Ground water, one of Florida's most valuable resources, is also one of its most abundant. The State is fortunate to have several prolific ground- water reservoirs that yield tremendous quantities of water to wells and to some of the world's largest springs. These ground-water reservoirs, or aquifers are of two types artesian and nonarteaian. Ad artesian aquifer is one that contains water under sufficient pressure to rise above the top of the oontaining formation. A nonartesian aquifer is one that contains water which is not confined, and the upper water surface (water table) is free to rise and fall. The principal source of ground water in Florida is the artesian Floridan aquifer which supplies most of the water users in the State. Nonartesian sources include the Biscayne aquifer of southeastern Florida, the sand-and-gravel aquifer of extreme western Florida, and a shallow aquifer which lies at depths of less than 100 feet over much of the State. The accompanying map shows the approximate areas where these aquifers are the main source of supply; however, the boundaries do not represent the areal extents of the aquifers. For example, the Floridan aquifer extends beyond the southern boundary shown on the map, but it is not of great economic significance there because the water is highly mineralized. Aquifers other than the four described occur in the State, but they are, for the most part, of minor significance. One of these is an artesian aquifer which is formed by permeable zones that occur locally within the confining beds above the Floridan aquifer.

Sewage presently being discharged into the Tijuana River Valley pollutes the valley as well as the beaches in the South Bay of San Diego, making the beaches unusable nearly year round. The SBTO will convey flows down a 8.5 m (28 ft.) by 58 m (190 ft.) deep drop shaft, through a 3.35 m (11 ft.) by 5.8 km (3.6 mile) long tunnel, and up a 46 m by 2.7 m (150 ft. by 9 ft.) riser shaft connecting to a 1.5 km (0.95 mile) of seafloor pipeline and 1.2 km (0.76 mile) of diffusers on the ocean floor. The drop shaft will be sunk through 38 m (125 ft.) of saturated sands and gravels and 20 m (65 ft.) into the dense fine sands of the San Diego Formation. The tunnel liner has been designed as a five piece, single pass, gasketed, bolted, reinforced concrete liner designed to withstand an external head of 76 m (250 ft.) of water and internal operating head of up to 27 m (89 ft.) and to accommodate movement at the numerous fault crossings. The tunnel is contemplated to be driven with a state-of-the-art Earth Pressure Balance Machine (EPBM) or slurry shield machine through a wide range of conditions from clay to gravel with boulders.

Flotation columns continue to offer improved metallurgical and economic advantages over other flotation methods. Pilot testing at Ozark-Mahoning Co. in Rosiclare, IL led to installation of one 2.3-m-diam (7.5-ft-diam) column for zinc roughing and one 1.1-m-diam (3.5-ft-diam) column for zinc cleaning. This circuit replaced one stage of mechanical roughing-scavenging followed by two stages of cleaner flotation. General Column flotation continues to make inroads into applications traditionally dominated by mechanical flotation cells. For example, columns are becoming more visible as rougher flotation devices. At Royal Mountain King Mine in California, two 2.9-m-diam (9.5-ftdiam) columns are used for rougher flotation of carbon from a gold ore (Orlich et al., 1992). In addition, work performed at BRGM in France demonstrated the superiority of column flotation over mechanical flotation with respect to design of new plants (Morizot et al., 1991). The primary reasons for this acceptance of columns are a general improvement in design, scale-up and operation, as well as improvements in sparger design and performance. With these advances, the full benefits of column flotation can be realized. The benefits of properly designed, aerated and operated flotation columns include lower capital costs, reduced operating costs, fewer processing stages and improved metallurgical performance.

