The recent spate of catastrophic events at U.S. mines raises the question as to whether or not the mine safety and health system in the U.S. is broken. The prescriptive regulatory regime in the U.S. is not a cure-all for a broken system. Without totally dismissing the contribution of a prescriptive regulatory approach, this paper argues that safety in the U.S. mining industry would be enhanced if the nation adopted a scheme that provides a balance between specification standards and two alternatives: performance and systems-based standards. This would allow effective and flexible means to continuous health and safety performance improvement. Mine operators, regulators and politicians could then go beyond thinking that compliance alone equals strong safety by creating a proactive system that emphasizes continuous improvement. By adopting performance and systems-based standards, exemplary safety and health performers can be recognized, allowing regulators to focus their efforts on those without sound occupational safety systems and who have substandard safety performance. The influence of passageway fires on ventilation flows was investigated in three horizontal fire tunnel s: 1. a laboratory-scale fire tunnel network, 2. a small-scale fire-plume tunnel, and 3. a large- scale simulated mine gallery. Wood was used in the first and third tunnel and gas-burners were used in the second one to generate passageway fires. Experimental measurements included gas mass flow rate, velocity, temperature and pressure in the passageways and exhaust fans. The overall and local effects of the fires were investigated by comparing these measurements obtained before and during the fires. Results show that a passageway fire essentially increases the flow resistances of the passageways of a tunnel flow network by virtue of volatile fuel mass injection and high combustion temperatures. The ventilation air flow rate is consequently throttled to lower values than that before the fire. At severe throttling, reverse flow occurs. Conditions for reverse flow are characterized by two Froude numbers based on gas velocity and density upstream of the fire, and height of the passageway. The Froude numbers and the characteristics of the passageway fire are necessary to analyze mine ventilation/fire interaction and to predict mine ventilation patterns during fires.

INTRODUCTION Estimation of capital and operating costs for mines and mills has long been a necessary ingredient of feasibility studies, and though many practitioners have successfully used "rules of thumb" and factor estimating methods for many years, a great deal of work is usually required to prepare an initial estimate and/or to update or revise such an estimate. Development of comprehensive mining and milling cost models during the 1970's by the U.S. Bureau of Mines and by Canadian workers (O'Hara and Mullar) provided the basis for feasibility-level cost estimates, but the numerous equations and the apparent rigor and complexity involved in preparing a project estimate using these models has discouraged many, if not most, potential users. Their acceptance was also hindered by a broad misunderstanding by many engineers in the minerals industries who had little exposure to such procedures, and by a possibly inadequate level of explanation or documentation of the parametric approach to cost estimating. The preliminary nature of most databases, geologic/engineering/ and market, available to the engineer or analyst during the early stages of a mineral project is a universal problem. Basing corporate mega-investment decisions or even individual equipment selection decisions on the usual "SWAG’s has always been a risky practice, but in the current business environment, the "guesstimates" are almost 'verboten', and are certainly becoming antiquated with the advent of both the described models, the ubiquitous microcomputer, and the nearly-ubiquitous hybrid species known as the "computerized engineer". Engineers have almost always sought techniques of cost estimation that can be applied and justified when geologic and engineering information for a mining project is preliminary and incomplete. The answer, in some cases, is the "parametric" approach. Equations, based on actual, past experience are developed to relate capital and operating costs to major physical variables such as the rate of mining or milling, with modifiers for such details as mining method, process characteristics, methods of construction, or types of equipment . Cost Engineering Standards Five major types of fixed capital cost estimates have been defined by the American Association of Cost Engineers : 1. Order-of-Magnitude estimate based on previous cost data and minimal knowledge. usually a "ratio estimate" with no better than +/- 30% accuracy. 2. This paper discusses the time-dependent behaviour of rock when it involves the presence of several layers of rock strata in the vicinity of mine openings, mining in sequences and the placement of backfill. The paper describes numerical techniques which proved useful when such situations are encountered in practice. The model is elastoviscoplastic. At given time stations, short term loading or changes can be made to the creep behavior of the rock. The modelling technique is first described and is followed by simulations of stresses and displacements in a potash mine with the primary objective to demonstrate the effect of such aspects as mining and fill sequences in 3-D. This involves cutting finite elements representing the strip of the mining face and simultaneously filling those elements representing the newly placed fill. The stiffness of the fill varies with the degree of compaction at each point. In this way, the effect of the time of fill placement, the gap between the top of the fill and the back as well as the degree of compaction are simulated. The second example is a 2-D problem simulating the long term effect of backfill, as a material compacting with time, on the settlement of the layers above it as well as the closure of the room.

