"Lax, misguided, and dangerous" is Rep. James Santini's description of the official US position on strategic nonfuel minerals. Santini (D-NV), chairman of the House Mines and Mining Subcommittee, criticized the Interior Department for "its long record of benign neglect" regarding the domestic minerals crisis. Santini made his remarks at a news conference at the American Mining Congress convention in San Francisco, where he released his subcommittee report "US Minerals Vulnerability: National Policy Implications." The report-said to be the first major congressional study of the minerals issue by a committee of jurisdiction is the result of a two-year inquiry. The investigation was undertaken, according to the chairman, "because no person or agency in the executive branch of government fully grasps the critical importance of nonfuel minerals to the nation's economy, defense, and quality of life." The report also urges a larger role for the Department of Defense, which has "stood passively by for many years as a consuming by-stander," according to the report. President Carter's incomplete Non-fuel Minerals Policy Review also drew the committee's ire; Santini calls it "a tragic waste that cost tax-payers $3.5 million and the loss of some 13,000 person-days." The subcommittee examined the following issues for its report: • The US minerals industry's inability to meet national raw material needs under a "hodgepodge of contradictory, restrictive, and irrational" federal regulations; • Dependency on foreign sources of strategic minerals in times of "increasing resource nationalism" and "Soviet mineral expansionism;" • National security needs for foreign mineral resources that do not have effective substitutes; • The US government's approach to national minerals policy "amid a growing realization that such a policy does not exist." The subcommittee report includes an analysis of public and private studies on nonfuel minerals and discusses a series of policy problem areas that negatively affect domestic production. Capital formation disincentives, tax policies, antitrust enforcement, environmental laws, health and safety regulations, technical problems, and restricted access to federally-controlled public lands contribute to what Santini calls a "tragic irony." "The irony is that we are a nation vastly rich in mineral resources yet our own government chooses to stifle development of these critical raw materials and thereby increase offshore reliance. The tragedy is that we also are ensuring US vulnerability to severe economic dislocations and a weakening of our national security." In just six years, from 1973-1978, the US trade deficit in nonfuel minerals rose from $2 billion per year to $8 billion, according to the report. The country imports more than 50% of 23 critical minerals, including 100% of its manganese, chromium, cobalt and platinum. The US is promoting its dependence on foreign mineral sources at the very time the security of many of those sources is becoming less certain, the report notes. Santini said the subcommittee investigation revealed a vulnerability that may be more serious and pervasive than that of foreign oil. The US may be able to develop alternate energy resources, but there are no effective substitutes for many nonfuel minerals. The report also discloses that US stockpiles of critical and strategic minerals are of inadequate supply and quality. Holdings of some vital minerals are far below present objectives, and for some there are no holdings at all, according to Santini. To resolve the current crisis, the report makes the following recommendations: • Complete immediately President Carter's Interagency Nonfuel Minerals Policy Review; • Implement (throught the Interior Department) the 1970 Mining and Minerals Policy Act; • Create an Office of Energy and Minerals with the same stature, power, and oversight responsibilities as the Council on Environmental Quality; • Ease federal restrictions on mineral exploration and development on public lands and implement a complete review of public land use policies; •Fund for and fulfill US nonfuel minerals stockpiling objectives; •Increase federal funding for non-

Rock joint stiffness is not only a poorly known parameter, but also has no established laboratory measurement procedure. This paper presents methods used to determine the normal and shear stiffnesses of healed joints filled with vapor-altered minerals obtained from the Yucca Mountain site in Nevada. Results show that these joints behave linearly up to 85% of their loading history and are stiff with strengths very close to the strength of the intact rock. Factors that might have contributed to the linear behavior of these joints are discussed and areas requiring further investigation are provided. Joint normal stiffness ranges from 7.16 to 64.77 GPa/mm with an average value of 26.93 GPa/mm, while joint shear stiffness averages 11.41 GPa/mm and ranges from 3.09 to 28.41 GPa/mm. Young?s modulus of the vapor-altered joint infilling was calculated from the stiffness of the healed joint. Young?s modulus of the vapor-altered joint filling material averages 7.89 GPa and ranges from 2.15 to 19.43 GPa. Given the pervasive presence of such altered rock, usually in the form of sub-spheroidal 3-D pockets, this property should be of value in any numerical modeling attempting to describe the mechanical behavior of these tuff formations at the level of detail where inclusions might be a factor.

