In 1995, Congress abolished the Bureau of Mines in the Department of Interior but preserved the safety and health research functions being performed at the Pittsburgh and Spokane Research Centers. These functions were transitionally housed in the Department of Energy before permanently merging with the National Institute for Occupational Safety and Health (NIOSH), Department of Health and Human Services, in October 1996. Since the merger of the former Bureau with NIOSH, there has been an active evaluation of ongoing research activities, significant interaction with stakeholders, and the development of a process leading to "data informed" priority setting. This presentation will review current surveillance information concerning the level of injury and disease from mining work and will discuss how research priorities are evolving to improve the contribution of research to the prevention of injury and disease.

Estimating groundwater inflows in rock deep tunnels is critical to the safety of personnel constructing the tunnel and the cost of construction. This paper presents two case studies for estimating steady-state groundwater inflows into deep rock tunnels. The case studies included the Chattahoochee and Nancy Creek tunnels. In this paper, statistical methods were applied to packer test data obtained from exploratory borings during geotechnical site investigations. A semi-empirical procedure was utilized for estimating groundwater inflows into these deep rock tunnels. The Chattahoochee and Nancy Creek tunnels are deep rock tunnels which exhibit radial flow conditions. For the radial flow condition, a statistical analysis presented in this paper indicates that the semi-empirical procedure works well; however, variations in the procedure and/or an insufficient amount of testing could lead to underestimations of the inflow quantities. Packer test data plotted in histograms were observed in all cases to be log-normally distributed for the radial flow condition. Modeling using Monte Carlo simulations was observed to be an effective tool for removing irregularities in the distribution of the data and incorporating high-end permeability data to derive reasonable groundwater inflow estimates.

"Estimating and managing the costs of complex infrastructure projects – in the planning/design and construction phases, for both owners and contractors – has been a challenge for decades. The more complex and technologically advanced the project, the greater the uncertainty, including potential risks that are important to owners and contractors, such as:• Cost risks to owners – meeting budget and schedule, maintaining public credibility.• Cost risks to contractors – profit, consequences of loss, impacts to reputation/future work.This concern has been addressed in various ways by the underground construction industry for some time (Reilly, 2001). In particular, while significant advances have been made in cost estimating for the planning and design phases (Reilly et al., 2004), that are important to agencies and political decision-makers, it is not apparent that these advances have been widely adopted for construction cost estimates. The reasons for this may relate to lowbid considerations – any method that tends to increase the contractor’s cost estimate, by including risk or likely costs, could lead to an erosion of the contractor’s competitive position – if others are not similarly required to include such costs.Different cost estimating methods produce different levels of information. Specifically, there is a large difference in the character and depth of information if a deterministic (quantities times price plus a contingency) and risk-based cost methods are used. It is this difference in character and depth of information that is the reason that risk-based cost estimating has potential value for owners and contractors. Figure 1 presents hypothetical cost results from deterministic and risk-based methods and illustrates some of these differences.In Fig. 1, the results for deterministic and risk-based cost estimates are given related to the potential profit or loss for a typical project. As is evident in this example, there is significant potential for costs to be realized that are higher than the proposal/bid value estimated using a deterministic approach, with a 15 percent probability of a loss. There is a 30 percent probability that the project will have a reduced profit. There is a 55 percent probability that the project will return a good profit. INTRODUCTION Newmont Gold Company's Rain operations are located in Elko County, Nevada, approximately 9 miles southeast of the Town of Carlin.The property was submitted to Newmont Exploration Limited in 1979 and underwent development drilling over the course of the next four years, culminating in the completion of a project feasibility study in October 1986. Initial project scope included development of an open pit mine, an 815,000 DSTPY heap leach, a 572,000 DSTPY mill (Mill No. 3), and associated support facilities. Approval to proceed was given by Newmont Gold Company management in June 1987. Detailed engineering began in early July, followed immediately thereafter by procurement of major equipment components through various second hand sources. PROJECT DESIGN Keep It Simple In early August, Newmont Mining Corporation, parent company of Newmont Gold Company, became the takeover target of an "investor" group headed by T. Boone Pickens. Details of the ensuing events have been well documented by the press; suffice to say their impact on this project was material and required immediate flowsheet changes. Project design throughputs were increased to 1,000,000 DSTPY and 760,000 DSTPY for the heap leach and mill, respectively, in mid- September. These changes caused major project headaches as all general arrangement drawings had been approved and structural steel as well as concrete contracts were in place. Additionally, ground breaking was to commence in two weeks time! Rain project management assembled shortly after the announced changes, to devise an engineering and construction strategy capable of handling these new business conditions. The project had been justified using a gold price of $325 per ounce with a forecasted overall cash cost per ounce of $230. Hence, strict control of capital expenditures was necessary to maintain development economics. Mill start-up had also been moved forward one month, to August 1, 1988. To meet an already ambitious schedule, construction techniques needed to be simple and proven as most of the facilities were planned for erection during winter at a site with design criteria of -40F and 90 mile per hour winds. Perhaps the most critical factor requiring consideration was that of personnel. Newmont Gold's revised business plan called for corporate-wide production increases from 587,000 ounces per year in 1987, to 1,400,000 ounces by mid- 1989. Labor requirements were forecasted to grow from 900 employees to over 2,100. This fact, in combination with the rapid growth of Nevada's gold industry, led to the expectation that turnover of operating personnel would be extremely high. It was concluded that, to meet cost, time, and operational goals, the necessary strategy could be succinctly put - "Keep It Simple." The movement to reclaim abandoned mine sites has gained momentum as federal, state, and private organizations have increased their commitment and resources to tackle mutual, and often controversial, problems of health and safety. Numerous interorganizational agreements have been implemented to promote cooperation in the characterization of mine site hazards, development of mutually acceptable plans of remediation, and sharing of actual cleanup requirements. Working through these partnerships, the federal land management agencies have begun to focus on abandoned mine reclamation in selected, priority watersheds and other drainage basins. Although there are major difficulties to overcome, significant progress continues to be made.

