With the world’s ever-growing push to expand technological capabilities, the need for specialized materials including rare earth elements has exploded. One source of rare earths found in the United States is bastnaesite, a rare-earth-bearing fluorocarbonate, mined at the Mountain Pass Mine in California. To increase production, it has been essential to optimize existing processes and create new ones to capture current reserves. This paper presents the results of a research program conducted to expand the understanding of the bastnaesite leaching system. With the help of prior knowledge and thermodynamic calculations, a novel single-stage hydrochloric acid leach system was created to optimize the extraction of rare earths from bastnaesite. Historically, this extraction has entailed the use of a two-stage leach system involving a high-temperature hydrochloric acid leach followed by a caustic crack. We ran a series of single-stage leach experiments by reacting locked-cycle flotation concentrate with hydrochloric acid to test common leaching parameters. The results of these single-stage tests showed significantly higher rare-earth recoveries than the reported recoveries of the historic two-stage caustic crack processes, all while decreasing the number and amount of reagents needed.

The Surface Mining control and Reclamation Act (public Law 95-87) (here-inafter the "Act" or "SMCRA") passed by congress in August of 1977 represents a comprehensive federal scheme for controlling surface coal mining and the surface effects of underground mining through permitting requirements, performance guidelines, and reclamation planning. While the provisions of the Act have been the subject of numerous legal challenges and court battles over the years, it is difficult to identify a more controversial program within the Act than the provisions for designating lands as unsuitable for surface coal mining operations. The lands unsuitable designation process provides for the acceptance and review of petitions submitted by citizens or organizations seeking to have specified land areas designated unsuitable for all or certain types of surface coal mining activities. In filing these petitions, the interested parties or petitioners are required to make allegations about potential adverse impacts on people or the environment and submit evidence supporting their allegations.

To date, large-scale solution mining has received little attention in Australia, although the potential of this technique has not gone unnoticed. The possibility of long-term damage to the local environment has also been recognized. Because no two orebodies are the same, it is clear that the application of solution mining techniques and the assessment of environ- mental damage will be somewhat different for different orebodies, even though the general principles will be the same. At present the most significant copper solution mining operation in Australia is at the Mammoth (Gun- powder) Mine in northern Queensland. This mine currently produces more than 3 000 t of cement copper a year.1

The ultimate objective of this study is to develop a model that can quantify rock behavior under loading that can lead to rock-failure prediction in underground structures subjected to bending, such as roof failure in development or production openings.

A majority of the chemical process industry uses lime in either a powder or liquid form. Engineering and maintenance personnel often face a long and potentially expensive trial-and-error period in order to find the best process equipment to handle lime. Limestone is mined from a quarry in the form of calcium carbonate (CaCO3). Then, it is crushed and fed into a kiln at approximately 1,093° C (2,000° F), where the carbon dioxide is burned off (calcining) to make calcium oxide (CaO).

