EXPLOSIVES RESEARCH. As the physical laboratories of the explosives section of the Pitts- burgh experiment station were equipped for testing the physical properties of explosives, both the Army and Navy Departments for many years had requested the Bureau of Mines to make such tests. Chemical control of the physical tests through analyses, heat tests, analyses of gaseous products of combustion, and sand tests was exer- cised through the explosives chemical laboratory. Often an investigation was cooperative between two laboratories. The explosives chemical laboratory also aided the work of the Ex- plosives Regulation both by chemical tests and investigation of acci- dents in explosives plants. COOPERATIVE WORK FOR ARMY AND NAVY DEPARTMENTS. The explosives chemical laboratory devised, at the request of the Bureau of Ordnance of the Navy, a more economical method of making hexanitrodiphenylamine. This problem was assigned to the Bureau of Mines by Dr. C. E. Munroe, chairman of the committee on explosives of the National Research Council, acting as the depart- ment of science and research of the Council of National Defense. Before the United States entered the war the following reports of investigations were submitted to the Army or the Navy: 1. Report of sensitiveness and relative efficiency of TNT and ammonium picrate, dated February 6, 1913, undertaken at the re- quest of the Chief of Ordnance. 2. Report of tests and examination of two samples of TNT and one of TNA for the Ordnance Department of the Army, dated August 5, 1915, was undertaken at the request of commanding officer, Frankford Arsenal. 3. Report of tests for sensitiveness to detonation of mercury ful- minate of 21 samples of TNT crystallized from various solvents, for the Bureau of Ordnance, Navy Department, dated June 17, 1916. 4. Report of tests of two samples of mercury fulminate for Frank- ford Arsenal, dated December 2, 1916, undertaken at the request of the commanding officer, Frankford Arsenal. After the United States entered the war the following reports of investigations were submitted: 5. Report of pendulum friction and large impact tests on two samples of "sodatol" and two samples of "amatol." The final report was dated July 20, 1918; and the preliminary report, May 15, 1918. "One of the most serious long term health problems associated with underground,mining is Coal Workers Pneumoconiosis (CWI'), more commonly known as Black Lung Disease. It occurs in some coal workers, normally after 15 or more years of exposure to coal mine dust, and leads to a variety of respiratory problems. Two types of pneumoconiosis are recognized simple CWP, which has been estimated to affect 6.9 percent of miners and is a condition that does not impair the miner's ability to work nor reduce life expectancy; and a more severe form of black lung (called progressive massive fibrosis) that occurs in about one percent of the cases and results in severe lung damage.Although the relationship between coal dust and CWP has long been recognized, detailed knowledge of the relationship is insufficient for setting up authoritative guidelines to reduce the health risks for those employed in dusty,underground environments. CWP is not only a health problem for workers that causes considerable distress, it is also a very expensive problem the total annual costs associated with CWP approach two billion dollars.As part of its efforts to combat CWP, the U.S. Bureau of Mines in 1983 established a Generic Mineral Technology Center to carry out basic research into all aspects of respirable coal dust:— control of dust generation — the behavior of dust in the mine — characterization of dust particles interaction of dust and lung— the relationships among dust generation and mobility and the mine environment, geology, and seam characteristics,Penn State, West Virginia University, the University of Minnesota, and the Massachusetts Institute of Technology are involved in this research, which is administered from the Department of Mineral Engineering at Penn State.Our work is one of the seven projects to be conducted at Penn Slate. We are concerned particularly with the characterization of dust and its relationships with the mine environment, and our main goal is to establish standard procedures for describing and measuring these variables.Coal DustCoal dust is a very complex material that varies greatly in chemical and mineralogical properties. Moreover, it is not the only constituent of respirable dust in the mine. When a coal seam is mined, it is inevitable that rock particles other than coal are included in the material. This rock comes from the mine roof, the floor, and the partings and inclusions within the coal scams. Since the roof and floor strata, the partings and inclusions are often stronger than the coal, mining them frequently causes more dust than mining the coal itself. One of the objectives of our research is to find the relationships between a specific coal's characteristics before it is mined and the respirable dust characteristics after it is mined. We are particularly interested in the size distribution of particles, the chemical properties, and the mineralogical properties."

