The possible contribution of an improved mineral economy to the further advancement of the lesser developed regions of the world is a vital consideration today. Many of the newly independent countries recognize the problems and the challenge involved in orderly development of mineral resources. Some countries are inventorying resources, planning development, and encouraging local and foreign participation. The Malagasy Republic, composed of the island of Madagascar and the immediately adjacent islands, formerly the French Overseas Territory of Madagascar, is one of the members of the French Community which achieved independence in 1960. It is making real progress towards improving its mineral economy, an effort particularly remarkable considering the generally unfavorable geographic location of the area with respect to world markets and what is, after all, a comparatively sparse-economic mineralization in the light of discoveries to date. Most of the development of the Malagasy economy before independence was fostered by French private enterprise, although the State participated in some ventures. Since independence, the Government has encouraged private investment from a variety of sources through favorable legislation and has indicated that legitimate investment projects that will further advance social and economic programs will be welcome.

This report is in fulfillment of Contract H0230031 awarded to Bituminous Coal Research, Inc., on May 23, 1973. The scope of work to be performed under this contract was divided into four phases: Phase I - Design, Phase II - Construction, Phase III - Field Demonstration, and Phase IV - Analysis and Final Report. During Phase I, an agreement was finalized with the Rochester and Pittsburgh Coal Co. for conducting field tests of the proposed shearer spray systems on a longwall panel in the company's Jane Mine in Indiana County, Pa. A drum was then designed which could be used on the Eickhoff shearer, Model EW170-L, being used on this longwall and which would utilize the following spray systems: 1. One spray nozzle located in front of each cutter bit with the jet directed at the cutting surface. 2. One spray nozzle located in back of each cutter bit with the jet directed at the back of the bit. 3. Standard Eickhoff nozzles located in a header along the drum scrolls. 4. A fixed header mounted on the shearer directly behind the drum to simulate the spray system originally used on the Eickhoff shearer.

The investigations carried on at the fuel-testing plant of the United States Geological Survey at St. Louis in 1904-1907 included tests of the steaming and gas-producing qualities of many coals and of the possibilif3 of their improvement by briquetting, together with washing and coking tests and tests of some of the resulting coke in the cupola. These tests were part of a general inquiry into the manner of utilizing most efficiently each of the coals under investigation. The equipment used in the cupola tests of coke, the manner of conducting the tests, and the essential results have been described in publications of the Geological Survey," and only the more important conclusions to be drawn from the tests are mentioned in the following pages. The tests were made to show the fitness of the cokes for foundry purposes, but an incidentlll result was to show foundry men and the coke producers the advisability of studying the conditions of foundry practice. The present bulletin, published by the Bureau of Mines because the analyzing and testing of fuels have been transferred from the Gilological Survey to the Bureau of Mines, briefly reviews the status of the coke industry, some features of practice in the use of coke in the foundry, the probable happenings of a cupola heat, and the reasons for modifying charging practice so that a particular coke can be used to best advantage.

This report covers the final phase of a project demonstrating the economic efficiency of cross-ridge mountaintop coal mining. A demonstration mine was established at Big Wheel Gap in northeastern Tennessee. Not only was cross-ridge mining feasible for the selected site, but parallel cut methods could not be used due to a deficit in available spoil storage. Cross-ridge mining permitted coal extraction at a cost almost identical with costs simulated by computer projections using mathematical optimization techniques. No unexpected environmental problems were encountered. Volume I is accompanied by Volume II which describes the MATHMINE Mine Simulation System, software used to support the mining demonstration.

This report describes the engineering feasibility and economic advantages of a unique new mining machine using cutting bits that take a constant-depth linear cut in the coal face. The studies show that this innovative new cutting concept, being developed by the Bureau of Mines, can be designed into the basic continuous mining machine. The resulting miner would be attractive to mine owners because coal could be mined with minimum generation of airborne respirable dust, substantial increases in productivity, and elimination of methane ignition due to cutting.

