This report presents the theory and design of a stiff loading machine used by the Bureau of Mines. The machine incorporates three high-strength steel columns as the restraining member in parallel with the specimen. The theory presented gives the basis of design and the dimensions of component parts of the machine. Laboratory verification of the theoretical stiffness is described using three different setups involving a hydraulic jack and spacers and confirms the stiffness calculations to within 1 percent. Experimental techniques, testing procedures, and special equipment designed for determining the complete stress-strain behavior of NX cores of both hard and soft rock are described. Typical test data are presented as force-displacement curves for two rock types, a marble and a granite.

This report presents the results of studies of Kennecott Copper Corporation's tailings embankment at Magna, Utah. The stability studies described were performed on only one cross section of the embankment, utilizing; data obtained from drilling, sampling, and testing, which was limited in nature. The main objective of the data collection was to provide background information to support the overall research effort. Because of this limited scope, it is not possible to evaluate the degree of safety or adequacy of the embankment or disposal system, and the information and data contained in the body of this report must be judged in that light. The first part of this report contains discussion of site geology and seismicity, pertinent information on the refuge disposal system, a discussion of the tailings materials characteristics, a summary of the engineering analyses, and A bibliography. The second tart (appendices) contains basic geologic and engineering data supporting the discussions in the first part of the report.

It is generally accepted that typical coalbed gases (methane and carbon dioxide) are sorbed (both adsorbed and absorbed) in the coal matrix causing it to swell and resulting in local stress and strain variations in a coalbed confined under overburden pressure. The swelling, interactions of gases within the coal matrix and the resultant changes in the permeability, sorption, gas flow mechanics in the reservoir, and stress state of the coal can impact a number of reservoir-related factors. These include effective production of coalbed methane, degasification of future mining areas by drilling horizontal and vertical degasification wells, injection of CO2 as an enhanced coalbed methane recovery technique, and concurrent CO2 sequestration. Such information can also provide an understanding of the mechanisms behind gas outbursts in underground coal mines. The spatiotemporal volumetric strains in a consolidated Pittsburgh seam coal sample were evaluated while both confining pressure and carbon dioxide (C02) pore pressure were increased to keep a constant positive effective stress on the sample. The changes intemal to the sample were evaluated by maps of density and atomic number determined by dual-energy X-ray computed tomography (X-ray CT). Early-time images, as soon as CO2 was introduced, were also used to calculate the macro porosity in the coal sample. Scanning electron microscopy (SEM) and photographic images of the polished section of the coal sample at X-ray CT image location were used to identify the microlitho types and microstructures. The CO2 sorption-associated swelling and volumetric strains in consolidated coal under constant effective stress are heterogeneous processes depending on the litho types present. In the time scale of the experiment, vitrite showed the highest degree of swelling due to dissolution of CO2, while the clay (kaolinite) and inertite region was compressed in response. The volumetric strains associated with swelling and compression were between ± 15% depending on the location. Although the effective stress on the sample was constant, it varied within the sample as a result of the intemal stresses created by gas sorption-related structural changes. SEM images and porosity calculations revealed that the kaolinite and inertite bearing layer was highly porous, which enabled the fastest CO2 uptake and the highest degree of compression. This publication contains analyses and related source data for 310 natural gas samples from wells and pipelines in 16 States. All of the samples were obtained and analyzed during calendar year 1978 as a part of Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economies. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis appara¬tus, which are described in Bureau of Mines Bulletins 4862/ and 576.3/ The results of the investigation of the occurrences of helium are published annually to make the information available as soon as possible to the gas industry and the public in general. Twenty previous publications have presented the results of 11,573 gas analyses made prior to 197R. The first three, Bulletins 486,4/ 576,5/ and 617,6/ contain analyses and related source data on 5,218 gas samples collected from 1917 through 1960. The other 17

