The Minerals Availability Program of the Bureau of Mines conducts cost evaluations of current and potential mineral operations in the United States and foreign countries. The International Mining Cost Indexation System (IMCI) allows data of different time periods within a country to be updated to a common base year for analytical purposes. The IMCI comprises 12 factor cost indexes and an exchange rate series for 96 market economy countries, denominated in both local and U.S. currency. The IMCI for each country contains 12 time series indexes that measure the average annual rate of change in the cost of factor inputs to the mining industry within that country. Mining industry factor cost indexes include wages, plant and equipment, construction and mining materials, power and transportation, and other measures considered to comprise the majority of capital and operating costs. Cost data or proxies are collected in local currency. Index series within each country are constructed separately and indexed on a 1975 base year. The local currency index is converted to a U.S.-dollar-based currency index using an exchange ratio.

To improve productivity and cut costs, modern underground mining operations have become more mechanized. This mechanization has increased the usage of fuels, hydraulics, and electrical equipment associated with diesel-powered vehicles, thereby also increasing the hazards of underground mine fires. The Bureau of Mines evaluated the fire hazard problem and assembled prototype components for a system that would automatically sense and extinguish fires on mobile underground equipment. The prototype system and alternative designs were in-mine-tested and proved effective. This report summarizes this technology, which can cost effectively help solve the problem of fire hazards on underground vehicles.

Background Carbon monoxide (CO) is an odorless, colorless gas that can cause illness and death by asphyxiation. Although the toxicity of CO is understood, CO exposure can occur from unrecognized sources. On April 2, 2000, a couple and their newborn infant were poisoned by CO migrating through the ground from blasting at a nearby coal strip mine into their home near Kittanning, Armstrong County, PA. They were treated at the hospital and diagnosed with CO poisoning. The infant had a carboxyhemoglobin level of 31%, the father 28%, and the mother 17%. Carboxyhemoglobin is the compound formed in the blood when CO is breathed. Persons not exposed to CO have carboxyhemoglobin levels of 0.3%-0.7%, and cigarette smokers have levels of up to 9%. Following release from the hospital, the family installed a CO detector in the basement of their home with the help of the local fire department. This Technology News briefly describes this incident to help increase awareness of the problem. It is discussed in more detail by Eltschlager et al. [2001]. Figure 1 shows the coal strip mine believed to have generated the CO. The initial suspect for the source of the CO was the furnace in the house. Only later did it become apparent that blasting at the nearby strip mine might be the culprit. A State investigation concluded that CO had migrated approximately 500ft from the blast, through the ground, and into the home. Figure 2 shows the locations and order of blasts at the mine. Initially, the mine did not plan to blast. Overburden generally consisted of weathered shale that could be dug without blasting. However, the mine decided to blast when hard sandstone that could not be dug out was encountered within 3 ft of the coal top. The blasting was intended to break up the sandstone. Blasting was done using bulk ammonium nitrate-fuel oil (ANFO) in 6.25-in holes 25-30 ft deep on a 16-ft by 16-ft pattern, with charge weights ranging from 17 to 170 lb. The closest blast to the home was 430 ft on April 17, 2000. The distance from the home to the blast area on the day when CO was first reported (March 31, 2000) was 500 ft. Twenty blasts were detonated at the mine between March 7, 2000, and April 20,2000. The blaster was careful to prevent fly rock since another home was only 150 ft away and a garage was 50 ft away. The quantity of explosive used in the blasts was sufficient to break the sandstone, but was less than would normally be used to blast overburden. The holes were typically one-third explosive and two-thirds stemming, with powder factors averaging 0.43 lb/yd3. Additionally, the muck was not immediately excavated after each blast. The heavy confinement on the explosive acted to prevent the typical release of blasting fumes into the atmosphere. Instances of CO migrating from blasts into homes have occurred before, but generally the distances involved were under 150 ft. It is believed that the blast design contributed to the confinement of CO in the ground, and discontinuities in the ground strata facilitated migration toward the residence. Upon inspection of the blast pitwall, a regular system of joints was observed. These joints are oriented roughly from the blast pit toward the house (figures 3-4).Blast-generated CO appears to have been driven into the joint system, displacing the air. When the joint system was saturated, the next succeeding blast pushed the CO into an uncased well next to the house (a high level of CO has been measured in the well shortly after a blast). From there, the CO entered the French drain system and then the basement of the house. The joints are vertical cracks through rock layers that occur on a regular spacing (figure 3). They are most common near valley slopes and are caused when valley walls converge as the stream cuts down through the rock layers. Often called hill seams, they roughly parallel the valley walls, but can curve and split, creating a pathway for gas movement (figure 5). These fractures are often encountered when underground mining proceeds close to outcrop. The system of fractures at the Kittanning blast pit was well developed and provided a path for transmission of CO both through the sandstone and up and through the overlying shales. Blasting engineers should be able to distinguish naturally occurring fractures from blast fractures and note the frequency, development, and orientation of the hill seams and their proximity to occupied houses. "INTRODUCTION The largest known deposits of ilmenite and rutile in Virginia are in Amherst and Nelson Counties. Other deposits occur in the State, but their extent is not known. One of the most promising of the latter is the deposit in Roanoke County on the T. M. Bush and the H. L. Hutchins property near Roanoke. A geophysical survey was made of the deposit, followed by core drilling. In April and May 1946, four holes were drilled, totaling 822 linear feet.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. The Bureau of Mines conducted a feasibility study and designed an operational system for consolidating waste coal sludge in a 110-acre pond by applying direct current between buried and floating electrodes. Consolidation would reduce the sludge to half its present volume, there-by extending the working life of the pond as well as creating a safe, stable impoundment. The project was conducted by the Bureau under an agreement with the Washington Irrigation and Development Co. (WIDCO), located near Centralia, WA. Part 1 of this report, published as Report of Investigation 8666 in 1982, covers the results of laboratory tests at the Bureau's Spokane Research Center and of a small-scale field test at WIDeO's coal preparation plant. Test results show the process is efficient and cost-effective when power is applied at low current density. Part 2 (this paper) describes a detailed design for an electrokinetic system to dewater WIDCO's 110-acre pond with a 27.4-acre electrode array. Densification of the inactive sludge pond will require 3.6 yr of treatment for a total cost of $1,450,000. The study and design are site specific, but design procedures and analyses are sufficiently detailed to serve as a guide for applying the process to any sludge pond.

