The feasibility of developing the Underground Science City below the Kent Ridge Park has been investigated. The primary aim of the study has been to explore the possibility of creating underground space to house a new community of research laboratories and offices. The investigation represents the first such study undertaken in Singapore for a non-military underground facility. The paper describes the geology of the Underground Science City site and illustrates the layout and plan of the Underground Science City. The geology and rock mass below the Kent Ridge Park is generally favorable for the development of an underground cavern complex. Underground Science City can be potentially developed housed in a cavern complex. Several potential development schemes are studied; with various combination of deep/shallow mined caverns of different span sizes and access options. The preferred scheme is shallow, mined room-and-pillar caverns with large spans and shaft accesses at both existing surface Science Park 1 and Science Park 2. The scheme can be potentially expanded laterally to create more underground space for new Underground Science Cities at Kent Ridge area.

Baja Mining is currently constructing the Boleo metallurgical plant in Santa Rosalia, Mexico to recover copper, cobalt, zinc and possibly manganese products from the Boleo ore. The process involves an acid seawater leach of the whole ore followed by solid-liquid separation and washing of the leach residue. Solvent extraction is used to separate copper, cobalt and zinc from solution. Copper and cobalt are recovered as cathode metal products and zinc as a zinc sulphate monohydrate. Manganese may be directly precipitated as manganese carbonate which can be used as a feedstock for manganese metal production. Laboratory testing has continued to refine various aspects of the process including iron removal, cobalt and zinc solvent extraction, cadmium cementation, cobalt electrowinning and manganese metal electrowinning. The results of this testing are reported in this paper.

The Coeur Rochester Mine is one of the largest and lowest cost primary silver mines in the United States. In January, the mine surpassed 3.1 kt (100 million oz) of historic silver production. Rochester is owned and operated by Coeur d’Alene Mines, the world’s largest primary silver producer. Rochester is the world’s seventh largest silver mine. It also produces gold — more than 31.1 t (1 million oz) in historic production. Cash operating costs have averaged 8 cents/g ($2.58/oz) of silver since operations began in 1986.

In the mid-to-late 1800’s the U.S. mining industry was on the threshold of nearly a century of golden times. Nearly every state had a prosperous and growing mining sector. The importance of the industry was reflected in the creation of the state school of mines. Today, with the depletion of readily available mineral reserves, much of the U.S. metals mining industry is considered to be in a sunset phase. The same is true with the mining schools that serve the industry. However, the United States is still a major consumer of the world’s minerals and requires a dependable supply of both minerals and minerals professionals. In his 2002 Jackling Lecture “You Can’t Make a Silk Purse Out of a Sow’s Ear” the author presented a list of concerns, propositions and recommendations. In this follow-up paper, the author further explores the subject through the presentation of a detailed case example focusing on the iron mining industry of Minnesota and minerals education at the University of Minnesota.

