By authority of the Federal Coal-Mine Inspection Act of May 7, 1941, Public Law 49--77th Congress, H.R. 2082,2/ a Coal-Mine Inspection Division was established in the Health and Safety Branch of the Bureau of Mines. Funds totaling $729,000 for the operation of the division and for other incidental expenses were provided in an amendment to the Department of the Interior appropriation bill for the fiscal year 1942 (H.R. 4590). A small. percentage of these funds was made available on July 1, 1941, and a much greater proportion on October 1, 1941, to defray the expenses of the coal-mine inspection work and incidental activities for the remainder of the fiscal year 1942. The Coal-Mine Inspection Division is charged with administering the act and is required to compile, analyze, publish, and otherwise make available for public inspection the information obtained under it and to transmit such information to the Director of the Census. The act requires also that the information obtained be reported to Congress, with such findings and comments thereon and such recommendations for legislative action as may be deemed proper.

Beryllium is a strategic metal of ever-increasing peacetime importance because of the unusual properties of beryllium-copper alloys. These unusual characteristics are the combination of high strength and hardness, high fatigue resistance, and high wear resistance in alloys that have the corrosion resistance of copper. The principal industrial source of beryllium is the mineral beryl, a beryllium-aluminum silicate that occurs in pegmatites associated with quartz, feldspar, mica, and smaller amounts of various accessory minerals. The beryl is usually recovered in processing the pegmatites for the recovery of some of the other mineral constituents. Pegmatite deposits are found in various parts of the United States, but those in the Black Hills of South Dakota are the source of most of domestic production. The beryl marketed from the South Dakota pegmatite deposits occurs as coarse crystals, which are obtained by hand sorting. These pegmatites also contain other valuable minerals.

One of the primary goals of Bureau of Mines research is to reduce the cost of coal mining by improving the efficiency of longwall supports. One method of achieving this goal is the optimization of stress distribution within the support structure, resulting in a lower overall weight, more fully stressed shield. However, before stress optimization can be initiated, load conditions must be defined that cause maximum stress in the various support components. A finite-element model of a longwall shield was used to identify these critical load conditions. These load conditions were then evaluated in the Bureau's mine roof simulator (MRS) by instrumentation of a longwall shield and measurement of strains in each of the shield components. The critical (canopy-base contact) load conditions were identified that can cause structural failure at less than rated shield (hydraulic yield) capacity. Comparisons were made between full-contact and partial-contact load conditions. Other parameters investigated included the stiffness of the contact material, changes in shield geometry, rate of load application, and effects of horizontal constraint. Conclusions were drawn regarding the structural integrity of the major shield components and potential for stress optimization.

The present work is part of an ongoing Bureau of Mines effort to provide a better understanding of the fundamental phenomena involved in sulfide flotation, the role of oxygen in xanthate adsorption being one essential issue. Galena was chosen as the material around which to develop a conceptual model, partly because of its demonstrated oxygen sensitivity and partly because information on its properties and flotation behavior constitutes the largest part of the fundamental information available on sulfides of commercial importance. The model is formulated primarily in terms of surface electronic energy levels produced by oxygen and xanthate and is further developed using existing experimental evidence and its implications. Four major functions of oxygen are elucidated, and the relationship of these to the formation of lead xanthate, dixanthogen, and a surface compound is discussed. Though yet incomplete, the model provides a useful framework within which the results of diverse experiments can be related to one another in their proper perspective, as shown by a brief discussion and resolution of some apparently discordant results reported in the literature.

