This paper will discuss the various constraints, requirements and considerations to supplying coal to a global market.

A reliable estimate of radon emissions to the environment from underground uranium mines was obtained through measurements of radon in ventilation air at 24 mines and from estimates of radon release from other mine sources. The total production of U308 from the mines sampled represents about 63% of the total U.S. production from underground mines (1978 statistics). Wide variation in the radon emission rate per unit of production was found from mine to mine. Using the total radon emitted and U308 produced by all mines sampled, an average of 26.7 Ci of radon was emitted per ton of U309 produced. The investigation includes a brief study of the sources of variation of the emission rates. A statistically significant relationship was found between the measured radon release rate and the cumulative ore production at several mines.

Many reports and papers have been delivered on projects under construction or already in operation, but we believe there are few that have been written about projects yet to be built specifically dealing with advanced mine and environmental planning. This paper describes such planning for Atlantic Richfield Company's Black Thunder mine. Project planning is a cyclic phenomenom involving four broadly overlapping planning steps (Figure 1). The demands of the public include needs that can be satisfied through planned resource development. Using a base of information that partly exists and must in part be gathered and updated, the preplanned development can be, evaluated. The evaluation process, with built-in environmental constraints leads to an implementation procedure. Implementation results in the development, including the release of the affected area to other public demands that follow.

1. INTRODUCTION For Europe the Arlberg road tunnel signifies the elimination of the largest traffic barrier between Bucharest and Paris in the east-west transversal. Apart from that the tunnel will serve the feeder system to the two north-south links Ulm - Milano, and the Brenner motorway, and links the Inntal and the Rheintal motorways closer together.. Thus, the supraregional road system carrying traffic through the Tyrol and Vorarlberg will considerably be emproved by the Arlberg road tunnel. 2. THE PROJECT The 16.1 km contract section of expressway S 16 includes a ramp section of approximately 2.6 km, the access points at St.Anton and at Langen, and the main 13.98 km section of the road tunnel. This section cuts the link between St.Anton and Langen by 3.7 km, and saves 475 m in altitude. The Arlberg road tunnel is planned to have two tubes with two lanes each. In the first stage the southern tube was under construction. Its traffic capacity is 1,800 car units per hour. The tunnel has a cross section of 9o to 103 m2. The sloping gradients are by 1.3o and 1.67 per cent. Fresh air is supplied and used air removed through a ventilation system, fed at the portals and through two vertical ventilation shafts. One of them, at Maienwasen, is 222 m deep, its cross section 66.5 m2. The diameter in clear is 8.32 m. The vertical shaft Albona is 736 m deep, the diameter in clear is 7.37 m. There has been a recent revival of interest in concentrated coal/water slurries as a substi¬tute for fuel oil or for coal/oil mixtures, particularly in electric power generation. The idea is not a new one. Coal/water slurries were transported by pipeline in the U.S. in the early nineteen-sixties, and the Black Mesa coal pipeline has been in operation for several years, while in Germany, coal/water slurries were being burnt for power generation in the early nineteen-seventies, as described by Merten and Höner (1972). Since coal is not a pure substance but a carbonaceous mixture, the different chemical and physical behavior of coal/water dispersions from different deposits must be understood in order to optimize the properties of the result¬ing slurry fuels. Since minerals which are minor constituents of coal may also strongly affect slurry properties, coal chemistry may vary considerably even within a single deposit. Thus it is unlikely that there will be a single formula for optimizing the slurry properties of all coals, and even the answer for coal from a single source may change with time.

A master composite (Master Comp) sample was prepared from three pegmatite zones from the Zoro Dyke D1 for mineralogical analysis and heavy liquid separation (HLS). The mineralogical examination was conducted on a subsample that was crushed to approximately P80 = 600 μm. The sample consists of spodumene (10.5 percent), quartz (29.3 percent), plagioclase (29.0 percent), K-feldspars (21.3 percent), micas (5.1 percent), tourmaline (2.9 percent) and Fe-Mn-phosphates (0.1 percent). Liberation of spodumene (88 percent) and gangue minerals, including quartz (89 percent), feldspars (94 percent) and micas (83 percent), is very good at this P80 . The average lithium (Li) concentration is 3.7 percent in spodumene, 2,196 ppm in micas, 1,001 ppm in tourmaline and 115 ppm in K-feldspars. Spodumene accounts for 96 percent of the total Li in the sample. The mineralogical data indicate the potential to recover spodumene by flotation with minimal Li losses due to other Li carriers. The HLS was conducted on a subsample that was crushed to smaller than 6.4 mm, with the smaller than 600 µm fraction removed from this test. The HLS results indicate it is possible to produce a high-grade lithium concentrate, with close to 6 percent Li2O, after the rejection of iron silicates with magnetic separation.

