"AbstractOver the past five years, tax rates in the Canadian mining industry have skyrocketed upward across Canada, as both federal and provincial governments have sought to increase their share of mining revenues.However, the past few years have not only brought high tax rates to the industry, but also a number of important new federal and provincial tax incentives.In large part, these incentives ~ special credits or reduction in tax for carrying out specific exploration, processing or other activities - have helped to moderate the adverse effects of the higher tax rates and have provided inducements for exploration and processing activities which might not otherwise have been undertaken.However, the effectiveness of certain of these incentives can be questioned: our over-all tax structure now consists in large part of punitively high marginal rates with some extraordinarily generous but capricious tax reductions for specific activities and may not be in the best long-term interest of either the industry or the nation.A rational tax structure, with moderate and stable tax rates, together with reasonable incentives confined to activities specifically requiring them, could be a more effective spur to investment than the present tax and incentive jungleIntroductionIN THE YEARS since federal tax reform, the mining industry in Canada has faced a continued escalation in its tax burdens as federal and provincial governments have leapfrogged each other in imposing new and higher taxes on the industry. A number of exciting challenges, opportunities and unanswered questions remain concerning the chemistry, geochemistry, medical, industrial and analytical applications of gold and its compounds.1 Among the challenges presented is the need for extraction methods for gold, at process and indeed analytical scales, that avoid the use of organic solvents or hazardous reagents. Extensive environmental contamination has occurred in the Brazilian Amazon from the mercury-gold amalgamation process. Major problems with the cyanidation process are the relatively slow dissolution kinetics and the health and environmental problems associated with it. With innovation and technical changes, a cleaner way for solubilising and extracting this versatile precious metal can be found. This cleaner future may lie in supercritical fluid science. Interestingly, geochemical studies of gold solubility and speciation in hydrothermal solutions have highlighted the importance of supercritical conditions and sulphur species in the deposition of gold in natural environments. Gold solubility in supercritical brines is far higher than previously supposed while interest in the high content of carbon dioxide in the mineralizing fluids is growing. 2,3 In recent years, also, there has been a tremendous amount of attention paid in analytical chemistry and in industry, to the area of supercritical fluid extraction (SFE) of organic and metallic species. 4 This interest has been fuelled by the introduction of more stringent environmental control and the subsequent need for cleaner solvents and processes to replace established ones. Carbon dioxide is the substance of choice for SFE because of its moderate critical parameters (Tc = 31oC, Pc = 73atm), inertness and availability in pure form. It is an excellent extraction medium for non-polar and moderately polar species, and with careful ligand design, it can be used for analytical and process scale metal extraction from solution and solid phases. In general, the dissolution of a metal in supercritical CO2 (sc-CO2) requires that the charge on the metal ion be neutralised on complexation by the ligand or through a form of ion pairing (analogous to the situation where metal ions are extracted into organic solvents, such as methyl isobutyl ketone or toluene). In this way, then, many chelating agents such as dithiocarbamates and hydroxamic acids have been utilised to extract metal ions such as Cu and Fe into sc- CO2, the process greatly enhanced by the use of fluorinated ligand derivatives. 5-7 In this review paper, we show that supercritical conditions and complexation with sulphur donor atoms, important in the natural deposition of gold, can form the basis of a clean, eco-friendly chemistry for gold extraction. Analytical scale extractions of gold from a variety of matrices can be conveniently used to assess the efficiency of any new proposed ligand.

