Develop hydrometallurgical or pyrometallurgical recycling methods to recover valuable rare-earth compounds from various forms of NdFeB magnet scrap. Background The U.S. Bureau of Mines (USBM) has developed technology to treat and recycle a variety of wastes containing valuable and strategic metals. As part of this effort, the USBM developed a process to separate neodymium and other valuable rare earths from iron in NdFeB magnet scrap (fig. 1). Since this scrap typically contains nearly 30 weight percent neodymium and since the demand for neodymium is constantly increasing, cost-effective methods for scrap treatment could have a significant impact on industrial expenditure and materials supply in the expanding area of magnet manufacture. Approach A hydromctallurgical, H2SO4 dissolution-precipitation process provided the most effective treatment for separating rare earths from bulk NdFcB magnet scrap (fig. 2). Precipitation of neodymium-alkali sulfate double salt proved advantageous over direct precipitation of fluoride or oxalate products. This double salt is easily converted to a variety of useful rare-earth compounds, which eliminates many of the materials-handling and economic problems inherent with direct precipitation. Following rare-earth precipitation, dissolved iron was removed from the acid leach solution by precipitation as a jarosite.

Because the cutting and polishing of stones are parts of the work of the Bureau of Mines in its study of rocks and minerals and in the determination of specimens sent in for identification, it was decided that a circular covering the subject in a general way would be of practical interest. As several books and periodicals give details of the problems in cutting and polishing, this report will not duplicate their information more than necessary. Previous studies conducted by the National Institute for Occupational Safety and Health (NIOSH) have shown that approximately 90% of coal miners and 49% of metal/nonmetal miners had a hearing impairment by age 501. Mine workers are exposed to additional noise levels underground due to the reflection of machine generated noise that would otherwise dissipate in an above ground setting. Determining the sound absorption coefficients is essential in modeling the sound field in an underground mining environment. Sound absorption is a measure of the amount of acoustic energy that strikes a surface and is absorbed, rather than reflected. The acoustic environment that mining machines operate in is a critical factor affecting the sound pressure level exposure for mining machine operators. Impedance tube testing is an inappropriate method for determining underground absorption coefficients due to the brittle composition of some of the materials such as coal and slate. Classic absorption coefficient estimation using T60 measurements will not work well in an underground environment because the theory assumes: a finite room, a diffuse field, and relatively uniform absorption. None of these assumptions are true in an open-ended mine entry. This paper will present a method using a ray-tracing technique to determine absorption coefficients for underground mines. Absorption coefficients are determined and presented for octave bands from 63 Hz to 8 kHz. The absorption coefficients will be essential for determining and predicting potential overexposure to machine operators in different mine environments.

All of the coal resource in North Dakota is lignite. The lignite fields of North Dakota cover approximately 40 percent of the total area of the state, with reserves estimated to be 9.8 billion tons, two percent of the U.S. base. The first commercial coal mine in North Dakota opened in Morton County in 1873. As the railroads crossed the plains, the demand for coal increased. Coal for fuel was supplied by the state's underground mines. By 1884, North Dakota's lignite production had reached 35,000 tons. North Dakota was among the fist states to shift from underground to large-scale commercial surface coal mining. By 1927,40 percent of the total production was by surface mining, compared to 2 percent for the nation as a whole. By 1959,86 percent of the total production was by surface mining, while the national average was 22 percent. Since 1966, surface mining has been the exclusive coal production method in North Dakota. North Dakota's regulatory program received conditional approval December 15, 1980. Following approval of amendments to the program, it received full approval February 18, 1986. The Abandoned Mine Lands Program was approved December 23,1981.