Oil and gas together are the most important energy sources consumed in the United States. In 1983, 67% of total energy consumption was represented by these two resources (43% was oil and 25% natural gas), while coal accounted for only 23% of U.S. energy use. All other sources (hydroelectric, nuclear, geothermal, wood and other waste products) accounted for only 10% (U.S. Department of Energy, 1983, p. 1). In this chapter we address the issue of regulation in the oil and natural gas sectors of the U.S. energy industry. In addition, we analyze the cartel characteristics of the Organization of Petroleum Exporting Countries (OPEC). If OPEC is an effective cartel, then U.S. oil as well as substitute energy prices, production, and consumption will be affected by cartel action. Further, as the nation learned in the 1970s, major changes in oil prices produced major disturbances in other sectors of the U.S. and world economies. Consequently, it is important to determine whether the roughly ten-fold increase in nominal prices that occurred in the 1970s was the result of cartel action, the result of normal economic forces adjusting to the fact that the world was running out of cheap oil, or some combination of the two. Furthermore, the presence of OPEC- associated oil price increases is related to regulations that were imposed on the energy sector during the decade of the 70s. THE RATIONALE FOR GOVERNMENT INTERVENTION Economists have traditionally judged the state of an economy to be efficient if it is impossible to improve the welfare of any one member of society without harming someone else. Any economy that satisfies this condition is said to be Pareto efficient, after the Italian economist Vilfredo Pareto who first gave rigorous attention to such questions (see Chapter 4.10). It is easy to see why an economy that fails to satisfy this condition could not be efficient; by definition, it would be possible to alter the allocation of resources in a way that improves everyone's welfare.' Much of the appeal of this weak efficiency criterion is that it avoids comparisons of levels of well being among different individuals. The cost of such generality, however, is that in any given economic system a wide array of different Pareto efficient states will typically be attainable. In the simple Robinson Cursoe economy of the undergraduate textbook, for example, efficiency could just as easily be attained in the case where most of the island's resources are owned by Friday as in the case where they are under Crusoe's control. However, the distribution of welfare among the two inhabitants would obviously be quite different in the two situations. Such equity issues cannot be settled on objective or scientific grounds. To decide which distribution of welfare is socially "best" an explicit value judgment is needed. It is useful to keep in mind the preceding distinction between efficiency and equity issues when analyzing the role of government in a market economy. Decentralized market processes will not necessarily result in a distribution of welfare that society considers just. This is then followed by a selection of flotation examples which illustrate the more important use characteristics that have been observed to date. "INTRODUCTION The Central District of the Florida phosphate industry is located in southwest Polk and southeast Hillsborough Counties, with the Southern Extension lying in western Hardee, eastern Manatee and northwest De Soto Counties. (Lawver, 1983) Figure 1 shows the major phosphate formations in Florida. Almost all Florida phosphate production has been in the Central district with additional production from a mine in the Northern District. The Central District is comprised of the Bone Valley Deposit, a relatively thin layer of high grade ore which has been the main source of phosphate mining for decades, and the Hawthorn formation, a thick but low grade formation which covers most of peninsular Florida. (Lawver, 1983) Florida phosphate producers use the Crago process where calcium phosphate is floated with anionic, fatty acid type collectors followed by cationic reverse flotation of silica with amine type collectors. The phosphate matrix is put through various size separation techniques to obtain a typical -28 Mesh (< 700 µm) particle size for fine flotation and a -16 mesh (< 1190 µm) to +28 mesh (> 700 µm) particle size for coarse flotation. In some cases this coarse fraction can be sent to shipping as an intermediate product. The +16 mesh (>1190 µm) to – ¾“ (19 mm) fraction is sent to shipping as a final product called pebble. Figure 2 demonstrates a simplified diagram of the mining and processing of calcium phosphate (matrix) through a Central Florida mine. Particle size and mineralogy are important considerations in the Crago process for two main reasons, the mass of the particle and the particle surface area. Both of which are dependent on the coordination of the anionic collector to available Ca2+ sites on the minerals’ surface. The increased surface area, and available Ca2+, of the smaller apatite particles will allow for more fatty acid molecules to coordinate than the larger particles, with a lower availability of Ca2+. So, the larger particle would require more collector to be introduced in the system to sufficiently cover the apatite particles to produce a surface sufficiently hydrophobic to attach to air bubbles allowing flotation to occur. (Guan, 2009) The Bone Valley deposit has very favorable flotation characteristics when compared to other mining ores around the world. The matrix of the Bone Valley is relatively high grade, BPL (Bone Phosphate in Lime) values typically range from 6-18%, BPL recoveries, from such a matrix, can often be achieved above 85+% with fatty acid based collectors dosed below 1 #/ton. As mentioned, the sizing is an important step as there is also high grade apatite in the +16 mesh (1mm) that is screened to a final product grade, 60-65% BPL. The lack of quartz in the larger size fraction has allowed the Central District to produce high quality, low cost phosphate product, called pebble, through effective screening with no further beneficiation. (Guan, 2009)"

Selective flocculation is used for the purification of clay minerals. Here we present data from a surface spectroscopic investigation into the polyacrylamides mediated selective flocculation of kaolin from an impure matrix. Use of X-ray photoelectron spectroscopy (XPS) was shown to offer a useful approach for investigating the observed selective separations. In particular, a new small area XPS technique was used to characterize, in situ, the differential competitive, f1occulant adsorption onto mixed kaolin/gangue systems.

