The National Institute for Occupational Safety and Health and the Stillwater Mining Company worked cooperatively with the Montana Bureau of Mines and Geology to develop a system that would collect seismic data at the Stillwater and East Boulder mines. The purpose was to obtain baseline information on the magnitude and location of mining-induced seismicity to determine if the mines needed multi-channel in-mine monitoring systems. Seismic data recorded at field sites near the mines are being telemetered via FM radio through a series of repeaters to a central recording site where the seismic signals are digitized using an Earthworm data acquisition system. The Earthworm system performs several data analysis tasks in near-real time and places raw seismic data, preliminary hypocenter locations, and magnitudes on a Website within 5 min of a seismic event. Such rapid access to seismic data allows personnel at the Stillwater Mine, Spokane Research Laboratory, and Earthquake Studies Office to evaluate seismic events quickly and respond in ways that may improve the safety of mine personnel underground. Installation of the system also broadened earthquake coverage to south-central Montana, a region previously not covered by the seismograph network.

The Federal Bureau of Mines investigated residues from aluminum plants, to determine if carbon could be removed by flotation while recovering fluorine and aluminum compounds for recycling to the reduction process. This publication summarizes studies on samples representing three types of plant waste products, supplied by three aluminum-producing companies. Samples of flue dust, pot skimmings, and pot linings from the various plants all responded to a simple turpentine flotation scheme to reject 90 to 97 percent of the carbon. Aluminum compound recoveries ranged from 42 to 94 percent on the flue dust, were about 95 percent on the pot skimmings, and ranged from 75 to 89 percent on the pot linings. Fluorine recoveries from the same samples ranged from 35 to 63, 92 to 95, and 77 to 86 percent, respectively. The pot linings contained soluble salts of aluminum and fluorine which were recovered by precipitation with sodium aluminate and carbon dioxide gas. Composites of residues from each plant responded to flotation much the same as the individual samples. Aluminum is produced by the electrolysis of alumina in a molten cryolite bath. The electrolytic reduction cell consists of a carbon-lined box containing a pad of molten aluminum which serves as a cathode, a carbon anode, and an electrolyte of molten cryolite in which the alumina is dissolved. Alumina is reduced to aluminum at the cathode, and carbon is oxidized at the anode.

The Bureau of Mines is active in programs pertaining to solid waste disposal and land reclamation. Nine reclamation projects of mining companies and six projects of the Commonwealth of Pennsylvania were investigated to provide information on the procedures, costs, and results obtained from reclamation projects of bituminous coal-waste disposal areas. Refuse disposal costs of mining companies ranged from 9 to 28 cents per ton-mile, and quantities disposed of ranged from 600 to 4,500 tons per day. Spreading and compacting the refuse at the dump site ranged from 3 to 20 cents per ton. Cost of covering with soil and planting ranged from $750 to $1,646 per acre. Total costs of reclamation for the Pennsylvania projects ranged from about $1,800 to more than $15,000 per acre. Refuse preparation costs ranged from $772 to $5,550 per acre. Soil covering and planting costs ranged from $1,083 to $5,086 per acre. The best results were obtained by soil preparation and conditioning prior to planting. The type and depth of soil and effect of climate were also factors.

This paper is one of a series on mining methods being published by the Bureau of Mines. It describes briefly mining practices at the Sunrise iron mine of the Colorado Fuel & Iron Corp., Platte County, Wyo. The Sunrise mine is in the Hartville iron district in east-central Wyoming (fig. 1). The district covers part of the Hartville Mountains, a region of moderate relief in which erosional features have been formed by the dissection of a low plateau. Altitudes vary from 4,300 feet along the North Platte River to 6,000 feet in the uplift. The climate is semiarid, with hot summers and winter temperatures below zero for short periods. Grasses, cacti, yucca, and low desert shrubs grow at lower elevations. Cottonwood and boxelder trees and willows grow along permanent streams; juniper and coniferous trees are confined to the higher elevations.