Interaction forces between a hydrophilic silica particle and an air bubble were measured by atomic force microscopy using simplified model systems with deionized water and dilute KCl solutions. Contributions from the hydrodynamic force were minimized by using a low piezo speed. Particle-bubble separation distance and the bubble spring constant were calculated from linear regression of the piezo extension versus cantilever deflection. The bubble surface potential was then estimated from fitting the AFM-measured forces to the Hogg-Healy-Fuerstenau (HHF) model, using the surface element integration (SEI) method. Surface potentials obtained for the bubble at a low applied force were comparable with the literature data, suggesting that the simplified model used here can give a reasonable estimation of the bubble surface potential under moderate applied forces. Interaction forces between a silica particle and an air bubble were also measured at different locations on the air bubble surface. The force curves obtained at the edges of the bubble fitted very well to the theoretical force curves regardless of the applied force, while curves obtained at the center and halfway to the center, were more difficult to fit, in particular at higher applied forces (> 13 nN), suggesting that force curves obtained at the edges of the air bubble might be less prone to deformation effects.

Not too many years ago, mining was in one of its cyclic down-sides. This forced mining companies into some innovative thinking to bring down the costs of production. And they have. Mining equipment and processing plants have become more efficient, mostly due to technological advances. The mining industry is now in a boom period, one that some analysts believe can sustain itself. But even with higher commodity prices, sky-rocketing energy costs and the costs associated with environmental and reclamation regulations have not allowed all mines to reach their full profitability potential.

This paper presents an approach to quantitatively calculate the neutralization of acid by silicate minerals, based on the chemical kinetics of acid reacting with silicates. This approach incorporates incongruent dissolution mechanisms and the effects of silicate iron content on net acid consumption, and offers guidelines for considering the extent to which specific silicate minerals will react. This approach differs from previous methods of estimating silicate buffering: it is based more on the fundamental chemistry of acid generation, and less on potentially misleading empirical measurements of acid neutralization.

Geopolymerization is a process by which Al-Si minerals undergo dissolution and polymerization in an alkaline solution to form a monolithic material with a high mechanical strength (Davidovits, 1991; 1994). In this study, Na-feldspar (albite) and K-feldspar (microcline) have been selected to investigate their abilities to undergo geopolymerization. The interaction between alkali metals present in the alkali-feldspars and alkali metal cations contained in alkaline solution during geopolymerization has also been studied. It has been found that both albite and microcline can be applied in geopolymerization to produce geopolymers with a high compressive strength. Although the dissolution of M-feldspar (where M = Na and/or K) in concentrated MOH solution is inhibited when the alkali metal cations of the alkaline solution differ from the alkali metals structured in M-feldspar, the resulting geopolymers are found to demonstrate a higher compressive strength. Moreover, a proper molar ratio of Si/Al in the geopolymeric gel phase and a higher average hardness of the undissolved particles remaining in the geopolymers are found to greatly increase the ultimate compressive strength of the geopolymers.

The Silver Line Phase III Project is the final one mile underground segment of the new Bus Rapid Transit in downtown Boston. The project is expected to significantly reduce existing and anticipated traffic congestion. Application of a magnetic field was shown to be effective in controlling iron losses in pilot-scale cationic silica flotation in the processing of magnetic taconite concentrates. The design of a magnetic field distribution device and batch flotation test results using a 1.42m3 (50 cu. ft.) WEMCO cell are reported. Major losses of iron units in froth products were in the -25µm (500 mesh) fraction, and the application of a magnetic field decreased the flotation of fine magnetite, thereby improving the selectivity of separation. The “as received” sample was sufficiently magnetized and no further benefit was gained by magnetizing treatment. Selectivity was somewhat adversely affected by demagnetizing the sample, though its effect was minimal due to the magnetic field. The device is simple in construction, low cost and may be installed readily in existing equipment.