The growing demand for energy combined with the need to protect and preserve the environment have become prime considerations in the design of efficient coal handling ports and their associated stockpiles. The transportation system is analogous to a connected chain which originates at the mines and terminates at steel mills or power plants, in which the port and the stockpile reserves are a vital link. Railroad transportation costs can be minimized by rapid discharge of the cars which, in turn, requires that an adequate stockpile system be available. Ocean transport costs can be minimized by having an efficient high capacity ship loading system and sufficient quantities of coal on hand -all of which also requires an efficient stockpile system to meet shipping demands. The connector between the two modes of transportation, therefore, is the port stockyard. It is here at the interface that optimization of land utilization and materials handling equipment results in a total transportation chain that can operate as a smooth efficient system. Multiple origins of coal require the simultaneous handling of large quantities of coal of many grades. Railroad transportation logistics often limit and define the incoming arrival patterns and limited rolling stock often require priority treatment for railroad operations. The physical limitations of prime ocean frontage require that coal stockpiles be built close to residential or industrial areas which entail strict environmental controls. Large capacity, enclosed coal stockpiles for ocean shipping have not yet been considered feasible but may be forthcoming in the near future. Several have been analyzed.

The inadequacy of traditional geostatistical methods for estimating some precious metals deposits has become apparent in the last few years. New methods or estimation such as Indicator, Probability and Multigaussian Kriging are difficult to understand and apply. Case studies using a new method of variogram calculation proposed by Srivastava show the method valuable for variogram estimation in precious metal deposits. Some simple, sometimes unorthodox. estimation methods that have proved useful in Some situations are presented.

The purpose of this paper is to outline briefly some basic principles of ground-water hydrology that have application in mine hydrology and to suggest that an understanding of these principles can help to forestall problems that are internal as regards mining operations and external as regards damage or harm to surrounding areas. The development of a mine below the water table pleads for accurate values to answers of hydrologic problems. Such internal problems involve both an inflow of water without adequate drainage facilities and a deficiency of water for the required mining or milling use. Methods which give acceptable quantitative values for the solution of many ground-water problems depend on rather simple geologic structures, characterized chiefly by homogeneous rocks of considerable areal extent. Unfortunately, mining operations are likely to be centered where rocks are not homogeneous. Consequently, methods that attempt to show values of the storage and transmitting capacity of rocks in mining areas must be applied with caution. In spite of complex geology and apparent uniqueness of individual mines and quarries, adherence to some concepts of ground-water occurrence and movement should be helpful to mine operators. Mining operations that extend below the water table disturb the natural hydrologic regimen. Prior to development, the water table slopes away from the site of a mine in at least one direction, but as soon as development begins and water is removed from the mine, the mine becomes the apex of a depressed cone in the water table, causing a convergence in the flow of water toward the mine, The behavior of the cone of depression, as it tends to deepen and to increase in areal extent when the mine is deepened, is related to the rate of withdrawal of water necessary to keep the mine dry. The significance and nature of the cone of depression in the vicinity of pumped wells has been studied by ground-water hydrologists for years, but the cone caused by pumping water from mines has generally been less systematically appraised. Liquid carbon dioxide can be used as a replacement for organic solvents in the extraction of anionic platinum group metal complexes from an aqueous phase. However, because conventional extractant-metal complexes are not soluble in liquid carbon dioxide, this can be achieved only if highly carbon dioxide-soluble extractants are developed. For example, trioctylamine-gold chloride is not soluble in liquid carbon dioxide, although trioctylamine is CO2 soluble. The novel CO2-soluble extractants presented in this paper have a CO2-philic fluorinated tail to enhance solubility and a conventional amine head group for extraction of metals. Both the extractant and the extractant-metal complex are soluble at ambient temperature at pressures from 7 to 35 MPa. Efficiency factors as high as 2.23 have been measured using 1,1,2-trichlorotrifluoroethane (TCTFE), a low pressure screening liquid for carbon dioxide, indicating that these compounds will strongly bind the metal chloride. For example, 84% of Pt-chloride was extracted into TCTFE using a 3.5:1 ratio of a double¬tailed fluoroalkyl amine extractant: metal chloride. An 88% recovery of Pt-chloride into high-pressure liquid carbon dioxide was achieved using the same extractant at a 3.5:1 ratio. Therefore, it appears possible to replace organic solvents with liquid carbon dioxide during the extraction of platinum chlorides if highly carbon dioxide-soluble extractants agents are employed.

