All life on Earth relies on the ocean and yet the ocean is 95 percent unexplored, unknown and unseen by human eyes,? said Paula Keener, director of education programs for National Oceanic and Atmospheric Administration?s (NOAA) Office of Ocean Exploration and Research. ?To better understand, manage and protect the ocean and its resources, NOAA believes it is critical to use the best technology to explore, discover, inform, educate and motivate? (MTS, newsletter, January 2011). In the last few decades, our understanding of the global mineral resource base has been drastically changed by some surprising new developments. The potential for commercial minerals per unit area in the oceans and seabed appears to be similar to that of the terrestrial lands. Thus, almost three-fourths of the global mineral resources are in, or under, the sea and are virtually undeveloped. The area of the Pacific seabeds alone is greater than the total area of the global lands. Half of the global seabed minerals are now controlled by nation states within their Exclusive Economic Zones (EEZ). The other half is controlled by the United Nations (UN) through the International Seabed Authority (ISA) within the ?areas beyond national jurisdiction? known as The Area. Thus, the Law of the Sea, ratified in 1994, has resulted in the largest transfer of control of natural resources in the history of mankind. This paper was prepared by the Society for Mining, Metallurgy and Exploration (SME) Committee on the Offshore Technology Conference for the SME Board of Directors and other interested parties. As the premier professional society for the mining and mineral community in the United States, with a history dating back to the 19th century, SME?s mission is to encourage and support young men and women engineers in the minerals industry, provide the services they need, improve the image of the industry, strengthen the networking among global industry professionals and engage in proactive collaboration among industry, government, academia and nongovernmental organizations (NGOs). The accomplishment of this mission can be strongly advanced by highlighting what is probably now the most significant development in the history of the modern minerals industry - the exploration of the marine environment and the understanding of the potential for the development of the minerals therein.

Because of their relatively low cost, carbonate rocks are desirable in abatement of air pollution by acid gases. Although many processes and types of equipment have been proposed to control or prevent the emission of acid gases, this paper considers only three: dry-limestone injection, wet-limestone scrubbing, and chemically active fluid beds. For the dry-limestone-injection process, surface area-especially from pores in the 0. 2- to 0.3-micron range-is one of the important parameters which will discriminate between less and more reactive carbonate rocks. Marls, chalks, oolitic calcites, and other fine- grained limestones show larger-than-average surface areas and better- than-average removal efficiencies. Inert chemical impurities such as silica detract from reactivity. A dolomite is not necessarily less re- active than a calcite. For the wet-limestone-scrubbing process, dissolution rate of the carbonate rock controls the differences in stone reactivity. In this process the dolomites are less reactive than the calcites. In addition, more than 90 percent of the dolomitic impurity in Fredonia white lime- stone is inert during limestone scrubbing. Dissolution rate is also a function of particle size for large-grained carbonate rocks. Fine grinding of such rocks will increase the dissolution rate to that of a fine-grained rock. Hence the requirement of high dissolution rates may be met by some grinding of fine-grained material (e. g., marl, chalk, or other limestone) or by fine grinding of coarser grained material. For chemically active fluid beds, chalks have the best capacity to absorb both SO2 and H2S. However, most chalks are probably unsuitable for fluid beds because of high attrition rates. Because dolomites are generally more reactive than calcites with both SO2 and H2S, a dolomite would be the feed material of choice for a chemically active fluid bed.

