Vince Lombardi once said, "Practice doesn't make perfect, perfect practice makes perfect." When it comes to building a mine that will operate at the optimum level for the set of geologic conditions from which it was developed, Lombardi's remark might be paraphrased to describe the problem: planning won't guarantee the best possible mine operation unless it is the best possible mine planning. Any sacrifice in the best possible mine planning introduces the risk that the end results may not reach the optimum mine operation desired. This section addresses many of the factors to be considered in the initial phase of mine planning. These factors have the determining influence on the mining method, the size of the operation, the size of the mine openings, the mine productivity, the mine cost, and, eventually, the economic parameters used to determine whether or not the mineral reserve even should be developed. A little-known fact, even within the metal-mining community, is that room-and-pillar mining accounts for most of the underground mining in the united States. According to a 1973 study on noncoal mining (Anon., 1974), more than 76% of the producing mines [of over 1089 t/d (1200 stpd) capacity] produced approximately 70 000 000 t (77,000,000 st) or 60% of the nation's underground tonnage of material by room-and-pillar mining. That same year, 96.8% of the nation's under- ground coal mines produced 262 950 000 t (289,911,000 st) of coal extracted from room-and-pillar mines (Anon., 1976). Thus, nearly 333 000 000 t (367,000,000 st) of the United States' raw material is produced from mines using some form of the room-and-pillar mining system. Because approximately 90% of all mining in the United States is done by some variation of room-and- pillar mining, it is appropriate to give special emphasis to the effects of the various elements of mine planning on room-and-pillar mining. The relationship of these elements to other mining methods will become apparent as the elements are described in later sections herein. TECHNICAL INFORMATION NEEDED FOR PRELIMINARY MINE PLANNING Assuming that the reserve to be mined has been delineated with diamond-drill holes, the items listed in the following paragraphs need to be established with respect to mine planning for the mineralized material. Geologic and Mineralogic Information The geologic and mineralogic information needed includes the following: 1) The size (length, width, and thickness) of the areas to be mined within the overall area to be considered, including multiple areas, zones, or seams. 2) The dip or plunge of each mineralized zone, area, or seam, noting the maximum depth to be mined. 3) The continuity or discontinuity within each of the mineralized zones. 4) Any swelling or narrowing of each mineralized zone. 5) The sharpness between the grades of mineralized zones within the material considered economically minable. 6) The sharpness between the ore and waste cutoff, including whether this cutoff can be determined by observation or must be determined by assay or some special tool; whether this cutoff also serves as a natural parting resulting in little or no dilution, or whether the break between ore and waste must be induced entirely by the mining method; and whether or not the mineralized zone beyond (above or below) the existing cutoff represents submarginal economic value that may be- come economical at a later time. *7) The distribution of various valuable minerals making up each of the minable areas. 8) The distribution of the various deleterious minerals that may be harmful in processing the valuable mineral. 9) Whether or not the identified valuable minerals are interlocked with other fine-grained mineral or waste material. 10) The presence of alteration zones in both the mineralized and the waste zones. Structural Information (Physical and Chemical) The needed structural information includes the following: * 1 ) The depth of cover. 2) A detailed description of the cover including: the type of cover; * the structural features in relation to the mineralized zone; * the structural features in relation to the proposed mine development; and * the presence of and information about water, gas, or oil that may be encountered. 3) The structure of the host rock (back, floor, hanging wall, footwall, etc.), including: * the type of rock; * the approximate strength or range of strengths; * any noted weakening structures; * any noted zones of inherent high stress; noted zones of alteration; the porosity and permeability; * the presence of any swelling- clay or shale interbedding; the rock quality designation (RQD) throughout the various zones in and around all of the mineralized area to be mined out; the temperature of the zones proposed for mining; and the acid generating nature of the host rock. 4) The structure of the mineralized material, including all of the factors in item 3 plus: * the tendency of the mineral to change character after being broken, i.e., oxidizing, degenerating to all fines, recompacting into a solid mass, becoming fluid, etc.; * the siliceous content of the ore; the fibrous content of the ore; and the acid generating nature of the ore. A new electrotelluric prospecting technique allows the mapping of ore body distribution, lithologic contacts, and voids with accurracy comparable to core drilling. Data is available almost immediately and presented in a format similar to a downhole log. This is done with a passive surface receiver that transduces electrotelluric radiation into an audible signal. Changes in the character of the audible signal lends insight into lithology, porosity, fluid type and medium. Three case histories are presented. The first delineated a paleochannel within a coal seam. The second traced old mine workings and backfill areas. The third identified a high-pressure karst void.