"In September 1923, a proposal was made through official diplomatic channels by the British Safety in Mines Research Board to the United States Bureau of Mines for ""closer cooperation between the two countries in investigations into the causes and means of prevention of mining dangers."" This proposal was cordially accepted by the Bureau of Mines and was officially approved.In the spring of 1924 cooperation was .formally begun. It contemplated, as stated officially, ""full exchanges of information, a joint program of research, and periodic exchange of personnel so as to assure concordant results. By making the resources of both organizations available it will hasten the attainment of results, will secure better: checks for, accuracy, and in the end will save money for both by avoiding duplication and repetition.""This joint work has been carried-on successfully since that time and has developed valuable results, reports on which have been issued from time to time. The progress report which follows gives the results of the studies and work carried on in 1929.During 1929 all the phases of our cooperative research, begun in previous years, have developed normally. The exchange of formal monthly reports on all programs of mutual interest has been continued and has proved an invaluable, means of maintaining contact between the investigators of both organizations. There has been no diminution in the exchange of routine progress reports on specific subjects or in direct correspondence. The interchange of personnel has been maintained, and we can say that the mutual benefits to be derived from this form of cooperation are so great as to be difficult to overestimate. It leads to an appreciation of methods of research and modes of thought in the interpretation of results obtainable in no other way, and engenders a frankness and intimacy which must continuously enhance the value of future cooperation.Dr. S. R. Katz, who was assigned for service with the Safety in Mines Research Board in April, 1928, returned to America in May, 1929. During his stay in England he completed, in cooperation with members of the board's staff, the equipment of a gas-mask laboratory and designed and tested a new form of gas-mask canister. A publication of the Safety in Mines Research Board dealing with this investigation has been prepared and approved and will .be .issued in the near future. In additions Dr. Katz imparted to those with whom he was associated much of his knowledge and technique regarding his particular subjects. He delivered two lectures to the board's staff, the subjects be ""Gas Masks"" and ""The Intensity of Odors"", and gave papers before the Midland Institute of 'lining Engineers and the Birmingham University Mining Society on the subject of ""Industrial Gas Masks""."

An inusual job in controlling a gas well was executed on No. 1 well, Inland Oil and Refining Co., situated on the Alkali Butte structure, Freemont County, Wyoming. The work was done by the company in cooperation with the . S. Bureau of Minos, and resulted in a fuel saving of $5,000 in one season and of a repair job estimated at $15,000, or a total of $21,000. The woll had an open flow of 6,000,000 cubic feet of gas per day with a rock pressure of 560 pounds per square inch. A string of 6-1/4 inch casing with a toothed shoe was set on the cap rock above the gas sand at 2181 feet. Then the well was shut in, the gas worked out around both the 6-1/4 inch and 6-1/4 inch strings, breaking through the ground surface at several points under the derrick. Casing troubles encountered while drilling made it unsafe to attempt Coving the 6-1/4 inch string. Moreover, it was important from the standpoint of good management to make the gas from this well immediately available for fuel in other operations and, in addition, to save the gas from wasting. An ordinary mudding and cementing job would have necessitated sitting down this well for probably two months out of a very short operating season. For these rousons it was determined to mud the well, if possible, between the 6 and 8 inch strings by pumping mud fluid through the connection from the gas clamps. The gas clamps used wore of ordinary construction with a side outlet, making them equivalent to a Braden-hoad. When the mud fluid was pumped through the gas clamp into the space between the two strings, it began to appear inside the 6-1/4 inch string. It apparently entered the well either around the toothed shoe or through a "line sawed" leak in the string and was blown out of the well as fast as it was pumped in. In order to stop the leaks, about a half a gunny sack of finely chopped bull ropa was fed with the mud between the casings as before. The hemp gathered around the valves of the mud pump to some extent, and it also stuck in the casing-head fittings a few times. An obstruction in the casing- head would be removed by permitting the woll to "blow back" for a few seconds, and one in the pump valves, by removing the valves when necessary. In two days' time sufficient hemp and mud had been pumped into these strings to kill external and internal pressure. The wall was shut in and allowed to stand over night. This paper describes technology and training that has been identified for underground emergency responders. Historically, underground mine rescue teams have only received training in the course of actual emergencies, or in simulated mine environments, usually on the surface, with placards to identify objects and hazards. Also, while U.S. Federal Regulations require all underground miners to walk escapeways and conduct fie drills every 90 days in a smoke-free environment, this does not fully prepare them for the conditions that will be encountered in real escape situations. Therefore, it is extremely important that miners are provided with adequate technology and that training simulations are conducted in a realistic manner. A series of mine rescue training and mine emergency response development (MERD) exercises, and in-mine smoke training was developed, conducted, and evaluated by state and company teams, and by National Institute For Occupational Safety and Health (NIOSH) personnel. The training exercises were held at NIOSH's Lake Lynn Laboratory (LLL) and operating mines during the past several years. This training resulted in improved technology and training for mine rescue teams, fire brigades, first responders, and miners in general. For example, existing technologies were identified to help responders during exploration and recovery operations. These included various chemical light shapes, strobe lights, light vests, and laser pointers to identify team members. Most of these devices may be used to mark underground areas and certain mine materials. Strobe lights were used for mapping out escapeways and lasers were used to negotiate travel through smoke. Thermal imaging systems allow rescue personnel to see in darkness and through dense smoke, and allows the user to easily locate missing or trapped personnel and heated areas. A hands-free communication system showed potential for enhanced communications between team members, the fresh air base, and command center. A new team lighted-lifeline allows for flexibility in movements of team members during routine tasks and allows them to easily find their fixed position on the lifeline. Of all the technology evaluated by underground personnel, laser lights and lifelines were most beneficial in leading personnel to safety and out of the mine in smoke-filled passageways. A positive-pressure inflatable escape device (IED)/airlock, was used to isolate the "hazardous" environment from fresh air and allow rescue team members to traverse through. An inflatable feed- tube partition that can rapidly block large openings such as underground passageways or tunnels and simultaneously provide a feed-tube for high-expansion foam generators was also deployed during the simulations. These technological advancements have improved the state of readiness for rescue personnel and have increased the chances of survival for all personnel escaping from underground emergencies.

