As part of the Bureau of Mines program to broaden utilization of abundant low-quality mineral materials, the Tuscaloosa Metallurgy Research Laboratory conducted beneficiation studies on two Alabama clays. The main purpose of these studies was to develop improved plasticity and green strength in both clays and compare these improved properties with those of a typical ball clay. Whiteness of the clays was also considered. The results indicated that by adjusting the pH of the kaolin to approximately 9, a substitute for ball clay could be obtained. The investigation also showed that by a combination of attrition grinding and sodium dithionite leaching to remove iron, the underclay could be upgraded to a ball clay material.

Are the safety rules in your work place effective? Do supervisors enforce them as they should? Do supervisors abide by these rules? Safety rules are an important aspect of many company safety programs, particularly if employees must work in an intrinsically hazardous environment such as a coal mine. However, for various reasons, supervisors sometimes fail to enforce safety rules (Arvey & Jones, 1985; Hartshorn, 1998). This paper presents some findings obtained from interviews with coal miners about why supervisors sometimes fail to enforce an important mine safety rule. It also contains a few suggestions addressing what could be done to help supervisors perform this job function more effectively.

"Scientific, engineering, and biomedical research teams synergystically developed major topical research areas in the Respirable Dust Center. Descriptions of their interactions and resulting accomplishments demonstrate how cooperative research within and among these study groups benefits the overall respirable dust research and practical application needs of the mineral industries.The development of a state-of-the-art small animal inhalation exposure facility suitable for studies of fresh and aged coal mine dust, a major goal of this research group, will contribute toward the GTCRD goal of advancing the understanding of causative mechanisms for the occupation-related lung impairments and the airway diseases of mine and mill workers. Such understanding includes improved definition of the role of various aspects of the lung environment (e.g., surfactant and the mucociliary system) in the disposition and toxicity of respirable dust, comprehensive characterization of the role of the pulmonary alveolar macrophage (PAM) and its secretory products on the development of dust-related lung disorders, and an expanded search for methods to reduce the toxicity of respirable dust both before and after it enters the lung. The National Academy of Sciences has recommended, in Measurement and Control of Respirable Dust in Mines, that respirable dust research should include study of the behavioral and constitutional factors affecting individual susceptibility to workers' pneumoconiosis occupational disease and the development of methods for detecting the potential onset of pneumoconiosis earlier and more conclusively than can be done using X-ray methods. These recommendations have guided the research group in its goals of establishing and disseminating a scientific protocol for standardizing the inhalation testing for all research objectives within the Generic Center which involve small animal exposures and implementing the infrastructure necessary to make lung tissues obtained during inhalation studies available to all researchers within the Generic Center."

C. 4 Hoist Assemblies (not man-rated) A large number of manufacturers supply materials handling winches. These units are predominately electric powered while a limited number of vendors supply air powered equipment. Air powered units are currently used extensively for underground materials handling purposes. Suppliers of materials handling equipment normally include a disclaimer statement in their published literature which clearly states that the equipment "is not designed or suitable for lifting or lowering persons " This category of commercially available equipment can be adequate for emergency man hoisting provided that its' capacity is suitably derated and provided also that the necessary safety features are incorporated. Section C. 5 details the equipment which could be added to a commercial materials hoist to meet these needs. Four commercially available hoist assemblies, two electric and two pneumatic are discussed in the following paragraphs. This equipment is typical of what is commercially available and three of the units are currently used extensively in mining applications. Each hoist description includes a remarks paragraph which identifies the additional equipment each hoist would require for emergency hoist use.

The twelve latexes listed in Table XI penetrated A horizon soil as shown by elution through a laboratory soil column and gave good sealing efficiency. See details in Table XII. High elution through laboratory soil columns of 4 to 6 inches depth is desirable because it predicts penetration of latex to a greater depth in the field. No definite correlation was evident between penetrating ability and particle size, surface tension, or pH. Most of the materials, however, were characterized by low surface tensions in the 36 to 53 dynes/cm range while particle sizes were usually in the intermediate range of about 1500 to 2500 Å. Naugatex J-3471 (a highly crosslinked styrene-butadiene copolymer) was the most promising of this group for stability, penetrating ability; and sealant efficiency. It also showed utility with [B] profile soil. Many of the other latexes tested in this investigation showed good sealing efficiency but were judged unsatisfactory because they gave low penetration or formed surface films with & horizon top soil. In general, latexes containing cationic surfactants were not satisfactory because they formed a heavy surface film. This is due to neutralization of the positive latex charge by the negatively charged soil particles.