A coupled finite element geomechanical- hydrology code is currently under development for application to the problem of predicting groundwater disturbances associated with mine subsidence. The structural-fluid coupling is addressed by calculating the subsided mine geometry, with emphasis placed on determining the strata disturbance and locating damaged regions, for input into a hydrology code, which determines localized volume flow rates and aquifer fluctuations. Benefits from coupling will be best realized when field measurements, an additional aspect of the study concurrent with analytical investigations, indicating the relationship between increasing rock strain and increasing permeability are incorporated into hydraulic material descriptions. Hydrologic and struc- tural calculations are presented to demonstrate computational capabilities applicable to mine subsidence

Approximately 3 percent of the raw coal processed in U. S. Steel coal-preparation plants ultimately reports to slurry- tailing disposal. The usual disposal method is to pump the refuse slurry containing the minus-48 mesh (300 µm) refuse into dams or impoundments that are constructed of the coarse refuse. The failure of an impoundment at Buffalo Creek, Saunders, West Virginia and the sliding failure of a coarse refuse pile at Aberfan, Wales, England, resulted in an evaluation of refuse disposal methods by various regulatory agencies as well as coal producers. The result of this evaluation was the promulgation of Federal regulations dealing with the construction, operation, and final abandonment of coal refuse disposal areas. As a consequence of these regulations the use of the landfill/impoundment method of disposal became in some cases economically urlfeasible or technically impossible. U, S. Steel has studied a number of alternative methods of refuse disposal. During an investigation of mechanical dewatering with a pressure filter, Portland cement was added to the slurry to solidify the filter cake. Because of the success of the cement addition it was decided to study the stabilization of fine-coal-refuse slurry through use of cement-type additives.

The response of 174 domestic water supplies to longwall mining of the Pittsburgh coal seam was compared to various physical parameters. Sixty-four percent of domestic water supplies returned to service without the need for intervention, while thirty six percent required intervention to reestablish a suitable water supply. Domestic well response is strongly correlated with the topographic setting. Valley wells showed the least effect while hilltop wells showed the greatest effect. Well response was also found to be correlated to the location of the well above the mining with greater effects observed in zones of surface tension and compression, and fewer effects in zones which are stress neutral. Ground water supplies remained unaffected or were re¬established at 149 of 150 sites, indicating that ground water resources remain available to domestic wells after mining. Results of this study support the stress-relief model of ground water flow in the Northern Appalachian Basin. Longwall mining's effect on this system is to locally increase fracture connectivity in the near surface zone. This may shift the zones of saturated fractures to greater depths beneath hilltops and hillsides, and increase recharge and storage in valleys. General trends in well response are predict¬able utilizing the stress relief conceptual model, the topographic setting of the water sources, and their location over the mine.

