The property of the Alaska Juneau Gold Mining Co., covering the Juneau gold belt for over a mile in length, consists of 136 claims and 24 mill sites; these are near Juneau, Alaska, in what is known as the Harris mining district. Gold was discovered in the district in 1880, by Richard T. Harris and Joseph Juneau, who had been prompted to explore the section by rumors they had heard among the Indians. Gold was first found on the beach at the mouth of Gold Creek and further search revealed the lode deposits in the Silver Bow basin, about two miles inland. The lode locations made immediately thereafter constitute the principal area of the Alaska Juneau group of claims. Gradually news of the strike spread and, during the late eighties, Silver Bow basin became a substantial producer of gold, both from placer work and from quartz milling. Numerous small mills of various types were erected to crush high-grade float and stringers gouged to shallow depths. Placer mining gradually ceased and the pioneer milling operations gave way to larger and better mills, which in time were the predecessors of the two large mills built by the Alaska Gastineau Co. and the Alaska Juneau Co. on the shores of Gastineau Channel. This evolution from arrastres to small mechanical mills, thence to the two large-capacity mills on Gastineau Channel, although a natural sequence of events, had a most important bearing on the development of the district. Knowledge of the character, extent, and value of the ore deposits gained by these early operations could not have been acquired otherwise. Spencer shows1 that the early mills were: Arrastres in 1881-82-83-84-85-86-88; a 5-stamp mill in 1882; a "newly devised grinding mill" in 1884; two Huntington mills in 1886; a 10-stamp mill in 1889; a revolving Dodge mill in 1890; a 5-stamp mill in 1891; and a 20-stamp mill in 1893. THOSE chemists (they are still greatly in the minority) who use the spectroscope, use it very often, and find it almost indispensable. As a means of detecting minute quantities of the metals it is unrivalled. A metal can be readily distinguished in the presence of any other element, compound, or mixture without the necessity of separation. The qualitative analysis of the metallic constituents of a substance, which the spectroscope gives so easily, is a sure basis for planning a chemical analysis. As the determination of each element proceeds the purity of precipitates may be checked as often as desired. If, possessing these advantages, the spectroscope has been neglected in general chemistry, it is not surprising that it was neglected in metallurgical chemistry; for many of the impurities which are of industrial interest, even when they are present in a metal or alloy in small quantities, are not then always easily detected by the examination of their visible spectrum. The present critical state of the supply, distribution, and utilization of coal and the necessity for pooling and zoning coals calls renewed attention to the lack of any fully adequate classification of coal. In the past coals have been classified as anthracite, semianthracite, semibitumi-nous, bituminous, subbituminous coals, and lignite, and a few special types, such as splint coal and cannel coal. But under the term bituminous coal are included a great variety of coals differing markedly both physically and chemically. The term subbituminous coal covers as great a range of chemical differences. In order to distinguish these varieties of bituminous coals it has been customary to designate coal by names derived from the place where mined, or by the name of the bed from which it is mined. Thus, in the market reports, coals are quoted as Pocahontas coal, New River or Sewell coal, Moshannon coal, Ohio coal, Williamson County coal, Jellico coal, and so on indefinitely, no limit being set as to the boundaries of the area to which a given name is applied. Nor is there any scale by which the coal from one place may be compared with the coal from some other district or some other bed. On the one hand, coals from the same district may be quite distinct and sell at very different prices or coal from the same bed may differ greatly in different districts; on the other hand, coals from different states may be so similar physically and chemically that one could replace the other in practical use without any appreciable difference in service. The following classification, arrived at after a careful review of a large number of systems of classification and of all of the recognized characteristics of coal, brings together all coals that so nearly resemble each other physically, chemically, and in heating qualities that any coal of a given type could replace any other coal of the same type and grade in use. Thus, if coals A and B are classed as of the same type and grade they have, so far as known to the writer, approximately the same heating value when burned under the same conditions, and the same character, length of flame, and properties affecting transportation and stocking; and if of the same grade, approximately the same percentage of impurities.