Design of the Bajo de la Alumbrera Project started in June 1995 and concentrate production commenced early in the Third Quarter of 1997. The project is situated in North-Western Argentina and is being developed by Minera Alumbrera Limited which is owned by MIM Holdings Limited of Australia (50%), North Limited of Australia (25%) and Rio Algom Limited of Canada (25%). This paper outlines the key features that were incorporated in the design from both process and plant layout perspectives. It explains the background of flowsheet and equipment selection for the plant. A feature of the flowsheet is that it incorporates gravity gold circuits in both primary and regrind circuits for recovery of gold to dore as well as in the copper concentrate product.

Wheel loaders are currently being used in many mining applications for a variety of reasons. While they sometimes provide the lowest loading cost, a primary advantage of the wheel loader versus other loading systems is the increased versatility and mobility inherent in a wheeled vehicle. The advent of large wheel loaders with much greater digging capability enhanced wheel loader usage in severe loading applications. To match these severe conditions, machines offered today were designed to work in these rocky conditions. Soon after the introduction of large wheel loaders into rocky conditions, however, it became apparent to many users that tire costs could at times account for up to 50% of total hourly operating costs on large wheel loaders. In some applications, tire costs alone pushed wheel loader economics beyond the economic feasibility for these jobs, prohibiting their use. In an effort to combat high tire costs, several attempts have been made to put fast moving steel around the tires to provide a strong interface between vehicle and ground. Some earlier attempts involved wrapping tracks around tires. Mechanical difficulties with these systems limited their customer acceptance. Subsequently, the development of protective tire chains came into favor. While tire chains offered added protection to the tires, the cost and maintenance of the chains remains a problem in 1972, the Dystred arrangement was announced for usage on a 6 cu yd wheel loader from Caterpillar Tractor Co. (See Figure 1). The Dystred offered the advantages of greatly increased tread life over conventional tires, as well as resistance to tread puncture in most situations. The arrangement basically employed a track system similar to that used on track type loaders. Pin and bushing wear often caused high hourly operating costs and excessive machine downtime. In addition, the connection of shoes through the use of links, pins, and bushings forced a limitation on too speed of the vehicle.