"This paper describes the study of bit wear characteristics on three types of rock namely Tennessee sandstone, Berea sandstone and Indiana limestone. High content of quartz with quartz cement in Tennessee sandstone causes removal of material from the bit body and dam2ge to the tip of the bit resulting into excessive weight and height loss as compared to other two types of rock. The drum speed and water spray pressure do not contribute significant effect on bit wear. The polycrystalline compact diamond (PCD) tipped bits are more wear resistant than the ordinary tungsten carbide (WC) tipped bits, but, due to wider body of PCD bits, the wear rate increases particularly at greater depth of cut. INTRODUCTIONThe impact of bit-rock interaction during the cutting process in underground coal mines has always attracted the-interests of mining operators, researchers and the manufacturers. Coal cutting bears directly on airborne coal dust generation which causes ""black lung"" in coal workers. On the other hand, rock cutting generates frictional sparks causing face ignitions. The bit wear not only produces airborne rcspirable coal dust , but also affects the productivity, safety and economy. Hun and Evans (J) concluded that the point attack bits have greater ignition potential than the conventional wedge shaped bits. The results of a study (2) suggested that after 7% of weight loss, the bit should be replaced. In a survey study (3), it was found that the bit consumption of bit had an effect on the productivity and utilization of the continuous miners. The mining industry is yet to receive a solution which could provide them with optimum operating parameters for coal cutting machines in underground C9al mines.The study was, therefore, taken up to determine wear characteristics as influenced by the rock propenies and varying operating parameters. For the purpose of this study, three types of rock, Tennessee sandstone, Berea sandstone and Indiana limestone were used. The machine operating parameters included (i) drum speed, (ii) water spray pressure and (iii) bit type. Besides studying the wear characteristics, the effects of these parameters on the required cutting force, specific energy consumption, acoustic emission generation and bit temperature rise were also studied. Also, the preliminary experiments were performed to compare the bit wear between PCD and WC tipped bits."

"Cellular damage induced by silica dust is known to be associated with increased fragility and destabilization or destruction of the cell membranes. The mechanism by which silica dust effects biological membranes is still unknown. Using the ESR spin-trap methodology, we find that hydroxyl radicals are generated in aqueous suspensions of freshly ground silica. The amount of the radicals generated depends on the extent of grinding and ""freshness"" of the dust. Using linoleic acid as a model lipid, we show that the silica dust causes lipid peroxidation via ·OH, 02-, or linoleic acid related radicals as intermediates. Catalase and superoxide dismutase inhibit the formation of these radicals. The results suggest that free radicals associated with freshly ground silica and the related lipid peroxidation of the memberanes may be the starting point of the silicotic processes.INTRODUCTIONDespite considerable-effort over the years, the mechanism by which the quartz particles exert their toxic action on cells and the process(es) by which these actions progress to fibrosis are still not fully understood (1,2). It is generally thought, nevertheless, that the interaction of the quartz particles with the cell membranes is the starting point of the silicotic process (3). We felt that the mechanism of the membrane damage by quartz might involve oxygenated free radicals because (a) a suspension of quartz particles in contact with alveolar macrophages has been reported.(4,5) to initiate an enhancement of lipid peroxidation, defined broadly as the ;oxidative deterioration of polyunsaturated components of lipids, and (b) hydroxyl (·OH) radicals are known to be capable of peroxidation by abstracting hydrogen atoms from cell-membrane lipids (6) and initiating lipid peroxidation in lysosomal membranes (7). Moreover it is known that exposure of cell membranes, fatty acids and unsaturated food oils to ionizing radiation, which generates ·OH. radicals, causes rapid peroxidation (6). Earlier studies o~ the aqueous chemistry of quartz suspensions have reported detection of HzOz (8), implicating the formation of ·OH radicals as transient species, but, we are not aware of any report of the detection of ·OH radicals in quartz suspensions and this provided the motivation for the present undertaking. Since it is known that, because of their high reactivity (hence short life time) in aqueous media, the ·OH radicals cannot be detected via electron spin resonance (ESR) directly (9,10), we have used ESR combined with the spin-trap methodology (9) for studying the •OH formation."

