Between 1989 and 2004 the Massachusetts Water Resources Authority (MWRA)constructed several major wastewater and water tunnels associated with three major projects in the Boston area of eastern Massachusetts. There were many similarities and differences in the bedrock conditions encountered and among the contractual approaches for these independent projects. Through a clarification of the approach similarities and analysis of the contract differences, this paper addresses and presents what are considered to be valuable lessons learned. In doing so, the paper follows the evolution of such disparate issues as contract conditions, baseline reports and dispute review boards. The authors believe that the lessons learned even represent what, in certain cases, could be referred to as “universal truths” that are intended to have application to the next generation of tunneling contracts.

Construction of the Boddington Mine 130 km (81 miles) southeast of Perth, is about 89 percent complete. When the $2.9-billion development is finished, it will be the largest gold mine in Australia, producing 31 t/a (1 million oz/year), according to project majority owner Newmont Mining. Newmont?s acting regional group executive for Asia Pacific, Philip Stephenson, told a gold conference in Australia that the project would be ?the biggest thing for Newmont this year.? The project has been in the works for more than 10 years, but because of a three-sided ownership and fluctuating gold prices, it struggled to get started. However, Newmont is set to become the full owner of the project and is moving ahead on the low-grade project. ?We are targeting annual production of 31 t/a (1 million oz/year) for each of Boddington?s first five years. When it is in full production, Boddington will be the largest gold mine in Australia,? Stephenson said. ?The mine?s costs applicable to sales will be around US$9.64/g (US$300/oz) and that puts Boddington into the bottom quartile of the global cost curve. ?Strategically for Newmont, Boddington coming on-line will improve Newmont?s overall global geopolitical risk profile as it delivers greater exposure to an AAA-rated country.? Boddington has a projected mine life of 20 plus years. It has current total reserves of 622 t (20 million oz) and rising. Stephenson said Boddington has the largest reserve base of all gold projects in production or those that are about to go into production in A-rated countries or better. And it will be an important asset for many years to come. Newmont will acquire the remaining 33 percent share held by AngloGold Ashanti in a deal that should be concluded in the next two months. In 1950, about a third of the world?s population lived in cities. That figure has steadily risen throughout the following decades. Now it is believed that about 60 percent of the estimated 8.1 billion people in 2030 will be living in urban areas. The strain on infrastructure in cities in the developed world is already showing. And the rapid growth in developing nations today is adding to the shortage of materials, equipment and labor needed to keep up with this growth. So, while materials and labor may be in short supply, there is no shortage of work for the underground tunneling and space industry. In June, 718 of those professionals from around the world were in San Francisco, CA for the North American Tunneling (NAT) conference, put on by the Underground Construction Association (UCA) of SME. The attendees spent the three days of technical sessions listening to international authors discuss the state of the industry, new technologies that have become available and updates on major tunneling projects throughout the world. The accompanying exhibit attracted 79 vendors, who displayed the latest in tunneling and underground space equipment and services. In addition to the technical sessions and the exhibit, the NAT featured three short courses ? ?DRB Process Update Workshop,? ?Soft Ground Tunneling Technologies? and ?Underground Blasting Technology and Risk Management.? And the post-meeting field trip to the Devils Slide tunneling project near San Francisco was sold out.

Mediterranean regions such as Greece, Turkey, Cyprus, Corsica and New Caledonia have experienced epidemics of malignant mesothelioma as a result of non-occupational, ??domestic?? exposure to tremolite asbestos and fibrous erionite. This exposure to tremolite asbestos and fibrous erionite is typified ??domestic?? due to its prevalence in regions with natural deposits of tremolite asbestos (or fibrous erionite) where the material from tremolite asbestos or fibrous erionite is used for domestic applications such as whitewashing. However, these exposures may be useful in examining the potential consequences of even small amounts of amphibole asbestos fibers in the ambient air. It can also elucidate the effects of fibers that behave like amphibole asbestos. However, this type of exposure is not useful for studying the potential effects of small amounts of asbestos in the ambient air of big cities due to the differing nature of the fiber types and modes of exposure between the regions. © 2008 Published by Elsevier Inc. The Canadian mining industry is one of the strongest in the world. Not only does the country produce a sizable amount of minerals and metals, Canada plays host to hundreds of global mining companies, large and small. The country, for the most part, recognizes the importance of natural resource development, particularly mining, to its economic well being. Like any country, though, there are federal and provincial regulations on the books that the industry takes issue with. But there are also certain economic incentive programs in place to encourage exploration and mine investment. And, unlike the industry and the United States government, the Canadian government and mining industry appear to have a reasonable working relationship.

