Business Process Improvement (“BPI”) Change to Survive “It is not the strongest of species that survive, nor the most intelligent, but the one most responsive to change.” [Charles Darwin] “If you want to understand something, try to change it.” [Kurt Lewin, social scientist] Many companies have tried one or more process management initiatives. Each effort may help develop a culture that is more receptive to change. Executive Management needs to be unwavering in support of change with systems and structures, staffing, development of people, measures, with incentives and rewards. General Electric developed principles for quality change management that are necessary for effective, continuing Business Process Improvement (BPI). Change Acceleration Process (“CAP”) One of the tools General Electric developed has been used successfully by companies around the world in a wide variety of industries. This tool, named Change Acceleration Process (“CAP”), is designed to improve acceptance of change. Acceptance is the method by which the creative energies of the workforce can be fully tapped. Over time, every employee receives CAP training at least once, and in many instances three (3) or four (4) times, and will work on one or more High Performance Teams. Thus, BPI can achieve and maintain its goals. Photogrammetry and laser scanning has been employed at a number of Newmont mine sites to mitigate risks associated with conventional structural mapping, determining the geometry of voids from old underground workings, and generating topography in areas of slope instability. Laser scanning has also been used to evaluate as-built pit slope configurations with respect to design assumptions, operational practices, and rock fall potential. Recently, remote sensing applications carried on an unmanned aerial vehicle (UAV) were used to generate base topography at some Newmont sites. UAV are generally more convenient and less expensive and can be utilized in areas where cloud cover prevents manned aerial photography missions. This paper discusses these applications, and provides commentary on their benefits and limitations based on recent experience.

This section of the Handbook deals with general principles to be evaluated in the development of a mining operation. It addresses the major issues that must be examined to fully evaluate a mining venture. Of course, one of the main topics to be evaluated is mine planning, which is covered in more detail in other sections (13, 17) of the Handbook and should be referenced in mine development projects. The topics to be discussed in this introduction include equipment and supplies, infrastructure, utilities, and project management. In any of the aspects mentioned, the current existing conditions at or near the mine site must be evaluated. This will include assessment of current use of utilities, infrastructure, housing, equipment suppliers, etc., as well as anticipated growth, both in the supply aspect of these systems as well as projected usage on these systems. After full assessment of both these aspects, an evaluation must be made as to the requirements the project will place on these items. Assessment must be made as to any up-grades required to bring the project on line, what impact the project will have on existing or expanded systems, and anticipated future growth impacts on support systems not only of the project but of other surrounding industry and urban devel-opment

As we compete for close margins in wholesale sales, the effects of both quality and price have a major impact on the cost of producing electricity.SO2 emission allowances have traded as low as$60/ton to as high as $215/ton over the last three years. This price spread in emission allowances clearly demonstrates the correlation between the quality of fuels versus the price utilities will be willing to pay for them. This paper provides an overview of the effects of the qualities of fuel, coupled with transportation as well as environmental concerns on the price of fuel and the ability to compete in a deregulated electric market.

Low-cost and environment-friendly green froth flotation modifiers of plant origin, such as guar gum, carboxymethyl cellulose (CMC), and starch, have been used in flotation of some sulfide and non-sulfide minerals. Certain green modifiers may be used as dispersants, flocculants, depressants, or activators. The functions of green modifiers in froth flotation highly depend on their molecular composition, flotation slurry chemistry, hydrodynamic conditions, etc. This paper will discuss the fundamentals, current applications, and potential new applications of guar gum, CMC, and corn starch in valuable minerals (phosphate, potash, and iron ores) and the unwanted gangue minerals (silica and clay minerals) flotation. In this study, improved flotation performance was achieved using some green modifiers in flotation columns with the more plug-flow environments than in conventional flotation cells approaching perfectly mixed conditions. This is because the hydrodynamic cavitation-generated ultrafine bubbles could help bridge ultrafine particles to form aggregates, promote the formation of flocs, and increase the stability of flocs.

