Production and financial planning for a new underground mine requires the coordination of equipment and coal reserves in a manner which assures that resources are utilized efficiently in achieving the target mine production. It is necessary to establish the productions which are attainable at the section level during different mining operations (advance, retreat, development) and under different mining conditions (roof, seam height, resource quality). It is also necessary to identify the interactions between production plans and ventilation equipment So that operations can be carried out without disruptions caused by inadequate ventilation. A set of computer models has been applied in planning a number of new coal, oil shale, and phosphate mines. A critical path production model, CPMINE, was used to determine face production levels for different cut sequences and seam heights, taking into account machine performance characteristics and operational availabilities under these varying conditions. The results formed a production data base for use in the mine sequencing model, MPLAN. This model processes each of the segments of a user-defined mine sequence network (strategy tree) taking into account the equipment available for mining operations and the previously determined production scheme devised by the mining engineer. Mine ventilation was analyzed with an expanded version of the Penn State MVS Ventilation model to determine fan and ventilation shaft requirements for supporting alternative production strategies. The MCOM mine cost analysis model has been applied to evaluate the economic performance of mining alternatives. The results of these studies were used to make decisions relating to equipment selection and acquisition schedules for both room-and-pillar and longwall mining systems. The approach and procedures which were used during these studies are described.

A plausrsle method of drilling beyond the continental shelves is set forth with limitations of the method. The continental shelves comprise the water-covered portions of land masses out to 600 ft. of water, or roo fathoms. The problems and possibilities of drilling beyond this depth are discussed in this paper. Introduction Much attention is being given the problem of developing petroleum beneath the open sea. Geophysical surveys have been made 26 miles offshore1 from the continental United States, and onco offshore ownership is established it is likely that there will be drilling for oil on the continental shelves. More than two years ago the author presented the means for drilling in deep water.2 at the fall meeting of the Petroleum Division of the AIME at Los Angeles. His concepts then were based on the use of rigid foundations suitable for drilling in water up to 600 ft. deep. The present paper suggests a method for drilling in deeper water. Possibilities and Problems of Drilling beyond the continental shelves It being conceded that because restricted deep-water portions of the hydrosphere might contain oil in commercial quantities, and that at any rate it is pertinent to know more of the nature of the lithosphere beneath the hydrosphere, the possibilities and problems of drilling beyond the continental shelves should be set forth. Drilling in open water would offer few if any advantages over drilling on land. These are: 1. The ocean transportation is available to deep-water drilling sites, and extensive pipe lines and roads are unnecessary. 2. Refinery facilities and markets perhaps are established on the near-by shore where adjacent fields on land are nearing depletion. 3. There is freedom from jungle pests and tropical diseases. 4. Competitive drilling is less likely. 5. Extensive areas attractive for development arc not yet under lease or concession. Disadvantages are great and numerous: 1. Storm hazards from wind and wave. 2. Expensive foundations, either rigid or floating. 3. Shutdown times because of weather. 4. Marine Regulations of Federal Bureaus in addition to customary regulations on land. 5. Frequent difficulty in moving men and materials to and from drilling platforms. 6. Extra precautions required in open sea. For drilling in water more than 500 or 600 ft. deep, rigid foundations2 become too costly, and floating foundations must be used, and they must meet the following requirements:

ALUMINUM deoxidation equilibrium in liquid iron has been the subject of many investigations. Sawamura and Sano1 have written a critical survey of the literature on this subject and consider the data of Gokcen and chipman2 and of d'Entremont, Guernsey, and Chip-man3 to be most reliable. The present study was undertaken to check these data and extend the range of the experiments to lower temperature. The experiments consisted of equilibrating 5-lb Fe-Al melts with recrystallized alumina crucibles at 1580o + 10oC, and analyzing the solidified ingots for aluminum and oxygen. The electrolytic iron stock contained 100 ppm C, 20 ppm 0, and trace amounts of other elements.* The stock was induction-melted in an atmosphere of 5 pet H2 in argon to attain equilibrium between the melt and the crucible. The temperature was measured with a W, 3 pet Re/W, 26 pet Re thermocouple, and the equilibration time was about 4 hr. The results are plotted in Fig. 1 along with curves obtained from the data of d'Entremont et al.,3 for temperatures of 1740o and 1910°C. The present results can be seen to be consistent with the previously reported high-temperature data. The reaction under study is AI2O3 (s) = 2 Al (l) +3O [1] for which the deoxidation product is Kl =[% Al]2 [%O]3 [2] (Under the experimental conditions, Fe A12O4 is not expected to form.4) In Fig. 2, values of log Ki evaluated at 0.01 pet A1 are plotted against 1/T, using data obtained from all the investigations under consideration. The deoxidation product is plotted in Fig. 2 in lieu of the equilibrium constant (normally obtained by evaluating Ki as pet A1 — 0) because of the uncertainty involved in extrapolating to zero concentration. The difficulty in extrapolating the present data for 1580°C is apparent curvature in the log Ki vs pet Al plot. This curvature is perhaps due to the uncertainty in oxygen analysis for concentrations of 5 ppm and below. For the data of Gokeen and chipman,' the extrapolation is also difficult because of experimental scatter. The line drawn through the points plotted in Fig. 2 may be represented by the equation:

WHEN operations were first started at Climax in 1917 by the Climax Molybdenum Co., they were pioneering in the molybdenum industry for little was known relative to the uses of molybdenum or the metallurgy of molybdenite concentration. Concentration of molybdenite is relatively simple today but in 1916, when the Climax deposit first attracted attention, it presented serious difficulties. Little was known, in fact, even about the assaying of such low-grade molybdenum ores. Mine samples were sent to at least a dozen of the best laboratories in the United States and average values reported varied from 0.4 per cent to 1.0 per cent MOS2. Owing to the wide variations in MoS2 content obtained from reliable chemists, the actual value of the ore was most uncertain. This variation occurred repeat¬edly over a period of six months in 1917. It was finally decided, as a last resort, to cut several tons of sample from the tunnel and have a mill test made, using the recovered MoS2 per ton as the grade of the ore, for a small error in the assaying of the concentrate would not materially affect the results. These mill tests were made by the General Engineering Co. (Callow) at Salt Lake City. The results proved an ore of commercial grade and indicated the flotation process for the best metallurgy. Some interesting and, to American eyes, rather unusual processes for refining impure aluminum derived from scraps were found by American and British investigators who went into Germany in 1945 for the Technical Industrial Intelligence Committee of the Joint Chiefs of Staff. What was found was recorded in a series of reports (see page ), many of which have been released for general reading. This paper gathers under one title and summarizes the German work in refining light metal scrap. Reference must be made to the original reports for greater detail. Basically, the occasion and stimulus for the German developments in treating light metal scrap were hard necessity. Germany needed the metal for a rapacious war industry. Adequate supplies of new aluminum from reduction works were not assured. Great quantities of airplane and other light metal war scraps were forecast. It was evident that the scrap metal would have to be reabsorbed by the producing industry and would have to be kept of good quality. The normal current production of manufacturing scrap was being and could be consumed as generated. It offered no technical problem. The mixed scraps, especially those arising from crashed and decommissioned airplanes, however, presented problems of another kind. Airplane Scrap The recovery of usable aluminum alloy from the mixed assemblies that made up the piles of airplane scrap was attacked in different ways by different groups and with differing degrees of success. Three procedures actually were used on a commercial scale, one was in pilot-plant stage and another had come to a halt in the laboratory a year before Germany collapsed. Four of these five processes actually involved "refining"; that is, some measure of purification of the metal after melting. Sorting and Separation on a Sloping Hearth The simplest procedure for utilizing airplane scrap involved no refining in the strict sense of the word. This was the practice adopted by two representative plants visited by the author, the Leipziger Leichtmetalle Werke, Rackwitz, Saxony, and the Vereinigte Leichtmetalle Werke, Hanover. These firms did essentially the same thing that was done in England but not with equal success, to judge by their shorter experience, the smaller tonnage handled and by the number and quality of alloys produced. The two German firms named rough-sorted scraps by their easily recognizable alloys, essentially by part