Briefly, a permissible schedule of the Bureau of Mines establishes certain minimum standards for safety; it gives details of test methods adopted to determine whether these standards have been met, and a list of charges for such tests. Any manufacturer has the privilege of submitting his product for test in accordance with the conditions outlined in the schedules. His action is wholly voluntary, for the Federal Government has no jurisdiction as to what equipment shall be used in mines, this authority being left to the various States. When the product of a manufacturer has met the schedule requirements, he is permit¬ted to advertise this fact and to attach an approval plate with the bureau's seal to each machine he makes that is identical in every way with the equipment tested, inspected, and approved by the bureau. This work of approval has grown by the addition of new schedules until at present a great many mines are using one or more classes of permissible equipment, and there is still a demand for other approved apparatus in the ever-widening field of electrically operated machinery. The safety of electrical equipment of this type depends on four fundamentals, namely, (1) correct principles of design; (2) proper assembly of parts at the factory; (3) proper assembly and installation of equipment at the mine; (4) and proper operation and maintenance after installation. The first two factors are within the province of the manufacturer. The bureau either inspects and tests several models of one product, such as electric cap lamps, or one model, such as an electric motor. If this series of tests proves satisfactory, the manufacturer is given the privilege of making other appliances, and assembling them in the same way; the approval plate he attaches is his guaranty that the equipment is identical with the one tested and inspected by the bureau. The process of ?gasfreeing? has been defined3/ as "* * * the removal of oil and vapors from tanks, pipelines, and compartments to render such spaces safe for the intended work," Generally, part or all of a vessel is gasfreed for one of several reasons: Periodic cleaning; tank inspection or repairs; shipyard overhaul or major repairs; or change of cargo, Curing the gas- freeing, flammable or explosive4/ mixtures (mixtures through which a flame can propagate after ignition by an open flame, heated object, electrical charge, or other means) may be produced. These mixtures create an explosion hazard, as the pressures produced after their ignition are often great enough to completely demolish the vessel and kill all those aboard, This paper outlines a study by the Federal Bureau of Mines of the gas explosion hazards likely to be encountered while gasfreeing a vessel compartment. To better understand these hazards it will first be necessary to review the language used in gas- explosions work. This language is considered in the following sections. Inert gases such as carbon dioxide, nitrogen, water vapor, and others can be used to decrease the range of combustible-vapor concentrations in which flammable mixtures are formed. Sufficient quantities of such gases can often be added to cause a mixture that originally was flamable to become nonflammable. Unfortunately, the use of water vapor in this application is complicated by the fact that elevated temperatures are required to keep the water in the vapor state. In practice, it may be difficult to maintain these elevated temperatures throughout the space (such as a cargo tank) to be inerted for any length of time. Accordingly, where other inert gases are not available, it may be desirable to gasfree a Lank by using heated air. To do this, the combustible vapors should be flushed as quickly as possible from the space to be gasfreed. In a properly designed system, large tanks were gasfreed with a littlee as 6 volumes of air per volume of tank capacity.

"INTRODUCTION The rock-bit interaction during the cutting process in underground mines has been a matter of great concern to mining operators, researchers and manufacturers, particularly after the passage of strict environmental laws. Coal cutting bears directly on airborne coal dust generation and rock cutting generates frictional sparks which may cause face ignitions, jeopardizing the productivity, safety and economy of the industry. It is imperative to investigate into the factors which have influence on bit we.ar. Hurt and Evans (1981) concluded that the point attack bits have greater ignition potential than the conventional wedge shaped bits, and also worn bits were more responsible for ignition than the new bits. The results of a study (Khair et al., 1992) suggested that after 7% weight loss, the bit should be replaced. The polycrystalline compact diamond (PDC) tipped bits are reported to be cost effective in a study done by USBM (Twin Cities Research Center), and it was stated that the PDC tipped drill bits had 80 to 100 times longer life than the ordinary tungsten carbide (WC) tipped bits.This paper presents the results of the experiments which were conducted utilizing a coal cutting simulator at the laboratory of the Department of Mining Engineering, West Virginia University, USA. The description of the machine and the experimental set-up have been described elsewhere (Khair et al., 1989; Gehi & Khair, 1994), and therefore, will not be discussed here. The rock types which were used in experimen~ are Tennessee sandstone, Berea sandstone and Indiana limestone. The operating parameters include (1) drum speed, (2) water spray pressure and (3) bit type. Besides studying the wear characteristics influenced by the above mentioned variables, the effect of these parameters on the required cutting force, specific energy consumption, acoustic emissions rate and rise in temperature of the bit were also studied. A preliminary study was also done to compare we.ar characteristics of the WC bits with those of the poly-crystalline compact diamond tipped bits."

