Abstract—Overhead electric power lines present a serious electrocution hazard to personnel in a variety of industries. Overhead lines, typically uninsulated conductors supported on towers or poles, are the most common means of electric power transmission and distribution, and are exposed to contact by mobile equipment such as cranes and trucks. Equipment contacting energized overhead lines becomes elevated to a high voltage, and simultaneous contact by personnel of the “hot” frame and ground can cause serious electrical shock and burns. Industries where risk of these accidents is greatest include construction, mining, agriculture, and communications/public utilities. An estimated 2300 accidental overhead line contacts occur each year in the U.S. This paper describes a practical low-cost concept to detect actual contact of mobile equipment with a high-voltage line and provide a warning. Accident statistics indicate that more than half of the fatalities could be prevented by such a device. As the use of deep -rut mining increases, there - expected to be a greater demand for methane (CH,) measurement devices capable of scanning working faces al depths in excess of 10 m to alert mine personnel of hazardous concentrations of CH and to satisfy regulatory requirements. Remote optical devices offer the most promise to satisfy these objectives while the operator remains safely under supported roof. A second¬-generation remote Optical methanomeor (ROM) bas been designed and Is undergoing laboratory evaluation at the National Institute for Occupational Safety and Health. It operates on the principle of differential absorption of the "u;' fundamental absorption band of CH, centered at 3.31 um in the infrared region of the spectrum. The new instrument differs from the previous prototypes by the replacement of the two hand pass differential absorption technique of measurement with a single filter gas correlation technique and a refinement of the amplifier and gating circuitry used within the unit. This results in a more accurate isolation of the CH, spectral absorption band centered at 3.31 um. A specially designed 0.4m-diam variable-length gas mixing tunnel was constructed and instrumented with CH4 sampling capability to calibrate the ROM. Experiments have demonstrated the ability of the detector to respond to various conditions of CH, (pn•m) at distances as great as 12 m. Thermal radiation generated within the instrument is the controlling factor in the drift of the output signal nod, therefore the reliability of the instrument. Several approaches to reduce this extraneous radiation interfering moth the infrared detector, described, such as the installation of a fan in the instrument and thermoelectric coolers on the detector's beat sink. Implementation of this technology will significantly improve the safely of miners.

Hand portable truck axle scales were purchased from the Martin¬Decker Company, Santa Ana, California, for weighing the rubber-tired mine shuttle cars. The scales consisted of two hydraulic load-pads, measuring 4" thick, and 21" long by 13" wide at the pad surface and one totallizer-dial indicator unit. The development of a technique to install the scales effectively for shuttle car-weighing followed an evolutionary process. The setup which finally proved to be effective entailed countersinking and level¬ling the load pads in the floor on the shuttle car trackway such that the tops of the pads were three inches below the floor level. A plat¬form consisting of two braced side-by-side 3" x 8" lumber planks was made. The platform was placed across the load pads with six inches of overlap on each side to provide room for imperfect tracking of the shuttle car. Additionally, 3" x 8" lumber planks were imbedded across the runway immediately behind and ahead of the platform. These auxili¬ary planks were firmly braced into the floor by vertical posts or jacks set against the roof; the planks constituted a stable approach platform to enable the shuttle car to roll unimpeded onto the scale platform in either direction of travel. Figure 22 shows this arrangement in detail. The setup of the scales was done during non-production hours prior to the first working shift of the week. This task took seven to twelve hours with two men. During the actual weighing experiment, the following limitations were realized. 1. The Geophysical section of the United States Bureau of Mines has received many inquiries regarding the application of geophysical methods to the location of small, buried metallic objects. The object of this paper is fourfold: (1) To sketch as briefly and non- technically as possible the principles underlying the operation of several elec- trical geophysical methods of prospecting applicable to the finding of small, buried metallic objects; (2) to point out the possibilities and limitations of these methods; (3) to present, whenever possible, data showing actual results obtained from their use; and (4) to enumerate and describe methods that lack scientific background or foundation.

The systems MgO-MgFa-SiO2, at 2 and 4 weight-percent Li2O and at 3.8 and 7.7 weight-percent Na2O were investigated by solid state reaction at 1,200° C. The results are summarized in four ternary diagrams. Besides the expected humites and simpler silicates or fluorides, proto-amphibole and water-swelling fluormicas or fluormontmorillonoids were found in the systems containing lithium and monoclinic fluoramphiboles, water-swelling fluormicas or fluormont-morillonoids, and nonwater-swelling fluormicas were found in the systems containing sodium. These latter compounds were not in the base system MgO-MgF2-SiO2.

UPTREND in value of mineral production in the Commonwealth of Australia continued in 1963, again pacing the country's general economic growth rate. Increases occurred in output of most raw and processed mineral products, including bauxite, copper, iron ore, pig iron, steel, lead, zinc, cement, gypsum, pyrite, coal, and refined petroleum products. Although the economy of Australia has been traditionally based on wool and agricultural products, in recent years the country has become highly industrialized. Nearly one-third of the 3.6 million total civilian labor force is engaged in manufacturing. Employment in mines and quarries occupies 1.4 percent of the national labor force.

