In central Washington, six miles south of the small town of Vantage, the flow of the Columbia River is harnessed by the Wanapum Dam which is part of the Priest Rapids Hydroelectric Project owned and operated by Grant County Public Utility District (GCPUD). Extending more than 8,300-feet from bank to bank, the dam includes left and right earth embankments, left and right concrete gravity sections and a 10-unit powerhouse. Adjacent to the right embankment is a concrete gravity spillway featuring radial gates measuring 50-feet-wide and nearly 70-feet-high. In the early 1960’s when Wanapum Dam was built, these seven-story spillway gates were the highest in the world. In late February 2014, 50-years into its service life, during a routine maintenance inspection, observant workers noticed a slight misalignment in the roadway deck curbs and handrails located on top of the spillway. Further survey and inspection efforts uncovered a 65-foot-long by two- inch-wide crack that spanned the full length of Monolith 4. On discovering the extent of the damage, GCPUD initiated immediate drawdown of the reservoir to relieve pressure on the spillway monoliths. Wanapum Reservoir and the areas directly downstream of the dam were immediately closed, boat ramps and inlets were left completely dry, campsites were closed and boating activity was banned on the lake until further investigations and remedial procedures were in place and completed. An extensive root cause analysis ultimately led to the conclusion that errors in the initial design calculations and late changes to the final spillway design led to a condition that generated tensile stresses in the concrete at the upstream face, which over a period of 50-years resulted in the formation of a crack along a horizontal lift joint located about 85-feet below normal pool elevation. Further analysis showed that, although visible distress was found at Monolith 4, there was nothing preventing this issue from happening at other locations along the dam spillway. Although no visible cracking was found in the other monoliths, repair procedures for Monolith 4 would have to be replicated at the remaining monoliths.

The development and introduction of a preventive maintenance scheme in the coke ovens department, coal preparation section, of The Broken Hill Proprietary Co. Ltd., Newcastle steelworks, is described together with its operation and the results achieved during the first 12 months.'fhe scheme consists essentially of an engineering analysis of the plant to establish maintenance schedules, and to record the details on reference cards.Items are reviewed progressively and a weekly work schedule is prepared, from which work orders are passed on to the maintenance foremen. These foremen in turn originate action orders and issue inspection sheets as required. Results are then reported back to the maintenance planner and used to revise norms, practices, and cycles.INTRODUCTIONWhat is maintenance? Some people consider maintenance to be the work involved in putting things together again after they have fallen apart. The author regards it as the mechanical care and repair of plant machinery and equipment to keep it operating in sound mechanical condition, without undue interference with production processes.Maintenance may be organized or haphazard, and, too often, what has been fondly imagined to be nicely controlled and organized maintenance proves, under pressure, to be more correctly described as haphazard. Managers always look for systems with minimum hazards. The hazards create problems for performance of projects. The largest and most important hazards of working underground mine can be related to health, safety and environmental, because if one of these sectors be in hazard, maybe lead to close mine. Failure mode and effects analysis (FMEA) is a widely used quality improvement tool to identify the potential failure modes for measuring reliability of a product or a process. FMEA is performed by developing a risk priority number (RPN), which is the product of severity, occurrence, and detection ratings. On the other hand, with regard to uncertainty in the decision-making, fuzzy theory will be able to model this uncertainty. Fuzzy FMEA provides a tool that can work in a better way with vague concepts and without sufficient information than conventional FMEA. This article by using Fuzzy FMEA and based on HSE criteria evaluate hazards of Parvade No. 1 Mine in Tabas Coal Mine. The results demonstrate the most hazardous parameter is rock burst in this mine.

This paper is one of a series on mining methods being published by the Bureau of Mines. It describes briefly mining practices at the Sunrise iron mine of the Colorado Fuel & Iron Corp., Platte County, Wyo. The Sunrise mine is in the Hartville iron district in east-central Wyoming (fig. 1). The district covers part of the Hartville Mountains, a region of moderate relief in which erosional features have been formed by the dissection of a low plateau. Altitudes vary from 4,300 feet along the North Platte River to 6,000 feet in the uplift. The climate is semiarid, with hot summers and winter temperatures below zero for short periods. Grasses, cacti, yucca, and low desert shrubs grow at lower elevations. Cottonwood and boxelder trees and willows grow along permanent streams; juniper and coniferous trees are confined to the higher elevations.