Coal waste materials inhibit the direct establishment of vegetation due to adverse physical and chemical properties, particularly low water retention and high potential acidity. The Moss #1 coal refuse pile is located in Dickenson County, Virginia, and was idled in the late 1980s with little topsoil resources available for final closure. The refuse was acidic (Total S = 0.38%; pH = 3.6), black in color and high (70%) in coarse fragments. The refuse also had a low water-holding capacity (4.5% in < 2.0-mm fraction). A small plot experiment was established on the refuse pile to evaluate the effects of liming rates (50% and 100% of lime requirements) and topsoil thickness (15, 30 and 60 cm) on vegetative growth and leachate quality. Liming and topsoil amendment increased the surface soil pH from <4.0 to >6.0 over a two-year period, which resulted in greater vegetative cover and biomass than the control plots. All topsoil treatments resulted in greater vegetative cover and biomass than plots treated with lime only. This was due to improved surface soil physical and chemical properties. A topsoil treatment of 60 cm gave the thickest vegetative cover and biomass yield. Such a treatment, however, would be cost-prohibitive at this location. Applica¬tion of 27Mg ha`1 of lime to the refuse surface along with 15 cm of topsoil produced acceptable two-year vegetative cover and biomass, and this appeared to be the optimal treatment for this particular situation. Both liming and topsoil had no affect on leachate pH and the electrical conductivity of leachates collected below the plots. This suggests that surface revegetation will have little effect on the quality of water draining through the pile. Therefore, long-term water-treatment requirements may not be reduced by successfully revegetating the pile surface.

Three different refractory carbonaceous gold ores from the Carlin operation in northeastern Nevada were investigated to characterize the effect of passivation treatments on the nature of the carbonaceous material. The carbonaceous material was chemically isolated from the ores and passivated residues, and examined by FTIR spectroscopy, elemental analysis, and gold adsorption capacity. The main component of the carbonaceous material in these ores was found to be a naturally occurring activated carbon-type compound. Hydro-carbons were detected on rare occasions, but no evidence was seen for humic acids. Ore samples were passivated by autoclaving, or by treatment with sodium hypochlorite or gaseous Chlorine. In some of the passivation tests, a new peak was observed in the IR spectra of the isolated carbonaceous material, that was due to carbonyl functionalities. However, all of the passivation treatments tested decreased preg robbing significantly. This suggested that the appearance of the carbonyl peak was due to the severity of the conditions during passivation, rather than the method used.

Sotiel mine is situated in the Iberian Pyrite Belt in southern Spain, some 40 km north of the port of Huelva. Although mining operations at the site date back to Roman times, the present mine came into production in 1983 and 5.6 million tonnes of ore had been extracted by 1993. The orebody is volcano-sedimentary and consists of fine grained copper, lead and zinc minerals in massive pyrite surrounded by slates and volcanics. Prior laboratory research had resulted in the synthesis of a new collector, belonging to the MercaptoBenzoOxazole (MBO) class that acts selectively towards Cu and Zn minerals after activation with CuS04. The MethylMercaptoBenzoOxazole (MMBO) version of this collector had been used for the laboratory flotation of Cu minerals and sphalerite activated by CuS04. This resulted in identification of the optimal physicochemical conditions for laboratory-cell flotation of the two minerals from samples of complex sulphide ores, and subsequently the reagent has been tested in the Sotiel plant (Spain). The plant has three flotation sections. With conventional re-agents, the first section yields a Cu concentrate grading 21% with a total recovery of 29%, and the second one yields a 40% Pb concentrate with total recovery of 34% and a 47% Zn concentrate with total recovery of 78%. Application of the new synthetic reagent in the copper and zinc circuits produces a more selective process with a decrease in re- agent concentration grade and recovery are increased by 2 and 9 points respectively in the case of Cu and by 1 and 3 points where Zn is concerned. Moreover, the penalty elements in the Cu concentrate are halved.

The outlook for coal continued to improve in 1980, fueling expectations that a long-awaited boom is at hand. The surprising surge in coal exports contributed to the latest wave of optimism. Overseas exports hit 66 Mt in 1980, buoyed by a significant increase in demand for steam coal, up from 1979&apos;s 2.3 Mt to 15 Mt in 1980. US coal production rose 6.9% to 750 Mt in 1980 and total coal consumption increased 8.1% to about 725 Mt, due primarily to higher world oil prices and setbacks in the US nuclear power industry. Yet the industry is beset with problems-both internal and external. Although demand for US coal is growing, the industry&apos;s excess productive capacity is estimated at over 90 Mt/a. Public utilities, where real increases in coal consumption must come, are still moving slowly, blaming delays on antipollution equipment costs. Coal supplies are uncertain, subject to the vagaries of the UMW. For the sixth time since 1964, the coal industry and UMW failed to renew their labor contract without a national strike, reinforcing the perception held overseas that the US is not a reliable supplier. The expected boom in coal exports will, in part, depend on our ability to assure foreign buyers that US sources are dependable. The US industry is also plagued by inadequate facilities linking mines and consumers: inadequate rail systems, coal ports, and barges, For US producers to be competitive, ports must be expanded, rail lines improved, and harbors dredged to allow 136-kt ships to load coal. The im¬provements will require an enormous commitment and investment. Despite these major problems and unresolved issues, two factors continue to favor an increased reliance on coal as an energy source: abundant US reserves and coal&apos;s comparative price advantage. Coal&apos;s performance in the 1980s may at last exceed its promise.