Ground, air, and water vehicles can expose humans to substantial multi-axis vibration. Multiple input/multiple output relationships or models exist for estimating frequency response functions of linear systems1, 2. These relationships have been applied by some investigators to evaluate the effects of occupied seat vibration3, 4. Using a multiple input/single output model, this study investigated the effects of single- and combined-axis vibration in the fore-and-aft (X), lateral (Y), and vertical (Z) directions on vibration transmission to the human chest. Frequency response functions (transmissibilities) were estimated and compared for the back-on and back-off postures. Methods A rigid seat with seat back was mounted onto the Six Degree-of-Freedom Motion Simulator (SIXMODE). A flat acceleration vibration signal was generated between 2 and 40 Hz at 1.0 ms-2 rms in the single and combined X, Y, Z, XY, XZ, YZ, and XYZ axes. The signals were shifted in time so that the combined inputs were not fully correlated. Lightweight triaxial accelerometers were used to measure accelerations at the seat base (input) and at the bony manubrium of the chest (output). The maximum of nine frequency response functions (H(?)) or transmissibilities were estimated from the auto- and cross-spectra. The system transfer matrix for the XYZ inputs and chest Z output is [ ] where PxZ, PyZ, and PzZ are the cross-spectra between the three inputs at the seat base and the Z output at the chest, respectively, and Pxx, Pxy,…zz are the auto- and cross-spectra between the input signals (? not shown in Eq. 1). Equation 1 can be similarly written for the chest X and Y outputs. Matlab® was used to estimate the auto- and cross-spectral densities for calculating the transmissibilities, ordinary coherences (for single inputs), partial coherences, and multiple coherences. Results Figure 1 illustrates the major chest transmissibilities observed for the two postures. Vertical vibration showed a consistent influence on the chest X response (Chest X/Z), most likely causing chest pitch. Some chest Z responses were observed with X-axis inputs, but the results were variable and difficult to interpret. Overall mineral industry productive activity in Europe increased in 1965, following general upward trends in gross national product and total industrial production4 recorded. The gross national product of non-Communist Europe in market prices in 1965 was estimated at $572 billion and that of Communist Europe at $409 billion. However, the extractive sectors of the mineral industries generally did not fare as well as the processing sectors. In fact, a number of countries recorded lower production levels in this sector in 1965 than in 1964 and most countries had a lower growth rate in extractive industry output than in overall industrial output. Among the non-Communist nations of Europe, a general decline in coal production and lower levels of iron ore output in France, West Germany, and Luxembourg contributed significantly to the smaller growth rates or declines in extractive indexes. Where higher indexes were registered, this generally resulted from the performance of the petroleum and natural gas industry; exceptions were Greece, Norway, and Sweden. The decline recorded for Czechoslovakia was attributable entirely to poorer performance by that nation&apos;s coal industry.

"New England" and "granite" if not synonymous are at least associated terms. Where there are granites that are not deeply eroded there are usually pegmatites, the most erratic of rocks, and of them New England has a full portion. Many of the New England pegmatites contain the rare alkalis - lithium, rubidium, and cesium. however, the same in homogeneity of the earth&apos;s crust that has made the New England pegmatites unusual, in that so many of them contain the rare alkalis, has likewise made the distribution of the rare-alkali minerals sporadic even in those pegmatites, and most contain only enough to furnish collectors with more or less ornamental and uncommon minerals. New England has long had numberless collectors of minerals, and the mineralogists of its various schools have published many papers on the pegmatitic minerals, including those of the rare alkalis, but none of the papers have dealt with estimates of quantities. In this paper we have tried to place the emphasis on quantity rather than on mineralogy.

The coal-bearing regions of Colorado cover approximately 29,600 square miles, which is 28.4 percent of the state&apos;s total area. The most important coal-bearing regions are located in the north western and west-central parts of Colorado. Coal resources vary from lignite to anthracite. More than 70 percent are bituminous; 23 percent subbituminous; 5 percent lignite; and less than 1 percent anthracite. The state&apos;s coal reserves total about 17.2 billion tons, 3.5 percent of national reserves. Approximately 8.8 million acres of coal rights in the state are owned by the Federal Government; on about 72percent of this land, the Federal Government controls both the coal and the surface rights. It is estimated that approximately 4.2 billion tons of coal reserves are under federal ownership in Colorado. Permitted acreage of mines in Colorado ranges from 40 to 13,114 acres. Differences in elevation create many climatic zones in Colorado. Local annual precipitation can average less than eight inches in some areas in extreme western Colorado to more than 30 inches in certain mountainous areas. Generally, precipitation rates are low at most mine sites, making revegetation difficult. Colorado gained primacy when its regulatory program was conditionally approved December 15,1980. The Abandoned Mine Land Program was approved June 11, 1982.