A study has been conducted to remove iron from sulfate solutions using Eichrom's Dipexo® extractant, P,P'-di(2ethylhexyl) methanediphosponic acid (H2DEH[MDP]). It is found that this extractant can effectively and selectively extract ferric ion from highly acidic solutions. Ninety-nine percent of the iron was extracted from a simulated feed solution in a single stage. The separation factor, Fe/Zn, was 106. Over 90% of the iron in a loaded organic can be recovered in an aqueous solution by reductive stripping. This paper presents the experimental results. A new process for iron removal using Dipex extractant is described and discussed.

The establishment and survival of different grass species and cultivars on various phytotechnic treatments at a limestone quarry was studied. The treatments applied were: a) bare soil, b) bentonite, c) bentonite-straw and d) asphalt-straw. According to the results, significant differences were found among species and cultivars, growing on different treatments as far as plant growth and survival are concerned. The seed germination was higher on bentonite -straw and asphaltic-straw than on bentonite but the plants survival were higher on bentonite. Lolium perenne had higher seed germination rate and better establishment than the other tested species at all treatments. However, the survival rate of Agropyron desertorum and of the cultivars palestina and chrysopigi of Dactylis glomerata was higher than of the other species.

The aggregates industry is the largest minerals industry in the United States producing over 2.6 billion metric tons of crushed stone, sand and gravel annually. Approximately 5% of that production is fine material, passing a 75-micron mesh sieve. Of that amount, about 77% is not sold and represents one of the major industry issues. The material accumulates in stockpiles and settling ponds having an operational and economic impact on the site’s bottom line. Many factors cause this material to be produced: from blasting and processing techniques all the way to end use specifications.

The market for titanium feedstocks (ilmenite, rutile,synthetic rutile and slag) is driven primarily by offtake from the titanium dioxide (TiO2) pigment industry. The pigment sector depends on the performance of the global economy. Titanium sponge is the first stage of titanium metal manufacture. It constitutes a minor component (3 percent) of overall demand for titanium feed-stocks. Production and consumption TiO2 pigment consumption in 2004 was estimated to be 4.63 Mt (5.1 million st), up 7.6 percent from 2003. It was driven by strong demand in most regions. In the United States, apparent TiO2 pigment consumption rebounded by 5.4 percent (highest growth rate since 1997) to an estimated 1.12 Mt (1.23 million st), following the decrease in demand during 2003. Chinese TiO2 pigment consumption continued its strong upward trend, increasing by 10 percent to 598 kt (659,000 st) in 2004.

In 1998, Kentuckians for the Commonwealth filed an Administrative Petition with the Kentucky Natural Resources and Environmental Protection Cabinet to designate 8,903 +/- hectares (22,000 +/- acres) on Black Mountain, which contains the state’s highest point, as unsuitable for mining. A fast track legislative process was triggered which could have "taken"100 million tons of coal reserves or, in the alternative, imposed severe restrictions on mining. Even with all parties represented by reasonable individuals, this process can be extremely cumbersome and expensive. The legal and technical preparation for this unusual hearing process as well as issues and strategies of the negotiated resolution are reviewed.

This paper presents an innovative ground support solution developed to construct a tunnel cross-passage for the MUNI Metro Turnback (MMT) Project. A “soft center” jet grouting approach was designed to provide solid ground support while maintaining a soft center to allow for hand-mining of a 2.44 m (8 ft.) wide, 3.66 m (12 ft.) tall and 4.6 m (15 ft.) long cross-passage through soft Bay Mud. Prohibitive costs and schedule impacts associated with mining under compressed air (at the time being used for main tunnel construction) were the catalysts to search for alternative methods for cross-passage construction. Limited surface disruption, relatively low costs, ease of subsequent excavation, nominal schedule impacts and proven local success of jet grouting were key factors in selecting and designing this method of ground support.