Leaching of zinc sulphide concentrate by nitric acid which is simultaneously regenerated by oxygen in the reactive froth has been investigated. The reactive froth was formed by a recycled zinc sulphate electrolyte containing nitric acid, a mixture of gaseous 02 and NOx, entrapped in the foam and particles of the zinc concentrate suspended in the foam. In the reactive froth the multiple regeneration of nitric acid proceeded owing to the encapsulated oxygen and amount of nitric acid used can be considerably lower than in the continuous liquid phase. 93 to 97% of zinc was extracted to a solution containing 30 to 409/1 HNO, during 40 to 60 min of leaching in a batch reactor without regeneration of nitric acid. 50 to 100% of the consumed nitric acid was regenerated during continuous leaching in froth carried out in the ‘flotation column’-type reactor at 80 to 90°C and under pressure of 100 to 200kPa. The rate of HNO, regeneration in the froth was proportional to oxygen pressure and inversely proportional to nitric acid concentration in the froth. A two-stage process flowsheet is proposed. In the first, the reduction stage, removal of nitric acid from the leach solution directed to standard purification and electrolysis is carried out by its reduction to nitric oxide using fresh concentrate in the froth. In the second, the oxidation stage, nitric acid is continuously regenerated by oxygen in the froth.

Over 100 saprolite samples from Turkey Hill Gold Mine, Lumpkin County, Georgia, were analyzed (-80 mesh) for As, Au, and Sb. Maximum values are 16.2 ppm As, 7.9 ppm Au, and 29.1 ppm Sb. Results show trace element content of saprolite varies with topography: ridge top samples show a pronounced decrease in Au and Sb, and to a lesser degree in As, whereas, slope and valley samples have anomalous Au and Sb concentrations, with no discernable pattern for As. Statistical analysis shows strong correlation between Au and Sb and none between Au and As. This study will serve as a model for gold exploration in deeply weathered terrains with variable relief.

Having seen significant improvements to accident rates in the last 40 years, companies in the Swedish mining industry now show a greater focus on the development of safety cultures throughout their organisations and workplaces. However, there is a lack of research examining the different safety initiatives and strategies practiced in the industry today. This study explores the potential influence and consequences such initiatives may have on the development of safety cultures in the Swedish mining industry. Twelve interviews with experts on safety initiatives from four different Swedish mining organisations were conducted and analysed in a process based on qualitative thematic analysis to identify notable connections to safety culture development. The results of these interviews highlight proclivities in the implementation and use of safety initiatives such as subjects of focus, methods and desired effects. This enables the interpretation of the conceptualisation and methods for the development of safety culture in these organisations based on their approaches to safety development. We believe the results of this study can serve as support for discussions on safety culture development in the Swedish mining industry, and be of interest for international mining industries, in addition to approaches to research in this field. However, we also believe it is important to emphasise the opportunities to approach safety culture in mining from different perspectives than those common today.