There is no startling revelation to the fact that the mining industry as a whole is generally moving toward the use of larger equipment to process ores in quantities far greater than what was even considered a decade ago. Trucks and shovels have led the way in extra large machines and many other manufacturers have followed suit in the development of so-called "supers" in their line of equipment. In order to keep pace with the industry, crusher manufacturers have also enlarged the size of their equipment. There is now on the market, a Gyratory crusher capable of accepting a 72" diameter piece of ore. Primary jaw crushers have also increased in size. It is inevitable, therefore, that larger secondary cone crushers would also be required to complement the other equipment used to process these large quantities of ore. This super-size secondary cone crusher is the SYMONS 10 Ft. Cone Crusher. Until 1973, the largest cone crusher built was the 7 Ft. Extra Heavy Duty crusher, which is currently used in the majority of the mining operations throughout the world. The 10 Ft. crusher, when compared to the 7 Ft. Extra Heavy Duty Crusher, is approximately 1-1/2 times larger in physical dimensions; three times heavier; will accept a maximum feed size which is approximately twice as large; and will crush at approximately 2-1/4 times the rate of the 7 Ft. machine at identical closed side settings. It will be the largest cone crusher built in the world. At the present time, Rexnord's Nordberg Machinery Group has accepted an order for two 10 Ft. Standard cone crushers to be delivered to an iron ore mine in South Africa in early 1975.

Zinc ranks third and lead fourth in world nonferrous metal conumption. In 1972 the free world consumed 3,333,000 mt of refined lead and 4,422,000 mt of refined zinc. The lead tonnage was divided into the following end uses: storage batteries (42%), lead allows (7%), pigments and chemicals (11%), cable sheathing (9%), gasoline additives (13%), pipes and sheets (8%), and miscellaneous uses (10%). The corresponding distribution of zinc uses in 1972 was galvanizing (39%), die casting (26%), brass (15%), rolled zinc (8%), oxide excluding American Process zinc made directly from concentrate (6%), and other uses (6%). The pattern of usage of lead and zinc varies considerably from country to country. During 1972 in the USA 49% of refined lead was consumed in storage batteries, 19% in gasoline additives, and only 3% in cable sheathing, whereas in the United Kingdom 28% of the lead was consumed in batteries, 14% in cable sheathing, and 14% in gasoline additives. For zinc the major US uses were die casting (41%) and galvanizing (37%), with about 3% consumed as rolled zinc; corresponding usages in the same applications in France were 12, 28 and 28% and in Australia 12, 67, and 3%, respectively. Prior to April, 1961, the coal charge to Clairtonts coke oven batteries was 3" x 0" mine waslied coal having approximately 6.0% to 7.0% moisture. Even at this size and moisture content, the arching, rat-holing and hang-up was excessive and the effective live storage of coal was only 60% to 70% of the rated capacity of the coal bunkers, depending upon the moisture of the coal. In addition, many production delays were encountered in the time and methods required to fill the larry cars. The need for an improved metallurgical coke led to the introduction of pulverized coal to a portion of the plant in 196 1. When the full potential of the pulverizing equipment was realized, we were able to serve seven batteries in our second unit of batteries with pulverized coal through two coal bunkers. The discharge hoppers of these bunkers were equipped with air vibrators to assist the flow of pulverized coal into the larry cars. The vibrators were helpful in this respect but required considerable maintenance and caused damage to the bin plates.

