The main characteristics of the 2545 km Tonga-Kermadec subduction system are the subduction of the Pacific Plate and its sedimentary cover in the Tonga-Kermadec trench and the extension and rifting of the lithosphere behind the active island arc in the Lau basin - Havre Trough back-arc systems. The subduction of the Louisville Seamount chain at 25.6°S affects the tectonic and volcanic system and separates the island arc into the Tonga arc and the Kermadec arc, respectively. To the west, a Miocene island arc is represented by the Lau-Colville ridge. The crustal extension between the Lau-Colville and the Tonga-Kermadec ridge started at about 6 Ma, and induced their separation and the onset of the southward rifting since about 5 Ma. Characteristics of the Tonga-Kermadec arc system include (i) the fourthfold decrease of the subduction rate from 24 cm/a in northern Tonga to 6 cm/a in the southern Kermadec trench, mainly north of 23.5°S; (ii) the development from fast spreading in the Lau basin (16 cm/a) to slow rifting (2 cm/a) in the southern Havre Trough with the transition from spreading to rifting at 23.5°S; (iii) variations in the composition and the volume of the subducting sediments and rocks (detritus from the Samoan hotspot at the northern Tonga arc; the aseismic Louisville ridge at the southern Tonga arc; increasing terrigenous sediments from New Zealand at the southern Kermadec arc); (iv) a number of active volcanic centers younger than 1 Ma and characterized by significant shallow submarine hydrothermal systems.

The North Fiji Basin (NFB) is a mature intraoceanic back arc basin with an age of ~12 Ma. Recent volcanism and spreading activity are focused along the Central Spreading Ridge (CSR), A ridge segment more than 800 km long, composed of four main segments, the N160°, N15°, north-south (N-S), and southernmost segments from north to south. The dominant volcanic rock in the entire central spreading ridge is normal mid-ocean ridge basalt (N-MORB), very similar to those emplaced along mid-oceanic ridges. Conversely, influence of an oceanic island basalt (OIB) source increases northward from 18°20'S. Several basalts which show a significant subduction-related component are also observed in the southern part of the NFB. Hydrothermal activity along the spreading centers of the North Fiji Basin was investigated by several previous works, especially by the STARMER project in 1989 and 1991. Both extinct and active hydrothermal vents are found on the N15° and N-S segments. In contrast, only traces of hydrothermal activity have been found on the N160° segment. Although high temperature activity and related massive sulfide deposit on the N15° segment was further investigated by several follow-up studies, no systematic survey for other hydrothermal sites was conducted after their discovery. In 2012 and 2013, KIOST performed two hydrothermal expeditions aboard the R/V Onnuri in the three targeted areas of hydrothermal activity along the CSR of North Fiji Basin. Lemkein seamount located in the west of the Kuwajleen Atoll of RMI is a relatively samll, simple-shaped, peaked type seamount with its base at 4,500 m and summit at 1,452 m water depths. Ferromanganese crusts were identified in the water depth range between 2,000 m and 2,500 m, and they were mostly observed on the northern slopes of the seamount. Among various substrate rocks, breccia occurred most commonly with crusts and formed the thickest crust layers. Average thickness of the Lemkein crusts was about 5 cm. Their chemical compositions were similar to other crusts found in the RMI area; Mn=25.82%, Fe=15.29%, Co=0.74%, Ni=0.56%. Lemkein crusts were characterized by their four distinctive internal layers; 1) Massive Layer 1; 2)Porous, Fe-stained or sediment infilled Layer 2; 3) Massive to slightly porous Layer 3; and, 4)Massive, Dense, Phosphotized, CFA veined Layer 4. Layers 1 and 2 were generally similar in composition, but highest Co concentrations were measured in Layer 1 while relatively higher concentrations of Al, Rb, Fe, and Ti were observed in Layer 2. Layer 3 showed higher concentrations of Ca and P than Layers 1 and 2. Based on the Co-chronography, the age of Layer 1 is 0¡?6 Ma (growth rate = 1.50 mm/Ma), Layer 2 is 6¡?15 Ma (1.75 mm/Ma), Layer 3 is 15¡?27Ma (1.76 mm/Ma), and Layer 4 is 27¡?45 Ma (2.06 mm/Ma). These preliminary results indicated that high Co contents in Layer 1 resulted from slow growth rates; Layer 2 was formed under relatively strong influence of high terrestrial input; and, Layer 3 was probably affected by a minor phosphatization event occurring in 15 Ma.