One of the most important parameters in mine ventilation planning is the friction factor (K). Accurate values of friction factors are critical especially when carrying out mine ventilation simulations. No computer simulation of a mine ventilation network is meaningful if the airway resistances are not accurately estimated (when planning a new mine) or measured (for an existing mine). However, in the first case not many reliable values of friction factors exist in the international literature. This paper presents the results of a research project carried out in the province of Quebec where ventilation friction factors were measured in all underground metal mines. These friction factors are statistically analyzed and tabulated. A friction factor database was created that also includes the friction factors measured in the past by other people. This database can help the mine engineer to accurately estimate ventilation friction factors according to the specific conditions. This database offers several values of friction factors typical for hard rock mine conditions typical of modern underground metal mines.

The status and outlook for mining, in your view. Minerals remain a major part of the world’s economic foundation. The fortunes of the mining industry rise and fall with general economic trends, but mining is no less important today on a global basis than it has been historically. Certainly, portions of the industry are critically depressed — domestic copper to name one area —but other sectors are prospering. Mineral consumption, both worldwide and in the United States, has increased steadily since the Great Depression, hitting all-time highs in 2000, the last year for which I have seen data. The highly developed economy in the United States tends to obscure the continuing importance of minerals here. But in less developed nations the critical nature of minerals is obvious and well accepted. In short, although there is no shortage of problems or challenges facing mining — there never has been — mining remains an essential business with great global opportunity.

Tellurium is a high-tech and also toxic element. This element shows sufficient contents in Fe-Mn crusts and nodules in the modern ocean to be involved in future industrial processes [Hein et al., 2003]. Tellurium minerals and contents are not well recorded in modern and ancient black smoker systems. Tellurides are rarely found in sulfides from the modern oceans [Iizasa et al. 1992; Maslennikov et al., 2010]. The previous common opinion that tellurium is scarce in active seafloor hydrothermal systems can be revised due to the recent discovery of abundant tellurides in chimneys from Brothers Volcano vent site [Berkenbosch et al., 2012]. We found abundant tellurobismuthite, hessite, and native tellurium in chimneys from Su Su Knoll vents sites (West Pacific). So, tellurides can be found in some chimneys but absent in others. The causes of this are poorly understood. These conflicting data create numerous questions and require an explanation. The problem can be resolved by research at different scales including analysis of relevant genetic features of host sequences, systematic textural and paragenetic studies of different types of chimneys, and their rare mineral assemblages. Paragenetic models, compositional analyses and ranges of tellurium-bearing minerals and the physicochemical interpretation of chimney diversity in different types of VMS deposits are the main subjects of our research. The data on tellurides in chimneys from ancient VMS deposits should also be useful to resolve this problem.

Sustainability of energy supplies has been an issue of general interest for a long time. Whilst in the past the continuous productive use of natural commodities was in the fore, its compatibility with the environment and climate and ultimately also social aspects have recently gained more and more attention. Today many discussions focus on the climate compatibility of individual options to act. Fossil fuels, in particular coal and lignite, are generally challenged because coal use makes a significant contribution to global man-made CO2 emissions. The drastic increase in the consumption of fossil fuels is not explained by the fact that coal utilisation technologies are not or cannot be sustainable but rather by the growing world population and the endeavours numerous national economies trying to catch up economically. Coal is the world’s No. 1 fuel and, in the view of many experts, will keep this position also in the foreseeable future. The access to its deposits plays a significant role for the economies of the emerging countries. Consequently the aspects of energy security and economic efficiency need to be considered at eye level with climate compatibility. In Germany, however, the public acceptance of fossil fuels and of large industrial projects is in the focus of attention.

Indigenous people are nearly always affected when projects enter their territory. Crop and other asset compensation can help or undermine a project’s progress depending on the approach. When compensation is handled poorly, a technically viable project can get indefinitely entangled by local unrest. Stake holders associated with compensation issues include; the state, the indigenous people, non-governmental organizations, and the developer. Appreciation for the unique perspective of indigenous peoples and the influences affecting them can avert problems and prevent delays. A review of the compensation issues encountered in Ghana during its recent gold boom can assist in avoiding problems associated with handling poor and uneducated people.