"Interest in the fine structure of soots and carbon blacks is motivated by a variety of possible applications. The structure provides information on the origins of the particles and on their adsorptive and reactive properties. This paper describes a method for quantification of the structure of soots and carbon blacks based on direct electron microscopic observation followed by image analysis of these materials. High-resolution transmission electron microscopy (HRTEM) provides a very detailed observation of particle structure. The differences in soot structure, because of its complexity, may not be easily quantifiable with the human eye; therefore, high-level computer software has been used to manipulate HRTEM images. This technique involves the application of fast Fourier transforms (FFT) to single particles and the measurement of characteristic parameters such as interplanar spacings and crystallite sizes from these particles. The methodology and application of this characterization technique are presented here. Results are shown for dif¬ferent samples obtained from soot and carbon black particles selected to illustrate the capabilities of the methodology. Quantitative information can be obtained on structural characteristics, e.g., interplanar spacing, circularity, orientation, elongation, and length distribution of lattice fringes, as well as on the fractional coverage of the extracted pattern. c 1996 Wiley-Liss, Inc.This paper presents a combination of techniques for recognizing and classifying different carbonaceous materials, using their structural morphology. A new method to assess and quantify the parameters which define such structures is proposed and discussed. The technique is based on the use of HRTEM (high-resolution transmission electron microscopy) and computational image analysis.It is well-known that carbonaceous materials like graphite, soots, coals, cokes, chars, etc. possess characteristic structural appearances which can vary from mostly random or amorphous to a perfectly ordered graphitic crystalline structure (Buseck and Bo-Jun, 1985; Buseck et al., 1987). The carbon structure has been variously described as turbostratic (Oberlin, 1989) or as crumpled sheets (Rouzaud et al., 1991) to indicate that parallel layering, reminiscent of graphite, is observed over dimensions of nanometers, but that these planes or crystallites show disorder over larger scales. The degree of order of such structures is strongly dependent on the thermal treatment of the material as well as on the composition of the source of the carbonaceous material. The value of the electron microscope in studying the morphology of such materials has been well-established, and abundant information is available (Ishiguro et al., 1991; Lahaye and Prado, 1978; Buseck, 1992).The use of HRTEM has brought further insight into this matter. Qualitative assessment of the structural order of such materials has been attempted over a long period of time in order to differentiate between various sources or treatments. There is, to date, no successful method available for quantifying the structural characteristics of various carbonaceous materials. This paper presents a technique which is able to recognize dif-ferent materials and to quantify the structural parameters of those materials using HRTEM and computational image analysis, including pattern recognition techniques.In the case of perfectly ordered graphitic crystals, electron diffraction is widely used for obtaining details on structure. Analysis of diffraction patterns can reveal parameters such as interplanar spacing, d002, crystallite size along the c-axis, Lc, crystal size in the plane of the layers, L., mean number of crystallites, Nc, etc.Complicated electron microscopy methods such as defocusing, tilted illumination, axial illumination, etc., often have to be used in order to characterize complex materials such as randomly oriented crystals in soots and carbons. The production, use, and emission of vanadium in the United States has been traced for the year 1991. Consumption was 3,300 tons2, exports 1,285 tons, and imports 2,013 tons. About 98% of production was used in metallurgy; the remainder was consumed in chemicals, including catalysts. Total emissions to the environment in 1991 were estimated at about 3,100 tons, including emissions due to the combustion of coal and petroleum products. Emissions resulting from the production of ferrovanadium were 130 tons, and emissions from the production of steel about 6 tons. Dissipative losses, defined as losses that occurred during use or as a result of wear, were estimated to be no more than 3 tons. Disposal losses were estimated to be about 4,600 tons. Most of these losses were steel products that contained 0.1% or less vanadium and mayor may not have been recycled. When these products are recycled by the steel industry, vanadium ends up in the steelmaking slag and does not return to vanadium use cycle. Worldwide emissions due to anthropogenic and natural sources were briefly reviewed. It was concluded that industrial emissions were about three times greater than emissions from natural sources.

"Conservation of fuel in boiler-plant practice is one of the major projects of the Bureau of Mines. The large central stations with their corps of trained operators and with refined equipment obtain relatively good efficiency. It is in the many smaller isolated plants that the large fuel wastes are apt to occur. Some operators seem to feel that their responsibility is largely expressed in the phase the phase ""carry the load,"" rather than ""carry the load and carry it efficiently."" Often equipment is not provided to give sufficiently accurate guidance to the operator.In within many such plants, it is interesting to note how frequently the same mistakes occur. The following quite typical example illustrates some of these circumstances and their effort on operation. The boiler plant consisted of two 1000 hp. boilers equipped with multiple retort under-feed stokers. These were horizontal water-tube boilers with horizontal baffling, having a high bridge wall at the back of the stoker. One boilers was used to carry a summer carry a winter load of about 1250 hp. The operators felt that one boiler was not sufficient to carry the winter load. No instruments are available for the operator's use, excepting the steam ores sure gases."