Introduction Most primary molybdenite producers use a selective flotation process in which molybdenite is floated from the ore while other sulfide and nonsulfide gangue minerals are depressed in the same step. The process was developed at the Climax mill. Reagents used in the rougher flotation stage include vapor oil (collector), syntex (surfactant), pine oil (frother), and occasionally sodium cyanide and Nokes reagent (depressant). Rougher concentrate is upgraded by cleaner flotation to produce market-grade molybdenite concentrates. Reagents used in the cleaner flotation stage are Dowfroth 250, vapor oil, sodium cyanide, and Nokes reagent. The development of the flotation reagent scheme at Climax and the role of the reagents have been well described by Born et al. (1976) and Malhotra et al. (1976, 1977a, 1977b, 1977c, 1980). The hydrocarbon collector, vapor oil, accounts for approximately 50% of the total molybdenite flotation reagent cost. Because vapor oil sources are limited, and the cost of vapor oil has increased significantly over the last decade, several studies have been done to evaluate alternate oil-based collectors and/or blends of collectors that would produce similar metallurgical results at a reduced cost, or increase the overall molybdenite recovery at the same cost (Smit and Bhasin, 1983; Hahn, 1969; Smith and Bhappu, 1971). The approach taken in the present study was to evaluate alternate nonoil-based collectors and collector systems that are less expensive than vapor oil. A series of potential nonoil-based collector classes were identified and evaluated in the laboratory against the current collector system. The metallurgical performance of these collector classes was related to their chemical structures. The results of this study are discussed. Collector classes A survey of sulfide mineral collectors was performed with the objective of identifying and selecting potential collectors for molybdenite flotation. The available reagents were categorized into 10 general classes. Table 1 summarizes these collector classes, their chemical formulas, the manufacturers, and selected commercial collectors in each class that were evaluated in the present study. Experimental procedure A Climax ore sample, assaying 0.3% MoS2, 2.2% FeS2, 0.007% Cu, 0.003% Pb, and 0.03 oz per ton Ag, was used for this study. Standard laboratory rougher flotation test procedure involved grinding a 2-kg ore charge in a rod mill at 60% solids. Reagents were added to the rod mill including a collector, syntex (0.005 kg/t), pine oil (0.03 kg/t), lime (to adjust pH to 8), and sodium silicate (0.15 kg/t). The ground pulp was transferred to a 1000-g cell, and flotation was performed at 35% solids and 1800 rpm using a Denver D-1 flotation machine. Concentrate was collected for a flotation time of six minutes. The general approach used in the present study was to substitute the nonoil-based collectors at two to three different dosage levels (0.01 to 0.15 kg/t) for vapor oil in the bench-scale, open-circuit rougher flotation tests

The objective of blending materials in a bedding pile is to reduce the variation in successive samples taken from the materials to be blended. In designing a bedding and reclaiming operation, several mechanisms are available to effect the reduction of variability, or increase in homogeneity, of the materials. These mechanisms can act before stacking, in the stacking process, in reclaiming and after reclaiming. In evaluating alternative methods of stacking and reclaiming, the potential user must judge each method on the basis of certain criteria; the capital cost of the equipment, the allowable absolute variability of the reclaimed product and the effectiveness of blending. Several stacking and reclaiming methods have been tested using a computer simulation. Based on the results of this program, factors were developed to describe the effectiveness of blending for chevron stacking of discrete materials and preblended materials, bucket wheel reclaiming and drum reclaiming. From these factors, the total effectiveness of a combined stacking and reclaiming system can be determined.

ABSTRACT Distinct patterns are identified in the associations, distributions, and levels of concentration of the silica minerals, boehmite, aluminous goethite, and phosphate minerals in the bauxite deposits of Jamaica. These result from syngenetic and diagenetic reactions associated with post-bauxitization tectonic and associated activities. Three basic types of bauxite are identified, viz., Jamaica-1 (< 3.0% boehmite), Jamaica-2 (> 3.0% boehmite and 30-80% of the iron as aluminous goethites), and Jamaica-3 (> 3.0% boehmite and > 90% of the iron as aluminous goethites). The Jamaica-1 type has a mean value of < 2% boehmite as A1203, while this level in the Jamaica-2 type is usually about 3.5%, and > 4% in the Jamaica-3 type. Similar discrete associations were found for the species and concentrations of aluminous goethite and phosphate minerals. The process and geological implications of these are discussed.

The Bureau of Mines conducts studies of the economic impacts of regulations on federal lands. These studies are part of the Bureau Potential Supply Analysis (PSA) program. To meet the needs of these studies, a methodology was developed to estimate operating and capital costs for a mineral deposit given its tonnage, grade, and depth. The format for the cost models in this study was developed at the Bureau&apos;s Western Field Operations Center (WFOC), Spokane, W. A., for studies of known and undiscovered resources on Federal lands. These cost models are described in a Bureau publication by Camm (1991).

A mining machine has been designed and fabricated to mine coal from room and pillar operations combining high pressure waterjet cutting and mechanical fragmentation. Waterjets are used to slot the coal face with an advancing plow wedge then breaking out larger coal pieces. The machine has the following advantages: - simply built around a disassembled longwall chock and gathering arm loader apron; - few moving parts which are simply and inexpensively maintained; provides immediate roof support in the face working area; - coal produced is larger, with resulting lower preparation cost; - no dust is generated; - risk of spark generation is virtually eliminated.

