This paper describes the use of post- tensioned rock anchors to reduce the risk of future damage to a residential structure as a result of coal mine subsidence. The project described in this paper was performed by the Office of Surface Mining Reclamation and Enforcement (OSMRE) of the U. S. Department of the Interior. The OSMRE was created to administer Public Law 95-87, the Surface Mining Control and Reclamation Act of 1977. The responsibilities of OSMRE include "reclamation and restoration of land and water resources, adversely affected by past coal mining including prevention, abatement, control of coal mine subsidence. ?('l) Consequently, OSMRE has been addressing mine subsidence problems since its initial subsidence stabilization project in 1979. Stabilization activities have primarily consisted of supporting the overburden material by injecting materials through drilled bore holes into the underground mine voids. Injection of various materials into mine voids, including fly ash mixtures, coal refuse, cement grout, and gravel has proven to be a successful method of reducing mine subsidence-related surface movements, and has been extensively utilized in mitigating mine subsidence problems. However, the cost of drilling for injection can be extremely high in areas where the depth to the coal seam is great.

This is the fifth annual tabulation of mineral royalty information. This tabulation, like the previous editions, includes all of the earlier data. There are also 60 new entries. In addition to royalty information, some entries show the cost of purchased reserves. Two articles relative to the evaluation of minerals reserves appeared in December, 1986. R.H. Paschall (In the Aggregate, ME, p 1139) wrote a good article, although it lacked specific royalty data. However, this author takes exception to two ideas in Paschall's column. Paschall contends that the royalty rate does not affect the mineral appraisal. This present author could not disagree more. Paschall also claims the location of an industrial mineral deposit is the only serious or practical caveat in comparing royalties. Comments received here from readers helped make the list of caveats that are cited each year. The readers will decide which factors influence the mineral value for their commodities of interest. Paschall's point about the relationship of the parties who are negotiating a royalty agreement is important and very well taken. The other article, written by William Vernon (Pit and Quarry, December 1986), gives a step-by-step process on how to conduct a mineral appraisal. The article cites three reasons for an appraisal: transfer rights; collateral for a loan; and taxation. A fourth reason is to establish adequate compensation for reserves lost through condemnation. This author has appeared in several court cases where compensation for loss of mineral reserves through condemnation required a mineral appraisal. Royalty rate becomes an important factor in the appraisal process, although the Pit and Quarry article refers to that part of the valuation equation as "profitability." Both articles were well written and are recommended reading for those interested in mineral valuations. The same caveats that have appeared in previous columns relative to factors that influence the value of reserves are restated. The data in the table serve as a general reference and are not intended to present an absolute scale of reserves costs. Several factors influence the value of any mineral commodity. The factors include: • location/transportation - especially significant for most industrial minerals; • market conditions both for the commodity and the company acquiring the right to mine; • quality or grade of the deposit as it reflects the amount of processing/beneficiation necessary to produce the finished product; and • legislative restrictions and conditions for mining a given material at a given site. These and other factors will significantly influence the cost of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity in column 1, and the subsequent columns give: • the location by state, US geographic area, or Canadian province ; • the cost - R for royalty and P for purchased cost; • the year in which the lease or purchase agreement occurred; and • comments or footnotes for more information. The cost column requires more explanation. The Cripple Creek & Victor Gold Mining Co.(CC&V) celebrated completion of a two-year, $168.5-million expansion and capital improvement program. An open house celebration was held in the historic mining town of Victor, CO on Oct. 4, 2002. Hundreds of townspeople, the press and other invited guests from the mining industry joined the employees of CC&V in the celebration. The event included mine tours, company displays and a barbecue picnic, complete with a country and western band. The Cresson Mine is located about 40 km (25miles) west of Colorado Springs, CO between the towns of Cripple Creek and Victor. The mine is the only large-scale gold mining operation in Colorado and now employs about 300 (ME, October 2001, pp.21-28). The operation is a joint venture between Anglo-Gold (Colorado) (67%), based in Greenwood Village, CO, and Golden Cycle Gold (33%), based in Colorado Springs. CC&V is managed by AngloGold North America. AngloGold North America is the U.S. subsidiary of AngloGold, the world’s second largest gold mining producer. AngloGold is based in Johannesburg, South Africa.