BACKGROUND A mine shaft is the lifeline to underground mines. Mine operators depend on safe, uninterrupted, and efficient movement of workers and materials. The shaft and hoisting system provides access to the network of openings used to recover the underground resource, provides vertical transport of miners and materials, and serves as an escapeway in case of an emergency. Accidents involving hoisting can be catastrophic. Such was the case in 1973 at the Markham Colliery in Derbyshire, UK when the conveyance overwound and fell to the shaft bottom, resulting in 17 deaths. Hoist and elevator machinery must meet the requirements specified in the Code of Federal Regulations (CFR), Parts 57 and 75. According to the Mine Safety and Health Administration (MSHA) data, many shaft-related accidents in the United States are associated with the hoisting cycle. MSHA statistics show that there were about 1500 shaft- related accidents in the 5-year period between 1992-1996. Most of these accidents resulted from the action, motion, or failure of the hoisting equipment or mechanism and involved movement of the conveyance which includes cages, skips, ore buckets, and elevators. A hoisting hazard may be characterized as an "unsafe hoist operating condition caused by insufficient or inaccurate information available to the hoist operator" (authors' quote). Earlier investigators have defined safety features and operating and maintenance standards for hoists, and reported on monitoring and control systems and sensors for hoists and conveyances [Farley, 1983; Ward, 19931. However, despite the considerable technological progress and hoisting control improvements in recent years, safety- related issues that require further investigation still remain. The hoist operator must constantly be aware of two important hoist-operating conditions: the position of the conveyance and the tension in the hoist rope. If this information is not available or is inaccurate, the hoist becomes unsafe. Current technology provides this information indirectly from sensors and indicators in the hoist room. However, unlike a building elevator hoistway, mine shaft hoistway problems often include: 1. poor ground conditions and excessive shaft wall and guide displacement; 2. rock bursts in deep mines (resulting in large rock movements and fragments blocking the hoist way); 3. water, ice, and salt buildup (impeding the smooth flow of the conveyance); 4. severe vibration from hoisting (resulting in loose guide support brackets, broken welds, or other alignment and conveyance mechanism malfunctions). The second issue relates to dynamic rope loads applied during normal winding, particularly during loading, acceleration, and stopping. Safety factors on wire rope are based on static load. They are artificially high to account for all cases of dynamic loads, even though the total load history on the rope (static and dynamic) during service is unknown. Therefore the tension, and thus the compliance with wire rope load safety factors, is unknown to the hoistman.

The National Institute for Occupational Safety and Health investigated how the starting of induction motors may cause nuisance tripping of short-circuit protection on coal mine power systems. This research had a dual purpose: 1) to identify how motor-start waveforms differ from those for short circuits and 2) to devise a method to provide short-circuit protection without intentional time delays to account for motor starts. This technology will help ensure that surface temperatures of energized electrical apparatus will not exceed gas or dust ignition thresholds when short circuits occur.

The behavioral accident simulator (BAS) is a computer program that can be used to simulate accident situations. It demonstrates how the potential to have an accident grows or diminishes as a result of changes in various environmental, organizational, and behavioral factors. It calculates the number of fatalities that may result from various conditions and graphically displays these data. The BAS is useful for studying systems of accident causes, for demonstrating the various ways to diminish fatalities, and for training employees. This Bureau of Mines report provides the detailed instructions needed to use the BAS.

The Haines-Klukwan-Porcupine subarea of the Juneau Mining District (JMD) is located in the northern portion of the JMD and consists of the land between the Alaska-British Columbia boundary, the Chilkoot Valley, Glacier Bay National Park boundary, and extending south to the Davidson Glacier and the Chilkat Peninsula and Islands (fig A-I). This area was studied as part of the larger JMD study in a cooperative effort between the Alaska Division of Geological and Geophysical Surveys (ADGGS) and the Bureau during 1985 to 1988. Prior to this, during 1984, the ADGGS and the Bureau cooperated in a study of the Porcupine mining area and during 1981 to 1983 conducted separate studies in the area. Field work was conducted by foot, boat, truck, and helicopter. Figure A-I shows the Haines-Klukwan-Porcupine sub-area and shows the areas covered by previous Bureau and ADGGS studies. PHYSIOGRAPHY AND CLIMATE The physiography of the subarea ranges from gentle to rugged. Glaciers formed the major features in the sub-area and left "U" shaped steep walled valleys and rugged mountains. The Chilkat, Chilkoot, Klehini, Tsirku, and Takhin are the major rivers in the subarea. The higher mountains are glacier clad and some valleys still harbor glaciers that reach the valley floors. Lush forests and dense brush predominate up to timberline at about the 2,000-foot elevation. Low point in the subarea is at sea level in the area around Haines while the high point is 7,434 feet at: Mount Henry Clay in the Porcupine mining area.

The development of the Seminole area into one of the major oil-producing sections of the country has been accompanied by many innovations and departures from former methods of development. On July 1, 1929, two years and nine months from the date of discovery, 20,490 acres were considered proved, and additional acreage is constantly being developed. Because of its peculiar conditions, extent, and rapid rate of development, the Seminole area provided numerous problems, the solution of which necessitated research in connection with practical field operation; as a result, there was a radical departure from methods usually employed in the development of a new field in the Mid-Continent area.

