The objective s of this paper are: (a ) to examine and discuss the burdens we place on our extractive industry; (b) to compare the levels of taxation in Canada with those in other countries; and ( c) to suggest certain broad parameters within which our taxation policies may be made more rational and stable. Among the burdens identified are taxation, the ownership and use of our resources, environmental issues and the rather emotional issue of so-called 'super profits'. Finally, the paper will address certain broad but key areas of policy which need attention and agreement if our tax system is to be made more rational. Such areas include: whether and if so why the extractive industry should be given incentives;. what circumstances, if any, justify a 'higher' than normal' level of taxation, and, ?if the concept of economic rents is a justifiable one, how might a basis for them be established which recognizes the fluctuating value of much of the industry's output. Note: The paper was written before the 1977 Federal and Provincial budgets were presented. Consequently, the paper does not reflect any changes proposed in these budgets.

China is the world’s largest producer and consumer of non-ferrous metals. In recent years, significant progress has been made in research and commercial application of pressure leaching technology to produce some nonferrous metals. Research and development activities include a low-pressure, low-temperature leaching technology for complex copper concentrates, a hematite process to treat pressure leach solutions from zinc concentrates, and a pressure leaching - solvent extraction process for molybdenum and rhenium. Examples of commercial practices include a two-stage pressure leach technology in a zinc plant in Danxia, a direct leaching technology in a zinc plant in Zhuzhou, a high pressure acid leaching process for a nickel laterite project in RAMU, and a pressure leaching technology to treat arsenic sulfides in a plant in Guixi. The development of pressure leaching technology for the recovery of lead, vanadium, gallium, germanium, and precious metals in China will also be described in this paper.

"LocationThe Gibraltar mine is located in central British Columbia (NTS 93B/9W), 362 km north of Vancouver. Access is provided by 20 km of paved road from McLeese Lake, which lies 45 km north of Williams Lake on Highway 97. Latitude and longitude of the mine are 52° 30' and 122° 16', respectively.The total area of the McLeese Lake site is approximately 1700 ha (4200 acres). This includes the orebodies, dumps, surface drainage collection system, plant site, roads and tailings ponds.Brief Description of OperationOre is mined by open pit methods and is concentrated using conventional crushing, grinding and flotation processes. Copper and molybdenum flotation occurs at an average rate of 40 000 tons per day. Tailing is discharged to an impoundment area and the water recycled as process water. Additional copper is extracted from the waste dumps using sulphuric acid as a leach solution followed by solvent extraction and electrowinning.HistoryExploration by Gibraltar began in 1964, continuing until late 1970, at which time it was announced that the property would go into production. Construction started in early 1971, with initial production in March 1972. Target capacity of 30 000 tons per day was achieved by the end of March and is currently at 40 000 tons per day.Ore reserves as of January 1, 1998 were 184 384 000 tons grading 0.31% Cu and 0.010% MoS2."

Control of the company was acquired by Temagami Mining Company, part of the Keevil Mining Group, in 1959. Credited as one of the first discoveries made using airborne geophysics, the Keevil Group had recently found the small but very high-grade copper deposits at Temagami, Ontario. These developments in eastern Canada formed a foundation for remarkable growth and Teck's present status as one of Canada's most successful and respected mining companies.Teck currently operates successful mining ventures across Canada and has international exposure through its association with Cominco Ltd., M.I.M. Holdings Limited and Metallgesellschaft AG. Operations in eastern Canada, however, remain an important component of Teck's ongoing success. The David Bell and Williams mines at Hernlo, Ontario, are Canada's lowest cost and largest gold operations, respectively. "The Acheson D-3 Pool was discovered in August 1950, and contains 88 producing oil wells on 40 acre spacing. Initial oil-in-place was 118 million stock tank barrels and initial well potentials averaged 2,000 barrels per day.In early 1956 studies of hydraulic interference between the Acheson and Leduc D-3 Pools were conducted on the Carter Petroleum Reservoir Analyzer. These studies indicated that the natural water drive to Acheson would be incapable of replacing reasonable withdrawal rates over the life of the pool. To avoid shrinkage losses a scheme of pressure maintenance by water• injection was therefore instituted in March 1957.This pressure maintenance scheme is notable because pressure is being effectively maintained by high volume injection through one well located on the flank of the pool. Close control on reservoir behaviour is maintained by regular bottom-hole pres-sure surveys and observation of water cuts on producing wells. No evidence of pressure gradients or channelling of the injected water has been observed to date, and the water-oil contact has remained level over the whole field. It is possible to control the average reservoir pressure within very close limits by varying the rate of fresh water injection.Ultimate recovery estimated from the rise of the oil-water contact and calculated water influx to December 31, 1958, is 335 barrels per acre foot, or a total of 91.4 million barrels from the pool. This compares to 217 barrels Per acre foot or a total of 59.4 million barrels indicated from laboratory test data."