Since 1965 several researchers have independently developed computer models for designing gathering belt and surge bin capacities in underground coal mine belt systems. Table 1 summarizes the models applicable to U.S. mining systems. Most of the models, employ the Monte Carlo simulation technique. Basically, the belt loading at each loading point is randomly produced from probability distributions. In some cases, a combination of deterministic calculations and probability distributions are used to simulate the loading. Once the loading is simulated, it is systematically moved through the belt system in a deterministic fashion based on belt speeds, belt lengths, and storage bin discharge rates. The coal flowing from each loading point is tracked as it moves through the belt system. When the loading from tm different sources combines on a belt or in a surge bin, checks are made to determine if capacities have been exceeded. If capacities have been exceeded the amount of spillage is calculated. At the end of the simulated time period, the cumulative spill- age is used to evaluate the belt and surge bin capacities. Naturally, a considerable amount of spillage indicates the capacities are unacceptable. Acceptable capacities are generally indicated by minimal spillage. Numerous trial simulations are often necessary to find the acceptable capacities.

At the Sierrita mine, 40 km (25 miles) south of Tucson, Arizona, Duval Corporation is rapidly gaining operating experience with its new Portable Crushing and Conveying System, (PCCS). As of November 23, 1983, over 4.5 million tons (5.0 million st) of ore have passed through the system. Mining cost per ton for the months of July, August and September was 83% below the average for the first five months of 1983. Although all the cost reductions experienced cannot be attributed to the Portable Crusher, it was a major contributing factor. The Sierrita ore deposit has several natural topographic and geologic conditions which are not favorable to mining. It is not a sidehill deposit and therefore no low-level exit points exist to facilitate truck haulage. The ore is very hard. Quartz diorite, hardest of the three major rock types, averages 172-207 MPa (25-30 000 psi) unconfined compressive strength and may run as high as 345 MPa (50 000 psi). Blasting in this rock produces oversize material which runs approximately 20% 51 centimeters (20 inches). The ore is low grade, averaging slightly better than .30% contained copper and .035% contained molybdenum, with small amounts of silver. These conditions, plus high design production tonnages, make the Portable Crushing and Conveying System (PCCS) practical for Sierrita. Without crushing and conveying, truck haulage would be prohibitively expensive. A typical, October, 1983, ore haul from the bottom of the pit would involve a vertical lift of 260 meters (850 ft) and a horizontal distance of 3 860 meters (12 200 ft) were not in-pit crushing and conveying available. The corresponding cycle time would be nearly 32 minutes.

This paper presents a vision system capable of providing an accurate estimate for the volume of stockpiles using 2D images. By imaging a stockpile from multiple viewpoints with a two-camera system, a 3D point cloud of known scale is generated using image-based 3D reconstructions. With a small amount of user interaction, the points that correspond to the surface of the stockpile are extracted and used to measure the volume. The hardware required for the two-camera system is light enough to be carried by a small unmanned aircraft and is a cheaper alternative to LiDAR while still being competitive in terms of accuracy. When testing the volume measurement algorithm on a stockpile of known volume, the measured output was found to have less than a 3% error from the ground truth.

Hard-rock phosphate was formerly the chief source of all phosphate in Florida. Its mining began as early as 1883 or 1884, reached a peak level in 1907 and ceased in 1966. Production began and ended in the Dunnellon area (Marion County). Nearly all the hard-rock was exported because its P205 value per unit weight is generally more concentrated than that of other phosphate rock. Maximum production, achieved in 1907, was greater than 600,000 tons; the total value for that year was more than $4,000,000. The Florida hard-rock phosphate, considered to be of middle Miocene to early Pliocene age, has an intermittent narrow, linear northwest-southeast trend. The Ocala uplift controls the phosphate distribution for more than 200 miles. Other known, isolated hard-rock areas appear to be related to minor folds on the Ocala uplift. The hard-rock phosphate deposits are a heterogeneous mass of sedimentary fluorapatite, chert and quartz with textures ranging in size from clay to boulder, and in thickness from 0 to 40 feet. Phosphate compounds, principally fertilizers, have been in oversupply since before 1968, but by the middle 1970's some experts forecast a supply-demand balance. A brighter future for exploitation of Florida hard-rock phosphate depends upon one or more of these factors: 1) depletion of present premium grades (74 percent BPL and above) of land-pebble; 2) cheaper electric power from nuclear generators for profitable electric furnace operation; 3) supply and price of sulfur; 4) manageable rail-water transportation costs; 5) development of less costly mining and separation methods; and 6) minimum competition from high-grade foreign phosphate.

