The results of theoretical and technological investigations have been presented for the application of electrochemical technology in copper-nickel flotation processing schemes. The sorbed xanthate and dithiophosphate products on chalcopyrite and pyrrhotite have been studied in distinct polarisation conditions of mineral suspensions. Optimum electrochemical pulp treatment parameters have been worked out for copper, nickel, pyrrhotite and other flotation cycles. The method has been examined in pilot plant conditions over a long period of time, technological efficiency has been evaluated corresponding to the industrial flotation process at the Norilsk plant.

There are numerous detrital diamond deposits worldwide with uncertain or disputed links to known primary kimberlite/lamproite sources. In this study, we utilise 40Ar/39Ar dating of clinopyroxene inclusions in diamonds as a provenance tool applied to the mega-placer deposits along the West Coast of southern Africa. These data demonstrate that most West Coast diamonds originated known Cretaceous kimberlites on the Kaapvaal craton with negligible input from proximal Permian glacial deposits. Away from past controversial presentations, a matter of fact, intuitive and simplified approach to the Theory of Sampling (TOS) sampling variance prediction formula is offered which gives an insight on the type of model required for the liberation factor, the practical limitations of such model and methodological principles for its calibration. This paper intends to see what happens in TOS when trying to go from the very simple towards the full level of real life complexity, and actually tries to answer the question: Is there such a thing as a æsimpleÆ TOS?

The Inquiry into the 1994 accident at Moura No. 2 Colliery included in it's findings that mine escape and rescue options for persons in underground coal mines were in need of review. The Inquiry recommended the establishment of industry working groups to report to the Queensland Chief Inspector of Coal Mines on matters including escape strategy and life support for escape from mines.One of these task groups examined issues relevant to self-escape from Australian underground coal mines and formulated recommendations and guidelines in response to the terms of reference and scope.

When it comes to sampling theory, a bad sampler is a bad sampler, no matter what, and a sampler is either bad or good. It also is of critical economic importance to tell and understand the difference, especially in a metallurgical plant. In this paper, the grand principles of Sampling Theory are first recalled, then the most popular types of sample cutters for plants are critically reviewed. It is concluded that the industry has a lot of progress to make in that direction, although improvements usually pay for themselves very quickly.

This paper explores the recent escalation in public opinion for business to demonstrate the social value it generates through its activities. The concept of social capital is analysed, including the linkages between social and environmental values. Also discussed are the challenges inherent in devising a method for evaluating social value, determining appropriate performance indicators and then evaluating acceptability of outcomes. The linkage between accountability and added social value in the minerals industry is analysed. This includes an illustration of the models of accountability that are now emerging and the adding of social value.

In recent years rehabilitation of mine sites has become a principal focus of mining legislation in Victoria. In previous eras, managed rehabilitation commenced, if at all, towards the end of mining operations. Planning for rehabilitation works now commences before an exploration licence is granted.The paper gives a brief overview of the requirements for rehabilitation under the Mineral Resources Development Act 1990, Extractive Industries Act 1966, and related environmental planning legislation including rehabilitation bonds and enforcement provisions.A brief review of the current taxation provisions is also included.

The project management and construction plans adopted by Davy McKee for the Cooper Basin Liquids Project resulted in a project notable for the Relatively short duration from initiation of the design through to liquids production. Two locations were involved, one at Moomba in the far northeast of South Australia some 800 km from Adelaide, and the other at Port Bonython some 40 km from Whyalla. Total expenditure by the owners at the two sites was in excess of $600 million. Matters covered include organisation, transport, construction, industrial relations, project services and commissioning.

The Bureau of Mines has developed and deployed three expert systems to give advice on mining health and safety. These are: dust control for continuous miners, dust control for longwall shearers, and methane control. All three systems query about the nature and extent of the problem. Typical questions asked deal with observed methane levels, ventilation type and quantity, cutting sequence, and what control technology is employed. Advice given does not focus on a single issue, but may suggest a variety of approaches consistent with the ability of the operator to implement the Suggestions.

A 3D graphics modelling system has been applied to longhole stope ring design at Z.C. Mines, Broken Hill, NSW. This has been in operation for a four month period (January, 1988). The purpose of this application was to provide computer assistance to mine planning engineers and blasthole design draftsmen for the longhole design process, particularly by: 1. reducing the- volume of tracing, drafting and geometric manipulation which is a significant feature of the manual design process, 2. providing additional design drawings to enhance the conception and implementation of stoping design.

