The safety record of the mineral and mineral-fuel mining and processing industries in 1966 was improved slightly for the second consecutive year as indicated by reduced injury-frequency and injury-severity rates. The overall operating activity was higher in 1966, as measured by the increased number of men working and the total man-hours of worktime. Injury Experience.-The rate of occurrence of all disabling work injuries in the mineral industries was 17.38 per million man-hours in 1966. This overall rate comprised frequencies of 0.28 for fatal and 17.10 for nonfatal work injuries, compared with respective rates of 0.28 and 17.26 in 1965. Fatalities totaled 543; 5 more than in 1965. The total of 33.091 nonfatal injuries was 291 higher than in 1965. However, the larger number of disabilities was offset by the increased worktime in 1966. so that the fatality frequency was unchanged and the nonfatal frequency rate decreased from 1965.

Before the World War the use of zirconium and its compounds was largely experimental and confined almost wholly to Germany and Austria . Occasionally small lots of zirconium ore had been produced in the United States ( 1,000 pounds in 1869 , 26 tons in 1883 , and 3,000 pounds in 1903 ) and used (with monazite ) in the manufacture of various lighting devices , especially incandescent gas mantles ; but it was not until 1906 that the discovery of the natural zirconium oxide in large quantities near Sao Paulo , Brazil , first gave promise that a zirconium industry eventually might be developed . Edward Rietz , who worked the Brazilian deposits , interested German chemists in extending the use of zirconium , and by 1911 trade journals were listing German firms as manufacturers of compounds or products derived therefrom . For a time zirconia was one of the various oxides used in the Nernst lamp . It was used also for crucibles and hearths as refractory material ; in the manufacture of chemical utensils ; in enamels ; in the place of bismuth subnitrate for defining Röntgenray pictures of the stomach ; as a pigment ; in medicine ; and in a number of other ways . The Germans were credited also with producing a remarkable zirconium steel , which , it was claimed , was much superior to other alloy steels . During the World War the United States Government investigated the possibilities of zirconium , as well as those of other steel -hardening elements , and a large automobile manufacturer actually purchased a substantial quantity of ore with the purpose of employing zirconium in automobile steels . Immediately after the armistice the Government ceased its investigations ; but despite the difficulties experienced by various investigators in reaching concordant results , interest in the use of zirconium as a steel -hardening agent , as well as in other uses of the element and its compounds , continued . In 1918 the Foote Mineral Co. , which had been interested in zirconium for several years , was exploiting the deposit in Brazil formerly worked by the Germans and was supplying zirconia in the form of ore , brick , and cement for refractory and other purposes . About the same time the Electro Metallurgical Co. , which before the entrance of the United States into the war was experimenting with zirconium alloys , supplied in tonnage quantities the demand for these alloys . In 1919 it was reported that American manufacturers , after several years of research, were producing in commercial quantities pure zirconium oxide , which was finding a place in the manufacture of small refractory articles , scorifying dishes , crucibles , tubes , and one- piece furnace linings . In 1920 the lowering of the price of zirconium metal powder ( because of improved metallurgical methods ) promised the production of the metal on a semicommercial scale . In 1924 the Titanium Alloy Manufacturing Co. introduced a new opacifying agent , " Opax , " made from zircon . A year or two later some of the large pottery manufacturers became interested in the use of zirconium oxide as an opacifying agent , the increased production of titanium pigments having resulted in the production of zirconium as a by-product at a price that could compete with tin oxide . In 1928 it was reported that the industrial use of zirconium oxide was increasing steadily in the manufacture of brick , crucibles , and other refractory products , such as high- temperature cements . The conduct of work at elevated air pressures , such as in caissons and in tunnel - driving in subaqueous strata , poses safety problems not encountered in mining and tunneling operations at ordinary atmospheric pressure . This publication discusses some of the problems involved and presents information on the following subjects : ( 1 ) Physiological effects of gases at elevated pressure . ( 2 ) Use of respiratory protective equipment in rescue or recovery operations in event of fire or other emergency in pressurized tunnels . ( 3 ) Effect of elevated pressure on performance of some gasdetecting instruments ; interpretation of the results . Various types of respiratory protective devices are discussed in relation to their possible use at elevated pressures , especially the 2 - hour , selfcontained , recirculating - oxygen - breathing apparatus , which has had wide use in the United States during rescue and recovery work in the mining industry . A modified procedure that eliminates the hazard of oxygen poisoning enabling the safe use of this apparatus at elevated pressures , up to 45 pounds per square inch , gage , and tests to verify its practicability are described . procedure involves control of the partial pressure of oxygen in the breathing