In this paper we examine, through pilot-scale testing, the possibility of operating a circuit comprised of two stages of HPGR comminution, followed by grinding through a horizontal stirred mill. In order to assess whether the novel circuit design could achieve the reduced energy requirements indicated in the literature, two more-established circuits, a cone crusher / ball mill and an HPGR / ball mill, were examined using a combination of testing and flowsheet simulation. The results showed that, based solely on the specific energy requirements for comminution, the HPGR / stirred mill circuit achieved a reduction of 9.2% and 16.7% over the HPGR / ball mill and cone crusher / ball mill circuits, respectively.

Photogrammetry surveys were used to document a footwall slab failure that occurred at a surface coal mine located on the eastern slope of the Rocky Mountains. Photographs taken before and after the failure provided the pre- and post-failure geometry of the slope and the failed slab. A 2D finite element model was constructed using slope profiles. The model contained joint elements that represented the bedding surface upon which the slab slid and the model was used to analyze the footwall slope. The in situ stresses, rock properties and the bedding surface shear strength and stiffness properties are discussed. The process of mining out a valley and exposing a highwall was modelled. As expected, elastic valley rebound occurred in the model, but shear stress and shear displacement reversals along the slip surface were also observed. The modelling results provided new insight into shear strength degradation that occurs when the pit floor approaches and then passes a specific point in the highwall.

"AbstractA number of plant-scale cyanidation tests were carried out in an attempt to uncover the causes of fluctuations in gold recovery efficiency. Computer analysis of the results verified that the treatment of reclaimed waste rock material along with normal run-of-mine ore was having an adverse effect on metallurgical efficiency. Mineralogical examinations showed that the free gold particles in the dump material were heavily tarnished or coated (predominantly by hydrated iron oxide), accounting for the lower recoveries. The indications were that the effect could be counteracted somewhat by using higher than normal cyanide and lime reagent concentrations and adequate leaching times. Analysis of the results showed further that leach pulp density was an important operating parameter affecting extraction efficiency. A variable activation energy leaching model provided an extremely good characterization of individual batch leach runs.IntroductionFLUCTUATING METALLURGICAL EFFICIENCY at the gold concentrator of the S.A. ABSTRACT This paper evaluates the potential of freeze-thaw dewatering using Albian mature fine tailings (MFT). Freezing tests were first performed to study the effect of freezing rate on dewatering efficiency. Lower freezing rate resulted in higher thawed solids content and shear strength. Subsequently, large strain consolidation tests were conducted to investigate consolidation behaviour and how it is affected by freeze-thaw. The consolidation behaviour was presented in terms of effective stress versus void ratio and permeability versus void ratio. The results can be used to predict the field behaviour of Albian MFT and optimize the application of freeze-thaw for MFT dewatering.

This paper reviews industrial gases used in primary copper production. Copper smelting industrial gas demand has steadily increased since the first commercial oxygenconcentrate smelting in 1952 [1]. In copper production oxygen for smelting is the dominant industrial gas use followed by oxygen for converting. Nitrogen is finding increased use in copper smelters. Nitrogen is used for porous plugs for copper converting and anode refining [2-5]. Nitrogen can be used for concentrate drying [6,7] and is also used in some Ni-Cu smelters as a coolant in Peirce-Smith converting [8,9]. Industrial gas supply options of cryogenic or adsorbent based on-site plant or cryogenic liquid delivery are detailed.

The Dundee Precious Metals Tsumeb Smelter has evolved over the last decade to meet the challenges and opportunities brought about by a changing copper concentrate market, technological advances, environmental legislation as well as social and political changes. The paper discusses some of the challenges, successes and lessons learnt through the expansion and modernization of its smelter complex. It considers the details and impact of the transition from slag granulation to that of slag slow cooling as well as the improvement program that was implemented to more than double the refractory campaign life of the Ausmelt furnace from around 6–9 months to 15–18 months. In addition, given the evolving world we live in, it considers the challenges that the smelter faces today, not the least of it being how to remain relevant in an age of digital and other 4th Industrial Revolution disruptions. INTRODUCTION Dundee Precious Metals Tsumeb (DPMT) Smelter is located just outside the town of Tsumeb, in the Oshikoto region of Namibia. It is the largest town in the region with a population of approximately 45,000. The smelter was built in the early 1960s to treat concentrate from the nearby Tsumeb copper mines. Construction of the site was completed in 1962 and the smelter was officially commissioned in 1963 by Tsumeb Corporation Limited (TCL). At the time the smelter consisted of a lead section (including a refinery), a copper section and plants that produced cadmium, sodium antimonite and arsenic trioxide. Production commenced in early 1964, with 3,500 tonnes of copper and 6,000 tonnes of lead being produced per month. TCL was acquired by Gold Fields South Africa in 1988, and a few years later the lead section was shut down due to reduced lead content of the mined ore. In mid-1996, all mining and smelting operations were halted due to labour strikes. Ongopolo Mining and Processing Limited (OMPL) re-opened the mines and the smelter in 2000, only operating the copper section of the smelter. At the end of 2008, all mining operations were halted by the new owner of OMPL, Weatherly Mining International, while the smelter continued to operate. The closure of the Weatherly owned mines in Namibia, the primary feed source to the Tsumeb Smelter, meant that the smelter had to transition its business model from operating as a ‘captive smelter’ to that of a ‘toll smelter’. Its Ausmelt Top Submerged Lance (TSL) smelting technology and various ancillary plants made it especially suitable for accepting and treating complex concentrates that were available on the global market.