Rock bolts are highly important underground to prevent falls of ground and thus, ensure safety. In situ, the ground reinforcement is subjected to a combination of loads, such as shear, tensile, and/or bending loads. Studies have been conducted to evaluate the effect of either shear, tensile, or bending loads on the ground support. However, only a few studies have been done to evaluate the effect of combined load on the rock bolt performance. In situ, the order of loads acting on the bar cannot be predicted, and more than one load can act on the bar at the same time. Thus, a hybrid failure criterion was developed that covered all combined loading conditions. Fifty-eight un-grouted laboratory rock bolt tests were conducted in total under two load conditions: applying shear displacement to the rock bolt and then tensile load to failure, and applying tensile displacement to the rock bolt and then shear load to failure. From the test results, the failure criterion was developed based on regression analysis. A nonlinear relationship was determined for the loading condition variations. The failure criterion presented in this paper can be used as a guide in the rock bolt capacity design under all loading conditions.

It is widely accepted that particles stabilize flotation froths and that stable froths result in improved flotation performance. Predicting the effect of particle addition on froth stability is, however, challenging. Furthermore, there is currently no technique that allows the prediction of the effect of different flotation reagents on froth stability, without carrying out froth stability experiments.

Water quality impacts of shallow water submersion of partially weathered and oxidized waste rock containing reactive sulphide minerals were investigated in laboratory column lysimeter studies. The waste rock investigated was highly reactive, contained oxidation reaction products from previous exposure and weathering, and had a low sulphur content of approximately 2 % S, mostly as pyrite. The submerged waste rock, though previously weathered, had high oxygen consumption, resulting in rapid depletion of dissolved oxygen in its pore water, within a shallow depth of ~2?5 cm from the surface. The surface and pore water qualities of the submerged waste rock were significantly impacted by the dissolution and release of previous-oxidation-reaction products, which contributed to their rapid acidification and having increased concentrations of dissolved SO4, Fe total and other metals: Al, Mn, Ca, Cu, Ni, Zn and Pb. Despite the high porosity and permeability of the waste rock, the diffusion controlled mass transfer from the submerged waste rock to the overlying water cover was relatively low for most ionic species. Additional surface oxidation of the sub-merged, partially weathered waste rock was on-going, but its impact on the overall surface water quality was low and masked by the dissolution and release of previous oxidation reaction products to both surface and pore water regimes.

This paper will review world trends that are increasingly restrictive of mineral exploration and mining throughout the Free World This is occurring in the face of projected huge increases in demand for mineral products Some of the impediments are direct and absolute; others are indirect, but nevertheless effective; still others represent merely hostile attitudes Many of the world governments have a reputation for lack of integrity in dealing with existing foreign investments within their borders, and consequently are quite uninviting places for new investments, especially in the capital intensive natural resources industry. Compared with even 35 odd years ago (and pre-World War II is not that long ago) there are few places left where private mining investments are both wanted and where investors are willing, to go. We shall begin with an analysis of conditions in the U. S., shift to neighboring Canada and Flexico, and then have a look around the world. As the world grows smaller for the private mining sector, the function of exploration, development, and operation is passing over to government. We&apos;ll conclude with a view of what this holds for the future

Reducing the contribution of heavy- and light-duty diesel-powered equipment to concentrations of aerosols and gases is essential to industry’s efforts to improve air quality in underground mining operations. The results of this study demonstrated a potential of control strategies based on retrofitting existing power packages with diesel oxidation catalyst (DOC) and diesel particulate filter (DPF) systems and repowering existing systems with advanced power packages to reduce contributions of diesel-powered vehicles to concentrations of diesel aerosols and criteria gases in underground mines. The implementation of viable exhaust aftertreatment systems and advanced diesel power packages could be instrumental in the underground mining industry securing a clean, economical and dependable source of power for mobile equipment.