Coal has been mined in the central Appalachian coalfields of southern West Virginia, western Virginia, and eastern Kentucky for more than a century. The dwindling reserve base consists in large part of coal that would have been considered unmineable by earlier generations. Nearly every current operation is working on a property where coal has been extracted in the past, from seams either above, below, or both. NIOSH is conducting research aimed at helping mine planners prevent hazardous conditions due to multiple seam interactions. To-date, more than 300 case histories have been collected from underground mines, mainly from central Appalachia. This paper focuses on several of the more challenging situations that have been encountered, including: • Room-and-pillar development 20 ft (6 m) beneath full extraction workings at a depth of 1,000 ft (300m) of cover (Virginia) • Pillar recovery 45 ft above full extraction workings at 900 ft (270 m) of cover (Virginia) • Near-simultaneous room-and-pillar mining with pillar recovery with 40 ft (12 m) of interburden and 1,500-2,000 ft (450-600 m) of cover (Kentucky) • Longwall mining directly beneath main entries in overlying seams (West Virginia) • Some of these operations have been highly successful in overcoming the challenges, others less so. The lessons learned from their experience will help ensure that these and similar difficult reserves can be mined safely.

Problem: CFOI and SOII data show that 2,287 U.S. workers died and 32,807 workers sustained days away from work due to electrical shock or electrical burn injuries between 1992 and 1998. Method: The narrative, work activity, job title, source of injury, location, and industry for each fatal electrical accident were examined. A primary causal factor was identified for each fatality. Results: Electrical fatalities were categorized into five major groups. Overall, 44% of electrical fatalities occurred in the construction industry. Contact with overhead power lines caused 41 % of all electrical fatalities. Discussion: Electrical shock caused 99% of fatal and 62% of nonfatal electrical accidents. Comprising about 7% of the U.S. workforce, construction workers sustain 44% of electrical fatalities. Power line contact by mobile equipment occurs in many industries and should be the subject of focused research. Other problem areas are identified and opportunities for research are proposed. Impact on Industry: Improvements in electrical safety in one industry often have application in other industries.

As part of a national canvass of water use the Bureau of Mines compiled data on water requirements in the petroleum and natural gas industries for the calendar year 1962, specifically in well drilling, secondary-recovery operations, and natural gas processing plants. Total new water use in the petroleum industry of the United States, excluding refining, was 5.3 billion barrels. Secondary-recovery operations and natural gas processing plants required about 2.5 billion barrels of new water input; each of these requirements was about eight times greater than that for well drilling. Total use, including recirculated water, was 45.3 billion barrels of which 3.4 billion barrels was consumed. The greatest use of recirculated water was for natural gas processing, amounting to 38.2 billion barrels. Projections of total water use show that by 1975, 75.4 billion barrels will be used by the petroleum industry, of which 10.2 billion barrels will be new water. By 1985, the total use requirement will be 92.8 billion barrels, of which 13.1 billion barrels will be new water.

Wettability measurements and laboratory waterflood tests were compared under a wide variety of conditions. Experiments were conducted with synthetic and natural crude oils, treated and untreated outcrop and oilfield sandstone cores, and synthetic brines with and without caustic, detergent, or phosphate additives. Measurements were made on equilibrated and unequilibrated systems at 77° and 150° F. Wettability was evaluated by the Bureau of Mines method from capillary pressure curves determined with a centrifuge. The waterflood data were fitted by empirical curves; the parameters of the curves characterize primary and subordinate production and also give the ultimate oil recovery. Results showed that wettability measurements at 77° F were useful predictors of recovery efficiency in waterflood tests run at both temperatures. Oil recovery in the early stages of waterflooding increased with increasing water wettability; however, the ultimate recovery was highest at a slightly oil-wet condition. The oil displaced at highest speed in the centrifuge was correlated with ultimate recovery in waterflood tests. Chemical additives to the brine sometimes lowered wettability and also sometimes improved waterflood recovery, but wettability and recovery were not correlated with additives present. The effect of additives on recovery in waterflooding was best seen in water-oil ratio curves.