and shape. They used hand labor to chop and hack and tear apart. From its inception, a limestone quarry or mine should be under the direction of a capable engineer. Before it becomes a reality, he should outlinc the future results, plan the most economical methods for moving the materials and the most efficient equipment, and pilot the undertaking along the narrow pathway of success, avoiding the pitfalls of uneconomical production and the precipitous walls of scanty profits. Inspection of successful limestone properties shows that all have had difficult engineering problems, the solution of which have required keen engineering ability. In approaching a subject of this nature, it is logical to follow the progress of the limestone operation from its inception to the end, as reflecting the engineering required. There are four major divisions: Investigation, equipment, development, and operation. Investigation On the reliability of the engineer's estimates and the soundness of his judgment depend the success or failure of the enterprise. When one visits a prosperous concern, realizes that the limestone is of a constant chemical composition, sees the mechanical devices installed, and watches the output leave the plant in trains of railroad cars or fleets of vessels, he may overlook the fact that in the remote past this great creation was born in some man's brain and evolved through competent engineering. Many factors must be considered before a promoter could procure the money necessary to launch such an enterprise, for a conservative banker will only recommend a successful producer while the promoter must provide funds on his own and his engineer's judgment. An engineering investigation must be made preliminary to expenditure for actual operation, which, for a limestone deposit, would' naturally embrace such subjects as : ' Readily available. 1. Tonnage available........ Possibly available. Chemical analysis.

The rate of isothermal transformation of austenite to pearlite depends upon the rate of nucleation, N, and the rate of growth, G, of pearlite in austenite. Values of N are given in terms of the number of nuclei forming in unit time per unit grain boundary area of unreacted austenite; values of C are given in terms of the linear rate of radial growth. Variations in the isothermal rate with temperature result from variation of N and G with temperature. Depth of hardening of a steel depends fundamentally upon values of N and G; changes in carbon and alloy content effect changes in N and G and thus affect depth of hardening. Quantitative studies are available on N and G for the formation of pearlite in plain carbon eutectoid steels.3 Systematic studies in this field are necessary if the phenomena are to be well enough known to furnish a proper basis for full rationalization and for theory. Accordingly, the studies are continuing, both with respect to the effect of alloying elements upon the values of N and G in the formation of pearlite and to the values of N and G for the formation of ferrite in hypoeutectoid steels. The present paper is the first relating to the effect of alloying elements upon the values of N and G for pearlite. It offers special interest since cobalt is known to have an anomalous effect upon the rate of formation of pearlite, accelerating it, whereas all other elements retard it.4 It will be shown that cobalt increases both N and G for pearlite and that this effect is inherent in the Fe-Co-C system and not dependent upon factors relating to austenite heterogeneity nor upon any recognizable adventitious factor. Inasmuch as the rate of diffusion of carbon in austenite and the interlamellar spacing of pearlite are variables related to G and possibly to N (in a manner not yet certain), measurements of the effect of cobalt upon them are also reported here. In the course of the work, measurements were made on the effect of cobalt upon the marten-site temperature and these are given. COBALT AS AN ALLOYING ELEMENT IN STEEL Properties of Cobalt Cobalt resembles iron more closely than does any other chemical element. Its atomic number is 27, hence it is the element immediately following iron in the periodic system. The deformation of' impure beryllium crystals by basal glide at room temperature invariably tevminates by basal cleavage after a few percent strain. It is generally accepted that .fracture of this type is caused by the splitting of low) -angle boundaries, or bend planes, by obstacles that restrict the motion of the bed planes in the deforming crystal. The details of such a process have been developed by Stroh, who showed that the high tensile stress norrnal to the basal plane in the region where the bend plane is split results in the propagation of a basal cleavage crack, provided there is no available dejorvrlatzon mode having a shear component normal to the basal plane It has been postulated that puvification of beryllium might lead to increased basal ductility by the vemoval of barviers to bend plane motion and possibly by the activation of nonbasal defor~rlation systems. Large