There are a number of factors, including mine geometry, local geology, geotechnical properties of overburden materials, surface topography, sequence of overburden strata, and extraction rate, affecting characteristics of surface subsidence imposed by large underground excavation. Among the factors, the first three have the major impact on magnitude and area of influence of final subsidence. Hence, a model has been developed, considering mine geometry and geologic and geotechnical properties of the associated area, to predict maximum possible subsidence and subsidence profile at any cross-section within the subsidence influence zone. Based on extensive field measurements and mechanics of strata behavior, under the action of overburden pressure in the vicinity of the large underground excavation, the vertical plane of influence zone has been divided into five areas: 1) excavated, 2) caved, 3) fractured, 4) highly deformed but continuous, and 5) subsided zones. In the final state of subsidence each area maintains a certain volume expansion/contraction, i.e. a factor which depends on geologic, geotechnical properties of overburden strata and state of stress within the subsidence trough. The cumulative volume expansion and contraction partially compensates for the extracted volume and the difference between the two is reflected as the subsided area in the form of the area within a curve defined by a probability function. The input parameters for the model are mine geometry (i.e. length and width of the panel), depth of cover, and geologic and geotechnical properties of overburden strata (i.e. percentage of hardrock, sandstone and limestone, and soft rock, shale within the overburden strata and Rock Quality Designation). The model calculates angle of draw for the site, expansion factor for each zone utilizing empirical relationships, maximum possible subsidence and plots the subsidence profile curve. The model is developed for a longwall excavation with unique characteristics of prediction of angle of draw and maximum possible subsidence for a given geologic and mining condition at any cross-section within the influence zone of subsidence.

Zinc-lead ores of the Pine Point District, Northwest Territories, Canada, are hosted in paleokarst cavities within a Middle Devonian carbonate barrier complex. Of the nearly 100 deposits found, most are irregularly distributed along two main regional stratigraphically controlled trends. The ores, which occur predominantly as open space filling, form deposits most of which average one million tonnes in size with an average grade of 10% combined zinc plus lead. Geological features related to karsting control not only distribution of deposits but also their shape, size and grade. The higher grade ore in these deposits generally occurs in a relatively small core area. Consequently, accuracy of reserve estimation is dependent on drill-hole density and understanding of karst geometry. Several case examples will be reviewed to demonstrate the relationship between shape, size and grade of deposit, geological reserves and drill-hole density, along with a discussion of geological ore reserve estimation methods.

Land use and access to land are limiting factors in economic development in the Western region of Ghana. Mining uses land during operations and then rehabilitates the land as part of ongoing operations and closure. Golden Star Resources Limited (GSR) aims to contribute to the sustainability of the local economy during its operations and then post-closure. Following a series of alternative livelihood initiatives, GSR reviewed the success of these programs and decided to focus on an oil palm project that uses out-growers to reach the local economy. The project started using small holdings that were individually managed. However, the ongoing effects were limited. Following a review of the options, the Golden Star Oil Palm Project was started using land committed to the pro-gram by the Bogoso Mine. The initial program covered 275 ha with over 40,000 trees with 300 people involved in the development. The Traditional Authorities have committed additional lands to the project to a planned total area of 18,000 ha.

CERN, the European Laboratory for Particle Physics, are upgrading their existing particle accelerator for the next generation of experiments and have three major packages of underground construction work in progress. Each package involves the construction of shafts, cavern, tunnels and surface buildings. This paper gives an overview of CERN, the LHC Project and a more detailed discussion of design process, design review and construction works of Experimental Point 5. The LHC works at Point 5 include two large shafts, two major parallel caverns with a total span of 50 m, which are separated by a 7 m wide and 28 m high concrete pillar, and a system of secondary tunnels and caverns. The overburden ground consists of around 50 m of water bearing moraine (silty, clayey gravels and sands) overlying 20 mof molasse, which consists of horizontally bedded marls and sandstones. The shaft shave been constructed with ground freezing, primary concrete lining, membrane and secondary slip formed concrete lining. The concrete pillar was then excavated and concreted in advance of excavation of the two caverns. Cavern construction includes primary support of shotcrete lining and rock bolts, followed by waterproof membrane and primary support of shotcrete lining and rock bolts, followed by water proof membrane and insitu concrete secondary lining.