Problems resulting from underground mines in three inactive mining districts in Colorado were investigated. The purpose was to determine how these problems could be reduced or eliminated in new closings -- essentially by benefitting from lessons of the past. Mines in Leadville, Westcliffe and the Cripple Creek-Victor districts were evaluated. Two basic types of problems were found to exist in the districts: environmental degradation and hazardous conditions. Environmental problems result largely from acid and toxic drainage from the runes and from leaching of surface waste rock piles and mill tailings impoundment. The acid drainage contributes high levels of metals to streams and deposits sediment in the stream bottoms. Erosion of waste piles is a lesser problem. Hazardous conditions from open or improperly sealed mine shafts and adits, mine subsidence pits, and from deteriorating and unsafe surface structures are common to the three districts. These problems become worse with the ravages of time and vandalism. Engineering solutions which would correct or reduce many of these problems are presented. These recommendations should also be applied to new mine closures, however, more basic changes are needed to effectively implement improved mine closures. The changes must take place in the areas of legislation, mining practices and education. Legislated regulations should realistically reflect the needs of both the mine operators, protection of the environment and the best interest of the general public. Benefits should be provided for compliance with regulations instead of penalties being assessed for noncompliance. Hazardous conditions and environmental problems associated with mines can be alleviated through improved mine design and effective cloning procedures. Education should provide an appreciation by the general public of past and present problems facing mine operators. This will result in an improved mining climate which, in turn, will insure a continuing supply of minerals to meet increasing needs.

Pollution from radioactive nuclides, principally Ra226, in liquid waste from uranium mills can be minimized by reusing the waste solution within the mill. Such reuse of waste solution in the Vitro Chemical Co.-type process was investigated in the laboratory. Vitro employs an acid leaching process for dissolution of the uranium, countercurrent decantation for liquid-solid separation and washing, and amine solvent extraction for recovery of the uranium from solution. The simulated reuse of barren raffinate in the mill circuit was carried through two separate laboratory campaigns of 29 and 31 cycles. Conventional chloride stripping of the amine was employed in the first campaign, whereas nitrate stripping was used in the second campaign. Dissolution of uranium from the are in the acid leaching circuit averaged 96 percent. Washing efficiencies of 98 to 99 percent were attained by using 4 volume tons of combined raffinate and makeup water per ton of ore. Uranium recovery from the pregnant solution using a 5-percent solution of amine LA-1 in kerosine ranged from 99.3 to 99.9 percent.

Two coal seams were selected and the conceptual designs were based on the geological and physical conditions typical of these seams. As a result of the screening process presented below, the two coal seams selected were the Lower Kittanning Seam in central Cambria County, Pennsylvania and the Pittsburgh Seam in northwestern West Virginia and southwestern Pennsylvania. SELECTION PROCESS FIRST SCREENING OF LONGWALL OPERATIONS The list of longwall operations prepared in Phase I and included in the Phase I report, was used as the basis for a first screening. From this list it was determined which longwall operations were not in the Appalachian coal fields and not in a coal seam of the thickness range of 42 to 72 inches. The first screening eliminated 30 of the listed operations, leaving 48.

West Virginia ranks second in the nation in coal production, surpassed only by Wyoming, and usually accounts for 15 to 20percent of the nation's total annual production. Cod occurs in seams of minable thickness in all but nine of the state's 55 counties. There are two coal- producing regions, the northern field and the southern field. West Virginia coal is mined by both underground and surface methods. Underground mines in West Virginia account for a major portion of its coal production. Surface mines are generally contour operations and, especially in the southern field, are in steep slope areas, with slopes greater than 20 degrees. Many of the surface mines remove multiple seams. Recoverable reserves in West Virginia total in excess of 55 billion tons of bituminous coal. West Virginia's regulatory program was conditionally approved on January 19, 198 1. Its Abandoned Mine Land Program was approved February 23,198 1, with emergency authority granted on August 26,1988.

The purpose of this Bureau of Mines report is to describe the methods and establish the basic economics for dragline, shovel-truck, and scraper mining systems. An overall view of the techniques of preliminary design and the cost involved is presented. Considerations of equipment selection, emphasizing short-range evaluation of required equipment, and a long-range evaluation are considered at a constant production rate over the life of a hypothetical mine. Separate cost analyses for each system were based on 1977 equipment prices, prevailing wage rates, and associated mining costs. Specific engineering and cost breakdown for such items as access roads, transmission line installation, rail spurs, etc., are beyond the scope of this report.