Results of regional analyses of precious metal habits in Arizona ores lead to interpretations of a fundamental ore control related to geographic location that corresponds with crustal contrasts. Measurements of isotopic and trace element characteristics of Laramide ore-related intrusions lead to interpretations of crustal derivation of apparent ore-related magmas. Interpreted regionally, the numerous kinds of Laramide ores, which include porphyry copper deposits of this southern cordilleran region appear to be phenomena of a specific crustal lithology characterized by a basement of Proterozoic turbidites and (an interpreted) lower crust of amphibolite. This association with a specific basement terrane may be extended in principle from the United states into Mexico where faulted offsets of this basement are similarly favorable to formation of Laramide porphyry ores -to the exclusion of adjacent terranes. Whereas plate tectonic mechanisms may have triggered evolution of these ores, it is hypothesized here that crustal setting and crustal composition are more profound influences of metallogenesis.

This paper describes some of the unique features in mining, milling and water treatment operation at Grey Eagle. In addition, major start-up problems in the mill and water treatment plant are discussed along with measures taken to correct these problems.

The opportunity for an exploration geologist to follow a successful exploration project through the feasibility, financing, construction, development and exploitation phase is rare. In addition, it is not often that the exploration geologist can be present during the mining of a deposit to explain why certain actions were taken or interpretations made and to find out how these interpretations turned out in actuality. At the Woodsreef chrysotile asbestos mine in New South Wales, Australia, mining has been in progress for six years and the writer has been intimately associated with the project during the five years of exploration and the six years of exploitation. The industry is possibly aware of the fact that the Woodsreef Mine has had major production problems, the majority of which have stemmed from the unique characteristics of the ore body and of the fibre. Because of these unique features, a large volume of research has been undertaken by Woodsreef and by other scientific organisations in Australia, England and Canada on the Woodsreef fibre. The answers to some of the problems have negated some semi-sacred concepts of asbestos ore milling and led to the development of new techniques, such as the adoption of microscopic fibre counts as a routine procedure; the modification of accepted evaluation procedures; the development of new machines for dedusting fibres, and to the recognition of a fibre with a unique milling behaviour pattern and, possibly, properties. The problems experienced can be divided broadly into those associated with the geology and those associated with the physical properties of the fibre. It is possible that the same features may manifest themselves in other deposits around the world, and if they can be recognised during the exploration stages a feasibility evaluation may be just that little closer to the actual.

Roof stability in the belt entry is critical for safe and continuous production of coal during longwall mining. Previous studies of roof falls that occurred in belt entries have shown that the roof falls were largely associated with high in situ and longwall-induced horizontal stresses [1,2,3,4]. To properly support the roof in a belt entry, it is important to understand how longwall-induced horizontal stress changes can affect roof stability in the belt entry. Monitoring of horizontal stress changes was conducted in the belt entries of two Pittsburgh seam longwall panels oriented unfavorably to the major horizontal stress. Numerical models were also set up to investigate how horizontal stress concentrates and relieves in the belt-entry roof near the face as panel orientation changes. Both measurements and modeling results show that high horizontal stress concentrates in the belt entry roof within about 15 m outby the face. The study demonstrates that longwall-induced differential horizontal stress can be used to evaluate the horizontal stress concentration factors. The horizontal stress concentration factors change with panel orientation, resulting in high stress concentrations at orientations between 20 and 110° and low stress concentrations between 130 and 180°. Roof support strategies are given for the belt entries under the influence of high horizontal stress. For unfavorably oriented panels in weak roof conditions, supplementary support should be installed during development, and cable bolts should be anchored into a stable roof horizon. The bolting pattern should be designed to cover both entry corners and the entry center to prevent potential roof cutters and sagging.