This Bureau of Mines report examines aggregate trends in foreign direct investment in the U.S. mining and mineral processing industries between 1977 and 1984, and provides an analysis of foreign investment in several major mineral commodity industries. In 1984, 11.1 pct of total employment in the U.S. minerals industry was at firms that were U.S. affiliates of foreign firms. In 1985, the proportion of U.S. capacity held by foreign investors in nine major mineral commodity industries was as follows: steel, 5 pct; silver, 16 pct; lead, 18 pct; aluminum, 25 pct; zinc, 26 pct ; copper, 30 pet; cement, 32: pct; gold, 44 pct; and ferroalloys, 56 pct. Almost 90 pct of the total foreign investment in the U.S. minerals industry was accounted for by eight countries-Canada, the United Kingdom, France, Federal Republic of Germany, Switzerland, Japan, Australia, and the Republic of South Africa. The most fundamental reason behind the growth in foreign investment in the U.S. minerals industry has been that an increasing proportion of U.S. mineral firms and assets have been for safe, while foreign mineral companies have been the ones most willing and able to purchase these firms and/or their assets. mile the growth in foreign ownership in the minerals industry has not been without controversy, it has helped save jobs, reduce the minerals trade deficit, and- from the national defense perspective-maintain the Nation&apos;s overall mineral and metal self-sufficiency at reasonably high levels. In the absence of domestic buyers, foreign investors have helped to maintain a viable domestic minerals industry.

This bulletin is the third of a series a showing the results of ment purchases of coal according to specifications as to its quality and giving typical forms of proposals for supplying coal and general information relating to government coal purchases . Numerous calls for authentic information concerning the purchase of coal according to its heat value attest a growing interest in the subject. Many of the commodities of life have long been purchased according to specifications requiring chemical or physical tests , or both, to determine whether the material delivered meets the requirements , the price to be paid depending on the results of the tests . Until recent years coal consumers purchased coal merely on the statement of the dealer as to its quality , relying on his integrity and on the reputation of the mine or district from which the coal was obtained. It is surprising that the important question whether value was being received for the money expended was not sooner seriously considered . The purchase of coal by specification is an important step toward the conservation of our national mineral resources , for it results in an increased use of the lower grades of coal. The poorer coals find a market by competing with the better grades , not as to the price per ton but as to the cost of an equal number of heat units. This paper gives in detail the results of government purchases of coal for the fiscal year 1908–9 and the list of contracts with abstracts of specifications for the fiscal year 1909–10 , and summarizes the information on this subject obtained by the Survey. It is hoped that this information will promote a better understanding of the specification method of purchasing coal and furnish data valuable alike to coal dealers and coal consumers , so that equitable contracts can be more readily made.