"INTRODUCTION Aluminum and manganese bronzes as a group, may be separated readily from other copper-base alloys by experienced sorters. However, separation of aluminum bronze from manganese bronze is generally a matter of guesswork, so that accurate separation presents a difficult salvage problem.Attempts at separation by the thermoelectric tester. 3/ which had proved successful in solving other sorting problems, showed in this instance that the desired separation was uncertain because of the wide range of composition allowable in each kind of bronze. If only one composition of each kind of bronze were used in industry, separation by the thermoelectric method probably would be simple. However; the variability in composition observed in commercial alloys is so great that the thermoelectric power of the one type frequently overlaps the range of values found for the other. As a result, specimens frequently are classified in the' wrong group.Separation of the two types of bronzes on the basis of measurements of magnetic properties on filings from the various samples also proved unsuccessful because the test results overlapped to such an extent that no clear-cut division could be obtained.Electrode potential measurements were made also on the aluminum and manganese bronzes in the hope of distinguishing between them. A drop of saturated potassium chloride solution was placed on the fresh surface of the metal and the tip of a calomel electrode introduced therein. The voltage generated was measured by connecting the electrode and the bronze part to a research-type potentiometer. Although the voltages generated by the manganese bronze parts were greater than those generated by the aluminum parts, the difference in the closest two sets of readings was not sufficient to warrant a good separation. When a concentrated potassium alum solution was used instead of the potassium chloride solution, a wider divergence of voltage was produced by the various bronzes, but unfortunately readings overlapped in several instances."

By the USB of X-ray diffraction methods, scientists have learned how the atoms in a diamond crystal are arranged and how the atoms are tied together by chemical bonds. They have found that, even though the bonds between all atoms of the diamond have equal strength, they are so distributed that there are more bonds in certain layers or directions through the crystals than in others. The unequal distribution of the bonds in certain directions creates planes, within the diamond, of unequal strength and resistance to abrasion. The location and disposition of the directions that are relatively harder than the others were determined by Slawson and Kohn 3/ in 1950. By plotting these directions on stereographic projections they delineated the hard regions on the surface of the diamond, but only those trained in the methods of crystallography can readily interpret their diagrams. The principal purpose of this report is to present information that will help individuals without previous training in crystallography to learn to recognize the special features of the surfaces of diamond crystals that are definite guides to the location of the various hard directions of the stones. A crystallographer trained in using various precise laboratory instruments might consider such rudimentary criteria as rather unscientific, but these simple characteristics of diamond crystals are practical clues which anyone equipped with a magnifying lens can find and recognize. The use of the special faces, points, edges, and growth lines as a gui.de in orienting a diamond will allow it to be placed in a position reasonably close to the optimum. Preliminary results of experimental work conducted by the Bureau of Mines indicate that this is all that is necessary in setting diamond-bit crowns. This experimental work demonstrated that setting bits with the hard vectors of the diamond as cutting points greatly reduces the diamond loss and increases the efficiency of the bit.

