That is the conception that industry must be constantly renovated by scientific research and invention; that labor welcomes those labor-saving devices; that labor gives its full and unrestricted effort to reduce costs by the use of these machines and methods; that the savings from these reduced costs shall be shared among labor, employer and the consumer.

Most publicity about the copper industry nowadays is focused on the adequacy of ore reserves and on excessive mining capacity. These concerns, stemming from public awareness of actual and potential shortages and oversupplies, relate to production rather than consumption. Perhaps the reason for this one-sided view is that copper is thought of as a commodity which is conspicuously traded in world markets, rather than as one of many industrial materials that serve today's rapidly changing technology. Copper differs from other widely traded commodities in that its real cost of production has progressively increased since World War 11. The reasons for the increase are identifiable by analyzing operations in one of the world's large producing centres, the copper province of Arizona. Another respect in which copper differs from some other commodities is that increases in demand occur less automatically in the case of copper than they tend to in commodities whose consumption is more directly related to population growth. The copper industry's current inability to generate and attract needed investment capital is attributable to these differences between copper and other commodities; it suggests that the concept of copper purely as a commodity is outdated. The key to the problem is better integration between the activities of copper producers and users. Depending on circumstances, integration takes various forms- for example, investment tied to long-term sales con- tracts between producers in developing countries and consumers overseas; common ownership of producing and manufacturing facilities in industrialized nations like the U.S.; and consumer-oriented research and marketing by the copper producers.

AFTER all the chronology that has been given, what is the present status of chromium steels? For the purpose of this discussion the different types of chromium steels can be divided into three classifications-those containing relatively low , percentages of chromium, say 5 per cent or less; the medium-chromium steels containing up to about 18 or 19 per cent chromium; and the steels containing still higher percentages of chromium, and some of the special alloys. Chromium has some unique effects in steel, so it is well to make a few generalizations. The affinity of chromium for carbon is great and the metal is unique in the manger in which it supplements and enhances the effects of carbon. Chromium retards -considerably the thermal transformations on cooling and exerts an opposing influence both on the absorption and precipitation of the carbides in steel. These statements make it easy to understand the fact that chromium .steels are capable of producing a hardened product at a much slower rate of cooling than is, true of plain carbon steel, and that chromium carbide or -the mixed carbides of iron and chromium do not contribute to brittleness to as great a degree as does iron carbide.

TWO intermediate phases enter into equilibrium with the primary solid solutions of titanium.' The TiMn2 phase was identified by Wallbaum2 as of the C14 type isomorphous with MgZn2. Contrary to Maykuth, et al.,¹ the phase occuring at about the 50-50 atomic proportion has been shown to derive from a peritectoid reaction.:' A 30 day anneal at 900°C of an alloy containing 52 wt pct Mn developed sufficient of the new phase to give a clear and predominant diffraction pattern. The powder pattern was taken in a 14 cm diameter powder camera using filtered Cu Ka radiation. In all, 75 lines were recognized and measured. Interplanar spacing and observed intensities for the first 26 of these are given in Table I.