There are bound to be changes with age, so I should not have been surprised or disappointed when what I had considered as high ad- ventures were much fewer and more widely scattered in the last 20 years of my long and active business life. But such adventures came until I was past 80 years of age and no one could expect more than this. Frequent visits to mines in this country and Canada and directorships in Bralorne and its subsidiaries, Homestake Mining Co., Bradley Mining Co., and the Bunker Hill Co.; and Copper Range Co. and its great new White Pine mine in Michigan, lasted far beyond the usual retirement age. The least happy part of my last two decades of active life was the death or sickness of many of my old friends. Hubert d'Autremont, whose friendship no one could replace, died suddenly in 1946. Henry Carlisle and Temple Bridgeman, for many years office associates, had heart attacks that cut down their activities far too soon. Many other less intimate friends died or became ill, but I knew that with advancing years such losses were inevitable. These memoirs would be endless if they covered all of the unusual work and associations I found in the last 20 years. So I must confine the rest of my recollections to expeditions that would have thrilled any engineer at any time. "The Office of Mine Safety and Health Research (NIOSH-OMSHR) currently is leading an effort in the development of the next-generation self-escape apparatus as part of the research imperative directed by the MINER Act of 2006. A multifaceted contract program over the past 3 years delivered key components and base breathing modules to form the basis for developing backpack and vest-style versions of dockable self-contained (closed-circuit) self-escape respirators with hoods (CCMERs). This paper outlines the current status in developing the CCMER that incorporates a docking and switch-over valve (DSOV) for seamless transfer from one breathing device to another, and a hood with an inner mask and speech diaphragm (HMC) for ease of donning, ease of use, and communication ability. Three versions of the CCMER are being pursued, namely: the CCMER-B, which can be worn as a backpack and incorporates the features of a miner’s belt; the CCMER-V, which is worn similar to a miner’s vest and attaches to a miner’s belt; and the CCMER-C, a breathing module cached along the escape route that can be docked to the -B and -V versions. Human factors considerations are a key element in the CCMER design, as it is to be continually worn by the miner while underground, and must be readily accessible for deployment when needed. The CCMERs are designed to be capable of being certified to 42 CFR part 84 standards, including sub-part O for mine use, and to meet MSHA permissibility regulations for use in underground mines. They are sized for sufficient oxygen capacities (Cap 2 and Cap 3 as defined in sub-part O) to yield a duration that is of practical use in a mine escape scenario. INTRODUCTION The National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR) is leading the development of self-escape apparatuses to provide breathing gas to mining personnel operating in the event of an emergency in various capacities underground in environments containing hazardous gas components. The Mine Improvement and New Emergency Response Act of 2006 (also known as the MINER Act) and input from the mining community called for the need to move Self-Contained Self-Rescuer (SCSR) technology to a next-generation status. In response to this need, NIOSH’s Office of Mine Safety and Health Research (OMSHR) established a strategic plan to develop key components and devices with help from external experts knowledgeable in breathing apparatus designs. The US Navy was identified as a key expert in this field through its extensive experience in diving apparatus and life support systems, and development work commenced through Inter-Agency Agreements with OMSHR. A contracts program was also launched with industry experts specializing in this field. This paper outlines the current status in developing the Next-Generation Closed-Circuit Mine Escape Respirators (CCMERs) that could be used for surviving and escaping from a mine following an emergency that renders the mine atmosphere irrespirable."

INTRODUCTION The first portion of this chapter is concerned primarily with the contamination aspects of fine coal cleaning that include both the solids and water discharged as waste products after coal preparation. Topics include characteristics of the water and solids, changes that occur to both of these phases during use and after impoundment, as well as the impact that these changes have on unit operations and the environment. Attention is also given to the formation of acid mine drainage and treatment options that may facilitate reuse of the water. The second part of the chapter analyzes the problem of air contaminants from coal preparation plants including analysis of air pollutants and control methods. An overview of air quality regulations is also presented; most provisions have little or no applicability to coal preparation plant operation but are presented to provide an understanding of end-user constraints. The final part of the chapter emphasizes the long-range problem of refuse disposal and control. An overview of characterization, maintenance, and control of the refuse area is presented, as well as design guidelines. A brief review of stability analysis procedures is also included. PREPARATION PLANT WATER Characteristics of Makeup Water for Coal Preparation There are few specific rules governing the quality of makeup water used in coal preparation processes.'" It is generally accepted, however, that the solid matter content should be less than 5%. The solids concentration in plant makeup water typically varies between 0.25 to 0.9 lb per gal (30 to 110 g/L) and may reach concentrations as high as 1.7 lb per gal (200 g/L). The water used in coal preparation is usually obtained from one or more of the following sources: public supplies, rivers and streams, canals, mine water, and wells. In most cases, water is obtained at the lowest cost including any necessary treatment. A major portion of the recirculated water is clarified by thickeners and settling ponds to remove fine coal and clay particles. Sufficient water is generally available to meet the needs of coal preparation in most areas. It has been estimated that approximately 65 to 70% of the makeup water used in a coal preparation plant comes from surface sources. It is important to note that a variety of substances are commonly found in natural water supplies, whatever the available source may be (Table 11-1). Excessive concentrations of some of those substances can have an affect on plant performance; the effect of specific contaminants on unit operations will be discussed

