The following report is published for the information of the members: Meetings. Two meetings for the reading and discussion of papers, etc., have been held during the year 1907-namely, the Ninety-second meeting, held April 16 to 20 in New York, N. Y., and the Ninety-third meeting, held July 23 to 30 in Toronto, Canada. The proceedings of these meetings, including descriptions of the entertainments and excursions connected therewith, have already been published and distributed to the members of the Institute; the New York meeting in Bi-Monthly Bulletin, No. 15, May, 1907, pp. 541 to 559, and the Toronto meeting in Bi-Monthly Bulletin., No. 17, September, 1907, pp. 847 to 875. In addition to these " Proceedings," there were also published in Bi-Monthly Bulletin, No. 15, May, 1907, an illustrated description of the United Engineering Society building (p1 vi. to xxvi.), and a record of the exercises attending its dedication, including the addresses of Andrew Carnegie, Arthur T. Hadley, Samuel Sheldon, Frederick R. Hutton, John Hays Hammond, and T. C. Martin (pp. xxxviii. to lxv.). At the New York meeting, 43 papers and- discussions were presented, and the names of 297 members and guests were registered at the Institute headquarters., this number, however, does not represent all who were present at the sessions and excursions. At the Toronto meeting, 23 papers and discussions were presented. The number of members and guests registered at the Toronto headquarters was 191, which doubtless does not include the names of all who were present at the sessions, or took part in the numerous excursions and visits around Cobalt.

There have been major changes in the makeup and nature of the uranium exploration industry in recent years. Significant price increases precipitated an increase in exploration activity-according to the Department of Energy, exploratory drilling in 1977, by 140 companies, was almost 8 million m (26 million ft). This represents a 37% increase over the prior year's drilling. Projections for 1978 indicate at least 9 million m (30 million ft) of exploratory holes will be drilled in the US. Exploration expenditures in 1979, including land acquisition, drilling, and other costs, were estimated by DOE at over $236 million. Domestic expenditures for 1978 are estimated at over $250 million.

In attempting to study precipitation from a tetragonal lattice, using solid solutione of bismuth in tin, it was found that although a Widmanstätten pattern is observed1,4 only a qualitative analysis of the orientation relationships is possible, because of the unusual structural changes that accompany the precipitation process. Microscopical Studies Alloys were made from Chempur tin (Standard samples 42b and 426, National Bureau of Standards), and bismuth (Kahl-baum C.P.) by melting weighed quantities together under palm oil, stirring well, and castilig in a heated graphite mold. The polishing and etching techniques employed largely govern the visibility of the structural changes. The preliminary surfacing operations were similar to those recommended by Villela and Bergekoff,5 through Behr-Manning 3/0 abrasive papers, lubricated by a solution of paraffin in kerosene. A rough metallographic polish was next given, using a thin cotton cloth charged with relevigated alumina (maximum particle size of about 4µ) and soap solution; repeated etching and polishing served to remove disturbed metal. For high-power examination better preparation was necessary. It was found that on such soft metals the threads of the fabric, rather than the abrasive, cause most of the scratching. Cotton outing flannel, which had been brushed so that the nap lay down, was fairly satisfactory, but a heavy grade of silk velvet (not the noncrushable kind) was found to be better, especially after some use. A better procedure was as follows: The metal lap was warmed slightly, and a 4-in. circle of woolen broadcloth was cemented to its center by a thin film of melted paraffin. The broadcloth was then moistened with water, and a 30 to 40 per cent solution of sodium hydroxide heated to about 50°C. was poured over it, allowed to stand for I to 2 min. and then washed off. It was neither necessary nor desirable to remove all the sodium hydroxide from the cloth, since its etching action aided in the removal of the flowed layer from the sample. The cloth was then charged with a paste of the relevigated alumina in water. Since this lap did not remove deep scratches, it was necessary previously to polish the specimen on some material such as the silk velvet. The sodium hydroxide softens and partly gelatinizes the woolen lap covering, permitting a scratch-free polish, but its action continues, and the cloth deterioratcs after about 24 hr. This is not serious, because a new lap can be prepared in about 5 min., and only small pieces of cloth are used. Etching with a strongly acid solution of ferric chloride was found satisfactory for removing the flowed layer. For the final etching, the most satisfactory reagent was that of Tafls,7 the formula for which is: FeC13.6H2O, 2 grams; HC1, 5 c.c.; H2O, 30 c.c.; C2H5OH (95 per cent), 60 C.C. K ENTUCKY'S first acid-grade fluorspar flotation Kmill, shown in Fig. 1, was placed in operation Aug. 1, 1952, by the Pennsylvania Salt Manufacturing Co. at Mexico, Ky. During 1951 a critical shortage of acid-grade fluorspar developed and it became necessary for the company to produce part of its fluorspar requirements. In 1951 the company purchased the Crider and Lennen metallurgical fluorspar mill and an adjacent stockpile of tailing at Mexico, Ky. The tailing, assaying about 26 pct calcium fluoride, originated from log washer and jig mill concentrators in the area. As the mill did not have a fluorspar dryer or convenient rail facilities, the company leased the Burleson concentrator at Marion, Ky., where these facilities were available. At Marion, Ky., on the Illinois Central Railroad, dry acid-grade fluorspar is transported direct to the company's Calvert City, Ky., hydrofluoric acid plant. The Mexico flotation plant was reconditioned and designed to produce acid-grade fluorspar from the jig tailing stockpile. The new plant flowsheet is shown in Fig. 2. OF all the military services, the Signal Corps is the most concerned with piezoelectric minerals because of its function as a supply service to the strategic and tactical military forces. Consequently this paper is written from the point of view of one associated with that organization. The Signal Corps is responsible for the research, development, and supply of communications, radar, and components to the using services of the Department of the Army and to some extent the other branches of the National Defense Department. Their work therefore includes the study of the sources, characteristics, and application of quartz and other piezoelectric materials. These materials have become a vital consideration in strategic planning and are essential for efficient tactical operation by all the Armed Forces. The Signal Corps at the beginning of World War II was responsible for both Army Ground and Air Force electronic equipment. Since that time this Army service organization has probably done more in the development of frequency control devices using piezoelectric materials than any other group.