Reduce the hazards to which mine personnel are exposed by providing safer procedures for removing dragline wire rope terminations. Background The termination points of wire ropes used on draglines consist of a wedge and socket that lock the rope in place through friction. These components must be separated when the wire rope is changed. At present, the cannon method is the most common procedure used to accomplish this. However this method, using a small cannon and primer (detonator) cord to propel a steel projectile that will knock the wedge out of the socket, has the potential of causing injuries to mine personnel and damage to equipment. The Bureau of Mines, has devised safer, and equally efficient methods of removing wire rope terminations. The Bureau began by studying the cannon method, its merits and draw-backs. Safety guidelines were then developed for the cannon method, and two alternative methods-the pendulum ram and hydraulic pusher-were devised and tested. The Cannon Method The steel projectile used to separate the wedge and socket in the cannon method was found to be very effective. However, the method poses the inherent hazards of any explosive de-vice-hazards that could be increased by lax work procedures. There is no strict uniformity in the manufacture of the cannon or in the work procedures used in the mines employing it. Hazards could be reduced, or even eliminated, with adaption of certain manufacturing and work-procedure guidelines, such as 1) making the cannon and projectile de-signs, as well the work procedures used, uniform, 2) ensuring separate loading of the charge and detonator with insertion of the detonator through a separate port, 3) connecting electrical firing circuits only after the charge and projectile are loaded and the cannon is placed in its final firing position, 4) using approved detonating devices, 5) anchoring the cannon before firing and, 6) placing armor netting over the cannon before detonation.

The Northwest experiment station of the Federal Bureau of Mines , at Seattle , Wash . , was established in December , 1916 , and is one of 13 mining experiment stations maintained by Act of Congress , under the direction of the bureau , in the various sections of the country . Under the terms of the organic Act (March 3 , 1915 ) , the province and duty of these experiment stations is to cake investigations and disseminate information with a view to decreasing waste and improving the efficiency in the production , treatment , and utilization of mineral substances . The investigations carried on at the Northwest experiment station attempt to cover the needs of the mineral industry of the States of the Pacific Northwest and of the coastal regions of Alaska . The most in ortant needs of this district are for work on coal washing , electrometallurgy , and ceramics . The electrometallurgical investigations are not necessarily limited to the Problems of the Northwest , but may be of general application . Problems other than those specified above are referred to other stations of the Bureau that specialize on the particular type of investigation required . The Northwest station closely cooperates with the State of Washington through the University of Washington and with the State of Oregon through the Oregon Bureau of Mines and Geology . The University of Washington at Seattle has donated the use of an entire building , which houses the station's administrative offices and chemical laboratory , and parts of two other buildings which are usea in conducting the experimental avestigations . Twenty-five thousand dollars is expended annually by the Federal Government , while the State of Washington each biennium appropriates $ 20,000 , and the State of Oregon from time to time appropriates various amounts for the conduct of work along cooperative lines . Also , the station cooperates with private organizations tht have problems similar to those in which the station is interested . For example , the Washington Electrochemical Co. is cooperating in the electrometallurgical research, and furnishes part of the supplies and technical assistance required .

Beasley, the smelter superintendent, and his staff members.THE BLAST FURNACE AND PLANTThe general lay-out of the recently built (1917) Bunker Hill plant has been given in the technical press in articles that were cited in Report of Investigations 3088. In addition it may be noted that the description of an ideal smelter given by Riddell 5 a year later fits the Bunker Hill smelter very well, with some changes, such as the location of the stack, made necessary by topography. For purposes of this article on the blast furnace it may suffice to state that the plant is one of the ""side hill location"" type. The various successively lower benches may roughly be considered as made for (1) the stack, (2) Cottrells and bag houses, (3) Dwight and Lloyd sintering machines with the equipment or bins for handling or mixing the feed and storing the finished product, sinter, and (4) the blast furnace feed floor with a slightly rising gradient to the bottom of the bins for sinter, feed, and take. The lowest bench (5) might be considered that of the blast furnace tapping floor at which or at appropriately slightly lower elevations are located the units for softening, refining, and treating precious metals, and for casting and loading lead. A very careful study of grades was made in order to be able to handle the products easily. All units were left with at least one end open to permit expansion of the plant, it desired, and each unit was separated from the other, evidently so that the operators on one level would be annoyed as little as posssible with the products made on another."

