On Nov 1, 2007 House Resolution 2262 ? The Hardrock Mining and Reclamation Act of 2007 ? was passed by the U.S. House by a vote of 244-166. HR-2262, among other things, would impose a 4-per-cent royalty on existing mines with commercial production and an 8-percent gross royalty on all new claims. Not surprisingly, this possible new law was one of the hottest topics of discussion at the Northwest Mining Association?s conference that this year returned to Spokane, WA for its 113th annual meeting on Dec. 3-7. More than 1,800 delegates attended the conference that was held under the banner theme of ?Mining ?. For today and tomorrow.? Northwest Mining Association executive director Laura Skaer was one of many speakers during the three-day conference to respond to the threat to the industry posed by HR-2262 with a presentation titled ?Potential changes to the 1872 Mining Law.? In the presentation that she first unveiled at the Alaska Miners Association?s convention and trade show on Nov. 8, Skaer laid out a comprehensive list of problems with HR-2262. In addition to the association?s obvious concerns about the proposed royalty, Skaer noted that the bill includes a mine veto provision that would allow the Secretary of the Interior the authority to deny an operations permit to a project if the secretary determines that the operation would cause undue degradation to public lands and resources. Potential massive withdrawals from mineral entry are also included in HR-2262. Among the lands that could be off limits to miners under HR-2262 are wilderness study areas, areas of environmental concern and 23.6 hm2 (58.5 million acres) identified as Roadless Rule. States, political subdivisions and Indian Tribes would also have more authority to withdraw lands, she said. To combat the proposed changes, Skaer made 10 trips to Washington D.C. on behalf of NWMA members in 2007. In her presentation at the annual meeting, she also objected to provisions that include no life-of-mine permits and uncertain permit renewals and new and duplicative environmental standards that she said are vague, ambiguous and inconsistent with current federal and state environmental laws. Debra W. Struhsacker, an environmental permitting and government relations consultant, also spoke on the issue of HR-2262 with a presentation titled ?The House mining law bill ? Rip van Winkle is back ? and he?s meaner than ever.?

There is a large economic opportunity associated with improving metallurgical performance in mineral processing plants that use process control. Thus, future control systems will be developed towards more sophisticated user friendly, computer-based systems that use powerful software analysis and control techniques. Auto-tuning, adaptive control and process models will gain expanded use because of their transparent availability to the system designer. Control of individual unit operations will be optimized and coordinated through expert systems that monitor economic conditions and management directives and direct operations accordingly. Plant areas, once considered cost centers, will be integrated into plant-wide control systems for economic control and optimization. This article looks at new control hardware, process sensors, control strategies and software development tools. It also looks at the economics driving the continued development of advanced process control systems. Process control systems routinely used in the mining industry were born when the microprocessor was invented. They have continued along an evolutionary path from vendor specific processing hardware and proprietary operating systems to computer industry standard "open architecture" systems. The many economic forces that drive the development and functionality of these process control systems will cause this evolutionary process to continue. The upswing in prices for base and precious metals, industrial minerals and coal has allowed the global mining industry to ramp up production at existing mines and begin construction of proposed projects. In addition to satisfying shareholders, the industry is also providing good paying jobs and creating needed infra-structure in places that previously did not have either. However, the industry has learned that the prospect of jobs and infrastructure is not necessarily a guarantee that communities will allow mines to be built. The industry must maintain even higher environmental and reclamation standards. And mining companies must help communities plan for life after a mine is closed and the company moves out.

The ability to track miners and communicate with them while they work in underground coal mines is important during normal daily operation, and critical in emergency conditions. This was evident during recent incidents at underground coal mines worldwide. Communication with miners and the knowledge of their location is of great importance for rescue efforts and the preservation of life. Numerous technologies have been developed, adapted and deployed to meet tracking requirements of the Mine Improvement and New Emergency Response (MINER) Act of 2006. Evaluating the performance of these systems has proven to be dif?cult for mine operators, system manufacturers and regulatory agencies. The MINER Act requires operators to improve accident preparedness by developing an emergency response plan speci?c to each mine. With the recent implementation of the provisions of the MINER Act of 2006, all underground coal mines in the United States are subject to the mandates of legislation concerning communication and tracking system installation. As of June 2011, 203 new or revised tracking and/or communication systems had been approved by the U.S. Mine Safety and Health Administration (MSHA), with nearly 50 other systems or revisions in the approval process (MSHA, 2011). At that time, the available approved systems for underground coal mine use included these types: ? Leaky feeder communication systems. ? Fixed node-based communications and/or tracking systems. ? Wireless node-based communications and/or tracking systems. ? Medium frequency (MF) communication systems. ? Communication system peripherals. Other types of tracking systems have since been developed and some manufacturers are seeking approval for use in this application. Some of the new products include through-the-earth (TTE) systems and various radio frequency (RF) adaptations. New technologies that are currently being developed and deployed in other industrial applications should also be considered, including acoustical, optical, inertial and hybrid technologies. To date, no uniform method has been employed in the industry to effectively compare and evaluate the performance of installed systems. Neither industry operators nor regulatory agencies can accurately assess the capabilities of installed systems in the continuously changing mine environment. There is a need for a uniform evaluation method that provides the ability to assess how different systems and technologies perform in various mining applications, and whether they can satisfy the regulatory requirements.