In the course of investigations made by the Bureau of Mines in cooperation with the Trent Process Corporation, into the properties of mixtures of oil and coal, a comparative study was ma.de of the 'behavior of these mixtures and their cons ti tuents on destructive distillation. Mixtures of a petroleum oil and bitminous coal were first distilled under carefully controlled conditions, and then charges of the eame oil and coal were distilled separately under similar conditions. The quantity and quality of the distillation products were determined, and. resul. ts were compared. This comparison furnished a basis tor judging whether grea, ... er values in products can be obtained by distillation of oil and coal in mixtures than· b:, their separate distillation. In making the mixtures, the method used in t~e Trent process for cleaning coal was followed. The paste or plastic emulsion of oil and coal obtained is called "amalgam".••• When finely pulverized wet coal is mixed with approximately one-third its weight of. oil and agitated with a large excass of waj;er, the coal and oil agglomer-. ate to form a paste or amalgam. A large portion of the extraneous ash original.17 in the coal remains suspended in the water, with which it can be decanted from the amalgam. Ir the latter is now thoroughly drained and kneaded after the manner ot working butter, most of the excess water enclosed can be removed. This, .in brief, constitutes the Trent process for cleaning coal, The effectiveness of the process for cleaning coal has been studied••••. by the Bureau, and the results of the study show, in general, a high ash reduction an:l good recovery of combus ti bl e f'rom coals of medi ,mi and hi~ rg,nk. With coals of tht lowest rank, such as li@!Rlites, the process is only moderately auccessf'ul, owing to the difficulty attending the preparation of coherent amalgams, Oil losses to wate~ and refuse are small, and apparently it would be practical to rotate the same oil in the cleaning process if some efficient method were devised for recovering it from the amalgam, so a distillation process naturally suggested itself.

Tests were made at the Government Fuel Yard , operated at Washington , D. C. by the Bureau of Mines , Department of the Interior , in order to determine and improve the adjustment of the carburetors on the trucks used for transporting coal from the Fuel Yard to the different Government buildings in Washington . The tests were made possible through the hearty cooperation of G , S. Pope , engineer in charge of the Fuel Yard . Joseph Burrows and A. E. Foote of the garage department assisted during all the tests and supplied information on the mileage obtained by the trucks for the months preceding and succeding the time the tests were made . The Mack trucks used range in capacity from 2-1/2 to 7-1/2 ttoonnss .. The majority of the carburetors were Stromberg G- 3 type , as shown in Table 2. During the winter months , when the demand for coal is heavy , from 30 to 35 trucks are used . At the time the tests were made , only about ten of the trucks were in daily use , owing to the small demand for coal during the summer months , and scarcity due to labor conditions . Samples of the exhaust gas were taken on the trucks kept in service for summer hauling in order to determine the carburetor adjustment as used . Changes were then made to a more economical adjustment wherever possible , without sacrificing flexibility of operation and power . In every case the adjustments were maintained for maximum power , but were adjusted to the leanest position to give that power . In all but one case the carburetors were found to be adjusted too rich for maximum power and economy . These results are considered in detail in a later part of this report .

