APPENDIX C - HOISTING SYSTEMS - AVAILABLE EQUIPMENT C 1 - Introduction A survey has been made of available hoisting equipment which has applications for use in metal and non-metal mine emergency escape hoist systems. The information was gathered from a number of sources, including representatives in the USBM and MESA, mine operators, personal visits and telephone interviews with manufacturers, field visits to inspect equipment, advertisements, catalogues and indices of manufacturers. Wherever possible, technical specifications and prices were checked out with the manufacturer, or supplier. The sections on individual sub-systems and components, such as automatic control systems, winches and controls, are not intended to be all encompassing surveys. Rather a reasonable number of representative units in each category are discussed. The sample is large enough to provide a general picture of the kind of equipment available, including the abilities and limitations and a reasonable price range. Coal has been transported by belt conveyors in mines for many years; however, only since the beginning of the general mechanization period have complete transportation system of this type been employed. Aside from my complete belt-conveyor transportation systems, belt conveyors are frequently used in conjunction with other transportation. Many early installations, for the most part, were made without standards as a guide. As a result, some States have outlined certain requirements based more or less on experience following mine fires. Correlation of these regulations should result in more uniformity in connection with standardization of regulations. The National Electrical manufacturers Association has published standards for mining-belt-conveyor installations2/ that should be helpful to the coal-mining industry generally. Bureau of Mines Schedule 2F3/ requires certain controls for permissible-belt- conveyor drives, and similar requirements are listed in Bureau of Mines bulletin 514.4/ Committees of the American Mining Congress have prepared much valuable information concerning operation of belt conveyors, and a subcommittee on fire-resistant belting has been active. 5/

Coal is a soft and brittle material. Drilling rates in the Pittsburgh coalbed using a drag bit exceed 3 ft/min at 2,500-pound thrust. However, maintaining the bit on a horizontal trajectory or parallel to bedding planes to attain lengths of 1,000 feet is difficult. This Bureau of Mines report presents a drill string configuration that can be guided through the coalbed. The angle of the borehole is measured periodically and by proper combinations of bit thrust and rotational speed (r/min), bit trajectory can be lifted or dropped to keep the bit in the coalbed. An example of a hole drilled to 2,126 feet is presented to show levels of thrust and rotational speed used to lift or drop the bit, the seemingly unexplainable events that occur, and the strategy used during drilling. Thrust levels during drilling range from 600 to 2,500 pounds. Hydraulic motors powered by a 30-hp, 440-volt motor provide ample power for drilling horizontal holes 2,000 feet long.

One phase of the Bureau of Minest work in the field of health and safety is the promotion of safe, satisfactory, and reliable respir atory protective devices. To insure that such devices will be available, the Bureau has established schedules of what it considers the minimum re- quirements for oxygen breathing-apparatus,3 gas masks, hose masks,5/ and mechanical filter-respirators (a schedule of requirements for hose- type supplied-air respirators is being prepared). Approval of oxygen breathing-apparatus is given by the Safety Division; approval of other types of respiratory equipment is given by the Health Division, both divisions being in the Health and Safety Branch, Manufacturers of respiratory protective devices may submit their equipment to the Bureau for approval under the requirements of these schedules. As a prerequisite to submitting a device for approval, the Bureau requires a statement that the device is completely developed and of the design and material that the manufacturer believes suitable for a finished marketable device; that the device has been

Fused - salt electrorefining has been successfully applied to the purification of vanadium metal . The electrolyte used in this refining technique was sodium chloride to which had been added 3 to 6 percent vanadium as vanadium dichloride . The average deposition current efficiency was 91 percent . Oxygen and nitrogen , the impurities in commercially produced vanadium metal , were reduced by two - thirds of the amount contained in the feed material . Hardness of the vanadium- metal product was reduced from an initial 97 Rockwell B ( RB ) to a minimum of 35 Rg . The reduction of these impurities markedly improved the plasticity of the final product obtained by melting the crystalline cell metal into small ingots . These ingots could be given a 99 - percent cold reduction by rolling before edge cracking appeared . Growing interest in high - purity vanadium and the industrial need for purer metals and improved alloys for use under high temperatures and high speeds have demanded the elimination and/or control of impurities . Accordingly, research to eliminate or control the undesirable impurities has been expanded .

