In recent years, the value to Australia of the introduction of a system of resource rent taxation on the mining industry has been frequently debated. The forms that this rate of return based tax could take, and the impli- cations on government revenue and mining com- pany profitability have been discussed at some length. Further, the selective application of this taxation scheme to certain mining industry sectors has received considerable attention. This study takes the form of a survey of the taxation history of one significant Australian mining venture, the Mount Lyell Mining and Railway Company. The conditions faced by this company during its history are used as a base for the imposition of rent taxation schemes. Comparisons are drawn between the historical taxation liability of the company and that which would have been incurred if a resource rent form of taxation had been in existence. From the results of the study, it can be concluded that while the company can be con- sidered to have been a successful enterprise during most of its history, it has not achieved a level of profitability which would warrant the collection of any form of excess profits Tax.

Basic Oxygen Steelmaking (B.O.S.) commenced in Australia in December, 1962. Two 200-ton furnaces were installed initially at Newcastle with a 50-ton furnace coupled to a continuous casting machine added in 1967. In 1965, two 100-ton furnaces were installed at Whyalla plant and two 225-ton furnaces are nearing com- pletion at Port Kembla to commence oper- ations in 1972. Plant layouts in each centre differ due to changing circumstance and increasing knowledge of the B.O.S. process since 1962. Raw materials are a most important factor for good operation of the process. Most materials come from within Australia but some are imported. General operating practices are similar in each plant, although treatment of fume at Port Kembla will be by the OG (Oxygen Converter Gas Recovery) Process as against electrostatic precipitators in Newcastle and Whyalla. Special alloy steels as well as plain carbon steels can be made by the B.O.S. process. Production potential of the process in Australia has yet to be fully utilised with 45 per cent of steel production coming from B.O.S. In 1971.

One of the fundamental parameters of the race- way is its extent (a{ o), which has a significant effect on the distribution of gas and material flows in the lower region of the furnace. pp The known relationships for determination of aC o in most cases link the length of the raceway with the parameters of the blast, while the para- meters of the coke layer, in which the raceway is formed, are either ignored or else expressed in terms which are difficult to determine experimen- tally. Furthermore, the coke combustion propert- ies are not always taken into account in current blast furnace operating practice with combined blast. A complex dimensionless parameter, which re- flects the properties of the interacting media, is the ratio of the kinetic energy of the hot, com- bined gas stream to the potential energy of the coke flow, burning at the tuyere in a gas of known composition. The Waterview Connection will provide a high-quality strategic alternative to State Highway One and complete Auckland’s Western Ring Route connecting State Highways 20 and 16. The project includes twin three-lane motorway tunnels 2.4 km long and 13.1 m internal diameter (ID). The tunnel construction started in November 2013 using the tenth largest earth pressure balance (EPB) tunnel boring machine (TBM) in the world. The tunnels will pass beneath urban and greenfield areas as well as a major local arterial road. The project is being delivered by an alliance of constructors, designers and the New Zealand Transport Agency. This paper describes some of the key innovative and cost saving design solutions that have been achieved through collaboration in the alliance environment with the construction team, owner’s verifier, the segmental lining precast suballiance and the M&E suballiance for the underground works. The key design elements of the tunnel comprise a three-lane roadway, invert culvert and backfill, precast segmental lining, sixteen mined cross passages including a low point sump cross passage and steel segments for opening to the cross passages. This paper reviews interdisciplinary design integration and the economies achieved in the permanent works tunnel lining design, including reduction in lining thickness and optimising reinforcement, cross passage separation of 150 m, efficient design of the invert culvert and backfill design, main drainage pipe and low point sump. "Recent underground coal mine incidents have again raised the issue of: under what circumstanceis it safe for personnel to re-enter the mine? Mine rescue guidelines make recommendations aboutthe limits in terms of the circumstances, lives at risk, no lives at risk and training exercises. Theseare based upon percentages of the upper and lower explosive limits. Many factors infl uencesett ing limits for safe re-entry. These include: the representativeness of the sampling location(s),the rapidity of gett ing an underground sample analysed and the rate of change of the atmospherebeing monitored. Value judgements based upon these parameters will then infl uence the sett ing ofa trigger point based upon per cent explosibility. This raises the question of how the percentage ofthe lower or upper explosive limit is established. It is easy to defi ne this when the sampling pointdata sit on the fresh air limit line. However - what value is used when the sample sits somewherein the body of an explosibility diagram? This paper explores the various options and illustratesvarious pitfalls and problems that are faced in making such a determination. These include howthe data are represented and the assumed knowledge of those doing the interpretation."