The paper describes the reasons for developing, specifically in South Africa, dense medium processes to allow baths to operate at low (about 1,35) and high (about 2,0) cut points. Low density processing was developed to meet the demand for low ash coals; high density processing was developed to enable heavily contaminated raw coals, destined to be burned in captive power stations, to be de-shaled without loss of combustibles. The anticipated and actual technical difficulties of operating baths at such density extremes are described, and the results from operating plants outlined.

An experimental induration facility has been developed and used for conducting iso- thermal tests and plant simulation studies on the thermal induration of iron ore pellets. The influence of time, temperature, lime content, ore type, shale content and particle-size dis- tribution (e.g. Blaine Index) is being studied in a continuing programme. The present paper deals with experiments relating to the first three of these parameters and illustrates the use of an experimental design suitable for statistical analysis. The relations between isothermal data and the results of complete simulation rests are discussed.

Agitation leaching data has generally not been analysed to extract the maximum amount of information that is available. Analysis of heap leaching systems has been developing over the last five years to include the underlying rate determining process. This has been found to be diffusion control for all copper leaching; irrespective of whether they are oxide or sulfide minerals. Extension of the diffusion model has enabled better scale-up protocols to be developed. Acid consumption in copper heap leaching operations has been found to be a first-order chemical controlled system. The analysis of the data is relatively straightforward. However the interpretation and scale-up is not as direct as for agitation leaching. The differences in the residence time distributions (RTDs) are required to properly account for the scale-up between test columns and field. The leaching of oxide copper in agitated systems has also been found to be diffusion controlled. However, there are significant differences in the control mechanisms. Initially the leaching control is the supply of acid to the mineral surface. This is limited by the diffusion through the surface boundary layer and is thus subject to the level of agitation. Higher agitation provides thinner boundary layers and faster diffusion rates. Similarly, higher grade material creates a thicker concentration boundary layer and relatively slower leaching. Acid consumption in agitated leach systems is also a first-order system. However, the interpretation of the RTD is easier from batch testing to continuous multiple CSTR series plant operations. Altering the method of acid delivery can significantly reduce acid consumption rates. Predilution of the acid minimises the local acid concentration near the addition point and can reduce the consumption by up to 50 per cent. Modelling of the combined leach rate(s) and acid consumption rates in agitated systems allows comparison of various leaching strategies and selection of the most appropriate. Similarly, the model allows the identification of economic limits to leach recovery; where the cost of acid consumption is greater than the value of the copper recovered. From this analysis selection of residence times for agitation leaching can be determined. The modelling tools are useful in identifying optimum conditions for the leaching process.

In the 1890s, The Goldfields Water Supply Department in Western Australia commissioned the diamond drilling of two deep artesian exploratory water bores near Coolgardie (Blatchford, 1899). At the time, in spite of strongly-worded advice to the contrary from the Government geologists, there was a wide popular belief that you could obtain artesian groundwater virtually anywhere providing you drilled deep enough. The first Coolgardie hole was drilled to over 900 m, despite the fact that the bore penetrated granite from a depth of 5 m below the surface. Drilling proceeded for more than 16 months, between July 1896 and November 1897. A small quantity of salt water was struck at a depth of 36 m. The second bore was mercifully terminated at a depth of 50 m, also in granite, with again only a small inflow of salt water. Such were the desperate lengths that were pursued to obtain a reliable water supply for the influx of people in the Eastern Goldfields gold rush. The WA Goldfields continued to rely on huge condensers for water supply until that great engineering feat, the construction of a water pipeline from Mundaring Weir to Coolgardie, was completed in 1903. An enormous network of rail tracks penetrated outwards from Kalgoorlie and Coolgardie for the collection of timber, principally to feed the condensers. Remnants of the rail network are still visible today. The acute shortage of fresh water led to great deprivation, disease and death among the early miners. Today, the water problems faced by the mining industry are thankfully not as severe, but they are nevertheless no less challenging. The southern part of the WA Goldfields is a notoriously difficult area for finding potable quality groundwater. Even as recently as the 1990s, there were occasional serious efforts to find potable groundwater in that area, some very imaginative and innovative. One mining company, working south of Southern Cross, spent many months experimenting with recovery of potable quality water from a shallow freshwater lens overlying hypersaline water in a low permeability weathered granite aquifer. They used very low capacity pumps manufactured from car windscreen washer pumps powered by solar panels.

