THE Committee on Elimination of Waste in industry came into existence from a speech in Washington by Mr. ,Hoover, in November, in which, he said: It is primary to mention the three-phase waste in production: first, from intermittent employment; second, from unemployment that arises in shifting of industrial currents; and third; from strikes and lockouts. Beyond this elimination of waste there is another field of progress in the adoption of measures for positive improvement in production.

The "All-Institute" luncheon on Monday will be at the Commodore Hotel; the Annual Banquet and President's Reception, the Smoker, and the Informal Dance will be at the Waldorf Astoria Hotel. I. HISTORICAL. BARITE has been mined for many years in various parts of Virginia, probably the earliest mining-operations being in Prince William county, within 600 ft. of the Fauquier county line, about 4 miles south of east from Catlett, a station on the Southern Railway. It is claimed that the mineral was mined here as early as 1845. Mining-operations in Campbell and Pittsylvania counties in the Piedmont region, and near Marion in Smyth county, in the southwest Virginia Valley region, were begun about 30 years ago. The mining and milling of barite on a commercial scale in Tazewell and Russell counties are more recent, and commenced about 15 years ago. II. GEOGRAPHICAL AND GEOLOGICAL DISTRIBUTION. Barite occurs in many counties in the State, as shown in Fig. 1, but the industry has been confined to only a few of them. Its occurrence is noted in two of the three major divisions of the State-namely, the Piedmont region east of the Blue Ridge, and the Paleozoic area west of the Blue Ridge. In the Piedmont region the mineral has been mined in the following counties:, Bedford, Campbell, Louisa, Prince William, and Pittsylvania. In the region west of the Blue Ridge, composed of Paleozoic sediments, barite has been mined in Montgomery, Russell, Smyth, and Tazewell counties. Of the counties mentioned, Bedford, Campbell, and Pittsylvania of the Piedmont region, and Russell, Smyth, and Tazewell of the Valley region, have been the principal producers. In 1906, operations were confined to five counties-Bedford, Louisa, Pittsylvania, Russell, and Tazewell-but in the first two counties named there was no production, the work being solely development.

THIS paper is a preliminary statement, intended to present the more important results of the recent studies of the ore deposits of the Alleghany district in advance of the publication of the complete report, now in preparation. The Alleghany district (Fig. 1) has been a producer of gold since the early days of California gold mining. As in other California gold camps, placers yielded the bulk of the earlier production, but during the last 30 years lode deposits have been the only important source of output. The district differs from other California gold-quartz districts in that nearly all the production is from small shoots of high-grade ore. The mining camps of Alleghany and Forest are on the western flank of the Sierra Nevada range about 20 miles west of the crest. The gently sloping lava-covered plateau which controls the upland topography has been trenched by deep canyons of the westward flowing streams, which are cut to depths of as much as 2000 ft. below the crests of the ridges. The district is about 18 miles from Nevada City but the automobile road which connects the two places is 31 miles long. The senior writer first visited the district in 1913 and published a short description of the lode deposits.1 The increasing importance of the district made further study desirable. A detailed topographic map was therefore made by W. B. Upton, Jr., of the U. S. Geological Survey, in the spring of 1924, and the senior writer spent parts of the field seasons of 1924 and 1925 in the district. For the second field season the Geological Survey was fortunate in securing the services of R. W. Gannett, who had already done geologic work in the district for several of the mining companies. Owing to the death of Mr. Gannett in October, 1925, just before the close of his field work, the work of preparation of the entire report fell to Mr. Ferguson. He takes this opportunity of acknowledging how deeply he is indebted to Mr. Gannett for his excellent work in the field, and his realization of how greatly the completion of the report on the district has suffered from lack of Mr. Gannett's assistance in the office. In October, 1.928, after the completion of the first draft of the manuscript, Mr. Ferguson made a short visit to the district.

Much time has been devoted, by metallurgists, to the study of steel after solidification and remarkable strides have been made in the heat treatment of steel, but less knowledge is available of the thermophysical activity of the constituents of steel prior to solidification in the mold. It is known that certain elements added to steel produce marked changes in physical properties, also that other elements added to steel produce similar changes, but we have only meager knowledge as 'to. how these elements combine in steel under different conditions of solidification. It is not sufficient to know, from chemical analysis, that a certain element is present in steel. We should know how this element is in combination with the other elements and whether the combination is such as will give the greatest physical properties. Certain elements go into solid solution with the iron, while others segregate to the grain boundaries and combine with the impurities collected there. Until it is known where an alloy produces the most beneficial effect and a means is determined for controlling its physical location by altering solidification conditions, or otherwise, we will not obtain the maximum value from our alloys. When molten steel freezes, it forms a heterogeneous mass of various crystalline constituents; and as the transformation of steel from a liquid state to the solid crystallized state is a critical step, involving as great a transfer of heat as any other operation in the making of finished steel, a variation in the rate of this heat transfer will have much to do with the arrangement of the various constituents in the solid state. The object of this paper is to show some of the effects on steel caused by variations in the rate of cooling in the ingot mold, particularly as to ingotism, segregation, dendrites, and intergranular material.