Objective Develop a method to warn of hazardous conditions and enhance safety during operation and inspection of vertical mine shafts and hoists. Background Mine hoisting is the most critical and potentially the most dan¬gerous operation in underground mining. Many hazards are related to falls of miners and materials, ground instability, and malfunction or lack of safety devices. All have the potential to cause a cata¬strophic accident. A condition known as "slack rope" is particularly dangerous, expecially if it occurs without the operator's awareness. The most common occurrence of slack rope is in metal or nonmetal mines that have a history of ground control problems near the "haft. Approach Studies of hoist safety features and Mine Safely a and Heath Administration (MSHA) accident statistics suggests a need to measure wire rope tension, conveyance speed and position, and shaft guide misalignment. The most accurate data are obtained directly from the conveyance. Such data could warn of potentially dangerous situations during hoisting operations, as well as during inspections, maintenance, and lowering of large equipment. Figure I shows the concept for monitoring wire rope tension, conveyance position, and guide displacement. Progress to Date A conveyance-mounted system has been developed that monitors rope tension: hoist conveyance position, speed, and load; and shaft guide misalignment. A "flex-beam" load sensor mounted just above the- conveyance protects against slack and tight rope. The measurements are transmitted 60 times a second via wireless equipment from the conveyance to the hoist room. An encoder mounted on the conveyance eliminates the need to correct the position because of rope stretch. Figure 2 shows the encoder wheel and guide displacement sensors being mounted on a cage in¬spection deck. A potentiometer monitors misalignment of the shaft guides during inspections. Information about the cage or skip can be acquired by the shaft inspector using a hand-held indicator. Inspection can also he conducted remotely from a station or hoist room using the wireless link to a laptop computer. Figure 3 shows test results from a simulated slack rope condition. Patent Status NIOSH has a patent pending on this device entitled "Cable-Load¬Sensing Device." "The Hog Creek mine, in lot 92 of the 17th district in Towns County, Georgia, was examined in 1890 by F. P. King, who reported the existence there of a 4-foot vein of corundum. The mine is about 2 miles west of Hiawassee, on the southern side of Ramey Mountain. Ed Burch, of Hog Creek, holds the surface rights, and the mineral rights appear to be vested in the heirs of William R. McConnell, who formerly owned and prospected the property.Examination by the Bureau of Mines showed the workings to be caved, but it was thought advisable to open the mine and uncover the reported vein. The Bureau's work consisted, of trenching and cleaning out the pits and shaft.William R. McConnell, the former owner, prospected the property in about 1890. At some tine during that operation, the prospect was visited by Francis P. Kings a geologist with the Georgia Geological Survey.3/King reported that a 4-foot vein of corundum was exposed g feet below the surface in the main cut and was opened for 20 feet along the strike. He also reported that the so-called ""Georgia rubies"" were taken from this mine.The main mine is about 2,000 feet- north of Hoc Creek on a timbered southern slope of Ramey Mountain. It lies at an altitude of about 2,100 feet, approximately 100 feet above the high-water level of the Catuga reservoir, which floods Hog Creek to a quarter of a mile above its confluence with the Hiawassee River. The nearest water is a small branch about 1,000 feet to the west.Chlorite schist is the principal host rock. It has been intruded by irregular masses of a very herd periodtite rock possibly troctolite. The schist near the surface is extremely weathered, presenting white and red laminations parallel to the schistosity. At a depth of 40 feet in the cross-cut it appears as a fine-grained green-chlorite schist. The schist strikes about N. 350 E. and dips 800 to the southeast.No corundum vein was found, and if any existed it must have been mined out after King's visit. In the pit, about 15 feet west of the shaft, approximately 150 pounds of zoisite and an occasiona1 small crystal of corundum were found imbedded in schist about 18 feet below the surface, near hard, dense troctolite."

"An Arizona mining company recently demonstrated a new use for the geophone by successfully locating leaks in compressed-air lines which were buried under from 1-1/2 to 2-1/2 feet of fine rock fill. The following information is abstracted from data sent to the Bureau of Mines by the superintendent of the mine.The company has two parallel main compressed-air lines, about one and one-half miles long, buried under an average of two feet of fine rock fill. One of the lines is a four-inch high-pressure (1000 pounds) main, and the other line a ten-inch low pressure (90 pounds) main. The two mains are separated by a 10 to 3C foot interval, and run from the compressor plant to the No. 2 shaft, where they are taken underground. A pump line is also buried in the immediate vicinity.Several leaks, not audible enough to be located, were developed in the Alms. Various =Abode were suggested that did not seem practicable to the management. Finally, the company obtained a Bureau of Mines' geophone and experimented with it. The first test& were conducted while the pumps were running, and while there was noise on the concrete pavement, all of Which caused so much vibration in the geophone that it was impossible to detect the leaks.The second attempt was made at the close of the day shift when the compressors were not operating and when the pumps could be shut down. The valves in the far end of the surface lines were closed, and the lines were pumped to full pressure (90 and 1,000 pounds respectively).Geophone readings were then taken at 7 or 8 foot intervals directly see the lines. Several leaks some very large in the high-pressure line were audible with the geophone at distances varying from 15 to 30 feet. A con-le leak in the low-pressure line was found at a distance of 10 feet. detecting the leaks, no difficulty was found in locating them exactly. ""At this time"", laid the superintendent of the mine, are unable to large a leak must be in order to be located under two feet of loose geophone. The fill we worked over was quite loose and dry and unfavorable for the work in question. However, we have no that the instrument is a valuable adjunct to our business""."