A numerical groundwater model was used to predict the nature of interactions between heavy mineral sands mining operations and the groundwater regime at North Stradbroke Island, Southeast Queensland. North Stradbroke Island is formed mainly of massive vegetated Cainozoic aged dune sands. Since the 1950s, a number of operations have mined rutile, zircon and ilmenite on North Stradbroke Island. In such mining operations, a dredge and an associated processing plant are floated in a pond either above or below the prime groundwater table The numerical model was based on the North Stradbroke Island Groundwater Management Model, developed in 2001 by the Department of Natural Resources and Mines (NR&M). This model was constructed using the modular, cell-centred, finite-difference groundwater flow model, MODFLOW, developed by the United States Geological Survey (USGS). The NR&M model was refined to improve model resolution and detail for simulating dredge mine paths. Of particular interest were: water table fluctuations induced by mining for the identification of slope stability risk; the optimisation of sand spear arrays supplying mine make-up water requirements; inflow and outflow rates to the dredge pond for overall mine water balance; and interactions with Eighteen Mile Swamp and water supply bores controlled by the Redland Shire Council (RSC). Depending on the water level in the dredge pond compared with the surrounding groundwater table, water either flows out of the dredge pond into the groundwater regime or from the groundwater system into the dredge pond. The MODFLOW river package (RIV) was utilised for the modelling study. Dredge pond movement was simulated using specialised software developed by Watermark Numerical Computing (WNC) to interpolate pond positions and map the dredge path to the model grid both spatially and temporally. As tailings placement affects the groundwater system through increased recharge, the MODFLOW recharge package (RCH) was utilised to simulate different recharge efficiencies. Long-term model predictions were made for the period from July 2002 to May 2021. Results of the modelling showed that exchanges of flow between mining operations and the groundwater regime could be effectively managed. The study provided valuable information which was used to develop an appropriate mine water management plan.

To those who have been engaged in the construction of mining and metallurgical plants during the war and post-war periods, it is quite unnecessary to point out the large increases and violent fluctuations in prices of basic commodities and the steady and persistent rise in labour costs. It may, however, be of interest to present these facts in graphic form, and survey the relative heights of the various maxima and the lead and lag of individual waves. Since Descartes demonstrated for us moderns the analogy between geometric form and algebraic statements, the two-dimensional graph has found widespread application. Mathematicians have developed for our information, if not for our confusion, the triangular diagram and the solid three-dimensional figures, which have proved so useful, at least in the hands of the metallurgists at Port Pirie. The model (Plate 1.) which is exhibited here does not pretend however, to indicate the connection between any three inter-related variables, and it is not proposed to burden members with any abstruse mathematical expression for the irregular surface of the blocks. While time is an ordinate common to all sections of the model, each illustrates separately the variation in cost of some particular quantity between the years 1914 and 1922. It is an easy matter to record such individual variations, but it would be an impossible task to state any equation describing accurately the dependence ot the prices, say, of hardwood or of galvanized iron upon that of labour at any particular point of time. The cost of living curve, which has attained such prominence, if not notoriety, in the last few years, is the result of an attempt to show the mass-effect of the components. It is the difficulty found in "assigning the correct weight to the separate items which makes the aggregate curve somewhat misleading at times.Turning to the model, it will be noticed that each section consists of half a dozen pegs.. The first in each row,that coloured red, represents the cost of some particular quantity, such as bricks, timber or coal, at Broken Hill in 1914. Optimising the blast is a major issue in the blasting business. It generally means acting on the blasting pattern (drilling, charging, detonating) in order to get a given æresultÆ. This result may either be related to economic reasons, such as the fragmentation influencing productivity, or technical reasons, for example vibrations and projections. Within the frame of the EEC funded Brite-Euram project entitled æBlast-ControlÆ, involving academic research and applied expertise, a general methodology was developed to approach such a problem and currently applied to the industrial partners of the project and final end-users of the generated results. These partners are the limestone ALZO quarry of the CALCINOR group in the north of Spain and the dolomite DMD (Dolomies-de-Marche-les-Dames) quarry of the LHOIST group in the east of Belgium. A first part of the project, over 18 months, was dedicated to establishing a clear relationship between productivity of operations from drilling to primary crushing and the fragmentation resulting from the blast. Extensive monitoring of blasting, production performance and fragmentation data was carried out and automatically collected into a database on both quarries. As expected, it appeared that excessive amounts of fines or boulders were substantially reducing productivity and thus profitability of the operation. Furthermore, an æoptimalÆ fragmentation was assessed for the quarries to run at the best (high throughput, low cost). The second and last part, for the remaining 18 months, was then dedicated to adapting the blasting practice in order to orientate the fragmentation towards a æbetterÆ one. A very common problem normally addressed by any consultant. Nevertheless, the target was not limited to solving the problem for these two quarries, but also to develop a generic method to address this blasting adaptation process and to implement it into a computerised tool. At this stage, it is then obvious that portability of the method and the system are major qualities to be looked for. This paper is aimed to present how this method was developed, how the system was implemented and how it was finally used.