Between 1987 and 1988, the Bureau of Mines studied the mineral resources of the White River National Forest and part of the Arapaho National Forest to appraise the resources present and to determine the types of deposits, and their location, that could be mined economically if sufficient demand and metal prices existed. The study included a comprehensive literature search and a limited amount of field investigation of minerals and mining activity in and near the Forest. This report summarizes a more comprehensive minerals report on the Forests prepared by the Bureau of Mines and was written for a general audience without a background in geology or related fields. Mineral resource information indicates that in the Gore Range-the area between Tennessee Pass and Gilman may contain large base-and precious-metal deposits, and could be the focus of exploration activity in the near future. The Breckenridge mining district was found to have a moderate to high likelihood for mineral exploration and possible development of gold. Recent exploration and minor development work has occurred in several other areas: Montezuma, Kokomo-Tenmile, and Upper Blue River districts, and portions of the Sawatch Range.

A general increase in employment prevailed in the stone-quarrying industry of the United States during 1941 compared with 1940. Likewise, more accidents occurred to men working in and about the quarries, with the result that the accident-frequency rate for the industry as a whole was higher in 1941 than in the previous year. Reports from operating companies to the Bureau of Mines, covering open and underground quarries, as well as rock-crushing and rock-dressing plants, cement mills, and limekilns at or near the quarries, showed a total of 86,123 men employed and a total of more than 22 million man-days of labor performed during 1941. The total working time of the industry averaged 260 days per man. Measured in man-hours, the volume of work equaled 173 million, an average of 2,011 man-hours per employee.

This marks the 100th year that the aggregate industry has been served by a national association. Of all the accomplishments this longstanding relationship has achieved, there is probably none greater than the progress made, in worker safety. Perhaps the best way to measure this success is to examine injury trends in the aggregate miner population. For example, in the first half of the 20th [ ] century, 16 quarry mining disasters (a "disaster" is an incident with five or more fatalities) claimed 157 miners between 1909 and 1952. The largest of these was the disaster at the Sandts Eddy Limestone Quarry near Allentown, Pa., on March 26, 1942, where 31 miners died of asphyxiation by fumes/explosion. Thankfully, no mining disasters have occurred in the aggregate industry since 1952. It is these kinds of information that help us characterize improvements in aggregate worker safety over the last 100 years.

Cancrinite is one eonstituentof "red muds," a high-volume waste product of alumina production by the Bayer process. The Bureau of Mines determined the thermochemical properties of cancrinite as part of a program to provide such data for minerals of industrial importance. Cancrinite [Na7.68(A16Si6024)(N03)1.68 (H2O)4.1] was synthesized by reacting aluminum silicate gel with a solution of NaOH and NaN03, and the composition was determined by chemical analysis, differential scanning calorimetry, and thermogravimetric analysis. The heat of solution was determined by hydrofluoric acid solution calorimetry. The standard enthalpy of formation at 298.15 K, ?Hf°298, is ?Hf°298 = -3,487.97 ±2.6 kcal/mol, and the standard enthalpy of formation from the oxides and NaN03, ?H°298, is ?H°298 = -215.20 ±l.8 kcal/mol.

This report is the first substantial description of the carbonizing process and the details of experimental work conducted at the Denver laboratories under a coopeative agreement between the Bureau of Mines and the Texas Power & Light Co. It presents the results of tests on several Texas lignites and other typical western coals that have been processed in the first pilot plant operated at Denver. Investigations on drying fine coal in the entrained and fluidized state have been under way at Bureau of Mines Denver laboratories for several years. Reports on this work were published in 1949 and 19505/ describing the theory and practice of re-moving inherent moisture from the lower -rank coals. The investigation did not include a study of the removal of surface moisture from fine fuel. Private industry in Canada became interested in the possibilities of drying fine coal, employing the closed-circuit system and techniques recommended by the Bureau. Large, commercial-scale drying units were built by a Canadian company, which successfully demonstrated that surface moisture could be removed from fine coal at high efficiency and capacity ill drying units similar in design to those developed by the Bureau.

Construction workers may be exposed to hazardous dust containing crystalline silica during site preparation when drilling systems are used. The National Institute for Occupational Safety and Health (NIOSH) found that drill dust could be decreased by using wet or dry dust reduction engineering controls, enclosed cabs, and implementing a dust control program.