Caro's (peroxymonosulfuric) acid has been reported to destroy WAD (weakly acid dissociable) CN-but, until recently, the technology has not been demonstrated in other than a laboratory setting. During the last two years, Caro's acid has been shown to successfully detoxify WAD CN-in tailings at two large North American gold mines. Using on-site FMC generators, Caro's acid reduced the WAD CN-from 40-55 ppm to below 20-35 ppm WAD CN-, the target range for the two mines. The detoxification costs using Caro's acid were less than 50% of the treatment cost of using hydrogen peroxide, the previous oxidant of choice. In addition to the considerable savings in CN-detoxification costs, lower WAD CN-values were achieved and the detoxification time with Caro's acid was greatly reduced compared to hydrogen peroxide.

A technique has been developed that analyzes routine mill operating data to determine the key operating parameters responsible for gold losses to tails. These parameters represent the prime operating variables having a dominant effect on gold recovery. The technique quantifies these effects for the specific plant being analyzed, providing a tool to optimize recovery and costs and so enhance the mine?s cash flow. The quantitative relationships generated will be different for each ore and plant: every case is site-specific and has to be treated on its merits. Examples are provided to illustrate the considerable metallurgical and financial benefits which can be realized from optimization. The examples are taken from case studies of mills in four major gold mining districts of the world.

The La Perla Mine, owned by Altos Hornos de Mexico, S.A., is located approximately 100 miles east of the City of Chihuahua in the State of Chihuahua, Mexico. The mine began operations in 1958. Existing ore beneficiating facilities, consisting of heavy media and jig plants, upgrade the ore prior to shipment by rail to the Altos Hornos steelmaking complex in Monclova. Sizable reserves of two distinct ore types, which were not amenable to treatment in the existing beneficiating plant, or usable in the blast furnaces, have been mined and stockpiled in order to uncover the treatable ores. One of these ore types has been labeled "Diseminado" ore, and is low grade containing approximately 42% Fe with sulphurs ranging from 1 to 2%. The other ore type has been labeled "Pulverulento" ore, and is high grade containing approximately 65% Fe and 0.1% S, but at 80% minus 325 mesh, is too fine grained for efficient sintering. Late in 1968, Arthur G. McKee & Company became involved with the problem of improving the above ores for their efficient and economical use in Altos Hornos' blast furnaces. Early in 1969 representative samples of Diseminado ore were obtained for laboratory bench-scale testing at the University of Minnesota, Mineral Resources Research Center. Concentration tests incorporating magnetic roasting, wet magnetic separation, high intensity separation, high tension magnetic separation, anionic flotation of apatite, cationic flotation of silica and oleic acid flotation of iron were performed. Laboratory testing was concurrently carried on at La Perla Laboratory, which resulted in plans to construct a 10 TPD pilot plant. The pilot plant was operational in September, 1969. Analyzing laboratory results as well as pilot plant results, Altos Hornos and Arthur G. McKee & Company metallurgists agreed that the most promising flowsheet for the low grade Diseminado ores entailed wet magnetic cobbing, desliming, and oleic acid flotation of the non-magnetic fraction. The increasing magnitude of our nation's pollution problems seems to stem from two main factors: urbanization and technical advance. In 1920, less than half the country's 106 million people lived in cities. Forty years later, the urban population accounted for 70 percent of the nation's 179 million. It is predicted that by the end of the century, 95 percent of the U. S. population, estimated at 280 million, will live in urban areas. As these people live increasingly in city concentrations, their residues also concentrate. With technological advances to support the increasing population, the variety and quantity of goods that we use also increases. New materials and processes result in increases in pollutants, some of them new. The harmfulness of these pollutants is sometimes known, but sometimes only suspected. One pollutant of concern at the present time is sulfur dioxide, the product of combustion of sulfur-containing fuels. Research on processes to remove sulfur oxides from flue gas has been in progress for many years. Pioneers in this field were the British who, in the early 1930's, installed a full-scale flue gas scrubbing unit on a 120 MW boiler using alkaline water from a Thames estuary plus chalk. Since that time, various methods have been studied by many investigators. Federal laws covering air pollution started with the 1955 Air Pollution Control Act. With the advent of the Air Quality Act of 1967, and subsequent publishing of criteria and available technology for control of sulfur oxides in January 1969, the clamor for information on commercially available control techniques to remove sulfur from fossil fuels has rapidly increased. Although many state-of-the-art papers have deluged the literature during the past several years, the research going on in the area of sulfur oxides control is of such importance that periodic reviews are justified. It is the purpose of this paper, therefore, to again review the state-of-the-art, but this time from the stand-point of what is immediately commercially available