The Schaffer linear kimberlite complex and Aultman kimberlite diatremes comprise a major part of the State Line kimberlite district of Colorado and Wyoming, which encompasses approximately 200 sq mi (500 km2). The district is located along the eastern flank of the northern Front Range and is underlain prin- cipally by Precambrian granites (approx. 1.4 b.y.) which have been intruded into an older (approx. 1.75 b.y.) metamorphic complex. The kimberlite occurrences are Devonian in age and are related to older Precambrian linear structures. The Schaffer kimberlite complex is a dike or fissure system with enlargements or blows developed at the intersections of cross faults; the two Aultman occurrences are diatremes. Kimberlite within the Schaffer complex is predominately grey to green phlogopite-calcite kimberlite breccia and tuffisitic breccia. Carbonate is abundant in some phases. Inclusions of host granite are common and locally abundant. Upper mantle peridotite, pyroxenite, and eclogite and lower crustal granulite xenoliths are present at many localities. Four phases of tuffisitic kimberlite breccia occur in the Aultman diatremes. These breccias are characterized by high carbonate and serpentine contents. Xenoliths of upper crustal granite, lower crustal granulite, and upper mantle assemblages are abundant locally. Lower Paleozoic sedimentary rock xenoliths are also abundant in the Aultman diatremes but are absent in kimberlite of the Schaffer complex. From 1979 through September 1982, Cominco American, Inc., conducted geologic mapping, petrographic studies, geophysical surveys, geochemical surveys, and auger drilling in the Schaffer-Aultman project area as part of an extensive evaluation program of kimberlite occurrences. Forty bulk samples (approx. 8,000 metric tons) were excavated from the occurrences and then were processed for diamonds at Cominco American&apos;s heavy media separation and diamond recovery test plant at Fort Collins, Colorado. Indicated grades from the Schaffer and Aultman kimberlites range from approximately 0.5-1.0 carat per 100 metric tons and as such, the occurrences do not appear to approach economic viability at this time.

The Eufaula bauxite-kaolin district in southeastern Alabama is an important source of raw material for the refractory industries in the United States. At the present time, five companies are mining and processing bauxite and kaolin from this district and a sixth company is holding substantial reserves. Mining operations are expanding, but finding new ore reserves is a major problem. The Geological Survey of Alabama sponsored geologic research in the Eufaula district to: 1) investigate the utilization of sandy kaolinS and other clays associated with bauxite-kaolin deposits; 2) find limits of the bauxite district, looking for possible extensions; and 3) study the geology of the district, looking for patterns or trends that may aid in finding new ore reserves. This work was done with the full cooperation of mining companies operating in the district and property owners. Research was aided by the U.S. Bureau of Mines and the University of Alabama. The investigation included detailed geologic mapping of mines, drilling in selected areas, and making mineral analyses of bauxite and clays. The mapping was performed primarily by pace and compass because of the complexity of the deposits studied, but aerial photographs were used to a limited extent. Drilling included both auger and core drilling. The auger drilling was limited to 100 feet, but core holes were drilled as deep as 200 feet. The term &apos;bauxite,&apos; as used here, indicates a mixture of minerals containing more than 50 percent gibbsite. Bauxitic clay is a mixture of gibbsite and kaolinite that contains more kaolinite than gibbsite. The term "kaolin" indicates a clay composed of predominantly kaolinite. Other clays in the Eufaula district are composed of kaolinite, illite, quartz, mica, and goethite or hematite.