THE gains of society from the state of primitive conditions in the past to the standard of living which prevails in the advanced countries today have been accomplished mainly by the increasing productive capacity of the population under the leadership and services of the engineer. Without improvements in the arts and industries the growth of population tends to place succeeding generations always at a disadvantage. In this country we have been exploiting with reckless prodigality a wealth of soil and minerals and timber that has been in preparation for thousands of years. We know that the prices of all national products have been advancing, and were on a rising scale even before the phenomenal increases resulting from the war. Over against this depletion of natural wealth we have the influence of improvements made in the methods of production and distribution-and the accumulation of wealth in the form of productive equipment. The net result of these opposing influences determines whether society moves forward or backward.

THE Institute met on Wednesday evening, May 22d, in the parlor of the Stanton House, Dr. T. Sterry Hunt, President, in the chair. The President delivered an introductory address on the Brown Hematite Deposits of the Great Valley, after which the following papers were read and discussed : Note on the Result of an Experiment with the Wheeler Process of Combining Iron and Steel in the Head of a Rail, by W. E. C. Coxe, of Reading, Pa. On the Jenks Corundum Mine, Macon County, N. C., by Dr. R. W. Raymond, of New York City. On Wednesday afternoon, previous to the opening session, the members who had already arrived in Chattanooga, were taken by the Local Committee to the works of the Roane Iron Company, and Chattanooga Iron Company, and then to the top of Lookout Mountain, where, at the request of the members present, Dr. Hunt described the geological and geographical features of the Chattanooga region, with the magnificent panorama spread out before them as a map. On Thursday morning an excursion was made by steamboat down the Tennessee River as far as Shellmound. Here cars were taken to the coal mines of the Dade Coal Company, where the members were courteously received by Mr. E. B. Wells, the Superintendent. After a trip through the mines the party partook of a collation provided by the company. South Pittsburgh, on the Tennessee River, was next visited, where the Southern States Coal, Iron and Land Company have a large blast-furnace plant in the course of erection. After conducting the party through the works, shops, etc., Mr. James Bowron, the manager, entertained the members with graceful hospitality at dinner. The second session was held on Thursday evening for the transaction of business. The President, Dr. T. Sterry Hunt, appointed Messrs. W. E. C. Coxe, R. H. Richards, and F. J. Slade, scrutineers, to examine the ballots for officers for the ensuing year.

The mining industry is faced with a pressing problem; that is, to develop more efficient methods of extraction, handling and upgrading-techniques that will do the job faster and better than ever before. New techniques require new machines, or applications of new and improved materials that can be used to modify and improve existing machine and equipment designs. The traditional approach has been to increase productivity by increasing equipment size. Prognostication indicates that the trend toward larger equipment sizes and capacities will continue as one answer to the challenge imposed by future increases in mineral demands. But what is the limit on the continued growth of equipment size? Until about 1930, there was a very definite limit-a limit imposed by the strength of the steels and the power plants then available. The equipment engineer had come to an impasse: even though it was easily possible, for instance, to triple the size of a bucket, it had become impractical to correspondingly enlarge the boom, the counterweight, and the power plant.