"In underground metal/nonmetal mines, repeated short-term exposure to high levels of airborne contaminants can become a serious health issue. Currently there are no common mechanisms to control or mitigate these localized short-term high exposures to contaminants. To improve miners’ health and safety, the National Institute for Occupational Safety and Health (NIOSH) Spokane Mining Research Division (SMRD) is developing a Smart Monitoring and Control (SMAC) system for real-time monitoring of mine air quality, with integrated countermeasures to reduce these high concentrations of airborne contaminants in localized sections of mines. To develop and test a SMAC system that could be implemented in an underground mine, researchers at SMRD built a test apparatus incorporating a fan, louver, ducting, and sensors combined with atmospheric monitoring and control software. This system will institute effective countermeasures to reduce contaminant levels, improving miner safety and health. INTRODUCTION Underground metal/nonmetal mines continue to expand production by employing large equipment in greater numbers and by mining into hotter and more challenging environments which are typically further away from fresh air sources. This challenges the ventilation system to provide adequate quantities of fresh air to the workplace and increases the potential for air contamination that could result in immediate and long-term health and safety issues to miners. Currently, airflow and contaminant concentration in mines are typically based on full-shift sampling which may not identify repeated short-term exposures to high levels of airborne contaminants such as NO2, CO, diesel particulate matter (DPM), and dust with high silica contents. Repeated short-term exposure to these high levels of airborne contaminants over long periods can lead to serious health issues which are documented in several studies [1-3]. Based on data from ventilation surveys and contaminant measurements, mines often attempt to minimize exposures by sending more fresh air to the working areas where contaminant concentrations are found to be high. Real-time monitoring and control allows mines the option to monitor contaminants and implement controls in real-time. Real-time monitoring and control of the underground mine atmosphere has been a subject of research since its beginning in Finland at Outokumpu’s Pyhäsalmi Mine in 1969 [4]. More recently, the real-time monitoring and control problem has been addressed using ventilation on demand (VOD) systems [5, 6]. A VOD system attempts to deal with this issue on a global level by controlling fans, louvers, and doors to increase airflow to active work areas and reduce contamination. However, a VOD system only controls the distribution of airflow and may not be helpful in mines where the airflow is at maximum capacity. Researchers at SMRD are developing a SMAC system for real-time monitoring of mine air quality with an integrated ability to trigger countermeasures to reduce high concentrations of airborne contaminants in localized sections of mines. The SMAC system will be designed, tested, and refined in the laboratory environment before being demonstrated in an underground mine. This system will not only try to minimize the gaseous contaminants by regulating the airflow locally, but will also potentially employ a filtration system to reduce the airborne contaminants in case the maximum airflow capacity is reached. This paper presents development of the test apparatus for the SMAC system."