"Mathematics, process theory, process practice and computer applications are the main disciplines that contribute to developing useful techniques for computer simulation of mineral and coal processing plants. As in any multidisciplinary effort, communication or transfer mechanisms must be developed to facilitate the flow of experience between participants of different backgrounds. These mechanisms include written reports, verbal communications, workshops and transfer of computer programs. The SPOC project at CANMET is devoted to computer simulation and as such has addressed, or will address in the near future, problems inherent to methodology transfer. The first major output of the project was the material balance program, MATBAL2, which has been acquired by over 30 organizations. Program documentation, industrial workshops and summer student programs have been used to effect the transfer. This experience is discussed and the future outlined.IntroductionComputer simulation has become a common tool in many different fields of human activity during the past two decades, as illustrated in Figure 1. The total number of articles abstracted in Chemical Abstracts under the general subject entry of “Simulation"" has been following a pseudo-exponential growth since 1972 and was approaching 5000 in 1980, whereas no such entry was even used prior to 1967. This represents over a dozen papers published daily on the subject and should continue to grow to higher figures. Still, progress toward accepting modelling and simulation in mineral and coal processing has been very slow. It will be shown later that this slow acceptance is a cause rather than a consequence of the limited success of the various attempts made so far to draw unambiguous benefits from simulation applications. The real cause of the difficulties in fully accepting the new methodology lies in the multidisciplinary aspect of modelling and simulation, which does not suit the traditionally conservative approach that prevails in designing and operating large and costly processing plants."

The evaluation of battery electric vehicles (BEVs) in underground mines involves comprehensive business case analysis beyond just the capital and operating costs of the equipment itself. BEVs demonstrate benefits from an EHS perspective, reduced mine ventilation costs, lower energy operating costs, reduced overall GHG emissions (dependent on the source of electricity), elimination of DPM, lower equipment maintenance costs, and reduced cooling requirements in deep mines. When including batteries and supporting infrastructure, BEV capital costs are approx. 80% greater than that of diesel equipment. The project economics are highly dependent on the cost of electricity and diesel fuel, and these can vary widely depending on the location of the mining operation. Battery charging and swapping methodologies must be evaluated as there are a variety of approaches that can be employed which vary by manufacturer and type of equipment. Careful consideration of the cycle times, charging methodologies, and location of the battery charging infrastructure is necessary. Specific operating conditions must also be taken into consideration. For example, the time for blast gases to clear will be increased by reducing ventilation flow, and the potential impact on production needs to be evaluated. Similarly, the electrical distribution system needs to be evaluated for peak loading conditions when BEVs are charging. Criteria including maintainability, reliability, commercial availability, and performance need to be evaluated. BEVs have fewer components than diesel equipment and this correlates to lower overall maintenance costs, however, BEVs require maintenance personnel with specific skill sets in order to maintain the equipment. Battery lifecycle costs need to be considered as battery replacement incurs significant capital expense. Some manufacturers offer services to offset these capital costs through usage agreements. Recycling and disposal of batteries at the end of their lifecycles also need to be considered. With the increased selection of BEV equipment that will be available in the next 2-4 years, 100% BEV adoption is also possible. We recommend a holistic approach when evaluating BEVs for underground mines. This will ensure that everything is considered in order to evaluate the full impact of BEV implementation.

