In an exchange of views with the Program Chairman for the Technical Session on Industrial Minerals and Investment in Foreign Countries, it was agreed that it would be more interesting to approach the problem of mineral investment in foreign countries in a more general framework and not confine it to industrial minerals. Therefore, this Bureau of Mines report is proposed to examine current attitudes toward investments in foreign mineral resources and restraints that they impose on investments necessary to assure supply for future global mineral needs.

To investigate how deformation failure occurs in roadways surrounding rock, the relationship between cohesion and plastic shear strain of the strain softening model and the equation for calculating the shear strain of a rock mass in the ultimate elastic state are derived. On this basis, the equality relationship between the built-in maximum shear strain increment and cohesion of FLAC 3D was established to give a more intuitive picture of how the cohesion of the roadway surrounding rock changes. The cohesion attenuation and deformation of the surrounding rock are analysed. The results show that significant deformation in the roadway surrounding rock was caused primarily by the development of large areas of highly softened plastic rock masses towards residual strength. Taking the floor overhead-mining roadway under different rock pillar thicknesses (RPTs) in the Xinglongzhuang Coal Mine as an example, the results demonstrate that investigating the cohesion distribution inside the roadway during mining operation can provide a more intuitive, more accurate description of the degree of failure of the surrounding rock at any point of the roadway, as well as the overall failure range of the surrounding rock. The simulation agrees well with the field monitoring result and seems to be more practically useful than simply analysing the coverage of shear plastic zones. Based on the failure range and degree of roadway surrounding rock with different RPTs, three support schemes are designed. Classified support was implemented for roadways under different RPTs, which realizes the effective control of roadway surrounding rock.

The unit-train concept of moving raw materials .is considered by many railroad men as the most signifigant contribution to reducing rail freight costs since the introduction of the diesel locomotive. The idea, which involves assigning railroad equipment to only one haul and keeping the equipment rolling results in the maximum utilization of equipment. For example before the unit train was plaged in servige on coal hauled to one of Mid. Continent's customers, about 900 cars and 9 locomotives were needed to move the coal requirements for this plant, compared with. 250 cars and 6 locomotives used by the present scheduling of unit trains. If the economics of unit-train movements are to be achieved, coal companies no longer can use railroad cars as small storage bins on wheels to accumulate their coal in trainload shipments, but, rather, must build large bins which incorporate facilities for the rapid loading of railroad cars in a minimum length of time. In this manner railroad equipment is operated at a high degree of efficiency 'with consequent dollar savings. After negotiations between Mid-Continent, the customers and the Railroad, it was decided a unit train loadout and storage facility at Carbondale was required in order to reduce the delivered price of coal to the customers and thereby contribute to the reduction in the cost of manufacturing steel. Carbondale was selected as the bin site location, because the cost of constructing a railroad to Redstone could not be justified for the tonnages anticipated.

Several hydrometallurgical leach processes have been recently proposed for the recovery of copper from copper concentrates. These include the Cymet Process of Cypress Metallurgical Processes Corporation, the Arbiter Process of the Anaconda Company, and the Treadwell Process of Treadwell Engineering company(1). These processes and similar processes for recovery of other minerals, have several phenomenological similarities which make their quantitative description difficult at best. These include (a) the presence of more than one phase, (b) non-uniform mineralization of the feed concentrate, (c) surface and diffusional effects, and (d) a particle size distribution which varies with time. Semi-theoretical, rather than purely empirical, treatment of such processes in their developmental stages will result in a better understanding of the physico-chemical mechanisms in effect. This, in turn, will allow reliable process designs to be made on reasonable time scales for reasonable development costs. Once a production unit is built, such an approach will provide straightforward methods for process control and optimization. A research and development effort to determine criteria and procedures for semi- theoretically characterizing such mineral leach recovery processes has been initiated in a joint venture by the Arizona Bureau of Mines and the College of Mines at the University of Arizona. This group has as its task the mathematical characterization of hydrometallurgical leach recovery processes using semi- theoretical mechanisms for the underlying phenomena. The resulting models are experimentally verified and parameterized on the laboratory scale in such a way that they can be utilized with similarity criteria to provide reliable scaleup to production designs. This discussion will be centered around the elements of such an approach and how they fit together.