The United States Bureau of Mines frequently receives requests for information regarding the details of its organization and the nature of its activities. In response to such an inquiry a series of articles outlining the work of the bureau as a whole and of its different divisions was prepared and published in the United States Daily, Washington, D. C., during November, 1929. These articles are reprinted here in the hone that they may assist in giving the public a more complete understanding of the aims and purposes of the bureau and the methods by which it is laboring for the attainment of safer conditions and more efficient methods in American mineral industries. [This Is the ninth in a series of reports on properties of commercial motor fuels, made in accordance with a cooperative agreement between the Cooperative Fuel Research (C.F.R.) Committee and the Bureau of Mines of the United States Department of the interior. The first report gave data on motor gasoline sold during the winter of 1935-36.3/ The Present report presents analytical data for 2,033 samples, representing the products of approximately 80 companies, which, as in previous surveys, include both large and small suppliers. In addition, the Pacific coast is represented by data that were average by the Pacific Coast Technical Group before 'being submitted and are published exactly as they were received. As in previous surveys, the data are divided into the three groups of samples of regular-price, premium-price, and third-grade gasolines, and each group has been averaged separately. The cumber of samples, items, and brands comprising each group, exclusive of those of the Pacific coast, arc as follows: Regular price, 1,066 samples, 208 items, and 49 brands; premium price, 575 tamales, 154 items, and 38 brands; third-grade gasoline, 7;4 samples, 150 items, and 53 brands. "The demand for open-hearth iron ore and the existence of suitable smelting facilities in the St. Louis area seemed to warrant investigation of several Missouri iron-ore deposits of the filled-sink type. Preliminary examinations were made in the autumn of 1944 by an engineer3/ of the Bureau of Nines, and in December of the same year funds were allotted for the exploration of these properties by churn drilling. Three properties, the Silver Hollow Bank and the Newbauer and Coleman properties, were drilled. Work was completed May 8, 1945.The Federal Geological Survey and the Missouri Geological Survey and Water Resources assisted in the project by determining the stratigraphy from drill cuttings and by mapping the drilled areas.The properties explored are in the hilly section of east-central Missouri and are connected by all-weather graveled roads with various shipping points of the St. Louis-San Francisco Railway system within 3 to 6 miles of each property.The Silver Hollow Bank, in sec., 8, T, 40 N., R. l W. Franklin County, Missouri, is in the Meramec State Game Reserve. The nearest town and shipping point is Sullivan, Mo„ which is 6 miles distant. The Newbauer property, in sec. 28, T. 41 N., R, 2 W., Franklin County, Missouri, is approximately 3 miles west of Stanton; The Coleman property, in sec. 14, T. 38 N., R. 3 W., Crawford. County, Missouri, is within a short hauling distance of the railway at Elayer, Mb. These are shown on figure 1.The region surrounding the explored areas contains a series of low-lying hills or ridges and narrow winding valleys drained by the Meramec River system. These hills seldom rise more than 200 feet above the valley floors, most of which are approximately 700 feet above sea level. Except for numerous small farms and a few small towns, the entire region is covered by a dense growth of timber and small brush. The St. Louis-San Francisco Railway system, U. S. Highway 66, and numerous all-weather State and county roads traverse the area."

The Bureau of Mines conducted studies related to SO2 air pollution to determine attritioning rates, SO2 sorption rates, and sulfur loads that could be obtained on commercial alkalized alumina sorbent pellets. Fluidized-bed attritioning rates ranged from 0.025 pct/hr for alkalized alumina with a crushing strength of 4 kg to 0.075 pct/hr for 0.5 kg crushing strength mate¬rial. Airlift attritioning rates ranged from 0.50 pct/hr for 3 kg crushing strength alkalized alumina to about 3 pct/hr for 0.5 kg material. Attritioning rates for the commercial alkalized alumina were comparable to those obtained for sorbent pellets prepared in the Bureau of Mines laboratory. Sorption rates were related to S02 concentration in flue gas, temperature, and presence of nitrogen oxides in the gas stream. Sorption rates at 300° C were 0.35 X 10-6 gS/gp/sec (grams sulfur per gram pellet per second) in 0.045 pct so, gas, 5.1 x 10-5 gS/gp/sec in 0.34 pct SO2 gas, and 65 X 10-5 gS/gp/sec in 10 pct SO2 gas. For the 0.34 pct S02 gas, sulfur loads of 0.10 gS/gp (the projected load for regeneration) were obtained in 47 min at 130° C and in 116 min at 300° C. The presence of either NO or NO2 in the 0.34 pet S02 gas increased the SO2 sorption rates 2 to 3 times at 300° C, but had no effect at 130° C.