Resource estimates are the corner stone of technical and investment decision-making. Prior to mining, resource estimation uncertainty has the greatest potential to lead to poor investment decisions, despite a significant component of resource estimation uncertainty being unknowable at this critical stage in the mining cycle. This presents a conundrum to the resource geologist in terms of risk evaluation and resource classification. Ahead of mining, there is normally considerable focus on drill hole spacing analysis to determine the ‘optimal’ drill hole spacing, taking grade and geological continuity into account; cost-benefit analyses balance improved resource definition against cost; the law of diminishing returns and the exponential cost increases acting together as spacing is reduced. Typically, a lower limit to the drill hole spacing is identified. After completing the resource drilling to an agreed spacing, resource estimation is then undertaken. At this point it is common to attempt to bracket the resource estimation uncertainty. In many cases conditional simulation is used, based on a modelled, but largely assumed, variogram model. It is also assumed that the histogram of the available drill hole sample data is representative of the in-ground mineralisation. The purpose of this paper is not to diminish the importance of drill hole spacing and simulation studies, but rather to illuminate an important aspect of estimation uncertainty that, although previously recognised, is typically overlooked – the question of how representative the available data set is in characterising the true (but unknown) distribution of mineralisation. To do this, we lift the lid on one of OceanaGold’s former operations, the mined-out Globe Progress Mine, by resurrecting a high quality, close-spaced, reverse circulation (RC) grade control data set. The Globe Progress Mine is within the West Coast Region of New Zealand, it was closed and transitioned to rehabilitation in 2016 and is now known as the Reefton Restoration Project. The exhaustive Globe Progress grade control data was used to repeatedly ‘redrill’ the deposit by extracting 35 m × 35 m spaced subsets from the original 5 m × 5 m spaced grade control data. Utilising closely spaced grade control data removed the need for assumptions regarding short range continuity, which are necessary with forward-looking analyses that are based upon broader spaced resource drilling. The extraction process used a nearest neighbourhood algorithm, repeatedly moving the origin in 5 mE, or 5 mN increments. Individual resource estimates were then completed for each of the extracted drill hole data sets (49 in total) as well as a grade control estimate based upon the exhaustive data set. Whilst the data unpinning each of the 49 estimates changed, the geological assumptions, variography, and modelling parameters remained constant. This approach was taken to isolate the impact of changing the input data. The 49 estimates were then compared against each other and the grade control estimate. The mean of all 49 sensitivity estimates was close to that of the grade control estimate in terms of contained gold, tonnes and grade. Whilst it is acknowledged that the grade control estimate itself is subject to some degree of estimation uncertainty, the close match between the average of the 49 estimates and the grade control estimate suggests that the resource estimation methodology is reasonable and appropriate. Whilst this comparison is important, the focus of this study is on the component of estimation uncertainty related to the underlying data, and this is reflected in the spread across the estimates. The spread across the 49 global estimates (highest to lowest) for this particular Mineral Resource Estimation Conference 2023 | Perth, Australia | 24–25 May 2023 142 case study was found to be significant (approximately 20 per cent in grade and metal) and that is attributable solely to the underlying data. This exercise quantifies a component of the estimation uncertainty that is inherent to all drill hole data and is distinct from the uncertainties associated with modelling methodology choices, sample and subsample quality and drill hole spacing-related interpolation uncertainty. Importantly, this uncertainty is unknowable prior to mining; we can only directly compare the resource drill hole data against grade control data after mining has taken place. For the case study, approximately 65 per cent of the estimates fell within 5 per cent of the grade control estimate for contained-gold, suggesting that for many projects the histogram of drill hole data is unlikely to differ noticeably from that of the in-ground resource. However, about 15 per cent of the estimates in this study differed by more than 7.5 per cent, suggesting that a not-insignificant proportion of estimates will be materially compromised. Whether or not the available drill hole data is representative comes down to the ‘luck of the draw’ and cannot be known at the time of resource estimation. Given the challenge of attempting to evaluate forward-looking estimation uncertainty, a component of which that can only be quantified retrospectively, what should we do as resource geologists? What are the implications for risk evaluation, resource classification and reconciliation? Furthermore, without rigorous post-mining data checks, resource geologists may conflate suboptimal modelling with the shortcomings of the underlying data. An example of this problem is discussed in the following section.