"The American Consul at Guatemala City reports that the Guatemala Marble Mining Company is preparing to operate a marble quarry about 13 miles from the railroad station of Zacapa, which station is a little over 100 miles from Puerto Barrios, the nearest port from which the product may be shipped. The deposit is extensive, and though somewhat broken up in places, great quantities of sound marble are available. It is claimed that the marble is equal in quality to the best product of the Italian Carrara quarries.Access to the quarry by rail is obtained by a spur track of the International Railways of Central America (Ferrocarril Internacional de Centro America) from Marmol, 3 miles south of Zacapa. This spur is about 5 miles long and terminates at the foot of the mountains. A double-track incline cable-way 2000 feet in length has been constructed to bring the marble down the mountain. From the top of the incline to the quarry there is a railway six miles in length over which the rock will be hauled by two side-geared Shay locomotives."

Table 19 and figure 7 show the number of fires and fire injuries for surface coal mines by state during 1990-1999. Table 19 also shows by state the risk rates, employees' working hours, lost workdays, and coal production. For surface coal mines, 215 fires occurred in 21 states during 1990-1999. Ninety-four of those fires caused 93 injuries and I fatality (the yearly average was 21.5 fires and 9.3 fire injuries). Fourteen fires and seven injuries involved contractors. The Ewhr value was 729 x 10° hr (In = 0.026), the CP value was 6,355 x 10° st (Fn = 0.034), and the LWD value was 8,141. Kentucky had the most fires and fire injuries (45 fires and 23 injuries), followed by Pennsylvania (33 fires and 14 injuries), West Virginia (25 fires and 14 injuries), and Indiana (20 fires and 8 injuries). Among these states, Pennsylvania had the highest fire risk rate value (Frr=0.145), while Kentucky had the highest injury risk rate value (In 0.041).

To improve operational effectiveness of enclosed cab filtration systems. Background Enclosed operator cabs are widely used on mobile excavation equipment in the mining and construction industries. They protect the operator from bad weather, noise, and airborne dusts. The inside cab environment usually must be kept at very low dust concentrations because of quartz dust generated from the excavation of silica-bearing rock. Most cab designs achieve heating and air conditioning effectiveness by recirculating most of the interior cabin airflow, with a smaller portion of the outside air added to the cab as makeup air. Both the recirculated cab airflow and exterior makeup air added to the cabin should be efficiently filtered, with the makeup air positively pressurizing the cab interior. Ideally, operator cab air filters should provide at least 99% capture efficiency for dust particles as small as 0.3-pm aerodynamic diameters. These higher efficiency air filters provide good dust control for the equipment operator, but tend to accumulate dust more quickly than lower efficiency air filters.

"INTRODUCTION This is the fourth in a series of reports on properties of commercial motor fuels, made in accordance with a cooperative agreement between the Cooperative Fuel Research (C.F.R.) Committee and the Bureau of Mines of the Department of the Interior. The first report gave data on motor gasolines sold during the winter of 1935-36 3/. The second resort gave the same data for motor gasolines sold during the summer of 1936 4/. The third report of the series gave the same data for motor gasolines sold during the winter of 1936-37 5/.This report covers 63 brands of gasoline represented by 1,136 samples excluding the Pacific Coast. Those from the Pacific Coast were averaged by the Pacific Coast technical group before being submitted and are published exactly as they were submitted. In some areas reports were received from five or six companies on the same brands of gasoline, whereas in other areas only one company reported on a brand. Thus, it can be seen that some of the data are more representative than others."

A joint investigation by the Bureau of Mines and the Christopher Coal Co. at the Humphrey No. 7 mine, operating in the Pittsburgh coalbed in northern West Virginia, was undertaken to gain more insight concerning the hazardous emission of methane gas in mining. This report describes the equipment, procedure, and results. Horizontal bleeder holes drilled in the faces drained large quantities of methane, eliminating downtime of mining equipment. Also, larger quantities of methane were removed by forcing 14 to 25 g,.p.m. water at 25 to 200 p.s.i. 5 pressure into the bleeder holes. In one infusion test a fluorescein dye was added to the infusion water; in later mining operations, the infusion water was traced for a distance of 1,500 feet. With vacuum pump applied to the horizontal hole the gas-flow rate increased, and the methane content decreased. Tests indicated that methane and water infused in bleeder holes traveled along the bedding planes of the Pittsburgh coalbed at a faster rate than across the planes. Methane associated with coalbeds is produced by the slow decomposition of carbonaceous material in the absence of air and the presence of water. It is lighter than air and, depending on its concentration, forms an inflammable or explosive mixture with air. It is believed that methane is entrapped in and around the pores of the coal and adjacent strata--often under great pressure. The National Mining Association and the Mine Safety and Health Administration requested that the National Institute for Occupational Safety and Health (NIOSH) conduct full-scale evaluations of a recently developed carbon fiber-reinforced polymer (CFRP) reinforcement technique for upgrading existing mine ventilation seals to withstand an explosion pressure of 50 psi or greater. The evaluation was conducted in the NIOSH Pittsburgh Research Laboratory’s Lake Lynn Experimental Mine (LLEM) near Fairchance, PA. The purpose of the evaluation was to determine the blast resistance of the CFRP reinforcement technique, designed to increase the strength of two types of existing 20-psi-rated in situ mine ventilation seals. Two candidate ventilation seals were selected to represent the 20-psi alternative seal designs typical of those used in mines prior to July 2006. Installed within the LLEM were (1) a 4-ft-thick pumpable cementitious foam seal using material with a designed 150- to 200-psi average compressive strength at 28 days and (2) a 24-in-thick, low-density cementitious block seal with a center pilaster and keyed to the floor and ribs. The materials necessary for the CFRP reinforcement technique were then installed on the outby (active) side of each seal, and the seals were subjected to explosion overpressures. Both seals with the CFRP reinforcement retrofit successfully withstood explosion pressures of 60 psi or greater during the full-scale evaluations in the LLEM.

Several federal and state agencies have promulgated regulations that require the installation of operator protective structures on mobile equipment used in mining, construction, agriculture and logging industries. These regulations cover many different types of vehicles, from small farm tractors to large rubber-tired front-end loaders, and require structures that help protect the operator from death or injury from vehicle overturns, from falling tree tops and logs, from falling rocks, and from tree limbs in clearing operations. Two general types of vehicle operator protective structures have evolved over the past twenty years. The first of these is the "Roll-Over Protective Structure'' or "ROPS" that is essentially a "roll bar" or "roll cage" that provides a relatively safe area for the vehicle operator if the vehicle should tip over and roll. The second protective structure is the "Falling Object Protective Structure" or "FOPS" that provides overhead protection against falling material. The terms "ROPS" and "FOPS" are often used interchangeably (sometimes inaccurately) with "cabs", “canopies” , "roll bars" , protective structures" and other such descriptive names. In this report, "ROPS" describes the function of the structure; "FOPS" also describes a particular function. Thus a ROPS/FOPS could describe a cab or a canopy that provides both roll-over protection and falling object protection. “MESA” is used as an abbreviation for the Mining Enforcement and Safety Administration; "USBM" is used to abbreviate the U, S. Bureau of Mines.

Other devices are used in a special instance, also but in any cause the electrical methods produce a current that is an electrical counterpart of the mechanical motion, and the motion can then be studied by direct measurements of the current or by recording the current on suitable recording meters or oscillography. Mechanical methods are used in some instance but are generally not as convenient nor as flexible as the optical and electrical methods."

As part of the development of processes for producing synthetic fuels from coal, the Bureau of Mines prepared a special jet fuel in a pilot plant for evaluation by the Air Force. This jet fuel had all the required physical properties, including the important specifications of high heating value and high density. However, the finished fuel did not pass the stability test specified by the Air Force and conducted by the Southwest Research Institute in a high-temperature research coker. The cause for this instability is being investigated because pure compounds of the type identified in this fuel are known to be stable. The tar acid oil used was a 230° to 300° C. fraction of low-temperature tar obtained by carbonization of a West Virginia bituminous coal in the pilot plant of the Consolidation Coal Co. Both the desulfurization at 400° C. and saturation at 300" C. were done in the vapor phase at 2,500 p.s.i.g. After catalytic treatment and distillation the final jet fuel had a boiling range of 194° to 247° C., a net heating value of 18,420 B.t.u./lb. and a specific gravity of 0.8463 60° F./60° F. It also had u pour point below -62° C., and at 0° C. its viscosity was 4.5 cs. The oil was virtually all bicyclic, 41 pct. noncondensed and 56 pct. condensed.

Researchers at the National Institute for Occupational Safety and Health (NIOSH) are studying methods to prevent workers from being entangled in machinery used at mining operations. An analysis of mining accidents in the United States that resulted in a fatality or permanent disability from 2000 through 2005 showed 438 severe incidents that involved contact with machinery or equipment, an average of 73 per year. Researchers determined that the most common machinery involved in these severe accidents was conveyors. Also, a significant portion of the accidents occurred during machine maintenance and repair. Researchers are focusing on improved methods to prevent unintentional machine startup during maintenance activity and methods to detect workers near moving machine components. One new technology that shows promise for this application is intelligent video. Popular in the surveillance and security industries, these systems use cameras and computerized video analysis techniques to automatically detect the presence of people in preset zones within the camera?s field of view. A preliminary study has been initiated to determine if this technology could reliably detect the presence of workers in hazardous locations near machinery. Possible advantages of the use of this technology include improved detection zone demarcation and improved ability to distinguish between hazardous and non-hazardous proximity, compared to conventional proximity sensor techniques. Initial tests to detect a person near a conveyor system in daylight conditions showed promising results. A description of the technology, test procedures and results, implementation challenges, and future research needs are discussed.

Improve underground mine roof bolt support systems by alleviating problems associated with certain ground support systems currently being used. Approach Convert a passive resin-grouted roof bolt system into a uniform, tensionable roof bolting system. Background Resin-grouted roof bolts are one of the most common forms of ground support in U.S. underground coal mines. These support systems can be installed with a full-column of grout and be loaded with subsequent roof movements after installation. This is called a "passive" support system. An alternative to the passive support system is the mechanically-anchored, tensioned roof bolt system. This system is installed with resin grout. This system is designed to load or tension the support during installation by using a mechanical anchor, coupling, or threaded nut after the resin has properly cured. It is called an "active" support system and is used extensively for improved strata control in a laminated geologic deposition or in difficult ground conditions. To ensure that active bolts have been properly installed, the bolt loads must be checked by using a torque wrench or other suitable equipment. Unfortunately, this practice presents potential safety hazards and has limited accuracy. Laboratory and field experiments also reveal that the torque-to-tension ratio developed on active support systems can vary by 50% from bolt-to-bolt. Variations in bolt load installations can induce stress concentrations and lead to roof degradation or failure.

Provide d comprehensive source of up-to-date information about technology for revegetating coal mined lands. Approach A great deal of activity and research in the field of coal mine revegetation has been reported in technical literature, both before and after the passage of Public Law 95-87, the Surface Mining Control and Ruclamation Act of 1977 (SMCRA). This information is widely scattered throughout books, scientific journals, periodicals, Government reports, and other sources, and there has been a need to develop a method of accessing it quickly and efficiently. At the request of the Office of Surface Mining Reclamation and Enforcement which promulgates and enforces regulations implementing the act, the Bureau of Mines has prepared a document that identifies literature relevant to coal mine revegetation. Most of the literature available on this subject has been published during the past 15 years. To tap this reservoir of information, 14 data bases were accessed from DIALOG SDI (Selective Dissemination of Information) Service using three keyword combinations (surface mining and reclamation, strip mining and reclamation, and revegetation). This procedure generated over 7,000 listings. The U.S. Department of Energy's ENERGY data base was selected from the 14 DIALOG bases, both for its large number of listings and for its broad coverage of literature. This data base contains all the unclassified information that passes through the Technical Information Center of the Department of Energy, including reports, journal articles, conferences, patents, books, monographs, theses, and engineering materials relating to energy development.

"INTRODUCTION Two holes were drilled on the G. S. Stiner zinc prospect, in the Lead Mine Bend area of Union County, Tenn. The holes were drilled in the vicinity of an area of gossan float and were bottomed in the Maynardville formation of the Nolichucky shale. Drilling was started January 24 and completed February 16, 1947. The total footage drilled was 421.2 feet.ACKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, does the actual investigative Work, and prepares the final report. The Metallurgical Branch, Cliver C. The drill holes are located in the bottom land northeast of the store (fig. 1 and 2)."

The cheapest method of handling gravel in placer mining operations is by hydraulic mining . In working gravel deposits by hydraulic mining , it is essential that an abundant supply of water under sufficient head can be economically developed and that there is sufficient grade for sluice boxes and for disposal of the tailing . Without dumping facilities , simple hydraulic mining is an impossibility . The cost of hydraulic mining may range from 2 cents a yard under favorable condıtions to 12 or even 20 cents under less favorable conditions and to 35 cents or more a yard in Alaska , according to conditions of operation , and if frozen gravel is encountered . When it is necessary to elevate gravel , the costs may exceed 60 cents a cubic yard . When the natural conditions do not permit of hydraulic pining proper , other methods of elevating the grade are employed , some of which are described below . Bucket dredging has replaced hydraulic mining in importance in California and other states where hydraulic mining was once extensively carried on , and is by far the cheapest method of elevating gravel when mechanical methods are required and the physical conditions are suitable for dredging . Dredging costs vary greatly under the different conditions encountered , and the total amount of gold to be recovered must of course be enough to warrant the cost of a dredge installation . In connection with investigations being conducted by the Bureau of Mines regarding pulmonary disease which is prevalent among metal miners in certain districts , a large number of rock- dust samples have been collected , and have been examined in the Bureau's laboratories . The earlier work has been described in Bureau of Mines Technical Paper 105 , " Pulmonary disease among miners in the Joplin district , Missouri , and its relation to rock dust in mines " by A. J. Lanza and Edwin Higgins , 1915 , and in Bureau of Mines Bulletin 132 , " Siliceous dust in relation to pulmonary disease among miners in the Joplin district , Missouri , " by Edwin Higgins , A.J. Lanza , F.B.Laney , and Geo . S. Rice , 1919. The methods of collecting and examining dust samples have been greatly improved during the investigation , much valuable information having been made available by similar investigations conducted by the Miners ! Phthisis Prevention Committee , Union of South Africa . The latter are described in the " General report of the Miners ' Phthisis Prevention Committee , Johannesburg, Union of South Africa , 1916 " , and " Final report of the Miners ' Phthisis Prevention Committee , Johannesburg, Union of South Africa , 1919. " The investigations by the Bureau of Mines and the South African committee show that by prolonged inhalation of air containing minute particles of sharp and insoluble rock dust , the lungs retain sufficient dust particles to cause decided injury to the lung tissue , the injured lung becoming very susceptible to the development of tuberculosis .