Alaska's expansive continental shelf represents future opportunities for marine mineral development. Although today's metal prices and subsidized foreign mineral production continue to discourage industry investment in marine exploration worldwide, the longer term outlook is one of increasing costs on-shore with a dwindling land-base available on which to search for and extract minerals. Likely, the generations of the 21st century will increasingly recover their minerals from the sea-floor. Though largely unexplored, Alaska potentially represents a major port ion of the U.S. marine resources. Several factors demonstrate this. First, the Alaskan OCS is huge; 74% of the entire United States' continental shelf lies off of Alaska, and 54% of the U.S. coastline is Alaskan. Combined with the jurisdiction waters of the Soviet Far East, the Bering-Chukchi shelf is one of the world's largest tracts of shallow water. Second, Alaska is situated at the northwestern terminus of the mineral-rich American cordillera. From Chile to Alaska, major on-shore deposits of precious and base metals, ferroalloys, and industrial minerals are found in the tectonically disturbed belts of the cordillera. In 1988, the western U.S. cordilleran states produced 70% of this country's mineral output (excluding construction materials). Throughout the cordillera's entire 10,000 mile length, the rock units strike largely parallel to the coastline, but in Alaska they extend directly offshore and onto the continental shelf. The Gavia Autonomous Underwater Vehicle is a two-man portable AUV that is capable of performing seafloor surveys in water depths to 2000 meters. The standard survey sensor suite includes a dual frequency side scan sonar and high resolution digital camera. Additional survey sensors are currently being incorporated into the Gavia AUV, include Sub Bottom sonar, Swath Bathymetry sonar and Multi Beam sonar. The modular design of the Gavia AUV allows the end user to quickly incorporate new sensors including client developed propriety sensors.

Shallow-water formation of marine ferromanganese nodules as well as their deep-water analogues is found throughout the global ocean. The Baltic Sea is a key province for the shallow-water type of marine minerals. The following main distribution areas of Fe-Mn nodules have so far been discovered in the Baltic Sea: the Gulf of Bothnia, the Gulf of Riga, Central Baltic area (Gdansk- Klaipeda) and the Gulf of Finland. The last area (Gulf of Finland/Finnish Bay) is the best studied from all aspects including geological prospecting and environmental assessment.

The U.S. Geological Survey (USGS), over the past three decades, has carried out a spectrum of geologic surveys and research in marine areas of the Exclusive Economic Zone (EEZ) around the U.S. and its territories as well as in the Great Lakes region. Regional and topical studies have been undertaken throughout the range of marine environments: estuarine, tidal wetlands, coastal and nearshore, shelf, slope, and the deep ocean basins. The Survey's coastal and marine research programs consist of four elements shown in Table 1. The first includes studies using interpretations of bathymetry, seismic-reflection and sidescan sonar data, and analyses of sediment grab samples and cores to develop an understanding of the geologic framework. Information on the geologic setting, including the subbottom structure and stratigraphic relationships, and the geologic history and evolution of the areas surveyed are important parts of the program objectives.

Recently, characterized by fast development high- and nano-technology, demand for rare and trace metals has increased. One of such metals is gallium. Gallium compounds, mainly GaAs, are used in medicine, to manufacture optoelectronic devices, microwave techniques, devices of solar power and infrared optics, etc. The basic gallium industrial deposits are known only on land. There are bauxites (50 ppm), nepheline rocks and ores (36-38 ppm, minerals concentrators are nepheline and sodalite), Zn-Pb-Cu ores (5000-12000 ppm, minerals concentrators are gallite, germanite, sphalerite, bornite), sulphide-polymetallic and Pb-Zn ores (10-32 ppm, minerals concentrators sphalerite, chalcopyrite) (Vershkovskya et al., 1998). High concentration of gallium are observed in hydrothermal massive sulphides of a Mid-Okinawa Trough (The South Chinese Sea) and Sujo seamount (The Philippine Sea) (Noguchi et al., 2007). As it is known, deep-sea massive sulphides and associated Fe-Mn crusts are products of hydrothermal fluid discharge. High-temperature massive sulphides precipitation are the first, and low-temperature Fe-Mn crusts deposition is the last process of hydrothermal mineralization (Cronan, 1982). Hydrogenic crusts and nodules of the World ocean are characterized by low concentration of Ga, close to clarke (19 ppm) (Kobaltbogatye.., 2002). Hydrogenic crusts from the Sea of Okhotsk are exception, because Ga concentrations are exceeded clarke in 3,5 times (Mikhailik, et al., 2009). Complex studying of Fe-Mn crusts from deep-sea basins volcanic seamounts of the Sea of Japan has shown their hydrothermal-sedimentary genesis (Mikhailik, 2009). High gallium concentration (up to 850 ppm) was established in these crusts by ICP-MS (Agilent 7500C). Microprobe research (JXA-8100) of samples Fe-Mn crusts has not revealed the gallium minerals concentrators. It suggests that, gallium in Fe-Mn crusts of the Sea of Japan is sorb substance.