(New York Meeting, February, 1912). IN a paper before the Institute at Wilkes-Barre, Pa., June 1911,1 Mr. James Gayley discussed the application of this process to iron-bearing materials. The same author2 described the results of operations at the plant at Birdsboro, Pa. The purpose of the present paper is to present further discussion of some technical details involved in the operation of this plant, and of the theoretical and practical relations of this product to blast-furnace practice. Since Oct. 1, 1911, the Birdsboro plant has been in operation at the blast-furnace of the E. & G. Brooke Iron Co. The results have been highly satisfactory, although the material treated, being chiefly the flue-dust currently made by the furnace or taken from the accumulated stock-pile, was excessively high, and yet not uniform, in carbon, so that the desirable control or regularity of the amount of fuel in the mixture treated could not be maintained. Nothing could more forcibly demonstrate the flexibility of the process than the fact that, under these conditions, the sinter produced was, in all cases, of excellent quality. The Dwight & Lloyd process, as such, and its present highly-developed mechanical appliances were described by Mr. Gayley in the paper above mentioned. While the repetition of some particulars will be unavoidable in this paper, it will be confined to features bearing upon the metallurgical principles involved. IN the early part of the last century textile fabric was used for the filtration of products of combustion and lampblack was obtained by passing smoke through a series of canvas bags. Natural draft was, used to draw and force the smoke through the bags. About 1850 bag filtration was used for collecting zinc oxide. Around 1876 it was introduced for collecting the fume from lead-ore hearth smelting in. Missouri. Shortly afterward it was used, first at Portland, Me., and later at Canon City, Colo., for the collection and production of zinc-lead pigment in treating mixed zinc-lead sulphides. In 1890 the Globe Smelting & Refining Co., at Denver, Colo., installed a bag house containing 1,458 bags for the recovery of fume from silver-lead blast furnaces. This installation was too small to handle all of the gases and was increased to approximately 2,300 bags. . In 1900 the number of bags was again increased, making a total of approximately 2,800: The usual difficulties incident to new installations were encountered, but they were gradually overcome and the bag house became accepted as standard practice for this class of smelting. As all of the bag houses built since have followed the general lines of the Globe installation, a short description may be of interest. The general construction of the Globe bag house is shown in Figs. 1, 2, and 3. The building is 149 ft. 8 in. long by 67 ft. 4 in. wide and 40 ft. 2 in. high from the basement floor to the eaves of the roof, having brick walls 26 in. thick from the foundation up to the thimble floor, from there an 18-in. wall for 16 ft. and a 13-in. wall from this point to the top, a distance of 14 ft. 2 in. Additional stiffening is given to the walls above the basement by pilasters located every 16 ft. The end-wall construction is similar to that of the side walls with the exception of the spacing of the pilasters, which is somewhat greater. The roof is made of corrugated iron laid on 1-in. boards and supported by a timber frame work spaced 16 ft. apart resting on the basement partition walls. On top is a louver running the

On several occasions, when 60-40 brass is first obtained in the beta condition by quenching at about 825" C. and is then reheated, the writers have noticed that reerystallization will take place in the form of twin crystals at the grain boundaries of the original beta crystals. It was, therefore, thought that interesting results would be obtained if this twinning process was studied further, especially as to the temperature at which it first occurs. The material used in the investigation was a bar of extruded muntz metal, 1/2 in. in diameter, and of the following composition: Copper, 60.21 per cent.; zinc, 39.73 per cent.; lead, trace; iron, trace; tin, nil. Specimens 1 in. in length were sawed from this bar and a hole was drilled into the side of each specimen until it reached the center, and the tip of a platinum-platinum rhodium thermocouple was inserted. A small Hoskins' resistance-type electric furnace was used for heating the specimens. The specimens were first heated at 840' C. for 2 hr. and then quenched ' in cold water, in order to get the material entirely in the beta state. In every case, in the reheating process, the furnace was brought to the desired temperature before the specimen was introduced. The time occupied in preheating was from 20 to 30 min. By sawing back 1/4 in. on each side of the hole, two parts were obtained from each specimen and duplicate observations were possible. The specimens were held at the reheating temperatures for periods of 15 min., 30 min., 1, 2, and 4 hr. All specimens were etched with a freshly prepared mixture of equal volumes of concentrated NH4IOH and H2O2.