The principle of microwave drying of fine coal is based on the selective absorption of microwaves by water. Coal is a poor absorber of microwaves. As a result, water can be removed from fine coal by selectively heating water molecules. One of the difficult problems during microwave heating is the exact determination of temperature in the core of the materials. The electromagnetic energy absorption in coal/water mixtures during microwave drying is controlled by several factors including the dielectric properties of the constituents. In this paper, electromagnetic and thermal models of coal are presented that can predict the energy absorption and temperature distribution during microwave drying.

Video technology coupled with datalogging exposure monitors have been used to evaluate worker exposure to different types of contaminants. However, previous application of this technology used a stationary video camera to record the worker?s activity while the worker wore some type of contaminant monitor. these techniques are not applicable to mobile workers in the mining industry because of their need to move around the operation while performing their duties. the Helmet-Cam is a recently developed exposure assessment tool that integrates a person-wearable video recorder with a datalogging dust monitor. these are worn by the miner in a backpack, safety belt or safety vest to identify areas or job tasks of elevated exposure. After a miner performs his or her job while wearing the unit, the video and dust exposure data filesare downloaded to a computer and then merged together through a NIOSH-developed computer software program called enhanced Video Analysis of Dust exposure (eVADe). by providing synchronized playback of the merged video footage and dust exposure data, the eVADe software allows for the assessment and identificationof key work areas and processes, as well as work tasks that significantlyimpact a worker?s personal respirable dust exposure. the Helmet-Cam technology has been tested at a number of metal/nonmetal mining operations and has proven to be a valuable assessment tool. mining companies wishing to use this technique can purchase a commercially available video camera and an instantaneous dust monitor to obtain the necessary data, and the NIOSH-developed eVADe software will be available for download at no cost on the NIOSH website.

The U.S. Bureau of Mines inventoried and characterized mineral sites and production plants within 200 km of the border in both the U.S. and Mexico. Sources of information included the USBM Minerals Availability System, the USBM Automated Mineral Information System, the USGS Mineral Resources Data System, the Mine Safety and Health Administration Address/Employment File, and the literature. Three hundred seventy-eight major construction material and industrial mineral properties were identified and characterized in the U.S. and Mexican parts of the Borderlands. Sixty-six major metallic mineral properties were identified and characterized in the Mexican part of the Borderlands.

"Truck-shovel systems are the dominant material loading and haulage machinery in open pit mining operations. Optimal selection, sizing, and allocation of this capital intensive equipment is highly desirable for both achieving production targets and improving the mine’s economics. In this study, discrete event simulation technique was applied for modeling material transportation in Golegohar open pit iron ore mine in Iran. Direct observation of the material loading and haulage for duration of three months resulted in statistical modeling of the operation in the form of probability distribution functions. These probability models were used as the inputs of a stochastic simulation model constructed in GPSS/H simulation language. The model was validated through comparison with the actual operation and was used to test different what-if scenarios and sensitivity analysis of the current system. Some modifications in the number of trucks, shovels, and dispatching strategies were proposed. Simulation resulted in considerable improvements in the mine’s production and economics.INTRODUCTION There are three different mechanisms of discrete, continues, and hybrid material transportation in open mines, including but not limited to: i) in-pit crusher and conveyor belts (hybrid), ii) slurry piping (continues) and iii) truck-shovel system (discrete). Although, each mechanism has its advantages, the truck-shovel system is the dominant method of material loading and handling in open pit mines owing to its high production rate, excellent flexibility, relatively low operating and capital costs, and good maintainability. General objectives of optimal equipment selection include: i) meeting the long and short term requirements of production rates, ii) human & equipment safety, iii) environmental protection, and iv) economic operations (Figure 1).The two most important decision factors on a truck-shovel system selection and sizing are the equipment geometry and size. Geometry (equipment width, weight, turning radius, swing angle, etc.) is mostly controlled by mine’s designs and layouts, as well, as operational constraints. After selection of a favorable geometry based on the constraints; the next step is to select the equipment manufacturer. Once the geometry and manufacturers are selected; the next step is to decide on models (e.g. Bucket size) and required number of each unit"