Introduction It is estimated that nearly 40% of all the gold ever mined in free world countries has been produced by South African operations. There is concern that this immense productive capacity will soon decline. Such a decline could reduce world gold supply and lessen the ability of market economy countries (MEC) to exert the major influence upon the world gold market. This paper addresses three general issues concerning South African gold production: • How much gold remains to be recovered from the demonstrated resources of the 44 evaluated South African mines; • How long can production at current levels continue; and • What will be its cost. Table 1 provides production data on the world's 10 largest producers for the years 1971, 1981, and 1983. As shown, South African gold production declined significantly from 1971 through 1981. As of 1981, annual South African gold production had dropped by more than 311 t (10 million oz) in 10 years. Despite this, its mines still produced 656 t (21 million oz) that year, about half the world total. From 1981 through 1983, this trend was reversed. Annual South African gold production increased by more than 21.8 t (700,000 oz). The trend reversal was also evident in the US, Canada, and Australia. This illustrates the general, inverse relationship between gold price and gold production. In South Africa especially, as gold prices increased substantially during the 1970s, the average grade of ore mined (pay limit) was lowered as new, lower grade areas and materials were exploited. Gold production declined in volume. But gold revenues increased, and the lives of the operations were extended. The 1981-83 period was one of declining (US dollar-based, average annual) gold prices that resulted in increasing South African production as average ore grades were raised. South Africa currently accounts for 50% of world production (Fig. 1). Figure 2 illustrates South Africa's contribution to total MEC production in 1971 and 1983. Although South Africa's relative share of production has declined, it still represents the single most important source of new gold supply. In 1983, it supplied more than 65% of total MEC production. South Africa currently produces more than twice as much gold as the Soviet Union (ranked second in world production), and 11 times more gold than the US (ranked fourth in world production). The East Side Access (ESA) project is the largest underground rail infrastructure project under construction in New York City, USA. The Manhattan segment of the project is to be mined through rock and consists of 4.1 miles of Tunnel Boring Machine tunnels for track work and mined excavations to house rail switches, air plenums, and other rail facilities. This paper considers different methods for concrete lining, such as the use of fixed forms, adjustable forms, and pneumatically applied shotcrete. The advantages and disadvantages of these methods are discussed and the basis for considering one over the other are illustrated. Further discussions on design development and preparation of documents to facilitate quality and constructability in the field are presented.

Introduction The impact of the Comprehensive Environmental Response, Compensation, and Liability Act, or Superfund, as well as the Resource Conservation and Recovery Act (RCRA) and their state counterparts underscore the intention of the nation's lawmakers to reduce the risk from hazardous substance to American society. The promises and requirements embodied in these laws, together with their prospects for liability, will continue to have a very substantial impact on decision making in the mining industry. These laws present the prospects for staggering liabilities, often of an unquantifiable nature in terms of time and amount. It is therefore necessary to keep them in clear focus. This is particularly true in light of President Reagan's signing into law the Superfund amendments on Oct. 17, 1986, and in light of the Environmental Protection Agency's (EPA) major policy pronouncement of July 3, 1986, regarding solid wastes from extraction of ores and minerals. This article examines the general trends as well as the specific provisions of these laws in an effort to assess the prospects of liability for the mining industry of releases of hazardous substances into the environment. Hazardous substances vs. hazardous wastes The distinction between the terms "hazardous substances" and "hazardous wastes" is important to appreciate for the purposes of assessing the potential for liability for a mining operation. Hazardous substance is a term that appears in and is defined in the Superfund Act. In Superfund, it is defined by reference to other substances that have been declared to be hazardous under other federal environmental statutes, such as RCRA, the Clean Air Act, and the Clean Water Act. Hazardous waste is a term that is less all-encompassing than hazardous substance, as that term is defined by RCRA. Hazardous substances do not need to be wastes to be considered hazardous for the purpose of Superfund liability. A "release" of a hazardous substance into the environment can bring about potential liability under Superfund. Many mining wastes, even though they are not considered hazardous wastes by EPA under RCRA, have been determined by that agency to be capable of bringing about liability under Superfund if they contain chemical substances, such as the heavy metals copper, lead, mercury, zinc, silver, and others. Therefore, it is not sufficient for the mining industry to be able to answer whether one has hazardous waste at a mining site. That question only goes partway in addressing the potential for liability. The next question is, do one's solid or liquid mining wastes contain hazardous substances that could bring about liability under Superfund? Superfund 1980 law: A review Some provisions of Superfund as it existed before its recent amendments must be considered. The law provides that the owners and operators of mining sites, together with those who transport hazardous substances to such sites, can be held jointly and severally liable for the cost of cleaning up the site. The concept of joint and several liability means that one party, as among many, can be held totally responsible for the costs of cleanup. The mining industry in Colorado faces the same problems the industry faces throughout the United States and the world — record low commodity prices and increasing regulatory and environmental restrictions that seemed designed to curtail mining activities. Despite those obstacles, the mining industry in Colorado still contributes about $8 billion annually to the state’s economy in the form of base and precious metals, industrial minerals, coal and associated service businesses and jobs. So the 300 attendees at the102nd National Western Mining Conference felt reason-ably positive about the industry in their state. The meeting is the Colorado Mining Association’s annual conference and was held at the Broadmoor Hotel in Colorado Springs in November. The theme was “Mining in the New Millennium — Achievement + Innovation = Survival.” Experts from Colorado’s mining industry and abroad discussed the challenges faced by the mining industry as it enters the new millennium. They offered insights into how the industry will operate during the early years of the 21st century and how it will survive low prices and increased regulatory restrictions.