For the past several years, copper producers have faced a tough business climate. Nagging low prices forced many them to reduce their production and make other drastic cutbacks just to breakeven. And sometimes even that did not work. But, like other downturns in the industry, this latest dismal copper market allowed technology to make further inroads into mining and processing operations. Now that the copper market appears to be making a turn for the better, those years spent investing in technology by equipment manufacturers and forward-thinking mining companies should begin paying off.

It has been approximately four years since IARC reclassified crystalline silica as a “Group One” substance. Since that time, crystalline silica has been considered a human carcinogen. Silicosis is a preventable disease and several aggressive campaigns have been developed to increase awareness of silica dust related problems in the industrial environment. New analytical techniques are being developed to determine quantitatively the amount of crystalline silica in materials. Yet, still much is to be learned about the surface properties of silica and the way in which the disease progresses into full-blown silicosis. This paper will discuss the interaction of free radicals generated by the mineral particles and lung tissue. It is the cell injury and DNA damage that progresses to fibrogenesis. Freshly fractured surfaces of silica contain free radicals. These free radicals play an important role in the stimulation of the alveolar macrophage and the development of the inflammatory reactions leading to the fibrotic response caused by silica. Engineers, scientists, and physicians need to discuss the mineralogy of silica and the technical issues concerning the development of silicosis.

Introduction Gold Quarry is one of the largest gold deposits in Nevada, located along the Carlin Trend, approximately seven miles north of Carlin, NV. Owned and operated by Newmont Mining Corporation, as of December 31, 2005, Gold Quarry had produced over 13 million ounces of gold. Multiple simulations were constructed for gold and metallurgical variables using the Stepwise Conditional Transformation method. Analyses of these simulations have been used for a variety of purposes, including an assessment of uncertainty with various ore types. This assessment provides insight for improved modeling and reconciliation. Geological Framework Gold Quarry is a large, low-grade disseminated gold deposit hosted in Silurian-Devonian aged sediments at the Chukar/Alunite-Good Hope fault intersection. Gold bearing hydrothermal fluids appear to have migrated upwards along the Chukar/Alunite and Deep Sulfide Feeder faults and then moved outward along favorable stratigraphic horizons and structural intersections.

This paper presents the calibration of a real-time aerosol monitor, the TSI DustTrak?, to the NIOSH 5040 method being used by the Mine Safety and Health Administration (MSHA) for compliance enforcement evaluation. The standard NIOSH 5040 instrument for compliance evaluation of diesel particulate matter (DPM) has an inherent time lag of up to two weeks for laboratory processing of sample results. Therefore, providing the underground mines with a means of quantifying DPM conditions in real-time, will enable them to efficiently and effectively manage DPM levels to ensure compliance with the regulated limit.

Preface The intention of this paper is to provide the reader with knowledge gained here at Memorial University regarding the practical use of the Bruker SDD x-ray detector for applications in image analysis. Included below are descriptions of the detector’s characteristics and observations regarding precautionary use. What is described below is relevant to the XFlash® model 3001 detector only, whereas the model 4010 is the new and currently available detector. The manufacturer has provided up-to-date information and a figure that presents very different behaviour relative to the characteristics described in this paper. That information and figure is also included here as an addendum (see figure 9). Introduction It has been more than two decades since an image analyzer has been proposed based on the unique imaging characteristics and spatial resolution provided by the scanning electron microscope (SEM) together with energy discriminating x-ray (EDX) acquisition (Reid et al, 1984). From the inception of technique, technology of the day has played the major role for making applications increasingly more practical. Computers, digital imaging, and softwares together with computer automation of modern digital SEMs have all played their part in advancing the technique to where it is today.

