a modified Elkem / Hatch 19.5 MVA furnace, and a 60 t/h matte crushing plant. The operation does not convert its furnace matte, and hence the final sulphide rich matte is transported to and processed further at the Anglo Platinum Converting Process (ACP) within the Waterval Smelter Complex in Rustenburg. Furnace slag is granulated, and processed through a slag mill, or transported to a slag dump.

The aim of the project was to experimentally determine the coefficient of restitution, and static and rolling friction of Eskom-grade coal for discrete element modelling (DEM). These parameters will be used in further DEM studies to simulate the flow and behaviour of coal during conveyance. For the simulation to yield realistic results, the parameters for the different coal shapes identified in the samples were determined. DEM uses spherical particles, and it was found that the difference between the DEM default parameters and those measured is significantly different, by as much as 97%, which illustrates the importance of experimentally determining these parameters. The spherical particles in DEM can be used to construct the various coal shapes identified, and the parameters measured can be used to simulate realistic results. The conveyance system can then be optimized accordingly.

At the Palabora Mine, the transition to caving 400 m below the bottom of the 800 m deep pit resulted in a slope failure of the North wall that began in 2003, and is still mobile. This failure can be explained by the daylighting into the cave zone of a prominent joint set. The failure was modelled by the 3-dimensional code 3DEC, which is capable of modelling the nonlinear behaviour of discontinuum materials with large displacement.