With the rise in global demand for pure copper, there is an urgent need to consider the processing of low-grade chalcopyrite ores. Ammoniacal leaching solutions have been reported as effective and efficient leachants for the dissolution of chalcopyrite. This work reports on different parameters that influence the leaching kinetics of a Nigerian chalcopyrite-rich siderite ore obtained from the Wase local government area of Plateau state, Nigeria, and assayed as 11.30 weight percent copper.

It is doubtful if anyone knows precisely how many U.S. coal miners have been killed by roof falls. In 1931, 51 miners were killed by falls or rock in every 10-day period (Paul, 1). Roley (2) indicated that from 1882 to 1945, over 3,700 men were killed by roof falls in Illinois alone. During this 63-year period, roof falls accounted for 47.6 percent of the coal mine accident fatalities. Similarly, Price and Nolting (3) reported that during the 10-year period beginning in 1937, roof falls claimed over 50 percent of the lives lost in West Virginia coal mines. Over 150 miners died under fallen rock in West Virginia alone, in each of those years. Certainly, the statistics have improved over the years. The Theodore Barry Report of 1971 (4) indicated that during, the previous 4 years, fewer than 100 miners per year lost their lives to roof falls--in the entire United States. The improvement is less remarkable when it is realized that the accident rate has declined only as the number of miners employed underground has declined. The TRW Report (4) pointed out that although the number of fatalities in underground coal mining (from all causes) had been cut in half from 1956 to 1965, the fatality rate per thousand miners had remained virtually constant. The decreased accident rate was due not to a reduction in hazards but to a reduction in work force. Roof falls still claim approximately 50 percent of the lives lost in underground coal mines. Considering the increased underground production of coal which must result from our energy crisis, the environmentalists' pressure against strip mining, and our inevitably diminishing supply of strippable coal, it is apparent that some means must be found to reduce the number of lives claimed by coal mine roof falls.

I. INTRODUCTION Today, there are two conflicting trends facing the designer of the bulk material handling system. The first trend is the necessity to stockpile increasingly larger amounts of bulk material (coal, ore, stone etc.) as economically as possible. Fig. 1 illustrates such a typical large storage pile. The second trend is the increasing awareness of the ecological problems of today manifesting itself in a new concern over possible air pollution from storage pile surface particles. The conflict between these two trends can become dramatic when this bulk storage pile is located near a heavily populated area. Strong winds can easily create a severe local problem by blowing the particles from the pile surface toward residential and commercial areas, igniting a crisis in public relations. (2), (3), (4). To help define our combined subject and ecological culprit more accurately, Fig. 2 shows the commonly accepted size range of dust particles. A descrip¬tion of the present state-of-the-art of dust control for large storage piles is the intent of this paper. II. OPEN STORAGE PILE SYSTEMS - ALTERNATE CHOICES AND RELATIVE COSTS In discussing the open storage dust problem and possible solutions, one obvious question arises - what are the economics of placing large bulk storage under cover? Part or this answer will be found in Fig. 3 - an approximate unit capital cost comparison between several methods of storage. It will be noted that the cost curve(s) for the closed concrete silo storage illustrated in Fig. 4 is cheaper per ton at relatively small tonnage capacities, but as tonnage increases, the open pile storage unit cost (B) becomes more economical. Curve (T) covers the cost of open storage using the plow feeder arrangement shown in Fig. 5. A gravity draw-down pile with feeders at the base as shown in Fig. 6 represents yet another open storage choice.