The PT Freeport Indonesia‘s Deep Ore Zone(DOZ) copper deposit is located in the province of Irian-Jaya, Indonesia. Currently, a block cave mine is being developed around this deposit. Production is scheduled to start in year 2000 and to ramp up to25,000 tpd by year 2003. The air quantity requirement for this mine is equal to 780 m3/s. To supply this quantity, the mine will require five centrifugal fans (one 450 and four 750 kW fans). This study summarizes the technical aspects related to the installation and commissioning of one of these fans. The fan was installed on the surface in a parallel arrangement with two others. It has a design capacity of 240 m3/s of air at 2.2 kPa of static pressure. The study presents the installation details from the underground shaft excavation and portal development through fan testing and commissioning. It also presents the results of a monitoring system that was installed to determine the fan duties.

The kinetics of the dissolution of galena was studied by monitoring the mixed potential of a galena electrode in ferric sulfate solutions. The results show that the mixed potential of the galena electrode fluctuated with time in a regular pattern in a 0.1 mol/L Fe2(SO4)3 solution of pH 1.66 and in a 0.01 mol/L Fe2(SO4)3 solution of pH 2.33 at 35°C. The periodic accumulation and precipitation of lead ions at the galena electrode surface and the cyclical variation in pH at the galena electrode surface caused the oscillation phenomena.

The Chambers Creek Interceptor Sewer Tunnel project consisted of 2-1/2 miles (4 kilometres) of nominal 9-foot (2.7-metre) O.D. tunnel driven through predominantly glacially overridden soils. Mole-Collucio Construction Company initially elected to drive the entire tunnel with a Lovat TBM. However, this machine could not control the fast raveling ground conditions which developed when the TBM encountered sands overlying very dense, hard glacial till or boulders. As a result, a shield and digger machine was brought in for a 1700-foot (518-metre) long segment. Pumped wells spaced roughly 50 to 125 feet (15 to 38 metres) apart were utilized to dewater about two-thirds of the alignment during construction. Initial support consisted of steel ribs and wood lagging, with a final lining comprised of pre-cast concrete pipe segments grouted in place.

For research and test data to serve a useful purpose, it is essential that it be derived from some known standard test procedure that allows for comparative analysis as well as independent replication and verification. Fan performance data provided by manufacturers is not absolute, and is influenced by the geometry of the test installation. For these reasons, fan test standards have been prepared in order to establish a clearly defined test procedure that allows for comparison of different fan designs, and also allows for the independent verification of test data. Internationally recognized Standards such as BS848, ISO5801, and AMCA 210 etc. are highly prescriptive, and precisely specify test duct configurations, measurement procedures, measurement planes and instrumentation to be used. Provided the laboratory tests are conducted strictly in accordance with the relevant Standard, the performance data will accurately reflect fan performance within the appropriate tolerances for efficiency, pressure and flow when tested in the defined configuration. Major differences in performance exist between a fan tested in accordance with a Fan Test Standard, and an identical fan installed in a mine ventilation system. The aerodynamic performance of any fan will be influenced by the quality of the fan manufacture, the flow system within which it is operating, the location of measurement planes, and the system stability. The flow distributions present in a standardized Laboratory test are unlikely to be repeated in mine ventilation systems, and this will also disadvantage fan performance. Unless the fan supplier takes all of these influences into account, there will an inevitable reduction in fan aerodynamic performance, and the end user will experience a shortfall in expected flow through the mine. The effect on fan performance can range from minor inconvenience to catastrophic fan failure resulting in major rectification costs and significant loss of mine production.

The Eskay Creek Mine, a high-grade gold and silver underground mine in northwestern British Columbia started operations in late 1994. For the first three years of operation, ore was crushed to minus 2 inch; blended to satisfy smelter terms and direct shipped to smelters in Japan and Canada. Before commencing the above operations, preliminary evaluations had indicated that an extremely complex metallurgical facility, requiring a large capital investment, would be required to recover the precious and other economic metals. Subsequently markets for raw ore were identified and underground mining and ore transportation operations, at a nominal production rate of 300 tonnes per day, were commenced. Exploration diamond drilling in 1995 and 1996 discovered additional lower grade mineralised zones, which are less economic or uneconomic as direct shipping ore. Test work demonstrated that these lower grade zones could be upgraded to marketable concentrates in a simple flotation mill. The mill was built in 1997 and has been in operation since late 1997. The mining rate now has increased to 400 tonnes per day including 250 tonnes per day of the direct shipping ore and 150tonnes per day of the mill ore. Prime Resources Group Inc. wholly owns the Eskay Creek Mine. Homestake Canada Inc. owns 50.6% of Prime’s shares and manages and operates the mine on Prime’s behalf. This paper discusses the mining and milling operations as well as ore shipment and smelter contracts' administration.