Open-type, or main beam, tunnel boring machines (TBMs) can achieve impressive rates of production. This type of TBM typically outperforms other types of TBMs currently in use around the world. In good ground conditions, main beam machines have achieved production rates of more than 1 km/month (0.6 miles/month). However, installing effective ground support in poorer rock conditions on main beam machines can be a major cause of concern. The design of main beam machines is such that installation of ground support equipment, particularly at the front of the machine in what is commonly known as the L1 support zone, has traditionally been limited to rock drills and basic working platforms. Personnel working in the L1 zone have, until recently, been protected by roof supports and extended fingers, often with restricted access to working areas.

The softwall mining system is a novel, new method of mining mineral deposits in soft, shallow, nonrock ground conditions. This method can mine the ore layer without substantially disturbing the existing overburden. The softwall mining system consists of machinery that is hydraulically controlled and powered, that can be buried (or used on the surface) to extract the ore or mineral from a layered deposit. The method is essentially an application of the longwall mining concept, modified for loose overburden and ore conditions, combined with hydraulic mining.

The low-grade nickel laterite ore used in this study was successfully upgraded through selective reduction by industrialized rotary kilns followed by magnetic separation. The results indicated that both iron metallization extent and nickel metallization extent showed obvious linear correlation. In addition, rational roasting temperature and prolonged grinding time could enhance the overall fineness level of reduced laterite nickel ore. The moderate roasting temperature at a range of 1100–1150 °C should be suitable enough to a conversion of total nickel to metallic nickel and partly inhibited the conversion of total iron. Ultimately, the obtained ferronickel alloy with a nickel content of 7.32% and an iron content of 84.15% was prepared successfully from the lowgrade nickel laterite ore containing a nickel content of 1.92%. Nickel and iron recoveries were 96.72 and 89.08% respectively, which achieved the highly efficient recovery and utilization of iron and nickel from low-grade laterite nickel ore

Several final pits in the Seneca No. 1 Surface Coal Mine were abandoned in the 1960's without king reclaimed. In addition, a progressive landslide aggravated by the abandoned mine land conditions was threatening a county mad and private property. An AML-funded project to stabilize the landslide and reclaim the final pits was completed in 1986 for the Colorado Division of Mines and Geology (formerly Colorado Mine Land Reclamation Division). The site was visited after ten growing seasons. The land is stable and the vegetation re-establishment is strong. Volunteer native plant species are now invading the reclaimed sites.

A pond rehabilitation and environmental education project were proposed by Cleveland-Cliffs Michigan Operations (CCMO) and approved by the Michigan Department of Environmental Quality (MDEQ) and the United States Environmental Protection Agency (USEPA) as partial fulfillment of conditions for a stream mitigation permit. The goals of the project were the rehabilitation of a pond on a tributary of a local trout stream, enhancement of public access and appreciation, and the initiation of a site-based environmental educational curriculum. Cleveland-Cliffs undertook a suite of actions to rehabilitate a pond created by a previous mining operation in 1912 and make accessible to local schools the aquatic and riparian ecosystems. Cleveland-Cliffs partnered with the local governmental unit and two local school districts. The rehabilitated pond and riparian zone provide an accessible natural area that local residents can use for such activities as hiking, biking, walking, fishing and nature study. Vegetative enhancement includes the planting of native shrubs, wildflowers and showy herbaceous plants in the pond, on the riparian fringe and the surrounding area. An interpretive trail was developed around the pond with signs created by a local master watercolor artist. Local schools built and installed picnic tables, benches and a kiosk. Cleveland-Cliffs created pond lesson plans tied to the Michigan Curriculum Framework, developed inexpensive teaching kits and hosted a workshop for teachers from nine local schools. Classes regularly utilize the pond during the school year conducting environmental studies. Nesting boxes, wildflower gardens, bat houses, frog deformity surveys and water quality studies are a few of the activities that classes have conducted at the pond.