INTRODUCTION Disposal of coal refuse is a costly and challenging problem facing the coal industry today. After the Martin County Coal Company slurry spill and the subsequent regulatory changes state and federal agencies are now beginning to require companies to justify new slurry impoundments. The authors have performed an analysis of different means of disposing of coal refuse for a major coal producing company located in the eastern Kentucky coalfields (the name of which will be withheld for the purpose of this paper). The company’s existing slurry impoundment is nearing its maximum permitted elevation and also an elevation where it may come in contact with abandoned underground workings. Due to the increased concern with underground mine works near slurry impoundments, additional consideration was given to raising the existing impoundment. Several other alternatives were evaluated, including but not limited to raising the existing impoundment, constructing a new slurry impoundment, constructing slurry cells, belt presses and others. This alternatives analysis was performed as part of a Section 404 permit for a valley fill and is currently being reviewed by the U. S. Army Corp of Engineers. All of the known possible alternatives were discussed in detail in the analysis. Due to the findings of the alternatives analysis, the company considers the engineered construction of the proposed impoundment to be the most favorable option of all the other alternatives evaluated, from both an economic and environmental standpoint. ALTERNATIVES EVALUATION FOR COALREFUSE/SLURRY DISPOSAL Background The company currently operates several deep mines and employ over 300 people and produces over 3.9 clean Mt/a (4 million stpy) of high quality, low sulfur coal. Currently, coarse refuse is belted to a valley fill, while, fine refuse is pumped to the existing impoundment. Coarse refuse is trucked to the existing impoundment as needed for construction purposes. The average recovery is approximately 50%; therefore, over 3.9 Mt/a (4 million stpy) of coal refuse must also be separated and placed.

'IM existing predictive methods were chosen for evaluation; an influence function (Bals Theory) and a profile function (hyperbolic). These ere applied to several field measured subsidence profiles over United States coal mines. The effect of homogeneous versus non-homogeneous overburden on surface subsidence is demonstrated and the utilization of Bals Theory as a subsidence predictive method for both types of overburden is examined. The major factor affecting subsidence profile characteristics is the migration of the inflection point toward the centerline of the longwall panel. A computer program was written to aid in the analysis.

11.1 INTRODUCTION This chapter outlines some of the selection and design considerations for leach pads and liners. Leach pads and liners are generally chosen to provide the required or desired levels of low permeability and foundation conditions at minimum cost. The selection and design of a particular liner depends upon its anticipated use and performance, and what materials may be available. A leach pad is the firm base for a heap. When geomembrane liners are used, the pad is the firm, compacted foundation upon which the liner is placed. In the case of a clay liner, the clay liner is usually also the pad. It is important to consider the design of a pad or liner in terms of a system. The "leach pad system" consists of the prepared foundation, bedding layer (if used), liner (s), seepage collection or detection layer (if used), and cover layer. Foundation preparation is necessary to ensure a stable base for the rest of the leach pad system. A bedding layer is used to protect a liner from being punctured by large angular fragments in the foundation material. A seepage collection or detection layer, consisting of well-drained material and (sometimes) pipes draining to a collection sump, is included when a double liner is used. A cover layer on top of the liner can serve the following purposes (van Zyl and Strachan, 1986): • Preventing of ultraviolet light exposure to sensitive geomembranes; • Limiting evaporation from compacted clay liners and thereby eliminating cracking of such liners; • More efficient collecting of leachate; and • Protecting the liner from damage during heap construction. Economic evaluations of alternative liners for a project must include the overall system. For example, a geomembrane liner may require different foundation preparation and cover material selection and placement than a clay liner. Liners can be made of compacted clay onsite, amended soil, or geomembranes. Lithoprobe is a collaborative, multidisciplinary research project which is providing new insights into the tectonic evolution of the North American continent through its work within ten study areas across Canada. For the mining industry, such results provide a well-constrained regional framework and better understanding of tectonic processes which lead to the development of ore deposits. In mining camps, seismic reflection methods have proven effective in imaging shallow to moderately dipping litho logic contacts as well as structural features, and in some cases have been used for the direct detection of ore bodies. Here, short case histories are provided for the Abitibi greenstone belt (VMS deposits) in Quebec and the Thompson nickel belt in Manitoba.