Introduction The growing role of Colombia as a major supplier of internationally traded steam coal has been widely discussed in the industry. Although Colombian coal has been produced and exported in small quantities for a number of years, the country's position as a major coal exporter began in earnest in 1985 with the first commercial exports from the Cerrejon North Block Project. The mine is located on the Guajira peninsula in northeast Colombia, about 145 km (90 miles) from the coast (Fig. 1). In addition to the mine itself, the project involves construction of a dedicated railroad and port. This forms a modern, efficient, and integrated system. The project is embodied in a 50-50 association contract between International Colombia Resources (Intercor), a wholly-owned subsidiary of Exxon, and Carbocol, the Colombian state coal company. Intercor and Carbocol share investment and operating expenses equally. Intercor has the additional responsibility of managing operations on behalf of the partners. Each partner is entitled to 50% of the coal produced, and each markets its share separately. The project is a multi-seam, truck and shovel operation, based on large reserves (2 to 3 Gt or 2.2 to 3.3 billion st) of high quality bituminous coal. Exports began in the first quarter of 1985, at modest levels through what is called Early Coal Facilities. The permanent coal handling system began operation in February 1986. Production will increase rapidly in each of the next few years, reaching the design capacity of 15 Mt/a (16.5 million stpy) in 1989. Based on available resources, however, the resource will support expansion, and continued growth in production into the 1990s is feasible. Importance of transportation The success of a new coal export venture, such as Cerrejon, depends heavily on efficient transportation. In the international coal industry, overland and ocean transport can in some cases account for 40% to 50% of the final value of the product. Many coals, such as western US subbituminous coals, cannot reach export markets at all because of their low heat content and great distance from export markets. By the same token, low-grade resources are often commercially attractive for local markets even in the face of competition with much higher quality coals from distant sources. Traditionally, mineral sands are evaluated by preparing several mineral products using a combination of heavy liquid-, magnetic-, and electrostatic methods. Whole-rock assays (WRA) are then conducted on ilmenite, rutile and zircon products in order to determine trace element contents, which may affect project feasibility. Combined methods can be time consuming, expensive and even outdated due to the use of banned and toxic chemicals such as clerici solution. Coupled with large field-sample quantities, these procedures can potentially introduce unacceptable sampling and related errors. Modern mineralogical analysis techniques can provide complete mineralogical inventories on a single THM product, reducing the amount of processing involved in satisfactory characterization of early exploration samples. A small exploration sample can be processed to produce a small THM concentrate using readily available gravity/density methods. In turn, the THM product is submitted for Whole Rock Analysis (WRA) and mineralogical inspection by X-ray diffraction (XRD), and microscopic evaluation. Modal mineralogy and textural data can be determined using optical methods, automated image analysis, and scanning electron microscope (SEM) based systems. Benefits of automation are reproducibility and the capability of rapidly analysing thousands of particles as opposed to manual optical methods. Automated systems include the use of Automated Digital Image Analysis (ADIS), and SEM-based systems such as the Mineral Liberation Analyser (MLA) and QemSCAN. For detailed mineral chemistry, microanalysis techniques ranging from electron microprobe (EMPA) to Secondary Ion Mass Spectrometry and Laser Ablation Mass-Induced Coupled Plasma-Mass Spectrometry (LAM-ICP-MS) are used. Examples of these automated and analytical methods are presented. ADIS at SGS-Lakefield Research uses optical characteristics to identify and measure mineral species in THM samples; rutile, pseudorutile, ilmenite and leucoxene can be distinguished. Analysis of a single THM product provides bulk modal mineralogy and grain size distribution of particles and the individual mineral grains. Textural information is also obtained detailing mineral associations as well as degree of alteration. Where textural and chemical resolution renders mineral identification ambiguous, SEM-based methods offer better resolution. Examples of this ambiguity are shown in this paper, which leads to QemSCAN as the preferred method where within-grain variability is concerned. Sampling and measurement strategies are followed to meet study objectives, providing a value-added framework for a sequential, cost-effective strategy, which will meet due diligence and bankable accreditation criteria. Studying a THM product by electron microprobe and LAMICP-MS may reveal potential fatal flaws related to mineral chemistry. Low detection limits in the range of 200 to 500ppm are possible using electron microprobe analysis for suitable matrixes (U, Th in zircon). For the detection of ultra low level elemental contaminants, LAM ICPMS is the most accurate method of evaluation. Elements including U, Th, La, Ce, Nb, and V in Ti-minerals can be determined down to 50 ppm.