The Bureau of Mines evaluated corrosion resistance of Split Set friction rock stabilizer mine roof bolts to aid in better prediction of useful service life. Electrochemical corrosion testing was conducted utilizing an automated corrosion measurement system. Natural and/or synthetic mine waters from four uranium and two copper mines were the test media for the two types of high-strength, low-alloy (HSLA) steels from which Split Set stabilizers are manufactured, and for galvanized steel. Tests were conducted with waters of minimum and maximum dissolved oxygen content at in-mine water temperatures. Retrieved Split Set stabilizers were also evaluated for property changes. Galvanized steel was found to be far superior to the unprotected steel in general corrosion resistance; limited tests indicate little ten.dency to pitting, contrary to behavior for the uncoated steel. Copper-bearing HSLA steel was slightly more corrosion resistant than non-copper-bearing HSLA steel. Statistical analyses resulted in development of equations relating dissolved oxygen, chloride, sulfate, and magnesium contents of mine waters to corrosion rates of the two HSLA steels (nongalvanized). An equation was developed that relates corrosion rates of galvanized steel to mine water temperature and dissolved oxygen content. Variable conditions in mine environments make corrosion damage difficult to predict and emphasize the need for corrosion prevention and control.

This literature study of methods for desulfurizing residual fuel oil was conducted by the Bureau of Mines at the request of the Department of Health, Education, and Welfare. The sulfur compounds in residual fuels are believed to consist chiefly of condensed thiophenes and other polycyclic sulfur compounds. Hydrodesulfurization appears to be the most promising method for desulfurizing these oils and is the only method applicable to all types of sulfur compounds. There are indications in the literature that hydrodesulfurization without hydrocracking of residual oils may require higher pressures than used in present desulfurization processes, but no cost data and little experimental data are available on the higher pressure operation. Literature proposals for hydrogenating residual oils and heavy crude oils are exclusively for hydrocracking the oils to lower boiling products with accompanying partial desulfurization of the residual fuel fraction. Costs of the hydrocracking operations appear the closest available to probable costs of hydrodesulfurizing the oils, and have been reported (in 1955 to 1957) as $500 to $840 investment cost per daily barrel of capacity, with total operating costs of 70 cents to $1.10 per barrel.

The thirty-fifth consecutive National Safety Competition sponsored and conducted annually by the Federal Bureau of Mines, Department of the Interior, closed with several noteworthy accomplishments to its credit. Some of them are: 1. A record low injury-frequency rate of 18.293 disabling work injuries per million man-hours equal to that established in 1957. 2. The third lowest injury-severity rate (4,335). 3. The second highest number of mines and quarries participating (672) 4. A record number of participants finishing the competitive year without a disabling work injury. 5. All recipients of Sentinels of Safety trophies free of disabling work injuries for the first time since 1952.

Determining the change of stress in rock based on measurements of the deformation of a drill hole is a procedure that is increasing in popularity. A closely related procedure involves the applicat10n of this principle to determine the existing stresses in a rock medium, by cutting free (core drilling) an annulus containing the drill hole. In this Bureau of Mines report, expressions are derived from which one can calculate the stress ellipsoid--the three-dimensional change of stress, or the existing three-dimensional stress field, as the case may be. Study of these equations shows that the stress components in three dimensions can be determined by measurements in only two drill holes, and yields general principles that are useful in planning an efficient program of drilling and measurement. Procedures are given for calculating the least squares estimates of the stress components and their standard errors, and for evaluating or comparing calculated values by means of standard statistical inferences.

"In this paper, the current status of respirable dust control in coal mine atmospheres is presented. The advancements in the engineering control of dust generation and entrainment, and of reducing the exposures are summarized. The results of the Health Surveillance Program are briefly reviewed. A detailed bibliography is attached.IntroductionFor coal mines in the United States, the current permissible exposure limit (PEL) of 2mg/m3MRE-equivalent concentration (an 8-hour TWA concentration measured gravimetrically) was established by Public Law 91-173: the Federal Coal Mine Health and Safety of 1969 (the 1969 Coal Act). This standard is reduced when the respirable quartz content in the dust sample exceeds 5%; the reduced standard in mglm3 is obtained by dividing 10 by the percent quartz. The OSHA and ACGIB PEL for respirable coal mine dust is also 2 mg/m3 , and OSHA PEL for respirable quartz is 100 µg/m3 . The 1969 Coal Act also prescribed two activities in the Coal Mine Respirable Dust Sampling Program and the National Coal Workers' Health Surveillance Program n to control respirable dust in mines, and the coal worker's pneumoconiosis (CWP) among the coal miners.There are three principal methods by which personal exposures to respirable dust are controlled. The first is engineering control where the aim is to reduce the concentration in the mine atmosphere to or below the mandated level. The second is the provision of personal protective devices which allow the miner to work in dusty atmospheres without increasing personal exposure. The third is the use of administrative controls where the miner's exposure is controlled through work schedules and procedures to keep miner exposure at or under the mandated levels. The 1969 Coal Act specifically prohibits the use of respirators in lieu of environmental control. The compliance sampling program essentially does not give any credit to the use of administrative controls."