Research by the National Institute for Occupational Safety and Health (NIOSH) has pursued quartz analysis for the specialized ?lter assemblies of a new worker-wearable personal dust monitor (PDM). The PDM is a real-time instrument utilizing a tapered element oscillating microbalance (TEOM®). Standard ?berglass TEOM ?lters cannot accommodate the desired P-7 infrared analytical method used by the Mine Safety and Health Administration (MSHA). Novel ?lter materials were tested with the objective of demonstrating this type of analysis. Low temperature ashing and spectrometric examination were employed, revealing that nylon ?ber candidate ?lters left minimal residual ash and produced no signi?cant spectral interference. Avoiding titanium dioxide in all ?lter materials proved to be a key requirement. Fine quartz particulates were collected on prototype ?lters in a Marple chamber, either open-faced or through PDMs during test runs. The ?lters were then subjected to MSHA P-7 analysis and the spectrometrically based analytical results for quartz mass were compared to reference measurements. Also, PDM instrumental mass readings were compared to ?lter gravimetric measurements. Results suggest that the P-7 method is adaptable to variations in ?lter materials and that quartz dust analysis by the P-7 method when utilizing the new ashable PDM ?lters can have accuracy and precision within 10% and 4%, respectively. This is within the declared 13% accuracy and 7–10% precision of the P-7 method itself. Instrument mass readings had modest positive bias but met NIOSH accuracy criteria. Continued work with specialized PDM ?lters is merited, as they are a new type of TEOM sample amenable to ashing analysis of particulates.

This course is intended for training those, usually the safety officers, who perform surveys fur inhalation contaminants in above ground work areas. The handbook entitled ?Handbook for Surveys of Inhalation Contaminants in Above Ground Coal Mining and Processing Work Areas? (NTIS #PB-243-35";) is used as a manual for the course and as a prime reference when performing the actual surveys or interpreting the sampling results. There are six experiments for the students to perform during the course to familiarize them with the sampling devices routinely used during the surveys.

Accidents to men employed in the quarrying and related industries of the United States were more numerous, absolutely and relatively, in 1937 than in 1936. Fortunately, the entire increase was in the category of nonfatal injuries, as accidents causing death declined in number and in proportion to the number of man-hours worked. Employment increased. More men were employed, more man-days and man-hours were worked, and the average employee had more hours of work than in 1936. Reports covering all commercial operations showed that 84,094 men were employed an increase of 5.1 percent over 1936. The number of man-hours of work performed by the industry was, 158 millions, an increase of 7.6 percent. Seventy-seven men were killed by accidents, a, reduction of 14 from the year before, and 6,348 men were injured and disabled for more than the remainder of the day on which the accident occurred, 11 percent more than in 1936. The fatality rate of 0.49 per million man-hours of exposure in 1937 compared favorably with the rate of 0.62 for the previous year, whereas the non-fatal-injury rate of 40.10 was 3.2 percent higher than the rate of 38.87 for 1936.

In the interest of safety in mining, the Bureau of Mines recommends: 1. That cages or skips used for hoisting or lowering men in vertical and steeply inclined shafts shall be provided with safety catches designed to prevent falling of the cage or skip if the hoisting rope or other connections break; and 2. That cars used. for hoisting or lowering men with ropes in slopes shall be provided with arresting devices, other than ordinary brakes, that come into action if the hoisting rope or other connections break. In presenting this decision, it is recognized that the principal requirements for safety in hoisting operations are the use of hoisting ropes of ample size and strength to provide a factor of safety recognized as adequate by the best en engineering practice; their proper care, protection against undue wear and corrosion, and frequent inspection; and immediate removal of ropes from service when inspection or tests cast doubt upon their further safe serviceability.

