"INTRODUCTION Deposits of iron ore in Cherokee County, Tex., have been worked at various times in the pact, and the ore has been smelted in small local blast furnaces.Recently it was proposed to establish a charcoal blast furnace with a wood distillation plant to produce charcoal for fuel and byproducts. Financial assistance from the Reconstruction Finance Corporation was sought by George Easley and associates to enable them to purchase, move, and erect the furnace and build the required accessory plants. The furnace was to be moved from Pembroke, Fla.In August 1941, the Bureau of Mines was asked by the Office of Production Management to check the development work of Easley and associates and to ascertain (1) the iron-ore reserves, (2) the cost of mining ore and delivering it to the blast furnace, and (3) the grade and character of the ore. The Bureau of Mines was advised, while the investigation was in progress, that approximately 1,000,000 long tons of measured reserves would be sufficient to demonstrate the feasibility of operating the properties.Although deposits of iron ore are widely distributed in Cherokee County, only the Pryor Mountain, Banks and Cherokee, J. P. Acker, and Citizens State Bank tracts were sampled thoroughly by the Bureau of Mines. The iron-ore rights on these are owned by the New Birmingham Development Co., the Cherokee Development Co., or by individuals. Options to lease the ore rights were obtained by Easley, who obtained options on the Hawes Peach Orchard and Bradford tracts, also, which were examined only cursorily by the Bureau."

"INTRODUCTION The Santa River Valley of northern Peru contains extensive deposits of a good-grade anthracite that offer one of the most accessible sources of solid-fuel supply for South America. This region is served by the narrow-gage railroad of the Corporation Peruana del Santa, which taps the coal fields along the Chuquicara River and terminates at the port of Chimbote, where facilities have been provided for loading coal into ocean-going vessels.This Government-sponsored corporation is prosecuting a vigorous program of development in this region, envisaging an intensively industrialized area around Chimbot Bay, fueled and powered by the anthracite of the upper valley and a hydroelectric generating plant now being constructed in the Cahn del Fate, where the Santa River has cut through the coastal range of the Andes.This development also includes the construction of extensive irrigation works to greatly expand agricultural production in the valley and thus estab¬lish the basis for a prosperous, well-balanced, industrial and agricultural community. It is hardly necessary to point out the importance of the local anthracite-mining industry to this general plan.At the invitation of the Peruvian Government, through the agency of David Dasso, chairman of Corpoacion Peruana del Santa, a technical mission was sent to Peru in March, April, and May 1945 to examine these coals and assist the corporation in promoting preparation of the coal for most effective use in the contemplated expansion of industry and trade."

The U.S. National Institute for Occupational Safety and Health (NIOSH) is conducting mine illumination research to determine if light-emitting diode (LED) cap lamps can improve safety by reducing glare. Glare can impede a miner?s ability to see hazards and to safely perform their work. Another objective is to determine if a person?s age is a factor. This is important because the workforce is aging ? the average miner is now about 43 years old. Three cap lamps were used to evaluate glare: an incandescent cap lamp, a commercially available LED cap lamp and a NIOSH prototype LED cap lamp. Thirty NIOSH personnel from the Pittsburgh Research Laboratory (PRL) served as test subjects. Three age groups were established with ten subjects in each group. Testing was conducted in the Mine Illumination Laboratory (MIL) of NIOSH PRL. The results indicate no statistically significant difference in discomfort glare among the incandescent and LED cap lamps. However, an analysis of variance for disability glare indicates that the LED cap lamps were superior for the older subjects. Disability glare scores for the oldest subject group improved 53.8% when using the NIOSH prototype LED cap lamp compared to the incandescent cap lamp and 36.5% compared to the commercial LED cap lamp. It ap­pears that, given the conditions of this study, LED cap lamps will not increase discomfort glare and can enable significant improvements in disability glare for older workers. It is also evident that not all LEDs are created equal. The disability glare improved the best for older workers when they used the NIOSH prototype LED cap lamp, which has a different spectral power distribution (SPD) (more short wavelength energy) than the commercial LED cap lamp. Therefore, for disability glare, the results suggest that the SPD is an important factor to consider in cap lamp design.