INTRODUCTION An innovative Ø.1-MGD (378.5-m3/day) biological and phyicochemical wastewater treatment system at Hancock, Massachusetts, USA, has been treating the domestic sewage generated from the four-season Jiminy Peak timeshare resort since 1985. The influent raw sewage is collected and equalized in an equalization tank, then biologically treated by two rotating biological contactors (RBC). A portion of the RBC effluent is discharged to a secondary sedimentation tank to simulate conventional waste treatment by a conventional RBC system. For parallel treatment the remaining portion of the RBC effluent is discharged to an innovative Sandfloat (SASF-8) clarifier to simulate a two-stage biological and physicochemical treatment by RBC-Sandfloat. Both secondary sedimentation effluent and Saandfloat effluent are later combined together and discharged to a tertiary sand filter and two UV disinfection'units for final polishing. The operation and performance data of Jiminy Peak plant in the period of May 1985 to March 1988 was fully documented in the Lenox Institute technical report No. LIR/Ø3-88/292 (391 pages, March 1988). This report presents only background information and complete plant data in the period of April 1988 to January 1989. Dr. Lawrence K. Wang and Mr. James P. Van Dyke have been the Consulting Engineer and Director of Special Projects, respectively, for the Jiminy Peak Project since 1985. BACKGROUND INFORMATION Jimmy Peak, Inc., Hancock, Massachusetts, has designed and constructed a secondary wastewater treatment system consisting of preliminary/primary treatment facilities, two rotating biological contactors, a dissolved air flotation clarifier, a secondary sedimentation clarifier, a sand filter and two ultraviolet (UV) disinfection units. Total average wastewater flow is approximately Ø.1 ) (378.5 cubic meters per day). In accordance with the Consulting Engineer's preliminary design, the total wastewater stream is initially collected and equalized by an equalization tank, and then biologically treated by rotating biological contactors (RBC). Part of the RBC effluent is diverted to a Krofta Sandfloat (SASF-8) for physicochemical clarification in order to simulate an innovative RBC-Sandfloat two-stage waste treatment system. The remaining part of the RBC effluent is diverted to a sedimentation tank for secondary clarification in order to siumulate a conventional secondary RBC-sedimentation waste treatment system for the purpose of parallel comparison. Both Sandfloat effluent and sedimentation effluent are later combined together and discharged to the subsequent sand filter and UV disinfection unit for final polishing. Figure 1 shows the flow diagram of Jiminy Peak Plant. The Massachusetts Clean Waters Act (M.G.L.c.2l,s.26-53) was amended by Chapter 246 of the Acts of 1973 to authorize the Massachusetts Department of Environmental Quality Engineering (DEQE), Division of water Pollution Control, Boston, Massachusetts, to regulate discharges into all waters of the Commonwealth of Massachusetts, including groundwaters. The DEQE regulates discharges through the issuance of discharge permits which impose limitations on the amount of pollutants which may be discharged in the effluent, together with monitoring and reporting requirements and other conditions to insure adequate treatment of all liquid wastes prior to discharge. The DEQE reviewed the application submitted on behalf of Jiminy Peak, Inc. for a permit to discharge sanitary wastes from the Jiminy Peak secondary wastewater treatment system located off Brodie Mountain Road, Hancock, Massachusetts, and subsequently developed the conditions contained in the Groundwater Discharge Permit No. Ø-188. More specifically, Jiminy Peak, Inc. (i.e. the permittee) has been authorized to discharge into the ground from the Jimmy Peak secondary wastewater treatment facilities for which the Permit No. Ø-188 was issued, a treated effluent

The coal mining industry must be able to compete with alternate sources of fuel for the utility and industrial customers. If the industry is unable to control transportation costs, either due to government interference, or for other reasons, then mining costs must be kept down. Australia, South Africa, Canada, (and later Colombia) will take larger shares of the export market if mining costs are not kept competitive. The government's environmental regulations must be met without incremental increases in mining costs. Entrepreneurial instincts must be retained by the industry to provide for their investment in the future. What are the Problems with Existing Research? Government funding for coal mining research has been reduced or virtually eliminated. BCR (Bituminous Coal Research) is now a membership- supported organization, but its primary focus has been on health and safety-oriented research. BCR, however, is now attempting to widen its scope and conduct other types of research. There are almost no funds in EPRI's (Electric Power Research Institute) program for coal mining research. Large mining companies do some research for their own purposes and needs, but this is proprietary and therefore results are not shared with the remainder of the industry. The mining industry as a unit is not undertaking productivity (systems) oriented research in any common or cohesive manner.