The US Constitution provides for regulation by the states for protecting the public's safety, health, and welfare. Hence, in the eyes of the law of all states today, this is the sole justification for registration of professional engineers. Wyoming was the first state to register professional engineers in 1907, to correct abuses of incompetent or fraudulent practices in surveying and real estate. Public safety and health are most directly affected by civil, electrical, and mechanical engineering. Other branches of engineering have a profound effect on the public welfare, including investors, and safety and health of employees. No arguments, pro or con, are valid except in relation to the registration laws of various states. Code of Ethics Few would argue the desirability of requiring conformance with a code of ethics. A major problem lies in enforcing compliance, since protecting the public demands a high standard of competence, yet assessing competence gets confused with restraint of trade. Bidding engineering work on price competition can lead to pressure to cut corners on engineering quality, and was therefore discouraged by codes of ethics. The Supreme Court, in a suit against the National Society of Professional Engineers (NSPE), barred any engineering society from such bidding restriction. It has, however, upheld the right of states to impose codes of acceptable practice as part of registration laws. For example, Texas Canon I reads, "The engineer's paramount professional responsibility should be the safety, health, and welfare of the general public." Anything less makes the code practically meaningless, but there are potential conflicts of interest in many engineering organizations. How can conflicts be handled? Any corporation could improve its public image by adopting a policy that each employed PE should, without fear of recrimination, record in writing over his seal any problem or flaw in any design that comes to his attention. The policy should further require that his superior provide him a written reply pointing out that the "flaw" is accepted as requiring correction or as a calculated risk, or overruled as erroneous or as a difference of opinion. Errors in calculation of judgment are inevitable. Despite this, there are limits to how much time and money should be spent to eliminate them. It is difficult, however, to see any excuse for failure to conscientiously evaluate the opinion of a PE. This may be an impossible ideal, but how else can the profession or the industry have credibility? The National Council of Engineering Examiners (NCEE) has a code of ethics one presumably subscribes to by signing an application to write a Principles and Practices examination. However, NCEE has none of the power of enforcement that is available through state boards of registration. Registration Qualifications Qualifications are set by the laws of the states. In general, they require passage of an eight-hour examination in fundamentals, preferably at graduation, and, later, one in principles and practices. The examinations are compiled and distributed by NCEE. This system provides for a high degree of uniformity and reciprocity. States set the education and experience levels (typically four years after graduation) required by those desiring to write the principles and practices examination. Examinations The principles and practices examination calls for answering eight of 20 equal weight questions; one on engineering economics, 19 on engineering. Economics may enter into engineering questions, but only provided the question is not answerable by an economist without engineering training. In preparing examinations, NCEE strives to use questions that require some judgment and can be more effectively answered by someone with four years experience beyond college. The aim of this joint work between the French Coal Board and the Paris School of Mines is to be able to practically model the behaviour of a transverse drum cutting rock with picks. First a theoretical approach leads to the concept of cutting curves, giving forces and torque against penetration per drum revolution. Then experimental evidence, from full scale and reduced scale testing, validated and confirmed the theoretical shape of the curves. Finally practical applications are given, to improve the design or use of a shearer (or continuous miner). A micro-computer program is being developed to predict the cutting performances of a machine in certain conditions.

The 56,000' (17 km) long San Vicente Aqueduct Pipeline tunnel is being constructed using precast concrete rings to act as preliminary ground support through two sections of the bored tunnel with lengths of 9,450' (2.9 km) and 33,700' (10.27 km).The six segment bolted trapezoidal ring was manufactured using a combination of steel fiber reinforced concrete and self compacting concrete in vertical moulds. This paper briefly describes the design and function of the segments, and reviews the development stages of the concrete mix, and the advantages and disadvantages of the adopted manufacturing method.

There are several elements of online pedagogy and information technology that are being used in the University of Alaska Fairbanks’(UAF) course “ES 201: Computer Techniques,” to enhance classroom teaching. The use of information technology in this class grew from a desire to make lecture notes available to students. This has grown to include a sophisticated, online delivery software package. It provides chat rooms, discussion groups, and online testing and grading. Online delivery aside, the class uses the telnet, e-mail and C++/FOR-TRAN compiler facilities of the university server during class to enhance learning. During class, for example, the students read the lecture notes on the Web browser, telnet to their university Unix accounts, check their e-mail and download programs (to be covered in class) sent by me, and then compile, run and modify the programs. The class, therefore, requires students to be active most of the time. This ensures their full attention and better learning due to the hands-on experience (Fig. 1).