"The distribution of gold in the grinding-classification circuit of an operating gold plant was determined by assaying the size fractions of samples from each of the streams. This analysis identified the streams with the maximum potential for gravity recovery of gold and revealed that there was up 110 seventy-five times as much gold in the primary cyclone underflow as in the concentrator feed.Laboratory jigging and tabling tests were done on samples from two of the streams to determine what the recovery might be with a gravity circuit and to show that a high grade concentrate could be produced. A numerical simulation procedure was used to calculate a material balance for a circuit that included gravity separation on the primary cyclone underflow. The numerical simulation optimistically indicated that as much as 84% of the gold might be recovered in a reasonable grade of concentrate even though the recovery in batch bench scale tests was only 14%.Incorporation of a gravity separation device would reduce the inventory of gold in the grinding-classification circuit.INTRODUCTIONMany gold concentrating plants include a gravity concentration operation while others do not and the reasons that some do and some do not is not clear. Some of the advantages and disadvantages of gravity circuits are discussed by Penman (Penman 1987) without clear cut resolution. Penman's comments elicited an interesting response from Lloyd (1989) who produced a simple way to determine if the addition of a gravity concentration circuit would enhance the recovery of gold. Lloyd's method does not consider the cost of running the circuit so it only partially answers the question. There are reports in the literature (Wells and Patel 1991, Matwijenko 1988) that as much as 60% of the entire production comes from a gravity circuit when it is used, and that the grade of the concentrate produced often exceeds 65% gold, an assay that far exceeds most Merrill-Crowe precipitates that are sent to refining. In at least one instance (Hood 1984) a range of recovery from 40-50% was indicated from laboratory test work and the plant subsequently realized recoveries in the range of 26-40%. Despite these favorable numbers other plants use gravity separation when as little as 20% of the gold is recovered in the gravity concentrate (Carter 1992)."

