The 32nd annual short course ?Grouting Fundamentals and Current Practice? was held at the Colorado School of Mines, June 13-17, 2011. The field demonstration portion of the course was conducted June 16 at Baski Inc.?s yard in Denver, CO. The full-scale field demonstration presents many types of drilling and grouting equipment in operation as well as numerous grouting methods per-formed under various field conditions. As part of the field demonstration, the class was shown the proportioning, mixing, testing and injection of various cement grout mixes into sand columns under controlled and recorded conditions. These sand column demonstrations have been conducted under controlled and measured conditions each year since 1999 as part of the short course. The sand column demonstrations were conducted prior to 1999, but with less quality control and minimal record keeping of the proportioning, mixing, testing, injection pressures and the final permeation results.

The government of India convened a precedent-setting meeting in New Delhi on Nov. 12, 2001.The meeting brought together regulators and the mining industry in an attempt to fix the industry’s mine development problems in that country. More than 150people attended the all-day session. Ram Vilas Paswan, Minister of Coal and Mines, chaired the meeting. Ravi Shankar Prasad, Minister of State for Coal and Mines, was also present. The secretary of the Department of Mines and the Joint Secretaries and Additional Secretary also participated. The Department of Mines’ mandate is for economic growth: to get new mine development going and to make investment in mining attractive for both domestic and foreign-owned companies.

Flame cutting and welding is one of the major causes of fires and explosions in underground U.S. coal mines. On May 20, 2006, a flame cutting operation at the Darby Mine No. 1 led to an explosion that resulted in five fatalities. On January 22, 2003, another explosion caused by flame cutting at the McElroy Mine resulted in three fatalities and three serious injuries. On June 22, 1999, a flame cutting and welding operation at the Loveridge Mine caused a fire that resulted in sealing of the mine for an extended period. Finally, on March 19, 1992, an explosion at the Blacksville No. 1 Mine that was caused by welding resulted in four fatalities. The National Institute for Occupational Safety and Health (NIOSH) conducted a study on fires and explosions in underground U.S. coal mines that were caused by flame cutting and welding operations to determine the root causes of these types of fires and explosions. The methodology included interviewing mining personnel who perform flame cutting or welding operations in underground U.S. coal mines and visiting mines to observe these operations, and MSHA reports of investigations and accidents statistics were analyzed. The results were used to identify and compare differences between flame cutting and welding practices and techniques in small and large mines, Eastern and Western mines, low seam and high seam mines, room and pillar and longwall mines, and between experienced miners and new miners. As a result of this study, best practices and interventions were developed to reduce the number of fires and explosions caused by flame cutting and welding. This paper provides a summary of this work. The 11th Annual Mineral Economics and Management Society (MEMS) conference was held April10-12, 2002, in Montreal, Quebec. It consisted of a series of technical sessions. Each paper addressed the economic issues that are related to the changes that many people believe are now required in the mining industry. Some of the papers were directed at how the mining industry will handle the changes that will be required in its philosophy and operations management. Of equal importance was whether the industry possesses the toolkit necessary to effect these changes and emerge stronger from its challenges.

Design of the ultimate pit limit to direct long range mine planning has been a celebrated problem in the mining industry, and in mining academia, since 1965. Although many papers have been presented on this topic, even today, there is not a single solution technique which is widely accepted and considered universally best. Many philosophical differences exist among the pit planners concerning the use of different methods and it appears that resistance is very strong towards accepting other techniques if you are a believer in one. Whatever the case might be, the pit parameterization technique for the ultimate pit limit design is the latest and takes a different approach than its predecessors. There are already a number of papers which discuss the concepts involved (Francois-Bongarcon, 1976; 1978; 1980; 1981); however, the aim of this paper is to fill in some of the gaps which are thought to be missing in the previous discussions and, in addition, to present the recent research done on the subject at the Centre de Geostatistique de l?Ecole de Mines de Paris in Fontainbleau, France. This paper is divided into two parts. The first part will discuss practical aspects and interpretations of pit parameterization concepts with- out using mathematical or theoretical arguments; the reader who is interested in the theory should refer to Francois-Bongarcon (1978). The second part will present an approach to obtain a complete double parameterization of reserves using an inexpensive (computer costs) single parameterization algorithm. A case study of this approach is also included.