"It has been known for some time that sizes of aqueous particles may be affected by flow-induced relative humidity (RH) changes. The RH of air flowing through an impactor decreases as a result of pressure drop through the impactor and increases because of aerodynamic cooling within the high-speed jets, as illustrated in Figure 1. Because the sizes of aqueous particles depend on RH, the impaction stage on which such particles are collected may be different from the stage where they ought to be col¬lected, based on the particle size at the sampler inlet.Fuchs (1980) reviewed literature on water vapor condensation in impactors. The reviewed impactors operated at jet velocities of 100-250 m/s. Particle size increases ow¬ing to water vapor condensation were found in all cases. In one case (Khorguani et al., 1970), it was found that very small droplets (Dp <_ 0.02 um) containing sodium chloride and silver iodide were collected in an impactor with a cut point of 0.32 µm and a jet velocity of 100 m/s. Fuchs believed that such particles could not be captured in an impactor without having been enlarged by condensation. Winkler (1974) sampled at¬mospheric dust with a rectangular nozzle impactor that had a nozzle cross section of 0.3 x 15 mm, a cut size of 0.4 um, and an average jet velocity of 100 m/s. No adhesive was used on the impaction plate. The collection efficiency increased as air humidity was increased from 20% to 100%. The effect was especially noticeable in the increased collection efficiency for hygroscopic particles, and was attributed to condensation.Extensive theoretical and experimental research work on the distortion of the particle size distributions in impactors was done by Biswas and coworkers (1985, 1987). The impactors employed in the study were a low-pressure impactor with high jet velocity stages (Hering et al., 1978, 1979) and a conventional six-stage impactor, Sierra's model 226, operated in the incompressible regime. Ammonium sulfate aerosols were chosen for the study. In the low-pressure impactor, an orifice operating at a Mach number of 1 causes a sudden pressure drop, significantly reducing the RH in the next two stages (stages 5 and 6). This results in a 0.15-um diameter ammonium sulfate droplet shrinking to about 0.07 um at stage 5 when the inlet RH is 95%. In stage 7, the tempera¬ture drop is considerable because the jet speed is sonic. For an inlet RH of 95%, a 0.03 um droplet grows to about 0.06 um. However, the same size droplet at an inlet RH of 25% grows to only 0.04 um. For the Sierra model 226 cascade impactor that is operated with a Mach number of 0.27 at the last stage (stage VI), it was found that for an inlet RH of about 67%, particle growth would occur in stage VI. At 80% RH, both stages V and VI were affected. Biswas et al. (1987) stated that Mach number alone does not determine the size biasing; the type of aerosol, the inlet conditions, the temperature and pressure ratio, and the impactor geometry (throat length, jet-to-plate distance, etc.) must be considered for each stage in evaluating the distortion of the particle size distribution."

One phase of the work of the Bureau of Mines in health and safety is promoting the use of safe, satisfactory, and reliable respiratory-protective devices. To insure that such devices will be available, the Bureau has established schedules of minimum-performance requirements for the approval of self-contained breathing apparatus (1),4/ gas masks (2), supplied-air respirators (hose masks, air-line respirators, and abrasive-blasting helmets, hoods, or masks) (3), dispersoid (dust, fume, and mist) respirators (4), and nonemergency gas respirators (chemical-cartridge respirators) (5). Approval tests of self-contained breathing apparatus are conducted by Health and Safety District B; approval tests of other types of respiratory-protective devices are conducted by the Branch of Health Research. Manufacturers of respiratory-protective devices may submit their equipment to the Bureau of Mines for approval under the requirements of these schedules. If the device, when tested by the Bureau, meets the schedule requirements, a certificate of approval will be granted, which not only states that the equipment has passed the schedule requirements but also gives information about the limitations of the device. If it is found at any time that approved devices do not meet the requirements of the pertinent schedule, the Bureau may rescind approval.