Introduction The issue of coal mining safety plays an important role in the United States' growing dependence on coal to supply its future needs. This article will address the federal government's role, principally the US Bureau of Mines, in meeting this challenging growth and demand while reducing the social and economic costs attributed to injuries and fatalities in underground mining. Some interesting facts and projections with respect to the nation's energy picture will be discussed. This includes the distribution of its reserves and the projected role of coal in the energy and economics of the nation's future. Underground mining will continue to be an important means of providing this coal. The author will discuss how the Bureau of Mines' research program addresses the problems of health and safety that grow out of the demand for more coal. Future projections First, a synopsis of salient facts and projections concerning the US's situation with respect to energy and the economy. Figure 1 depicts the relative quantities of recoverable energy reserves in the United States by their type. Most people are aware of the nation's use of oil. We hear a lot about natural gas. And we are aware of the controversy over the use of nuclear energy. But, while looking at Fig. 1, the question becomes, "Where will our fuel to meet the demand for energy in the future most certainly have to come from?" With 82% of the nation's recoverable fuel reserves being coal, the answer is irrefutable. Coal will be that source. Figure 2 is the present market for coal. It shows that 77% of the coal mined goes to supply electric utilities. Therefore, the coal industry as a whole is most sensitive to the trends and demands for electricity. It is less affected by what happens in other markets, such as export and direct industrial use. In fact, the coal industry is three times more sensitive to the electric utility market than to all other markets combined. Therefore, the trend in the demand for electricity must be examined. Electricity demand is expected to increase steadily over the next 15 years. It is projected to grow from its present 2.3 trillion kWh per year to 3.5 trillion kWh per year by the year 2000. The fuel to supply this increase in demand must come from somewhere. The question is "How much of this extra fuel will be coal?" Although the demand for electricity is predicted to increase, the demand for coal does not necessarily follow. Coal must maintain its fraction of the energy sources used for electricity generation if its demand is to increase at the same or greater rate as electricity. Except for a near-term dip in demand due to a slight increase in nuclear capacity, the domestic electric generation accruing to coal will go from 56% in 1985 to more than 60% in 2005. Thus, the predicted trend is for coal to become a larger part of the fuel mix for electric power generation. Similarly, looking at the most recent forecast for total coal consumption trends, it can be seen that for electric power generation alone, the coal industry must be able to supply an additional 316 Mt/a (348.5 million stpy) by the year 2000 (Fig. 3). It must be stressed here, though, that without significant improvements in mining safety, it can also be easily predicted that injuries and fatalities will increase in proportion to the increase in coal production. Will society consider that acceptable? This author does not believe so. Figure 4 examines the effect of coal prices on the price of electricity. The projections show that the already high proportion of fuel cost will become a greater fraction of the consumer price for electricity. Specifically in 1985, 36% of the price of electricity was the cost of the fuel. In 1995, 46% of the price of electricity will be the fuel cost. That implies that the price of coal will have an increasing influence on the consumer price for electricity. Thus, as coal is used more to generate electricity and as fuel becomes a greater

The Toulon Tunnel project is a key component of the highway corridor on the French Riviera between Marseille and Nice and is a fundamental transportation infrastructure for the region. The first design studies started in the 1960s. The tunnel project is comprised of two separate tunnels: south and north. The north tunnel was built between 1992 and 2002 after 10 years of difficult construction. On March 15, 1996, for example, a collapse of the tunnel in the Marchand area generated a sinkhole in the city center, causing a 20-month delay. The south tunnel alignment runs parallel to the north tunnel below Toulon?s historical downtown at a depth of 20 to 40 m (65 to 131 ft) with some areas with less than 10 m (32 ft) of cover. The risk management program was studied to be a state of the art program in urban tunneling construction.

