This paper addresses establishment of an experimental system for measuring biodynamic response (BR) of hand-arm system at the NIIH in Japan. BR measurement system at the NIIH is nearly equivalent to NIOSH installed system. The feasibility of the system is examined through the apparent mass (AM) measurement of the empty handle and a set of calibration masses. Apparatus The grip force was measured by using the handle shown in Fig. 1. The handle has two force sensors (KISTLER, 9212) and one accelerometer (PCB, 356A12). A low-pass filter with 5 Hz cut-off frequency was used to the grip force from measured force signal. Figure 2 shows BR measurement system in this study. The push or pull force at the handle was measured by using the force plate (KISTLER, 9286AA). The grip force and the push / pull force were displayed on a monitor. The shaker (IMV, VE-100S) is used to vibrate the hand-arm system along the forearm axis (Zh direction) (ISO 10068, 1998; ISO 5349-1, 2001). In most situations force actions for operating tools are expressed by grip, push, pull and combined these actions. These actions can be simulated in the test system. AM was obtained by performing H1 estimator in the PULSETM system (B&K, 3109) and it is denoted at the one-third octave band center frequencies. [ ] Methods In order to investigate the reliability of the system, AM measurement of the handle was performed. It is assumed that the handle is rigid in the upper limit of adoptive frequency range in this study. This assumption is validated in AM measurement of the empty handle. A pseudo-random vibration in the frequency range of 10 to 1,250 Hz was used and its amplitude is 1.0 (m/s2)2/Hz with a flat power spectral density (PSD) in the experiment. Measured AM includes the mass effect of the measuring cap in a subject experiment. Compensated apparent mass AMc(?) is obtained by Eq. (1) 1-2.

METALLURGICAL ACTIVITY in 1963 was again dominated by the insatiate demands of research and development conducted in conjunction with the nation's defense and aerospace programs. An increasing effort was noticeable throughout the year, however, to apply to the commercial field many of the processes and techniques that have been developed by government-sponsored research. Particularly effective has been the Industrial Applications Program of the National Aeronautic and Space Agency through which many of the technological advancements made during the course of NASA research and development have been published and released to the public. POWDER TECHNOLOGY Powder metallurgy techniques for fabricating metals, not long ago declared outmoded because of improved casting and shaping methods, have since made an astonishing comeback. Traditionally mechanical pressing of powder shapes has been employed when melting and casting was difficult or impossible, when phase relationships needed to be sidestepped, or when machining costs could be avoided. Hence, it has long been used for producing relatively small special shapes of high-melting metals and alloys. Small iron parts produced with a punch and die have been common for many years, but powder metallurgy techniques are now applicable to a wide range of materials and items. Hard-to-handle materials including refractory metals and their alloys are now rolled, forged, or extruded from billets made by sintering isostatically compacted powders. The major element of the powder metallurgy industry still comprises iron shapes, however, and two-thirds of the annual 100,000 tons of powder metallurgy products are made of iron. The largest single user of powder-forming techniques is the automobile industry which currently consumes 14,000 to 16,000 tons of iron powder per year. A typical 1963 model auto contained more than 100 pressed powder parts (e.g., transmission gears, timing gears, sprockets, ball joint suspensions) totaling 5 to 7 pounds per car. Some of these powders are used in self-lubricating parts of porous copper and copper alloys containing as much as 20 volume-percent lubricating oil. The Bureau of Mines is developing a new technological approach to handling the problems of fires in abandoned coal mines and waste banks. This new technology involves the accelerated combustion of "waste" coals in place (i.e., in situ) under controlled exhaust ventilation conditions, which allows for total management of the combustion products; including utilization of the heat produced" This new concept could significantly lower the costs of reducing the environmental and public safety hazards associated with waste coal fires, and could lead to the conversion of a coal waste to a coal resource. The controlled burnout technology has progressed from the laboratory stage to a full-scale field evaluation stage at the site of an abandoned-coal-mine fire. This first report describes the site selection, evaluation, and preparation, and the design and construction of the full-scale controlled burnout installation. Subsequent reports will deal with the results of the operational field trial.

Two triggered barrier systems and several extinguishing agents were tested against coal dust explosion propagating in the main entry of the Bureau of Mines Experimental Mine at Bruceton, Pa. One system used a high-pressure cylinder to propel the extinguishant; the second system used pressurized nitro-gas or Halon 1301 (CF3Br) in a low-pressure system to power the disperser. The relative efficiencies of the extinguishants were determined by compar¬ing calculated concentrations of the extinguishant clouds present in the mine during suppressing of the explosions. Results showed the following trend of increasing effectiveness: Purple-K (KHC03)<water<hybrids consisting of foam or water combined with Halon 1301<Halon alone. On a weight basis, water was two to three times as efficient as Purple-K, whereas the hybrids and Halon alone were only marginally superior to water. Maximum efficiency of an extinguishant is attained by high rates of discharge from the barrier and by minimizing the time interval between onset of discharge and flame arrival to that necessary for discharge. Both the high- and low-pressure barrier systems were demonstrated to be capable of suppressing coal dust explosions; however, because of the potential hazard of the former, the low-pressure system is considered to be the most attractive prototype.

"INTRODUCTION This paper is one of a series being published by the Bureau of Mines pertaining to an investigation on the use of stemming in metal mines now being conducted at the Mount Weather Testing Adit. Its purpose is to compare the amount of dust and gases produced as a result of blasting charges of dynamite (1) in drill holes, (2) in bombs, and (3) in mud-cap or adobe shots.ACKNOWLEDGMENTSValuable assistance and advice on stemming were given by members of the staff at the Bureau of Mines, as acknowledged in previous publications. 4/TEST PROCEDUREThe results used for comparison in this report are from dust and gas samples taken after blasting (1) four regular test rounds with no stemming, (2) five bomb shots, and (3) two mud-cap or adobe shots.The four rounds were the standard 26-hole test rounds designed to break 4 feet of rock. The procedure for drilling and blasting these rounds is described in Report of Investigations 3509.Before the regular test rounds were blasted, about 1,200 bounds of fine rock was placed on the steel mucking sheets that covered the end of the adit track; the wails, hack, and floor of the adit were washed thoroughly; and the fine rock on the mucking sheets was completely wetted.Each of the 5 bomb shots consisted of 10 sticks of dynamite tied together and hung at midpoint of the adit, 8 feet from the fall."

The term" sandstone" is applied to a rock composed of mineral grains smaller than pebbles, cemented together more or less firmly. "Conglomerate" is the name given to a rock composed of pebbles, or pebbles and bowlders, of various sizes cemented together. If the pebbles are large and well rounded the rock is sometimes called " pudding stone." Although the term "sandstone" includes all varieties, certain specific terms are applied to types characterized by particular compositions, colors, or uses. "Quartzite" is a variety in which the individual grains are so firmly cemented together with quartz that the rock will fracture as easily through the grains as through the cement; "ferruginous sandstone" is one rich in iron as cementing material, or as grains, or both; "micaceous sandstone" is one in which mica is prominent; " arkose" is a feldspathic or granitic sandstone composed of angular grains; "calcareous sandstone" is one containing considerable calcium carbonate; and" argillaceous sandstone" is one containing considerable clay. The term "flagstone" is used for a rock that splits readily into sheets suitable for flagging; "freestone" for rock than can be cut or carved readily, and with equal ease in all directions; and" ganistel'," in the United States, for sandstone suitable for the manufacture of refractories. Others are named from their characteristic colors such as " bluestone," " redstone," or " brownstone."

The feasibility of breaking hard rock by thermal weakening and subsequent mechanical impacting was tested, Field tests at a basalt quarry in Dresser, Wis., demonstrated that large hard-rock blocks (5 by 5 by 5 ft) could be effectively reduced in size by this method. A series of secondary breakage tests, using air-propane heating, resulted in an average heating cost of $0.36 per ton. This combination energy approach provides an alternate means of size reduction of large hard-rock boulders for quarry and for underground are chute and grizzly operations where mechanical methods, used alone, are ineffective.

This report is one of a series published by the Bureau of Mines describing methods and practices at various mines throughout the United States. A previous program, conducted from 1928 to 1939, was well received by the mining industry and technical institutions and provided much source material for engineering textbooks and technical handbooks. The stringent wartime demands on the mining industry, the rapidly changing postwar economic situation, and greatly accelerated technologic growth have combined to render many of the previous data obsolete. The objective of the present program is to assemble reliable technical information on mining methods and practices throughout the country and present it for the use of the mining industry, technical schools, textbook authors, and other interested persons. This report deals with the design and development of the Berkeley open- pit mine at Butte, Mont., owned and operated by The Anaconda Company. The Berkeley pit is but one facet of a well-organized and integrated copper-mining operation involving the entire Butte district. Vein-type mining, important for 75 years, is still in progress at depths from 600 feet to nearly 1 mile; on intermediate levels, low-grade ore left untouched by earlier vein-type mines is being extracted by block caving entire ore zones,3/ and secondarily enriched but lower grade near-surface portions of the same ore zones are being mined by open-pit operations (fig. 1). The Berkeley pit itself is named for the Berkeley mine, one of the old mines that extracted copper ore from high-grade veins in the area that now will be mined by open-pit methods.

Infrared and displacement studies were made of an unsupported roof in Kaiser Steel Corp.&apos;s York Canyon coal mine, Raton, N. Mex. Monitoring of the roof continued until the roof over the area was caved. Loose slabs in the roof, about 6 inches thick, were detected by means of associated thermal anomalies, using remote-sensing infrared instruments. Displacement measurements taken during the study indicate that roof movement was cyclic in nature; the cycles appear to have been related to the mine work cycle (work days to idle days).

MORE THAN 30 MILLION EMPLOYEES each year are exposed to hazardous occupational noise, and approximately one-third of them develop permanent hearing loss (NSC, 2000). Possible explanations for the latter statistic include worker regard for noise as a mere nuisance rather than as an occupational safety and health hazard, and consequent neglect of established protective measures (e.g., hearing protection); lack of knowledge concerning noise; improper use of hearing protection; worker indifference; and inadequate training (Bauer & Babich, 2004). Many drill rigs generate high sound levels, which vary according to the type of machine, its location with respect to the physical surroundings, and the location of the sound measured around the rig. A NIOSH study measured noise output from several types of drill rigs during field investigations (Ingram & Matetic, 2003). Two types of data were recorded the actual noise generated by the drill rig at various positions around the rig and the noise to which the drill operator was exposed during the drilling cycle. For the latter, sound level measurements up to 120 dBA were recorded while hammering casing (metal on metal) in drilling a water well (Photo 1). Several types of administrative controls exist to address worker exposure to loud drill rig noise. Rotating duties to decrease exposure time and posting warning signs in high-noise work areas are two such controls. Another is the use of hearing protection. Worker use of hearing protection has been disappointing, however. One study by the University of Michigan found that construction workers used earplugs and earmuffs only between 36% and 61% of the time that they were necessary (Lusk & Kerr, 1998). In a 2001 study, OSHA reported a relatively low rate of 30.4% for use of earplugs among construction workers (Walker, 2001). Why are rates for hearing protection use so low? One explanation may be workers&apos; lack of concern for noise in the workplace. They expect workplace noise to be a loud and in¬ evitable nuisance and, therefore, accept it as part of the job. As a result, they disregard proven measures that can protect their hearing. Other workers may use hearing protection, but do so improperly. They may misguidedly remain in high-noise areas for extended periods thinking they are protected when in fact they are not. Other reasons for low use and/or misuse of hearing protection include poor education, lack of awareness and inadequate training (Nash, 2003). To address the training issue, NIOSH developed two exercises from which drillers can learn about noise, hearing loss and hearing protection. This publication contains highlights of a 4-hour lecture and demonstration by the Bureau of Mines on the fire and explosion hazards of flammable liquids and solids, oxidizing materials, corrosive liquids, and compressed gases. The authors first presented this material as part of a 2-week course given to officers and enlisted men at the U.S. Coast Guard&apos;s Dangerous-Cargo Handling School, established at Fort Eustis, Va., in 1959. The Bureau was asked to present the lecture and demonstration because of the extensive experience of its researchers in handling certain harardous commodities.

It is aimed at focusing the Bureau&apos;s role in environmental research supporting oil shale development with respect to the activities of other involved government agencies and private industry. Environmental considerations in oil shale extraction, such as ecological disturbances, health and safety hazards, waste management, and socioeconomic impacts, are discussed along with the type of research known to be planned by organizations to ameliorate these problems.

Coal is one of our basic sources of energy (heat, power, light) and an essential raw material for most metallurgical processing. More than two-thirds of the electricity currently produced by thermal powerplants in the United States is generated by coal, and it is expected that coal will continue to be the major fuel used for this application at least through the 1970&apos;s. Coke produced from bituminous coking coal is the principal fuel of iron blast furnaces, and unless ironmaking methods change greatly, coal will continue to maintain a dominant role in iron-ore processing and steel manufacturing for many years. Export markets are expected to increase also, adding to the overall increased demand for coal. Accompanying the increased total requirement, however, will be an ever-increasing demand for higher quality coals, specifically, coals of low sulfur content. Except for special-purpose coals such as those used for the production if coke and ceramics where impurities in the fuel contaminate the end product, the amount of sulfur in coal has been only a minor consideration in the selection of a particular coal for fuel. Major considerations, particularly for the coals used to generate electric power, have been availability and cost. An increased national concern for control of air pollution, however, particularly that resulting from the emission of sulfur oxides in stack gases to the atmosphere, has led to more rigid specifications on coal quality, and the sulfur content of coals will become increasingly more important in the future.

"The few previous observations of the effect of turbulence on limits of inflammability have been made on a small scale in turbulence produced either by a fan or by movement of the mixture.By a suitable amount of turbulence from a fan the lower limit of methane was 5 per cent as compared with 5 per cent observed for quiescent mixtures in the same vessel.3 With a streaming movement of the gas mixture within the range of speed from 35 to 65 centimeters per second (69 to 128 feet a minute) the lower limit was approximately 5 percent,4 For a quiescent mixture of ethane the lower limit was 3.10 per cent ethane, but with fan running at a moderate speed a 3 per cent mixture exploded.5The object of the tests herein reported was (1) to determine the lower limit of natural gas in a mixture of natural gas and air Which would be ignited and propagate violently when the turbulence was produced by explosives fired from a cannon into the mixture; (2) to observe the behavior when the mixture contained less than this low limit; and (3) to determine how turbulence produced by a fan affects thin limit.Four series of tests were run, three of which were to determine the effect of different sources of ignition: Tests with (1) an electric igniter; (2) 3F black blasting powder stemmed with 2 pounds of dry fire clay stemming used to ignite the mixture, and (3) 40 per cent straight nitroglycerin dynamite unstemmed. The fourth was made to study the effect of turbulence produced by a two-speed electric fan, using an electric igniter as the source of ignition.In both series of tests with explosives, charges of 50 and 200 were used to determine the effect of increased quantity of explosives on the lower limit of natural gas."

The importance of producing more oil from known petroleum reserves has placed increased emphasis on the application of secondary-recovery methods. Recently published reports3 4/ describe the results of waterflooding in Roane and Pleasants Counties, W. Va. (see fig. 1.) This report describes the Barron Kidd Oil Co.?s Santee waterflood project, Maxton sand, Burton field, Church district, Wetzel County, W. Va. (See fig. 2.) The Federal Bureau of Mines hopes that these reports will stimulate interest in improved waterflooding techniques, thereby discouraging premature abandonment of oil leases.

[Certain chapters of the tentative document entitled, "Test Requirements for instruments & Apparatus to be Considered for MESA Intrinsically Safe Certification" are evaluated and supporting data are presented on certain key issues with the purpose of helping the regulatory agency in improving the above document. The subjects discussed in detail are: hot wire ignition with W and BeCu wires; the most sensitive methane-air :and propane air ratio; the ignition limits for inductive-resistive circuits in 8.3°; methane-air mixtures in the 24-OV, 100 mH-2 [ ]H range, the resistive ignition limit as a special case when L ? 0; the capacitive-resistive ignition limit representing a four ,dimensional problem is analyzed and discussed in general and the variation of the ignition limit using Vo and/or r2 as a parameter are determined experimentally. The ignition limit is also determined for the [r1 ,~ r2] = 0 case ("capacitor alone") and for the most dangerous capacitive resistive circuit combination. The ignition limits are below the limits proposed in the document. A survey of the different factors influencing the ignition is made as to their suitability to provide a constant safety factor. It is shown that a constant safety factor cannot be achieved. The best method for applying a safety factor appears to be the increase of initial pressure or use of other gas mixture. The revision of the safety factor concept and ignition limit curves is recommended.]

Hand forces are important factors for risk assessment of hand-arm vibration syndrome (HAVS).1 Grip force is one of the most important force components in the operation of powered hand tools. A considerable number of studies on grip force have been reported. It is well known that the grip force applied on a cylindrical handle is not uniformly distributed on each axis across the center of the handle cross-section.2 Therefore, maximum and minimum orientations of grip force exist around the handle. Such orientations have not been clearly identified. In a recently proposed international standard (ISO/CD 15230, 2005),3 it is stated that “the direction of the main gripping force is generally parallel to the z-axis defined in ISO 8727.” 4 This assertion is questionable, and further examinations are required. The objective of this study was to establish a fundamental theory on the distribution of the grip force around cylindrical handles. Methods As shown in Fig. 1, the grip force is defined as a vector composed of normal and shear components (FN & FT) in this study. Fig. 2 shows the hand coordinate system defined in this study, together with the ISO systems.1,4 Based on this novel grip force definition, we derived four fundamental properties and a theorem. More significantly, we formulated a novel hypothesis: similar to Mohr’s circle of stress, the normal and shear components can be represented approximately using an ellipse on the plane of the two force coordinates, as shown in Fig. 3. The maximum and minimum grip normal forces are termed as the first principal grip force (F1) and the second principal grip normal force (F2), respectively. Their corresponding orientations are termed as the first principal grip angle (a1) and the second principal grip angle (a2). A series of experiments were conducted to test this hypothesis. Twelve