Larger grinding mills continue to utilize large gear-driven drives or electrical wraparound drives. The panel will include presenters from operations with large mechanical and electrical drives. JIM HANDLEY: Before we get to the third and final session, I want to introduce my co-conspirator for this session, John Mansanti. John is manager of milling with Newrnont Gold Company, Carlin, Nevada, and was very active in securing participation in this innovative symposium. I&apos;m Jim Handley and I&apos;m with Cyprus-Amax Minerals at the Sierrita copper and molybdenum mine. Our third presentation is titled "Geared Up or Wrapped Up?" I hear this topic discussed, but never at great length. I think that&apos;s because the opinions are fairly strong and diverse, and people generally aren&apos;t reinforced properly in their arguments. The first person to enlighten us on this topic is Scott Bird. He has more than 20 years with Kennecott, is a graduate in metallurgical engineering from the University of Utah, and is currently operations superintendent and deals with this phenomenon every day.

I truly free enterprise system requires free and unrestricted competition among a diversity of suppliers, in order to function properly. The natural attrition of the marketplace tends on the one hand to narrow the competitive field ... but the flow of new competitors entering the arena provides a "diluting" effect, and a "balanced" market place. Without the ready flow of new business entrants, the market becomes increasingly concentrated in the hands of fewer and. fewer firms. Competition among suppliers is diminished and the "free" marketplace suffers accordingly. A number of organizations, both governmental and private, have recently expressed grave con¬cern over the competitive future of the Western coal market. While most have noted that there is currently adequate competition within the Western market, some have cited the growing con¬centration of coal ownership ... particularly federal lease ownership ... in the hands of a relatively few firms. They suggest that unless this apparent trend is reversed or at least stemmed, the number of new firms entering the federally-dominated West may become reduced to the point where competition will suffer.

"The successful commercialization of a pressure oxidation (POX) process for recovering metal values, including gold, copper, zinc, nickel and molybdenum, is the result of a carefully planned development program. The initial task involves developing one or more conceptual flowsheets, including the POX autoclave and downstream purification and recovery steps. A laboratory program is completed to determine the technical viability of the flowsheets, define the operating parameters for each step and provide information for an initial economic assessment of the process. The process is then confirmed during a continuous pilot plant program, providing engineering design data and other information for the commercial design. A well-thought-out development program has been shown to be critical for reducing the risk of commercializing POX processes. Experiences developing POX processes for refractory gold ores and copper concentrates are briefly discussed. IntroductionPressure oxidation (POX) has become a common commercial operation for processing sulfide-bearing feedstocks. These feedstocks include gold ores and concentrates; copper concentrates; nickel concentrates and mattes; zinc concentrates; and molybdenum concentrates. Drivers for the development and commercialization of POX processes include:• The high cost for pyrometallurgical processing of sulfide ores, much of which is attributed to environmental controls.• The motivation to implement safe and more environmentally attractive alternatives for sulfide ores.• The need to process increasingly difficult ores with complex mineralogy.• Improvements made over the last 25 years in POX equipment design and experience operating commercial POX plants.Although the capital and operating costs for commercial POX processing can be high, this technology is capable of rapid oxidation of most sulfides and arsenic minerals in the feed, with little noxious gases and environmentally stable iron arsenate and other iron compounds in the POX residue (Marsden and House, 2006).In POX operations, sulfides are oxidized to either sulfates or elemental sulfur in an autoclave at elevated temperature and pressure with oxygen gas. This study examines a process for the recovery of precious metals from difficult minerals that exhibit refractory characteristics to cyanidation: low extraction of metals and high consumption of leaching reagent. A mineral sample from Monte del Favor Mine, located in Hostotipaquillo, Jalisco, Mexico, was physically and chemically characterized by X-ray powder diffraction (XRPD), scanning electron microscopy (SEM), energy-dispersive X-ray spectroscopy (EDS), fire assay and atomic absorption spectroscopy (AAS). Two stages of leaching were carried out, first to eliminate manganese from the sample using sodium sulfite (Na2SO3) as a reductive reagent along with sulfuric acid (H2SO4), and second to dissolve gold and silver with hydrochloric acid (HCl) and sodium hypochlorite (NaClO). The results show extractions of around 96 percent for manganese (Mn), 98.73 percent for silver (Ag) and 83 percent for gold (Au). The usefulness of high acidity and Na2SO3 to obtain better results in Mn and Ag leaching are discussed along with the roles that HCl and NaClO play in Ag and Au dissolution values.