"Two recent occurrences in Western metal mines in each of which 3 men were killed due to breathing fumes from explosives, have aroused keen interest among mining men not only as to the exact cause of such accidents, but also as to possible preventive measures.In sinking the forty five degree incline Marsh *haft near Burke, Idaho, on May 13, 1920, a round of holes containing about sixty pounds of 40 per cent gelatin explosive was blasted by the night shift upon leaving at 11:30 P.M. It was customary for the night shift to leave compressed air blowers open at bottom of abaft until the compressor was shut down slightly before midnight. Presumably this was not done on the night of the lath as the fumes were so heavy in the shaft bottom on the morning of the 14th that at about 8 o'clock, Superintendent Bergen and one of the shaft men, on reaching the shaft bottom, were overcome and fell from the bucket into the sump containing about six feet of water; and when two other men went down in the bucket a few minutes later to investigate, one also fell into the sump and the other was barely able to roach the shaft collar. The three bodies were later on recovered from the sump.At 400 P.M., June 10, 1920, at the Dominion Mine, Colville, Washington, a round of 11 holes containing about fifteen pounds of 60 per cent nitro¬glycerine explosive was blasted in a fifty degree raise about fifty feet above the main tunnel level by the shift going off for the night. in this mine it was the practice not to try to blow out the fumes until just before the shift went to work the next morning, Although no work was being done on the night shift, one of the raise men, curious to ascertain the effect of the shots, about 7:45 P.M., wandered into the mine (which was a tunnel only a few hundred feet in length), and was missed by one of his companions about an hour later. When three men tried to remove the body of the inquisitive miner, two of them were also overcome; ultimately these two and the first man were removed from the point at which all were asphyxiated, which was practically at the foot of themaise."

Material used for flame safety lamp gauzes should possess the following qualities: (1) mechanical strength, (2) resistance to corrosion under service con- ditions, (3) a relatively high thermal conductivity, (4) a melting point above the ignition temperature of mine gas. Heretofore, three metals have been used for flame lamp gauzes, namely: steel, brass and copper. While each of these has the requisite qualities to some extent, none of them is an ideal gauze material. Copper gauzes lack mechanical strength, especiall, after they have been heated; brass and copper both have comparatively low melting points so that before the gas ignition is reached the gauze metal is attacked and oxidized under the action of the heat. Steel corrodes readily in damp atmos- pheres and if the lamp stands unused under these conditions for some time, the gauzes become unfit for service. Tests of these three materials have shown that steel offers the highest degree of safety. Manel metal, the natural alloy of nickel and copper, is practically noncor- rodible. Its relting point is approximately the same as that of steel. From time to time it has been suggested that this alloy might be a better gauze material than steel, since gauzes made of Monel metal should have all of the good qualities that steel gauzes possess and, in addition, would not corrode appreciably in ordinary mine atmospheres. One advocate of this use for Monel metal, the International Nickel Co., through their development engineer, Mr. Robert J. McKay, cooperated with the Interior Department, Bureau of ines, to the extent of supplying twelve sets of 30 mesh, Monel-metal gauzes for tests. Those gauzes were made up by the same lamp manufactur- er ho rade the steel gauzes used in the previous investigation. Being made by the same processes as the steel gauzes, these Manel-metal gauzes were needlessly given the same anti-rust coating that is always applied to steel gauzes to prevent any corrosion before the gauzes are used. In previous tests the Bureau of Mines had collected data as to the behavior of steel gauzes. In determining the value of Monel metal as a gauze material, it was planned to obtain similar data with Monel-metal gauzes, and thus make a direct comparison with the steel gauzes. "SummaryAir velocity distribution surveys on four mechanized longwall faces are presented and discussed. Although there are discernible patterns in the velocity distribution, there are wide differences in distribution in the cases examined. This can be attributed to differences in mining and face geometry. An important factor is air leakage into the goaf.IntroductionOver the past two years several intensive air velocity surveys have been carried out in West Virginia coal mines as part of a programme aimed at understanding dust transport mechanisms on mechanized longwall faces. These are presented here and some of the patterns of velocity distribution are discussed.Ventilation survey methodologyThe air velocity vector consists of three mutually perpendicular subvectors; the vertical subvector is directed toward the roof, one of the horizontal subvectors is parallel to the coal face and the other pointing to the gob. The air velocity which was measured in this paper is the horizontal subvector parallel to the coal face.To record the velocity distributions at the longwall faces, the surveying stations and the surveying points were established as follows.(1) The first station usually was set at the third support from the headentry T-junction. Within the first few supports, the air coming from the intake airway encounters a sharp right-angle turn at the T-junction, and forms a turbulent region close to the coal face. The intake air in this region is also influenced by the motors that drive the face conveyer. But when the air reaches the different. But for the same face the number was the same. The main air-travelling area was divided into six to 12 equally sized sub-areas, and each surveying point was situated approximately at the centre of the sub-area.The velocity survey was carried out by two persons, one reading the meter and the other taking down the readings. A complete survey at one station took about 5-8 min. Usually, the dimension of the cross-sectional area was measured during that time.A third person used the smoke tubes to observe the following: (I) the air movement patterns at different locations; (2) the extent and the direction of the air leakage; and (3) the machines' influence on the main airflow. At the same time he observed and recorded the roof conditions and the compactness of the roof-caving in the gob."