This is the final report on a research program to develop a pilot plant gasifier for slagging gasification of lignite at high pressures and to obtain process data under various operating conditions. An operable pilot plant was developed, and the test results show that lignite is well suited for the process. Tests were run at pressures from 80 to 400 psig, and the results indicated that pressure had little effect on gas composition or the material requirements per unit gas produced. Gas production rates as high as 26,000 scfh/sq ft of reactor area were obtained at 300 psig, but limitations on auxiliary equipment prevented full-capacity operation at 400 prig. In several tests lignite having a 37-percent moisture content and 2,500° F ash-fusion temperature was successfully gasified. Refractory materials were found to have a short life in contact with high-temperature slag, and a water-cooled taphole was developed. Exploratory tests with coking coal were unsuccessful.

Subsurface injection of liquid and slurry-type industrial waste is being used as a means of waste disposal. This survey conducted by the Bureau of Mines shows that the method can be economically and environmentally attractive if the proper precautions are taken, especially when the alternative is cursory treatment and discharge at the surface. Attention is called to petroleum technology and experience that can be applied to subsurface waste injection. Part 1 of this report is a discussion of the general aspects of subsurface waste-injection systems. Part 2 is a general discussion and review of the literature concerning the geologic formations available for injection in the United States. Part 3 is a discussion if 15 case histories including information on the source and nature of the waste and the geology, surface equipment, well completion, and operation of the systems.

A progress report is presented on a research program in which an attempt was made to develop a practical sulfide-volatilization process for recovering tin from low-grade Bolivian ores. Shaft-furnace designs and operating techniques were studied in a series of experiments in which the objective was to sulfidize cassiterite to stannous sulfide, remove the stannous sulfide by volatilization, reconvert the stannous sulfide to stannous oxide, and collect the resulting fume. A shaft furnace was developed and operated in a final test in which many of the previous difficulties were surmounted. Since the supporting funds were exhausted at this point, the project was discontinued; recommendations for further improvements in furnace design and operation were made on the basis of interpretation of experimental results obtained in shaft-furnace experiments and other related studies.

"Abstract. This paper attempts to characterize coal breakage due to the action of a continuous miner. Coal blocks with an approximate dimension of 45.7 cm x 38.1 cm x 15.2 cm (18 in. x 15 in. x 6 in.) were first subjected to confining pressures equivalent to in-situ conditions. Then the blocks were cut along the face/butt cleat direction by the cutting head of a specially designed unique automated rotary coal cutting simulator (ARCCS), simulating the action of the continuous miner in underground coal mining. During the tests under a particular set of in-sit and operating parameters a number of other para¬meters such as 1) penetration of bit into coal, 2) penetration resistance (thrust and cutting pressures), 3) rotating velocity of cutting head, and 4) acoustic emission activity in the coal block were monitored. After each cutting cycle the fractured surfaces were photographed and a velocity survey was conducted by using a sonic technique. At the end of each experiment, the coal fragments were collected in bags using a vacuum cleaner. These fragments were then sieved for size distribution analysis.INTRODUCTIONThe Federal Coal Mine Health and Safety Act of 1969 was enacted to emphasize to coal operators that the airborne respirable dust should not exceed 2 mg/m3, thus reducing the incidence of coal workers pneumoconiosis.Dust control techniques such as conventional water sprays and dust collectors are only partially effective and require additional equipment expenditures. A more authentic approach would be to reduce respirable dust at the source the continuous mining machine cutting head, where the fragmentation process occurs. Improving the fragmentation process by characterizing the coal breakage will not only reduce respirable dust at the face, but it will also decrease the amount of respirable dust that is liberated during the secondary handling.Fragmentation of coal can be expressed as a function of three major groups of parameters; namely, 1) coal properties, 2) in-situ conditions and 3) operating parameters. This paper deals with the characterization of coal breakage along both face/butt cleat direction as a function of machine operating parameters such as rate of advance, angle of attack, bit configuration, bit lacing (spacing and pattern) and bit speed at various equivalent in-situ pressures."