Organic matter commonly associated with Mississippi Valley-type (MVT) lead-zinc deposits may be used to assess the burial/thermal history of host rocks and sulfides. Organic matter may also have been involved in the genesis of H2S required to precipitate sulfide ores. Pine Point, Northwest Territories, Canada, provides an example. Located on the south shore of Great Slave Lake, Pine Point is an operating world class deposit which has produced 58 million tons of ore containing 3.0 percent Pb and 6.1 percent Zn from more than 40 Individual orebodies. Well-documented paleokarst features in a Middle Devonian carbonate complex are the main ore hosts. Sphalerite and galena ores are mainly open space fillings, and, from fluid inclusion studies, were deposited from saline fluids at temperatures of up to at least 100°C. Forms of organic matter occurring in the Pine Point barrier-reef complex Include indigenous organic matter, heavy oil and bitumen. Based on numerous geochemical criteria, it is clear that heavy oils and bitumens were derived locally from indigenous organic matter. The geochemical character of the Indigenous organic matter demonstrates that the barrier-reef complex is immature to marginally mature with respect to petroleum generation, and has not been heated above about 60°C maximum. Thus sphalerite with fluid inclusions that yield temperatures up to about 100°C represents former thermal anomalies. Bitumen is of two main forms at Pine Point: widespread soft, tarry material soluble in organic solvents (unaltered bitumen); and hard, brittle, glassy material that is mostly solvent-insoluble, and associated with white sparry dolomite and lead-zinc ores (altered bitumen). There are also partly altered bitumens. Unaltered bitumens have atomic H/C ratios of about 1.4, sulfur contents averaging 7.8 percent, and sulfur isotope ratios 634S) of approximately +4.6 per mil. Altered bitumens have atomic H/C ratios averaging 1.02, sulfur contents averaging 22 percent, and 634S values of about +12.9 per mil. These data and the organic geochemical character of a large suite of bitumen samples analyzed, strongly support the concept that some bitumen has been involved in the thermochemical reduction of sulfate to produce the H2S required to precipitate the ores. Mass-balance calculations indicate that the amount and degree of alteration of bitumen is more than enough to account for the reduced sulfur species deposited as metallic sulfides at Pine Point. MVT deposits, including Pine Point, seem to require the coincidence of available metallic Ions, pre-existing pore space, and a precipitating agent. A close look at organic matter in more MVT settings may outline trends in distribution or alteration which can be used as indicators of past thermal environments and processes of ore deposition.

This paper presents the challenges of the Homestead Avenue Interceptor Extension (HAIE) project in downtown Hartford, Connecticut. The new 72-inch (1,830 mm) sewer pipeline project consists of installing approximately 3,010 linear feet (920 m) of PVC lined reinforced concrete pipe using pressurized face microtunneling. The entire alignment is located within soft to very soft, varved silt and clay. To the extent possible, the alignment was selected to avoid bedrock, glacial till, miscellaneous fill,buried steel piles, and utilities. Challenges for this project include low ground cover, crossing major transportation routes, and limiting settlement to prevent damage to historical buildings and critical utilities. The machine was selected for the ground conditions. Design calculations were performed for selecting the reinforced concrete pipe class and for evaluating settlement. The potential for settlement damage was evaluated using both conventional analysis and finite element analysis

The 1.1 Ga Midcontinent rift of North America has many similarities to the geology of the Voisey&apos;s Bay region in Labrador and the geology of the Noril&apos;sk region in Siberia. These similarities include the hosting of large volumes of sulfur- undersaturated and trace-element-enriched basalt, having igneous centers characterized by crustal contamination, being characterized by metal depletions in some mafic units (an indication of prior sulfide segregation) and having known occurrences of Ni-Cu sulfide mineralization. These similarities along with new geophysical data and refined models for Ni-Cu sulfide deposits suggest that the Midcontinent rift probably contains undiscovered Cu-Ni [±] PGE sulfide deposits, some of which could be the size and grade of a Voisey&apos;s Bay or Noril&apos;sk deposit. In particular, intrusions and related feeder systems that occur in northern Michigan and Wisconsin, as well as to the southwest along the rift margin, deserve serious examination.