Developing a hydrometallurgical process that can overcome the refractory nature of chalcopyrite (CuFeS2) to leaching still eludes the minerals industry, despite major research efforts spanning decades. The several leaching experiments of this ore in sulfuric acid tend toward the same conclusion that the precipitation of elemental sulfur or iron containing species are the main dissolution inhibitors. Describing both the electrolyte composition and the various solid phases in equilibrium for the Fe-H2SO4-H2O system is essential to overcome this issue and to find an operating window. According to the thermodynamic models and to the thermodynamic data, we demonstrate, in this study, the need to use the Specific ion Interactive Theory (SIT) model to describe complex electrolytic systems through a limited number of parameters. Hence, the binary interactions for our case study have to be defined and estimated. This work develops a methodology to determine these parameters of the SIT model up to 90°C and an acid concentration of 1 mol/kg from published data for H2SO4-H2O and Fe(II)-H2SO4-H2O sub-systems or from new experimental data for the Fe(III)-H2SO4-H2O one. This method will eventually be applied to copper systems to lead to a thermodynamic description of the complete CuFeS2-H2SO4-H2O system. INTRODUCTION A leaching process consists in the dissolution of a solid phase into an aqueous medium in order to extract compounds of interest. It is a key step in the hydrometallurgical processes used in the primary production and recycling of metal components. One of the main leaching issues is the formation of passivating layers on the surface of solid particles, whose consequence is a partial or total hindrance of the dissolution. The leaching of chalcopyrite (CuFeS2) in sulfuric acid is a prime example. No industrial solution for the atmospheric pressure leaching of this ore has been developed to date because of passivation phenomena caused by the formation of elemental sulfur or iron-containing precipitates on the surface of the particles (Li, Kawashima, Li, Chandra, & Gerson, 2013). In the 1970s, the Pourbaix diagrams established for the Cu-Fe-S-H2O system at 25°C for low concentrated solutions (Garrels & Christ, 1965; Peters, 1976) agreed that copper and iron are fully dissolved at high potential and in acidic medium (pH < 4). However, they neglected the many stable solid phases that can form in these conditions. In addition, the Pourbaix diagrams of chalcopyrite in water, calculated with two recent databases (FactPS and Thermoddem 2017) associated to FactSage and PhreeqC softwares respectively, show large discrepancies at 75°C (Figure 1). Indeed, at high potential, FactSage predicts the formation of goethite FeOOH at a pH value of 1, while PhreeqC predicts the formation of jarosite (H3O)[Fe3(SO4)2(OH)6] for pH greater than 2.5.

Site inspection is an important component of safety management system. In current practices, the inspectors evaluate the safety condition on a construction site with the assistance of a standardised checklist. However, the checklist emphasizes on evaluating the implementation of safety management system, but provides limited task-specific check items for assessing whether the individual construction tasks are conducted under safe condition and in a safe manner. To address this issue, the research presented in this paper aims to provide safety practitioners with comprehensive and taskspecific safety information to promote effective risk identification and facilitate strategic risk control during site inspection. Specifically, this research first builds a project-specific safety information database, which stores potential risks and control measures for each construction task. The research team then develops a mobile decision support tool to retrieve information from the database and support safer decision-making on site. The tool supports users in two ways: one is to provide daily risk checklists and risk control strategies to guide step-by-step inspection alongside the project schedule; the other is to let users input any safety-related keywords during the safety inspection process and the tool returns relevant safety information by applying text mining algorithms. It is ongoing research. This paper presents an overall research framework and discusses the progress in developing safety database and data retrieval concepts. The outcome of the project will help enhance safety management practices and reduce possible risky working conditions on a construction site.

Best practice in the design and construction of soil cover systems for mine waste management has advanced extensively over the past two decades. While significant progress has been achieved, we still have little experience with respect to proven performance for cover systems that must last hundreds of years. Some cover designs appear to be functioning well, while at the same time the performance of many more are now being called into question. This presentation evaluates the integrity of cover systems from both a global and local perspective in relation to the uranium industry within Canada.

Much has been said about the methodology of geomechanical design in underground excavations. However, the geological, hydrogeological and geotechnical complexities encountered at the production horizons in the Athabasca Basin commanded for a novel approach in the geomechanical assessment and design of underground openings. Rock mechanics engineers at Cameco McArthur River have been able to establish a practical methodology that goes beyond known conceptual approaches. In this paper, the author describes the original challenges and unique approach in the geomechanical assessment for drifts and chambers development. The example of the successful development of the 510-8225N Chamber will also be presented.

At Barrick&apos;s Zaldivar Copper Mine in Chile, the addition of sulfuric acid to the ore going to heap leaching is a major expense. A process in which a portion of this acid is replaced by elemental sulfur added to the heap has been developed by Barrick and Westcoast Biotech that has the potential for significant cost savings. Initial shake flask tests with plant raffinate solution indicated that oxidation of elemental sulfur by a culture of sulfur-oxidizing bacteria, some indigenous to the Zaldivar heap, showed a significant lag period. This lag period could be reduced by dilution of the raffinate, but dilution would not be economical to implement at Zaldivar. Short (0.75 m) column tests indicated that after the initial lag period, sulfur biooxidation occurred steadily and the acid requirement for obtaining the same copper recovery as the control without sulfur was reduced by as much as 13 kg/t. These tests were followed by taller (5.1 m) column tests that confirmed the reduction in acid consumption, with no negative effect on copper extraction.