NOW that the dust of World War II has settled and we and our allies are faced with extravagant losses of men, money, and materials, virtually the only hope that the United States and Britain have in the way of reparations lies in the capture of industrial, technical, and scientific secrets. Even during the war American and British scientists and technicians gained access to German factories, questioned German personnel, studied German documents, and endeavored generally to keep pace with new discoveries in science, industrial technology, and process development. Under various agencies this work continued for two years after the war. Altogether at least 600 American scientists and industrialists have gone to Germany and brought back reports and several times as many British, Canadian, and. Australian investigators have been similarly engaged under co-operative arrangements designed to assure the maximum of coverage with a minimum duplication of effort. As a result of these investigations and document studies, about 500 or 600 reports have been prepared on metallurgical and allied subjects. Those by American authors or joint teams have been listed in the annotated Bibliography of Scientific and Industrial Reports, issued by the Office of Technical Services in the U. S. Department of Commerce. Many of the British reports are also available in this country through the same office or through a British representative in New York. (New York Meeting, February, 1313.) I. INTRODUCTION. IN the metallurgical treatment of most metallic sulphides it is usually necessary to carry on a roasting-operation. In some cases the raw ore will have to be roasted.; in others the intermediary product, matte, produced in smelting the ore; again, both ore and matte may have to be subjected to oxidation at elevated temperatures. Most metallic sulphides, when given an oxidizing-roast, pass through the state of sulphate before they are converted into oxides. All metallic sulphates are completely decomposed by heat, with the exception of those of lead and bismuth, but the temperatures at which decompositions take place vary with the metals. Some metallic sulphates are converted directly into oxides, others first form basic salts. Alkali-earth sulphates show a behavior similar to that of metallic sulphates, while alkali sulphates do not part with their sulphur trioxide even at elevated roasting-temperatures. The older data on the decomposition of metallic sulphates by beat are only approximations. Thus Kerl 1 gives the order in which metallic sulphates are decomposed with increasing temperatures as (Ag2, Fe, Cu, Zn, Ni, CO, Mn, Pb) SO4. More recent statements give definite temperatures and modify the formerly accepted order of decomposition. But the temperatures given by various observers do not agree. The reasons for this are to be found mainly in the method and manner of carrying out experiments. Four methods have been used: 1. The Ducktown ore deposits have been known, explored, and mined for 120 years. Eight massive sulfide ore bodies occur in highly folded and metamorphosed graywacke, graywacke conglomerate, mica schist, chloritegarnet schist, and staurolite schist of Precambrian age. The ore deposits are tabular bodies that have been extensively folded, generally conform to the enclosing rocks, but show local complex differences. The ore deposits, ranging in size from 250,000 tons to over 20 million tons, are composed principally of the minerals pyrrhotite, pyrite, chalcopyrite, sphalerite, and magnetite. Gangue minerals are quartz, calcite, actinolite, tremolite, hornblende, garnet, and masses of schistose wall- rock. Three fault systems are present that have influenced ore control and ore body configuration. Hydrothermal effects are evident in wall-rock alteration. Evidence of retrograde metamorphism is extensive in the wall and ore associated rock. Preliminary isotopic age dates have indicated four possible metamorphic events during the Paleozoic Era. Ore genesis is considered to be hydrothermal replacement of receptive beds, predominantly highly calcareous zones, quartzitic zones, and brecciated shear zones. Ore deposition is thought to have occurred during the Devonian Period, with later mobilization and recrystallization of the ore and gangue during Middle and Late Paleozoic times.

THE grades of commercial steel produced in large quantities can be divided into two general types from the standpoint of ingot structure-killed and rimmed. Killed steel covers a wide variety with carbon contents throughout the range of the steel portion of the iron-carbon diagram, and is the kind usually used in the production of alloy steels. Rimmed steel is normally associated with carbon ranges under 0.30 per cent, and is not yet used to a large extent in alloy practice, except for copper-bearing steels. The fundamental differences in the ingots made from these two types of steel can be seen most easily in Figs. 1 to 7. In the rimmed ingot shown in Figs. 5 to 7 there are two lines of blowholes approximately parallel to the sides and coming together at the top and at the bottom of the ingot. In the killed ingots shown in Figs. 1 to 4 these blowholes are not present. Also, the rimmed ingot has no well defined pipe, as com-pared to the deep pipe on the killed ingots, and there are numerous pri-mary blowholes in the lower portion of the rimmed ingot perpendicular to the surface and close to it, while on the killed ingot there are no blowholes of this type in the ingot shown in Fig. 1 and very small ones close to the surface in the lower part of the ingot shown in Figs. 2 to 4. With respect to the presence of pipe and the primary blowholes, the structure may vary considerably in both rimmed and killed ingots, therefore these cannot be considered as fundamental structural characteristics differ-entiating the two types of steel. The primary blowholes in rimmed ingots may be much less pronounced than those in the ingot shown in Figs. 5 to 7-as, for example, in "ingot iron," which is entirely free from them. An example of a cross section of an ingot-iron ingot is shown on page 16 of "Research and Methods of Analysis of Iron and Steel," published by the American Rolling Mill Co. (1920). A certain amount of pipe may also occur in rimmed ingots, though it is normally porous and not as well defined or deep as in the killed ingot of Fig. 1. M Y DUTIES, as a member of the Department of Franco-American War Cooperation of the French High Commission were to study the copper and brass industries of America from the mining of the various non-ferrous metals to the semi-finished, or finished materials. In the pursuit of these studies, it was my privilege to visit a number of industries and organizations in different parts of the country. I first visited most of the Eastern copper refineries that were supplying the Allies with vast amounts of metal. These works are producing their material by the multiple or the series process, although the first method predominates. But, regardless of the process employed all the plants attain an exceptionally high standard of quality in their production. One of the points that particularly attracted attention was the manner in which improvements could be traced from the older worlds to the more recent ones. The impression was that, thanks to a spirit of broad-minded cooperation between the principals of the companies and frequent exchanges of views between members of the staffs, all persons interested benefitted by the experience thus gained, to the advantage of the community at large.