Over a period of seven years (1989-1996) the Mineral Industry Research Laboratory (MIRL) University of Alaska Fairbanks, has investigated the effects of temperature, residence time, and particle size on the degree of low-rank coal (LRC) upgrading for a non-evaporative, hydrothermal drying process, also known as hot water drying (HWD). Three Alaskan LRCs were used in this study: Usibelli coal (Seam No. 4) from the Nenana Coal Field, Little Tonzona coal from near McGrath, and Beluga coal from the Beluga-Yentna field on the west side of Cook Inlet. Replicated, factorial tests were conducted. Experimental results indicate that most of the low-rank coal upgrading via HWD occurs rapidly within the first 10-20 minutes of residence time. Thereafter, the upgrading process slows down and over 100 minutes of additional residence time are required to produce similar percentage increases in coal properties to those achieved in the first 10- 20 minutes. The properties of the hot water dried products were very sensitive to process temperature. Calorific value, carbon and oxygen contents, equilibrium moisture levels and Hardgrove gindabilities all appear to change linearly with temperature within the 275°C to 325°C range.

The 1997 New Year’s Day Rogue River flood near Medford, Oregon, USA, entered historic channels, eroded a 150-foot-wide buffer, and captured an inactive gravel pond located within the channel migration zone. Channel redirection caused by pit captures threatened adjacent inactive gravel ponds. In response to this capture, a stakeholders group of concerned individuals and organizations was formed. This group ultimately developed a rehabilitation plan, which conformed to the Rogue River’s geomorphic trends. A two-dimensional model, FLO-2D, was used to evaluate channel splits, flood storage, backwater, and future conditions. Modeling results coupled with trend analysis were used to create a stable design where stream barbs, gravel redistribution, a channel outfall spillway, bendway weirs, bank reshaping, and revegetation were integrated into a single plan for a three-mile reach. The quick action by the stakeholders group averted further damage to the Rogue River system and surrounding environment. The project has preserved three miles of mainstem habitat, one mile of side channel habitat, and protected ten gravel ponds from pit capture.

Ground freezing was utilized to provide complete stability of the excavation face and complete groundwater cut-off for the jacking of the three tunnel boxes for the Interstate 90 / Interstate 93 approach to the Fort Point Channel crossing. Through a wide range of geological conditions and large buried obstructions, the freezing provided complete stability of the face so that a 11.5 m (38 ft) high free standing vertical face could be mined without the need for any additional face support. Obstructions were incorporated into the massive frozen ground matrix, and held in place so that they could be excavated with a minimum of disturbance. The freezing provided an absolute groundwater cut-off, and permitted the work to be done without disturbance to the active rail system immediately above. With the use of instrumentation such as borehole thermocouples, the effectiveness of the freezing was guaranteed and the jacking proceeded with complete confidence and assurance of the ground conditions ahead.

In the past 15 years the enforced improvement of the public traffic systems caused a boom in urban tunnel construction. In 1961 the City of Paris started to build the Express-Metro. Of the 47 km long double-track line crossing the city center, nearly 45 km are in operation since 1971. Still missing is here only an about 2.6 km long connecting stretch, which is under construction now. From 1963 to 1969 the 21.8 km long Victoria Line was built in London as extension of the existing network,. A little later, in the years 1965 to 1973, the City of Hamburg supplemented its subway network by the construction of a 16.8 km long line between the Boroughs of Billstedt and Stellingen. Also in 1965 the City o Munich started to build a subway system of 54 km f length. Thereof a stretch of 16.2 km could be taken into operation in 1972 shortly before the Olympic Games. These are only some of the better known projectsas examples of the activities in European cities. In nearly all cities with more than about ½ million inhabitants subsurface traffic lines were begun or supplemented. Furthermore, numerous undercuts or other subsurface structures were built. The Ij Tunnel in Amsterdam and the new Elbe Tunnel in Hamburg may be mentioned, both structures finding international attention.