Removal of S02 from smelter gases is being investigated, using an innovative technique that results in the almost simultaneous recovery and production of elemental sulfur. S02 is removed from the gas stream by scrubbing with suitable aqueous salt solutions or high-boiling organic fluids. The S02-laden liquor is then reacted with H2S Crystalline, high-purity sulfur is instantly precipitated and, after filtration, the regenerated liquor is recycled. The H2S required for the process is produced by reacting a portion of the recovered sulfur with hydrogen or with methane and steam. The chemistry and results of preliminary laboratory research are discussed.

This paper presents the results of laboratory experiments for the detection of electric signals from Fiber Reinforced Polymer (FRP) sheet samples which have undergone a temporally increasing loading of bending type up to fracture. Electric signals that were recorded while the sample was subjected to bending are referred from now on as Bending Stimulated Currents (BSC), in order to differentiate them from the relevant signals emitted by materials that suffer uniaxial compressional stress. The latter signals are referenced as Pressure Stimulated Currents (PSC). BSC emitted from FRP sheet samples presented here, were recorded after applying three successive load steps to samples. The increase rate of applied stress was about 0.15kN/s. Initially starting from low load values to higher load values until the FRP sheet reaches at a state just before its failure. The BSC records from FRP samples are compared to equivalent recordings from cement mortar beam and distinguishable differences are discussed.

This summary of international mineral exploration activities for the year 2010 draws upon available information from industry sources, published literature and U.S. Geological Survey (USGS) specialists. The summary provides data on exploration budgets by region and mineral commodity, identifies significant mineral discoveries and areas of mineral exploration, discusses government programs affecting the mineral exploration industry and presents analyses of exploration activities performed by the mineral industry. Three sources of information are reported and analyzed in this annual review of international exploration for the year 2010: 1) budgetary statistics expressed in U.S. nominal dollars provided by Metals Economics Group (MEG) of Halifax, Nova Scotia; 2) regional and site-specific exploration activities that took place in 2010, as compiled by the USGS, and 3) regional events including economic, social and political conditions that affected exploration activities. These were derived from published sources and unpublished discussions with USGS and industry specialists.

A modified coal flotation characterization procedure, referred to as the Advanced Flotation Washability (AFW) technique, has been developed which, compared to traditional procedures, provides a more accurate prediction of the optimum separation performance achievable by a froth flotation process. The AFW procedure uses a vertically-baffled flotation column which provides enhanced selectivity among particles of varying degrees of hydrophobicity due to a plug-flow environment and an improved carrying-capacity environment. In fact, the separation performance of the traditional procedures was enhanced by increasing the possibility of operating under improved selectivity conditions. The separation performance provided by the AFW procedure was superior to that obtained from multiple cleaning stages using commercially-available flotation columns under both kinetic and carrying-capacity limiting conditions.

Although much has been said about the high cost of exploration, both at home and overseas, little of a specific nature has been published on actual finding costs, if indeed such data has been developed. This contrasts sharply with our sister industry, petroleum, where finding costs for oil and gas are available for virtually any country In the world. The reason is largely attributable to the genetic complexity of the hard minerals, as opposed to petroleum, and the increasing difficulties we are facing in the search for new orebodies. We have available to us data on the annual exploration budgets of most of the major mining companies which show them to run into the tens of millions of dollars. My co-panelist, Dr. Walthier, Director - Corporation Exploration, St. Joe Minerals Corporation, New York, NY, summed up the feelings of many explorationists in a recent keynote address when he stated, "I would not recommend a mineral exploration program of a general nature in North America budgeted at less than three to four million dollars annually, spread over four to five years -- or smaller amounts for more years". We have the fact that many of the major companies now prefer to "buy into" a new mineral discovery, particularly overseas, because of the high-risk and high-cost of exploration. Is there, then, a place for the small investor, let us say with a budget of under $200,000 per year and, if so, where and how? This paper is directed toward the above question and is based on experience gained while managing a limited international exploration program, on a shoestring, over the past three years.

