Brief History of Discovery and Early Development In the first half of the nineteenth century, the only authority on the Pacific coast between the Columbia river and Alaska was exercised by the Hudson's Bay Company, who had established a series of forts and trading stations on the coast from the Columbia north to Millbank sound. The Hudson's Bay Company were chiefly interested in the fur industry, and the large influx of settlers from the eastern United States into the territory now known as the States of Oregon and Washington, about 1840, not only interfered with the fur business but involved the question whether the territory should be under the British or the American flag. Anticipating the possibility, later realized, of losing control of this area, the Company, in 1845, established their main fort and trading centre on the southern end of Vancouver island under the name of Fort Camosun; shortly afterwards changing the name to Fort Victoria. Realizing that their former policy of discouraging all attempts to develop any other business than the fur industry had lost them several hundred thousand square miles, the Hudson's Bay Company now set about encouraging settlers in the vicinity of Fort Victoria by disposing of lands to suitable parties and also to those in the employ of the Company. The usual pioneering stage was passed through with the starting of small sawmills, grain mills, etc., and the incidental work accompanying such efforts. Any coal required for blacksmithing or other purposes was brought from England around Cape Horn by the few ships that visited the Pacific Coast. About 1849, an Indian who was having his gun repaired by a blacksmith in Fort Victoria asked about the "black stones" used in the fire and, on being told that the "black stones" had to be brought a great distance, he informed the blacksmith that there was plenty of the same stone where his people lived. This information was immediately given to an official of the Hudson's Bay Company who talked with the Indian and told him that if he would bring some of the "black stones" he would get his gun repaired free and a present of a bottle of rum. Nothing more was heard of this coal until April of the following year, when the Indian came into Fort Victoria with his canoe loaded with coal, which was tested and found to be of good quality. It is reported that the Indian got his bottle of rum.

"The recycling of wastepaper has become an important and common process worldwide. Techniques similar to those used in the mineral processing industry are used to produce high quality recycled fibres for use in newsprint. The mineral processing group at McGill University, in conjunction with the Pulp and Paper industry (Mechanical and Chemi-mechanical Wood Pulp Network), has adapted one of these techniques, column flotation, for the purpose of deinking wastepaper. This article describes the typical process of recycling wastepaper from a mineral processing point of view. It also presents results from McGill University’s flotation column test work at a Québec wastepaper recycling facility. IntroductionThe recycling of wastepaper has become an important and common process worldwide, including Canada which is now the world’s largest importer of wastepaper (CPPA, 1996). Much of the current drive to increase the utilization rate of recovered paper is a reaction to the solid-waste disposal problem that faces many Canadian and United States municipalities. The real problem in the disposal of solid waste is not the absolute amount of garbage that must be disposed of each year, but this amount in relation to available disposal capacity.Environmental restrictions on the creation of new landfill sites and incinerators (the two main options for disposal of municipal solid waste) have tightened the demand/supply balance in the solid waste disposal market. This shrinking availability of waste disposal sites in the face of increasing population with greater disposal requirements defines the Developed World’s solid waste crisis. Not only are there fewer disposal sites available, but the costs of using them is skyrocketing. These factors have increased government regulations mandating recycled paper content in newsprint. Conservation and environmental issues make the current drive for wastepaper recycling a real issue and business opportunity."