1. Potential groundwater pollution resulting from large-scale surface mining in western states should be evaluated. 2. Criteria should be developed for the design, construction, operation, and abandonment of sediment ponds for maximum removal of suspended solids. 3. Methods should be developed for reducing suspended solids discharges from surface mines to less than 30 milligrams per liter. 4. A manual should be developed in the form of guidelines for sediment and erosion control planning and implementation. These guidelines must be designed to cover all phases of the coal surface mining operation (i.e., before, during and after mining). 5. A mine road manual should be developed for use by surface mine operators and State and Federal Agencies. Erosion, water control, and dust control should be covered in detail. 6. The block-cut, head-of-hollow fill, and mountain-top removal methods and techniques of contour mining should be evaluated, designed, and ultimately demonstrated in steep, mountainous terrain. Designs should be prepared for single and multiple seam applications. The demonstrations must show that these mining systems will secure rapid achievement of reclamation require¬ments and provide maximum, safe, economic coal recovery in an environmentally safe manner. 7. A Blasting Manual should be developed for use by industry and enforcement agencies. Stress should be placed on how to keep vibration levels and air blast pressures well below accepted safe criteria. Also, methods that can be used to control noise should be listed. 8. Investigations should be conducted on the effect of continued vibrations from blasting on structures that are near quarries. 9. Additional guidelines need to be developed for sampling and analysis of overburden material and associated coals for trace elements and noxious strata. Samples are extremely sensitive, and the source and manner of their collection, handling, storage, and treatment, as well as the techniques of analysis, need to be developed and described. This information can be used to predict possible future problems.

1.In 1972 over 595 million tons (51+0 million metric tons) of bituminous coal were mined; 49% of this tonnage was obtained by surface mining methods. Authorities have predicted that the tonnage of surface mined coal will increase in the future, especially since oil and gas resources are becoming limited. 2. Demands for clean air have increased mining activities in the low-sulfur coal deposits in the West. Pollution problems arising from these operations will be considerably different than those found in the East. The deposits are located in arid to semi-arid regions. Coal seams are generally aquifers and are a principle source of fresh water. Therefore mining may result in alteration of groundwater distribution patterns by aquifer disruption. In general, pollution problems associated with western mining are not well characterized. 3.Since any disturbance of the surface will alter the environment in the vicinity of the disturbance, pre-mining planning is a prerequisite to any environmentally successful surface mining operation. If properly carried out, the adverse social, economic, and environmental effects of coal surface mining will be minimized. Certain land areas will be unsuitable for surface mining where: a.Reclamation is not physically or economically possible. b.Mining is incompatible with existing land use plans. c.The proposed mining area is of critical environmental concern. Core drilling is the most satisfactory method of obtaining accurate information for pre-mining planning. 4. Unaccountable strip mining in the past has created problems that are still present today. Contour mining methods that involve the indiscriminate dumping of overburden on the downslope is one of the largest single sources of sediment from strip mining. However, land disturbed by strip mining can be reclaimed. Techniques have been and are being developed by which mining and reclamation are integrated into a single operation. Mountain top removal, head-of-hollow fill, and block cutting are examples in contour surface mining. These methods drastically reduce pollution problems associated with contour stripping.

In This Chapter [How inert gas works to prevent methane explosions How inert gas is generated and delivered at highwall mines Volume and quality requirements for inert gas at highwall mines How an inert gas system is operated and Precautions to take during mining to prevent methane explosions] This chapter discusses a method, originally developed by Volkwein and Ulery [1993], to prevent methane explosions during highwall mining. In highwall mining, a horizontal auger or a mining machine enters the coal seam from a surface mine pit at the bottom of a highwall, and the coal is mined out from a series of parallel holes. Explosions can be prevented by injecting inert gas into each hole as it is mined. Coal near the surface has lost most of its methane gas over time. However, in recent years, surface mining has been used for deeper reserves of coal. This trend toward mining deeper reserves has increased the chance of encountering methane, and methane explosions at highwall mining operations have resulted in injuries. HOW INERT GAS WORKS TO PREVENT METHANE EXPLOSIONS A methane explosion requires the presence of sufficient amounts of both methane and oxygen, as well as an ignition source. If the methane cannot be reduced and the ignition source cannot be eliminated, then explosions may be prevented by adding an inert gas, which contains little to no oxygen, to the mixture [FWQA 1970]. Just how much inert gas must be added depends on the mining rate, as well as the composition of the inert gas. An explosibility diagram can be used to show whether a methane mixture is explosive after inert gas is added [Zabetakis et al. 1959] (Figure 10–1). This diagram indicates that gas mixtures fall into one of three range categories—explosive, explosive when mixed with air, and nonexplosive—depending on the percentage of methane and percentage of “effective inert.” Effective inert is calculated from the percentage of “excess nitrogen”3 and percentage of carbon dioxide in the mixture.