Controlling dust generation and keeping it below permissible limits to meet federal dust standards at the working face of a roomand-pillar coal mine is a challenge for a mine operator. With the recent changes in federal dust regulations requiring lower worker exposure, maintaining compliance has become increasingly difficult. The current most effective practice of dust control at a continuous miner face in an underground mine is the use of a flooded-bed scrubber. A study carried out by the National Institute for Occupational Safety and Health (NIOSH) indicated that a flooded-bed scrubber could achieve cleaning efficiencies between 58 and 90%. But, the operation of such a system is maintenance intensive. The flooded-bed scrubber screen becomes clogged with dust particles and requires frequent cleaning to maintain performance. However, the dust control issue is not solely a mining industry problem. Other industries face similar issues. The University of Kentucky collaborated with Toyota Motor Manufacturing on the development of a novel wet scrubber, called the vortecone scrubber, for capturing oversprayed paint particles in automotive paint booths. The vortecone scrubber achieved a cleaning efficiency of 99% and required minimal maintenance. This study aims to assess the ability of this vortecone scrubber to capture respirable dust in an underground coal mine. The paper presents the results of computational fluid dynamics (CFD) modeling of this vortecone scrubber. It discusses the effects of air quantity and dust particle size on the performance of the scrubber.

Traditionally, the choice amongst different upgrading techniques or in finding the optimum operating conditions for a given upgrading technology depends on whether one is looking at the grade or the recovery of the valuable mineral in the concentrate. In fact, the conclusions are not usually the same. This is because the best technique or optimum operating conditions for the highest grade are not the same as the conditions to achieve the maxi-mum recovery. Therefore, a unique measure that takes into consideration both grade and recovery is urgently needed. Finding such a measure is the objective of this paper. A proposed measure provides a selectivity index in the range of 0 to 1, where 0 is no selectivity and 1 is ideal selectivity. The index can be obtained by plotting the so-called Fuerstenau upgrading curve, which relates the recoveries of the components in products of separation and a running regression applying a one-parameter equation. The measure was applied to assess the selectivity of selective flocculation under different operating conditions when used as a sensitive upgrading technique for ultrafine ground ores. After applying the proposed selectivity measure in the case of the selective flocculation of ultrafine Egyptian iron ore without the addition of cations, it was found that the optimum conditions are pH 11, 1 kg/t sodium silicate and 0.4 kg/t potato starch with a selectivity index of 0.55. With the addition of cations, the optimum conditions were found to be pH 11, 1 kg/t sodium silicate and 2 kg/t potato starch with a selectivity index of 0.65. It should be noted that determining these optimum conditions using the traditional grade or recovery measures was highly ambiguous.

Waste phosphatic clay presents a difficult disposal problem and a significant loss of P2O5. Recent developments make this study on the use of phosphatic clay as a feed material for H3PO4 production worthwhile. (a) New data from Florida Industrial and Phosphate Research Institute (FIPR) suggest that the Bclay^ waste can be effectively treated by improved solid separation coupled with flotation to produce feed material for recovering additional phosphate. (b) The use of BOLI Flowsheet^ provides capability to predict performance of aqueous-based processes for a range of possible operating conditions. Using the new FIPR data and BOLI Flowsheet^ enabled the design of a new process that can potentially extend the usefulness of current P2O5 ore deposits. Predictions using OLI Flowsheet were able to identify process conditions that effectively overcome the difficulty of high Mg content of phosphatic clay. Estimated manufacturing cost in the current study lead to valuation of the P2O5 content of the phosphatic clay recovered/utilized at 60 to 70% of that of the phosphate rock feed material currently used. Phosphatic clay should be considered as a valuable material that is currently given zero value. The SDSU tunnel and underground station are the first of these type facilities to be constructed by the Metropolitan Transit Development Board. Because there is no previous experience, and because tunneling activities are associated with some risk, he MTDB has undertaken a very proactive and wide reaching program to identify and control risks during construction. Finally, because the tunneling activity and underground station is on the San Diego State University, MTDB is working closely with their staff to identify construction impacts and mitigation’s, and thus ensure a quality project for both agencies.