Fiji has been an independent country within the British Commonwealth of Nations since 1970. It consists of an archipelago of more than 300 islands ranging from tiny coral atolls, cays, and rugged coral limestone islets, to the larger mountainous islands of Kandavu, Taveuni, Vanua Levu, and Viti Levu of volcanic origin. The islands of Fiji straddle the 1800 meridian about 1,800 kilometers south of the Equator in the part of the southern Pacific Ocean known as Melanesia. The production of gold and silver from the Emperor Mine at Vatukoula on the island of Viti Levu, the main island of Fiji, remained Fiji's only metallic mineral producer. Mining began at the Vatukoula site in 1933, producing 124 million troy ounces of gold and 147 thousand troy ounces of silver by yearend 1985.

"INTRODUCTION Uncontrolled mine fires originating in exposed coal beds through the acts of careless or irresponsible persons present a serious threat to buildings, surface property, and the life and health of persons near the affected area. Apparently, the seriousness of such fires is not fully understood by property owners or those residing in the vicinity, as practically nothing has been done to alleviate conditions. In many instances, such fires have been active for several years before property owners or civic organizations have shown any interest toward having the fire extinguished. Recommendations by Bureau of Mines investigators in the interest of controlling such fires are seldom followed, as the Bureau cannot provide the funds for doing the work.Several uncontrolled and widespread fires are burning along the outcrop of coal beds and in underground abandoned mine workings within a 25-mile radius of Pittsburgh, Allegheny County, Pa. If these fires are permitted to continue to burn unabated, the ultimate results may be far-reaching. Most of the outcrop fires investigated are believed to have originated from burning rubbish, forest fires, or workmen, hunters, or others building fires near the outcrop of ,the coal beds. In other instances, smoke and fumes have suddenly appeared in the vicinity of abandoned coal-mine openings, indicating that a fire has either burned its way along the outcrop of the coal bed or has traveled through the abandoned mine from another location. An underground or outcrop coal-mine fire will be very likely to continue to burn as long as an oxygen supply is present.; and, so far as is known, such fires do not stop burning automatically until virtually all combustible matter is consumed."

In studies of mine and tunnel ventilation conducted by engineers of the Bureau of Mines , various smokes are used to determine flow of air , direction of the currents , and the rate of mixing . The instrument for generating streams of sulphur trioxide (SO ) smoke , shown in the drawing herewith, has been found helpful , convenient and practicable for such purposes ; it is also especially useful in some places where fire for generating smokes is not permissible . The apparatus consists simply of a glass tube containing fuming sulphuric acid on granular pumice stone , attached to a rubber syringe bulb . When a squeeze of the bulb blows air through the tube , a stream of dense white smoke evolves, which follows and makes visible the air currents . The tubes after preparation are hermetically sealed to prevent deterioration . When ready for use , they are easily broken open at a file scratch for the purpose on both tips , and inserted into a rubber nipple at the bulb . Sometimes it is of advantage to attach them to a longer rubber tube leading to the bulb . Tubes of the size shown (about 1/2 inch outside diameter by 5 inches long) are usually sufficient for the needs of a day . Thereafter they cease to fume because the acid absorbs moisture from the air and looses its effectiveness . Smaller sizes of tubes and larger have been made , but the size shown has proved most practicable . Immediately after a person has finished using a tube it should be buried or disposed of in a place where it will not be touched by shoes or clothing, or come in contact with wooden floors , furniture , or metals , because the acid , which will eventually leak from the tubes , is highly corrosive . -- Reports of Investigations , Department of the Interior , Bureau of Mines .

A major focus of ground control research presently being conducted by the Spokane Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) is to incorporate weak rock masses (such as are associated with operations in the Carlin Trend in Nevada) into existing design relationships. The original database that led to most of the empirical design relationships presently employed in hard-rock mining was derived from fair-to-good-quality rock. In this study, the relationship between weak rock quality and opening design (non-entry/entry methods) is being investigated. The common factor in all mines is a weak back or wall. This work attempts to provide tools that will enable a mine operator to make economic decisions that will also ensure a safe working environment. Public interest in atmospheric pollution by automobile exhaust gas and in the ventilation of vehicular tunnels makes it desirable to ascertain whether the use of modern automobile fuels is tending to change the amount and composition of the products of combustion. The Bureau of Mines, in cooperation with the Ethyl Gasoline corporation4, has completed a series of testis to determine whether any significant difference exists in the carbon monoxide content of the exhaust gas produced by an internal-combustion engine when its fuel is changed from straight gasoline to the same gasoline containing Ethyl fluid whose active ingredient is tetraethyl lead. In the tests data was sought relative to the composition and mount of the gas produced by ordinary comparatively low-compression motors as well as by higher-compression motors in which distinct detonation occurred with straight gasoline, but which operated without detonation when using the same gasoline containing tetraethyl lead.