Tele-remote operation of production equipment from surface will change the design criteria for underground mines. And for ventilation, with machine operators on surface, conventional planning to dilute and remove pollutants can become redundant. Natural Resources Canada with industrial partners are investigating what will be the new environmental design criteria. Additional complications include new mining equipment being designed without standard services and mines’ desire to eliminate conventional auxiliary ventilation. Findings to date show the cooling of equipment’s hydraulic systems to be the most demanding element, especially in dead-ends and when stationary. Consequently, revised ventilation based heat control strategies for equipment are being developed for the automated mine of the future.

Mina Santa Rosa, in west central Panama, is the first large-scale gold mine in Panama and will soon be the largest single-mine gold producer in central America (Fig. 1). At full production, the mine will process 1.8 Mt/a (2 million stpy) of ore and produce more than 1.8 t/a (60,000 oz/year) of gold and 9.3 t/a(300,000 oz/year) of silver. Mina Santa Rosa is a subsidiary of Greenstone Resources of Toronto, Ontario. Freeport-McMoRan geologists first visited the area in 1985. Their rock chip sampling adjacent to old shafts and adits confirmed widespread gold and trace element geochemistry anomalies. Surface mineralization appeared to be localized in and adjacent to narrow veinlets. However, they recognized astructural setting similar to the Nevada Tertiary volcanic-hosted epithermal gold systems.

The residues produced during the incineration of leather scraps contain significant amount of chromium which can be recovered and reused in the tanning industry. The objective of this study is to develop a cost effective method for chromium recovery from leather ashes produced during the incineration of leather scraps using a fluidized bed incinerator. The entire process investigated involves fusion of leather ash with sodium carbonate in air to oxidise chromium to sodium chromate, leaching with distilled water to dissolve chromates, and chromium reduction from the hexavalent to trivalent state by sodium thiosulphate solution. The main factors affecting chromium extraction, such as temperature, reaction time, and sodium carbonate to leather ash ratio, were investigated. Based on the results obtained, almost 100% Cr extraction can be obtained at 700°C fusion temperature, sodium carbonate to ash weight ratio equal to 3 and retention time longer than 50 min.

I. INTRODUCTION West Virginia has a long history of coal production.1 The state at one time led the nation in total coal production, while at the same time coal from West Virginia constituted one quarter of total U.S. coal production.2 In more recent years, however, West Virginia’s level of coal production has been reduced in comparison to that of other states due to the high relative cost of producing coal in the state.3 Another blow to the producers of coal in West Virginia is the action known as Bragg v. Robertson.4 In 1998 various individual plaintiffs, as well as a conservation group known as the West Virginia Highlands Conservancy, filed a civil action under a provision of the Surface Mining Control and Reclamation Act of 1977, Pub. L. No. 95-87, §522, 91 Stat. 445 (codified at 30 U.S.C. §§1201-1328) ("SMCRA" or the "Act") that allows declaratory and injunctive relief against state and federal officials for non-compliance with the Act.5 The plaintiffs generally claimed that the Director of the West Virginia Department of Environmental Protection ("WVDEP") had exhibited a pattern of violating mandatory non-discretionary duties under SMCRA and the West Virginia state regulatory program.6 These non-discretionary duties involved many areas of regulation, including water quality standards, disturbance of wetlands, hydrologic reclamation plans, Approximate Original Contour ("AOC") requirements and AOC variances, post-mining land uses, contemporaneous reclamation, and as explained later, the "buffer zone rule."7 In addition to these claims against WVDEP, the plaintiffs also alleged that certain individual members of the Army Corps of Engineers (the "Corps") had failed to carry out statutory duties under the Clean Water Act (the "CWA") and the National Environmental Policy Act ("NEPA").8 Generally, the complaint stated that the Corps did not have statutory authority under the CWA to regulate valley fills created for the purpose of the disposal of waste material, i.e., the overburden associated with mountain top mining.9 Alternatively, the plaintiffs claimed that even if the Corps could regulate valley fills, the Corps violated NEPA by issuing nationwide permits without required analysis. Finally, the plaintiffs asserted that the issuance of a nationwide permit for surface mining valley fills is unlawful.10