Bauxite residue (red mud) is an alkaline waste derived from the industrial process for extraction of alumina from bauxite ore. Some bauxite residues contain considerable concentrations of critical metals, for example, rare earth elements. Lithium in red mud was also reported as a potential resource. In the current study, a Li-rich red mud was leached using acetic acid to investigate the leaching behavior of lithium followed by neutralizing with hydrochloric or oxalic acid. By neutralizing red mud using diluted hydrochloric acid (0.01 mol/L), 58.04–60.27% of lithium was leached using 25% acetic acid at 95 °C for 60 min. In the meantime, more than 95% of sodium and 85% of calcium were also dissolved in the leachate solution. While oxalic acid (0.5 mol/L) was used to neutralize red mud prior to acetic acid leaching, lithium performed lower leaching efficiencies (42.41–46.88%) in comparison of using of hydrochloric acid–neutralized red mud. Nevertheless, these leaching efficiencies of lithium were close to that of calcium and much higher than those of sodium under the condition. In this study, 25% (v/v) of acetic acid, at 85 °C for 60 min, was demonstrated as optimum conditions for lithium extraction from oxalic acid–neutralized red mud using acetic acid. The results would be useful and of interest for lithium recovery and purification from red mud.

The structural design of a mine haul road involves the determination of cover thickness requirements above the in-situ or sub-grade material. The specification of these layerworks is a critical component in the overall road design process. Poor design often leads to premature failure of the road, safety is often compromised and productivity and equipment service-life will certainly decrease. Historically, the California Bearing Ratio (CBR) cover-curve design method has been widely applied to the structural design of mine haul roads. More recently, established mechanistic design principles have superceded the CBR approach to haul road design, using a multi-layer model to represent the various road structural layers. The structural design and associated layer thickness requirements are then determined following a maximum strain criterion. This paper develops a case-study evaluation of the CBR cover-curve and mechanistic design methodologies and through a comparative analysis of layerworks and materials, highlights how improved structural design can be achieved mechanistically.

Impregilo/SA Healy JV recently completed this Project using the first slurry shield TBM’s in the United States. The Project used two TBM’s to mine 18,000 feet in sands, gravels, and silty alluvial materials under the Willamette River and downtown Portland, Oregon. This paper discusses alignment and geological conditions, equipment selection and plant setup, and tunnel excavation means and methods, parameters, and results. Extensive hyperbaric operations were required and will also be discussed.

Minerales Monclova, S.A. de C.V. (MIMOSA) is owned by Grupo Acerero Del Norte (GAN). This company has 4 underground coal mines and 1 open pit to feed it?s steelmaking facilities located in the city of Monclova in the North of México in the state of Coahuila. The current underground mines are Mine 3, 5, 6 and 7 and the future projects are Mines 8 and 9. In the last years Mines 2 and 4 have been closed because they finished their coal resources. The remaining mines have bigger production and developments requirements in order to accomplish the goals of the company. The mines have been working in deeper and gassier areas. These conditions have required improvements in the ventilation design and methane control systems for all the mines. In some cases the ventilation of some of the MIMOSA?S mines has been increased 80%, and besides this, an intensive methane drainage program has been applied using horizontal in-seam boreholes and gob wells. The short-term ventilation plan includes the construction of 3 new vertical shafts with 5 and 6 meters diameter for Mines 5, 6 and 7 and the purchasing of bigger new main and backup fans for each one of these mines. One of these vertical shafts and the purchasing of the first 2 fans is already in process. This paper will explain the evolution and results of the ventilation and methane drainage systems in MIMOSA and the ventilation planning for the future years.

Vast improvement in methods of design and analysis of the long- term stability of overburden above room and pillar mines is needed. Improved methods are vital for planning and land development and for prediction above existing, presently stable, room and pillar mines. As shown on the flow chart in [Figure 1], the assessment of the long-term stability is an integral part of the site investigation process regarding mitigation of surface damage effects. In Illinois, flat farmlands with subjacent coal reserves cover vast areas. In some of these areas high extraction of the underlying coal layer(s) may not be possible since the resulting surf ace subsidence combined with a pre-existing shallow water table would make the land too wet. Thus recovery of this coal might only be accomplished by room and pillar mining where the ground surface does not subside and the hydraulics of the overburden are not significantly affected.