The U.S. cement industry, including Puerto Rico, again set a record in terms of production and shipments. The increase in shipments came primarily from imports of portland cement as domestic production from produced and imported clinker gained only 1.9 Mt (2.1 million st). Clinker production as reported to the U.S. Geological Survey (USGS) was 88.6 Mt (97.6 million st), an increase of 1 percent. Gray and white portland cement production from domestic and imported clinker, estimated at 93.5 Mt (103 million st), was up 1.9 Mt (2.1 million st). Masonry cement shipments of 5.5 Mt (6 million st), which equates closely to production, was up 6.3 percent. Blended ce-ment shipments were up 35.9 percent from 2004 at 2.35 Mt (2.6 million st).

Ventilation planning in trackless metal mining is often taken for granted. This paper highlights the trials of planning and executing the ventilation design for Bog Zone at the Lisheen Mine. Ventilation planning for Bog Zone started at the feasibility study stage in 2003; subsequent design changes continued until 2006. In August 2006, the development of the Bog Zone ore body was accelerated through the use of contractors; in addition, the Lisheen equipment fleet was revised based on a larger load and haul fleet. As a result, the circuit was reviewed in terms of changes in design conditions and best practices. This review resulted in a 40% increase of total airflow required to mine Bog Zone. Resources utilized to design the circuit include: external review, computer modeling, and in-house Lisheen planning and operational staff review. The final ventilation design configuration was adopted in 2007, after modeling and evaluating 30 different scenarios, resulting in a better distribution of airflow, optimized secondary escape way, reduced contaminants, and a total power reduction. The value of investment in computer modeling of primary ventilation circuit and planning for staged implementation should never be underestimated.

The technology of making and using ?paste? from mine tailings is increasingly well known by the minerals industry. The primary applications are water recovery and ?stacking? of tailings with minimal use of dams and ponds. This paper highlights some applications, other than water recovery and stacking, that have come to the attention of a paste thickener equipment supplier. As generated by thickeners, paste (also called ?thickened tailings?) is a non-settling, relatively high concentration, suspension of solids that can be pumped. Paste deposits with an angle of repose, allowing minimal use of dams. High solids concentration allows more water recovery at the paste thickener than is achieved in conventional and high rate slurry tailings thickeners. This paper is based on paste as produced in a flow sheet that includes a thickener, underflow pumps that are typically centrifugal, transfer pumps that can be centrifugal or positive displacement, and a distribution system at the deposition site. Examples of paste applications other than water recovery or stacking include: ?mine? an existing tailings pond by removing slurry, recovering coal or iron ore values, and return the new tailings to the pond as a paste that does not res-suspend; use paste to seal an existing tailings pond from leaking to groundwater or to an underground mine; extend the life of an existing tailings pond by thickening the tailings to paste; move an existing dry tailings impoundment to a new location by slurrying, pumping, paste thickening, and redeposit; minimize the size of a filter by paste thickening the feed; operate a paste thickener and filter in parallel on a tailings stream with re-mixing to achieve a high solids concentration. The use of paste tailings technology has been expanding over the last 15 years. The applications, both implemented and under consideration, are increasingly diverse and include all minerals tailings. Tailings handling designers should always consider a paste option to the conventional slurry solution.

Two-phase (water and air) flow in a self aerated WEMCO flotation machine has been investigated using computational fluid dynamics (CFD). A 0.8 m3 model is considered. The flow is modeled by Euler-Euler approach, and transport equations are solved using a commercial software ANSYS-CFX5 [1]. Because of the lack of circumferential periodicity in this machine, the entire machine is modeled and unsteady simulations are conducted in the whole volume of the bulb. Uniform bubble diameter is specified, and the effects of bubble diameter are determined by conducting simulations for three diameters of 0.5, 0.7, and 1.0 mm. The unsteady air flow rate through the machine is predicted as an outcome of the simulations. Air volume fraction contours and velocity field in different parts of the machine are presented and discussed.

Cortez Gold Mines completed a feasibility study for a new openpit gold mine in north central Nevada. The production schedule calls for a peak in material movement. This schedule is based on current operational efficiencies and equipment parameters observed at the company’s existing openpit operation. To mitigate risks of over/under predicting production, simulation modeling was used to validate the loading and haulage requirements during the peak production period. The advantage of simulation is the ability to provide a realistic model of a mining operation based on scheduled and unscheduled random events during the period under analysis.