A real-time load-haul-dump (LHD) dispatch optimisation tool has been deployed at Panel Cave 1 and Panel Cave 2 at Newcrest’s Cadia Valley Operations. The tool, known as ORB, is the first known successful implementation of an optimisation-based, autonomous, real-time dispatch tool, custombuilt for underground mining operations. ORB can co-ordinate the optimal dispatch of LHD’s in a block cave to achieve a range of objectives while adhering to draw compliance and geotechnical constraints. It is an example of highly automated short-term interval control. This paper starts by outlining the pre-existing business planning process, detailing the simple logic that produced the daily draw order. Next, the motivations for a real-time dispatch tool are presented, drawing comparison to the limitations in existing planning processes and how these can be overcome through an optimisation-based, autonomous, real-time dispatch tool. Subsequently, the paper details the Ratio Bogging Draw Strategy, through which tonnes targets are expressed continuously on draw bells or draw points as a ratio of total cumulative cave draw. This signifies artificial planning boundaries are removed and that draw targets are linked within a cave; such that tonnes are unlocked by bogging other parts of the cave, instead of as a function of time. This creates incentive within the target mechanism for fixing and bogging struggling draw areas whilst allowing uncapped progress if all draw targets are progressing within compliance. Furthermore, the optimisation tool developed is outlined, including the data it uses and the objectives it optimises. Finally, detail on the improvements to operations the implementation of this tool has brought, and the business process change it has facilitated are presented using Newcrest’s Cadia Valley Operations as a case study.

The consideration of complex supply chains often highlights multiple system bottlenecks that are localised and dynamic – they shift depending on what variability last influenced the system. Using the understanding of a dynamic system model, synergies between items that tackle localised bottlenecks can be understood to generate a suite of solutions. These can be simple solutions, such as a couple of new conveyors placed in series, or more complex ones, including buffer dynamics (capacity, location, behaviour, etc).Each solution in the suite will have an associated uplift in system performance and an associated cost of implementation. Dynamic simulations can address each situation in turn and estimate the projected improvement it would offer. However, these solutions will have different benefits when implemented together, and each solution will give different uplift depending on what other solutions have already been assumed. If the number of solutions is numerous, traditional dynamic simulation analysis becomes the bottleneck, limiting options analysis to the processing power available.This paper will illustrate the use of a new technique applied as part of a capital growth optimisation project with a major iron ore producer. Metamodelling is the creation of a model of a model; in this case study, the focus is on developing a response surface representing the suite of solutions. This can be achieved through a combination of dynamic modelling and an appropriate mathematical process called design of experiments. The result is an approximation surface of the outcomes of the dynamic model, encapsulating interactions between key elements of the value chain.This modelling approach provides a number of advantages compared to traditional dynamic modelling approaches, including but not limited to:early and rapid evaluation of a large range of potential solutionsaccommodation of multiple initial states of the value chainoptimisation of the overall suite of upgrades (down to route-level upgrades) based on business objectiveseasy re-evaluation of outcomes when key inputs such as costs change.CITATION:Kleinschmidt, T, Foo, J, Reynolds, B and Kennewell, K, 2015. The development of regional resource synergies in intensive areas with concentrations of minerals processing industries provides a significant avenue towards sustainable resource processing. Gladstone (Queensland) and Kwinana (Western Australia) are two of AustraliaÆs major heavy industrial areas. There are a number of successful regional synergies in both areas. In addition to the existing regional synergies in both areas, more potential synergy opportunities appear to exist which, upon implementation, could benefit industry, the environment and the community. To further enhance the development of such potential regional synergies, the Centre for Sustainable Resource Processing (http://www.csrp.com.au) commissioned research projects to facilitate the identification of potential synergies and assist with their implementation in both regions. This paper presents a selection of specific examples from both regions to illustrate the sustainability benefits from regional synergy developments. Although the composition of industries in the Gladstone and Kwinana regions is different both in terms of geography and industry diversity, similarities in synergy developments for both regions are apparent. Consequently, the examples discussed in this paper are organised around the key themes of water, energy and inorganic by-products. Comparison on a theme basis highlights success factors of successful synergies and demonstrates the range of benefits resulting from their implementation.