Coals, other than anthracite, have been so thoroughly studied under the microscope during recent years, that we now know what kinds of plants and what parts of plants form the bulk of lower rank coals from peat to bituminous coal. The microscope has also shown the state of preservation of such vegetation as well as the nature and distribution of products of plant decay. These and further details have been ascertained mainly through the employment of two methods of attack, section cutting and maceration. Anthracite has failed to respond to these methods, so well adapted to the study of lower rank coals and, therefore, has been neglected by investigators to such an extent that there is much doubt as to its microscopical characteristics. The object of this paper is to lift anthracite from its realm of obscurity by demonstrating the wealth of microscopical detail that is revealed when reflected light is used on a properly polished and etched surface and, further, to show the relationship between anthracite and bituminous coal. Technique The method adopted in this investigation is similar to that described in an earlier paper.' Because of slight modifications recently made, the process is again described. It consists, briefly, of etching a polished surface of coal with heat. Although pieces of various sizes and shapes are used, blocks of coal about 2 or 3 cm. square take the most uniform polish and are large enough to be handled with ease. Larger pieces can be used if one has the equipment for polishing them and they rnay be desirable when one wishes to study some particular form that extends for some distance through the coal. Large surfaces, however, require greater care in polishing and etching; for this reason, they are not recommended for ordinary work.

It is possible to construct a simple diagram of the earnings, or the production, of the men employed at a coal mine that will show not only if the conditions tend toward contentment among the men, but if the operating distribution of the work is correct. As earnings are the greatest cause of discontent, even exceeding all the other causes, if contentment exists in the matter of earnings, the likelihood of other discontents flaring up is greatly lessened. The basis of such a diagram would be the Gaussian curve of the normal variation in human ability. Such a curve has long been recognized. H. L. Moore,' in discussing the quantitative relation between wages and ability says: "It has been pointed out that industrial efficiency is dependent upon physical, mental, and moral qualities, and these qualities . . . there is good reason for regarding as being distributed according to the Gaussian law.

GEOLOGICAL and exploration work of the United States Smelting Refining and Mining Company are handled by the mines geological and the exploration divisions of a geological department under the direction of the chief geologist. The mines division at present includes, in Utah. a geologist in charge, resident at Bingham, assisted by a geologist stationed at each operation, and a small group of geologists resident at the Bayard unit, in New Mexico. The duties of the mines division include the mapping and delineation of the geology of the mines, direction of sampling and diamond drilling, and the periodic calculation of ore reserves. At Bingham an amount of underground drilling within the limestone and porphyry formations which are hosts to the ore bodies supplements and completes development by mine workings. At Bayard, five to seven drills are kept busy underground, and eight to twelve drills operate on the surface. (SECRETARY'S NOTE.) The following discussion of the papers of Van Hise, Emmons, Lindgren and Weed, read at the Washington meeting, February, 1900, and printed on pp. 282 to 498 of this volume, comprises communications to the Secretary, received at various times before the Richmond meeting, February, 1901, and, for the most part, presented at that meeting. These communications are introduced at this point in the present volume, in order that they may precede the papers of Vogt, hemp, Lindgren, Rickard, etc., presented at Richmond, and therefore not forming part of the material considered in them. Since many of the contributors have mentioned in one communication several of the papers referred to, no attempt is here made to divide their remarks and distribute the fragments under separate headings. In each contribution, however, the several topics are indicated by subtitles. R. BECK,* Freiberg, Saxony : Prof. Veal Hise's Paper.-The paper of Prof. Van use (p. 282) represents a great step of scientific progress, in that the circulation of underground waters has never before been presented with such clearness, ill the light of modern chemical and physical knowledge. The theories of the formation of ore-deposits which follow the author's general survey of the currents and solvent power of atmospheric waters in the earth's crust do not, indeed, seem to be novel, being essentially an amplification of Le Conte's views; but the proofs adduced in their support are in many particulars so original that no one can read without profit this portion of the paper. Entirely new (though largely in agreement with the papers of Emmons and Weed, presented at the same meeting of the Institute) are the sections dealing with the formation of the rich sulphides of the precious metals, and especially the regeneration of normal sulphides, such as galena, etc., in vein-zones immediately beneath the ground-water level. Nevertheless, it appears to me that Prof. Van Hise, in the course of his most instructive exposition of unquestionable, yet still locally limited, phenomena, has been too much biased in favor of the " descensionists." This is indicated by the small importance which he attaches to the intimate genetic relation between epigenetic deposits and the plutonic hearths of the earth's interior.