Machine manufacturers’ recommendations on maintenance strategies of capital-intensive draglines are not always based on real data and therefore lead to losses from downtime. This paper proposes a preventive maintenance strategy for a dragline deployed in an opencast coal mine based on reliability-centered maintenance and failure-mode-effects analysis using real operational data. Reliability-centered maintenance replaced a cluster of critical failure components of the dragline while satisfying two specific conditions: (i) the components should be replaced at the earliest mean time to failure (MTTF) within the group and (ii) the time taken to replace all the parts should be equivalent to the maximum downtime within the group. Estimated threshold weightage factor identified twenty-six critical failure components for the preventive maintenance strategy, and clustering of components divided them into nine groups. In a group, the loss that is expected to occur by replacing some of the components before their failure, and the gain by reducing the overall maintenance downtime, has been explained through a cost-benefit analysis. The total net profit generated is calculated as US$200,178. This clustering activity also led to a reduction of annual downtime by 231 h, whose approximate market price as equivalent coal production costs $295,365.

Complete isolation of chromium (III) from the reference material (SARM 131), Upper Group 2 (UG2) chromite ore, and Merensky Reef mineral ore was achieved using ammonium phosphate salt as flux. Optimum pH (3.2–3.8) conditions and sample to flux ratios (1:25) were some of the factors that were critical for the complete isolation of chromium. Increasing the sample to flux ratio (1:50 excess) however resulted in the conversion of all the elements in the melt into a green solution (pH, 5.8–6.7). A different chromium compound was subsequently isolated from the green solution by allowing this solution to stand in an open vessel in a cupboard for a month during which time the pH decreased to pH 3.5–4.2. Quantitative analyses of chromium from the isolated precipitates of SARM 131, UG2 chromite ore, and Merensky Reef mineral ore indicated chromium contents of 41.87, 60.41, and 23.93% respectively which were very close to the chromium content in the original samples. Analysis of the chromium precipitates using IR indicated the presence of phosphates (1100–1200 cm−1 ) while SEM-EDX analysis showed the presence of microscopic crystalline particles with Cr, P, and O as the major elements. Further characterization of the chromium precipitates using XRD and Raman successfully identified the product as chromium (III) metaphosphate C-type (Cr(PO3)3, JCPDS no. 01-077-0672), in the isolated chromium precipitates.

Coal mined-out areas have a significant impact on mining safety and affect the pressure distributions of neighboring coal faces. The PFC3D software is used to study the goaf mechanical characteristics, and the core loading test verifies the rationality of the numerical simulation method. The results from the numerical modeling showed that the void ratio, particle size ratio, and particle size distribution of the rock particle sample (RPS) had a significantly remarkable influence on the compression deformation characteristics of the rock block. The parallel-bond tensile strength and parallel-bond cohesion had a notable impact on the compression deformation traits of the rock block only when the axial stress level was lower than 12 MPa. By contrast, when the axial stress exceeded 5 MPa, the effective modulus significantly influenced the compression deformation features. However, the stiffness ratio, loading rate, and parallel-bond friction angle had almost no effect on the compression deformation characteristics. Furthermore, when the stress level was less than 10 MPa, the stress–strain curves from the rock core samples’ numerical simulation and loading tests were approximately linear. In addition, the Pearson correlation coefficients of the stress–strain curves suggest that the goaf zone’s core numerical simulation results had a robust correlation with the loading test results. The findings of this study can serve as a reference for the field application of PFC3D software and safety assessments in goaves.