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature, the free-swelling index, and the Hardgrove grind-ability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions4 issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor; if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

Electrorefining tests using titanium-nitrogen alloys as anode material showed that no significant quantity of nitrogen was transferred to the cathode deposit. The nitrogen of the anode remained in the scale, and the titanium-nitrogen alloy was anodically insoluble in the electrolyte when the nitrogen content was 11 weight-percent.

In recent years many mining companies have recognized that their chance for continued economic survival depends on the adaptation of technological advances in their operations. Increased productivity through new developments in mining methods and improvements in equipment has made mining and processing of lower grade ores possible. Cost analysis has produced accurate data on the costs for development, production, and processing of ore. All of these changes and cost studies have shown the necessity for increased accuracy in determining the grade of ore. Methods of estimating grade in a mineral deposit have not kept pace with the technological advances in the other areas. The same methods are in use today as in the past. Experience and judgment are major criteria of accuracy and the results are highly subjective. In 1953, as part of its research program to develop a better understanding of fundamentals of mining technology, the Federal Bureau of Mines began a sampling method research project at its Denver Mining Research Center. The basic objective of the project is to investigate sampling methods and to study the adaptation of the techniques of statistical analysis to mine sampling.

"This report on the properties of motor fuels sold through service stations ni the Unietd States is a continuation of a series of reports made in accordance with a cooperating agreement between the Coordinating Fuel Research (CRF) Committee of the Coordinating Research Council (CRC)3/ and the Bureau of Mines of the United States Department of the Interior. The first of these reports presented data on motor gasolines sold during the winter of 1935-36.4/ Further reports were issued describing motor gasolines sold during the succeeding summers and winters to and including the summer of 1941.4/ No reports were made on motor gasolines sold during the winter of 1941-42 and during the summer of 1942. However, starting with the winter of 1942-43, the semiannual reports were resumed.4/The present report presents analytical data for 1,381 samples, representing the products of approximately 75 companies. Most of the samples represented in this report were secured during July and the first half of August, 1945. As in previous surveys, the companies covered by the survey include both large and small suppliers. Conforming to former reports, the data cover three groups of samples – regular-price, premium-price, and third-grade gasolines.As the number of analyses submitted for samples of third-grade gasoline are not considered adequate to represent this type of motor fuel, data for the analyses have not been averaged, but the individual items are tabulated. The number of samples, items and brands comprising each group is as follows: Regular-price, 733 samples, 229 items, and 57 brands; premium-price, 504 samples, 197 items, and 56 brands; third-grade, 84 samples, 28 items and 12 brands. The recent establishment of an official price of 64.64 cents per ounce for silver by the President's order of December 21, 1933, has provoked discussion as to the effects of this move on the various metal-mining industries. To assist those of the mineral industry who are interested in this problem, the Bureau of Mines presents the following analysis of basic statistical data concerning; the relation of the silver price to the value of copper ores mined in the United States. The term "copper ore" as used herein includes all ores in which copper is the most abundant base metal paid for. In 1928, this class of ore contributed 98 percent of the total copper output of the United States.