UNDER the able leadership of Samuel H. Dolbear, the Committee on Nonmetallic Minerals furnished a program of sixteen papers comprising three sessions. An outstanding accomplishment in technology presented at the first session by Benjamin L. Miller and C. H. Breerwood is the application of flotation to the purification of limestone used in cement manufacture. In place of selective quarrying to provide high-grade raw material, the quarry-run stone is pulverized and treated in froth flotation cells for removal of free silica and mica. Some advantages are cheaper quarrying, more complete utilization of quarry rock, avoidance of purchasing high calcium stone, lower fuel cost and improvement in the finished cement. Paul M. Tyler presented the general subject of milling methods as applied to nonmetal lies. He pointed out the importance of some of the more recent refinements in ore dressing, and urged the need of a wider appreciation of their possibilities. "The chief aim in style ought to be absolute precision", said Flaubert. "There is only one noun that can express your idea, only one verb that can set that idea in motion, and only one adjective that is the proper epithet for that noun." Let this be your motto. The engineer tries to be exact in all his measurements; he should measure his language with similar exactness. The technical term is a word of precision. It is not only precise, it is a word-saver. To the unscientific the earth is "a ball slightly flattened at the poles, something like an orange". To the scientific it is "an oblate spheroid". A similar contrast between the precision of the technical term and the vagueness of common words is afforded by a conversation between Ivanhoe and Rebecca: "' What device does he bear on his shield?' asked Ivanhoe. 'Something resembling a bar of iron, and a padlock painted blue on a black shield.' 'A fetterlock and shacklebolt azure', said Ivanhoe "-using the technical terms of heraldry. It is good style in writing, however, to adapt your manner of expression to the intelligence and experience of the person or persons to whom the writing is addressed. The description of a mine should be worded differently according as it is intended to inform a mining engineer, a director, or a bishop. REMEMBER THE READER. It is as incorrect to write in a technical way for a non-technical reader as to write in a popular way for a technical or scientific reader. That style is best which enables the writer to place himself in the closest mental touch with his reader, to establish the maximum of sympathetic understanding. Let your precision be\ proportioned to your accuracy. You should not try to be precise in matters that do not admit of

THE town of Jerome is located in Yavapai County in north central Arizona. It has a population of over 6000 people and the two important mines of the district, the United Verde and the United Verde Extension, lie almost within its limits. Perched high on the southwest side of the Verde Valley, at elevations of 4800 and 5500 ft.. (1463 and 1676 m.), both mines have long tunnels from their lower levels through which ore is hauled to their respective smelters. The two smelter towns of Clarkdale and Verde, out in. the center of the valley and about 2000 ft. (609 m.) below, form part of the wide panorama that meets the eye at Jerome. This panorama and the topographic and surface features and the geologic formations are shown in a separate pamphlet. In the vicinity of Jerome, the great southern escarpment of the Arizona plateau forms the northeast side of the Verde valley. The general level of this escarpment, or "the rim" as it is called, is about 4000 ft. above the Verde River. A corresponding elevation is reached only by the, highest parts of the Black Hills, which bound the valley to the southwest. The two lava-capped mesas, known as Mingus and Woodschute Mountains, form the culmination of the Black Hills. That part of the old Black Hills mining district which lies between their crests -and the Verde River is now known as the Jerome or Verde copper district. However, if the smelters are not included, a strip about 7 mi. long and 3 mi. wide (11 by 5 km.) embraces practically all the properties belonging to the Jerome district. This strip lies parallel to and along the side of the Verde valley from about First View, 2 mi. northwest of Jerome, to the neighborhood of Allen Spring, near the south end of Mingus. Mountain. The rank of the district in copper production, as well as features of peculiar geologic interest in connection with the ore occurrences, entitle the district to much more consideration than it has received in the literature of copper mining. Arizona stands preeminent as a copper-producing state. In 1918, it produced four-tenths of the total amount produced in the United States, and nearly equaled the, combined production of its three chief competitors, Montana, Michigan, and Utah. The Library of the above-named Societies is open from 9 A.M. to 9 P.M. on all week-days, except holidays, from September 1 to June 30, and from 9 A.M. to 6 P.M.. during July and August. The Library contains about 55,000 volumes, including sets of technical periodicals and the publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library can render valuable service through correspondence; letters requesting information-will receive special attention. The Library is prepared to furnish references and copies of articles on mining and metallurgical subjects; to determine the existence of mining-maps, and to furnish general information as to the geology and mineral resources of all countries: All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape. The members of the Institute. can be of service to the Library by forwarding copies of mining-reports, maps privately issued, and similar material, which will he classified, indexed, and made available to other members. Suggestions for additions to the Library, either by purchase or personal solicitation as gifts, will be welcomed. It is hoped that members while in the city will use the Library freely, and assurance is given that most careful service will be rendered to them.