THe conditions that make necessary the mechanical ventilation of the Butte mines of the Anaconda Copper Mining Go. are due to a number of causes, all of which are incidental to the depth at which mining operations are now carried on, The main object to be accomplished, of course, is the reduction of the temperature and humidity of the air in the working places. Ventilation fans, both surface and underground, have been used for many years, but increasing depth has made the problem much more difficult. Further improvement in both ventilation equipment and methods, therefore, became necessary; and it is the purpose of this paper to describe the work planned and done under the improvement program. The mines of the district have been frequently described in various technical publications, so a description is unnecessary here. From a mine-ventilation viewpoint, compared with coal-mine ventilation systems, the problem is complicated by the fact that the workings to be ventilated are situated on a large number of steeply dipping veins which frequently intersect and are faulted, and also by the fact that the extent, or existence, of orebodies is not definitely known in advance of actual development work. For these reasons ventilation work cannot be planned in advance of actual operations, nor can such regular systems of ventilation as are used in working the more uniform and continuous bodies of coal be developed. When operations are conducted at a normal rate, about 10,000 miners are employed on two shifts, so that about 5000 men will be underground at one time. But as ventilation is necessary to reduce high temperature and humidity due, mainly, to natural causes, the quantity of air per man per minute is not a governing consideration in determining ventilation requirements. Most important among the numerous sources of heat and humidity in the mines are: heat generated during decay of mine timber; heat and humidity given off by mine rock and water; heat generated by oxidation of sulfide minerals; heat given off by electrical equipment; heat generated by mine fires (in certain localities).

The quality of aggregate materials is of major importance in governing durability and permanence of concrete structures. The problem of selecting suitable aggregate materials is two-fold. Geological factors include the type and character of the aggregate source, presence of known or suspected reactive constituents, and presence of thermally incompatible materials. Laboratory investigations include petrographic studies, soundness and reactivity tests, and tests of thermal properties. The importance of each factor in the selection of satisfactory aggregate material is considered in detail.

Direct as well as indirect evidence of a-phase ordering was found in a "near-a" type titanium alloy, Ti-8Al-1Mo-1V. The annealed alloy showed an anomalous decrease in second-stage creep rate at 950°F (510°C) and 47,500 psi. Anomalous increases were noted in initial yield stress after 500 hr creep exposure and in tensile strength after 1100 hr creep exposure. Debye-Scherrer X-ray diffraction patterns obtained on fine-grained polycrystalline speci-ment showed much line broadening and development of superlattice lines after 500 hr at 510° C. Examination with the light and electron microscopes failed to reveal phase changes in thermally exposed material, but detailed metallography is presented illustrating the plastic and fracture characteristics of the alloy. Electron-metallographic evidence is presented, however, which shows the nature of the nucleation and growth of ordered regions from the disordered a in annealed material. In the original phase diagram of the binary Ti-Al system constructed by Ogden et al.1 aluminum was shown to be soluble in a titanium over a wide temperature range at concentrations up to about 30 pct. Subsequently, a number of papers2-7 have appeared which indicate the existence of either intermetallic compounds and/or ordered phases in the a field up to 25 pct Al. In the most recent of these, Goldak and Gordon paw7 have determined unequivocally the ordered hexagonal D019 structure for Ti3Al in a 25 pct Al alloy. No superlattice lines were observed above 1112°F (600°C). Previously, the embrittle-ment encountered by Crossley and Carew4 in low- temperature heat treatments of binary Ti-Al alloys low in aluminum had been attributed to the appearance of a new phase in light micrographs. In the present work, direct as well as indirect evidence is presented showing the existence of a-phase ordering in what is essentially the binary Ti-8A1 alloy containing small percentages of the ß stabilizers molybdenum and vanadium, i.e., the "near-a" Ti-8Al-1Mo-1V alloy. Although Bohanek and Kessler8 have shown that this alloy has good stability at temperatures up to 1100°F (593°C), the present work shows instability at 950°F (510°C) where long exposure times were used. Light and electron microscopy proved very useful in revealing the mechanical behavior of ordered a and led to the conviction that ordered "near-a" alloys may have remarkably good properties and useful engineering applications.