The commission may be permitted to express its earnest hope that the litigation which comes to an end with the findings and recom- mendations herein set forth will be considered by both parties to the action as definitely and equitably decided. The commission trusts that its work will show the value of the commission form of settlement and that its work will serve as a prece- dent to be followed in disputes relative to technical subjects. If the work of the commission is productive of a tendency on the part of technical litigants to avoid the use of the courts for the settlement of disputes it will not have been done in vain. Such tendency will surely grow and ultimately such differences will be arbitrated by technically trained men without recourse to the courts of law. Appended to the report of the findings of the commission are to be found the detailed reports covering the several lines of inquiry and investigation carried on by the commission and upon which its findings are based, and also a detailed statement of the fiscal affairs of the commission. A word of explanation is necessary in regard to the fiscal statement. While each party to the litigation has agreed to bear one-half of the expense of the investigations of the commission, it will be noted that the Selby Smelting & Lead Co. is credited with $21,000, while Solano County is credited with but $6,000. The river- or dredge-coal industry of Pennsylvania is conducted on many of the rivers and creeks that drain the Pennsylvania anthracite fields. Coal thus recovered found its way into the streams as coal was being prepared for market by the anthracite industry proper, in the northeastern part of the State. The Principal rivers draining; the fields, those where dredging is taking place, are the Susquehanna, Schuylkill, and Lehigh. Several creeks - the Shamokin, Mahanoy, Wiconisco, and Swatara - also are productive sources of river or creek coal. Operations along the streams cover a wide territory, and along the Susquchanna alone; dredges are recovering coal for about 160 miles. Anthracite was a significant factor in the early industrial development of the United States. Industry used it to generate steam, and railroads used it as fuel for locomotives; but it probably was most important industrially in the smelting of iron ore. For more than a hundred years homes have been heated with this fuel. From the beginning of mining in 1807, to 1940, more than 4 billion net tons of anthracite had been prepared and shipped to market. In the preparation process much of the smaller-size coal and refuse found their way into rivers and creeks which carried the material many miles. This study is concerned with the recovery of that anthracite from those rivers and creeks.

Residents of Maxwell Hill, a suburb of Beckley, West Virginia, reported from January until March of 1988 a series of earth tremors. The tremors rattled dishes, and the noises associated with tremors were sometimes loud enough to wake people at night. These events were puzzling because Beckley is in an area of low seismic activity. Maxwell Hill is located above abandoned coal mines, though no direct subsidence damage to surface structures has been documented. A research program was initiated to determine whether subsurface ground movements associated with the abandoned mines could be responsible for the seismic activity experienced at the surface. A hypothesis is proposed which states that seismic disturbances can be caused by abandoned mine failure when two conditions are met. First, some instability must exist at the mine level. The most likely cause of instability is the failure of pillars of coal that were left for support at the time of mining. Second, subsurface movements can result in significant seismic activity only when the rock above the mine contains at least one very strong and brittle layer that is prone to fail violently through rupture or fault slip movement. Analysis of the data indicates that both hypothesized conditions for mine-related seismicity appear to have been satisfied in the case of Maxwell Hill. It has therefore been concluded that the earth tremors experienced by Maxwell Hill residents probably are related to the abandoned mines. Analysis of the potential magnitude of these events indicates that they are unlikely to cause significant surface danlage. The probability that future events will disturb the residence of Maxwell Hill should be quite low based on the identified mechanism.