Demand for nonfuel minerals depends on the overall state of the economy, which steadily improved each quarter in 1984. New housing starts rose to 1.8 million units. Automakers turned out about 15% more cars (7.8 million) and 30% more trucks (3.1 million) than in 1983. Nevertheless, many domestic mineral operations experienced difficulties in 1984. This resulted from import competition greater use of newer engineered materials, emphasis on multi-unit housing and downsizing of motor vehicles. About 15% of our energy was imported. This in cluded $36 billion worth of crude oil and $22 billion in refined products This added significantly to the overall merchandise trade deficit of $12; billion. On the bright side for mining, coal production rose 14% to 810 Mt (890 mil lion st). Three-fourths o: the coal was burned to generate electricity and more than half of our electricity was derived from coal-burning plants. With the exception of a few large-bulk, low-value raw minerals, most minerals move relatively freely in world trade. The strong dollar encouraged imports and made exporting more difficult. Consequently, our nonfuel minerals trade deficit rose 60% to $19 billion, reflecting imports of $39 billion and exports of $20 billion. There were increased pressures from some major segments of the minerals industry for some form of import protection. But President Reagan said, "Our goal is a system of free and fair trade in goods, services, and capital. We will work toward this goal through both bilateral and multilateral trading agreements." The US minerals industry consists of domestic mines, concentrators, smelters, refineries, mineral manufacturing plants, and recyclers. It also includes many wholly- or partially-owned operations in many parts of the world, providing employment and income for US citizens and others as well. Compared with 1983, the value of US raw nonfuel mineral output rose 8%, to $23 billion. The $253 billion worth of goods processed from this crude mineral output was a 14% increase. Major Metals Raw steel production - a major indicator of both material use and mineral production-rose 10%, to 84 Mt (93 million st). This stimulated a 36% rise in domestic iron ore production, to 52 Mt (57 million st), about 98% pelletized. Iron ore imports rose 44%, to 14 Mt (15 million st). Despite the increase of steel production, output remained well below levels of just a few years ago. For example, 1984 production was still 23% less than in 1981. Raw steelmaking capacity remained steady at 122 Mt (135 million st). The industry continued to cite steel imports as a major reason for low domestic capacity. In December, pacts with seven leading steel exporting nations were announced. This is an effort to reduce import penetration to about 18.5% of the domestic market. Domestic producers of bulk ferroalloys of chromium, manganese, and silicon operated at about 50% capacity. The US mined no manganese or chromium. Only a small quantity of ferronickel was produced from domestic laterite mining in Oregon. Molybdenum production, at 45 kt (49,500 st), rose threefold. In 1974, Brunswick Mining and Smelting Corporation Limited started a 48 million dollar expansion programme at their property in Bathurst, New Brunswick. A portion of the expansion plans includes a 26 foot diameter 4,525 foot deep shaft, underground crusher and conveyor excavations and lower level access development. J. S. Redpath Limited was awarded the contract for the new shaft and associated rock work in May 1974. Brunswick Mining and Smelting Corporation Limited, a member of the Noranda Group, operate this 10,000 ton per day lead, zinc, copper plant with proven reserves in excess of 90 million tons. While most of the ore is provided by the underground operation at the Number 12 ore body, some tonnage is produced from the open pit at the Number 6 ore body. Long range plans indicate a phasing out of the open pit and an increase in production from the underground operation. Existing facilities at the underground mine could not provide additional tonnage, thus the requirement for a new shaft. (Figure 1) The new shaft will also provide access to ore below the 2,800 level which is currently the bottom level of the existing facility. The contract called for sinking a 26 foot inside diameter, nine compartment concrete shaft 4,525 feet deep (Figure 2). Station access and ramp development from existing workings would be required to the bottom of the new shaft. In addition, development work for new crushing and conveying facilities was needed simultaneous with the shaft sinking.