THE heavy postwar demand for Portland Cement has created shortages that are gradually being overcome by increases in plant capacity. In the post-war period, the Lone Star Cement Corp. has expanded several of its existing 15 plants and has built 2 new plants, now in operation, with a third new plant under construction in Brazil, of design somewhat different from that of the two preceding ones. The new domestic plants are located at Lone Star, Va., near Roanoke, and at Maryneal, Tex., near Sweetwater, and went into operation during 1951. Each plant is equipped with two rotary kilns and has an initial capacity of 1,500,000 bbl per year, or 6,000,000 sacks. The total cost of each plant was about $10,500,000, and on this basis $7.00 in 1951 money are required per bbl of annual capacity; at 376 lb per bbl, this corresponds to $37.00 per ton of output. The investment corresponds to approximately $80,000 per hourly-wage earner employed. The purpose of this paper is to describe the most interesting design features of the two new and almost identical Lone Star plants. Why the Dry Process Was Chosen The two new domestic Lone Star mills employ the dry process because: 1-The raw materials at both properties are particularly suitable and can be dried very, readily. 2-The Maryneal, Tex., plant does not have water available for slurry. 3-Very substantial kiln fuel savings can be obtained. 4-Dry raw grinding reduces ball and liner wear and- general maintenance, without any sacrifice in power. Operating costs to date have more than justified the choice of the dry process for these two plants. Raw Materials The chemical composition of Portland Cement raw material after crushing, grinding, and mixing, but before burning, is about as follows: [ ] sometimes tailings from an iron ore concentrating plant. Certain objectionable materials occur in raw mix: magnesia, limited in cement to 5 pct, in excessive amounts; alkalies, as sodium and potassium; phosphorous; and sulphur, generally present in coal and oil. The Roanoke raw, materials are dense limestone and shale. The Maryneal materials are soft limestone and a hard brittle clay that can be handled much like shale. Sand and iron ore are required in small quantities. General Plant Layout and Construction The two plants are so similar that one joint description will cover both, with such exceptions as will be especially indicated. The crushing plant is located in the quarry, and raw material is conveyed by belt to the storage building, where all materials are stored and handled. Fig. 1 identifies the various structures of the Roanoke plant. The large storage building is used for the storing and handling of all materials, including limestone, shale, sand, iron ore, coal, clinker, and gypsum. Directly adjoining the storage building is a structure under a similar arched roof, containing the raw and clinker grinding departments and the electrical substation. The discharge ends of kilns and coolers, and coal or gas burning equipment are also placed at one end of the mill building. The 340ft long kilns extend away from the main buildings to form the long leg of an L, at the end of which is the feeding and kiln dust collecting equipment, and the raw blending silos are conveniently located adjacent to the feed end of the kilns. The machine shop, storeroom, electrical shop, foremen's office, service rooms, and meeting hall are combined in one structure in the center of the plant, and the office and laboratory are close by. The cement silos and packhouse do not have to be tied directly into the manufacturing process and are therefore located at a point convenient to the railroad tracks.

TOTAL DIRECT IMPACT The uranium mining industry's principal economic impacts on the Texas economy are the result of three flows of money from the industry into the remainder of the state's economy. These three are: (1) money paid to individuals (personal income) ; (2) money paid to other businesses (business income); and (3) money paid to state and local governments (government revenues). As these direct payments from the uranium industry to various other sectors of the Texas economy subsequently circulate and recirculate within the state, the indirect effects of uranium mining's direct impacts multiply to reach amounts significantly higher than the direct income flows alone. Over the past decade, the uranium mining industry has substantially increased its role as a provider of jobs, personal income, business income, and government revenues in Texas. The growth has come almost exclusively in a largely rural, seven-county area that lies within the triangle formed by the Laredo, San Antonio, and Corpus Christi metropolitan areas. The uranium mining industry, in fact, has been the major dynamic element in this rural area despite relative stagnation in most of the region's other basic economic sectors. Over the three years from 1976 to 1978, the South Texas uranium mining industry directly contributed a total of $115 million to the economy of the seven- county region in which it operated and $164 million to the economy of the entire state of Texas. In 1979 alone, the total direct contribution of the industry to the Texas economy had climbed to $124 million in personal, business, and government income. PERSONAL INCOME IMPACT In the period from 1976 through 1978, the South Texas uranium mining industry provided an average of $12.5 million in personal income each year directly to residents of Atascosa, Bee, Duval , Karnes, Live Oak, McMullen, and Webb counties -- the seven Texas' counties that make up the South Texas Uranium Belt. A1 though 84 percent of this resulted from the employment of area residents in uranium industry jobs, some amounts were also provided by the payment of rents and royalties to land owners for the use of their land and mineral rights in uranium mining operations. In 1979, the uranium industry provided approximately $38 million to residents of the Uranium Belt and the rest of Texas. This was more than double the average of $16.1 million provided to Texas residents during the 1976 to 1978 period. The full importance of the uranium industry as a source of personal income, however, should not be reckoned merely by the amount of wages and salaries that it pays directly to its own employees, nor by its rent and royalty payments paid directly to land and mineral rights owners living in Texas. The added payments that the industry makes directly to other Texas businesses and state and local governments in Texas are themselves converted into personal income as those business firms and government units in turn pay their employees. All of the direct income payments made by the uranium industry circulate and recirculate within the state's economy, multiplying their impact as they go, until they eventually all leak out of the state as federal taxes or as payments to individuals or businesses located outside of Texas. The combined circulation and recirculation of the direct personal, business, and government income that was provided by the-uranium industry in Texas during 1976, 1977, and 1978 resulted in an average annual amount of indirect personal income of more than $83 mill ion. This alone was $20 mill ion more than the industry's average annual sales during the same years. The total of combined direct and indirect personal income contributed to the Texas economy by the uranium mining industry in that same three-year period thus averaged almost $100 million annually. In 1979, the amount of indirect personal income contributed to the Texas economy by the circulation of uranium mining's direct contributions had risen to about $196 million, more than double the average of the previous three years. The combined direct and in- direct personal income impact in 1979 thus amounted to $234 million. BUSINESS INCOME IMPACT The income provided directly to other Texas business firms through the purchase of needed goods and services by the uranium industry has been twice as big as the industry's payrolls. In 1976, 1977, and 1978, the South Texas uranium industry spent an average of almost $36 million each year to buy both goods and services from other Texas businesses. By 1979, this direct contribution to the Texas economy had swollen to $76 million. The biggest share of the uranium industry's payments to other businesses have gone to contracting firms, including both construction firms and those providing specialized mining services. In the past four years, about 40 percent of the direct payments made by Texas uranium producers to other Texas firms have been to contractors. Texas wholesale and retail firms have also shared in the business sales provided by the South Texas uranium mining industry. Over the past four years, Texas wholesale and retail trade businesses have accounted for about 34 percent of the uranium mining industry's purchases from other Texas businesses. Public utilities firms have received another six per- cent, while Texas manufacturers and transportation firms have accounted for about five percent each. PRICES of quartz sold in the United States in 1938 ranged from $1.15 to $36,000 a ton. This startling variation was due simply to the differences between glass sand and rock - crystal, materials that are virtually the same in composition. It illustrates the complexities in qualities, uses, and values of industrial minerals. It is generally stated that mineral deposits are exhaustible resources which can never be replaced when depleted. This statement is no longer true with respect to certain industrial minerals now recovered in increasing quantities from that most inexhaustible of all sources of supply, the ocean. Salt has long been obtained from sea water, particularly on the Pacific Coast, and reference was made a year ago to the large bromine recovery plant at Wilmington, N. C. Now the Westvaco Chlorine Products Corp. is operating a large plant at Newark, Calif., having a capacity sufficient to recover daily from the ocean raw materials that will produce 60 tons of various magnesium products. Lime is used to precipitate the magnesia from salt-water bittern. The products are chiefly magnesium carbonate for chemical uses, periclase and other refractories, and oxychloride cement for flooring.