China’s land area, comparable in size to United States or Canada, contains diverse geological environments and mineral resource potential. The diversity in geological environments is such that the potential for developing many world-class mineral deposits in China is good. However, China’s mining sector was not open to foreign investment until the1990s. The long-term prospect for Chinese resource development is attractive because of China’s enormous population and cumulative demand for minerals. Approximately 33 foreign mineral companies, including 11 major internationals, are to various degrees active in China. Chinese mining laws and regulations pertaining to joint ventures with foreign companies are, from the international investment prospective, evolving slowly, but positively. This positive trend is continuing under the current government reform process, which is moving China towards a freer market economy. Although improving the enforcement of relevant laws and regulations is an ongoing process, the environment for mineral investment and joint ventures is increasingly more accommodating to foreign companies.

An AIME transaction by P.L. Allsman (1960), "Analysis of Explosive Action in Breaking Rock," contains many useful concepts applicable to blast design. Of special interest was the derivation of a heave blasting burden formula, which is important in establishing the maximum burden. Unfortunately, its derivation contains a fundamental error and then a compensating one. This formula was: [ ] The derivation used the impulse-momentum principle, with a 0.3 m thick (1 ft thick) radius of rock mass being acted on by an explosive impulse. However, the rock weight was not converted to mass by dividing by the gravitational constant. This mistake can be verified by checking the units in the formula, which resolve into m%-sec instead of meters. Adding the gravitational constant corrects this: [ ] If the minimum velocity is now taken as 0.3 m/sec (1 ft per sec), as was recommended, excessively large burdens result. Any appropriate rock velocity should be capable of throwing the rock mass a minimum distance so that the swell needed for breakage can occur. Unless the burden is extremely small and the bench height is very high, it is unlikely that a velocity of only 0.3 m/sec (1 ft per sec) will be sufficient. A review of the literature indicates that average rock velocities observed by camera studies typically range from 15 to 30 m/sec (50 to 100 ft per sec) (duPont deNemours and Co., 1977; Tansey, 1979). On this basis, a minimum rock velocity of about 15 m/sec (49 ft per sec) would be expected and not 0.3 m/sec (1 ft per sec). When a velocity of 15 m/sec (49 ft per sec) is inserted into the corrected formula, the results approximate those of the original formula with a velocity of 0.3 m/sec (1 ft per sec). According to the world bank1, the mining industry consumes up to 11 percent of global energy use. In comparison, 70 percent of mining projects from the six largest mining companies operate in water-stressed regions. To steer the direction of the process industries toward more sustainable practices, more than 40 governments have adopted a price on carbon. This measure includes additional taxes on the use of fossil fuels, trade programs, new standards for renewable energy, energy efficiency mandates, more stringent emissions regulation, carbon offsets, etc. This emphasis is also supported by investors shifting their priorities to reduce risk by focusing on long-term plans, including environmentally friendly operations. The metals and mining industry is at the core of the green energy mix and electrification of vehicles. This new trend creates an astronomical increase in demand for minerals. Under a 2-degree scenario, according to the latest analysis from the world bank, as new energy technologies continue to grow, it is expected that all minerals to double in demand, and the distribution of these materials will depend on their application. • Solar panels, will account for 87% of the aluminum demand, and more than 95% of silver • Wind turbines and geothermal plants will require 98% zinc and 64% titanium. • Solar and wind energy alone will demand more than 74% of the global supply of copper, and this is without considering wiring or other infrastructure to connect the grid • Battery storage accounts for 100% of the graphite and lithium demand. (Hund, 2020) • Other materials, such as nickel and steel, are also projected to more than double in demand as they are cross-technology minerals. These materials require a manufacturing process that is accountable for the emissions proper of the transformation process. It requires that these processes move from a hindsight mode focused on reporting to a forecasting mode based on run-time measurement of GHG emissions. This is a critical first step in companies realizing an economic return for doing the right thing for the environment and their communities.