The objective of the present studies was to develop thick adherent and coherent coatings of platinum and palladium on refractory metals and other substrates of industrial and engineering importance. Existing platinum and palladium electrolytes were modified to make them suitable for the electrodeposition of thick deposits. The optimum operating conditions for these electrolytes were established. Pretreatment procedures for columbium, copper, graphite, molybdenum, nickel, stainless steel, tantalum, titanium, tungsten, vanadium, and zirconium substrates were studied. New pretreatment procedures for columbium, molybdenum, stainless steel, tantalum, tungsten, and nickel were developed. The internal stress and hardness of selected electrodeposits were measured. The effects of heat treatment upon the properties of electrodeposits were studied.

In 1987, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied the 34,680-acre Lime Canyon Wilderness Study Area (NV-050-231) to evaluate its identified mineral resources. The Wilderness Study Area is in Clark County, NV, about 30 air miles southwest of Mesquite, NV. The area studied contains an estimated 44 million tons of indicated subeconomic resources of gypsum, an inferred subeconimic resource of limestone and dolomite, and occurrences of gold, copper, uranium, and zeolite. The Wilderness Study Area is underlain chiefly by carbonate rocks with lesser amounts of sandstone and shale. Metamorphic, granitic, and volcanic rocks also crop out within the area. Large portions of the area are overlain by alluvium. The Wilderness Study Area is within the Gold Butte mining district. Several gold mines with past production are nearby to the south of the Wilderness Study Area; one mine is reported in operation on a small scale. Several silver-bearing copper and zinc mines with past production are nearby to the east of the Wilderness Study Area

The U.S. Bureau of Mines developed and tested a teleoperating system to control a new highwall mining system. A remote operator was provided out-of-sight sensory information and control of coal extraction and haulage equipment. Surface and production testing proved that the teleoperating system supplied the operator with sufficient sensory information to operate the mining system. Details on the teleoperating system provided in this report include (1) sensor selection, (2) a description of the electronic control system, (3) equipment selection and modifications, (4) the positive test results, and (5) recommendations for system improvements.

"The Lewisburg No. 2 mine of the Sloss-Sheffield Steel & Iron Company is located in Jefferson County, Alabama, about 7 miles due north of Birmingham. At this point the coal from the Mary Lee seam when coked in by-product ovens yields an excellent quality of metallurgical coke suitable for use in the iron blast furnace; it is also an excellent steam coal. In mining, all three benches are worked. Coarse impurities are largely gobbed by the miners underground.In addition to giving the data obtained from screen-sizing and float-and-sink tests of a representative sample of the raw coal, this report presents the results of slotted-screen tests to show the proportions of flaky particles in selected sizes, and the results of tests to show how much coal is liberated from impurities by crushing the coarsest sizes. These data have been obtained in connection with an extensive study of coal-washing now being conducted by the U. S. Bureau of Mines and the University of Alabama, with U. cooperation of the different operators of Alabama. As the work progresses other reports will follow containing furtner data on the washability both of the Mary Lee seam and of other seams in Alabama and giving the results obtained in preparing these coals by various methods.Although a great amount of investigative work on the preparation of the Mary Lee scam was previously carried on by the various coal companies of the district, comparatively little of this information has been published. In governmental publications three references have been found. Forbes5 gives a number of sections with proximate and ultimate analyses of face samples taken in the mines. Gandrud and Britton'' show sections of this seam at Flat Creek and New Castle; they also give the specific gravity and ash contents of the partings of coal and impurities. In their paper Yancey and Fraser7 include washability studies and washing data from the Sayreton mine of the Republic Iron & Steel Co."