The present discussions throughout the civilized world on the subject of gold for monetary purposes may seem due to general economic conditions during the past year. But for some years previously a small group of authorities had warned the world against the continued disregard of an equitable distribution of existing gold reserves, and had urged the necessity of keeping the supply of new gold equal to the monetary demand, which, according to world production and trade figures, increases on the average about 3 per cent per annum. In 1927, Sir John Aird, the President of The Canadian Bank of Commerce, stated that the United States could spare a billion dollars of the supply it then held, 4 ½ billion dollars. About a year and a half ago the Professor of Banking and Currency in the University of London, Mr. T. E. Gregory, said, "If the world finds it impossible to modify its habits so far as to make an organized effort to economize gold seem less Utopian, it must be prepared to pay for its bad habits, in this and other respects, by a possible loss of material welfare." These clear-cut statements were not heeded, perhaps for one reason because most countries were in the flush of prosperity, and making such great demands upon the mining fraternity for industrial materials as to distract attention, at least to some degree, from gold mining. Now the world knows it faces serious problems, first, of making? fully effective its present monetary reserves, which, although badly distributed, are as a whole ample for the needs of the present, and secondly, of preventing a shortage in the supply of new gold, one that may come within the next few years if the present sources of supply are not enlarged, and if there is no marked change in the technique of gold production.

The world is consuming more and more electronic products every year. This has caused a dangerous explosion in electronic scrap (e-waste) containing toxic chemicals and heavy metals that cannot be disposed of or recycled safely. But this problem can be avoided. We are pressing leading electronic companies to change; to turn back the toxic tide of e-waste. Every year, hundreds of thousands of old computers and mobile phones are dumped in landfills or burned in smelters. Thousands more are exported, often illegally, from the Europe, US, Japan and other industrialized countries, to Asia. There, workers at scrap yards, some of whom are children, are exposed to a cocktail of toxic chemicals and poisons.

The total current inventory of mature fine tailings is estimated to be nearly 850 million m³. Pressure has come to bear on the industry to accelerate its tailings management practices and prevent this inventory from steadily growing. The present paper describes the treatment, management and reclamation of fluid fine tailings. New technologies being evaluated include: i) Thin layered - fines dominated deposits, ii) Deep - fines dominated deposits, iii) Fines enriched sand deposits, and finally iv) water capped disposal in end pit lakes. A brief overview for each of the methods of treatment and disposal for fluid fine tailings is provided.

"IntroductionMaintenance is a business, which to be successful, requires good management, systems and reporting. The prime objective of the maintenance management group, be they large or small, must be to anticipate and prevent interruptions in operations by keeping equipment in good mechanical condition. This objective should be carried out at minimum cost consistent with maximum productiveness.The objective of this chapter is to give an insight into the various aspects of maintenance management that must be considered to effectively and efficiently operate a mill complex. The degree to which the maintenance sub-systems are developed in an operating mill will be determined by the size of the mill and the needs of the operation.The criterion of the management system used is that the system serve the operation and not vice versa. The systems presented should be considered as tools and, as with all tools, they must be sharpened and replaced as the need arises or as more effective tools become available.To understand what is involved in maintenance management, it is worthwhile to consider a systems approach to analyzing management problems. This approach was developed by J.A.B. Rae while reviewing maintenance management systems for Cominco Ltd.A very simple system involving managing results and objectives is shown diagrammatically in Figure 1.The systems approach to organizational development involves four basic elements: an objective, a result, an activity and feedback. In the analysis, the activity element is broken down into individual actions that people could be held responsible for. If we introduce the action of operating into the diagram of Figure l, we arrive diagrammatically in Figure 2."