NIOSH’s Pittsburgh Research Laboratory is currently involved in research to identify silica dust generation in underground metal/nonmetal mines. The ultimate goal of this research is to develop control technologies to reduce worker exposure to respirable silica dust. Commodities and job classifications with the highest silica dust exposure have been identified through analysis of the Mine Safety and Health Administration (MSHA) compliance dust sampling database. Dust surveys were conducted in an underground limestone and gold mine to investigate silica dust sources, generation levels, and controls being used. A summary of the mining operations, sampling procedures, resulting data, and suggested methods to improve the dust control will be provided.

In this study, the flotation performances of ethoxycarbonyl thionocarbamate (ECTC), dialkyl thionocarbamate (DATC) and xanthate copper sulfide collectors are compared by the structure-reactivity relationship using generalized perturbation theory and density functional calculation at the B3PW91/6-31G(D) level. The electron-donating power of xanthates is strong and, therefore, xanthates can strongly react with metal cation on the surfaces of copper and iron sulfide minerals through the formation of normal covalent bonds. This explains the poor selectivity of xanthates and also the high pH levels (above 13) required for the flotation separation of copper/iron sulfide minerals. DATCs are more selective for copper sulfide flotation, particularly against gangue iron sulfides. Although less powerful than xanthates, DATCs can perform copper/iron flotation separation at lower operating pH (commonly at pH levels below 11.5). ECTCs use an ethoxycarbonyl replacing an alkyl N-substituent in DATCs. The presence of the ethoxycarbonyl group effectively changes the functional group of collector from -C(=S)NH- to -C(=S)NHC(=O)-. The strong electron-withdrawing ethoxycarbonyl group adjacent to the C=S group decreases the electron density of the sulfur atom, which improves ECTC?s selectivity against iron sulfide minerals at slightly alkaline conditions. The lowest unoccupied molecular orbit (LUMO) of ECTC, which is constituted by the pz-orbit of every atoms in the conjugate -O-C(=O)-N-C(=S)-O- group and which is pleased with accepting richly d-orbital electrons (feedback electrons) from the (t2g)6(eg)3Cu(II) or t6e4Cu(I) configuration of copper cation on the surfaces of copper sulfide minerals, resulted in the formation of dative p-bond. The iron atom, which has a (t2g)6Fe(II) or (t2ga)3(ega)2 Fe(III) configuration on the surfaces of iron sulfide minerals (Fe(III) is the predominant composition at alkaline conditions), has difficulty in offering its d-orbital electrons (feedback electrons) to ECTC?s LUMO. ECTC collectors are powerful for copper sulfide minerals and very selective against iron sulfides, which has been further confirmed by UV spectra and bench-scale and industrial-scale flotation tests.

Refractories are unique ceramic materials, which are used in large quantities in steel making furnaces, metal smelting vessels, and glass melting tanks. They are required to possess high thermal shock properties and good slag corrosion resistance as well as creep resistance at high temperatures. Therefore, they are made from very refractory minerals such as lime, periclase, corundum, spinel, and zirconia. Slags are vitreous materials produced as a residue in steel refining processes. They cover a wide range of compositions and may contain pure oxides, silicates, and sulfides as well as fluoride phases depending on the melting and smelting processes. These minerals exhibit spectacular cathodoluminescence color under electron bombardment; therefore, cathodoluminescence (CL) microscopy is found to be a superior technique for the characterization of refractory corrosion by slags. Examples included in this study are (1) reaction of fluorine containing mold slags with ZrO2-C nozzle refractories promoting crystallization of the Cuspidine, Ca4Si2O7(F,OH)2, (2) corrosion of fusion cast refractories in TV panel glassmaking furnaces and formation of glass defects, and (3) reaction of spinel based castable refractories with copper smelting slags.