One of the details which the engineers observe closely in conducting tests on explosion-proof type equipment at the Pittsburgh experiment Station of the Bureau of Mines is the construction of covers and their means of fastening. These covers are of particular concern from a safety standpoint, because they are very liable to be frequently disturbed for the purpose of making inspection or repairs to internal parts of motors, controllers, etc. When depended upon to permit frequent inspections it is desirable from a practical operating standpoint that the cover be easily and quickly removed and replaced. The position that been taken by the Bureau of Mines is that the questio of ease with which covers will permit inspection should be determined by the mamu- facturer and the user. If the scheme used requires considerable effort, as in the removal of several bolts, it has been assumed that the one going to all this trouble to get the covers off could be trusted to put the cover back in place properly, especially as the approval plate generally calls specific attention to this point. Where a cover is simply screwed in place, fastened by a single bolt, or secured by a hing in or other similar arrangement, the bureau has not been willing to assume that the, cover would in all cases be properly fastened and has required further security by means of a lock or seal. In the course of its investigations the bureau has had occasion to inspect and test five types of covers as follows: (1) Covers having two plane surfaces bolted together. (2) Covers having two plane surfaces held together by lugs, clamps, or other means besides bolts. (3) Covers which have screw thread and fit a similar thread in the compartment. (4). Covers having plane surfaces with the addition of a tongue-and-groove joint at about the center of the plane surface and in general secured by hinge pins or similar means of fastening. (5) Covers in the form of an annular ring accurately fitted to a motor shell which can be rotated around the shell, and thus make easy access to inspection openings in the shell and rotated back again to effectively seal these openings. Tests. have also been made of large bolted covers having a smaller and more accessible cover within the large one, which could be opened for inspection purposes.

"Necessary Qualities There mines are located in out of the way places, where timber is scarce and its price high, the problem of protecting it from fire risk is of considerable practical importance. Scarcity of timber for mining purposes is commonly met with in the more arid parts of the country, where, also, mine timbers are most likely to become dry, and inflammable, and where, therefore, the risk from fire is accentuated. Any effective and cheap method of securing adequate protection of such timber at the lowest possible cost is worthy of careful investigation. The use of magnesite cement has been suggested in this connection.The necessary qualities for any substance for the use suggested above may be summarized as follows: It should be resistant to abrasion, and to impact and structural stresses. It should be durable when subjected to the action of the ele¬ments, and stable to any minor derangements of the base on which it is placed. It must be relatively unaffected by changes in temperature, by the action of water, and should adhere to the material on which it is placed, and it should also be free from shrinkage cracks due to setting up the material, Magnesite cement appears to fulfill the various conditions outlined above.The elasticity of such cement is the outstanding quality which makes it desirable for exterior work. It also possesses the ability to adhere to all materials in a marked degree. Its freedom from expansion and contraction after setting is one of the principal reasons for its adhesive quality. It may be applied to old brick or stone walls, even tho they have been repeatedly covered with paint, and the quality of ad-hearing to wood makes it possible to secure a weather-proof protection to the wooden casings and trim of exterior openings. The quality of adhesion and elasticity is easily proved by applying a 1/2"" layer to a 1"" board which has been first covered with metal lath. Such a board, about 8 feet long, may be repeatedly deflected about 3"" in the center without breaking the bond to the board, or causing any cracks to appear in the magnesia cement. The ability to resist fire as well as the possession of insulating qualities are also desirable characteristics of magnesia cement stucco."