Industrial complexes rely on measurements of flow rates, qualities, and concentrations for monitoring and optimizing their operation. Corporations use the data from the various sensors and measurements to make business decisions, which affect the profitability of the operation. However, gross errors, due to a variety of reasons like faulty sensors, bad instrument calibration, or incorrect process models may corrupt the actionable information supplied to operations, quality managers, and maintenance personnel. The solution is to use the sophisticated new tools to model the process, sift through the available data to locate the gross errors, and use statistical data reconciliation to validate the sensors and instruments. In this way the data are unified to give the most accurate plant information for use by the monitoring and decision making processes. Most mining and metallurgical plants use predictive maintenance policies based on statistical analysis and special techniques, like vibration analysis, and oil and lube analysis for critical equipment. Process control strategies are installed in several metallurgical sites. All of these depend on reliable and accurate data. The data unification methods validate the individual measurements by using the concept of balances and statistical techniques where each instrument is no longer independent of the other measurements in the facility. This paper refers to the data unification and analysis methods required for profitable plant operations. Continuous improvement and monitoring of the measurement system at the plant and analysis of the reconciled data provide the best information for the decision-making process. On-line gross error detection and elimination methods are required to ensure efficient evaluation of process performance and process optimization. An open discussion of the new methods for gross error detection and data unification will be presented.

Given the limited number of new plant construction, focus is turning to the optimization of existing metallurgical roasting plants. To meet the goals of high process efficiency with limited capital expenditure, plant owners are looking for new strategies, including digitization and expert support. As a supplier for numerous roasting, gas cleaning and sulfuric acid plants, Outotec has intensified its effort in recent years to develop solutions to accommodate increasing customer need. This article presents a short review on how Outotec is applying advanced control tools for the fluidized bed industry. Focus will be given on how to transfer the existing technology (used in selected Zinc roasting plants for over a year now) to copper roasting. Outotec has developed the Pretium Roaster Optimizer, a system based on heat and mass-balanced simulation models. Direct experience with this technology will be shared and will highlight similarities to the Partial and Sulfate Copper roasting processes. Pretium detects equipment and plant bottlenecks and provides consistency in process development. The Pretium program combines 24/7 advanced online digitalization tools, along with expert personal support when required. INTRODUCTION Fluidized bed reactors have been used for commercial-scale zinc and copper roasting since the 1950s. While the principles of roasting remain unchanged, over time, the technology has advanced to improve process control of roasting plants. In the past, environmental and safety standards were the driving forces for improvement of equipment and plant design. Today, the emphasis is on plant efficiency and optimization. Another change has come in process control philosophy. While plant control and operation have traditionally been the responsibility of owner/operators, they have now shifted to include both integrated digital tools and specific know-how from engineering companies. This can be seen from the earliest design stages through commissioning and into production, as evidenced by zinc roasting plants in Mexico, Brazil and Turkey.

Differing thermal histories in and around a weld can lead to differences in grain size, phase composition and morphology of precipitates; mechanical properties will vary accordingly. Hardness testing gives limited information and the machining and testing of tensile and/or impact specimens that would reveal these variations (which may occur over very small distances) is not practical. Therefore, in this investigation, shear punch testing was applied to measure the variation in the room temperature mechanical properties of a welded pipeline steel.

Workplace safety, health, climatic conditions and rising oil prices are aspects that are important to the mining industry. The need for cleaner energy for underground mine vehicles is requiring serious consideration. A number of alternate energy systems offer clean solutions to diesel emissions while maintaining the current liberty of vehicle movement. This watershed article provides a broad comparison of cleaner diesel and alternative energies for underground production vehicles. Most alternate energies and clean diesel have already been tested in underground production vehicles. There are no technology gaps that would prevent the development of commercial alternative energy power plants, but in the case of alternate energies, second and third generation versions will be required to fully test for safety and operation viability. Full regulatory development is also required and could be done in parallel to power plant testing. Vehicle operation and maintenance manpower would be the same for alternate energy application as for clean diesel. Capital cost for alternate energy power plants will remain higher until the medium term. Owing to significant ventilation savings possible with alternate technologies, operating costs would be reduced.