Experimental studies of the axial distribution of particles along dry ball mills are described. The results, for mills ranging in diameter from about 10 cm to 1 meter and operated in both the batch and continuous modes, indicate a consistent pattern of significant migration of particles away from the ends of the mill. In some, but less frequent, cases axial migration of the grinding media is also observed. Analysis of the data suggests that particle migration results from end-effects which extend for a distance of about one mill diameter along its length. End-wall roughness appears to play a significant role in the particle migration phenomenon. Media migration is generally associated with continuous mills operating at relatively high powder flow rates.

This paper presents a critical review of geo-structural mapping methodologies applied to deep tunneling projects in complex mountain chains such as the Alps. Geological forecastings are often a crucial part of tunneling projects, which should allow contractees or contractors to assume their own risks. Despite this, often adequate methodological criteria are not applied in the realization of these studies, with consequent increase of costs and delays. A discussion should hopefully start in the world of tunneling in order to define a correct approach.

Our study focuses on the geology, hydrology, and geochemistry of a variety of molybdenum (Mo) porphyry systems. The systems are either high fluorine, granite, Climax-type, systems (e.g. Mount Emmons/Redwell Mo deposit, Colorado and Questa Mo deposit, New Mexico) or low fluorine granodiorite systems (e.g. Buckingham Stockwork Mo deposit, Battle Mountain, Nevada and Cannivan Gulch Mo deposit, Montana). The water quality of streams, natural springs, mine discharge, and ground water from drill holes were assessed in the region of these deposits. The ultimate goal of our study is to understand the environ-mental behavior of these Mo porphyry systems in the context of geologic setting, hydrologic regime, and climate.

Archean supracrustal rocks of the South Pass greenstone belt of western Wyoming have been an important source of gold and iron ore. Actual gold production statistics are incom- plete although gold production estimates for the South Pass- Atlantic City district range from a low of 2.0 Mg (70,000 oz) (Koschmann and Bergendal, 1968) to a high of 9.8 Mg (327,000 oz) (Hausel, 1980). From 1962 to 1983 iron ore was also mined from the greenstone belt and production totaled more than 91 Mt (90 million It). The supracrustal rocks of the South Pass greenstone belt occur in a tightly folded synform bounded by Late Archean granite and granodiorite. The youngest of the Archean successions has a reported Rb-Sr isochron age of 2.8 b.y. (Stuckess, et al., 1985). Metamorphism of the supracrustals increases towards the flanks of the belt and is amphibolite-grade enclosing a small island of greenschist facies rocks. The supracrustal sequence consists of metasedimentary and metaigneous rocks that are divisible into four mappable units. The metasediments include metagraywacke, quartzite, pelitic schist, banded iron formation, metaconglomerate, and graphitic schist. Metavolcanics include metabasalt, meta-andesite, and ultramafic schist. These supracrustals have been intruded by mafic sills and dikes and tonalitic stocks and dikes. Two granite plutons and associated pegmatites intrude the supracrustals in the western portion of the belt, and the supracrustals exhibit both fault and intrusive contacts with granitic batholiths along the western and eastern margins. The northeastern flank of the Archean belt is unconformably over- lain by Paleozoic sediments, and the southern portion of the belt is onlaped by Tertiary sediments.