Short Mountain Silica mines the Clinch Formation, an orthoquartzite, for silica sand. The operation is located near Mooresburg, TN, about 80 km (50 miles) northeast of Knoxville. Short Mountain is a local geographic name given to an area of resistant sandstone (Fig. 1). The area is part of the Clinch Mountain system that extends from eastern Tennessee to southwestern Virginia. The thick sandstone unit is more technically called a quartz arenite (orthoquartzite) that forms most of the mountain. In 1980, a Knoxville resident brought the Clinch Formation - Short Mountain in particular - to the attention of the large silica-sand producers as a potential silica-sand mine. Working with a local contractor who owned several hundred acres on Short Mountain, the Knoxville resident contacted interested companies. Many silica companies reviewed the property including Ottawa Silica Co., Pennsylvania Glass Sand Co. (both now US Silica Co.),Unimin Corp.,The Morie Co. and others. AFG Industries was the main market for the glass sand product from this potential mine. It had two plants, both within trucking distance from the site. All the silica sand producing companies, however, declined to develop the site. A few years later, Unimin Corp. decided to drill and evaluate the deposit. From that evaluation, Unimin leased the property but later dropped it. The relatively limited market for the Short Mountain product as well as Unimin’s recent acquisition of Carolina Silica were reportedly instrumental in the company’s decision to let go of the lease. Several other companies-unrelated to the silica sand industry - looked at the site but no one was interested in developing it. In 1986, J.D. Nicewonder, owner of coal mines in Virginia and Kentucky, was approached to investigate the site. Nicewonder began to develop the site with the intent to produce glass sand to supply AFG Industries. In May 1988, the first shipment of sand was trucked to AFG Industries.

"INTRODUCTION The design, development, fabrication, and test of cryogenic breathing apparatus is part of a much larger effort funded by the National Institute for Occupational Safety and Health (NIOSH) and managed through a Space Act Agreement with the National Aeronautics and Space Administration (NASA) at the Kennedy Space Center (KSC) in Florida. This effort is designed to create cryogenically based life support equipment that is responsive to the needs of miners as required by the Miner Act of 2006. Our goal was to design and build a liquid air based self-contained breathing apparatus (SCBA) that lasted 2 hours and would be used for the egress of miners during a mining accident and be refillable while worn. Therefore, the current report describes tests of an Advanced Cryogenic Breathing Apparatus (termed the ACryoBA) designed to provide miners egressing an emergency situation with a two-hour open-circuit SCBA. The ACryoBA utilizes low pressure cryogenic liquid air instead of high pressure compressed air commonly used in most commercially available SCBA. The ACryoBA can also be self-filled from strategically placed Cryogenic Air Supply and Fill Stations (CryoASFS) initially, and thereafter on the egress route approximately every 1 hour and 30 minutes with a 30 minute air reserve. The ACryoBA evolved originally from a one hour Liquid Air Pack (LAP) developed in the 1980’s for Space Shuttle Rescue forces allowing for longer duration and cool air (Figure 1). It was used successfully for many years, through the end of the Space Shuttle Program. The first attempt at a mine egress pack was the Cryogenic Breathing Apparatus (Figure 2). It was to have a low profile, two hours of breathing, attitude independence, and a simple rapid refill while in use. The CryoBA met the two hour criteria, but with difficulty due to excessive heat leakage caused by the dual 4 liter Dewar design. Much of the stored air was lost as it vaporized faster than it could be used. However, the pack was successful in demonstrating both attitude independence and a simple rapid refill capability. The ACryoBA project was designed to continue the progression and address the deficiencies in the CryoBA. The ACryoBA pack was designed to last 2 hours. It minimizes the heat leakage with a single Dewar and thereby requires less liquid air. The single Dewar design also minimizes weight, making it much more manageable by the user (Figure 3). The ACryoBA complies with 42 CFR part 84 NIOSH certification test requirements. One critical requirement for the ACryoBA is operation in positions other than vertical for periods up to 1/4 (i.e. 30 minutes) of the rated service life of 2 hours; this was accomplished by use of new technology called the “attitude independent pickup” which is abbreviated “AIP.” The AIP, developed by BCS Life Support LLC (patent #8,899,226), has a tube going from the top flange down through the center of the Dewar. At the end it has a flexible bellows and a weighted end. Due to the flexible nature of the bellows, the pickup at the end is free to rotate and follow the liquid level around within +/- 90o of vertical."