As the 2009 George Fox Conference neared its conclusion, Arthur Silber, project chief of the Mass Transit Tunnel (MTT) project was able to pull away from the constant buzzing of his Blackberry long enough to give a short presentation and a significant piece of news to the record 318 attendees at the Graduate Center, City University of New York regarding the MTT project. ?As the former administration (The Bush administration) was leaving office, we were told that Congress was notified of the FTA?a (Federal Transit Authority?s) intent to issue final design construction approval to us,? Silber said of recent advancements concerning the $7.2-billion dollar project. It will add passenger rail service from New Jersey to New York City as part of the Access to the Region?s Core project in the form of the Trans Hudson Express Tunnel (THE tunnel). ?That 10-day waiting period ended yesterday (Jan. 26).? In days leading up the Fox Conference, those involved in the tunneling industry, and the MTT in particular, had a lot to be optimistic about. The MTT received environ-mental approval on Jan. 14 (see page 9) and, with the acceptance of the final design, the multi-billion dollar project moved that much closer to a ground-breaking ceremony. So close, in fact, that before leaving his office for the conference, Silber posted the contract documents and plans for the Manhattan Tunnel project online at www.arctunnel.com (an indepth look at the project from Silber is on page 22). While many were interested in the progress of the project, Silber also spoke about the new plans for the cavern complex at the New York Penn Station expansion. The original plans called for two lines that would come into a large cavern complex with a north and south cavern to access the trains. After numerous core samples were taken from the streets of Manhattan, it was deter-mined that this design was not feasible and changes were made that will include a deeper cavern under Sixth Avenue, with 14-m (45-ft) of cover with a 30-m (96-ft) wide cavern that resides entirely under 34th Street. The cavern was also moved 20 m (60 ft) to the west to remain at least 61 m (200 ft) away from New York City Water Tunnel #1. The new design will include three-over-three track arrangement. The mezzanine will be 46 m (150 ft) below street level at 8th Ave, Silber said.

Amid some of the worst economic conditions that the mining industry has been faced with in more than a decade, the mood among the large crowd at the 114th Annual Northwest Mining Association?s annual meeting was surprisingly upbeat. More than 2,200 attendees showed up at John Asuaga?s Golden Nugget Casino in Reno, NV for the conference held Dec. 1-5. And more than 200 companies exhibited in 240 spaces, including SME and the Minerals Information Institute. The number of attendees and exhibitors were the most for the conference in more than 10 years. The conference was held in Reno/Sparks for just the second time in its illustrious history but began under the cloud of global financial turmoil. Prior to, and during the conference, the industry news headlines were grim, to say the least. An alarming number of mine plans and expansions had been put on hold; hundreds of miners across the United States had been or were in the process of being laid off; commodity prices were falling and some of the biggest mergers in the industry fell through while miners around the world put the brakes on to take a wait-and-see approach. It was a painful time for many, but the downsizing actions taken by many mining companies was exactly what needed to happen, according to Industry Outlook Luncheon featured speaker Frederick Sturm. He is the executive vice president and chief investment strategist and member of Mackenzie?s Investment team. He has earned a reputation as one of Canada?s leading investors in natural-based companies and he also manages the Ivy Global Natural Resource Fund in the United States Sturm said that the mining industry has fallen hard and that he expects it to bounce back quickly, before falling hard again. In these tough times, he said, the companies that have pulled back on production early are doing the right thing in the long run.

This paper focuses on the underground tunnel work at the Hollywood Water Quality Improvement Project (HWQIP) in Los Angeles, CA. The HWQIP is being constructed to provide a water distribution system to bypass the existing Hollywood Reservoir System, which supplies drinking water for 500,000 people. The major project features include, a 2.9-meter diameter 1,829 meter long bypass tunnel, a 1.8-meterdiameter 366 meter long utility tunnel, 3 jack and bore tunnels, two 136 million liters underground circumferentially wrapped pre-stressed concrete water storage tanks, associated piping, and mechanical facilities. The physical project location coupled with strong community involvement and stringent environmental concerns was a considerable driving force for this project located in the Cahuenga Pass area of the Hollywood Hills north of Los Angeles, CA.

Attempts are made to evaluate the feasibility of using a water-injection cyclone for the concentration of iron ore fines. The separation characteristics of clay fines, containing large amounts of alumina and silica, from the iron values are discussed. The effects of critical variables, such as injection water rate, truncated cone diameter, spigot opening and vortex finder diameter, on the performance of a water-injection cyclone in terms of iron, alumina and silica grades; iron recoveries; and alumina and silica rejections are discussed. A set of 16 full-factorial experiments (24) was carried out to gain an understanding of the individual and interaction effects of the variables. The results indicate that classifying iron ore fines containing 63.0% iron, 2.5% alumina and 3.5% silica through a water-injection cyclone can produce concentrates with iron grades greater than 66.0% and alumina and silica contents less than 1.5% and 2.0%, respectively, at different study conditions. The achievable iron recovery values are greater than 88%, and alumina and silica rejections are more than 80% and 50%, respectively, within the specific study conditions. While the truncated cone diameter, injection water rate and spigot diameter influences the alumina rejection to a considerable extent, it is mostly influenced by the vortex finder diameter. The iron recovery and silica rejection values are mostly influenced by spigot diameter and truncated cone diameter. The effect of injection water on the concentration characteristics depend on the prevalent truncated cone diameter and spigot diameter conditions.