INTRODUCTION It has been recognized for some time that major changes in mining methods will be required in the near future. Two types of factors contribute to this need for change. Intrinsic factors include ground control problems associated with mining at increasing depths, noise, dust, toxic fumes, and logistics problems which arise from operation in a cyclical fashion. Extrinsic factors include competition for labor from industries offering safer and less difficult work, pressure for less impact on the environment, and changing economic and political conditions. The search for new mining methods has resulted in extensive research being carried out on such novel approaches as thermal fragmentation, high-pressure water jets, sonic drilling, microwave fragmentation, and laser cutting, among others. Joy Manufacturing Co. has elected to concentrate on impact breaking in stopes as a first generation continuous hard rock miner. IMPACT BREAKING Fragmentation techniques show a drop in specific energy as efficiency improves. Specific energy is the energy consumed per unit volume of rock removed and is affected by such variables as rock material properties, fragmentation method used, operator skill, tool design, etc. Mechanical fragmentation methods generally have specific energies much lower than that of the more novel methods. Table 1 shows impact breaking to have an efficiency exceeded only by that of drill and blast methods and it is this high efficiency which led Joy to impactors as the subject for research on potential mechanisms for continuous mining in hard rock.

A glance at the accompanying table reveals that for the first time in many years the industrial minerals field did not post significant gains in production. Gypsum, cement, sand and gravel, and crushed stone production-which are very sensitive to construction industry performance-barely managed to stay even, or in fact, declined slightly. Even barite production, in spite of increased oil and gas drilling, was off 5% in 1979 from 1978. Domestic fluorspar production continued to decline while imports, primarily from Mexico, South Africa, and Spain, rose 11%. Worldwide production of iodine (which is used primarily as a catalyst, animal feed additive, and in ink and colorants, stabilizers, pharmaceuticals, photographic film, and disinfectants) grew about 9% on a worldwide basis-from 10.75 Tg to 11.16 Tg. This does not include US production. The two US producers increased demand as apparent domestic production increased about 5%. Increasing energy costs and the transportation situation have had a prohibitive effect on the industrial minerals field. The critical shortage of railroad cars, according to consultant Neil Johnson, is due to several factors: • High capital investment rind interest rates needed to build new equipment, • Accidents, obsolescence, and failure to repair equipment reduced car availability, •Reduction in some train schedules due to fuel economy, and •Increased turnaround time as a result of new safety regulations. Railroad rates have increased an average of 7% per year for the past 10 years. Last year's increases were about 11.1% due to fuel costs and surcharges. Truck shipments have increased their penetration in certain areas of the southeast because of the shortage of box cars and the producers' demand for quick shipment. Some producers report a 15-20% increase in truck use. In the feldspar-mica area, which formerly made most shipments by rail, trucks are now used for about half the shipments. Marketing prices, as expected, increased due to higher costs for energy, power, labor, and supplies used in production. Estimated average price increases were about 10% which, in many cases, did not cover increased production costs. These factors-rising energy costs and the critical transportation situation-resulted in an unsatisfactory year for industrial minerals. Stanley J. Lefond Cnntrihuting Editor

"The exploration of seamounts south of the Azores during the EMEPC/Açores/G3/2007 campaign allowed for the collection of 30 Fe-Mn crusts from the Atlantis, Great Meteor, Small Hyeres, Irving and Plato seamounts, as well as from the East Azores Fracture Zone. These were the first samples of Fe-Mn crusts studied from these seamounts. The Fe-Mn crusts were analyzed using multiple analytical methods.The crusts are fairly homogeneous, showing typical textures for this type of occurrences. The Fe/Mn ratio, patterns and concentrations in rare earth elements, and the great homogeneity of the crusts lead to the conclusion that they have a hydrogenetic origin, precipitating directly from seawater. Although the content in Fe and Mn of the crusts is consistent with data available for the Atlantic, the mean concentration of Co is comparable to the average values for the Pacific. Cu and Ni show lower values than the ones known for the Pacific."