Industrial minerals are generally considered to include non-metallic minerals, mineral products, or materials that provide raw material inputs for the construction, chemical, and manufacturing industries. They are often relatively low-value and bulky materials that are generally used close to where they are produced; however, some raw materials may be transported hundreds of kilometres to manufacturers and customers (ENDM, 2021). They do not include the metallic minerals, mineral fuels, or gemstones, and are used in industries based on their physical and/or chemical properties (Wikipedia, 2021). In contrast to most metallic minerals, a general distinguishing characteristic of the industrial minerals sector is their general low degree of market elasticity in relation to the market prices and product specifications. The estimation of either a Mineral Resource or a Mineral Reserve (MRMR) for an industrial minerals deposit can be affected to a significant degree by a number of factors that are not typically applicable to metallic mineral deposits. These factors can include such considerations as the particular physical and chemical characteristics of the final product, product quality issues, market size and market access. In some cases, such information may be confidential and proprietary. One of the key challenges of the industrial minerals sector is to define a commonly accepted listing of which types of minerals, materials, or mineral deposits can be considered as industrial minerals (Mining Standards Task Force, 1999). Although definitions for what constitutes an industrial mineral can vary in detail, general descriptions can be found in American Geosciences Institute (2021), Fastmarkets IM (2021), Snowden (2019), SME (2021) and Wikipedia (2021). A brief listing of some of the materials and minerals that are generally considered to be industrial minerals is provided in Table 1. For the purposes of this document, all references to industrial minerals include not only the minerals, materials, and mineral deposits themselves, but also the various commercial products that are derived from these sources.

Artisanal mining is a rudimentary activity that today attracts over 30 million people in virtually all developing countries around the world. As the price of gold has steadily increased over the past decade, 15 million people have become involved in extracting this metal in 55 countries. Individuals have switched to mining from primary industrial sectors such as agriculture to increase their income. These workers generally have little capital, low education levels, and no previous experience in mining. Together with a lack of technical support from governments, these factors lead to disorganized and informal mining activities that generate environmental and social chaos. The absence of technical knowledge and capital has caused a proliferation of Gold Ore Processing Centres (GOPCs) around the world established by local entrepreneurs, who provide a way for miners to process their ores using amalgamation for a fee that is relatively low to non-existent. Gold recovery by the independent miners rarely exceeds 30 % and gold-rich tailings are left at GOPC facilities as a form of payment. GOPCs recover around 90 % of the remaining gold using cyanidation, flotation, and amalgamation, without any compensation paid to the miners. In processing these mercury (Hg)-contaminated tailings, Hg cyanide complexes are produced that are dumped into aquatic environments, leading to rapid bioaccumulation of Hg by fish. In the town of Portovelo, Ecuador, the establishment of partnerships between GOPC entrepreneurs and artisanal miners has proven to be successful in forming legal small-mining companies to create more equity and reduce pollution. About 108 GOPCs operate in Portovelo-Zaruma, with 40 % of these still working illegally without proper regulation and permitting. Over 20 % of these GOPCs continue to use grinding, concentrating and amalgamating of the gold, with 58 % performing cyanidation of tailings and/or gravity concentrates, and 15 % combining flotation with cyanidation. About 94 % of the GOPCs concentrate the ore prior to applying amalgamation, which significantly reduces Hg emissions to the environment. Incorporating flotation has given the operators increased skills in mineral recovery, with the side benefit of producing a copper concentrate as added value. Despite these innovations, mineral recovery is still inefficient, and waste management is a major challenge in creating true sustainability in this sector (technical efficiency together with social and environmental responsibilities). Further organization, training and capacity-building are needed. The principles of Lean Manufacturing Methods ("Just in Time" production and "Automation") are suggested as possible techniques to assist small GOPCs to become sustainable. In this concept, a larger mining company can become associated with artisanal miners in a partnership to provide training and investment for exploitation of small deposits that would be infeasible as a single large operation. As well, an International Training Centre for Artisanal Miners (ITCAM) is being established in Portovelo with collaboration of the Government of Ecuador to further enhance and upgrade mining activities in this region. ITCAM will provide artisanal miners with technical, business and environmental training to become responsible small-scale miners. In building this new capacity, ITCAM intends to create an atmosphere of trust to attract private and corporate investors to become partners with artisanal miners.