THE DOMEST[C bituminous coal and lignite industry remained fairly steady in 1959 compared with 1958. Although mechanization continued to expand and production increased slightly, consumption, average value, exports, and employment decreased. The percentage of underground production mechanically loaded, the percentage of total production mined by stripping, and tonnage per man per day were at their highest levels. Production.-The output of bituminous coal and lignite in 1959-412 million tons-was 0.4 percent greater than the 410.4 million tons produced in 1958. Production was retarded in 1959, largely owing to the steel strike and reduced exports.

To keep the mineral and allied industries informed of trends in the causes of accidents and to point out the need for corrective measures, the Bureau of Mines collects, analyzes, and periodically published health and safety statistics. This report includes data for 1964 on injury experience, with related employment statistics, at coal mines in the United States. These data are presented in tabular form under the following headings: General Injury Experience Tables 1 to 6: Current data on number of injuries, degree of injury, frequency and severity rates, average severity, and related employment and production data by work location.

This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. This statement applies especially to the interpretations placed on the sections of the Revised Statutes. "INTRODUCTION The major objective of our research is to help reduce the incidence and severity of coal worker's pneumoconiosis (CWP). To that end, this project is designed to improve our understanding of the processes that lead to pulmonary dysfunction following mine dust exposure, and how those processes might be interrupted or attenuated. The response of the lung ' to inhaled particles is complex, and the course of development of disabling CWP is slow and unpredictable. From among the numerous cellular and molecular interactions involved in the pulmonary response to inhaled particles, this project is focussed on the role that the pulmonary alveolar macrophage (PAM) may play in regulating the activity of fibroblasts.The PAM is the lung cell that has the most immediate and the most obvious interaction with inhaled particles. Within a short period after particles are arrested in the alveolus of the lung, they are phagocytized (engulfed) by these specialized cells. The PAM then has a diverse potential repertoire of subsequent activities. Which reaction actually ensues is determined, in large part, by the nature of the phagocytized _particles. Activated PAMs produce a variety of products that may affect adjacent lung tissue, including superoxide free radical, elastase, collagenase, prostaglandins, platelet activating factor, etc. Those may well be important in the pathogenesis of CWP, but they are beyond the scope of this project. Background information that is cogent to this project has come primarily from investigations using animal models of silicosis and asbestosis. PAMs that have ingested silica particles synthesize and release molecules that control the behavior of surrounding cells. One such mediator is interleukin-1 (IL-1), a molecule that plays a central role in many aspects of the response to injury. It can stimulate fibroblasts (the cells that help to hold tissues together) to release the enzyme collagenase, resulting in breakdown of the structural collagen fibers that support the lung tissue. IL-1 also stimulates fibroblasts to undergo mitosis and to proliferate, which is an initial stage of fibrosis. Certain stimulants cause PAMs to release fibroblast growth factors (FGFs) that are distinct- from IL-1. Under other circumstances activated PAMs synthesize and release molecules that stimulate fibroblasts to accelerate synthesis of collagen fibers, thus contributing to fibrosis. Although these observations provide a valuable precedent for analysis of the mechanisms involved in CWP, their relevance to CWP cannot be assumed since most of those studies involved macrophages or fibroblasts obtained from tissues other than the lung, and because almost none of them have used CMD as the stimulating particles. Therefore, the goal of this project is to learn how exposure to CMD affects the behavior of PAMs, and in turn how products of dust-exposed PAMs affect fibroblasts and the process of fibrosis in the lung."

A commercial, battery-powered mine vehicle has been equipped for remote operation in coal mines. This vehicle is controlled by an operator from the remote station. Command signals originating at the remote station as well as video and data signals originating on board the vehicle are relayed between the remote station and vehicle using a single coaxial line. This coaxial line is normally 2,000 feet in length and is reeled in and out from a drum mounted aboard the vehicle The vehicle has a maximum speed of 6 ft/sec and a minimum speed of 4 ft/sec using 36-volt excitation of the traction motor. If this traction motor is excited by two of the three batteries, 24-volt excitation, the vehicle will travel at approximately 2 ft/sec. The speed can be reduced by the operator to 1 ft/sec. This vehicular system has been tested in coal mines. Presently, the major limitation of this system is associated with fatigue failure of the splices in the coaxial line and lack of mobility caused by its 3-wheel design.