Average production from longwall mining operations in the United States has risen from approximately 800 tons per shift in 1980 to over 4,600 metric tons per shift in 1999. Such a large increase in production has the potential to generate significantly more dust. Previous NIOSH research has shown that, on average, respirable dust levels generated by the shearer accounts for 50% of the airborne dust generated during longwall mining. Ventilating air and water are primary controls being used in an effort to reduce longwall dust levels. Longwall operators are applying more air and water than ever before and have expressed concern over reaching maximum practical limits for these controls. Full-scale laboratory tests are being conducted to evaluate the impact on shearer-generated dust levels for changes in face air velocity, water quantity at the shearer, water spray pressure, spray system design, mining height and cutting direction. Results of this research should identify the most appropriate control levels for various operating conditions. In addition, general recommended dust control practices for longwall mining will be discussed. KEYWORDS Longwall, coal dust

Iron foundries that melt automobile scrap produce flue dusts averaging about 32 percent zinc and 6 percent lead. Some is sold to smelters, but because of the meager return and difficulty in handling, most of the dust is discarded. As part of the Bureau of Mines program to find uses for mineral wastes, research was initiated to develop an economical process to recover zinc and lead from the flue dust. Research encompassed the extraction of zinc and lead by fuming, leaching, and agglomeration. Controlled vacuum fuming of zinc to produce Prime Western zinc and a lead-rich residue was the most effective method for treating the dust. This process involved two distillations, or fumings, with carbon and methane as reductants, and resulted in recovery of 91.4 percent of the zinc in a Prime Western grade product, and 98 percent of the lead. Hydrometallurgical techniques involved several leaching methods, but the simultaneous extraction of iron, manganese, and copper resulted in contamination of the solution and made the zinc recovery processes too complicated. Agglomeration was done by pelletizing or briquetting the dust for possible use as feed to a zinc smelter.

"Introduction. The first short—flame explosives were made in the United States during the year 1902, then the mount was 11,300 pounds. In 1902 they were designated ""permissible explosives"", and were required to meet specific tests. By 1912 the total consumption thereof had increased to 24,630,000 pounds, equal to 5 per cent of the total quantity of all kinds of explosives produced in this country; while in 1922 the total was 43,429,000 Pounds, or 10 per cent of the production, and 18 per cent of the explosives used for the mining of coal.Each year the Bureau compiles statistics of explosives, one important object of this being to show the extent to which permissible explosives are replacing other classes of explosives in coal—mining operations, and the influence of such replacement in reducing the number of accidents caused by explosives in this class of mines. The consumption of permissible since 1916 has considerably exceeded the quantity of high explosives (dynamites, etc.) used in coal mines. While the increase in use of permissible is good, the replacement of other explosives therewith is not nearly as good as with be, considering the known general efficacy and safety of permissibles."

This book has employed miners' narratives to illustrate basic concepts about the escape process. One of the most powerful means by which people make sense of their experiences is through the telling and internalization of stories [Bruner 1990]. By couching one's own and others' motives and actions in terms of a coherent narrative, a person is able to learn from mistakes and plan future behaviors that may help ensure survival. A growing body of research suggests that decision-making skills used to deal with emergency situations can be taught and assessed by simulations based on narratives from the real world [Bransford et al. 1986; Brecke 1982; Brener 1984; Connolly et al. 1989; Halff et al. 1986; Jones and Keith 1983; Lacefield and Cole 1986]. Such techniques have been used to address the decision-making of medical personnel, civil and military flight crews, and even people involved in broader life events such as political and military situations [Babbott and Halter 1983; Dugdale et al. 1982; Farrand et al. 1982; Gilbert 1975; McGuire 1985; McGuire et al. 1976; Flathers et al. 1982; Giffin and Rockwell 1984; Jensen 1982; Janis and Mann 1987]. Given the validity of this method of study and the promise it holds for helping people improve the quality of their responses to nonroutine occurrences, it is perhaps surprising that there have been no studies of emergency decision-making among blue-collar workers prior to those conducted by the present authors and their colleagues. The purpose of this chapter is to describe underground coal miners' decision-making performance on a table-top simulation whose problem structure is derived from interviews with a group of eight miners who escaped from the 5 Left section at Brownfield Mine. The exercise was constructed by a panel of domain experts (mine safety and rescue personnel) with the assistance of an educational psychologist. The simulation includes actual predicaments with wise and unwise decision alternatives that, in the opinion of these domain experts, are characteristic of such escapes. Results reported in this chapter are the scores of a sample of experienced mine workers who completed the simulation. Because the exercise is a series of objective performance tasks coupled with detailed and immediate feedback, this simulation can be used to teach and refresh critical escape skills, as well as to provide data concerning the proficiency of miners at the time of exercise administration.