The preparation of coal for the commercial market is a study both varied and wide, and can be viewed from many angles and in different ways. This short paper can but touch upon the subject and is intended to discuss briefly preparation plants which in some cases would seem to be quite inadequate. The conditions confronting most operators are similar, inasmuch as the existing plants were not built specifically to prepare a product for the market of today, but rather of yesterday. The tremendous strides made in the field of combustion in recent years require that the product be of the highest grade procurable, and in a glutted and somewhat restricted market the buyer may be more pernickety than otherwise. These would appear to be the conditions of today. Where a mine is operated individually, better all-round results seem more readily procurable than in a consolidated effort where so many different conditions are sure to arise demanding cognizance, and in many cases requiring to be incorporated in the scheme of things. In the case of a number of mines being administered to form a central source, that source not having had anything to do with the bringing into being of the institutions over which it presides, we find some of the mines well equipped with facilities to properly screen and load the coal, while in others the facilities are not so good, but are doing their share towards delivering a product that will pass muster and in such quantities that they can be counted on.

In the past decade, the increased engagement of business in debates around sustainable development has prompted recognition of the importance of biological diversity at the local, national and global scales. Driven by increasing populations that demand rising real incomes, a range of human induced pressures are modifying natural habitats and diminishing their ability to support life. Public policy changes have struggled to arrest the loss of habitats such as wetlands or tropical forests, and the related extinction of plant and animal species. Although conservation legislation and regulation were once the exclusive responsibility of government, new partnerships are now being forged that increase the role of the private sector and non-government organisations (NGOs) in developing and delivering conservation initiatives. Since the mid 1990s Rio Tinto has had to adapt to meet the demands of a rapidly changing conservation landscape. When Rio Tinto adopted its statement of business practice in 1998 The way we work, it explicitly recognised the need to take account of relevant environmental factors in obtaining access to lands, particularly in designated areas of high conservation value. With the revision of The way we work in April 2003, the policy on land access was strengthened through removal of the word ?designated?, thereby signalling recognition of the importance of biodiversity outside of protected areas. In addition, Rio Tinto?s revised land access policy explicitly refers to the use of land that is surplus to operational requirements for habitat protection and biodiversity conservation, subject to social considerations. In late 2003 Rio Tinto further strengthened its commitment to biodiversity with the promulgation of its biodiversity strategy and related position statement, biodiversity principles? (See Appendix 1.1) and technical guidance documents. This commitment is also embodied in a variety of initiatives at the corporate and operational levels, which are reported on annually in Rio Tinto?s Social and environment review. This guide has been prepared to support the practical implementation of Rio Tinto?s biodiversity strategy. The purpose is to provide guidance on how to effectively integrate biodiversity into Rio Tinto?s operations. It is applicable to all Rio Tinto exploration, new development projects and operations, irrespective of whether they have been operational for some years or are at the beginning or end of their operational life cycles. This guidance has been developed to support the Rio Tinto Environment Standards and the Rio Tinto Community Standard and any additional supporting documents as they are developed.

We investigate the relationship between corporate financial performance (CFP) and environmental and social performance (CSP) in a sample (n=165) of large, publicly traded U.S. mining and oil and gas firms. Using optimally scaled principal components analysis to generate aggregate measures of CSP strengths and concerns, we find higher concerns are related to higher volatility of unexpected earnings and discount rates. Furthermore, these earnings shocks are more likely to be negative as concerns increase. Decomposing this relationship shows that negative environmental performance dominates proactive environmental management as a driver of unexpected earnings, but proactive community efforts increase the magnitude of earnings shocks. We document some evidence of the strategic use of CSR, with those firms that have greater risk investing more proactively in CSR.