"The Bureau of Mines recently has issued a general information circular covering briefly the origin and occurrence, properties, uses, exploitation, and marketing of diatomite. Since this publication was prepared, additional information has become available regarding one of the newer uses of diatomite — that as a filler in battery boxes. As this market is rapidly becoming one of the important outlets, a brief discussion of such use may be of interest.Diatomite is a mineral substance composed principally of the skeletal remains of diatoms. The skeletons of these microscopic flowerless water plants are made from silica present in the water in which these tiny plants live. The minute shells or ""casts"" accumu¬late in the bottom of lakes, ponds, or inland seas, and eventually become more or less consolidated into beds of diatomite.The uses of diatomite depend largely upon its peculiar properties. Diatomite is a highly porous substance and possesses marked absorptive powers. The large percentage of pore space makes the material very light in weight. It is relatively insoluble in most solutions.The largest deposits in the world are found in California, but diatomite occurs in many other Western States and also is found in a number of places along the Atlantic seaboard. Outside of the United States diatomite occurs in many countries; Algeria and Germany are among the largest producers.Usually diatomite is mined either by underground or open—cut methods. In some instances it may be dredged from lake and swamp bottoms. It must be dried prior to grinding or other preparation for market, and for many purposes must undergo a complex sizing and grading system for removal of such impurities as sand and clay and for classification of the material to the various sizes desired,"

Highwall mining is an important coal mining method. It appears that upwards of 60 highwall miners are presently in operation, and they may account for approximately 4% of total U.S. coal production. A review of the Mines Safety and Health Administration (MSHA) data over the 20 year period from 1983 to 2002 identified 9 fatalities attributable to auger and highwall mining of which inadequate ground control accounted for 1/3. In the past 5 years, 1 fatality occurred in highwall mining. Estimates of the manpower requirements in highwall mining suggest that its fatality rate is essentially the same as for surface coal mining, thus highwall mining appears to be a very safe modern mining method. Highwall stability is the major ground control related safety concern, and operators are required to develop and follow an appropriate highwall mining ground control plan. The plans usually specify the following geotechnical parameters: hole width, maximum hole depth, maximum overburden depth, seam thickness, web pillar width, barrier pillar width and number of holes between barriers. Calculated web pillar stability factor exceeded 1.3 for most designs evaluated. This study examined records from 5,289 highwall miner holes with a total completed footage of about 2,560,000 feet to understand the reasons for early pull out. Average lost footage is typically about 20% of planned footage. Only 35% of the holes reached planned depth, and 20% were short due to rockfalls. Water and adverse geology accounted for 15% of the losses. Mechanical/electrical problems, guidance, and slope stability problems accounted for the remaining 30%. Web pillar stability factor for these holes also exceeded 1.3 in 95% of cases. Best practices to avoid trapped miners include: avoid mining in stream valleys, avoid mining near outside corners, careful alignment of each hole and the use of an onboard guidance system. Several issues in highwall mining ground control require further investigation including highwall mining through old auger workings, highwall mining near old underground mines, multiple-seam and multiple lift highwall mining and finally the size and frequency of barrier pillars.

Industrial engineering departments perform staff duties and are most effective when sincerely supported by management. In accordance with the needs and desires of the mining companies involved, various industrial engineering functions have been adopted widely at western metal mines during the period 1950-60. Newly organized departments usually conduct method and equipment studies, work-measurement programs, and establish and maintain production standards. Supervisor-training programs and courses are effective in showing the relationship between supervisory responsibility and the purpose for which industrial engineering is practiced. Industrial engineering staffs of western metal mines are composed predominantly of personnel from within the companies. Experienced industrial engineers, not necessarily experienced in mining, frequently are hired by a company to help establish the department. Management consultants frequently are called upon to advise management and instruct department personnel in industrial engineering practices. Some departments have developed satisfactory industrial engineering programs without benefit of formal industrial engineering training or advice.

The Excel No. 3 Mine is a room-and-pillar mining operation owned by MC Mining, LLC, a subsidiary of Alliance Resource Partners, LP, which produces coal from the Pond Creek Coalbed in Pike County, Kentucky. Late on December 25, 2004, a fire was discovered near the bottom of the slope and, after an unsuccessful attempt to fight the fire underground, it was decided to address the fire remotely from the surface. The mine operator developed a plan to fight the fire that called for the installation of temporary seals at the slope and mine shafts to eliminate the inflow of oxygen. In addition, the plan called for drilling and completion of vertical boreholes into select areas of the mine workings to monitor the mine atmosphere and inject nitrogen gas and gas-enhanced foam. Over the next 9 days, nitrogen gas was injected almost continuously and gas-enhanced foam was injected periodically as deemed necessary. On January 7, 2005 it was determined that the fire was successfully suppressed. This paper presents a discussion of the fire-fighting approach and an analysis of the results of the application of gas-enhanced foam technology.