Since 1982 standard calibration materials recommended for respirable crystalline silica analysis by the Mine Safety and Health Administration (MSHA) P7 Infrared Method and the National Institute for Occupational Safety and Health (NIOSH) X-ray Diffraction (XRD) Analytical Method 7500 have undergone minor changes in size distribution. However, a critical assumption has been made that the crystalline silica in ambient mine atmosphere respirable dust samples has also remained essentially unchanged in particle size distribution. The objective of this work, therefore, is to compare recent particle size distributions of underground coal mine dust and the silica component of these dusts with estimated aerodynamic particle size distributions of calibration standard materials MIN-U-SIL 5, Berkeley 5, and SRM 1878 used by two crystalline silica analysis techniques. This work provides resolution to a previously reported discrepancy involving the proper sample dilution for the particle sizing method used. Dust impactor sampling data for various locations in 13 underground coal mines were collected between 1991 and 1998 and analyzed for the respirable mass median aerodynamic diameters. The data suggest that the MSHA P7 Method will underestimate the silica content of the sample by at most 8.5 % in the median size range of 0.9–3.6 µm and that it is unlikely one would obtain any significant error in the MSHA P7 Method analysis when the method uses Berkeley 5, MIN-U-SIL 5, or SRM 1878 as a calibration standard material. The results suggest that the NIOSH Analytical Method 7500 would be more appropriate for a dust sample that is representative of the total (no cyclone classifier) rather than the respirable airborne dust, particularly since the mass fraction in the size range below 4 µm is usually a small percentage of the total airborne dust mass. However, the NIOSH Analytical Method 7500 is likely to underestimate the silica content of an airborne respirable dust sample by only 5–10 %. The results of this study also suggest that any changes that may have occurred in the median respirable size of airborne coal mine dust are not significant enough to cause any appreciable error in the current methods used for respirable crystalline silica analysis.

"Coal—mine explosions are accidents that can and should be prevented. In former years hundreds of lives were lost each year in the United States as a result of such explosions, but after 1932 the numerous precautionary measures adopted had reduced their frequency and severity 75 percent or more until in 1940 several very disastrous explosions marred the good record. Unfortunately, both the number and severity of explosions seem to be tending to increase compared with the relatively good achievement from 1933 to 1940. The requisites for an explosion are ever present in all soft-coal and many hard-coal mines. A certain combination of circumstances, such as a flame or an arc in a cloud of dust or in a body of gas or both may start an explosion at any time. The fact that the frequency and severity of explosions were lowered for 6 or 7 years is no guarantee that such freedom from explosions will continue, as the bad record of 1940 has shown, and underground workers should feel honor bound to exercise the utmost care so that they will not help to bring about the circumstances that will cause an explosion.Although mine operators bear the main responsibility for preventing explosions, miners can do many things to help. As about 9 out of 10 explosions begin at a working face, it is largely within the power of workers to prevent them. All miners should do their part willingly and should not defend a fellow workman from punishment, even from discharge, for disobeying necessary rules, whose disregard may cause the death not only of the safety-rule breaker but also of many of his coworkers.When a miner is careless and is injured some other way than by an explosion he may be the only one to suffer, but if his carelessness causes an explosion he not only endangers his own life but also that of every other man in the mine and possibly the lives of persons outside the mine.Experiments have shown that ignition of as small a quantity as 150 cubic feet of an explosive mixture of methane and air under certain circumstances can start an explosion that will traverse an entire mine. Thus, ignition of an explosive mixture of gas 1 foot down from the roof and 13 feet back from the face of a 12-foot entry might cause a widespread explosion if the right quantity and kind of dust were present. Many persons have ignited much larger quantities of gas without being killed, but they survived only because dust, confinement, and other conditions were not exactly ""right."""

On St. Thomas and St. Croix, and possibly also on St. John, low-quality red-burning clays probably can be developed to provide the major part of the raw materials for structural clay products and earthenware pottery. 2. The potential sales volume for structural clay products is too small to sustain a plant in the Virgin Islands to manufacture such products in competition with Puerto Rico; however, handmade patio tile might be produced successfully. 3. The market for pottery utility wares in the Virgin Islands is too small to justify a plant devoted solely to the production of such wares; but it may be feasible to evolve a diversified community activity to make jugs, pots, casseroles, bowls, charcoal burners, patio tile, and other items.

Purpose: This training material focuses on the content of emergency warning messages. Research has shown that when an emergency occurs, people often do not get the information they need for the purpose of taking appropriate action. This safety talk presents a procedure, using mental cues that can be used by senders and receivers of emergency warnings. Intended Use: This material has been developed for use in short safety-training sessions such as start-of-shift safety or Atoolbox@ talks. The information can be presented in approximately fifteen minutes and is appropriate for workers at all experience levels. While the examples and illustrations are taken from the underground coal mining industry, the training can be tailored to any work setting by substituting appropriate examples. Materials Needed: The instructor will need to prepare the figures provided in a form that can be seen by the entire class. Suggested methods include the use of: (1) overhead transparencies, (2) laminated pages that can be held up for small groups, and/or (3) handouts with copies of the figures for each trainee. As a supplement, stickers featuring the communication triangle can be placed on hard hats, telephones or other communication devices to remind workers about the key to effective emergency communication. The Talk: The accompanying script is a guide for presenting this safety talk. Training is enhanced if these materials are covered but not simply read by the trainer. Examples given in this guide are from real experiences. To make training more interesting and effective, the instructor can substitute examples from his/her workplace. This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and , in general , how they have been treated . It does not include any legislation passed after 1942 , or any proclamations , regulations , or administrative orders . It does not purport or attempt to be authoritative . If any problem arises involving interpretation of the statutes of any particular State , the original source must be consulted for the exact words used by the legislature . This summary , however , will be useful in determining whether relevant statutes exist , and in locating thern quickly, with a minimum of effort . It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of these jurisdictions or to contrast the varying provisions of many States upon a similar subject . To make these comparisons easier , the statutory provisions for each State have been grouped under several major topics in outline form . Although this sometimes has resulted in disruption of the continuity of individual acts , the increased general clarity and availability of comparable sections have more than justified the procedure followed ,

[The Bureau of rides is making a general study of the occurrence of the Clinton red iron ores of Alabama. In the course of this study, it developed that the iron-ore seams of the Woodstock and Bucksville areas were virtually unexplored., and the nature and extent of the ore deposits were undetermined. As a part of the work of the project, the Bureau investigated the occurrence of red iron ore in the .areas. Eighty-four channel samples, representing 317.6 linear feet, were taken from l2 locations along the outcrop of the red iron-ore seams, Ten diamond-drill holes, amounting to 3915.5 linear feet, were drilled. In these areas, commercial- and marginal-grade ores of minable thickness have been shown. It is estimated that 4,500,000 tons of indicated ore and 6,700,000 tens of inferred commercial-grade ore averaging 5.1 feet thick, 47.6 percent Fe, 26.1 percent insoluble, 0.1 percent CaO, and 0.04 percent P; 7,200,000 tins of inferred marginal grade ore averaging 6.1 feet thick, 36.2 percent Fe, .35.0 percent insoluble, 3.9 percent CaO, and 0.14 percent P; and 18,500,000 tons of ferruginous sandstone averaging 12.2 feet thick, 19.2 percent re, 50.1 percent insoluble, 9.6 percent CaO, and 0.14 percent P are present in the areas.. All tonnages are estimated as gross tons of recoverable ore in place, based' on 65-percent mining recovery. In accordance with established policy of the Bureau of Mines of publishing factual data as soon as possible after completion of field work, this description of the Woodstock and Bucksville areas is presented. This circular is the third of a series summarizing the technical problems involved in the production and preparation of sand and gravel. The first, Information Circular 6668, published in December 1932, discussed the problems involved in prospecting and exploration. The second, Information Circular 6689 (March 1933), dealt with the development of gravel deposits. This is part I of a paper designed to present a study of problems arising in the excavation of sand and revel and their delivery to the treatment plant. Other circulars are planned which will discuss preparation of the material for market, plant storage, and miscellaneous subject. Definitions For the purpose of this circular, excavation is defined as the recovery of sand and gravel from developed natural deposits and their delivery to a plant for market preparation.

In 1987, the Bureau of Mines initiated a mineral assessment of the 5.7 million-acre Valdez Creek Mining District (VCMD). Following a literature search and interviews with persons knowledgeable about deposits within the district, limited on-site field visits were made to various deposits. Present within the district are the industrial minerals limestone, argillite, granite, basalt, perlite, zeolite, and sand and gravel. At least six limestone deposits of potentially economic size and grade are known to exist within the district. Adjacent to the Parks Highway and marginal to the district, a limestone deposit is currently being mined as a source of agricultural lime. A perlite occurrence near Yacko Creek was evaluated but proved not to be of industrial grade. The sand-and-gravel resources of the district are vast, but high silt content renders many of the glacial deposits unsuitable for use in construction applications.