I lamata is within the Morobe Goldfield (7¦ 25' S, 146¦ 39' E) on the Wau (SB 55-14),1:250,000 scale map sheet (Fig 1). The deposit is 13 km SW of Wau, within the headwaters of the Upper Watut River, at an average elevation of 2000 m. The steep mountainous terrain is covered by dense tropical rainforest and access is by helicopter or by foot track. The deposit has been described previously by Wells and Young (1991) and 1)enwer. Leach and Mowat (1995). Data collected to late 1996 have been used to estimate an Inferred Resource of 9.2 Mt at 3.1 g/t gold using a cutoff of 0.5 g/t. This contains a high grade portion for which an Inferred Resource of 1.2 Mt at 9.7 grt gold has been estimated using a 5.0 g/t cutoff.

Every mine will close! Charting a profitable course through mine operations to acceptable mine completion requires that risk and opportunity management planning of the mine life begin as early as possible in the life cycle. Management targets and metrics are required to identify and navigate the course to successful mine completion based on economic, social and environmental criteria. This paper outlines the application of The Metrics NavigatorÖ principles to the life cycle of a mine site. In general, metrics are required to make key strategic ideas apparent, transforming those ideas into a manageable set of quantitative measures that guide communication and decision making. For example, the chemical industry has established metrics that focus on the life cycle impacts of its products and eco-efficiency of their processes. Other industry sectors have focused attention on workplace and community well-being outcomes. These management metrics are necessarily organisation-specific, aligned to stakeholdersÆ expectations and the strategic outcomes sought, as well as the cause-and-effect relationships underlying key issues. Recently, the Global Environmental Management Initiative (GEMI), a consortium of multi-national companies, developed The Metrics NavigatorÖ. The guidance document provides a structured process for assessing and developing metrics for key environmental, social, and economic issues based on business and stakeholder perspectives. It incorporates best practices learned from the chemical and other industry sectors and has since been applied to develop metrics that guide life cycle strategies. The paper examines how the life cycle of a mine site could benefit from experiences in other industry sectors where sustainability metrics have guided strategy. It considers the potential application of The Metrics NavigatorÖ process to the life cycle of a hypothetical Australian mine site using the processes that have been successful in other industry sectors.

Oroya Mining LimitedÆs Mt Gibson Gold Project, 280 km north east of Perth, is one of Western AustraliaÆs more recent discoveries of a major gold resource. Modern gold mining commenced in 1986, on a shallow laterite reserve of 6.62 million tonnes averaging 1.50 g/t gold. By the end of 1998, mining had progressed from an initial three shallow laterite pits to a series of 14 open pits with maximum depth of 100 m, on three separate trends with a combined strike length of over 10 km. The Project has yielded 868 400 ounces of gold from 16.5 million tonnes of ore at an average recovered grade of 1.64 g/t gold, from near surface laterite, supergene and primary sulfide ores. This includes a 160 m deep underground decline operation which mined 120 000 tonnes at an average grade of 9.1 g/t gold and a four million tonne Dump Leach on a synthetic base which yielded 68 900 ounces. The Project was placed on Care and Maintenance in 1999 pending drilling to refresh reserves. Hosted by strongly tectonised and altered Archaean volcanic rocks within and adjacent to a major regional shear, primary gold mineralisation occurs as structurally emplaced sulfide and quartz lodes. On the main Gibson Trend, multiple zones of mineralisation occur within a zone up to 600 m in overall width. The overall footprint of known mineralisation exceeds 20 km2 and the potentially mineralised domain exceeds 100 km2. The current estimate of a combined resource of 9.4 million tonnes averaging 2.47 g/t gold (749 500 ounces) is derived from a database of 10 500 drill holes, of which only four per cent test below 100 m vertical depth. Ore envelopes which remain open at depth and major gaps in the drilling pattern beyond the currently defined resources promise straightforward potential to define additional resources. Oroya Mining Limited and its joint venture partner Barrick Australia are targeting a major gold mining operation from this potentially world-class mineralised system. Oroya has the exclusive right to produce up to 500 000 ounces and is working toward the completion of a feasibility study into a resumption of mining using the existing 1986-built 1 Mtpa processing plant. The joint venture is in the early stages of testing the depth and lateral potential of the Mt Gibson mineralised system. Mining options currently under review include progressive open pit extension and amalgamation leading to one or more large open pits, and underground operations. It is too early in the development of the Project to offer definitive economic models of potential large-scale mining operations.