Largest and most important of the milling plants under construction during the year is the Morenci plant of the Phelps Dodge Corp., in Arizona, where plans are being rushed for production in 1942. Grate mills will be used for fine-grinding, and in the pilot plant, classifiers of the spiral type have the preference for the closed- circuit work. The flotation units will be chiefly of the pneumatic type, with some mechanical units as auxiliaries. The Fagergren, Pan American, and Agitair machines were left in the competition as the year closed. If the absence of European markets for finished products has dislocated the mining industry, fortunately the lack of raw materials required in the beneficiation of ores has not been serious. except possibly as to the inability to import flint grinding pebbles. Some of the less important gold mines still use pebbles for grinding as is also the practice in the comminution of nonmetallics used in various industries. THE terms " developed " and " undeveloped " are necessarily relative and cover a wide range; but the latter is here applied to cases in which the information at hand falls short of a clear demonstration of values, and conclusions must be reached from a study of the geological conditions of the particular deposit, interpreted in the light of similar and closely related deposits. Such an inquiry might be characterized as an effort to reach reliable conclusions from insufficient data. But the engineer engaged in commercial work finds himself often face to face with apparently such problems; and while he may realize with regret that a small amount of intelligent development would add enormously to the value of his conclusions, he is compelled to recognize the demand of a business situation for a prompt decision as the basis of immediate action. In a case within my knowledge, the question involved was the purchase of 50,000 acres of coal-land, and 10 days was the limit within which this question must be decided. Of course, it was impossible to make a satisfactory examination within that time; but the 'instructions were "to make the most complete examination and the most positive recommendation possible." Such instructions are often given; for, no matter how much time an investor may have, he is likely to put of his decision until the last moment, and then discover that he needs more light and advice. It does not follow that engineers, after full explanation and mutual understanding of the situation, should decline to undertake examinations thus limited. In the case just mentioned, while only the broadest view was possible, half the time available was sufficient to show that the property was a good purchase. THE metallurgist, chemist, and physicist are blazing trails that lead far afield. Pushing on into an "Alloy Age" they see a non-ferrous era over- taking iron and steel. Delving into the nature of the physical world, they break down a supposedly indivisible element, hydrogen. Not content with terrestrial problems, they peer back along the cosmic ray into iaterstellar space, glimpsing forces that are, apparently, still busy with the task of atom-making. Mastering and organizing the material and physical, they advance steadily toward that borderland of science where the concept of matter itself seems abandoned, and force is the substance left.

CALIFORNIA possesses such an abundance of ceramic materials other than clays, that she is quite independent of other states and foreign countries so far as these materials are concerned. Certain users import some feldspar, silica, and allied minerals, but they do so from choice and not necessity. Production is largely for home consumption, so the total volume of ceramic materials produced is comparatively small. Many small deposits of the materials here under discussion are worked by individuals, and their output sold to individual grinding companies or users. The data given here shall be confined to the larger deposits and developments because they give a truer picture of typical deposits, operations, and materials.

THE adoption of rock dusting, as a safety measure, has made notable progress in the West Virginia coal mines since May, 1925. At that time there were but two mines in the State that were thoroughly rock dusted, mines No. 2 and No. 12 of the Boone County Coal Corp., at Sharpless. Since then it is probable that 75 per cent of the coal operators in the State have given consideration at one time or another to rock dusting. This growth of interest followed the meetings of the various mining institutes all over the country, during the summer of 1925, at which papers were presented, drawing the attention of the coal mining operators to the merits of this safety measure. Yet outside of the experience with rock dusting at the Old Ben Coal Corp., of Southern Illinois, and the Carbon Fuel Co., of Rains, Utah, there had been no actual occurrence in the coal mines of the United States, which could be taken as positive evidence of the efficacy of rock dusting in the prevention of the propagation of coal dust explosions. The U. S. Bureau of Mines, however, had run innumerable tests under conditions which closely approximated actual coal mining conditions and had clearly shown that rock dusting was effective.

Building up the USSR's economic strength was the result of all the achievements and successes of our economy. The Soviet Union was the first to begin planned guidance of the economy. The mining industry of the USSR, which holds the first place in the world output of mining production, has always been considered as the main raw materials basis of the country's economy. High and stable development rates are a feature of planned economic management, based on the social ownership of the means of production. During the past ten years from 1965 to 1875 the national income used for consumption and accumulation increased practically by 1.9 times. There has been no inflation, no unemployment in the Soviet Union for about forty years already. High and stable growth rates of the production of mining industries and that of the branches, which are their direct consumers are characterized by the data in table I. The achievements and successes of the economy's development are to a great extent determined by the three planning components, which are as follows:
