A 15 km water supply tunnel is being constructed in Buenos Aires, Argentinata expand the capacity of the existing system. Two 4.3 meter diameter Earth Pressure Balance (EPB) tunneling machines operating at times from the same shaft on a congested work site and advancing through sedimentary deposits underlying this wonderful city pose interesting challenges. As of January 1999approximately 50% of the tunnel has been excavated. Combined machine production rates of 1026 m/month have been achieved. Presentations made in prior proceedings can be referenced for details of the overall Project scope and for details of the tendering process. The purpose of this paper is to compliment those presentations by addressing now the execution of the work.

Introduction A comprehensive project has been completed at the University of British Columbia that focused on the development of a commercially competitive composite cable bolt. Laboratory evaluation consisted of pull tests, preliminary shear tests, grout column testing and scanning electron microscope evaluation of the composite cable bolt. Field implementation at five underground mines throughout Canada were completed for technical and overall performance evaluation of the new product. The project began in 1989 under the sponsorship of HDRK Ltd., a consortium of mining companies including Inco, Noranda and Falconbridge Ltd. The objective was to develop a cuttable cable bolt that would serve as support for a continuous miner within a hardrock environment (Mah, 1994). The bolt was required to be cuttable by a continuous roadheader without adverse effects to equipment, personnel and the milling process. From the beginning, the focus was to employ existing cable bolt installation technology (Goris et al., 1994) whereby the cable bolts are grouted within a 4.8-cm-diam (1.08-in.diam) or larger employing a portland cement grout having a water: cement ratio between 0.35:1 to 0.4:1. The prototype, developed from Phase I, was technically comparable to that of conventional steel cable bolts. However, high cost and limited accessibility hindered its commercial acceptance. The second phase of the project was sponsored by the British Columbia Science Council and Pacific Pultrusions Ltd. of British Columbia to locally develop a glass fiber cable bolt. This phase of the project has resulted in the DAPPAM cable bolt (Pakalnis et al., 1994). DAPPAM Cable bolts are the second most used support method in Canadian underground mines after mechanical rock bolts. It is projected that 870,000 m (2.9 million ft) of cable bolts are installed annually in Canada (Poulin et al, 1994). The objective of the research program was to develop a glass fiber cable bolt with similar pullout strengths to the conventional steel cable bolts (267 kN - 60,000 lbf). More than 200 laboratory pull tests were conducted employing standard cable bolt test procedures, as outlined by the US Bureau of Mines (Goris, 1994), to assess optimum rod and surface composition, geometry, number required, pullout and shear characteristics, among others. This resulted in the DAPPAM cable bolt (Fig. 1). It consists of 10 individual 0.6cm-diam (0.25-in.-diam) rods enveloping a 2.2-cm (0.8-in.) outside diameter, high-density polyvinyl grout tube. The composite used in the construction of the rods is comprised of about 65% glass fiber within a 35% polyester resin matrix (by volume). Through pultrusion (a continuous fabrication technique), the fibers and resin are combined into a composite material. The strength of the overall composite is largely governed by the material properties, the alignment [ ] of the fibers relative to the applied load and the density and interaction of the overall components within the composite. A further modification to the composite was the addition of a sand grit to the surface of the individual rod. This increased the overall bond strength between the rod and the cement-based grout, used to solidify the cable bolt to the rock mass. The grout tube has an inside diameter of 1.9 cm (0.75 in.) and is rated at a pressure of 1.72 MPa (250 psi). During installation, the grout is pumped through the annulus of the grout tube thereby filling the hole from toe to collar. Laboratory and field trials concluded that a minimum drill hole diameter of 4.8 cm (1.08 in.) be used to ensure optimum grout coverage. Table 1 compares the design strengths (as tested) for DAPPAM vs. the ultimate strengths for a conventional 1.6cm (0.6-in.) steel cable bolt. The characteristics for the steel cable have been derived directly or indirectly by Goris et al. (1994). A design tensile strength of 289 kN (65,000 lbf) was proposed for the composite developed. However, recent tests have indicated maximum breaking strengths of more than 400 kN (90,000 lbf) (Fig. 2). Figure 2 shows the load vs. displacement pull out curves for steel and DAPPAM cable bolts. The methods of testing were standardized so as to be able to compare the results directly. The shear strength of the fiberglass cable is largely a function of the surface area sheared. Shear strengths of 89 kN (20,045 lbf) were obtained for the configuration shown in Fig. 1 when sheared normal to the axis of the cable. The testing procedure was similar to the shear tests performed on steel by Goris (1993). It is important to reinforce the implication that critical bond strength has on the success of an overall support system.

INTRODUCTION Primarily because of mining at greater depth, an increasing number of coal mines in the United States experience floor heave problems. In many instances, the floor heaves at a slow rate without causing health and safety related problems; only additional roadway maintenance and coal handling equipment are required. However, when rapid, massive heaving occurs, the safety of mine personnel in the vicinity is jeopardized. Extensive floor heave causes a redistribution of stress around the mine opening and can cause additional ground control problems. This paper presents an analysis of rapid floor heave in a deep western coal mine. The analysis is based on field measurements, laboratory data, and beam design theory. Factors affecting floor heave, such as mining-induced stress, mine opening size, entry orientation, mine geology, rock physical properties, and gas pressure, are considered. Examination of floor heave in the mine indicates that heaving is primarily caused by deformation of a soft floor member that is subjected to high mining-induced stress. Theoretical analysis of in situ floor stresses resulting from overburden loading indicates that floor failure will occur. The analysis is confirmed by visual observations of floor heave in the mine. Recommendations for mine layout and opening design to control rapid, massive floor heave under these conditions are also presented. MINE-FLOOR-FOUNDATION THEORY The floor stratum in a coal mine acts as a foundation to support coal pillars and artificial supports, thereby providing support to the mine roof. The overburden load, transferred through pillars and other supports, applies tremendous stress to the floor. Soil mechanics theories provide solutions for foundation design problems that apply to the mine floor. Based on foundation theory, vertical load on pillars causes high shear stress zones in the floor. If the floor is relatively weak, it may fail and dislocate upward into the mine opening. Strong roof strata that do not readily fail transmit most of the overburden load through pillars to the floor. Heaving may result, depending on the thickness and physical properties of the floor

Jigging is a process of particle stratification in which the particle re- arrangement results from an alternate expansion and compaction of a bed of particles by pulsating fluid flow. The vertical direction of fluid flow is reversed periodically. The rearrangement results in layers of particles that are arranged by increasing density from top to bottom of the bed. This response, developed from the many and continuously varying forces acting upon the particles, permits a solid-solid separation more related to particle density and less to particle size than any other "hydraulic-type" process. The stratification is usually carried out in a rectangular, open-top container called a jig, in which the mass of particles (termed a "bed") is supported on a perforated base through which the water flows in alternating directions. The coal particles, in addition to the vertically expanded and compacted bed motion, move continuously, horizontally across the supporting screen. Following the particle stratification, the particle bed is physically "cut" at a desired horizontal particle density plane to separate the desired clean coal product from the more dense refuse. The jig system includes means for continuously introducing the raw coal and for moving the water through the coal bed in a controllable manner, as well as for separating and removing the stratified particles from the system as two or more product streams. In coal preparation, this highly versatile unit operation is applied preferably to a wide size range of particles with top sizes up to 8 in. (20 cm) rather than to a closely sized fraction. In gravity ranges, the process has been applied to gold particles with a density of 19.3 and to coal particles having densities less than 1.30. Single jig washers have capacities from 5 (4.6) to greater than 700 tph (637 t/h) of feed coal. The separation results attainable by jigging have favored this unit operation as optimum for creating a clean coal product as required by steam coal specifications. Al- though the jig is used in preparing coals which are difficult to separate, its limitations to achieve both quality products and high recovery are being recognized in comparison with heavy media-based processes which make sharper separations from feeds having high "near-gravity" contents. The accu- racy of the densimetric stratification in the upper portions of the jig bed are less precise. It follows that coals with more than 10% near-gravity material

The increased impact of mining subsidence in the U.S. coalfields and the recent regulatory constraints legislated by government and state agencies have provoked an intense research effort on this topic by government agencies, coal companies and academic institutions. Subsidence and horizontal strain predictions are a basic requirement if subsidence and its associated effects are to be controlled and contained within acceptable environmental levels. As a result, several such prediction techniques have been proposed or are currently under development to assist coal operators in minimizing the detrimental effects of these surface deformations. VPI&SU has been actively involved in this research effort in the past few years, with particular emphasis on the Appalachian coalfield. During the initial stages of this research a large number of subsidence case studies were collected from the literature, the coal industry and government agencies. In total, data from 32 longwall panels and 60 room and pillar panels were collected. This data bank was used to determine relationships between the basic mining and subsidence parameters, in order to allow the evaluation of the various prediction methods for the Appalachian coal region. Based on this data two subsidence prediction techniques, one based on profile functions and the other on influence functions have been developed. Profile function methods provide a tool for a fast calculation of subsidence on a line across a mine panel. Influence function methods, on the other hand, allow for a more detailed calculation of ground movements, in any mode and at any depth, on a grid or at any specific point. The limitations of the data of the collected case studies, i.e. accuracy of surveys, frequency of monitoring, lack of horizontal movement measurements, etc, led VPI&SU to the initiation of a detailed subsidence and strain monitoring program above a number of active mines, located in three major coal producing counties of Virginia. The aim of this program was to enhance the data base with accurate and complete measurements of surface movements and to allow, therefore, the refinement of the prediction techniques. This paper presents this monitoring program, discusses in detail the results obtained from three specific case studies and provides recommendations for the implementation of the field data in the general prediction methods.

6.1-SOIL MECHANICS WALTER C. SHERMAN, JR. 6.1.1-DEFINITION Soil mechanics is concerned with the behavior of soils in relation to the design, construction and performance of engineering works. In this context, soils include all uncemented materials, such as, gravels, sands, silts and clays, either naturally or artificially deposited, and, under certain conditions, weakly cemented, badly broken or weathered rocks. Many types of mine wastes have physical properties similar to those of soils and thus are amenable to analysis by the principles of soil mechanics. The principles of soil mechanics are used to solve such problems as the stability of various types of structures with respect to failure of the supporting soils, determination of soil pressures and deformations in the design of foundations and retaining structures, analyses of seepage and under seepage, and stability with respect to sliding of excavated and natural slopes and embankments. 6.1.2--SOIL PROPERTIES Soils are classified on the basis of index properties, such as, particle-size distribution and plasticity characteristics. The Unified Soil Classification System1 used to classify soils for engineering purposes is shown in Table 6-1. Other physical properties important from an engineering standpoint include natural water content, density, permeability, shear strength and compressibility. Physical properties are evaluated on the basis of carefully conducted laboratory tests. Procedures for laboratory testing are presented by Lambe. 2 Soils, either of natural or artificial deposition, are complex three-phase materials consisting of solids, water and gas (usually air or water vapor). One of the most important principles in soil mechanics is based on the concept of effective stress in the soil-water system. A stress, a, applied to a saturated soil is taken partly by the soil particles (effective stress, a'), and partly by the water in the voids (neutral stress or pore water pressure, u,) so that a' = a - u,. Only the effective stress affects the mobilization of frictional resistance between soil particles. In partially saturated soils, the pore-water pressure is negative due to capillary effects. The effective stress relation remains valid for small negative pore pressures, but anomolies arise if the soil is significantly unsaturated. In this case, the pore pressure is commonly assumed as equal to the pore air pressure, u,, so that [ u' = u - u..] 6.1.3--SOIL EXPLORATIONS Soil explorations are carried out by borings or test pits. Hvorslev3 has reviewed procedures and boring requirements, such as, type, depth and spacing employed. In general, soil strata are logged and representative exploratory samples are recovered for classification purposes and for determining the subsurface soil profile, which is constructed utilizing also knowledge of the geology of a site. 24.1-BASIC PRINCIPLES JAMES R. TAYLOR The basic principle involved in maintenance is protection of a company's investment through the care and upkeep of machinery and equipment, buildings and properties. Maintenance is justified through making available to the maximum extent possible the facilities, machines and services required by the operating and production departments in their function of insuring optimum return on investment. As the size, cost and complexity of the equipment used in modern mining and related industries increase, operating and production personnel become proportionately more dependent upon maintenance engineering for its contribution to the overall profit picture. A greater part of the total cost now is charged to maintenance and the maintenance group becomes a major company unit. Basic maintenance concepts have changed very little over the years, but the advances in methods and technique have brought about tremendous challenge and have in consequence assumed a greater influence and importance. The older "sledge- hammer" methods have given way to engineered and scientific systems, while the accelerating development of intricate equipment and machinery, and the instrumentation essential for control, demand an ever-increasing upgrading of maintenance personnel. Regardless of this growth in importance, cost and complexity of the maintenance function, it is important to remember that it is not an independent and self-sufficient unit, but is a necessary facet of the entire plant operation and is subject to the company's total production effort. As one part of a team, maintenance is successful only when functioning cooperatively wit11 the other departments it serves Close collaboration in all areas served by n maintenance group is essential if it is to function fully to protect the company's investment, whether the assets are in machinery, materials or people. 24.1.1-MAINTENANCE SCOPE Maintenance functions may be grouped into the two general classifications of primary and secondary. This grouping constitutes a basic division although, in practice, the scope of the maintenance activity varies in each mine or plant and is subject to differences in size and type of operations and company policy, plus the influence of precedent, which may be sectional or industry-wide. The primary functions supply the justification for the maintenance engineering department. while secondary functions are variable according to plant conditions and needs. The primary functions may be categorized as follows: 1. Maintenance of existing machinery and equipment. 2. Maintenance of existing buildings and grounds. 3. Inspection and lubrication of equipment and machinery. 4. Utilities generation and distribution. 5. Alterations to existing equipment and facilities. 6. Installation of new equipment and facilities. 7. Instrumentation.

"After industrial sand has been mined and processed, the finished product is typically loaded into small bags of 45 kg (100 lb) or less, large bulk bags of 454 to 1,361 kg (1,000 to 3,000 lb), or vehicles such as trucks or trains for transport to end users. As the sand is being transferred and loaded, dust can be released into the work environment, potentially exposing workers to respirable crystalline silica. A number of control technologies have been developed and utilized in an effort to reduce dust liberation during loading operations. For bulk loading into trucks or trains, the U.S. National Institute for Occupational Safety and Health (NIOSH) evaluated one of these technologies, the Dust Suppression Hopper (DSH), at two industrial sand processing plants. Results from these case studies show that the DSH reduced airborne respirable dust levels by 39 to 88 percent, depending upon the product size being loaded.IntroductionInhalation of respirable crystalline silica dust can lead to the development of silicosis, a disabling and potentially fatal lung disease. Once contracted, there is no cure for silicosis, so the goal is to prevent the development of the disease by limiting exposure to respirable dust containing crystalline silica at or below the exposure limit of 50 µg/ m3 recommended by the U.S. National Institute for Occupational Safety and Health (NIOSH, 2002). At industrial silica sand operations, the product contains high levels of crystalline silica, so effective control technologies are needed to minimize the respirable dust exposure of workers.NIOSH, in partnership with the Industrial Minerals Association–North America, published a dust control handbook (NIOSH, 2012) focused upon control technologies for industrial- mineral mining and processing operations. One chapter in this handbook discussed technologies for controlling dust liberated during bulk loading, including telescoping loading spouts, dust collection systems for loading spouts, enclosures for load-out areas and a newer technology known as Dust Suppression Hopper (DSH)."

The Sacramento Regional County Sanitation District has implemented a billion-dollar interceptor system master plan, including the 31 km (19 mile) long Lower Northwest Interceptor (LNWI). For the two LNWI Sacramento River crossings, pipe-jack/micro tunnel drives in excess of 300 meters (1,000 ft) from 30 meter (100 ft) deep shafts in mixed soil conditions below the water table were considered, as were600 meter (2,000 ft) tunnel drives utilizing pressurized-face tunnel boring machines. Operation and maintenance concerns, predicted flood scour, and levee concerns are discussed. A risk assessment process was used to select both profile and construction method. Construction will begin in mid 2004.

The methyl stretching vibrations for a series of normal and iso xanthates were determined using an infrared spectrophotometer, and the results were compared with the published information on the corresponding alcohols. The frequency shifts of methyl stretching vibrations may be attributed to the inductive effect of polar groups. The hydrogens in the shorter chain alkyl groups are somewhat polar and can be expected to interact with water molecules by hydrogen bonding. Contact angle, surface tension lowering, and solubility appear to be related to the induced polarity of the alkyl groups.

Pillar recovery has been associated with nearly one third of roof fall fatalities in underground coal mines during the past decade. Safe pillar recovery requires global stability and local stability. Global stability is addressed primarily through pillar design. The local stability risk factors include cut sequence, the final pillar stump, supplemental supports (timbers vs. Mobile Roof Supports (MRS)), roof bolting, and many others. The National Institute for Occupational Safety and Health (NIOSH) has evaluated each of these factors through field research and analysis of accident statistics. The paper discusses design methods and technologies that have been transferred to the mining community and implemented.

30.1-THE SCOPE OF SYSTEMS ENGINEERING JAN M. MUTMANSKY JAN M. MUTMANSKY 30.1.1-DEFINITIONS The terms "systems engineering," "systems analysis," and "operations research," common in today's technical literature, often are interchanged because of their similar meanings. However, some differences exist which need explanation. The most convenient way to achieve an understanding of the differences is to start with the definition of a system, namely, a collection of components which interact in a specific manner to accomplish a common objective. Accordingly, a haulage truck, a computer, a missile, a mining company or a nation each may be considered a system. Systems engineering generally can be defined as the conception, planning, design and engineering of any system of interacting elements so that the objective of the system is automatically optimized. Thus, systems engineering normally is con¬cerned with systems not yet activated.',' Systems analysis may be described as a scientific method of making decisions based on a quantitative or other objective evaluation of all action alternatives. It is very similar to systems engineering but usually is not considered to be restricted to problems of design prior to use. While the previous two disciplines are somewhat vague and can encompass a great variety of engineering functions, operations research can be more specifically defined as the application of mathematical models to the problem of optimizing the objective of any predefined system. Systems analysis and systems engineering are closely aligned sciences but opera¬tions research differs in the following ways. First, it generally is associated specifically¬with optimization and mathematical models while the other two often are not. In addition, it, is used predominantly on well-defined problems which can be ex¬pressed in mathematical terms. However, systems engineering or systems analysis may deal with highly complex social or governmental systems which may be ill¬defined and unsolvable by the classical methods of operations research. Finally, systems analysis and engineering always strive to look at the entire system to avoid the problem of suboptimization often necessary in operations research because of the necessity for a mathematical model. Because of his more extensive system, however, the systems engineer often is less able to find the optimal system. In summary, operations research, systems analysis and systems engineering are very similar in purpose but one, operations research, is more mathematical in nature and forms an important part of the other two activities. Other definitions which may be helpful are provided by Griffiths 3 Wilson,4 Falkic 5 Hall,2 Quade and Boucher, 6 and Flagle et al. 1 30.1.2-METHOD AND TECHNIQUES The systems or operations research approach makes use of scientific problem solving. The basic procedure comprises the following general steps: 1. Definition of the problem. 2. Construction of a model of the system. 3. Testing of the model under known conditions.

To help local governments plan for long-term supplies of sand and gravel for buildings and infrastructure, the Utah Geological Survey is assessing natural aggregate resources (mainly sand and gravel) in the St. George, Utah area. Whereas much of the aggregate in the study area is adequate for road-base construction, high-quality aggregate for Port- land cement concrete is limited due to geology, and also due to land administration and environmental issues. Virgin River alluvial gravels southwest of St. George are generally poor sources of aggregate because they contain clasts of soft sediments and soluble minerals derived from Mesozoic rocks. Elsewhere, widespread secondary calcium carbonate (caliche), as rinds and matrix in gravel, lower the quality of material. Young river-terrace deposits in Fort Pearce Wash, and along the Virgin River above St. George are the primary sources of sand and gravel for the area. Alluvial fans on the east side of the Beaver Dam Mountains, and on the west side of the Hurricane Cliffs are also sources of aggregate. Stream-channel deposits associated with "inverted valleys" north of the towns of St. George and Hurricane, Utah, and older pediment gravels on the west flank of the Beaver Dam Mountains may be future sources of high-quality aggregate. Accelerated urban development during the 1980s and early 1990s has caused St. George and other communities in Washington County to encroach upon sand and gravel pits originally located in rural, undeveloped areas. Urban residents often view nearby sand and gravel operations as undesirable neighbors and pressure elected officials to close the pits. Pit closures effectively eliminate the remaining reserve from the sand and gravel resource base of the area. More- over, resources may also be lost as new homes are built upon undeveloped sand and gravel deposits. The St. George area is particularly susceptible to loss of aggregate resources because high-quality natural aggregate for construction is already in short supply. Moreover, most of the land in the study area is administered by the U.S. Bureau of Land Management and subject to various land-use restrictions. Much of this public land cannot be developed for mineral materials, such as sand and gravel, because of federal regulations protecting rare plants and animals, archaeological sites, and important watershed areas. Of particular concern to resource development are areas designated as Areas of Critical Environmental Concern, Wilderness Areas, and Wilderness Study Areas. Protection for Endangered Species is a critical element in all planning efforts. Those species present in the St. George area or in areas near- by include: the desert tortoise, southwestern willow flycatcher, Virgin River chub, and dwarf bearclaw poppy. As the St. George area is depleted and/or deprived of sand and gravel resources through extraction and urbanization respectively, construction costs will rise unless conservation measures are instituted. To avoid the loss of aggregate resources, the UGS is pursuing a program of data gathering and field surveying of surficial deposits to determine tonnage and quality of the remaining sand and gravel resources. The resource information from this program will help land planners, developers, and government officials make informed decisions concerning urban development throughout the region.

The development of larger size flotation machines, which started in the 1950's and 19601s, is still proceeding. The largest mechanical flotation machines available today have unit volumes in the range of 38 to 42 m3 (1,350 to 1,500 cft). In fact, the motivating forces of increasing capital and energy costs and decreasing ore grades, which created the need for large flotation cells, not only still exist, but are becoming more critical. This paper reports the development of an improved mechanism for these large flotation machines. The starting point in the development of a new mechanism was the identification of design and performance features of existing machines where improvements were desirable. The result of this work was a mechanism which is an improvement over existing designs. This new design is characterized by an efficient overhung stator and a vortex profile rotor. The overhung design of the stator removes unnecessary and undesirable baffling in the lowest parts of the tank, while maintaining a quiescent froth layer. This results in lower power consumption and better pulp circulation and solids suspension. The vortex profile rotor acts as an efficient pump, with higher pulp recirculation rates as evidenced by the increased air dispersion capabilities, good solids suspension, and low power consumption.

In today’s challenging mining environment, everyone is focused on minimizing cost per ton. With haulage costs approaching up to 45% of the overall mining costs, and loader performance driving production, optimizing payload on the truck is a big opportunity. This paper will focus on technology’s role in loaders achieving the truck target payload. There are constantly new innovations in technology, but not everyone uses them correctly. Technology is intended to help achieve the next level of performance, but still requires the right people and processes to effectively utilize the benefits. In today’s mining business, miners, engineers, trainers, supervisors, and managers have ever increasing roles and responsibilities as never seen before in past decades. Technology can make these roles more efficient, but fully relying on the technology can detract from optimization. Sometimes the old-fashioned method of loading to a consistent pass match will provide a lower cost per ton. The objective of this paper is to provide low-cost recommendations to efficiently increase production. INTRODUCTION Whether miners claim to have been around and experienced it all, or they are the data-driven new generation on the mine site, miners are expected to execute the mine plan at the lowest cost possible. So why is it so difficult to execute this task? Shouldn’t supervisors just have to staff the equipment, tell operators to have a safe day and tally up the numbers at the end of the shift? Let the technology system do the rest; what could go wrong? Lots. Having examined numerous mining operations that use the latest loading technologies over the past several years, one common denominator is the opportunity to improve loader operator performance. Mining companies seek help from consultants, training departments, performance reporting systems and an arsenal of resources. Armed with all this information, but the improvements don’t happen, what could have gone wrong? It comes down to people, not managing the resources to drive the right behavior and as a result, the mine’s performance is not where it should be. Understanding how to make “Great Miners” out of these people is critical to this constant struggle to move more with less and get the costs down. Extraction CPT (Cost-Per-Ton) is most sensitive to optimizing loader production which can be generalized into 3 categories of influence: machine specifications, cycle timing, and continuous management using technology. After establishing a basic production machine configuration, utilizing technology to manage cycle times, operator efficiency and payload can be advantageous. Prerequisites to Utilize Payload Management Technology It is important to begin with the primary considerations that enable the use of technology to continuously manage loading productivity. The inclusion of a new term "planned subsidence" in the Surface Mining and Reclamation Act of 1977 has lead the U.S. coal mining industry into a new aspect of engineering: subsidence planning. Subsidence planning has necessitated the integration of geotechnical, civil, and mining engineering disciplines. Although much of the foundation and application work has been completed, subsidence planning is still a developing area. This paper discusses the application of subsidence planning in several brief case studies (a high voltage transmission tower, a sewage treatment plant, and a slurry impoundment), emphasizing the risk assessment aspects necessary to account for some of the uncertainties that may exist.

23.1-SOURCE, POWER-SYSTEM ELEMENTS A. J. T HUM Basic considerations in providing power for mine production and collateral operations are: 1. Mining operations of any size normally use electric motors for driving all equipment except mobile service units. 2. The electricity for power may be purchased or self-generated, depending on the location, size and specific operating circumstances of the individual property. 3. The major elements of the power system will be the source, either an incoming transmission line from a utility in the case of purchased power or the power plant if self-generated. Energy for the power plant may be water, hydrocarbon fuels, waste heat or nuclear, which will govern the type of prime mover selected. 4. The electricity normally is generated in the form of alternating current and must be distributed to the points of usage. This usually requires a primary substation for transformation to suitable voltages and secondary substations at points of usage throughout the operations, The power is delivered from the primary to the secondary substations over transmission lines or cables, depending on distances, voltages and local conditions. 5. At the points of use, there will be starting and protective devices for each motor. In some instances, direct current will be needed and rectifiers of various types can be used to provide it. 6. The entire electrical system requires suitable switching and protective devices to prevent damage to the equipment in case of power failues or faults; also, in most cases, sufficient metering to establish the demand and amount of electrical energy consumed. 23.2-PURCHASED POWER A. J. THULI 1. Where public-utility or government-generated power is available, it usually is advantageous for the mine owner to purchase rather than generate. Purchased power generally will be cheaper and more reliable than operating a small generating plant except in some cases where waste heat is available as the source of energy and can be used to supply all or a portion of the power requirements. 2. If it is decided to purchase power, the owner usually must participate in the cost of constructing the connecting line from the closest existing utility line to his point of usage. If the connected load is less than 1,000 lip, it probably is best to let the utility provide the primary substation. For larger connected loads the owner can obtain a more favorable "primary voltage" rate if he provides the primary substation to receive the incoming power and transform it to the distributing and usage voltages. 3. The cost of purchased power usually is made up of a demand charge, deter¬mined by the maximum amount of power the customer takes during any 15-min period throughout a month, and a graduated energy charge for the kilowatt-hours consumed-that is, so much for the first block of energy based on the demand,

The dissolution kinetics of cobalt in iodine/ iodide solutions were investigated using a rotating-disc technique. Variables studied included temperature, rotating speed, concentration of lixiviants and the pH of the solution. The overall dissolution reaction appeared to be limited by the mass transfer of tri-iodide through the diffusion boundary layer with an Arrhenius activation energy of <16.2 kJ/mol (4 kcal/mol) over the temperature range of 2 to 42ºC. The pH of the solution had little effect, as long as the pH of the solution was <8. However, when the pH of the solution became >8, the dissolution rate decreased dramatically, due to passivation. The rate of dissolution was in good agreement with the dissolution model developed by the authors earlier.