With the dawning of a new century came the beginning of a new era in the coal industry. Instead of the traditional practice of only buying and selling produced coal in the United States, a coal futures market was established. The New York Mercantile Exchange began trading coal futures in July 2001. But, even in this new era, many of the old is-sues that have beset the coal industry still remain, as was evident in2001. Coal production increased to are cord level during 2001, according to preliminary data from the US Energy Information Administration(EIA). Production in 2001 rose by4% to 1.01 Gt (1.12 billion st), compared with 2000 (Table 1). This barely surpassed the previous record level of 1 Gt (1.11 billion st)set in 1998. Coal consumption remained unchanged. The additional production was used to replenish the depleted stockpiles that had resulted after two years of declining coal production and increasing coal consumption.

As part of a strategic research initiative at UBC to design and evaluate integrated underground mining and mineral processing systems, work has been done to determine how to utilize the coarse rejects of pre-concentration in the underground environment. An amenability study for nine orebodies from four of Xstrata Nickel?s Ontario operations evaluated both processing and waste disposal methods. The utilization of the rejects as a high quality backfill with minimal binder requirements has been identified as the preferred disposal method. Fill mixes utilizing the rejects in combination with classified tailings, full tailings, and cement were developed based on the geotechnical properties of the rejects. The mix designs were examined for both strength and rheological properties. The paper will present the results of the pre-concentration testwork, the design and strength testing of various mix designs for rejects from the nine ores and presents a conceptual design for an underground pre-concentration system based on this test work.

Copper production through smelting generates large volumes of material flows. As copper contained in ore becomes copper contained in concentrate to be fed into the smelting process, it leaves behind an altered landscape, sometimes mine waste, and always mill tailings. Copper concentrate, fluxing materials, fuels, oxygen, recyclables, scrap and water are in-puts to the process. Dust (recycled),gases — containing carbon dioxide(CO2) (dissipated) and sulfur dioxide (SO2) (mostly collected, transformed and sold) and slag (discarded or sold) — are among the significant process outputs. This article reports estimates of the flows of these input/output materials for a particular set of smelters studied in some countries. They include Chile (Altonorte, Caletones, Chagres, Chuquicamata, LasVentanas and Potrerillos), Japan(Naoshima, Onahama, Saganoseki,Tamano and Toyo), the United States(Garfield — Fig. 1 — Miami and Hayden) and Europe (Glogow I, Glogow II, Huelva, Norddeutscheand Ronnskar).

Soft laminated iron ore (SLO) having a higher hematite content and Martite goethite iron ore (MGO) having a higher goethite content were subjected to detailed characterization and beneficiation. The present research was designed to investigate if these abundant, low-grade ores can be enriched adequately using standard industry techniques. No significant enrichment of the ores using jigging operation on the coarse (-3,200 +595 mm) size fraction could be achieved. Good liberation was only attained in the 150 to 300 mm particle size range in both cases. Desliming enriches the ground ores significantly. The effect of the feed size on the separation efficiencies of the ground ores were studied using flowing-film concentration on a Wilfley table. Better enrichment is obtained in the case of 150-mm sized feed by tabling. The grade of SLO is improved from 56.14% to 66.51% Fe, while the Fe content of MGO is enriched from 55.16% to 65.83%. Substantial rejection of alumina and silica is also achieved. Due to the friable nature of MGO and the higher goethite content in it, the loss of Fe in the form of ultrafines is greater in this case compared to that of SLO.