The granulation behavior of specularite fines which possess poor ballability was studied with limonite fines as a function of nuclei particles and adhering fines. The results show that the permeability of granules deteriorated as the ratio of specularite fines increased in the mixture, and the optimal granulation moisture content also decreased. The granulation kinetics results demonstrate that the adhering load of specularite fines increases rapidly within three minutes and then levels off. With increasing specularite fines ratio, the adhering speed is accelerated but the granulation duration needs to be longer to reach adhering balance. The microstructure of granule quasi-particles indicates that the fine limonite particles act as binders to bond together the specularite particles which are dispersed in the adhering layers. This can improve the adhering strength of the granules. "BHP Billiton (BHPB) West Australian Iron Ore (WAIO) conducts an extensive geometallurgy (geomet) program for its iron ore deposits in the Pilbara. The geomet program provides accurate information to infrastructure engineers, resource geologists, mine planning engineers and the technical marketing team on the performance characteristics of iron ores. Performance metrics include production planning, such as lump/fine splits, processing capability such as the level of ultra-fine iron ore and ironmaking blast furnace properties including tumble index (TI) and reduction disintegration index (RDI). Prior to the introduction of the current geomet program in WAIO, basic geometallurgical information was provided at the deposit level, such as deposit lump percentage and head grade chemistry. As the business value of geometallurgy was realised during the growth period of WAIO, the geomet process was reviewed and formalised into five steps: geomet drill planning laboratory measurement data management algorithm development block estimation.The geomet laboratory process produces simulated iron ore products from drill core, which are then subjected to physical geometallurgy test work. With the large amount of geometallurgy data collected, extensive databases are utilised to collate and organise the data to improve its usability within the business. Algorithms are created from the data to predict important geomet variables and a block estimation method is used to estimate geometallurgical properties into resource models. The predicted geometallurgy data is regularly reviewed at the different steps against plant and shipping data to allow refinement of the geometallurgy algorithms. It is also recognised that geomet data can be used to optimise the operations in existing processing hubs for improved production rate. Artisanal and small-scale gold mining (ASSM) offers lucrative employment opportunities to the locals of most developing countries. The major drawback of ASSM is its adverse impacts on the environment resulting from improper mining and processing techniques. Papua New Guinea (PNG) has very active ASSM activities. The artisanal and small-scale gold mining in PNG provide employment at local and national levels and the sector is an important source for inflow of foreign exchange into rural communities. However, small-scale mining activities are associated with sensitive health and environmental issues. The process of recovering gold by retorting and heating the amalgam over an open fire is a dangerous health practice. This paper discusses artisanal and small-scale gold mining operations in PNG and their impacts on the local environment.

Operators of mining machinery like haul trucks or excavators have very limited information about the exact distance to other equipment as well as to the natural boundaries like berms, walls and structures such as crushers. The industry is seeking solutions to provide safety and positioning. The authors have developed a solution approach which is being used in several installations. This solution consists of three parts: first robust and compact two-dimensional (2D) radar scanners that provide range and angular information of the environment especially under difficult conditions like dust, rain, snow and fog; second an intelligent data processing framework flexible enough to adopt to different machines and operation modes like speed, inclination, visibility, tire friction, GPS position, orientation and acceleration; and third a high quality and easy to use interface giving highly condensed data to the operator, not blinding the operator at night and being sunlight readable. The truth of present proximity detection sensors is that they not only have a high false alarm rate but furthermore cover only a fraction of the possible scenarios. This makes them unsuitable for stand-alone collision avoidance systems. On the other side, mine dispatch systems only deliver database and GPS information, but no information regarding the real environment. The indurad company and its Australian partner CTS (http://www.cts.com.au) addressed these aspects by developing smart productivity enhancement driver assistance tools like lane and crusher dumping assistance.An innovative driver assistance tool developed in cooperation with the coal shearer manufacturer Eickhoff and the RWTH Aachen University has been awarded with the annual research award of its customer RAG, being the largest German hard coal producer, as well as with the bauma Innovation Award in 2010.