A study of the structures arising from the decomposition of the ß solid solutions in the Cu-Zn and the Cu-A1 systems is of peculiar interest in the study of the mechanism of precipitation from solid solutions. It is possible in these alloys, by varying the composition within the ß field, to precipitate from the same basic lattice phases having different lattice structures. It has been rather generally assumed heretofore that the type of structure originating from the decomposition of a solid solution— the Widmanstätten structure—-is determined by the lattice structure of the parent solid solution alone. In the first paper of this series1 evidence was advanced which threw doubt upon this hypothesis; but definite proof of the correctness or incorrectness of the hypothesis should be forthcoming from a study of these alloys, for if the structures originating, for example, from the precipitation of the a phase from ß and of the ? phase from the ß in the Cu-Zn system should be shown to be crystallographically different, the hypothesis would necessarily be held as definitely disproved. Furthermore, the newer proposal enunciated in the first paper of this series—that the origin of the Widmanstätten structure lies in a cooperation between the lattice of the parent solid solution and that of the precipitate-—which at present seems the only a1ternative hypothesis, would in such an event be given added weight. The work here reported shows that the Widmanstätten structures originating in the precipitation of the a phase from the ß and in the precipit'at.ion of the y phase from the y in the Cu-Zn system are indeed crystallographically different; and incidentally presents some new descriptive information on the Widmanstätten structure from a more general point, of view.

A new technique facilitating the rapid determination of the three-dimensional morphology of phases suspended in an opaque matrix is described. The vapidity of the technique is based upon continuous cinephotomicrographic recording of specimen microstructure as the specimen surface is removed under controlled conditions in an electrolytic cell. The advantages of the technique for determining spatial morphologies in opaque materials are illustrated by application of this method to the study of the configuration of faults in a specimen of directionally solidified CuAl2-Al eutectic alloy. A spatial model of the eutectic fault network deduced in this manner has substantiated the facts that faults in this alloy tend to lie parallel to one another in a direction close to that of the specimen growth axis and that the majority of faults tend to bridge lamellae rather than run parallel to them as growth proceeds. For the specimen studied fault density decreased as growth proceeded. ALTHOUGH metallographic observation is a powerful tool for investigating the correlation between structure and properties in metallic alloys, ordinary metallographic methods suffer the fundamental limitation that any conclusions concerning the three-dimensional structure of these opaque materials must rely upon inference from two-dimensional microsections. For this reason it is frequently impossible to make valid judgments regarding the true spatial distribution of the micro-constituents in specimens under investigation. Several techniques have been devised to circumvent the basic limitation of planar microsec-tioning and employed with varying success. These include construction of three-dimensional models of alloy microstructure from sequences of photomicrographs,1-3 quantitative deduction of spatial features based upon statistical studies of data from random and/or selected plane microsections,4-6 and selective dissolution of one phase in a two-phase alloy to reveal the topography of the phase remaining.' However these techniques also have certain obvious disadvantages. Construction of three-dimensional models is a very time-con- suming procedure due to the tedious polish-etch-photograph cycle needed to obtain the necessary photomicrographs to portray the spatial microstructure. Statistical methods by their very nature give only average values of the quantities being studied and cannot therefore give a detailed physical picture of the microstructure to be observed. Finally, the technique of selective dissolution is only applicable in systems where the phases are of vastly different chemical reactivity; it is of little use in the study of single-phase alloys. Since the determination of the three-dimensional structure of opaque materials is hindered by two facts—the materials are opaque to radiation in the visible spectrum and construction of spatial models of microstructure is quite laborious—two solutions to the problem suggest themselves: 1) use radiation of energy great enough to render the alloy transparent, i.e., some microradio-graphic method, or, 2) devise a rapid means to section and record alloy microstructure. Stereomicroradiography has indeed been used to study internal arrangements of phases in several materials8,9 but the method, in general, is limited to very thin specimens (due to X-ray absorption) and simple microstructures. It would seem then that development of a rapid, simple, and generally applicable technique for studying the details of alloy microstructures in three dimensions can best be undertaken by following the second approach above. Using this idea a new technique for rapid evaluation of spatial microstructures was developed based upon cinephotomicrographic recording of the micro-structure of a specimen undergoing controlled electrolytic dissolution. It was further felt that application of this technique to the careful study of the spatial configuration of faults in a CuAl2-Al eutectic alloy would yield information that could be correlated with the extensive data3,6,10-12 already compiled concerning the solidification and crystallography of this eutectic. The practicality and usefulness of similar methods for studying three-dimensional features in alloys has recently been illustrated by the study of dislocation loops in zinc13 and spheroidized structure in steel.14