OHSAS 18001 is a series of international standards for occupational health and safety management. It is comprised of two parts, 18001 and 180029. OHSAS 18001 was formulated by international certifying bodies and is based on BS8800 and was first published in 19996,11. OHSAS 18001 was developed to be compatible with ISO 9001 and ISO 14001 in order to facilitate integration of quality, environment, and occupational health and safety management systems5. It is a voluntary standard and the overall aim of OHSAS 18001 is to enable organizations to control their occupational health and safety (OH&S) risks and improve overall health and safety performance5. OHSAS 18001 is widely accepted in the UK, Europe, and Asia, is gaining momentum in North and South America, and it was used as the basis and conforms to the requirements of ANSI/AIHA Z.10-2005: American National Standard for Occupational Health and Safety Management Systems. It defines a set of requirements for an occupational health and safety management system suitable for any kind and size of organization4. Businesses of all sizes are developing and implementing occupational health and safety management systems (OHSMS) that are in compliance with the OHSAS 18001 standard.

Earlier this year, Simplot Phosphates achieved a safety milestone at its Vernal, UT phosphate operations. In March, the entire operation reached achieved seven years without a lost time accident. And the mine operations at Vernal reached the 1 million hours benchmark without a lost time accident. This million hour achievement has been 19 years in the making. This achievement reflects the mine’s strong attitude towards safety, the company said. Safety is an integral part of its culture and requires diligence and considerable work. Attention to even the smallest of details cannot be allowed to slip. This is a record Simplot Phosphates said it hopes to improve on every day.

A novel approach incorporating computational fluid dynamics (CFD) and flotation modelling has been used for investigating flotation cell designs. CFD modelling has increasingly been employed to enhance understanding of the cell hydrodynamics in mineral and coal flotation. Opportunities for improving the flotation cell performance can be identify by modelling. The CFD-flotation model from CSIRO incorporates cell hydrodynamics that affect particle-bubble interactions. Information from the model includes velocities, turbulent dissipation rates, gas hold-up, particle-bubble attachment and detachment rates. The attachment and detachment rates have been found to be effective measures of cell performance for cell design.

The North Shore Connector Project for the Port Authority of Allegheny County involves TBM mining a pair of subway tunnels through soil and rock under the Allegheny River and a narrow city street. Along the tunnel alignment are a historic building on shallow foundations and modern buildings on deep foundations, one constructed directly over the alignment during the latter phases of design. This paper provides an overview of the general site conditions, and technical basis for excavation support and tunneling decisions. Deformation limits, ground improvement, monitoring and mitigation plans, geotechnical baseline report development, and risk management will also be discussed.

Many years ago, a relationship was established between dust inhalation and pneumoconiosis. Since then, various government agencies have regulated crystalline and amorphous forms of silica material in the workplace. In 1987, the International Agency for Research on Cancer (IARC) classified crystalline silica as a probable carcinogen. With this listing, crystalline silica became a regulated substance under the Hazard Communication Standard. The minerals and chemicals industries have responded in various ways. They have: • developed worker and user training programs and literature; • labeled products with appropriate warnings; • continued to implement dust reduction programs; and • developed meaningful epidemiological studies of workers. • begun development of reliable analytical methods for measuring crystalline silica at the 0.1 % threshold level; Background Silicosis historically has been the major health hazard resulting from exposure to crystalline silica. Silicosis is the scarring of the lung from excessive exposure to crystalline silica. It has been recognized as an occupational disease for more than 2000 years, since early Greek physicians noted the respiratory problems of miners, stonecutters, and quarrymen who were exposed to excessive quantities of mineral dust. During the industrial revolution, the incidence of the disease was greatly increased by the use of machinery that increased dust levels. Subsequently, the need for dust control was recognized and measures were instituted. Silicosis is characterized by progressive breathlessness on exertion and develops over the course of years. Diesel engine particulate matter pollution is a matter of concern currently in underground mines worldwide. A number of real-time Diesel Particulate Matter (DPM) monitors have been developed in recent years; two of these by the National Institute of Occupational Health and Safety (NIOSH) in the US. One, the D-PDM, is based on an adaption of the successful NIOSH?s Personal Dust Monitor (PDM) unit which is being taken up very successfully for mine respirable dust monitoring. The D-PDM measures all particulate matter within a sub-micron range as classified nominally at 0.8 micrometers by a purpose developed cyclone. The other, the FLIR Airtec, measures the Elemental Carbon (EC) component of DPM by a laser scattering approach. Both instruments have been evaluated underground in robustness and reliability testing in coal mines by the authors. Real time DPM monitors allow greater understanding of the sources and levels of DPM pollution in underground activities. They allow engineering evaluations to determine how conditions can be improved or mining personnel relocated to lower concentration levels. Studies are discussed that examine DPM concentrations from vehicles under varying ventilation conditions. Some of these concern tests undertaken during high activity longwall face moves. They focus on evaluating DPM during the various phases of the face Chock Shield moves. An initiative in some mines has been to limit the number of vehicles in the mining section or panel by the use of a Tag Board or Traffic Controller at the panel travel road entrance to manage exhaust DPM and gases. Diesel tags or tokens are used to control the number of vehicles entering a section or panel and so limit level of pollution. Summation of DPM levels from points monitored throughout a panel demonstrates increasing DPM levels from influence of additional equipment in series within the ventilation circuit. An alternative approach is to invest in underground continuous real-time monitoring of exhaust gases, DPM and section air quantity and integrate this information to determine whether an additional vehicle can enter without exceeding diesel target limit. This optimizes the access of diesel vehicles and replaces the existing manual tag board system. Real-time DPM monitoring allows the industry to pin-point high exposure zones such as those encountered where various vehicles work in areas of constrained or difficult ventilation. Identification of high DPM zones allows efficient modification of mine ventilation, operator positioning and other work practices to reduce underground miners? exposures.