This paper presents and discusses some of the computer models developed and currently used at the Earth Mechanics Institute (EMI) of the Colorado School of Mines (CSM). These include the performance models for full and partial face machines. Examples of input and output of these models will be illustrated for typical mining operations by using machines such as Tunnel Boring Machines (TBM), Continuous Miners (CM), Marietta borer miners and longwall drum shearers. The general approach to modeling and the available models are discussed and some examples of these models are presented. The comparison between the estimated and achieved performance, as well as the degree of improvement in the performance due to balancing and modification in cutterhead design are also discussed.

INTRODUCTION Mica Dam is located on the Columbia River just downstream of the "big bend" of the Columbia, where it leaves the Rocky Mountain Trench and begins to flow southwards, approximately 85 miles north of Revelstoke, B.C. (Fig.l). The dam was built as one of three Columbia River Treaty dams in British Columbia which regulate the flow of the river and provide flood control downstream in Washington and Oregon. In addition, the three Canadian dams make possible greatly increased power generation at existing power plants in the United States and further development along the Columbia and its tributaries in British Columbia. History Mica Dam, constructed during the period 1967 to 1973, is a zoned earthfill embankment 650 feet high, which has 12,000,000 acre feet of live storage and an available head of 550 feet. Power intakes which would serve either a six-unit surface or underground plant were incorporated into the design and construction of the right abutment of the dam (Fig. 2). Prior to 1971 alternative 2500 MW capacity surface and underground powerplant arrangements were studied. Cost estimates for the two alternatives were the same within the limits of estimating procedures. However, it was believed there was a certain continuing risk in locating a surface plant at the toe of a steep canyon wall. Certain deposits of incoherent materials which are near the surface and exploitable by open-pit mining may be characterized in real time before they are mined through an analysis of ground-surface imagery. If the slice to be stripped is not overly thick, in fact, surface texture and color properties may be extrapolated to its entire thickness. Image analysis techniques to process ground surface images acquired in situ(or in the laboratory shortly after their acquisition) which yield pattern vectors representative of RGB color component distributions and HSB texture parameters have been developed. The techniques were applied to a mineral sandy ore deposit containing three different lithotypes. Geostatistical analyses showed that the data used to characterize the lithotypes were reliable. The correct recognition of the lithotypes was carried out using a multi-barycenter classification algorithm. Such in situ image-analysis procedures open the way to the proper selection of the ore to be mined, or the proper way for run of mine (r.o.m).processing, or the appropriate blend to be processed before or at the same time as the mining process itself is enacted.

An algorithm used by the US Coast Guard to find lost objects is utilized to optimally allocate exploration efforts during initial stages of an exploration program. Based on classical search theory, the algorithm assumes a target probability distribution function, a detection func¬tion, and a cost function. The three Junctions are analogous to delineating areas of possible mineralization, choice of exploration methods, and exploration budget. Application of the algorithm is shown for a hypothetical target distribution. Using the maximum number of field days available as the cost function, the optimal allocation of effort is shown for different exploration methods, e.g. electromagnetic survey and induced polarization. The adaption of the algorithm for the exploration process is discussed.

To obtain microbial cultures with the ability to efficiently leach copper ion from chalcopyrite, microbial samples from acid mine drainage sites were mixed and then subjected to mutation using sodium nitrite (NaNO2), diethyl sulfate (DES), ultraviolet light (UV) and their combinations. Mixed cultures with a much stronger ability to leach copper ion (identified as mixed cultures A, B, C, D and E) were obtained by screening on leaching media. Leaching tests showed that mixed culture E had the best leaching performance and increased the Cu2+ content by 120.5% in 20 days, compared to a control without mutation treatment. Mixed culture E grows well on Leathen leaching medium supplemented with Cu2+ (at a final concentration of 32 g/L), reaching 3.2 × 107 cells/L after 15 days, while the unmutated control culture cannot survive beyond 15 days, indicating that mixed culture E is more tolerant of high concentrations of Cu2+. In addition, continuous leaching by mixed culture E is very effective at a pulp density of 1%. These results suggest that it has the potential for industrial applications.