increases in the amount of basal glide that can he sustained prior to fracture have been observed in crystals purified by zone refining. In each case, eventudal fracture was by sharp basal cleavage, suggesting that the split bend plane model still applies to tile fracture of beryllium of rensonably high purity. In the present work, calculations are made to show to what extent basal duetilits can be increased by purification while the split bend plane .fracture process remains applicable. Experimentally observed ductilities are generally somewhat lower than those predicted by calculation because of premature failure due to defects introd~cced during specimen preparation and testing. SEVERAL investigators1-4 have studied the deformation characteristics of beryllium single crystals of commercial purity, and have related the strong anisotropy of plastic deformation in single crystals to the problem of brittleness in polycrystalline beryllium. For most orientations, the principal deformation mode is basal slip, which, at temperatures between 300" and 900°K, begins at a critical resolved shear stress of approximately 1500 g per sq mm and terminates after 3 to 6 pet glide strain by cleavage on the basal plane in the neighborhood of (1120) bend planes that are formed during the deformation. This type of fracture, which is also observed in zinc at low temperatures, has been interpreted by stroh5 to be caused by the splitting of bend planes by obstacles to their motion. In the Stroh model, a (11.20) dislocation wall, or bend plane, moving along the slip direction under the action of the applied stress, encounters obstacles which cause part of the bend plane to be held up, the other part continuing to move. Stress concentrations are built up in the region where the bend plane is split, with a high tensile component normal to the basal plane, resulting in a microcrack at the end of the split wall. Because no deformation mode having a shear component at an angle to the basal plane is available to relieve the stress at the crack tip, the crack can propagate under a sufficiently high applied stress. SOME problems concomitant with commercial exploitation of marble are presented as examples of interesting, useful and profitable fields for application of scientific knowledge. The marble industry is only one such field and is selected because its varying new aspects are familiar to the author. However, what is true for marble is equally so in principle for many industrial minerals. The problems of any stone industry are to maintain markets, create new outlets for stone already in demand, and develop varied uses for varieties that are not so popular. Here the geologist has a different role from most of his colleagues in metal mining. The producing branch may ask about the expectable variation in thickness or size of a deposit as development proceeds. The stock department may call for the available amount of a given type of stone before accepting a large order. The sales force requires data on the use for stone from certain parts of deposits in order to divert grades to the most suitable use. The service depart-ment wants defects rectified and the cause determined to avoid recurrence. The mills want data on durability and cutting quality of abrasives. The geologist occupies no special department; he is on general call, as may be illustrated by a few types of problems that may be classified as: (1) dominantly geological in character, (2) dominantly chemical in character, (3) dominantly physical in character.

CANBY, Wallingford, Conn.-On page 2, the author speaks of the importance of using a testing sieve clothed with the same material as the screen being studied; does he regard this as essential? In practice, how does the screen efficiency calculated by the difficult-grain method compare with those computed by the usual undersize method? Is it possible by the author's method, to obtain a measure of efficiency that can safely be compared with that of another screen sizing a different ore? ROBERT K. WARNER.-The use of a testing sieve clothed like the mill screen being studied is desirable but not essential for routine work about a mill where the character of the feed varies little, as regards the shape of the grains and the sizing test. Close agreement in size of aperture between the sieve and the screen is, however, important if the data obtained are to be valuable to others working on a different feed. If the testing sieve is coarser than the mill screen, the efficiency will appear unfairly low; whereas if it is too fine one might get efficiencies greater than 100 per cent. because of the apparent oversize in the undersize. In either of these cases the usefulness of the difficult-grain method of calculation would be reduced. As screens wear, the undersize grows appreciably coarser so that it is desirable to test screens only when the cloth is new or else to provide testing sieves that are worn about the same amount. The futility of making efficiency observations on a. distorted or broken screen surface is obvious.