Surface and underground mining operations are often hindered by unknown tunnels and stopes and the precise locations of adjacent workings. Mine safety and planning are adversely affected especially in previously undermined areas where historical records are incomplete or non-existent. The results of several Ground Penetrating Radar (GPR) studies for the detection of known mine tunnels in underground coal; salt, and gold mines are presented. A case study to locate unknown, abandoned mine workings at a surface gold mine successfully located all workings to a depth of 11 meters.

A career in the coal mining industry today offers students one of the most interesting and challenging opportunities available in the industrialized world. As reserves of other fossil fuels dwindle in face of the world's demand for energy, it has become apparent that coal, once the king of energy sources, must be relied upon again as the major fuel for powering industrial growth in developed and developing nations. Centuries of coal supplies lie beneath the earth's surface, assuring the world of a steady, plentiful supply of energy until science and technology can produce a way to harness and efficiently use renewable sources, such as solar. The need to increase our use of coal during the last two decades of the 20th century is reason enough to believe that the future growth of the coal industry is assured. A major impediment to that growth might be backward national public policies that could restrict the full utilization of our coal reserves. These policies could result from overregulation and a failure of the public to recognize that coal use, with proper techno- logical safeguards, is compatible with our society's environmental-quality objectives. Communication of this problem and its solution is a major undertaking of the coal industry in the 1980s. At the end of the 1970s, the American coal industry was producing approximately 635 Mt/a (700 million stpy) of coal. To meet the nation's projected energy needs by 1985, the annual tonnage must be doubled. A similar scenario is predicted for the rest of the world. Such growth in the modern international business world will require huge additional amounts of capital, equipment, and people who know how to wisely raise and apply the capital ; use the equipment productively; and deal with the many community, public, and governmental problems such expansion will create. Whether a student's interest is in actual mining operations, business administration, engineering, finance, law, industrial relations, marketing and sales, or public affairs, a career opportunity is available in the industry.

Pittsburgh No. 8 coal, cleaned by conventional froth flotation, was oxidized in a 2-L Parr stirred bench-top autoclave. Autoclave tests were carried out for up to 5 hrs under the following conditions: 150 to 225ºC, 60 to 500 psi 02 and 15 to 60 g of coal per 600 mL of distilled water. The oxidation of coal was evaluated by measuring the total acidic group formed on the surface of the coal and by measuring the adsorption (under standard conditions) of calcium ion from a solution. The degree of oxidation of the coal increased continuously, without much leveling off, with increasing oxygen pressure. With increasing temperature, the oxidation of the coal increased sharply between 150 to 175ºC and then leveled off above 175 °C. The adsorption of calcium was >3% on coal oxidized under the most favorable conditions. The adsorption of calcium on coal increased sharply with increasing equilibrium pH. The loss in Btu was found to be sensitive to oxidation temperature. This study concluded that the optimum oxidation of coal is achieved over 3 hrs at high oxygen pressures (e.g., 500 psi) at ~170ºC. This study also concluded that, when measured in terms of calcium adsorption, Btu loss and reaction time, the oxidation achieved in an autoclave is far superior to that achieved in a fluidized bed.