The Bureau of Mines conducted laboratory experiments to determine the change during retorting in the apparent permeability and the degree of compaction of beds of broken oil shale. Grades of oil shale studied ranged from 20.6 to 46.7 gallons of oil per ton (gpt), and the simulated overburden pressures applied to the shale were from 300 to 900 psi. Linear regression analysis of the data produced equations describing the response of the oil shale. Oil shales of approximately 20 gpt experience only minor apparent permeability reductions under test conditions, but richer shales (30 to 50 gpt) lose essentially all permeability. The permeability reductions were accompanied by corresponding decreases in bed height that ranged up to 37 percent of the original bed height.

Safe electrical operation of shuttle cars depends upon maintaining the trailing cable&apos;s conductor temperature below 90° C. However, trailing cables are wound on and off reels, which changes the heat transfer characteristics of the cable-reel system. Derating factors for trailing cables are an attempt to adjust for this changing heat transfer mechanism in a practical way. The U.S. Bureau of Mines conducted research to determine acceptable derating factors for reeled mine trailing cables, using four cable-reel combinations, representative of industry usage. Cables were continuously and intermittently loaded at different duty cycles with direct currents of different magnitudes. Relationships between the average temperature rise and current load were established for each layer of each cable. Two models were constructed; one used empirical data from the continuous and intermittent load tests, and the other was based on thermodynamic theory. Results obtained from the theoretical model were compared with those from the empirical model for the rated temperature rise of the cable. Both models can be used to simulate a variety of test conditions including those that normally cannot be conducted in the laboratory. This information was used to determine acceptable derating factors for each layer of these cable-reel combinations.

Views and conceptions of the origin, composition, and general nature of coal differ so widely that to determine the real extent of actual knowledge is no easy matter. The chemist finds difficulty in attacking the chemical problems and the engineer lacks a broad chemical basis for the study of his problems. Thus the economical and efficient utilization of coal in the industries suffers from a lack of knowledge of the composition of coal itself. Most scientists interested in this matter, as has been brought out in discussions during the recent investigation of coal problems, appear to have only a vague idea of the components of coal and their origin. Some are even in doubt as to whether substances derived from the wood and resins of plants form a part of coal; and few seem to have more than the dimmest idea of what are the components of coal, the condition in which these now exist, and the transformations that they haye undergone. Although during the paiilt century or more many co.rrect observations have been made and recorded, these were falsely or inadequately interpreted, so that many of the interpretations rendered are contradictory. As a result there has been great confusion. Many of the observations made in the past, although accurate and correct, could not be explained, because the principles involved in a correct solution of the problem were not then known. For example, Parkinson, Hutton, Petzhold, Guembel, and others made valuable discoveries regarding the processes by which plant substances are transformed into coal, but as the principles involved are those of colloidal chemistry, a science not known to the scientific world of that time, the observed facts could not be interpreted and the solution of the whole problem was blocked. The explanation of the true meaning of the alternating bright and dull bands so familiar in all ordinary bituminous coals afforCls another example. This banding has been observed and recorded from the earliest times, and has led to the forming of many false theories. Some gAologists, for example, have endeavored to explain the bands as due to alternating climatic conditions during the coal-forming period. Had the geologists known the true nature of coal they could not have made this mistake nor many others made in the past. To fill in a few of these gaps and to clarify some of the existing confusion is the aim of this paper. The immediate cause that led the author to investigate further the composition of coal and the origin and structure of its constituents was that when an attempt was made to discover the meaning of the coking and noncoking properties of coal a more exact knowledge of the nature of coal was required than was then available.

Together, the two volumes contain the vital aspects that go into planning and designing a mine power system. Chapter 10 continues system protection in terms of transients and overvoltages. Chapter 11 describes the design of major power equipment, including power centers, switchhouses, and substations. Solid-state applications in mining are given in Chapter 12, and batteries and battery charging are discussed in Chapter 13. Chapter 14 covers electrical-equipment in hazardous locations of mining operations. The report concludes with Chapter 15, a discussion of electrical maintenance as well as some specific mine electrical problems. Information on surface and underground use is included in all these chapters. An index finishes the documentation and is cross-referenced to both report volumes.