NeaR the town of Christiansburg, Va., occurs a singular feature in topographical as well as geological structure, which may be said to have an important bearing on a large area to the southwest. The great water-shed ridge, which divides the waters flowing into the St. Lawrence from those flowing into the Atlantic ocean, coming southwestward, forms all of what was the boundary of Maine as agreed upon by the treaty of 1783, and a part of the present boundary, all of the northern New Hampshire boundary, and entering Vermont, continues south of Lake George. Passing irregularly through New York, it enters Pennsylvania, and there bifurcating, sends one prong to the west as a divide between the waters of the lakes and the Ohio, while the other becomes the steady, regular ridge which gave it the name of Alleghany, and thus passes on southwestward through Virginia. At no point has it ever been the geological divide. Its course, commencing in the Archean rocks, has passed through nearly every series of formation, and comes into Virginia in the Carboniferous strata. The geological divide—the line between the fossiliferous and the non-fossiliferous rocks—lies, in Canada, to the west of it, but from New York south into Virginia is far to the east. Reference to Dr. Hitchcock'k map will show this. But at the locality noted these positions are changed; the water-divide becomes the eastern chain, and the geological divide is the western, returning, it may be said, to the positions occupied in the region where they originated. IN 1874, with Mr. H. Y. Attrill, of Baltimore, Md., I made an examination of some property at Goderich with reference to sinking for and mining salt. With this end in view we visited all the wells in the neighborhood, but the information sought being of so unreliable a character I advised the putting down of a borehole on the property. This has since been done, the result of which has lately been published by Dr. T. Sterry Hunt in the Toronto Globe. From this there appears to have been passed through six beds of salt of an aggregate thickness of 125 feet. Rock-salt was known to exist, for, by the boring of existing wells, small crystals had been brought to the surface in the dirt, but no attempt had before been made to obtain a reliable sample or to prove the number and thickness of the beds. The question now remaining for discussion is, shall the present method of obtaining the salt be continued, or shall the beds be won by a shaft in a regular mining fashion, by which means the salt may be gotten in a condition almost ready for the market? The present mode of obtaining salt is by boreholes from 6 inches to 8 inches in diameter drilled to the beds, into which is inserted a pump. The "feeders" of fresh water intersected in drilling the well are allowed to descend on the outside of the pump-tube to the salt beds and there become saturated, when, on use of the pump, brine is obtained for evaporation. In the beginning brine can only be had in limited quantity, but by the daily application of the pump, and the gradual solution of the salt, a larger surface becomes exposed to the action of the fresh water, and a continuons supply of brine is obtained. It will then be understood that the supply of brine is dependent upon the feeders of fresh water intersected in boring the well, which, we are told, have never shown any sign of diminution, and this is the water that must be encountered in sinking a shaft. There are ten wells in operation at Goderich, the most important one to the present project being known as the Hawley Well, located at an elevation a few feet above Lake Huron at the mouth of the river Maitland, at, a much lower level and nearer to the proposed shaft than any other well in the district. During recent years considerable interest has been focused on the energy-absorption characteristics of metal when it is cyclically stressed in vibration. The most familiar manifestation of this phenomenon, which is called the "damping capacity" or "internal friction" 06 a material, is involved in the dissipation of mechanical energy of vibration, which otherwise would build up to stress levels where the problems of noise and fatigue are involved. In addition to its engineering importance in structures, the damping behavior of metals, particularly at low stress amplitudes, has also been used as a unique metallurgical research tool with which to provide sensitive means for indicating certain structural changes within metals. Important contributions toward understanding the energy-dissipating -mecha-nisms that are responsible for internal friction in metals have been made in the last few years. The information is not yet sufficiently extensive, however, to provide a useful metallurgical concept describing exactly how the structure affects the internal friction, or to encourage more general use of this technique among metallurgists. Three fundamental mechanisms have been proposed, as a result of recent experi- mental investigations, to account for the internal friction in nonferrous metals in low-stress amplitude