Significant quantities of waste rock at abandoned uranium mine (AUM) sites in the western United States require removal from steep slopes exceeding 45 degrees in remote locations. This prevents the use of traditional excavation equipment and poses significant challenges for safe, effective material removal. A pilot study was conducted using a spider excavator to demonstrate the feasibility of removing waste rock and transporting it to areas where conventional equipment could be employed. The spider excavator was evaluated for its effectiveness in excavation, material movement and control, container usage, dust mitigation, and ensuring human health and environmental safety. The study established constructability and engineering parameters for implementing spider excavators in these challenging environments. Key outcomes include the preservation of existing vegetation, improved waste movement control, and enhanced safety measures for workers, nearby residents, and the environment.

Many underground metal/nonmetal mines are using enclosed cabs on mining equipment to reduce the exposure of miners to diesel particulate matter (DPM). However, some enclosed cab systems may not be meeting their expected efficiency in capturing DPM, which could be a result of inappropriate filter use, cab leaks or insufficient pressurization. NIOSH investigated several types of filters for reducing DPM to determine which type had the best capture efficiency. The laboratory results indicated that a MERV 8 (minimum efficiency reporting value, as defined by the American Society of Heating, Refrigerating and Air- Conditioning Engineers) filter captured about 50% of the DPM, a MERV 16 filter collected 96-98% of the DPM and two HEPA (high efficiency particulate air) grade filters captured over 99% of the DPM. NIOSH also performed a field study to measure the efficiency of two cabs at a limestone mine. The cab filtration systems of a loader and haul truck were found to be over 90% effective in removing DPM, except under certain operating conditions when the efficiency was as low as 41%. A possible reason for the low efficiencies is an open window in the cab, but more studies need performed to obtain a better understanding of the cause and solution of the problem.