Surface mining applies to extraction of mineral resources from water and sediments of rivers, lakes, seas, and oceans; from solutions circulating through broken rock and soil; and from rock and soil excavated from the earth. Surface mining is responsible for the majority of mineral production in the United States and a substantial portion of the world?s total production. This section deals specifically with extraction methods which employ mechanical processes in a relatively dry environment to free minerals from the earth. The following section, Section 15, deals exclusively with aqueous methods. With recognition of the importance of reclamation in all activities which temporarily disturb the earth?s ecosystems, it is appropriate to classify mechanical extraction methods as either deferred reclamation or concurrent reclamation. Deferred reclamation is necessary when the shape and logistics of the excavation require that it remain open throughout the productive life of he project. Upon exhaustion of economic reserves, the opening is then reclaimed in a manner consistent with public safety, environmental acceptability, and land use policy. Methods employing deferred reclamation are commonly referred to as open pit or quarry mining. Metallic ores, industrial minerals, and coal are all extracted using open pit methods. Typical examples are provided in Chapter 14.1.

If the past is the key to the future, we will have ?tough? times maintaining Industrial Mineral reserves we have and proving new reserves around our plants and in new locations. The tough times will come from resources being more difficult to find, more hoops to go thru to make them Proven or Probable reserves. As always, Industrial Minerals require competitive quality, location, and costs. Since in most cases the market has suppliers, you will have to take away customers from their present supplier. This may take years or not happen even with lower cost higher quality raw materials. To determine the finished cost for a new deposit you need to design, determine capital costs, and operating costs for a new plant . Stripping, mining, hauling, processing, and transportation costs are part of the equation. After satisfying that your costs are in line you will need to do production tests to make sure the process works on the ore. You may want to complete permitting before purchasing the property. If you are new in the business you will have to prove you can deliver the right quality, the right quantity, on time consistently year after year at lower cost to take away a customer. Without being in the market this will be hard. The cut off grades to enter a market may be much lower than sale indicates because a competitor often lowers the price to keep you out of the market. We have many more items to check before the new deposits can be put on reserves. Our old reserves will require drilling to check for new products and prove that they do not contain items that would make them unusable for our product line or cause permitting problems. Archeological checks, wetlands, more water discharge testing, county zoning, and endangered species are among many items that have been added to mine permits. There will be more. A 4-6 page mining permit becomes 30-300 pages and consists of 5-15 permits, any of which might be a fatal stumbling block. It is not guaranteed that we can mine what we have on reserves. We may fight and lose. Oil-Dri?s loss in Reno and LaPort?s in England are examples where permitting failed. The NOx, sulfur, and carbon problems are just starting. Dioxin is in the background requiring monitoring on food products to Europe. What other anions, cations, endangered species, and land types are going to be problems in the future are guesses now. What new products are we going to have to test for and cause out of balance reserves? If there are none we probably won?t be here. We are competing for land use with ?Endangered Species?, wetlands, farming, forestry, cities, roads, and hunting. We?ve mined the best quality, low overburden, easiest to mine and process raw materials. The price of land and taxes are increasing. Old royalties are 2-3 times the present acre value instead of 8-10 times the property value when leased. Land taxes are up. It was and is best that we get the land in Fee Simple Title. This isn?t always possible. However, plants are closing and people have overlooked, made mistakes in drilling or interpretation of deposits. These may be opportunities. China is eating up high quality ?Industrial Minerals ?which have caused prices to rise. We may need to change our cutoffs? in terms of smaller pit sizes and higher overburden ratios. This is money in the bank. Overburden ratios and other items increasing cutoff costs need to be rethought. Suddenly doubling cutoff ratios for overburden and decreasing pit sizes are good alternatives to looking elsewhere where we might not be able to mine for a number of reasons. The higher prices make them competitive, especially when a competitor goes out of business. However, our low overburden ratios and short hauls around our plants are not safe from new roads, condemnation by county or city governments (N. J.), zoning changes (Reno, FL., CA, and environmental regulation changes (Buffers GA, MS). New roads ?Interstates? can take reserves, increase hauling distances and reduce tons per load. Let?s combine the Refractories, fullers earth, and bentonite industries and use the last 40 years as a guide to the future looking for problems and opportunities. Some or most of the following will apply to other minerals. WHERE DO WE LOOK? First, on our own properties, those next to our properties and on properties near our competitor?s plants. Where the profit margin has increased, the distance from the plant and thickness of overburden we can use is increased. The thickness of clay is decreased. For new locations we pick the ideal location and look at deposits and closed or open operations in ever increasing distances away from that location. We need to be aware of: 1. Increased transportation costs a. Access to Roads -Backhauls b. Haul with doubles and triples c. Railroads - Loading on sidings - Ability to get switches - Cars/backhauls versus rates 2. Cost of building a new plant 3. Cost of infrastructure 4. Cost of repair or new equipment when purchasing an operating or shutdown plant. 5. Local, state, and federal mine and environmental permitting. When exploring around an established operation expect that property acquisition, drilling, mining, stripping, and hauling costs will be greater due to them having second, third, or even fourth the pick of the deposits. I found this in New Jersey looking for refractories and around Quincy, Florida looking for attapulgite. You may be able to get some better properties because the operating company has angered some land owners, their drillers missed the clay, or the property wasn?t available when they were actively exploring for reserves. Increasing consideration is being given to simplifying traditional methods of tracing pipelines and maintaining required temperatures of stored fluids. Because of their reduction in capital costs, virtual elimination of maintenance. ease of control and "cleanliness"; interest in electrical techniques has accelerated. 1,2 Resistance cable and other heaters have been given some attention. but less well known in the recent introduction of thermal conductive coatings. This paper is addressed to the use of thermal conductive coatings for heating fluid-transport piping and storage tanks. Emphasis will be given to the simplicity, efficiency, and versatility of design and application which their unique properties further contribute to the general economics of electrical heating.