In this paper it will be my endeavor to trace the development of the marine engine and its appurtenances, and the general progress that has taken place in marine engineering generally during the past fifteen years, rather with the object of attributing much of it to the successful efforts of the makers of iron and steel, thereby rendering my thanks to them for the valuable service they have contributed to my profession, than to recount what has been achieved by the skill, ability and perseverance of my colleagues in shipbuilding and engineering. The engineer has been at all times dependent on the ironmaster, and on more than one occasion his progress has been barred by the inability of the latter to overcome some obstacle to success in his manufacture. But on the other hand, it is equally true that the ironmaster has often been ahead of the engineer, and has been prepared, long beforehand, to supply that which would make a success for the marine engineer if he would avail himself of it.

NUMEROUS references have been made recently to "Alaska's oil reserves," and in view of the wartime petroleum situation sober thinking demands a dispassionate and scientific study and investigation of these reserves or supposed reserves. The question naturally arises, "Is there actually oil in Alaska, or are the reserves there a supposition?" True, in 1923 President Harding established Naval Petroleum Reserve No. 4 in Alaska, certainly implying that oil was there. This reserve, embracing about 35,000 sq. mi., was set aside on the advice of the Bureau of Engineering of the Navy Department and was based upon the existence of known petroleum seepages at Cape Simpson on the Arctic coast. The Cape Simpson seepages have been known for more than fifty years, but in spite of persistent rumors of other seepages in northern Alaska no definite evidence of their existence has been available.

The idea of burning blast-furnace gases directly in gas-engines, instead of under steam-boilers, as had previously been done, was first put into practice barely ten years ago, almost simultaneously in Great Britain, Germany and Belgium. The pioneers of this movement made their first experiments with small engines. After these experiments had given satisfactory results, and it had been shown that the thermal value of the poor blast-furnace gases, in spite of defective scrubbing, could with safety be directly transformed into mechanical work in the gas-engine, there very soon arose a considerable demand for gas-engines of large power, similar to the large steam-engines employed in metallurgical works. In face of these sudden requirements, the gas-engine builders were placed in a difficult position; for up to that time the gas-motor was considered as suitable for small engines only, and it was generally believed that the limit of size had been attained with 100 to 150 effective h.p. in a single cylinder. Manufacturers of gas-motors, however, did not underrate the advantages offered by this new field for their manufactures, and it so happened that in Germany the Berlin-Anhaltische Masch-inenbau-Gesellschaft, of Dessau, was the first to undertake the construction of a 600-h.p. two-cycle gas-engine, with two cylinders of the Oechelhauser-Junkers type, for the Hoerder Mining & Smelting Company. The engine was started in 1898, and, with a few improvements and alterations, is still working satisfactorily. This engine worked with astonishingly high effciency, considering the period. N EARLY 1300 members and guests crowded the halls of the Engineering Societies Building during the winter meeting of the Institute just closed, and more than 600 attended the banquet. In variety of program, quality of papers, interest in discussion, and brilliance of social features, the meeting maintained the high reputation of the past. Nothing elaborate in the way of excursions was attempted, experience having proved that February weather in New York is much too uncertain to warrant extensive field trips. A sight-seeing journey up the Hudson to the Bear Mountain bridge was, however, made despite the snows of the week before and the week after. The annual business meeting, while attended by a minority of the members in the building, was marked by the display of keen interest in the work and called out several interesting discussions. The excellent reports of the committees that had organized their work and directed it along definite lines, emphasized the need of funds with which to support assistants or Fellows who shall correlate and put to the highest use the facilities of the Institute in research along technical lines. This thought was developed at the banquet by the retiring president, J. V. W. Reynders, and it is expected that the Directors will take early steps to collect a fund for this purpose. The number of the individual sessions was too great and the papers and discussions too numerous to permit mention here of all the features of inter- est. A general review only follows. The papers and detailed discussions will be printed and sent to members as promptly as possible.

WHEN I came out of Stanford University in 1922, the out-look for men trained in geology, petroleum engineering, and mining was indeed dismal; in fact, so much so that most of us looked upon our future in those fields as pretty hopeless. Neither our professors nor those men in industry with whom we came in contact gave us any enthusiastic encouragement as to the future of ourselves or the fields we had chosen for our labors. I believe that the attitude of pessimism which saturates everyone about graduation time is lament able and short-sighted, and may often start a young man on his way with an attitude of defeatism. Instead, he should be starting out knowing that he can expect hard work and keen competition, but that the fields of his labours are expanding at an accelerated rate, and that strong, energetic efforts will as always accomplish highly satisfactory results.