For all coal mining categories, data on coal mine fires during 1990-1999 have been reported as actual numbers and calculated values. 1. For each mining category, actual numbers include the total number of fires, fire injuries, employees' working hours, lost workdays, and coal production (for underground and surface mines only) for a 1 0-year period (1 990- 1999) and for five successive 2-year periods with the 10-year period. These numbers have also been reported by state ( 10-year period). The actual number of fire fatalities has been reported by time period. Furthermore, actual numbers of fires for the five 2-year periods have been reported by ignition source, method of detection and suppression, equipment involved, location, and burning material. Actual numbers of fire injuries per number of fires causing injuries and total fires have been reported by year, ignition source, equipment involved, and location. 2. For each mining category, the calculated values include the fire and injury risk rates during the 10-year period and the five 2-year periods. The fire risk rate (Frr) values were calculated according to the USBM formula [Pornroy and Carigiet 19951. The injury risk rate (Irr) values were calculated according to the MSHA formula [MSHA 1991a, 1992, 1993, 1994a, 1995a, 1996, 1997, 1998b, 1999c, 20001. Also, risk rate values for individual states (10-year period) were calculated according to the above-mentioned formulas. Of note is that only the risk rate values for the 10-year and five 2-year periods and risk rate values for individual states with the highest number of fires and fue injuries were considered for comparison purposes. The fatality risk rate values were not calculated because of the extremely small number of fire fatalities during the 1 0-year period. 3. Calculations of risk rate values are as follows: a. Fire risk rate (Frr) value: Number of fires per million tons of coal produced [Pornroy and Carigiet 19951. b. Injury risk rate (Irr) value: Number of fire injuries multiplied by 200,000 working hours per total employees' working hours [MSHA 1991a, l992,1993,1994a, 1995a, 1996, 1997, 1998b, 1999c, 20001. The Irr value is the average risk rate value for the number of fire injuries per 200,000 working hours for a given time period.

Mining and reclamation procedures that meet the requirements of SMCRA are illustrated on pages 8 and 9 for each of the three major surface coal mining methods -- area mining, contour mining, and mountaintop removal mining. The three methods involve the same basic steps: clearing the land of trees and other vegetation, removing topsoil and overburden, mining the coal, and reclaiming the land. Although all three methods would not usually occur on any single site, the illustration facilitates comparison of mining and reclamation methods and aids basic understanding of the reclamation processes that take place under SMCRA. Area Mining The area mining method is commonly used to mine coal in the flat to moderately rolling terrain found principally in the western and midwestern states. After the overburden is excavated down to a coal seam, the mining area is enlarged horizontally to expose more coal for removal. In the West, where coal seams are commonly 10 to 20 feet thick (and range up to 100 feet thick in the Powder River Basin of Wyoming), the life of some mines maybe more than 50 years. In the Midwest, coal seams are typically 3 to 7 feet thick and 75 to 100 feet below the surface. Because of the large expanse of area mines and their relatively unrestricted sites, enormous equipment is used to remove overburden and reconstruct the land. The area mining operation in the illustration is on land that was formerly used for farming. The drawing shows that the agricultural use is being reestablished immediately following reclamation. Mining is proceeding across the land toward the left side of the site. The initial excavation was made far enough away from the stream along the right edge of the site to prevent damage to the water supply. The coal under most of the site has been removed, and reclamation has been completed on some of the land. For example, some of the cattle in the foreground and those in the feedlot behind the silo are grazing on reclaimed land that has been mined. At the far left of the illustration, topsoil from the unmined area is being removed by scrapers, transported across the area of active mining, and immediately spread on the land on the right, which is being reclaimed. (Reclamation of mined land as soon as practical, as required by the Act, is called contemporaneous reclamation.) A

The lack of visibility near earthmoving equipment resulted in six fatalities in U.S. surface mining operations during 2003. These accidents were the result of either a piece of equipment striking another vehicle or worker, or the equipment traveling over the edge of an embankment. Figure 1 is an example of a recent accident that resulted in serious injuries to one worker and fatal injuries to two others when a van parked in front of a haul truck. Two fatalities occurred in separate incidents when front-end loaders struck workers. Another two workers were killed when their equipment backed over the edge of a highwall or dump point [1]. There is clearly a need to provide better information to equipment operators regarding their surroundings. [ ] Researchers at the National Institute for Occupational Safety and Health (NIOSH), Spokane Research Laboratory, are working to reduce these accidents by developing systems that sense obstacles and changes in terrain near the equipment and provide this information to the operator. Many off-the-shelf proximity warning systems that were developed for automobiles, light trucks, and recreational vehicles were evaluated on off-highway dump trucks [2]. Many limitations were found with existing systems, including frequent false alarms, limited detection range, a lack of specific information on an obstacle (e.g., location, identity), difficulties in finding suitable mounting locations, and an inability to withstand the environment. These limitations have necessitated the development of new systems designed specifically for large, off-highway, earthmoving equipment. New off-the-shelf systems available for mining equipment include radar and tag-based detection systems. Prototype systems now being developed include a proximity warning