The tidings of Mr. Hewitt's death, cabled to me at Rome, Italy, brought me a great shock as well as a sincere sorrow. I had left him, a few weeks before, not indeed in vigorous health, but still quite able to command recognition as a continued power in public affairs; and I thought him destined to enjoy for many years that final stage of a long, active and honored career, in which, having passed beyond the struggles and rivalries of business and of politics, his life and character could be justly appreciated by all men, like some noble work of art, already crowned, and marked henceforward "hors de concours." Moreover, he was, and would be to the end, not merely the passive recipient of admiration and esteem, but the source of iuspiring appeals, effective warnings and wise counsel. His rich and varied experience he had placed at the service of his fellows. His lightest word was weighty, and those who contradiEted him only injured their own cause thereby. Great trusts (true " trusts," in the old and proper sense of the term), like the Cooper Union, the Carnegie Institution, and others, still commanded his disinterested services. Great principles of liberty and of justice continued to be reinforced in perilous crises by his powerful advocacy; great measures were daily receiving from him a decisive impetus. No wonder it seemed to. us that this happy period of reward so well earned, and of beneacence so welcome to innumerable recipients of its blessing, must continue yet awhile. We did not expect the night instailtly to engulf the full-orbed sun. Nor, indeed, has this been our experience; in this instance, the sunset has left an afterglow more luminous than many a noonday. A GROWING uneasiness in the oil fields indicates that doubts are arising as to the efficiency of the present technical, economic and legal arrangements affecting production. Recent documents of the federal government, debates in state legislatures, editorials in the daily press and statements of oil company executives re-echo the notion that the present methods of producing oil satisfy neither the business man nor the public. Such intimations are of utmost importance, since oil is a vital clement in modern industry and dependence upon it increases as new uses develop. SECTION I-PRESENT SCHEME OF COMPETITIVE EXPLOITATION IS WASTEFUL The oil industry has convinced itself, for very good reasons, that the present scheme of competitive exploitation results in losses, both in terms of quantities of oil and in terms of profits. The story of these losses is familiar enough, and it is necessary only to distinguish and summarize briefly certain factors that are of importance to the following argument. Oil pools are exploited under a competitive economic system based on private ownership and contract; the hope of profits attracts capital and enterprise, and competition is supposed to serve as a regulative factor. Whether such a scheme of industrial organization works is partially dependent on the ability of the producer to withhold or produce is commodity as he sees fit, in accordance with the dictates of market demand.

Discussion of the paper of HOWARD N. EAVENSON, presented at the New York meeting, February, 1915, and printed in Bulletin No. 98, February, 1915, pp. 413 to 430. WILLIAM H. GRADY, Bluefield, W. Va.-Mr. Eavenson gave a comparison between accidents in the State of West Virginia and in the Pocahontas field. The figures quoted are, I presume, taken from the reports of the State Mine Inspector. There are no statistics available, in readily accessible form, giving a comparison between the Pocahontas field and the mines of the United States Coal & Coke Co. which are a part of the field. It occurs to me that the paper would be more complete with these data and I will say that the mines of the Pocahontas field produced during the year 1913 about 15,000,000 tons, about 3,000,000 tons of which was produced by the United States Coal &Coke Co. This gives an indication of the extent of its operations. The Pocahontas field lies largely in the counties of McDowell, Mercer, and Wyoming in West Virginia, and Tazewell in Virginia.: Without consulting maps, I should say that all of the acreage under operation at present by this company lies wholly in McDowell County and that the average conditions off roof top and bottom in its mines are the average of the county, but that the worst conditions in some of these mines are the worst to be found in the county. The average conditions in Tazewell County are about the same as in McDowell County, except that the average thickness of the seam is much greater. The average conditions of top and roof and bottom are better in Mercer and Wyoming counties than in the mines of the United States Coal &. Coke Co.; the worst conditions in these counties are not so bad as in McDowell and Tazewell counties and the best are better than those encountered in McDowell and Tazewell counties; also the thickness of seam is less in Mercer and Wyoming counties.