Anaconda initiated an extensive underground exploration and discovered a super gene copper blanket which was developed into a small open-pit mine-mill operation that ran from 1970 until the depletion of the copper ore in 1974. East West Minerals, an Australian public company, purchased the mine in 1986 and operated for only seven months producing a single bulk lead-zinc concentrate. In 1995, Breakwater acquired the Restigouche Open pit and Caribou underground deposits. Breakwater began milling operations in July 1997 but Caribou Mine failed to commercialize production, and the company decided to shut it down in August 1998, because of declining metal prices. The mill was plagued by mechanical and design problems, but deficiencies in metal recoveries prevented the operation from reaching desired levels."

In a previous paper of this series (1) ,t it was shown that during the creep of single crystals of lead, deformation proceeded to some extent by means of slip on the octahedral plane. This was demonstrated by the formation of slip lines on the surface of the specimens. At first, a few broad bands appeared after a small amount of extension had taken place; then, as extension proceeded, more and finer lines made their appearance until the whole of the specimen surface was covered.The present paper deals with the process of deformation of the creep specimens as revealed by X-ray examination..By the use of this method, the changes taking place in the crystal structure can be observed.EXPERIMENTAL METHODThe method of preparation of the specimens, their size and the purity of the lead employed have been reported elsewhere (1). At frequent intervals, the specimens were dismantled from the test rack and X-ray back reflection photographs were taken. The specimens were so marked and set up on the X-ray machine that the same spot on the specimen surface was always examined.Copper radiation was employed, the tube voltage and current being 45 kV. and 25 m.a. respectively and the exposure time 2 hrs. The slit diameter was 1 mm.

"10.1. INTRODUCTIONDefinitions are a necessary part of every agreement. Their purposes are to assist the reader in reading and understanding an agreement and to attempt to avert potential confusion and, therefore, disputes. In some circumstances, they may be critical in deciding a dispute. As they are often substantive, they should not be treated lightly.It is far easier and less confusing for a reader to read “the Company” or “the Recipient” than to be faced with “the party of the First Part”, or to see the “Jones Property” than “that part of the property hereinbefore described in paragraph 1.01 hereof”. It is also advisable not to use “-ee” and “- or”, as in payee and payor.One thing must always be remembered: once a word has been defined in an agreement, it will always have the defined meaning unless the contrary is clearly indicated or is required to make sense of a provision.2 It can be confusing for a reader if commonly used words are defined in other than ordinary terms. Unique words that will stand out in the text are more likely to be recognized as having special meaning. It is also good practice to identify defined terms by capitalizing them in the text of the agreement. Boldfacing of definitions is also sometimes used for this purpose but, as boldfacing is not easily identified in handwritten revisions, it can be missed in the press of negotiations, especially when several typists are involved. Lack of consistency in identifying defined terms is not a fatal mistake, but it can create confusion, especially if the reader is new to the agreement or is reading it in a highly technical manner, such as when there is a dispute.If definitions used in the main text also apply to a schedule, they need not be included in both. Omitting them from the schedule makes the agreement look shorter, which to some people is a benefit. If definitions are not repeated, make certain that the schedule clearly indicates that words defined in the main text have the same defined meanings in the schedule3 and are clearly identified as defined words. In considering whether or not to repeat in a royalty schedule definitions appearing in the agreement proper, think of definitions as an aid and a reminder to the reader. Repeating them will help a reader, if only by saving the nuisance of remembering where to find them in the main text and constantly turning to it. All the definitions needed to read the schedule will be right there, so that the schedule is a self-contained document. Just make certain that, if you do repeat a definition, you repeat it in identical terms. If you have to change any defined term to make it fit the royalty provisions, use a different word or phrase as the defined term to warn the reader that he is dealing with a different concept.4"