MR. N. T. AVARD : I would like to congratulate Dr. Cameron on his presentation of some pertinent facts about the Coal Resources of Nova Scotia. There is no question but what there is something very definitely wrong about the coal mining situation in this Province. These are times when we can with profit look facts in the face and attempt to solve some riddles. Perhaps now is the time when we can bring some of these coal mining facts into the open and look them over. Co-operatively, we might evolve some helpful solutions. However, I would like, first, to make some specific reference to the Joggins coal field, not as a mining expert, but rather as an executive who has evolved some ideas after some years of practical contact with this field. Dr. Cameron states that existing operations in this area will probably continue for a few years. As a matter of fact, under normal conditions, these mines are good for another twelve years. With the installation of more powerful equipment for hoisting, pumping, and ventilation, an additional five years could be counted on. With one exception, that pretty well clears up mining from the outcrop, hitherto the only method of approach in this field. The chief reason for this present limitation is prolific 'bootlegging' operations. It is too bad that these should have been permitted to ruin a valuable coal field. Moreover, I am cold by competent authorities that this need not have been so. At one time shortly before war broke out there were 74 bootleg operations within an area of one square mile around Joggins. However, despite the fact that these operations were illegal, I could not find any means of stopping then and I believe the same conditions existed in many other coal areas in the Province. For some reason, the eyes of the law were closed. The result is that many outcrop possibilities have been permanently ruined. The exception noted in the so-called Queen seam, which has definite possibilities for approach through the outcrop. This is probably the best coal in the district.

"On August 3, 1888, German Patent No. 43977 entitled ""A Process for the Production of Aluminum Hydroxide"" was issued*. The discovery which led to the patent was made by the Austrian chemist Karl Josef Bayer (1847-1904) (Fig. 1) who was at that time in Russia, and the process became known as the Bayer Process in his honour(1)(2)- The process imediately achieved industrial success, displacing the pyrometallurgical process that had been used until that time to produce alumina. The Bayer Process involved the pressure leaching of bauxite with NaOH solution to obtain sodium aluminate solution from which aluminum hydroxide was precipitated by seeding. Today bauxite is not only the principal source of aluminum but also of gallium, both metals being effectively recovered by the Bayer Process. The purpose of this paper is to outline the historical background of this discovery and its importance to hydrometallurgy."

Given a naturally low methane content in 11 Coal Seam and the fact that the areas of the 11 Seam adjacent to the tunnelway were degassing for a very, very long time due to previous development and mining, it is conservatively estimated that the remaining in -situ methane is less than 0.5m3/tonne. 2. Continuous miner cutting rate based on the past practice. The best loading rate recorded at the past operations of Smoky River Coal was 45 seconds for a 8 tonnes shuttle car. Using these records, the maximum peak loading rate potential at the face is calculated at 0.178 tonnes per one second or 10.67 tonnes per one minute. 3. Communities are the foundation upon which the whole structure of society rests and upon which the nation builds its hope for the future. They are not established to serve any one particular generation, nor any one element or group, but should be erected to render a lasting service to all who are to follow. They play a very vital and important role in the lives and welfare of the people, in their industrial, business, and social relations, and in the economy of the nation, of which they are the fundamental assets. Communities and civic governments are destined to be vital factors in the national welfare in the days that are to come. Any improvement in national or world conditions must have its origin within the communities. Any attempt at solution of the community problem must give some consideration to the fundamental elements which exist in every community, and to the underlying principles, and ways of life and thought, upon which community life is based. The community is, in its essence, a number of people living and working more or less closely together, sharing common rights, privileges, conveniences, and comforts, which would be impossible for the individual to obtain for himself by his own efforts alone, or in any other way than by the mutual exchange of persona! services and resources. In this way, men have increased the returns from their labour and commerce, have raised the standard of their living, with better social, educational, and recreational facilities, and enjoy a greater personal security.

"The last edition of Tax Notes expressed concern about two proposed tax changes in Finance Minister Paul Martin's 1995 budget that could have detrimental effects on Canada's mining industry. This month, Tax Notes expands on these concerns. This article is based on a paper that the author presented at ClM '95 in HalifaxIntroductionOn a global basis, there are more investment opportunities in the mining industry today than at any other time in history. Countries in Central and South America, Eastern Europe, the CIS, Central Asia, and Asia are competing aggressively to attract investment to all sectors of their domestic mining industries. Today, the demand for investment dollars exceeds the amount of dollars that are available for investment in mining. It is not surprising, then, that the established mineral producing nations are witnessing a decline in spending on exploration and development on their home turf, and an increase in spending in developing countries. In the context of a developed country such as Canada, there are two manifestations of the problem of declining investment: (I) Foreign investors are allocating more of their capital budgets to new opportunities in developing countries; and (2) Canadian juniors and seniors are spending proportionately more abroad. This shift in global spending patterns is the source of some concern for the future of Canada's mining industry, particularly because it is widely believed that the current rate of discovery of ore reserves in this country is too low to replenish depleting reserves.""Government bashing"" has always been a popular pastime in Canada. Invariably, this pastime has focussed, at !east in part, on taxation. In view of the intense competition that Canada faces on the global mining scene, it is important that the role of taxation in the decision-making process be kept in perspective. Sherritt Gordon and Cominco, with financial assistance from the Canadian Government through PAIT, have developed a hydrometallurgical process for refining copper from sulphide concentrates. The main objective of the project was to develop a process applicable to a wide range of concentrates with respect to copper content, other metals content and impurities, within the economic parameters set by present smelting and refining practice. Other important objectives were to recover sulphur in its elemental form and not as sulphur dioxide to assure improved hygienic conditions and a negligible impact on the environment. For the most abundant and relatively refractory chalcopyrite concentrates, the first step of the process is thermal activation with hydrogen to decompose chalcopyrite and pyrite, commonly associated with it, into more reactive sulphides more amenable to leaching. The iron is then selectively extracted by sulphuric acid leaching and subsequently rejected as jarosite. High-bornite concentrates do not require thermal activation and acid leaching; they are subjected to another hydrometallurgical iron removal step. The high-grade copper sulphide resulting from iron removal, and containing all of the initial precious metals, is then leached under oxygen pressure to produce elemental sulphur and copper sulphate solution . After suitable solution purification, the copper is recovered by high-current-density electrowinning as wire-grade product. Precious metals remain in the leach residue and are recovered after separation of the gangue materials and elemental sulphur. The laboratory and pre-piloting test work had indicated copper and precious metals recoveries comparable to those achieved in current practice. The process was shown to be suitable for handling relatively low-grade concentrates and, in addition, it was capable of high recoveries of associated zinc, molybdenum, nickel and cobalt in saleable form.

Slag dumping and water granulation are the most commonly used slag treatment methods in the metallurgical industries. In both processes, water is present (by desire for cooling and dispersion or as a result of rain accumulation) and thus equipment and operations are designed to minimize and mitigate the risk of steam explosions resulting from the inappropriate contact of slag with water. Slag handling practices have, therefore, never been inherently safe; even good design, operation, and maintenance are not sufficient to prevent explosions or other related injuries from occurring. For slag handling to become inherently safe, our industry must eliminate the potential contact of water with molten slag. This is today feasible with the advent of dry granulation technologies, a review of which is presented, and it thus falls to us, in the metallurgical sector, to lead the way in their final stages of development and adoption. Furthermore, while slag dumping and water granulation offer some metallurgists the means of valorizing their slag as a by-product, for most, this is not the case. The energy in slag is lost through dumping and water granulation processes, and where slag is sold as a by-product, it is for its chemical content only. Here, dry granulation processes also offer advantages including the production of by-products which hold value in both their chemical content and physical properties and heat recovery. Dry granulation, therefore, augments the methods by which slag may be valorized over traditional processing methods.

The curve of coal production in Nova Scotia over the past forty years shows a definite maximum reached in 1913. Continued production to this maximum will require a greater tonnage per man-day, and this means there cannot be any increase in total man power used in the operations. There are still large reserves of coal but much of it will require washing or beneficiating to make a usable product. By-product recovery based on the present product ion is relatively satisfactory. Further development of secondary industries requires adequate markets for the bulk materials produced by the processing. It also requires access to other raw materials as well as markets for the principal product of the operations. Scientific investigation and research are needed to prove the quantity and value of lower grade or poorer quality coals, and methods for their recovery and utilization. Economics of further processing of present and future production must be investigated beforehand, if a successful development is to be assured. Such development cannot be expected largely to replace present markets. Production of coal for genera l use must continue to form the major function of the coal industry of the Province. Costs per ton must decrease, or subsidies or other assistance must increase, if the industry is to survive. Costs of investigation and research and costs of capital outlay for further development muse be met.

When we grow up in an urban environment and choose to become a part of a way of life, it is sometimes difficult to appreciate the cost of this decision in terms of pollution. Explained in this article is our dependence on technology and the amount of pollution that technology produces. Inventories of air pollution on both a personal and a national basis are given so that the reader may judge the magnitude of the problem. In doing so, it is hoped that the reader will understand the need for a responsible attitude toward pollution by everyone and how he can make a personal contribution.

While the concepts of Aboriginal title share a similar jurisprudence in both Australia and Canada resource development regimes on Aboriginal title lands differ significantly. In Australia, the process is the right to negotiate with mining proponents. In Canada, the process is the duty to consult with government regarding mining projects. This paper compares and assesses the processes for ?consultation and negotiation? with Indigenous peoples when development actions (particularly in the context of mining resource development) impact Indigenous property rights and how agreement making can be progressed. This paper will question whether the resource development processes afford Indigenous people?s property rights full respect when mining developments on Indigenous lands are proposed.

Mr. Geo. W. Bain: Dr. H. C. Cooke's discussion of 'The Geology and Mineral Deposits of the Harricanaw and Bell River Basins' possesses many of the elements of a good political address; perhaps his long residence in Ottawa has some bearing upon his method of discussing geological work. The three essential parts of the address are all included. First, the plank - "Contributed discussion on the Geology and Mineral Deposits of the Harricanaw and Bell River Basins"; second, the personal attack upon the opponent, to show antipathy to the opponent as well as to his ideas; and third, controversion of a number of statements, which have been made to appear as planks of the opponents platform, even statements and work which are in no way connected with one under discussion. In the following pages, I will confine my attention to a defense of my work in the Harricanaw and Bell River basins, leaving discussion of the other areas mentioned by Dr. Cooke until results of the re-surveys are published. It is intimated that it was impossible to make a geological examination of an area of 1,600 sq. miles on a scale of four miles to the inch (base map supplied) in three and a half months, because "the area is accessible only from the railway along the northern edge together with a few roads close to it, and from rather wide separated streams?. There is one way, known to most geologists, whereby a place can be reached other than by railway coach or motor boat, and that the oldest of all -- walking. Most of the region was reached in this fashion. The boundaries of all the 18 townships included in the map are surveyed, nine are divided into lots, and the north-south and east-west centre lines of most of the others are surveyed and have mile-posts placed.

In the Yellowknife geologic province, 2,600-million-year-old granites are cut by three sets of diabase or gabbro dyke : (1) large dykes striking 70°E to E-W, (2) rare dykes striking N-S to 30°E and (3) an abundant swarm striking N 10°-300W. Preliminary potassium-argon dating has been carried out on whole-rock samples of the chilled margins and coarse centers of the dykes, and on mineral separates from the dykes and contact aureoles. Data from seventeen dated samples suggest that the dyke sets were intruded during three periods of basaltic magmatism -2,200, 1,500 and 1000 million years ago. The two earlier periods closely follow the time of emplacement of granites in the Yellowknife and Churchill geologic provinces. The latest diabase dykes occurring in the Yellowknife province are temporally related to a widespread basaltic magmatism, for which the term Keweenawan is not appropriate. It is a gift so large we must all wonder at its purpose and our responsibilities in serving our fellow man with it.We who are here to plan and implement the development of this essential mineral resource enjoy a great -privilege; and we share a great responsibility -to see that the billions of tons of potash which have waited beneath these prairies for millions of years are widely and wisely used to nourish the earth through future millenniums.To know the true value of potash, to be able to bring forth this re-source from over 3,000 feet deep in the earth, to establish markets and develop its potential worldwide is all part of our great heritage from generations past.