Resource nationalism is essentially mandatory government intervention in natural resources businesses by political or economic means in order to benefit the nation and the people. It is attacking the mining industry more and more rampantly by all kinds of means since the twenty-first century. Poor countries who count on a resource-led economic growth usually find themselves trapped into “resource curse”. The harmfulness of resource nationalism for investors is that one event can quickly escalate and lead to a chain of events which make projects commercially unavailable. In spite of historical and theoretical social investigations in the causes of resource nationalism, rare studies engaged in quantification of dominant parameters of it. The objective of this study is to find significant factors that dominate the occurrence of resource nationalism for important metal and energy resources producing countries and quantify their marginal effects. The study applies binary choice logit model for panel data using pooled method. One feature of the research is that binary data set of occurrence of resource nationalism are sorted out by authors referencing U.S. Geological Survey’s reports. The results indicate that high-technology export (% manufactured export), ores and metals exports (% merchandise exports), rule of law (world governance indicator), trade (% GDP), and natural resource rent except forest (% GDP ) dominant the occurrence of resource nationalism for high and upper middle income group countries; government effectiveness (world governance indicator), policy perception index (The Fraser Institute), high-technology export (% manufactured export), and mineral rent (% GDP) dominant the occurrence of resource nationalism for lower middle and low income countries. According to our model, probability of occurrence of resource nationalism in 90 countries are predicted. Unlike previous gold mining booms in Nevada's Great Basin, the current boom includes a serious commitment to mine reclamation. Many of the smaller mines began reclaiming in the late 1980s but met with limited success due in part to poor soil characteristics. Public land managers and the mining industry began looking for ways to improve reclamation success. One promising technique is suggested by an ongoing research project using sludge biosolids, the solid residue of municipal waste water treatment. During the 1980s, limited space in landfills led municipal governments to search for alternate ways to dispose of their biosolids. The cities of Reno and Sparks, NR and the US Bureau of Land Management (BLM) searched for ways to combine these needs to everyone's mutual benefit. Yet barriers remained. The federal government had major concerns about potential bioaccumulation of metals and contamination of drinking water from the land application of municipal biosolids. The barriers were lifted late in 1991 when an interagency task force led by the Environmental Protection Agency (EPA) issued a new federal policy on the use of biosolids on federal land. The policy encouraged biosolids as a soil amendment to reclaim degraded minelands and invited federal agencies to develop biosolid pilot projects. In response, BLM enlisted the help of American Resources Corp. (ARC) and the University of Nevada, Las Vegas for a pilot study at ARC'S' Butcher Boy Mine near Wadsworth, NR. Although biosolids have been used in mine land reclamation in the eastern United States for 20 years, before this pilot study, none had been used on public lands in the arid Great Basin. Land application of biosolids improves soil conditions by improving nutrient uptake, increasing water retention, permitting easier root penetration and enhancing soil fertility. Biosolids increase ecosystem productivity and can lead to significant improvements in the structure and diversity of plant and animal communities. Thus, land application of biosolids promotes biodiversity.

Introduction The gold rush to the Canadian Klondike and then to the Alaskan gold camps is legend to Americans. The early years of the century also saw flourishing hard rock mining at the famous Treadwell and Alaska Juneau gold mines and the bonanza Kennecott copper mine. Over the last two decades, rich discoveries of copper, cobalt, zinc, lead, molybdenum, tin, and silver have furthered Alaska's reputation as a storehouse of US minerals. Alaska may also contain large commercial deposits of chromite, platinum, and nickel. Yet in 1984, with the exception of the Usibelli coal mine and several hundred small placer gold mines, Alaska's mineral potential remains largely undeveloped. Uncertain 70s The 1970s were years of uncertainty for the mining industry in Alaska. The discovery in 1968 of a huge reservoir of oil and natural gas in Prudhoe Bay brought the land claims of Alaska's natives to national attention and focused interest in Alaska's resource wealth. The Alaska Native Claims Settlement Act of 1971 (ANSCA) created the regional native corporations and granted them selection rights to some 178 000 km2 (44 million acres) of Alaska's 1.5 Gin' (375 million acres) - about 12% of the state's land area. The native land selection process would take years. During this time, the status of much of Alaska's land was in question. Additionally, section d(2) of ANSCA provided for the conversion of an undetermined amount of federal lands into conservation units. These consist of parks, scenic rivers, national monuments, and wildlife refuges. The debate over the d(2) lands was long and acrimonious. National conservation groups lobbied to include as much acreage as possible within restrictive classifications, regardless of its mineral or energy potential. The process was polarized into a preservation-versus-development struggle. To many Alaskans, what was at stake was the ability to develop a viable independent economy, rather than an ongoing role as economic wards of the federal government.