To design and operate a successful mine the technical specialists must agree on what is ore, what is not ore, and how quickly the orebody is to be mined and processed. These seemingly simple questions defy easy analysis and can push mining engineers, geologists, metallurgists and others to the limit of their capabilities. The questions are rarely addressed adequately in feasibility studies or in operational planning. To optimise the mine and processing plant requires proper determination of cut-off grades or values, prediction of feed variability on an hourly, daily or longer basis, right-sizing the mining rate for optimum product quality, understanding the cost of capital and the expectations of investors, and many other considerations that involve geology, geotechnical engineering, mining, metallurgy, environmental effects and economics. The U.S. Bureau of Mines investigated the relationship of bituminous coal seam parameters and the amount of airborne respirable dust generated at longwalls. Dust and coal samples were obtained from 20 longwalls operating in geographically representative coalfields throughout the United States. Statistical analyses of coal seam parameters and airborne respirable dust measurements indicate a likely causal relationship between seam type and respirable dust. Low-ash, high-volatile coal seams were associated with higher airborne respirable dust levels. A negative linear correlation (significant at the 95-pct confidence level) was observed between the seam's ash content and airborne respirable dust, explaining up to 18 pct (R2 = 0.18) of headgate dust level variation and up to 15 pct of tailgate dust level variation. Volatile matter was found to have a positive linear correlation with tailgate dust level, explaining 16 pct of the variation. Further data examination indicates that these relationships with dust are most likely nonlinear, because of improved R2 values over the linear correlations. However, a notable portion of longwall dust production is influenced by other operational parameters, so additional research under more controlled conditions is needed to determine the seam's causative functions.

Tin in ores containing 0·025 to 1·5 per cent tin can be determined polarographically by the reduction of the chlorostannite ion at the dropping mercury electrode in 2M hydrochloric acid solution containing 15 per cent ammonium chloride. The tin is separated from interfering elements by distillation as the tetrabromide and collected from the distillate by co-precipitation with aluminium hydroxide. The method can detect 0·01 per cent tin in ore.INTRODUCTIONAn iodimetric method, suitable for routine analysis of titrating tin in concentrations down to 1 per cent, has been available for some years (Low, Weinig, and Schoder, 1939).As concentrations fall below 1 per cent tin, there is increasing difficulty in obtaining a distinct end point due to large amounts of iron and silica normally present after fusion of the ore. Since concentrations of tin down to 0·02 per cent are significant in ore dressing products it was necessary to examine methods to determine such low concentrations, and to adapt these to tin ores containing a wide variety of other minerals.EXPERIMENTALDigestion and separationCassiterite, the principal tin mineral, is refractory but readily attacked by a sodium peroxide flux to yield soluble sodium stannate. In-situ recovery of metals is presently experiencing a revival not seen since early applications in amenable copper oxide deposits, uranium and generally applications where neither, porosity and permeability, nor process chemistry have been prohibitively difficult. With ever decreasing grades in current mining operations or Greenfields projects and ever increasing capital and operating costs, in-situ recovery is looked to as the processing option that will both unlock these deposits as well as potentially derive revenue from mineralised waste remaining in the ground once traditional mining and processing methods become uneconomical. In-situ recovery is also being looked to as a mining method that minimises the environmental impact sustained in the application of traditional energy and water intensive mining and processing operations where millions of tonnes of ore are mined from the earth, processed on surface and then disposed of in both waste dumps and tailings facilities. The key challenge facing companies like Newcrest is that these low-grade deposits or remnant mines are generally hard rock applications that require costly methods to liberate the valuable minerals. A further challenge includes identifying suitable chemistries that both facilitate the economic recovery of gold and copper and that may be considered environmentally acceptable. This paper presents a desktop study whereby the issues of access creation and chemical extraction are discussed and evaluated with a view to driving future research in the area and unlocking this application as a real processing option. INTRODUCTION Mining companies are increasingly challenged by low grade, deep and complex ore deposits which are no longer economically exploitable by current methods. The large footprint of current open pit operations can present obstacles for permitting and social acceptance. For these reasons in-situ recovery (ISR) technologies are receiving renewed attention as a technology which could be used to exploit these more complex deposits economically and with less environmental impact. The environmental impact may be further reduced if emphasis is placed on use of renewable energy sources rather than traditional grid power, gas turbine or diesel generators are employed to drive the operation. A potential renewable energy driven ISR mine of the future is shown in Figure 1.

Video technology coupled with data logging exposure monitors have been used to evaluate worker exposure to different types of contaminants. However, previous application of this technology used a stationary video camera to record the worker?s activity while the worker wore some type of contaminant monitor. These techniques are not applicable to mobile workers in the mining industry because of their need to move around the operation while performing their duties and tasks. The Helmet-CAM is a recently developed exposure assessment tool that integrates a person-wearable video recorder with a data logging dust monitor that are worn by a miner in a backpack, safety belt, or safety vest to identify areas or job tasks of elevated exposure. After a miner performs his or her job while wearing the unit, the video and dust exposure data files are downloaded to a computer and then merged together through a NIOSH-developed computer software program called EVADE (Enhanced Video Analysis of Dust Exposure). By providing synchronized playback of the merged video footage and dust exposure data, the EVADE software allows for the assessment and identification of key work areas and processes, as well as work tasks that significantly impact a worker?s personal respirable dust exposure. The Helmet-CAM technology has been tested at a number of metal/nonmetal mining operations and has proven to be a very valuable assessment tool. Mining companies wishing to use this technique can purchase a commercially available video camera and an instantaneous dust monitor to obtain the necessary data, and the NIOSH-developed EVADE software will be available for download at no cost on the NIOSH website.