A mineral survey conducted by the U.S. Bureau of Mines in 1983 identified no mineral resources in the Beaver Meadows, Blind Horse Creek, Chute Mountain, Deep Creek/Battle Creek, and North Fork of Sun River Wilderness Study Areas (WSA's). A prospect east of the Beaver Meadows WSA has low potential for lead resources. Sand, gravel, and limestone occurrences are numerous in the WSA's; however, similar or better quality materials outside the areas are abundant and more accessible to potential markets. Impure coal and titaniferous-magnetite occurrences are near the WSA's, but are not known to occur within these areas. In 1983, there were 7,025 acres leased for oil and gas within the five WSA's; no current mining claims were in or near any of the WSA's. Evidence of mining activity was found at only one prospect in the WSA's. It is inside the Deep Creek/Battle Creek WSA; no resources or resource potential were identified at this prospect.

The number of persons fatally injured in the California petroleum industry in 1931 was 30, a decrease of 20 fatalities or 40 per cent from the number killed in 1930. As a result of the decrease in the number of fatalities for 1931, the fatality curve of tie California petroleum industry reached its lowest point in nine years. Although reductions in personnel--which permitted the retention of a select and experienced class of workmen, decreased active field-development work, and curtailed production--undoubtedly have had a marked effect on reducing the number of fatalities in 1931, the decrease also has resulted from continued accident-prevention efforts. Statistics show that a direct relationship exists between development activity and the number of men accidentally killed in the drilling and producing division of the California petroleum industry. For example, when the average number of drilling wells in 1930 was 29 per cent less than in 1929, the number of men accidentally killed at drilling wells dropped 48 per cent; and when the average number of drilling wells in 1931 decreased 52 per cent from 1930, the number of fatalities at drilling wells decreased 58 per cent. The relationship between field-development work and fatality frequency is significant because each year at least 50 per cent of all the fatalities in the California petroleum industry occur in the drilling and producing division. This relationship should serve to guide the accident-prevention efforts of the industry, especially in the drilling and producing division, toward checking an increase in fatal accidents when development activity again takes an upward trend.

This Bureau of Mines report describes the development of load cells for measuring compressive loads in timber and lock-bolt support systems commonly used in. coal; metal, and nonmetal mines Design and evaluation is covered in detail to insure a reliable, accurate, and practical instrumentation scheme. The load cells are relatively inexpensive and adaptable to various size support systems. User-oriented procedures are emphasized, and design equations were reduced to a series of nomographs. Laboratory evaluation, destructive testing, environmental testing, and tests to determine the effect of extraneous loads were conducted. Field performance was evaluated in conjunction with ongoing Bureau projects at a metal mine in North Idaho and a coal mine in Utah. Load cells utilizing a titanium alloy as the cell body and weldable strain gages as the strain-sensing components satisfied the basic design and performance criteria, and with minor design modifications, the load cells can be adapted to many mining applications.

MEANING OF TERM, The term "minerals" when used in grants or in reservations or instruments of conveyance is not limited to metals or metalliferous deposits, whether contained in veins that have well-defined walls or in beds or deposits that are irregular and are found at or near the surface or otherwise. The term "mineral" in its commercial sense has been defined as any organic substance found in nature having sufficient value sepa- rate from its situs as part of the earth to be mined, quarried, or dug for its own sake or its own specific use. The Bureau of Mines Minerals Information organization collects worldwide data on virtually every commercially important nonfuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. This data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 329), to place the collection of mineral statistics on an annual basis. The most recent authority for the Bureau of Mines Minerals Information activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress), which strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral- material production or consumption.

A kinetic study of the carbon deposition reaction was undertaken by the Bureau of Mines as part of a broad investigation of metallurgical reactions in the iron ore blast furnace. The disproportionation of carbon monoxide on iron pellets was investigated at carbon monoxide pressures between 0.5 and 2 atmospheres (absolute) and temperatures from 400° to 1,075° C. Gas flow in the range from 0.25 to 0.85 standard liter per minute was found to have little effect on the reaction velocity. The addition of nitrogen and helium to caron monoxide exerted only a dilution effect on the rate of carbon deposition. However, an addition of 1 percent hydrogen increased the rate about 100 times. Small amounts of carbon dioxide in the inlet gas exerted little effect on the rate of carbon deposition. The maximum rate for carbon deposition in the first 2 hours occurred at 550° C. The apparent molar activation energies at various stages of the reaction were found to vary from 13 kcal initially to 36 kcal during the latter stages of the reaction. The reaction rate behavior was tentatively explained by an adsorption step followed by the diffusion of iron through a shell of inactive iron carbide.