Overcasts are indispensible ventilation control devices to permit one airway to pass over another without mixing in room and pillar coal mining. The airflow distribution inside the overcast depends on its spe-cific configuration at which the flow enters into it. This study uses 3D numerical simulation to examine the pressure and velocity distributions inside an overcast. The effects of the overcast angle on the flow field are also examined. The flow is assumed to be turbulent and isothermal and the standard k-e model is utilized. Simulated results display flow separation and recirculation regions of different sizes occurring not only upstream and downstream from the overcast but also inside it. The results also show that the size of the recirculation regions in-creased with the increase in the angle before and after the overcast influencing significantly the flow field and pressure losses. The stream-lines are plotted to show the 3D structure of the flow field. The results from the simulation can guide overcast design commonly used in un-derground coal mines. The Western Mining Training and Translation Center is a consortium of four universities devoted to developing educational and training projects to reduce the incidence/accident rates in the mining industry. The center consists of Missouri University of Science and Technology, Montana Tech, the Colorado School of Mines and the University of Utah. It is fully funded by the National Institute for Occupational Safety and Health (NIOSH). The center manages 15 educational projects and one translation project. Hazard Identification and Risk Assessment (HIRA) for Small Mines is an educational project managed by the University of Utah. The objectives of this project are to identify critical mine hazards, assess risks; outline procedures to reduce accident/incident rates in small mines in the western United States and to train mine workers and super-visors on HIRA in each participating mine. To accomplish these objectives, the HIRA personnel visited 15 small mines in Utah, Colorado, Nevada and California. At these mines, most operators were employing independent contractors to perform several tasks ranging from drilling, blasting and mucking of rock at the work site to hauling ore to a processing plant. The operation of diesel-powered equipment was one of the major tasks performed by the contractors. This article presents three case studies in which contract workers performed a number of tasks with no reportable incidents but did so unsafely. It also highlights the training received by most contractors, the constraints imposed upon them and the safety hazards to which they are exposed most frequently.

Ceremonies for the induction of five mining industry pioneers into the National Mining Hall of Fame will be on Sept. 12, 2009 at the Charles F. Barber Pavilion of the Museum Convention Center in Leadville, CO. The five inductees are: Paul A. Bailey, 82, Richard T. Moolick, 89, William Braden and Alonzo Pawling and Henry Harnischfeger. Paul A. Bailly was president of Bear Creek Mining Co., the U.S. exploration subsidiary of Kennecott Copper, from 1961 to 1967. In 1968, he joined Occidental Petroleum Corp. and was tasked with creating the company?s international mining division, Oxymin, which he led as president through 1983. During his distinguished career, Bailly participated in numerous significant mineral discoveries, developed a new exploration philosophy and made important additions to the mineral exploration literature. William Braden was the first to recognize the immense potential of the El Teniente orebody in Chile. He founded Braden Copper Co. and developed the El Teniente Mine which now, 100 years later, remains the world?s largest underground copper mine. Braden?s endeavor survives to-day as the El Teniente division of the Chilean state copper company, CODELCO. T. (Dick) Moolick established a lasting legacy in the mining industry, first during a 35 year career with Phelps Dodge Corp. and then as the driving force in establishing the National Mining Hall of Fame and Museum in Leadville. The Hall of Fame and Museum ? a monument to the memory of the men and women who pioneered the discovery and development of the United States? natural resources ? has become one of the fi nest museums in the western United States.

The Liaoning Dahuofang Reservoir Water Transfer Project is an important development for the Department of Water Resources of Liaoning Province in northeastern China. The 85.3 km water conduit will transport water from the Hun River downstream of the Huanren Reservoir to the outlet on the Suzi River leading to the Dahuofang Reservoir. The additional water is required to sustain the growing cities of Fushun, Shen-yang, Liaoyang, Anshan, Panjin and Yingkou. The project is divided into seven contracts. Three TBM contracts comprise almost 75% of the work and the others are drill and shoot. The focus of this paper is about the creditable TBM performances achieved and some of the problems encountered by Chinese contractors; notably two having had no previous TBM experience.