tests. These include damping due to internal thermal currents that are created and flow in metal because of differential vibratory stress effects,' damping due to localized inelastic stress relaxation at inhomogeneities within the meta1,2,3 and damping related to plastic flow of a localized type for which an explanation has been sought in terms of the dislocation theory.' How each of these mechanisms functions as a result of structural changes in the metal is, in general, not well understood because of insufficient experimental data for which the controlling variables ham been segregated and because of uncertainties in regard to the nature of the structural changes themselves. In several investigations the effects of cold-working on the internal friction of polycrystalline brass and aluminum have been described. As reported by Köster and Rosenthal,5 and by Förster and Breitfield,6 there is an initial large increase in the damping when the metal is worked. The initial high value is not stable, but declines rapidly, at first, in a hyperbolic manner. About Ioo hr. after straining, a stable value is reached of magnitude proportional to the amount of strain.' In Fig. I is shown the relationship found by Zener and his collaborators between the internal friction due to cold-working of alpha brass and the amount of cold-working.8 Several investigators have made internal-friction measurements on worked poly-

Before the present company was formed, in 1916, each group of mines comprising the old organizations made its detailed daily and monthly mine cost records along the lines used before the consolidation; that is, there was no attempt made to standardize and compare the stope costs of all mines. The general cost sheets for all mines, however, were standardized, and cumulative labor cost sheets were compiled in the general superintendent's office. At most of the mines, a daily record or distribution sheet for each working place was kept, showing the number of men, hours of drilling, hours of timbering, hours of tramming, cars of ore, cars of waste, sticks of powder and feet of fuse. This information was kept by each shift boss and entered on the distribution sheet by him or, at some mines, by a tram boss. The superintendent solved his own problems under the direction of the general superintendent, but without coming in touch with other superintendents, either through records or general conferences. Probably 95 per cent. of the stopes were square-set worked by day's pay; there were some back-filling and shrinkage stopes. Many of the development places, such as shaft sinking, station cutting, drifting and raises had always been run by contract. These contracts were given, for no definite period, at so much per linear foot and were measured monthly, or when completed, the men being paid monthly. In some cases, fairness to the employee was not maintained. On the whole, there was no standardization. There were no stope contracts, because of the objections of the Western Federation of Miners to general contracting in the mines. Changes in Stoping Methods Early in 1916, W. B. A PARTIAL phase diagram for the As-Te system is given in Hansen.' The only compound reported is As2Te3, melting at 362°C. Stoichiometric quantities of reagent-grade elements were reacted in evacuated quartz and directionally cooled. The resulting ingot consisted of very thin threadlike crystals from which only very small single-crystal fragments were isolated. A powder diffraction diagram disclosed nonisomorphism with the analogous V-VI compounds insofar as these have been reported; Sb2S3, As2S3, Bi,S,, and Bi2Te3 data in the ASTM index of powder patterns, together with the single-crystal data on Sb2Se3,2 were used for the com- parison with the observed spacings. Single-crystal data confirmed the uniqueness of the As2Te3 structure. Single-crystal Weissenberg diagrams have so far yielded the following data: As2Te3 is monoclinic, space group C-m (OkO data still lacking), a = 14.4A, b = 4.05A, C = 9.92A, ß = 97". The cell volume is about 5802. The set of isomorphous ortho-rhombic cells of Sb2Se3, Sb2S3, and Bi2S, are apparently related to As,Te, in having one lattice constant close to 4.0 and with cell volumes as large as 540A8. Assuming Z = 4 for As2Te3 also, the density is calculated as 6.1 which agrees well with a roughly determined value of 6.0. A complete structure analysis is under way.

Rep. William S. Hill (R.- Colo.) will preside over a Congressional hearing investigating the problems of the mining industry to be conducted in Phoenix, Ariz., late in April. Rep. Hill has expressed the desire to hear from the industry itself all possible testimony on the needs of domestic mining and how Congress can help. Rep. John J. Rhodes of Arizona is also expected to attend the hearing. Two new features are incorporated into an SO2 process for treatment of low grade manganese ores disclosed by Chemical Construction Corp. The new approach includes a high temperature autoclaving step and a sintering operation. Data was given for work performed on Cuyuna Range ores.