"The ancestral Ringarooma River in northeast Tasmania has transported alluvial tin and other heavy minerals from their onshore source of stanniferous Devonian granites downstream into what is now Ringarooma Bay. Previous exploration work has demonstrated the presence of potentially economic tin mineralisation within the palaeochannels and terraces associated with the submerged river.The offshore tin resource lies directly on the seabed or with less than 2 m of overburden, and within 5 - 50 m water depths in the wider bay area. The main river channel continues offshore for at least 13 km, with high tin grades found within the palaeochannel but also dispersed across the sea floor as a sheet wash, a result of Quaternary sea level change reworking the placer deposits. This drowned portion of the coastal plain contains a continuation of rich tin leads as low gradient anastomosing channels, and has been delineated by marine seismic and drilling activity since the 1960s. Tin grades in the Tertiary and Quaternary alluvial profiles vary from 50 - 300 g/m3, with the highest concentrations in the coarser basal horizons. A previous offshore explorer estimated a resource of 194 Mm3 at 150 - 250 g/m3.Kenex Ltd created 3D models of the paleochannels and the mineralisation with the aim of better constraining the resource estimate and identifying additional depositional areas. The modelling was undertaken with the input of geophysical data, bathymetry and geochemical sampling of the seabed surface and from historic offshore drill holes. A prospectivity model covering Ringarooma Bay was produced to target tin-bearing gravels. Predictive maps were created to represent various features of the offshore mineral system, including assessing gradient changes in palaeochannels and their sinuosity. The model identifies areas with higher potential for alluvial tin mineralisation and will be used to focus the exploration programme over tenements currently held by Kenex Ltd."

Explosions in underground coal mines have been a serious safety concern since the advent of mining; despite significant technological advances, they are still occurring. Parameters such as barometric pressure, geological changes, and changes in ventilation can contribute to an explosion. These factors can be monitored with available and developing technologies to create algorithms that predict when explosions are more likely to occur. This paper reviews current underground atmospheric monitoring systems and related regulations around the world. In addition, suggestions for improvement and implications for explosion prevention are discussed.

The Pyrometallurgical refining stage of ferronickel manufacturing produces a slag rich in iron and nickel, which is usually further processed for metal recovery. The recovered material is returned to the refining or smelting stages, depending on the amount of impurities. A series of tests was carried out on the Mineração Morro Azul refining slags, aiming at the recovery of the metallic particles through physical processing. Minor changes in the process showed improved results. This paper compares the textures of these slags after being cooled at ambient temperature and granulated under water at high pressure and flow. It concludes that the cooling process is intimately connected to the work index of such slags, thus resulting in direct impact in operating costs.

The Russia Wharf segment of the Silver Line Phase II Project for the MBTA incorporated ground freezing and underpinning during New Austrian Tunneling Method(NATM) tunneling through timber pile foundations, urban fill, and abandoned wharf structures beneath two historic 7-story buildings with steel frames and masonry facades. During construction, the project team implemented an extensive program to monitor, evaluate, and mitigate the ground and building movements caused by the various construction activities. Mitigation included freeze cycling and building raising/lowering to compensate for ground movements and safely maintain the serviceability and occupancy of the buildings. In this paper, we present the history of the freeze, tunnel construction, and thaw-related movements that occurred and the building response that we observed.