The United States National Institute for Occupational Safety and Health, through an informal partnership with industry, labor, and the United States Mine Safety and Health Administration, has developed and tested a new instrument known as the Personal Dust Monitor (PDM). The new dust monitor is an integral part of the cap lamp that coal miners normally carry to work and provides continuous information about the concentration of respirable coal mine dust within the breathing zone of that individual. Previous laboratory testing demonstrated that there is a 95% con?dence that greater than 95% of individual PDM measurements fall within ±25% of reference measurements. The work presented in this paper focuses on the relationship between the PDM and respirable dust concentrations currently measured by a coal mine dust personal sampler unit utilizing a 10 mm Dorr Oliver nylon cyclone. The United Kingdom Mining Research Establishment instrument, used as the basis for coal mine respirable dust standards, had been designed speci?cally to match the United Kingdom British Medical Research Council (BMRC) criterion. The personal sampler is used with a 1.38 multiplier to convert readings to the BMRC criterion. A strati?ed random sampling design incorporating a proportionate allocation strategy was used to select a sample of mechanized mining units representative of all US underground coal mines. A sample of 180 mechanized mining units was chosen, representing approximately 20% of the mechanized mining units in production at the time the sample was selected. A total of 129 valid PDM/personal sampler dust sample sets were obtained. A weighted linear regression analysis of this data base shows that, in comparison with the personal sampler, the PDM requires a mass equivalency conversion multiplier of 1.05 [95% C.I. (1.03, 1.08)] when the small intercept term is removed from the analysis. Removal of the intercept term results in a personal sampler equivalent concentration increase of 2.9% at a PDM measurement of 2.0 mg m-3.

The Bureau of Mines, in connection with the investigations of war minerals it conducted, examined the graphite deposits of this country, studied the methods of mining and preparation used, and sought to devise more efficient methods for the preparation of do- mestic graphite, and to standardize the quality of the product. The graphite investigations covered three general phases, as follows: 1. An examination of the deposits in Alabama and other States, and a survey of the methods of mining and preparation used. In this connection methods of sampling and analysis were noted and ex- periments made to determine a standard method of sampling and a rapid but accurate method of analysis. 2. Experimental work on the concentration and refining of domes- tic crucible graphite to improve the quality of the product and to lessen waste. 3. Experimental work in crucible manufacture to determine the properties of domestic flake and the maximum proportions that might be used without impairing the quality of the crucibles. This work was accompanied by photomicrographic study of crucible structure. In this bulletin are presented the results obtained in the first two phases of the work outlined above. The bulletin is in two parts. The first part describes the methods of mining and milling used, suggests a standard method of sampling finished graphite, and de- scribes a rapid and convenient method of analysis developed at the Pittsburgh station of the Bureau of Mines, to which had been as- signed the analytical and microscopic work. The second part describes experiments on the concentration and milling of graphite, which were made at the Salt Lake City, Utah, station. As soon as the reports incorporated in this bulletin were ready, mimeograph copies were distributed to those persons most interested in order to make the results immediately available. The experimental work on crucible manufacture, assigned to the Columbus, Ohio, station, yielded results which were made known to the industry. Á report on this work will be published later as a separate bulletin.

Desulfurization experiments at the Petroleum Experiment Station of the Bureau of Mines at Bartlesville on virgin light distillates obtained from some ‘high-sulfur’ crude oils have shown that the octane numbers of the original distillates are increased on the average about one unit, that the octane numbers of distillates with 4 ml. tetraethyl lead are increased 2 to 3 units, and that the The Petroleum Experiment Station, at the request of the Petroleum Administration for War, instigated and has in progress an investigation of crude oils of the United States to determine their possibilities for yielding straight-run distillates suitable for use as base or blending stocks to produce high octane aviation gasoline. One phase of this investigation deals primarily with so-called ‘high-sulfur’ or ‘sour’ crude oils by seeking to determine the effects of sulfur removal upon the virgin distillates prepared from these crude oils. To date, virgin distillates from several ‘high-sulfur’ crude oils from Texas, New Mexico, and Oklahoma have been prepared and desulfurized in pilot-plant distillation and desulfurization units at the Petroleum Experiment Station. The properties of the undesulfurized and desulfurized distillates were determined and compared to show the effect of sulfur removal. Results of these investigations showing the suitability of these crude oils as sources of virgin naphtha aviation base stocks have been prepared and forwarded to the Petroleum Administration for War and other approved persons. The following preliminary summary is presented to acquaint those interested not only with the present results of the investigation of several ‘high-sulfur’ Texas, New Mexico, and Oklahoma crude oils, but also to give some basic information as to certain sulfur compounds, especially their identification in straight-run distillates, their depressing effects upon the octane numbers of leaded fuels, the benefits obtained by their partial and complete removal, and some of the processes being used to effect their removal.

The term "titaniferous magnetite" is used to designate those mag- netic ores of iron that carry more than 2 or 3 per cent of titanium. Large and easily workable deposits of these ores occur in different parts of the world, and have attracted attention for many years. Under present furnace practice, however, the smelting of these ores is both difficult and expensive, and for that reason they are not accepted by furnaces, so that the deposits are practically worthless. The problem of finding a feasible method of utilizing these ores has naturally been attractive, and numerous attempts have been made to solve it. Experiments to that end embrace two lines of investigation. The one that has been the more frequently tried is the elimination of the titanium from the ores, so as to make possible their smelting in the usual way. The other is the devising of a method of smelting by which titaniferous ores may be reduced as economically as are non- titaniferous ores. The former method involves a physical process, the latter a chemical process. The measure of success attainable by the first method depends entirely on the relations between the iron and the titanium in the ore. Views in regard to these relations have been divergent. Some investi- gators have believed the titanium to occur as a part of the magnetite molecule, in which case, of course, any process of mechanical separa- tion would be impossible. Others have believed that the titanium occurs as the mineral ilmenite, and that the ores are aggregates of magnetite and ilmenite. In this case a separation of the two minerals is theoretically possible. Magnetite is highly magnetic; ilmenite is nonmagnetic or only feebly magnetic. Crushing and magnetic con- centration should separate them. Numerous experiments in mag- netic separation have been made with various degrees of success, but rarely has more than a very imperfect separation been obtainable. In other words, some of the titanium exists in a separable form and some in an inseparable form, and the ratio between the two forms is

Airborne respirable dust surveys were conducted at six surface coal mines to investigate the effectiveness of dust control methods used on rotary rock drills and bulldozers. Dust controls commonly used on drills include a dry dust collection system, exhausting from a shrouded area around the collared hole, and an enclosed drill operator cab, filtering airborne dust from the cab. Bulldozers are also typically equipped with an enclosed operator cab as a dust control measure. Airborne respirable dust sampling was conducted near each equipment's source of generation and inside its enclosed cab. Silica analysis was performed on the dust samples to determine the percent silica content in the dust generated at the six mining operations. An additional eight- month follow-up of dust sampling was also conducted in the enclosed operator cabs of several rock drills and bulldozers. Data were analyzed for long-term variability of accepted control methods to abate dust and silica levels. The highwall rock drill was the major and most variable dust source as compared to the bulldozer, generating dust levels, on average, one order of magnitude higher than dust levels of the bulldozer. Four of the six drills surveyed had dust containment and capture problems at the shrouded drill table above the lple. Repairs or modifications to three of the drill dust collection systems were shown to reduce dust levels by more that 50% next to the shrouded drill table. The enclosed operator cabs provided more than 90% and more than 40% lower dust levels than at the dust source for the drill and bulldozer, respectively. Long-term sampling of several of these highwall drills and bulldozers showed that the dust levels in the drill cabs were frequently higher than 0.2 mg/m3 and more variable than in the bulldozers. The bulldozer dust levels were frequently below 0.2 mg/m). Future research should focus on improving some of the deficiencies present in the drill's primary dust collection system, and developing quality control methods to ensure the integrity of enclosed cab protection for equipment operators.

"At the annual meeting of the International Association of Fire Engineers at Kansas City, Mo., in June, 1919, the Bureau of Mines offered to cooperate with municipal fire departments for the purpose of obtaining information regarding composition of the air in burning buildings. (Katz, S. H., Statement made at Convention of International Assoc. of Fire Engineers: Fire and Water Eng., vol. 66, July 16, 1919, pp. 129-30, also Fireman's Herald, vol. 78, July 12, 1919, pp. 48.) The gas-mask laboratory of the Bureau's experiment station at Pittsburgh sent vacuum bottles for taking samples to fire chiefs in twenty-five cities, who had signified their intention to aid in this work. It was hoped to obtain one hundred or more samples, because statistics in quantity are necessary for drawing reliable conclusions concern-in the likelihoods of encountering irrespirable as in burning buildings. This far, eleven samples have been received by the laboratory. Results of analyses and pertinent data regarding these samples are given in the accompanyingEight of the eleven samples contained, no carbon monoxide; seven of the eight were taken above the ground level and one below ground. One sample taken above ground contained 0.03 per cent carbon monoxide, and this quantity is not dangerous to breathe for a limited time. Of the three samples taken below ground, one contained no carbon monoxide; the other two contained 0.10 and, 0.35 per cent, respectively. This indicates that in a burning building, the hazard from carbon monoxide is much greater below the ground level. The cause undoubtedly lies in the poorer ventilation that is usually found in cellars or basements. Abundance of ventilation provides the necessary air for complete combustion, or if incomplete combustion does occur, the carbon monoxide generated by the fire is greatly diluted with fresh air and swept away by the current. It may be noted that the highest proportion of carbon monoxide was found in a cellar where a fire as burning among piled cases. The difficult access of air to the burning parts facilitated the formation and lib ration of carbon monoxide. The smoke here was very light and no difficulty was experienced in breathing. Some of the air containing dense smoke showed little change from normal air by analysis. Thus the density of smoke or the irritation and difficulty it causes in breathing are no indication of the presence of poisonous gas. None of the samples shows important oxygen."

"The presence of respirable quartz-bearing mineral par-ticles has been well documented in many coal mines, and the Mine Safety and Health Administration regulations address the quartz content of mine dusts. Unfortunately, the correlation between the quantity of respirable quartz-bearing mineral particles and the pathogenicity of the dust is not strong. Work is currently underway by the National Institute for Occupational Safety and Health/U.S. Bureau of Mines and work is being included in the Respirable Dust Center Program by Dr. Seehra to determine the surface availability of quartz in mixed composition mine dusts. However, this paper propose a possible source of surface quartz or a spe¬cial region in the coal that may contribute to the pathogenicity of selected particles in the respirable dust.Assumed in this model is the hypothesis that either the cleat surface is coated with quartz or some cytotoxic sub-stance that in the body is capable of destroying macrophage and thus inducing a fibrotic response (1) that during the frag¬mentation a reasonable proportion of the respirable size coal particles contain some of the original cleat surface and that these particles have the same order of in vivo cytotoxicity as do the quartz particles. It may be that these cleat surfaced respirable size particles are only contributory to the overall pathogenicity of the coal dust, nevertheless, there are enough of these particles to to considered as a potential source of the cytotoxic dust particles.This paper demonstrates that if the cleat surfaces are mineralized with quartz or have a pathogenic coating, then in many mines there will be enough respirable coal dust particles containing some cleat surface to cause a fibrotic reaction. To understand why some of the dust particles contain as part of their surface some of the cleat surface, consider what happens when a beer bottle is broken. While there are a large number of beer bottle fragments, many of the fragments, particularly the larger fragment sizes, will have as a fraction of their surface part of the original beer bottle surface. The model and mathematics of this problem have been worked out by Meloy.(2-4)In the homogeneous IAC model, (2-5) a fragment or par-ticle resulting from comminution is equally likely to occur anywhere in the material being broken. Therefore the probability of a particle of size x having part of the cleat surface in it, p(x), is proportional to x. Thus:"

"The Berkeley safety station of the U. S. Bureau of Mines was recently informed that a geologist was killed through entering an abandoned 90-foot exploratory shaft without making a preliminary test of the shaft atmosphere. He was one of a geological party which was investigating coal lands in California. The only light that he carried into the shaft was an electric flash light. After he had descended a short distance, one of his associates on the surface heard him exclaim, ""This place is full of gas, I am coming up"", He had no more than finished the remark when he was seen to lose his grip on the ladder and fall down the shaft. He was apparently weakened from impure air in the shaft, and could no longer suppers himself on the ladder. When his body was recovered, it was found that his neck had been broken by the fall.This is the ;second recent accident that has been called to the writer's attention where a life has been lost in abandoned exploratory workings; the other fatality being in Minnesota where a mining engineer was overcome while sampling a shallow pit in iron-ore formations. This engineer was on the bottom of the shallow pit and died before help could reach him. It was generally supposed that each of these deaths were due to poisonous gases, but the writer believes, after reviewing the information available, that death in both instances may have been directly caused by deficiency in oxygen.Frequently in the daily press there are items relative to lives being lost through cleaning out old wells, and as a general rule such accidents are also caused by impure atmospheres.In every abandoned shaft or pit, or in fact, any old working where the air has been stagnant for a considerable time, there is always danger of oxygen deficiency, as the oxygen which originally comprised one-fifth of the atmosphere may be appreciably replaced by gases that do not support life, usually by carbon dioxide (black damp) or methane (fire damp). Much valuable information on the subject of mine atmospheres, mine gases, and the effect of oxygen deficiency onthe human system is contained in Miners' Circular 14, ""Gases Found in Coal Mines"" by G.F. In 1938 , the Bureau of Mines cooperated with Subcommittee XV on Plasticity and Swelling of Coal ( C. C. Russell , chairman ) , of Committee D-5 on Coal and Coke , A.S.T.M. , by testing various methods for determining expansion and plastic properties of a series of coals of widely different coking properties . One of the tests made by the Bureau was the British Standard Method for the Crucible Swelling Test for Coal.5/ Briefly , this swelling test consists in heating 1 gram of pulverized coal in a silica crucible over a gas flame under prescribed conditions to form a coke button which is compared in size and shape with a series of standard profiles numbered 1 to 9. These profiles are intended to cover the size and shape of buttons obtained from coals covering a wide range in plastic properties .. The number of the standard profile with which the maximum cross -sectional area of the button most nearly corresponds is recorded as the swelling index . Although the swelling test showed poor relationships with the various tests that were used for measuring expansion or contraction of coal during carbonization , it gave indications of having value in measuring free - swelling and caking properties of coals when burned on fuel beds . An opportunity to investigate this occurred when an engineer of an eastern public utility 'company reported pronounced differences in burning characteristics on grates of various shipments of Pocahontas coal . Some of these coals gave trouble by swelling 'excessively and clogging the grates . Samples were ob- · tained , and it was found that the troublesome coals gave decidedly higher free -swelling numbers than did the coals that performed satisfactorily . Also , it was found that the free - swelling index test gave better differentiation between coals than could be obtained from the coke buttons from the · ´`standard volatile -matter test or from agglutinating - value results . The results of the free - swelling tests were considered by the Subcommittee on Plasticity and Swelling , and a special group of the subcommittee , under the chairmanship of R. A. Sherman , was delegated to study the test method . Ostborg , Limbacher , and Sherman , ofthe Battelle Memorial Institute , ' investigated the various factors affecting the test and found that the swelling index was a good indication of the suitability of coal for performance on residential -type stokers from the standpoint of the coking characteristics of the coal . Data were presented also showing that the indexes wer helpful in the selection of coal for industrial underfeed stokers .