Face ventilation and water sprays are the primary controls used on continuous miner sections to protect workers from respirable coal and silica (quartz) dust. Laboratory tests were conducted by the U.S. Bureau of Mines to determine the impact on respirable dust concentrations when increasing airflow from 3000 to 9000 cfm (1.42 to 4.25 m3/sec), water flow from 15 to 35 gpm (0.057 to 0.132 m3/min) , and water pressure from 80 to 200 psi (5.52 x105 to 1.38 x106 pa). The effective limits for each control and interactions between these controls were of particular interest. Initial analysis concentrated on defining the impact of the control parameters on the respirable fraction of the feed dust, which was a blend containing 90% coal and 10% quartz. Gravimetric sampling indicated that airflow had the most significant individual impact on respirable dust levels and resulted in reductions of 99% at the operator and 57% in the return. Regression modeling was used to predict dust concentrations at the operator and in the return. Significant interactions were observed between control parameters and often, defined the level for a control parameter where increases above that level did not significantly benefit dust control. Increasing airflow to 8400 cfm (3.96 m3/sec), water flow to 25 gpm (0.095 m3/min), and water pressure to 140 psi (9.65 x105 Pa) typically provided respirable dust reductions at both sampling locations, while optimizing use of control resources. After determining these relationships for the total respirable fraction, selected filters were analyzed for quartz content to define the impact on the quartz component of the feed dust. For the individual control parameters, airflow again had the most significant impact and resulted in reductions of 98% at the operator and 26% in the return. Regression modeling of the quartz concentrations indicated that no significant interactions between control parameters were present. At the operators location, airflow was the only parameter identified as having a statistically significant reduction for quartz dust. A reduction in quartz approaching 95% was observed for increasing airflow to 6000 cfm (2.83 m3/sec). Increases above 6000 cfm had little additional impact. In the return, a linear relationship between control parameters and quartz levels was observed with reductions of approximately 27% predicted for increasing any one control parameter to its maximum level. The synergistic impact of increasing all control parameters to maximum levels resulted in a maximum predicted reduction of 81%.

Evaluation of the stability of a structure under given boundary conditions requires accurate knowledge of the state of stress as well as the mechanism of failure at the critical state of stress. This paper represents a part of the research done by N. K. Bohidar during 1965-1968 for his Ph. D. research in Mining Engineering at the University of Utah. It summarizes the determination of internal stress and failure phenomena around cylindrical openings in viscoelastic media subjected to lateral restraint and vertical uniaxial load. The conditions of lateral restraint and viscoelastic nature of the media represent conditions associated with subsurface openings in rocks. The financial assistance provided to the project from the University of Utah Research (Uniform School Fund), W. C. Browning Scholarship Fund, Earth Science Research Fund, and D. C. The bulk scavenger tailing from Aberfoyle's Hellyer Concentrator, which represents about one-third of the total tailing, runs about 2.5-3 g/t gold and 140-200 g/f silver. Both values are very finely disseminated, particularly the gold. Aberfoyle wished to establish whether ultra-fine grinding followed directly by cyanide leaching could be applied to the tailing for recovery of gold and silver. The work comprised the determination of gold and silver recoveries as a function of grind size and leaching time, the specific energy consumption required for continuous wet grinding of the tailing to the specified product size in a small horizontal continuous stirred mill, and an estimate of the rate of media consumption. The maximum extraction of gold, 23.3% was obtained from the finest product, with the highest cyanide concentration and longest leach time, confirming earlier work. A similar result was obtained for silver. The specific energy requirement for milling rose from 27.7 kWh/t for a P80 of 8.1 um to 219 kWh/t for a Pea of 2.3 um. The consumption of ceramic media was about 1.6 g/kg of final product. An extensive QEM'SEM Trace Mineral Search on the unground tailing failed to identify any gold-bearing particles but did identify silver-bearing particles which displayed a variety of textural associations and liberation characteristics.