system based on the Global Positioning System (GPS) and a computer-assisted stereovision system. Development of these new systems was accomplished by working with manufacturers to modify existing systems to meet the needs of surface mining and through cooperative research with organizations to develop completely new solutions. A typical proximity warning system consists of a sensor or antenna mounted on the equipment that detects the presence of obstacles and an alarm interface in the cab of the equipment. Some systems, as described in more detail below, also require that other vehicles and personnel on the ground be outfitted with electronic tags that transmit an “I’m here” signal back to the system (e.g., radio signal detection systems or GPS). Many types of proximity warning systems are on the market, but they are not all discussed in this paper. APPROACH In past work, engineers at NIOSH evaluated several off-the-shelf proximity warning technologies in order to verify their effectiveness on off-highway dump trucks [2]. Dump trucks were chosen because of the number and severity of accidents involving this type of equipment and because extensive blind areas around these trucks are typical. "The oxidation of NADPH by vanadate(V) in the presence of glutathione reductase showed typical enzymatic kinetics. The oxidation was inhibited by N-ethylmaleimide, a glutathione reductase inhibitor. Superoxide dismutase had no significant effect on the oxidation, indicating non-involvment of the superoxide radical. The vanadate(V) reduction was found to be a one-electron transfer process. These results suggest a new pathway for vanadate(V) metabolism and a new function of glutathione reductase. Compounds of vanadium(V), such as NaV03 , exert potent toxic effects on a wide variety of biological systems (1-3). Despite intense current activity, however, the biochemical mechanism of vanadate(V) toxicity is still not well understood (1- 14). It is believed that one of the important pathways involves the oxidation (by vanadate(V)) of NAD(P)H (15, 16), but, to our knowledge, there has been no report of the identification of any vanadate(V) reductase. With a view to finding if there exists any vanadate(V) reductase, we have investigated the oxidation of NADPH by vanadate(V) in the presence of glutathione reductase. Glutathione reductase (GSSG-R)2 was selected because our previous studies have shown (17) that GSSG-R can act as a reductase for chromate(VI), which is isoelectronic with vanadate(V). We find that GSSG-R does indeed function as a NADPH-dependent vanadate(V) reductase, thus pointing to a new pathway for the metabolism of vanadate(V), as well as to this property for GSSG-R. MATERIALS AND METHODSSodium metavanadate (NaV03 ), henceforth vanadate, was purchased from Aldrich and its solution was always freshly prepared. The GSSG·R used was from bovine intestinal mucosa and was purchased from Sigma. The oxidation of NADPH was followed photometrically as the decrease in absorbance at 340 nm. The spin trap, 5,5-dimethyl- pyrroline-N-oxide (DMPO), was purchased from Aldrich and used without further purification, since very weak or no spin adduct signal was obtained from the purchased sample when used alone.ESR spectra were obtained at X-band (9.7 GHz) using a Bruker ER200 ESR spectrometer. The magnetic field was calibrated with a self-tracking NMR gaussmeter (Bruker, Model ER035A) and the microwave frequency was measured with a digital frequency counter (Hewlett-Packard, Model 5340A). An ASPECT 2000 computer was used for data storage and analysis. The concentrations given in the figure legends are the final concentrations. All experiments were carried out in the phosphate buffer solution (pH 7.2) and at room temperature."

An underground investigation was designed and implemented by the National Institute for Occupational Safety and Health (NIOSH) to evaluate the effectiveness of pre-driven longwall recovery rooms supported with pumpable concrete roof supports. The pumpable roof supports were instrumented with hydraulic pressure cells to measure support loading. Displacement of the support was also measured to assess the support reaction to ground movements. Movement up to 12.5 m (40 ft) into the roof was measured with sonic probes and multipoint extensometers. Borehole pressure cells were installed in the panel fender and outby pillars to evaluate load transfer. Shield loading was also assessed to determine the impact of the panel fender yielding on face loading. The results show that the yielding of the panel fender produced uncontrollable convergence that caused yielding of the shields and stiff pumpable roof supports when the face was approximately 3.12 m (10 ft) from the recovery room. The shields continued to yield until the face advanced into the recovery room. Convergence in the pre-driven recovery room typically reached 15-20 cm (6-8 inches) once the pumpable supports yielded and shed load through a declining residual load capacity prior to being cut out by the longwall shearer. Roof deformations occurred beyond the 10 m (32 ft) horizon with total deformation ranging from five to 10 cm (2 to 4 inches), indicating that standing support was necessary to help control the span as the longwall face advanced into the pre-driven recovery room. Stability improved as the pumpable supports were cut out, thereby reducing the span between the shields and the outby pillars. In the end, the shields were successfully recovered under stable ground conditions. However, a disconcerting discovery was the load shedding of the outby pillars as the recovery room was mined into. This behavior was not expected with a relatively narrow room that is fully supported with standing support. If this mechanism is indeed occurring, the width of the room and performance of the standing support becomes even more critical. Premature failure of the support can lead to excessive convergence on the shield line that cannot be controlled even with modern shields, resulting in instabilities that can lead to catastrophic results. Understanding the load transfer mechanics associated with the advancement of the longwall face into the pre-driven recovery room and the widening of the room to recover the longwall shields is providing valuable information for the refinement of the NIOSH Ground Reaction Curve for standing and intrinsic roof support system design.