The Bureau of Mines developed data on the methane content of the Hartshorne coalbed, Haskell and Le Flore Counties, Okla. The methane content is calculated to be between 1.1 and 1.5 trillion cubic feet, based on an estimate of total coal in place of 2.4 to 3.2 billion short tons. Methane increases with depth, but the rate of increase decreases with greater depths. Degasification in advance of mining is recommended for all mines operating at depths greater than 500 feet to reduce hazards and methane explosions, decrease mine ventilation costs, and conserve the natural gas that would be otherwise wasted.

This Bureau of Mines report describes in detail the design and operation of a test apparatus for measuring the sound power levels of drills used by the mining industry. The two major components of the test apparatus are a computer-controlled automated drill test fixture (ADTF) and a large (45,000-ft3) reverberation chamber that houses the ADTF. Design specifications and performance capabilities of the ADTF and the reverberation room are given. Initial test results for three types of drills--a pneumatic percussion drill, a hydraulic percussion drill, and a pneumatic rotary drill--are given to illustrate the types of experiments that can be conducted with the test appartus.

A series of alloys was laboratory prepared by adding up to 4 weight-percent cobalt to the basic composition of type AM 350 (AISI 633) stainless steel. Aging curves were established for each alloy at 750° F, 850° F, and 950° F for lengths of time up to 100 hours. A series of annealed steels containing as much as 1 weight-percent cobalt was cold-rolled 50 percent and aged for 3 hours at 850° F. No improvement in hardness due to cobalt was observed in the steels transformed by heat treatment. Slight improvements in hardness were observed in the steels transformed by cold working.

To improve the efficiency and speed of under-ground post-disaster rescue operations. The Approach: Develop a battery-powered mine-rescue vehicle designed to carry rescue crews, rescued miners, and their support equipment. How It Works: The experimental vehicle, shown below, was designed and constructed by the Mine Safety Appliances Company under contract to the Bureau of Mines. ATV Manufacturing Company and Delco Electronics were subcontractors. A rechargeable, silver-zinc battery provides power to a 3-horsepower permissible motor, the speed of which is regulated by a solid-state controller. Three wheels on each side are independently driven by a chain and mechanical trans-mission.

This paper describing the milling practice at the Coniaurum Mine is one of a series of papers on milling methods, practice, and costs prepared in cooperation with an published by the United States Bureau of Mines. The 500-ton will of the Coniaurum Mines (Ltd.) is located at approximately the center of the company's property and a little more than a mile from the town of Schumacher, Ontario. The main shaft through which all the ore is heisted is adjacent to the mill so that the ore hoisted in a 3-ton skip is dumped directly into a 15-ton bin at the crusher.

As part of its program to increase the domestic availability of critical minerals, the Bureau of Mines conducted characterization and beneficiation studies on a St. Johns County, Fla., phosphate ore that was mined by borehole mining. Results revealed that the ore from this test mine was mostly sand-size carbonate-fluorapatite and quartz and contained 24.6 percent P205. Concentration by various flotation techniques produced phosphate concentrates that ranged, in percent, from 30.0 to 31.4 P205, 0.73 to 0.80 MgO, and 2.8 to 7.2 acid insoluble. Recovery of the phosphate from the ore ranged from 89.4 to 96.3 percent.

It was decided to demonstrate the use of latex as a soil sealant by irrigating three small plots at Lanse coded 03A on the west of Brown's run, 3C on the east of the stream, and SB, an area on the spoil bank. Earlier plans to sprinkle latex on twenty acres of the side were abandoned because of easement difficulties. On the basis of results from laboratory soil columns and small plot experiments at Lanse, Naugatex J-3471 was the latex of choice. The irrigation system consisted of plastic pipe (two inch size) for the main line from the water meter to the irrigation area because of lower price and ease of handling. Because the municipal water supply was limited to 20 gpm, low-volume 14V-LA-TNT Rainbow sprinklers were specified with low angle 20° 3/32 inch nozzles to reduce wind effects. At the expected nozzle pressure of 50 psig, each sprinkler covers a 56 foot diameter area at a delivery rate of 1.64 gpm. Each of the three test areas was covered with twelve sprinklers, six used with water alone as a control area and six used with latex and subsequent water spraying. One-quarterturn inlet valves were positioned on the main lines leading to each area. Flow to the treated and untreated areas was set at 10 gpm by Dole flow control valves in the' main entry lateral to each of the six sprinklers. To avoid the use of dilution tanks, a Moyno pump operated by a 1/2 HP, 1140 rpm 5:1 reducing drive was used to deliver 1/2 gpm 48% latex for mixing with 10 gpm water. A 3500 watt gasoline generator provided power for pump and light. Latex was applied at night to take advantage of the lower evaporation and higher humidity. Neutron gauge access tubes were placed in orthogonal arrangement in the areas that were irrigated, with four tubes in the section that were sprinkled with latex and four tubes in the untreated irrigation section in each of the three locations. Each tube, five and one-half feet long and sealed at one end with a plug welded in place, was inserted five feet into the ground in a cored hole. In each irrigation area, the left section of six sprinklers spread the dilute latex while the right section sprinkled the same amount of water to serve as a control plot. As shown in Figure 7 each sprinkler has a 56-foot sprinkling diameter at 50 psig design water pressure. The sprinklers are 30 feet apart on the laterals and 35 feet apart between the laterals. The access tubes (coded AT on Figure 7) were placed in comparable spots on the two sections of each area, so that four soil moisture measurements on the two sections could be compared. Bouyoucos resistance blocks (BB) were also placed in areas 03A and 3C at one, two and three foot depths, but not on the spoil bank area.