Seven pairs of drop and ventilation shafts, between two and nine feet in diameter, will convey combined sewer flow to a 230-foot-deep, 26-foot diameter storage tunnel. This paper will present case histories for each site. Discussion will include functional requirements, program and site access constraints, structural design, geology, the variety of excavation and lining construction methods used, and lessons learned. Noteworthy observations include the importance of assuring competent ground sup-port at the soil-bedrock interface and of achieving tight verticality tolerance using both top-down and raise bore excavation methods.

Rare earth elements (REEs) and their compounds are essential in a multitude of mundane and sophisticated applications such as renewable energy technologies, catalysts, medicine, and defense applications. The global supply deficit could be attributed to the destabilization of REE market that has, as a result, incentivized indigenous production of REEs. Cost-effective and environmentally benign opportunities are being explored for the production of REEs from non-conventional mineral sources including coal and coal by-products to stabilize the supply chain. Coal from Healy coal mine and Wishbone Hill deposits in Alaska have been quantified for REEs and were found to possess elevated total REE concentrations as compared to world average levels (60– 70 ppm). The objective of the study was to concentrate the REEs in the froth phase by froth-flotation of the fine size fraction (< 75 μm). A Box-Behnken design of experiment was employed to ascertain the main and interaction effects of operational parameters on response variable by analyzing 3D response surfaces. Experiments were carried out to maximize REE recovery and concentration by modeling and optimization of three operating variables (frother dosage, pulp density (% solids), and collector dosage). Based on the results, the optimum flotation conditions for maximum recovery at an elevated concentration of REEs in the froth fraction was obtained at 4.2% solids and 32.7 ppm of frother dosage for Healy sample and 10% solids and 37.9 ppm of frother dosage for Wishbone Hill coal sample. The quadratic relationship between the input and response variable was found to be independent of collector dosage suggesting good surface hydrophobicity and floatability of the two coal samples.

This paper describes the new legislative regime that will apply to the regulation of the minerals industry in New Zealand. The reform of New ZealandÆs minerals legislation was initiated in January 1988 when the Minister for the Environment, Rt Hon Geoffrey Palmer, announced the Governments intention to review all the major laws governing New ZealandÆs resources. The Resource Management Bill is scheduled for introduction to the House in December 1989 and its date of enactment is scheduled for June 1990. With some matters still to be determined (at the time of writing), this paper cannot be a definitive review and description of the new legislation, it is instead an attempt to outline the major features of the Bill, to date, that are seen as important to the mining industry.

"A study of the geological features of known occurrences of mineralization in Gaspe is the basis for a classification. Nickel, chromite, asbestos and some copper are pre-or syn-Taconic, whereas the most important deposits are tied to granitic post-Taconic stocks. Most occurrences are clearly related to igneous rocks: nickel, chromium and asbestos to Ordovician serpentinite; copper to volcanic rocks of different ages; and copper, zinc and lead to acidic intrusions with apparent zoning. Some lead-zinc deposits lying between the Grande Greve and York Lake formations are stratigraphically controlled. Some occurrences are tied to faults; e.g., the nickel-copper mineralization along the North Grand Pabos fault. Shallow rainfall-induced landslides in residual and colluvial hillslopes and steep embankments are a common occurrence in many settings [1, 2, 3]. While occasionally posing a threat to property and life-safety, they more often present an ongoing maintenance problem and can lead to the initiation of larger failures. Typically, these slides consist of 2 to 4-foot thick translational movements of silty and clayey soils down slope through the reduction of strength from increases in pore water pressures. Direct surficial infiltration and indirect groundwater seepage are the normative triggers for failure. In the residential community of Blackhawk, California, located east of the San Francisco Bay, these types of landslides are a common occurrence (Figure 1). However, shallow landslides have also been a repetitive and constant problem along many state highways where steep embankments have been constructed in close proximity to busy thoroughfares. Given the real threat to property values in residential and commercial settings and the constant maintenance problem posed to lifeline structures such as utilities, roadways, and pipelines, new methods to deal with these landslides are needed.