"INTRODUCTION The Eunice field is one of a group in southeastern New Mexico producing oil and gas from so-called limestone-type reservoirs in which the productive strata are dolomite or dolomitic limestone ordinarily, wells in reservoirs of this type show wide differences in their productive characteristics, indicating erratic variations in porosity and permeability. Often there is a large difference in total footage of actual ""pay"" penetrated in neighboring wells and the vertical distribution of the ""pay"" within the productive strata varies. In the Eunice field there are few easily recognizable geologic markers to indicate true structural conditions of the oil-productive section, due to horizontal and vertical gradation in chemical compositions and lithologic characteristics of the strata. Geologic markers are found some distance above the oil-producing zones in this field and consequently they indicate only the general structure. Furthermore, no direct relation has been found between the general structure and the accumulation of oil within the reservoir.Many problems in well-completion and production practice have been met in the Eunice field because of erratic variations in porosity, permeability, in vertical distribution of ""pays,"" and the apparent departure from ordinarily accepted relations of oil accumulation to structure. A detailed study of the position and characteristics of the oil- and gas-producing zones aids production procedure. The methods employed in studying the Eunice field, discussed in this paper, may be applicable to other limestone-type reservoirs."

This study was made to present the mining methods and costs of a uranium mine typical of other mines in the highly productive Westwater Canyon member of the Morrison formation in New Mexico. Four mining methods have been used at the Section 23 mine: the retreat-room-and-pillar method, a sublevel-slicing method (also called top-slicing), the horizontal-cut-and-fill method, and a modification of the ring-drill method. The application of the methods at this mine and at other mines in the area should be of benefit to operators with similar problems. Ore bodies in the Section 23 mine are irregularly shaped and vary in size, in rock strength, in moisture content, and in uranium concentrations; different mining methods are required and mining costs are not constant. A 6-month period of operation at the Section 23 mine was analyzed and mining costs, not including amortization, depreciation, or Federal taxes, averaged about $6.80 per ton.

A bench-scale expansion tester using 71 grams of coal was developed to determine the practicability of an apparatus of this size to investigate the effect of variables such as oxidation, blending, bulk density, inerts, size consist, petrographic differences, and rate of heating on the expanding properties of coal. The value of this tester is shown by the correlation that exists between its results and those of the larger scale sole-heated oven expansion apparatus used in commercial plants. From tests on 32 coals the standard error of estimate for predicting sole-oven results from bench-scale results is ± 5.3 percentage points. A standard deviation of the difference between pairs of tests in the latter apparatus of ± 2.1 percentage points was determined for 31 samples. In the sole-heated oven test the expansion of a coal at constant pressure is directly proportional to the dry coal bulk density. Tests in the bench-scale tester show a similar relationship between expansion and bulk density. When the blending ratios of high-and low-volatile coals are varied, similar changes in expansion are observed in both the sole-heated oven and the bench-scale tester. Therefore, the effect of other variables on expansion should be similar in the latter apparatus.

"This paper is the outcome of thorough investigation into the value of the previous methods used for deriving production decline curves. It is highly important that methods be employed that are fundamentally sound and also practicably applicable. Six methods commonly used were studied. Some of these were found to be fundamentally in error; some save reliable curves but involved much work and time in the preparation; others gave reliable curves with less time and effort.It was found that of the methods previously employed the ""family curve"" method described in Bull. 134 Amer. Inst. Feb. 1918, pp. 499-500 by Lewis and Beal, was probably the most satisfactory. The now method given in this paper ploys the same principles as the ""family curve"" method, but is mathematical instead of graphical,The engineer and the oil man should carefully boar in mind both the use and the limitations of the average production curve such as is derived by the ""family curve"" method or other methods mentioned. Estimations of future productions or of underground oil reserves of a particular tract or well should be made from the production records of the tract or the well itself wherever such records are satisfactory. The use of the average curve of a district or field should be applied only to those properties or wells where there are not sufficient data to construct individual or tract production records, or where the productive life so short that a satisfactory individual record can not be obtained."

Relatively pure aluminum nitride (AIN) recently has been prepared in sufficiently large amounts to permit a variety of experimental studies.4/ Several mechanical and chemical properties have been investigated, which show that this substance has good potentialities as a container for liquid aluminum, gallium, and boric oxide. The present work by the Bureau of Mines was undertaken to obtain thermo-dynamic data pertinent to the calculations regarding thermal stability and reactivity of aluminum nitride. The following measurements were made: (1) determination of the heat of formation from the elements at 298.15° K.; (2) determinations of the heat capacity over the temperature range 51° to 298.15° K. and the evaluation of the entropy at 298.15° K. therefrom; and (3) determinations of the heat content over the temperature range 298.15° to 1,800° K. These data are combined to obtain free energies of formation from the elements between 298.15° and 2,000° K.