Workers using vibrating hand tools have the potential for developing health problems associated with repeated forceful actions and exposures to hand-transmitted vibration. Hand-arm vibration syndrome (HAVS) and other hand-arm system disorders have been associated with such exposures.1-2 To better assess health risks, comprehensive evaluations of these exposures must include quantitative assessments of hand-tool coupling forces; unfortunately, no standardized method for quantifying hand forces exists. Handle instrumentation may be ill-suited for some field environments. Psychophysical force-recall techniques may provide alternatives to handle instrumentation. A thorough understanding of the effects of vibration and other factors on force-recall accuracy and reliability is important before such methods are applied in risk assessments. Methods In this study, the effects of vibration and other factors on the accuracy of psychophysical force-recall were explored in two experiments. Twelve male subjects participated in the first experiment. The second experiment employed 20 participants (10 female, 10 male). In each experiment, participants applied specific grip and push forces to an instrumented handle mounted on a shaker system. Participants were exposed to sinusoidal vibration at frequencies that ranged from 0 Hz to 250 Hz. Three levels of applied force (low: grip = 15 N/push = 25 N, medium: grip = 30 N/push = 50 N, and high: grip = 45 N/push = 75 N ) and two levels of vibration magnitude (low: ANSI 4-8-hr limit and high: ANSI <0.5-hr limit)3 were examined. During the vibration exposure period, participants were provided with visual feedback while they attempted to “memorize” the applied grip and push forces. At the conclusion of the vibration exposure/force memorization period and a controlled rest period, the participants tried to duplicate the grip and push forces on a non-vibrating handle without the aid of visual feedback. The effects of different vibration frequencies, vibration magnitudes, and grip and push force levels were tested in a random order from trial to trial. Results Participants tended to overestimate grip and push forces. Depending on exposure conditions, error means ranged from 2 N to 10 N. The ANOVA revealed that force-recall errors for exposures between 31.5 Hz and 63 Hz were significantly higher than those at other vibration frequencies (p < 0.05). The frequency effect is depicted in Figure 1. Error means were greater when participants were exposed to the higher vibration magnitude (mean = 9.1 N, 95% CI = 8.2-10.1 N) when compared with the lower vibration magnitude (mean = 4.9 N, 95% CI = 3.9-5.8 N) (p < 0.05). The direct method test was developed for general mine safety applications by the U.S. Bureau of Mines in the early 1970&apos;s to measure the gas content of coal samples obtained from the relatively shallow depths of eastern U.S. coal mines. Over time, applications for gas content data evolved which required increasingly accurate desorption values. It became evident that some of the inherent weaknesses in the original direct method test could best be addressed by abandoning the water displacement based desorbed gas volume measurements. The ideal gas law based modified direct method (MDM) and associated desorbed gas volume measurement apparatus was developed to provide the most accurate desorption values possible for rock samples obtained from any gas-bearing strata. The MDM has a number of significant advantages, including: (1) increased accuracy, especially for low gas content samples, (2) a test apparatus with an integral sampling port to facilitate the collection of uncontaminated gas samples, (3) an inherent head space effect correction in the periodic MDM desorbed gas volume calculations, (4) measurement of positive and negative desorbed gas volumes, (5) elimination of differential gas solubility effects as a source of error inherent in the water displacement methods, and (6) a compact and rugged test apparatus that along with the elimination of the ?glassware? required for the water displacement methods, facilitates its use in the field.

[As part of the Bureau of Mines effort to provide thermodynamic data for advancement of mineral resources technology, the standard Gibbs energies of formation (?G°f) of MnS (manganese sulfide) and Fe0.9 S (pyrrhotite) were investigated with a high-temperature galvanic cell employing stabilized Zr02 (zirconia) as the electrolyte. Potential measurements were obtained for the cell Pt, MnS, MnO, S02 (g, 1 atm)//Zr02//02(g, 0.0114 atm), Pt with the overall cell reaction MnS (s) + 1.5 02 (g, 0.0114 atm) = MnO (s) + S02 (g) . (1) These results give the standard Gibbs energy of formation of MnS for the reaction Mn (s) + 0.552 (g) = MnS (s) (2) ?G°f = -66.487 + 15.19 x 10-3T±0.207 kcal/mole (896.4 - 1,208.1 K) (3) where temperature (T) is expressed in kelvins. Similar measurements were obtained for the cell Pt, FeO .9S, Fe304 , S02 (g, 1 atm) //Zr02//02 (g, 0.0114 atm) , Pt with the overall cell reaction 10/3 FeO .9 S (s) + 16/3 02 (g, 0.0114 atm) = Fe.,04 (s) +10/3 S02 (g). (4) These results yield the standard Gibbs energy of formation for the reaction 0.9 Fe (s) + 0.5 S2 (g) = Fe0.9 S (s) (5) ?G°f = -35.229 + 12.67 x 1073T+-0.104 kcal/mole (839.5 - 1,086.6 K).