Reviewing the development of resin-in-pulp (RIP) technology for the extraction of gold in the world, especially in South Africa and USSR, and the chemistry of interaction between aurocyanide ions and anion-exchange resins. RIP benchtest and pilot plant investigations show that the resin of the weak-base and strong-base can absorb gold in the cyanide pulp and gold can be eluted from the strong-base resin by electro-elution. The possibility of future application of RIP technology in China fa also briefly discussed.

In the past, underground coal mine planning has traditionally focused on the mine design n aspects concerning safety and efficiency in the quest to produce low cost coal. Very little attention has been given to coal quality control aspects of mine planning at most of the underground coal mines within the U.S. With the enactment of the clean air act of 1970, the generally high sulfur content of coal has become a major concern for the coal-fired power plants in the east. Similarly, the ash and the BTU contents of coal are of equal importance from boiler efficiency standpoint. Thus, the time has come when the coal mine planning must incorporate the coal quality control aspects as well as the traditional safety and efficiency aspects.

The purpose of this paper is to provide a method for analyzing the sequencing of mining production processes and predicting the effects of any planned changes. Included is a description of the development and utilization of a project-scheduling simulation that combines analytical scheduling with stochastic-activity durations. The simulation is demonstrated in two realistic examples: a longwall face-to-face transfer sequence and the effect of varying advance rates on longwall development sections. Statistical data that can provide a basis for more informed production decisions are generated in the form of project activity/path criticality and project-duration distributions. In both examples, a quantitative risk assessment, regarding subjective decisions in underground production sequencing, is presented.

Non-ferrous smelting industry in Japan often had the severe problems about the over production of sulfuric acid. There has been such a closed relation between amount of sulfuric acid from non-ferrous smelting industry and the products of copper, zinc and lead metals that the production of one ton of copper accompanies three tons of H2S04. When the proper balance exists in both markets this situation certainly brings bigger profits. In Xining and Metallurgical Institute of Japan the research commitee concerned with the fixation process of sulfur in non-ferrous smelting industry was established in 1977 and continued the activity for four years untill 1981. This paper will introduce some of the activities involved in the report published by the committee.

The United States is the world's largest producer of hydrofluoric acid (HF), with its 1971 output of 317,000 short tons representing about 40 percent of the estimated Free World production. U. S. production has increased over five fold in the past 20 years, with a growth rate of about 7 percent per year between 1960 and 1970. However, the growth rate to 1977 is expected to be less than 5 percent per year, due primarily to a reduced rate of growth in requirements by the aluminum industry and an expected increase in imports from Canada and Mexico. This discussion will include our analyses of the consumption pattern for HF in 1972 and the factors influencing the demand forecast for 1977.

This paper is the first preliminary report on the bauxites and terra rossas of the Caribbean. It concentrates on the islands of the Greater Antilles, and for reference purposes the Yucatan Penin- sula is included. At this point, observations made in Jamaica, Haiti, and the Dominican Republic are compared with reported information on Puerto Rico, the Bahamas, Cuba, the Cayman Islands, and the Yucatan Peninsula with regard to occurrence, as well as physical, chemical, and mineralogical composition. From this, an attempt is made at classifying the types of bauxites in the Caribbean, indicating the best reserves estimates, and the process ability of these bauxites. Some suggestions are also provided to fuel the controversy over the likely source material(s) or origin of the Caribbean bauxites.

In April 1990, the Homestake Gold Mine embarked on a five year, $US 23 million underground drifting and drilling program to explore promising ore targets north of the current mine. This paper describes the ventilation and air-conditioning system that was installed for the 4m x 4m x 5.2 km (ultimately) drift, which is being driven at about 8m per day in 48OC (118.5 F) crystalline rock. Design parameters are described first. Differences in South African, Canadian and U.S. drift ventilation and civil tunneling techniques proved interesting. Details are then given on equipment selection, installation and performance. Costs are included. Special note is made of safety considerations for a long, dead-end drift.