"The hazards associated with dust explosions are well known, and coal dust explosions present a significant hazard in the underground coal mining industry worldwide. In earlier work, we presented computational fluid dynamics (CFD) simulations and test results for coal dust explosions within a 2.5 m diameter circular gallery, along with CFD simulations and test results for the suppression of these explosions with finely atomised water sprays. In this paper, we present refinements to the CFD modelling that yield a significantly improved calibration with the test results, and proceed to investigate by CFD the requirements for suppression of a coal dust explosion in a typical underground roadway. This paper will introduce some innovative strategies for simulator training that are intended to improve the level of safety and operational performance of heavy equipment operators. The key strategy is to design simulator training to deliver improved work performance outcomes. This strategy is underpinned by a process for engaging workers in knowledge discovery and transfer that has been developed as an outcome of an Australian Coal Association Research Program (ACARP) funded project conducted at open cut coal mines in Australia. The process is expected to deliver improvements in the safety and operational performance of heavy equipment operators by informing training content about how experienced operators manage unexpected situations around the site. Tapping into the tacit knowledge that experienced operators gather over time can provide site specific and timely information about situational cues used to manage the unexpected. This type of information complements basic skills training by helping the trainee understand the operational context in which the acquired skills will be applied. Inexperienced operators have traditionally gained experience through their own actions, observing the actions of others and by taking the advice of mentors who have æbeen there, done thatÆ and developed operational decision making skills for safe and productive work performance. Leadership and mentoring techniques that contribute to effective knowledge delivery will also be discussed.Other simulator training strategies include refresher training, change management, emergency response training and testing the usability of new equipment and technologies prior to their introduction on-site. A key challenge ahead for the resources sector is the development of knowledge elicitation techniques that suit the operational workforce. "Diesel particulate matter (DPM), in particular, has been likened in a somewhat inflammatory manner to be the ‘next asbestos’.From the business change perspective, there are three areas holding the industry back from fully engaging with the issue:There is no real feedback loop in any operational sense to assess the impact of investment or application of controls to manage diesel emissions.DPM are getting ever smaller and more numerous, but there is no practical way of measuring them to regulate them in the field. Mass, the current basis of regulation, is becoming less and less relevant.Diesel emissions management is generally wholly viewed as a cost, yet there are significant areas of benefit available from good management.This paper discusses a feedback approach to address these three areas to move the industry forward. The six main areas of benefit from providing a feedback loop by continuously monitoring diesel emissions have been identified: Condition-based maintenance. Emissions change instantaneously if engine condition changes. Operator performance. An operator can use a lot more fuel for little incremental work output through poor technique or discipline. Vehicle utilisation. Operating hours achieved and ratios of idling to under power affect the proportion of emissions produced with no economic value. Fuel efficiency. This allows visibility into other contributing configuration and environmental factors for the vehicle. Emission rates. This allows scope to directly address the required ratio of ventilation to diesel emissions. Total carbon emissions. Social licence to operate is not a new concept for the mining industry, referring to stakeholder approval or acceptance for the activities and impacts of a project, company or industry. It is intangible, dynamic and non-permanent, hence it needs to be earned and then maintained (Thomson and Boutilier, 2014). It has also been argued that social licence extends beyond building approval or acceptance, into engagement for long-term development (Owen and Kemp, 2012).There are many examples where stakeholder opposition – or withdrawal of social licence – have increased capital and operating costs, extended schedules and impacted reputation. At its extreme, the withdrawal of social licence to operate can also contribute to or be the catalyst for mine closure.The key benefit of obtaining a social licence is a reduction of risk. Stakeholder support and advocacy, as well as the implementation of social performance programs that contribute to social licence, can be beneficial in terms of schedule, costs and other benefits.While decisions to close a mine are generally driven by resource availability or economic conditions, the social, economic and environmental legacy remaining post-closure is of importance to many stakeholders. With a number of significant mines now approaching closure within Australia, we are seeing heightened community concern about the economic and social impact of mine closure and the success of land rehabilitation.