This chapter deals with the systems of laws by which governments regulate the exploration for and production of the minerals within their jurisdictions. It is a summary, restricted by necessary space limitations, of material assembled by the author for a publication of the United States Bureau of Mines, "Summary of Mining and Petroleum Laws of the World," (Information Circular 80 1 7, 196 1. ) The present study is organized in three parts, dealing with (1) the historical background of these legal systems, (2) laws of the United States, and (3) laws of other countries of the world. The reader's attention is invited to the acknowledgments at the end of the chapter, which inadequately express the appreciation due those who have assisted in the collection of this material. Part I. Historical Development of Major Western Systems of Land Tenancy with Respect to the Ownership and Control of Minerals The use of metals in primitive societies was largely confined to the manufacture of weapons for self-preservation. The ruler's control over copper, then bronze, then iron, was essential to maintenance of his own ascendancy at home and his group's position against neighbors who had access to similar metals. Ancient societies were thus characterized by the ruling group's ownership of minerals and metals. The Egyptian civilization, which emerged in the fourth millenium B.C. upon the agricultural subjugation of the lower valley of the Nile, was responsible for extensive development of the upper valley as a source of mineral wealth. The production of gold during the height of that civilization has been estimated at $30,000,000 per year, thus equaling the early placers of California and Australia. The mines of Egypt were the property of the Pharaohs and were controlled at their direction. Greek mining developed a different scheme of land tenancy which more closely resembled modem concepts. THE mineral industries in this country have now had about a year of national planning. Al. though the period is short, the volume of activity and legislation designed to make that planning effective has been nothing short of enormous. Those who have been privileged to see and study a few of the codes to regulate our mineral industry, such as those for oil, coal, steel, and copper, are driven to the conclusion that nothing was really known about the proper way to conduct those industries in this country prior to June, 1933; or if anything was known, nobody in actual practice made use of that knowledge. And yet those industries, in days gone by, helped to make this country the most prosperous in the world, and to maintain a standard of living even today higher than that of any other country. Without wishing to assume any first-hand knowledge of the Russian standard of living, I must confess that the evidence seems to indicate that even with dictatorial authority, national planning encounters unexpected difficulties. The purpose of this paper is to present certain data and observations resulting from a series of experiments dealing with the heat treatment and microstructure of commercial white cast iron and its derivative, malleable iron. In planning the experimental work, particular pains were taken to secure for the tests white cast iron of "normal" composition; i.e., within the composition limits commonly prescribed by manufacturers of malleable castings. A review of the literature leads us to believe that much data of a fragmentary character treating of the graphitization of white cast iron have been of little value, mainly because of the diversity in chemical composition of the materials employed in the tests. Moreovcr, when feasible, annealing periods at least comparable to those of current practice have been adopted. We wish to acknowledge our indebtedness to the members of the research department of the Eastern Malleable Iron Co. for the white cast iron used in the test's and, particularly, for their active cooperation during the experimental stage of the work. In this paper the following subjects will be discussed in the order indicated: Data on the thermal critical points of white cast iron and malleable iron. Changes produced in tensile properties and microstrue.-ture of white cast iron by annealing at different temperatures within the, range, 760 to 1100° C. Relation of thickness of wall section of hard iron to microstructure and tensile properties of malleable iron obtained under normal annealing conditions. Notes on mechanics of graphitization of normal white cast iron as observed in specimens quenched after various periods of anneal at approximately 800" C.

Coal production during 1963 amounted to 446 mil- lion tons, an anticipated increase of about 6% over the 1962 production of 422 million tons. Electric consumption was 207 million tons, a continuation of its upward trend with an increase of about 7%. The metallurgical market consumed 77 million tons: the industrial market, 96 million tons; and the retail market, 26 million tons. Exports were 46 million tons. Modernization continues in the coal industry as it approaches the mid-1960's. The industry has shown a keen desire to explore and pursue new developments, new concepts and new managerial methods and techniques that have become so vital and important for industrial well-being.