Objective To develop and evaluate the effectiveness of safety training tools specific to underground metal/nonmetal mining. Background In a series of stakeholder meetings held in the western United States beginning in 1998, participants identified a critical lack of appropriate training materials applicable to metal/nonmetal mining. Participants in the meetings provided many insights into what types of training materials are most effective in dealing with both experienced and inexperienced miners. Most important was that the materials should be realistic and interesting and that some way should be found to capture the wisdom and expertise of older miners before they retired. In response, training videos that focus on safe practices during the mining cycle are being produced. Two videos one on handling explosives underground and one on identifying roof hazards and proper scaling techniques were completed during1999, and a third video is now available. This video, entitled “Ground Support...It’s Important, or Miner Mike Saves the Day,” presents information on why ground supports work and how to install them properly. Approach The new video, “Ground Support…It’s Important,” presents a scenario in which two young miners make a bad decision to leave some supports out in order to catch up in their mining cycle. An expert miner, “Miner Mike,” sees this potentially disastrous situation and educates the young miners about what could happen if they continued to leave supports out. He introduces the young miners to several expert miners, who explain how to install different types of supports correctly, as well as share what experience has taught them over the years. How It Works All footage was taken in operating, underground mines, using14 experts to provide the teaching. Because of the wide variety of supports used underground, it was necessary to focus on those types more common to hard-rock mining. While more complex support systems, such as shotcrete and cable bolts, are mentioned, detailed material is not included. In the course of educating young miners Jeff and Jason, Miner Mike provides information on— •Why supports are necessary in underground mines. •The main types of supports commonly used in underground hard-rock mines. •How supports work. •How holes for bolts are drilled correctly using jacklegs, drill jumbos, and bolting jumbos.• How wire mesh, wire panels, metal mats, and different types of bolts, including mechanical bolts, friction bolts, grouted bolts, and cable bolts, are installed properly. •How to recognize that supports have failed and what to do about it.

Results of the investigation were planned to be reported on a county basis and, from the data developed, to determine: I. Which coals either as mined or after beneficiation by conventional preparation are chemically suitable under present standards for producing metallurgical coke. 2. Which coals require special and more intensive treatment in preparation than is now practiced. 3. Which coals cannot be considered potential sources of metallurgical coke, regardless of preparation by present-day methods. Electrical grounding is essential for the safe operation of power systems. A low-impedance path to ground is necessary to prevent the possibility of dangerously high potentials in human work areas. If for any reason this ground connection becomes faulty, a serious hazard may exist. One reason for faulty ground connections is ground bed corrosion. Corrosion of electrical ground rods has plagued the power industry and appeared in coal mine power systems. This paper will investigate ground rod corrosion, its cause, and possible solutions. Included is an evaluation of various ground rods for their ability to resist corrosion under stray current conditions. -The first known study of X-it3 Rod Corrosion is also presented.

This report documents a systematic approach towards implementing an improved ensemble for the mine rescue team system that will protect against the hazards of mine rescue and recovery and will also afford improved performance through increased comfort and maneuverability, lighter burdens, and improved human engineering designs. In the first part (Task 1) the mine rescue team's protective needs were defined along with the test methods required to evaluate whether a particular piece of gear met these needs. Task 2 assessed existing gear against performance criteria and standards developed in Task 1. Task 3 consisted of the conceptual design and construction phases of the MRPE program. Special consideration was given to advanced concepts, materials, and equipment.

To find solutions for common safety problems encountered in the handling of trailing cables, based on observations at many different surface mining operations. Approach Practices in handling trailing cables were Investigated through personal visits to over 40 mines, supplemented by visits to cable manufacturers and cable repair service companies. The most effective solutions to the safety problems en-countered were noted and are described In the project final report. Examples are given in this Technology News. Accident Experience Most cable-related injuries occur as a result of workers lifting, pulling, tripping, or being struck by the cable. The Table gives the frequency of occurrence for injuries reported during a recent 3 1/2 year period.