The compliance sampling method for coal mine dust in the United States has not changed appreciably in the last 30 years. A call for more frequent sampling with immediately available results is leading to new instruments that may supplement or replace the existing sampler. This report discusses two such instruments that provide immediate results of dust levels. The first, called the Respirable Dust Dosimeter (RDD), is designed to supplement the existing U. S. cyclone compliance sampling method. It uses the pressure drop across a filter to provide an inexpensive screening type of measurement. The RDD has been tested in the laboratory and a limited number of coal mines. Side by side testing has compared the RDD performance with personal coal mine samplers in triplicate area sample measurements. Results show that the differential pressure of specific filtration media can be an effective surrogate for respirable mass. Data show that there is a dependence on coal type and an effect of relative humidity. There also appear to be two distinct responses related to coal type. For specific coals the coefficients of determination, R2, are better than 0.9. For general use the detector tube, using laboratory generated calibration curves, can be used to estimate respirable dust levels. However, a calibration to a specific coal type may substantially improve the accuracy. Another sampler in development is called the Personal Dust Monitor (PDM). Designed to give compliance quality accuracy, the PDM uses the frequency change of a vibrating element to measure dust and give immediate feedback of results. Results of laboratory comparison of the prototype PDM sampler to personal gravimetric samplers indicate R2 values of better than 0.99 for three different coal types. Work is in progress to package the components into a person-wearable unit combined with a cap lamp system with a total projected weight of less than 1.4 kg (3 lbs).

The study on improving surface coat refuse disposal site inspections included surface inspections of 15 refuse disposal sites. Monthly aerial photos were taken of the sites and computer methods were used to determine elevation changes. Photogrammetric techniques that were used are described in detail. A comparison of the results of each of these inspection techniques is included. A detailed evaluation of the photogrammetric techniques was made and conclusions were drawn concerning the advantages and disadvantages of using aerial photography and photogrammetry as part of the inspection procedure. Operators' opinions of the aerial photography methods are included.

This publication contains analyses and related source data for 352 natural gas samples from wells and pipelines in 18 States and 5 foreign countries. All of the samples were obtained and analyzed during calendar year 1974 as a part of Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economics. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4862 and 576.3 The results of the investigation of the occurrences of helium are published annually to make the information available as soon as possible to the gas industry and the public in general. "INTRODUCTION The New Mexico potash exploration described herein was begun in February 1944 with the object of determining the amount of potash ore in the United States Potash Reserve in Eddy County by exploring the deposit from the surface with vertical drill holes. The work was completed in October of the same year after 16 holes had been drilled on the Reserve and in the immediate vicinity.The Potash Reserve is in secs. 26; 27, 34, and 35, T. 20 S., R. 29 E., Eddy County, N. Mex., about 14 miles northeast of Carlsbad, as shown on figures 1 and 1A, Drilling was done in secs. 26 and 35 of the Reserve, in section 14 to the north, end sections 2 and 56 to the east. All work was done on Governnent-owned, unleased land.The Reserve may be reached from Carlsbad by traveling to the north-east by automobile for about 14 miles on the paved U. S. highway 62. This highway passes through the southern part of the Reserve. Other parts may be reached by a State highway that passes along the eastern side of the area, then by poor dirt roads to various drilling sites. A branch of the Santa Fe Railroad also passes across the southern part of the Reserve enroute from Carlsbad to the plant and mine of the Potash Co. of America, a few miles northeast of the project and 22 miles from Carlsbad."