The bureau of Mines analyzed data from 47 coal mine roof-fall resupport accidents that occurred from 1966 through 1974 to identify critical hazards .and problems. These accidents resulted in 62 injuries or fatalities. It was concluded that the majority of the accidents might have been prevented by observance of recommended practices and use of available technology such as setting temporary supports, adequate roof testing, etc. Additional work is needed in the following problem areas where present technology is inadequate: (1) warning of impending roof falls shortly before they occur, (2) better methods of detecting unsafe roof and ribs, (3) providing access to and temporary support of high roofs for testing and bolting, (4) reducing the noise level of stopers, (7) developing temporary roof support; that have greater stability and can be remotely installed, and (6) reducing the number of roof falls through better permanent support.

Judging from the rapid pace of increased demands for mineral products, technological forecasting will become an increasingly necessary tool in mining. Even though the mining industry in 1966 produced more are than ever before, current extraction rates are only a fraction of what is expected in the later years of the twentieth century. If metal and mineral commodities continue to hold their respective and present share of markets, the prospect of coping with demands from a population that will double in the next thirty years can become an impossible task when viewed outside the limits of technological advance and change. Those mining companies that are doing little to develop new and expanding horizons for their operations cannot expect to survive. Nearly 90% of all metals and mineral products consumed last year was recovered by open-pit mining. This has placed great pressure on this segment of the industry which, consequently, has resulted in some spectacular developments. Already production rates at many places are dwarfing those of the Panama Canal and other well-known earth moving projects which are frequently identified as massive undertakings. With projects of this scale, the need for increased sophistication of engineering, planning, management and administration of modern mining installations has never become more apparent. The design of complete systems for the mine and plant that fit the mould of today's business and social environments is undergoing an evolutionary process.

The United States has not begun commercial operations to tap its largest poten-tial sources of oil supply - oil shale and coal. The reason is that domestic petrol-eum has been plentiful in the past and liquid products probably could be produced from it at the lowest cost. In view of the ever-increasing need for petroleum in the United States, the critical international situation threatening foreign supplies, the growing demands for steel, and the heavy costs to industry of constantly discovering and developing new oil fields, it is believed that the prompt development of a synthetic fuel industry based on oil shale and coal is not only requisite to safeguard our oil supply but is an economically sound course for the foreseeable future. To neglect its development is to close our eyes and minds to our own resources at a time when they are needed critically. It also is apparent now that neither the Government nor industry would be taking any considerable economic risk in starting the initial plants, especially as measured against their potential value in meeting critical oil and chemical demands and in building a new industry in the West.

This increase in volatility is shown by a general lowering ref the average distillation rang, of about 2°F. During the post 10 years the Bureau of Mines has made semiannual surveys of the gasoline marketed in the United States, the survey just completed being the twentieth in the series. The 12 cities in which samples were collected have beer chosen as representative of the more important marketing territories, as it is obviously impracticable to obtain a sample of every gasoline sold in the entire country.]

This report briefly describes the present state of the art and the technological highlights of tunneling from its inception to the present. The discussion is concerned primarily with tunnels driven through relatively competent rock for mine development and various civil purposes. In addition to pinpointing the major technological breakthroughs in tunneling, this report indicates their general effect on the speed of tunneling. The tunneling speeds are based upon data from approximately 80 tunnels listed in the appendix. These data include length; cross section shape and dimension; type of rock; tunneling method; method of breaking, loading, and transporting the rock; average linear progress rate; and cost in values during the period of construction. Most of the tunnels described have diameters of 15 to 30 feet.