The Tanco pegmatite is located in the Bird River greenstone belt of south-eastern Manitoba approximately 160 km northeast of Winnipeg (Figure 1). The orebody was discovered in 1929 and subsequently attempts were made to exploit it for tin by Jack Nutt Mines Ltd. and later in the middle 1950's by Montgary Oil Ltd., who extensively developed but did not produce from its lithium deposits. In 1966 systematic investigation of the pegmatite as a potential source of tantalum led to the founding of Tantalum Mining Corporation of Canada Ltd. (TANCO), and production of tantalum concentrates from the Bernie Lake mine commenced in 1969. Tanco's currently jointly owned by Hudson Bay Mining and Smelting Co., Cabot Corporation, and the Province of Manitoba.

Automated monitoring of steep embankments allows the early detection of instability and can be used to avoid or mitigate possible slope failures. A system that uses multiple and different types of sensors has been created and successfully tested at the Highland Valley Copper mine in British Columbia. The system uses robotic total stations (RTSs) as the primary measurement sensor, with surveys repeated at predefined intervals selected to optimize operational efficiency. A methodology has been developed to improve the system’s accuracy and reliability by reducing the effects of systematic errors created by atmospheric refraction and unstable instrument and reference point positions. The inclusion of GPS sensors to monitor the RTS positions creates additional operational flexibility and maintains system integrity when insufficient reference stations are available.

The U.S. Bureau of Mines (USBM) pioneered the development of disposable filters for reducing diesel particulate emissions from permissible mining machines. The USBM is now evaluating filter media that can withstand the high exhaust temperatures on nonpermissible machines. The goal of the evaluation is to find an inexpensive medium that can be cleaned or disposed of after use, and will reduce particulate emissions by 50 % or more. This report summarizes the results from screening tests of a lava rock and woven fiberglass filter media. The lava rock media exhibited low collection efficiencies, but with very low increases in exhaust back pressure. Preliminary results indicate a collection efficiency exceeding 80 % for the woven fiber media. Testing of both media is continuing.

In recent years the procedures for functionally designing bulk storage bins and hoppers have evolved from qualitative guess and try methods to a quantative method based on theory and tests of the bulk solid to be stored. This quantative method, developed and implemented by Dr.'s A. W. Jenike and J. R. Johanson as with any new design, must prove its effectiveness and validity in the actual operation of the finished equipment. How accurate are the theoretical predictions? Is it possible to extrapolate from bench size tests on a small ample of the bulk solid to the full scale bin design? Can the theoretical designs be economically translated into working hardware? In this paper the answers to these questions are discussed in light of actual bin operations.

As part of a project funded by the US EPA, through the Western Governors' Association, the recent literature on the prediction of acid drainage from metal mine wastes was reviewed. Static tests such as Acid Base Accounting, Modified Acid Base Accounting, B. C. Research Initial Test, and APP:S Test attempt to quantify the total capacities for a mine waste to produce and consume acid. In kinetic tests (e.g. humidity cells, soxhlet extraction, elevated temperature oxidation, column tests, batch reactor tests, B. C. Research Confirmation Test) mine waste samples are subjected to oxidation and the resultant drainage pH is assumed to reflect that of mine wastes dissolving in the field. This paper summarizes information presented in the recent literature on static tests.

The Bureau cf Mines, U.S. Department of the Intericr, is investigating biolcgical and chemical deccntaminaticn of cyanide- containing leachates and residues. Biolcgical cyanide cxidaticn, using bacteria isolated from a precious metals tailings pond, destroyed >85 pct of the cyanide in several prccessing solutions containing up tc 280 ppm CN. Reaction time varied from about 4.5 hr in a trickling reactor using quartz as a bacterial substrate to 2 mo in unagitated, covered flasks. Chemical techniques were used to destroy the remaining complexed cyanide down to 1 ppm. Exploratory tests were also conducted using spent ore from heap leach operations as the bacterial substrate to determine if biological cyanide oxidation could be used to destroy the residual cyanide in spent heaps.