Mining represents the first industry in the United States to have federally mandated training for its workers. Although the topics to be covered are specified in 30 CFR 48, course content is left to the discretion of the individual mine operators. Unfortunately, certain topics to be covered, such as prevention of accidents, are usually mine specific, making it very difficult to use the same course content in every mine. Further, training requirements may change from one mine to another, due to changes in the demographic characteristics of the workers, or changes in job and organizational characteristics. Therefore, if the intention of safety training is to modify the behavior of workers, it is expected that there should be some changes in the content of safety training programs in order to address the specific requirements of individual mines, or at least mines of similar worker and job characteristics. This study has been directed towards the development of a systems-based procedure for conducting a needs analysis. A special effort was made to understand the psychology of worker behavior by analyzing worker reactions to various organizational and job characteristics.

When one's attention moves from the control of a process unit or from the control of a department of similar units, to the control of an entire plant, two things must change. One is the techniques of control, and the other, the goal or purpose of control. The goal is no longer maintaining a certain quality of product or maintaining a particular flow rate through a process unit. The goal becomes economic - how to make the most money out of the plant. The principal control techniques become those of optimizing, rather than regulating. It is quite common to discuss the control of an entire plant in terms of three levels of control l; regulation, supervision, and optimization. Regulation is the control of inputs to a process unit at desired values. This is accomplished by two or three mode analog controllers or DDC loops. The second level of control is the selection of these desired values, e.g., set-points of the regulation controllers. The third level is to make such adjustments or corrections to the supervisory calculations so as to optimize the plant profit. It is immediately evident that supervisory control and optimizing control are intimately related, and a distinct dividing line cannot always be drawn between the two. Some authors prefer to add even more levels such as adaptive control and management information systems, but we believe our point is well made without further division of the functions which are necessary for complete plant control. To accomplish the economic goal, that is, the optimizing (maximizing) of the profit of a mineral processing plant, the plant should ideally be operated as if it were a separate company, buying its raw materials on the open market and selling its products on the open market. While petrochemical plants endeavor to operate in that manner, unfortunately this is not true of a mineral processing plant. The plant manager has to accept the amount and quality of ore the mining department delivers to him, and the products (concentrates) are delivered to another department of the company for further refining. This presentation in the open pit session deals with the development of a phosphate rock strip mine by CF Industries, Inc., a company that does not presently mine in the Central Florida Phosphate District. Land acquisition, engineering, financing and environmental permitting activities were begun in early 1975; site preparation, environmental monitoring and dragline construction began in mid-1975. The operation is due on-stream in late 1978. The reserve acquisition, permitting, and financing could each easily be developed into a separate paper of interest. Each, however, has been covered before for other mining ventures with similar capital and environment requirements. For that reason, I have chosen to discuss what CF Industries, Inc. is, why it is entering this new sec-tor of the agricultural chemicals business, and, to keep at least some technical basis, what design modifications are possible when the total mine output is used captively and it is unnecessary to have the flexibility to meet the numerous transportation and customer specification considerations. In an attempt to show the size and complexity of the CF organization, a brief description of existing facilities should help show why the big interest in mining phosphate rock.

"A field study of the coal preparation plant fleet in the eastern United States was undertaken to determine if quantify of rare earth elements (REEs) present in the product streams are large enough to justify further concentration. Representative composite samples were taken from the clean product, coarse refuse, and fine refuse streams from 20 coal preparation plants. Each stream was then separated into various size and density classes and analyzed for ash and REE contents. The large database showed that coarse refuse contained the largest amount of REEs, although the ratio of heavy to light REEs was greater for the clean coal products. The concentration of REEs was also compared to that typically seen in the earth’s crust. This enrichment ratio ranged from approximately 1.5 to more than 4.0 as the ash content varied. The database also showed that a linear correlation existed between La and Ce for many REEs of interest, although there were several notable exceptions for some of the high-value REEs. INTRODUCTION Worldwide energy demand is expected to grow by as much as 37% by 2040 according to the International Energy Agency (2014). This growth, coupled with a decrease of the reliance on coal to generate energy, means that it is more important than ever for countries to secure the materials necessary to meet its energy projections. For the United States, the U.S. Energy Information Administration (EIA) predicts that total domestic electricity use will increase roughly 25%, from 3,836x109 kWh in 2013 to 4,797x109 kWh in 2040 (EIA, 2015). In the EIA’s reference case, coal’s contribution to electricity generation drops from 39% in 2013 to 34% in 2040. On the other hand, renewables share of electricity generation grows from 13% to 18% for the reference case. Compared to its current state, renewable energy electricity production is predicted to grow as little as 50% to as much as 121% over this time period, depending on the economic case being examined. This growth will largely be seen in the wind and solar sectors (EIA, 2015). The focus on viable renewable energy resources will be crucial to the future of fueling American growth. Many of the renewable energy technologies, such as wind turbines and photovoltaic films, rely on materials and supply chains outside of the United States. The lack of a reliable and low-cost domestic supply could pose a threat to the growth of the renewable energy markets in the United States. This potential vulnerability recently led the United States Department of Energy (DOE) to create a Critical Materials Strategy Report. In this report, 15 elements were identified as critical for the continued growth of the renewable energy market. Eight of these elements were rare earth elements (REEs). Five REEs (dysprosium, neodymium, terbium, yttrium and europium) were identified as highly critical and vulnerable to shortages (Bauer et al., 2012)."