During the past year 10 crude-oil samples have been collected and analyzed from the producing fields of Pennsylvania and New York. This report gives the results of these analyses and for the purpose of comparison also analyses of samples of crude oils taken previously from some of these fields. This survey includes samples from normal producing properties as well as from properties using stimulative production methods such as water flooding and repressuring. The outstanding feature of the survey is that the crude oils from tine various fields throughout this general area are similar in character and uniform in quality although they were produced from different sands and by various methods. Samples from fields in Venango County, Pa., however, appear to have a lower gasoline content than the others. This report includes two analyses reprinted from Bureau of Mines Bulletin 291.4/

[The Mining and Metallurgical Divisions of the Bureau of Mines, Region V, conducted an investigation in 1950-51 of the iron sulfide deposits in Aitkin and Carlton Counties, Minn. Twelve diamond-core-drill holes, aggregating 2,347 feet, were drilled in secs. 14 and 15, T. 46 N., R. 25 W., Aitkin County, to increase reserves of iron sulfides known to exist 2 miles southwest in secs. 28 and 29, T. 46 N., R. 25 W. Three diamond-core-drill hobs, totaling 561 feet, were drilled in Canton County, sec. 7, T. 46 N., R. 2 0 W., to check reports of the presence of a large sulfide deposit in that area. Mineral-dressing tests were made on cores from 10 holes drilled in Aitkin County. These included core from hole 21 drilled in sec. 28 and submitted by the Glen Development Co.]

The production, use, and emission of vanadium in the United States has been traced for the year 1991. Consumption was 3,300 tons2, exports 1,285 tons, and imports 2,013 tons. About 98% of production was used in metallurgy; the remainder was consumed in chemicals, including catalysts. Total emissions to the environment in 1991 were estimated at about 3,100 tons, including emissions due to the combustion of coal and petroleum products. Emissions resulting from the production of ferrovanadium were 130 tons, and emissions from the production of steel about 6 tons. Dissipative losses, defined as losses that occurred during use or as a result of wear, were estimated to be no more than 3 tons. Disposal losses were estimated to be about 4,600 tons. Most of these losses were steel products that contained 0.1% or less vanadium and mayor may not have been recycled. When these products are recycled by the steel industry, vanadium ends up in the steelmaking slag and does not return to vanadium use cycle. Worldwide emissions due to anthropogenic and natural sources were briefly reviewed. It was concluded that industrial emissions were about three times greater than emissions from natural sources.

The XVIth International Conference on Coal Mine Safety Research was divided into eight half-day technical sessions. In accord with the established practice of these conferences, at each session, presentation of the papers was followed by a discussion period. Questions and comments submitted in writing to the session chairman were answered or discussed by the authors of the relevant papers or by their representatives. These discussions were tape-recorded in the original language of the speaker and subsequently translated into English when necessary. Questions to which no answer was available at the time and a few comments that exceeded the scope of the session have been omitted.

This paper describes the methods and equipment developed at the Bureau's Experimental Oil-Shale mine near Rifle, Colo., for placing men in position to scale loose rock from the walls, pillars, and roofs of high stopes or rooms. The equipment developed at Rifle has application not only in oil-shale mining but in most of the country's underground limestone mines and in the exploitation of other mineral deposits mined in high stopes by room-and-pillar methods. Equipment in use at Rifle includes: 1. A boom-type scaling rig with a self-leveling platform constructed on a small "cat"-mounted crane. Men working from the platform on this machine can efficiently scale mine walls and roofs 27 feet above the floor. 2. A conventional fork-lift truck modified to provide a remotely controlled working platform from which men can scale to heights 27 feet above the mine floor. The platform on this unit is larger than on the boom-type rig and allows the men to inspect larger areas of the mine wall from a single setting of the machine. 3. A third rig, consisting essentially of a platform mounted on a tele-scoping tower, designed and built to elevate men 65 feet above the mine floor. Versatility of this machine permits men to work from the platform at heights of 5 to 65 feet. In the operating position, the unit requires a minimum clearance of 25 feet. In the nonoperating position the tower of the machine folds to an over-all height of 15 feet 10 inches to permit travel through haulageways. 4. An industrial gun, lightweight scaling bars, and mechanical scalers, which have been tried for removing loose rock from the mine walls with varying degrees of success.