"PT ANTAM UBPE Pongkor underground mine use blasting to develop its tunnels which will cause poisonous and dangerous gases trapped inside mine. To analyze this case, a study of mine ventilation, the dispersion of carbon monoxide (CO) gas concentration and diffusion coefficient is commenced. At the end, the re-entry time formula will be determined. Results indicate that this study is site specific and could only be applied in the place this study executed. The aim of this study is to be further developed by applying Principal Component Analysis (PCA) to find a universal re-entry formula. Thus, its development and production processes require blasting to develop its tunnel. This process caused poisonous and dangerous gases spread and trapped inside the mine, one of them is carbon monoxide (CO) gas. CO is formed in an unbalanced reaction of explosives detonation and could be the cause of headache, blackout and death to people who inhale CO at certain concentration (McPherson, 2011; Hartman, Mutmansky, Ramani, & Wang, 2012). Mine ventilation system is installed in the mine to resolve this problem. Mine ventilation play an important role to disperse CO gas by absorb the poisonous/dangerous gases and deliver clean air into mine. The important parameter is diffusion coefficient, because diffusion is affecting particulates or gasses spreading from its sources throughout the mine. Diffusion coefficient is the total diffusion in axial direction of turbulent flow mainly by convection of bulk motion, advection and eddy diffusion, while the effect of molecular diffusion is appreciably negligible (Widiatmojo et al, 2015). Taylor (1953, 1954) develops a theory about the dispersion by inducing a slow stream of solvent into a capillary tube. Taylor used Reynolds assumption of radial diffusivity to be analogous with the transfer of the matter in turbulent flow as well as the transfer of momentum and heat. "In a recent publication (SAG 2015), we presented a non-conventional high pressure grinding roll (HPGR)-ball mill circuit as a lower capital cost alternative to the “standard” HPGR circuit. The circuit was designed for the treatment of a hard ore and relatively high tonnage (50,000 t/d). That paper provided details such as flowsheets, layouts, and equipment lists for the two options and compared their calculated capital costs demonstrating significant savings for the proposed circuit. This paper extends the analysis to a third option, a traditional semi-autogenous ball crushing circuit, giving the same level of details and now including the operating cost estimates for all three options for a more comprehensive analysis. Moreover, this work also provides information about the strengths and weaknesses of the non-conventional HPGR circuit when compared to the “standard” HPGR option.This study demonstrates that the proposed non-conventional HPGR-based circuit not only provides a lower overall capital costs for the project if compared to a “standard” HPGR circuit but also brings the capital cost to the level of the traditional semi-autogenous grinding (SAG)-ball mill circuits. In addition, the innovative HPGR circuit provides similar operational cost savings of the “standard” HPGR and thus a significant advantage when compared to the SAG option. With the current capital cost sensitivity for most greenfield projects, the proposed alternative circuit should help make HPGR-based circuits more competitive and thus promote the utilization of a technology that enables higher energy efficiency and reduced greenhouse gas emissions. INTRODUCTIONThe application of high pressure grinding roll (HPGR) technology in comminution circuits is well established for the processing of cement, diamonds and iron ore (Broeckmann & Gardula, 2005), and over the past 10–15 years, this technology has slowly been applied to hard ores in high-tonnage precious and base metal operations. Unfortunately, under the current economic climate, the ability to finance large capital projects has become very difficult and companies tend to have an easier time securing funding if the capital expenditures (CAPEX) are low with a proven process method. The traditional semi-autogenous grinding (SAG) mill / ball mill circuits easily fit into this mould, having been installed in countless plants around the world over the past 30 years with relatively low capital requirements. In contrast, it has been well-documented that HPGR-based circuits are capital intensive with complex material handling systems (Seidel, Logan, LeVier, & Veillette, 2006). Although these circuits benefit from reduced operating costs with the increase in energy efficiency and the elimination of steel grinding media (Rosario, Boyd, & Grundy, 2009), if the company is unable to secure financing to build the plant, these advantages remain out of reach. With the current trend to retrofit existing SAG circuits with a secondary crushing circuit to achieve design throughput, the opportunity to circumvent this gross inefficiency by making HPGR-based circuits more capital friendly would greatly benefit the industry."

This paper is concerned with an analysis of a number of failures of large-size, hypervelocity light gas gun chambers and barrels. A brief description of the light gas gun principle and of the various types of guns is first given. The failures and the investigations carried out are then described in detail, with the failures divided into two groups. The first group comprises those failures caused by certain conditions to which the guns may be submitted, and includes, for example, severe local heating of the bore surface causing hardening and cracking of the steel. These conditions were accidental and steps were taken to prevent them. The remaining failures were due to faults in the material or in the heat-treatment, manufacturing or assembling procedures. Specific problems, such as hydrogen embrittlement, and the use of high strength gun barrels above their ductile-brittle transition temperature by preheating prior to firing, are briefly considered. "An investigation carried out to determine the tendency of coals to heat spontaneously in terms of time-temperature curves coupled with the resulting oxidation products in an adiabatically controlled laboratory setup is described. Tests were made at differing moisture conditions, including oxidation and also oxidation with either adsorption or desorption of water vapour on coal.From the experimental evidence, there is reason to believe that the oxidation of coal, although an important factor, is not the predominant one in the development of spontaneous heating. In addition to the temperature increase in coal and the gaseous products evolved due to auto-oxidation, the process is accelerated by adsorption and retarded by desorption of water vapour on coal."

Finally, the potential applications of the SCMs in surf ace mining of oil sands are discussed INTRODUCTIONIn the 1970s the United States Bureau of Mines (USBM) conducted a program of investigations, design and demonstration of various continuous surface mining concepts, This included continuous mining equipment which was an adaptation of several civil engineering and/or underground mining machinery concepts to surface mining. Upon termination of this program, the related development was continued by a number of equipment manufacturers, leading to development of several types of SCMs. This new type of surface mining equipment is able to mine selectively hard and thin multi-layered formations at high, sustained, and economically viable production rates.While used mostly in coal mining at present, the characteristic features of this equipment permit conclusion that it may prove to be an efficient tool for surface mining of oil sand, and/or related overburden stripping. Of particular interest here may be the ability to mine thin layers of hard material, without a need for its earlier fragmentation, and the ability of the SCMs to load a variety of haulage equipment, including belt conveyors."

THE USE of higher grade charges in blast furnaces in the form of sintered or pelletized concentrates has been increasing rapidly. The question of beneficiation of iron ores for this purpose is therefore receiving much attention as more deposits are developed. Many iron ores may respond well to magnetic roasting procedures followed by magnetic concentration, however, in most cases other more standard ore dressing methods are competitive and cheaper.