The Youga gold mine in Burkina Faso, West Africa, is scheduled to produce first gold in the third quarter of calendar 2007. The project is expected to produce 540 000 oz of gold over 6.5 years, from a conventional open pit carbon in leach mine. The direct capital cost of the project is US$47 M. Etruscan Resources Inc, a Canadian based gold exploration and development company, holds 90 per cent of the project company Burkina Mining Company SA (BMC). The state of Burkina Faso is free-carried for the remaining ten per cent of BMC. RMB Resources Limited, of Melbourne Australia, has arranged a US$35 M project finance facility for BMC (the Borrower) as the majority of funding for the Youga project development. The loan facility was provided by RMB Australia Holdings and Macquarie Bank Ltd (the Lenders) each as to 50 per cent in the lending syndicate. The Lenders also provided a gold hedging facility to guarantee a minimum price for the projectÆs gold production. Burkina Faso is a francophone country, part of the Economic and Monetary Union of West Africa (UEMOA). The project financing is the first such facility to be arranged for a mining project in Burkina Faso, with little or no precedent available in other UEMOA countries. Therefore, while the Youga gold project is forecast to be a robust project applying conventional mining and processing methods, a number of legal, technical, commercial and social issues required identification, evaluation and resolution before the loan could be established. This paper describes that evaluation process and the resolution of these issues. In-house experience and expertise in both the LendersÆ and BorrowerÆs teams has facilitated a greater understanding and æownershipÆ of the issues and hence provided comfort with risks which might not normally be taken in conventional project developments and project financings. As a result, blanket external reviews were not required by the Lenders. A long-standing relationship between Etruscan and RMB Resources also facilitated solutions to a number of issues. Nevertheless, a degree of flexibility by the Lenders, the Borrower and Etruscan was required to successfully close the financing.

Rock cutting excavation technologies and particularly continuous excavation technologies, can offer benefits in the areas of reduced costs, higher revenue and increased safety in a variety of mining situations. Non-explosive rock excavation technologies for example, can deliver significant benefits in the areas of dilution and improved ground support (no overbreak). This paper is an attempt to focus on the development and future of alternative rock breaking technologies and to provide some insights as to why and how we should proceed in this direction. The market size for underground hard rock excavation technologies is examined. A short review of the evolution of various rock excavation technologies in terms of cost and production rate is given and a summary of the state-of-the-art technology is presented. Mechanical excavation technologies (TBM) have very high production rates compared to D&B and the gap is widening, however, they have not been successfully applied to mining applications. Operating costs for mechanical and D&B systems have been dropping over time, however, D&B costs are the lowest. Given the current state of knowledge it appears that with regard to hard rock underground metalliferous mining that R&D efforts should be focussed in the following areas - disc cutter tool development (materials and design; operation; presentation to the rock surface), hybrid cutting systems (consisting of water jets and disc cutters) and development of pressurised hole breakage technologies. It is also possible that two techniques known as the pulsed laser and pulsed water jets may have some potential. The generally agreed specifications for a widely applicable underground hard rock excavating machine are - disc cutter based, a minimum production rate of 100 t/h, be flexible, manoeuvrable and deployable, weight of less than 100 tonnes and be economically competitive with D&B in rocks over 150 MPa UCS. Such a machine would seriously challenge the position of conventional D&B in a wide range applications and provide some of the benefits of mechanisation and automation that the mining industry is pushing so hard for. However, technology developments in the D&B area are not static and hence the target is moving and is increasingly difficult to overtake.