Little did I know, in 1977, that when the A. P. Green Refractories Raw Material Manager showed me 5-6 burlap bags with samples of calcined high alumina bauxite in their testing lab that this was the start of China moving to be the number one user and producer of calcined refractory bauxite. According to Ted Dickson in his August 2008 Industrial Minerals article China produced about 4 million tons of calcined bauxite in 2007 using 2 million tons themselves. They imposed an export limitation of 970,000 tons in 2007 and 940,000 tons in 2008. A 10% growth will take up the difference between exports and production in 4 years. Two of these years are gone. It will take only 4 more years to eliminate the export quota in home use. Then they will be importing unless they increase production. Guyana was exporting over a half million tons in 1975 and sold less than 70,000 tons in 2002. Basai Metals Group bought Guyana?s deposits and is rose to 250,000 tons in 2007 and expects to produce 280,000 tons in 2008. PRICES According to the USGS Prices dropped from $172/per ton for Guyana calcines in 1980 just after the start of Chinese production to $122 in 1985. Guyana prices averaged around $120/ton from 1985 to 2005. China?s price dropped as low as $45/ton in 1995 undercutting Guyana and making it virtually impossible for anyone to get into the market. The price suddenly escalated to $550/ton FOB China in the summer of 2008 when China actually cut its exports in half. The price dropped in the fall as orders dropped. This is a four to five fold price increase. Is this a shortage of bauxite or a monopoly? Australia dropped out of the market in 2008 and Surinam, controlled by Alcoa, is not participating right now. Will these two come back in to make up the difference? Will the price hold up so they can make a profit? [ ] The low prices have undoubtedly affected the prices of the 60 and 79% alumina bauxite which can hold down the quantity of 80% plus calcined refractory needed in the world market. China is starting to upgrade lower quality bauxite up to 90% alumina. With high prices kaolin alteration to high alumina comes into play. The calcined bauxite is also used for proponents, Brown fused alumina, and abrasive grades which compete with Refractories. These and the tightness of supplies needed for metallurgical will hold prices up. TONNAGE China is the number one supplier and consumer of high alumina calcined bauxite in the world. Basai Metals Group Guyana (BMGG) is owned and controlled by Basai Minerals Group of China. This appears to be the second largest supplier. Australia has dropped production and Brazil is just starting to expand. It appears China is going to replace some of exports caused by the Export License 940,000 ton maximum in 2008 by raising Guyana?s (BMGG) production of calcined refractory grade bauxite. Companies exceeded restriction in 2007. Fines have been imposed for 2008. In August 2008 they appear on line to meet the 2008 quota. After August prices have dropped off as orders dropped due to the recession. Guyana was the largest producer in 1975 with 769,000 tons which decreased to less than 79,000 tons in 2002. The U. S. is a small part of the world production. I have used the United States charts to represent world imports because I have little data on what other countries import and pay FOB for their bauxite. China started exporting calcined 80% plus refractory bauxite to the United States in 1979 with 24,000 tons. By 1985 they were the number one importer with 169,000 tons. Guyana who had been number one in shipments to the United States gradually decreased to 36,000 tons in 2006. Guyana has been purchased by China BMGG and will increase there production to over 200,000 tons in 2009. Australia shut down production in 2008 and Surinam has elected to not send any Calcined bauxite to the United States.