The Federal Bureau of Mines developed a 10,000-ampere cell to determine the economic feasibility of producing high-purity electrolytic titanium from mill scrap or offgrade sponge. Operating variables were investigated, matetial handling procedures were established, and the cost of electrorefining titanium was determined. The prototype cell produced premium-grade metal (<100 Brinell hardness number (B.h.n.)) from very impure Kroll sponge at a processing cost of less than $0.60 per pound. Refined metal was deposited at the cathode in the form of coarse (85 percent plus 34-mesh), hexagonal crystals of a titanium when the cell was operated an 850° C. A cathode current density of 1,000 amperes per square foot and a molten sodium chloride electrolyte containing approximately 5 percent by weight of soluble titanium were used. In continuous operation, at the optimum number of ampere-hours, (40,000), the current efficiency averaged slightly less than 60 percent. It was possible to supply large enough amounts of electric current for electrolysis to maintain the temperature of the bath, thus reducing overall power consumption to less than 5 kilowatt-hours per pound of metal refined.

"The diverting of men from industry to combat in the world's war focused the attention of the operators in this country upon mechanical means of doing things. The demand for man-power -was so insistent that every available agency for multiplying it had to be employed. It was during the 1period of the war and immediately thereafter that development of the use of underground loading devices made most rapi4 progress. In all parts of the United States, mining engineers and mine managers were diligent in their efforts to develop mechanical loaders. The mining engineers of the U. S. Bureau of Mines in every section of the country have secured, with the cooperation of the mine operators, data on the actual performance of the mechanical shovels in their districts, and have made them available to the author of this paper.No effort has been made to discuss exhaustively the subject of underground loading devices. It has been the object to collect together in one paper, records of the performance of all machines now in actual use. Improvements in the design of machines are constantly being made the performance records given in this paper relate to operation prior to March 1 1 1921. The records prior to 1920 cay not fully represent the work that could be accomplished with the present models of the same machine.The data secured are given exactly as reported by the mine operators. Since this data were collected there have been two underground loaders, of a different design, put into operation in the iron mines of the Lake Superior District. One is the John Mayne Sub-level loader, being tried by the Cleveland-Cliffs Iron Co., Ishpeming, Mich., and the other is the Cole-Goudie shovel, being tried by the Oliver Mining Company, at Ironwood, Mich. No information has been secured regarding the performance of either of these machines."

During the search for deposits of soluble potash salts in the United States, carried on by the United States Geological Survey, much information was collected on the salt resources and industry of the United States. The more important features of the information thus gathered, compiled, and digested may be classified under five headings, as follows: 1. Geology of the salt deposits of the United States. 2. Theories relating to the origin and formation of salt deposits. 3. Chemical composition of saline materials in the United States, principally rock salt and natural and artificial brines. 4. Statistics of salt production in the United States. 5. Technology of salt production. The first four items are not discussed in this report, but their treatment will comprise a separate report published by the Geological Survey,a which will supplement this report, relating to salt-making processes, and will describe comprehensively the salt resources of the United States. Amenability studies were conducted by the Federal Bureau of Mines on an electrooxidation technique for the extraction of mercury from cinnabar ores, particularly those that are too low in grade to be furnaced or retorted economically. Oxidation was accomplished by electrolysis of the ore while slurried with brine. Mercury was dissolved through the formation of the soluble tetrachloro mercury complex, HgC142-. Mercury extractions ranged from 90 to 98 percent in 4 to 6 hours of processing time when tests were made on eight different types of cinnabar ores containing from 0.7 to 18 pounds mercury per ton ore. Salt concentration was varied from 4 to 10 weight-percent depending on whether Pb02 anodes and iron cathodes were used or whether graphite was used for both electrodes. Power consumption ranged from 17 to 64 kilowatt-hours per ton of ore treated. Ninety-nine percent of the mercury was recovered from pregnant solutions by precipitation on an active metal such as zinc, followed by distillation of the resulting amalgam at 600° C.