"The economic features of coal mining must take into account the drain on the man power. Study over a recent 5-year period reveals an average yearly loss of 2,125 underground men, of whom 1,182 are killed by falls of roof and coal, and according to recent data compiled by the Bureau of Mines it is estimated that 54,000 men sustain lost—time disabling injuries from the same cause.Under normal activity of the mines approximately 50 lives are taken by falls of roof during every 10 days the mines are operated, or 5 persons are killed per day, which, at a compensation charge of $5,000 each, amounts to $25,000 per day. Add to this the similar number killed by causes other than by falls of roof and we have $50,000 as an approximate daily fatality charge for each day the mines operate. On the basis of 200 working days per year, this amounts to the alarming figure of $10,000,000 annually. An investment at 5 per cent to yield this amount would require $200,000,000, which is equivalent to a capital investment of $0.40 per ton of coal, produced annually, on the basis of 500 million tons. These figures apply only to fatalities for which a fixed or stated amount is paid for compensation and do not include the compensation and hospitalization paid for the approximately 103,000 upon whom idleness is enforced by a lost-time disability injury. In one State having an annual production equal to approximately 30 per cent of the total bituminous production of the United States, the most recent data shows that for each fatality there are eight serious injuries causing 60 days or more lost time. The frequency rate of accidents for that State is less than the average for the United States, and so a conservative comparison may be made by using the figures of that State in estimating the total serious injuries, which gives 16,000 as losing 60 days or more. The average number of underground employees in the coal mines of the United States for the past 10 years has been approximately 570,000; the annual underground fatalities amount to approximately 2,000 and non-fatalities to 108,000, or a total of 110,000, which means that one out of every 5.17 employees ,or 19.3 per cent, receives an injury which results in either a fatality or a lost-time disability; this figure in a little over five years will reach a number equivalent to 100 per cent of all underground workmen. Against this is the record of many miners who have worked 25 years or more without a lost—time disability injury, indicating that coal mining is not necessarily productive of injury or death to workers.In the matter of falls of roof, it is found that 85 to 87 per cent of all fatalities occur at the working face, face of a room or entry, or in pillar work. It is at the working face that the greatest roof hazards are encountered, and when about 75 per cent of the underground employees spend approximately 90 per cent of their working hours at the face, it is logical that there is where injury is most likely to occur.Although the roof hazards may vary in different beds of coal, experience has proved that roof hazards can be successfully controlled in all coal mines, essentially regardless of the character of the roof if constant care and attention are given by the management and employees in applying the principle of safety. In almost every mining district some companies maintain an extremely low frequency rate of injury, whereas in the same district with essentially the same roof conditions the opposite is true.A study has recently been made of a number of reports upon fatalities in one district of one of the principal coal—producing States and it showed that 50 lives had been lost at 23 mines as the result of falls of roof or sides. These reports were made by the mine officials, safety engineers, and safety committees and an attempt was made to give both the cause and the person or factor responsible for the fatality. Ecuador's real gross domestic product (GDP) increased 6% in 1976 despite persistent shortages of electrical power and essential fuels, which caused factory slow-downs and shutdowns. Petroleum export earnings, which made up more than 50% of total export value in 19716, totaled $565 million, a 9% increase over those of 1975. A new 60,000-barrel-per-day oil refinery at Esmeraldas was scheduled to go on- stream in mid- 1 97 7, operating entirely on Ecuadorean crude. Corpración Estatal Petró1era Ecualtoriana (CEPE) started construction of a 600-kilometer network of product pipelines which was scheduled to be completed in 1977 to coincide with the completion of the refinery.

To determine the effectiveness of multiple types of fire sensors for early and reliable mine fire detection. Background The National Institute for Occupational Safety and Health (NIOSH) has evaluated the effectiveness of multiple types of fire sensors for early mine fire detection and nuisance signal discrimination. Reliable early fire detection in underground mine can be hindered by false fire alarms produced by carbon monoxide (CO) and smoke particulate emissions from diesel equipment, welding, and metal-burning activities. Another false fire alarm source is the cross-interference of hydrogen (H2) produced by battery-charging operations with a CO sensor's chemical cell. Workers can learn to ignore repetitious "false" alarms associated with these emissions. This jeopardizes their safety in the event of a mine fire.

It is the purpose of this paper to review theoretical model concepts in through- the -earth transmission of electromagnetic waves. While the subject is very broad in its defined scope, we will be conscious of the specific applications to mine rescue and emergency telecommunications in coal mine environments. The plan of the paper is to outline previous theoretical efforts without attempting to attach names or organizations to the specific developments. However, we include a guide to the literature as an appendix. Without pretending to be entirely impartial we include a critique of the limitations of the available analytical models. As I see it the central problem is to calculate the steady state mutual impedance of a four-terminal network that is the black box characterizing the through-the-earth path. Problems of secondary importance include the determination of the input impedances of the two pairs of terminals and the associated transient responses. [ ]