An analysis was conducted to determine the effects of blasting on slope stability and downstream comminution processes. To investigate these effects, the extent of blast-induced rock damage and the magnitude of induced stress were examined. This analysis showed that damage may extend up to 500 m (1 MPa, tensile strength) into the rock mass, a distance that is sufficient to have an impact on the pitscale slope over the long term. In addition, the damage zone was calculated using the assumption that compressive waves are the primary agent in microfracturing during blast fragmentation. The calculated damage zone — up to 2.2 m (43 MPa, rock mass compressive strength) — indicates that microfracturing can occur throughout 20-50% of the entire rock mass in the blasting area, depending on the blast geometry, burden and spacing. Finally, an economic analysis was conducted by comparing two assumed blasts in a copper mine. The change in energy required for crushing and grinding was demonstrated using Bond’s law after increasing the blast energy from 180 kcal/t to 350 kcal/t. A total cost saving of 13.3% ($9.4M) was achieved with the increase. However, the benefits of blast-induced microfracturing must be balanced against the potential impacts to slope stability to ensure safe conditions, a top priority in mining operations.

Typically, rougher molybdenite flotation and recovery from bulk copper/ molybdenum concentrates involves the use of alkalisulfides, Nokes reagents, cyanides, oxidants, and/or thermal treatment for the depression of copper sulfide minerals. The bulk copper/molybdenum feed generally varies from 0.2% Mo to 1.0% Mo, and with traditional reagents the single-stage rougher flotation recovery of molybdenite varies between 40 and 90% at a concentrate grade of 5 to 10% Mo. With ozone conditioning for copper depression, however, improved separations appear to be possible, as demonstrated by tests with Cu/Me concentrates from both the Phelps Dodge Morenci Operations and the Kennecott Copperton Operations. Single-stage rougher flotation after ozone conditioning can provide a molybdenum concentrate at a recovery of more than 90% and a rougher concentrate grade higher than 20% Mo in some cases. Subsequent cleaner flotation with additional ozone conditioning results in relatively copper-free molybdenum concentrates containing as much as 52% Mo. Preliminary analysis indicates that, with a multistage ozone conditioning/flotation strategy, the process is technically and economically viable and should be suitable for industrial application.