The situation in the raw material market has brought into consideration the commercial exploitation of the mineral deposits on the deep sea bed and in particular the manganese nodules. They occur generally in depths of 4000-5000 m, partially covered or buried in bottom sediments. The deposits and their potential recovery have been intensively explored and researched during the past twenty years (Bischoff 1979, Halbach 1988, Padan 1990). Although the present market situation limits the rentability of deep sea mining on an industrial scale, the mining technology is being further developed in many countries. The stagnation phase in the deep mining issue allows sufficient time for conducting research on the precautionary protection of the deep sea environment and for consultation in the development of technologies with the least possible impact on it. The subject has gained in importance since autumn 1994, when the United Nations International Law of the Sea was signed. This also regulates human activities in international waters from the environmental point of view. As fields tests have shown in the past, even with the most modern technologies, mining of the manganese nodules will inevitably be accompanied by a resuspension of some bottom sediments. The generated sediment plumes will be further transported with the ocean currents and in the worst case form stable turbidity layers in different depths (Ozturgut 1981a, Baturin 1991). One of the problems of the environmental impact assessment is the estimation of the plume persistence before it eventually dilutes to approximately the ambient concentration level or settles at the bottom (Lavelle 1981a, Lavelle 1981b, Lavelle 1982, Thiel 1991a, Thiel 1991b). The aim of the research is to develop a numerical sediment transport model in connection with potential manganese nodule mining in a reference area located in the southeastern equatorial Pacific Ocean off Peru (Peru Basin, Discol Experimental Area). In this region, a German mining claim is registered and interdisciplinary field works of the TUSCH (German: TiefseeUmweltSCHutz, deep sea environmental protection) research group are carried out in order to obtain the required scientific background for evaluating of the deep sea mining impacts and to provide the necessary supporting data for the modelling (Thiel 1991a, Thiel 1991h).

This is a framework study financed by the Maritime Innovation Programme of The Netherlands and several institutions actively involved in the research of the environmental impact of deep sea mining; IHC Mining, MTI Holland, Delft University of Technology, NIOZ, IMARES, Boskalis Westminster, AllSeas and TNO. For this framework study the following mining activities have been identified to be relevant to assess the ecological impact of a deep sea mining operation: a) excavation, b) tailings return, c) vertical transport, d) vessel operations, e) ore transport and f) general operations. For this paper, only one mining activity has been selected as an example for the assessment of ecological effects. This is one of the main activities introduced by the new technology envisaged for developing deep sea mining: tailings return.

The Chilean part of the archipelago of Tierra del Fuego, situated south of latitude 62o S, is within that country?s Región de Magallanes y Antártica, and separated from the remainder of Chile by the Magellan Strait. In recent geological history several phases of Quaternary age glaciers originating in the Andean and Dawinian Cordilleras eroded assumed primary gold deposits and entrained their related alluvial deposits. Piedmont glaciation extended to the east and south over m0st of the land and beyond the present-day coastline into extensive areas exposed during the resulting lowered relative sea level. During interglacials particulate gold incorporated unevenly in the widespread drift, till and moraines was fluvially released and concentrated into streams and flood gravels. Coastal erosion enriched various beaches with gold. From 1868 onwards Tierra del Fuego hosted a major gold rush whereby early, labour intensive, beach mining eventually developed into inland dredging. But continued mining activity was interrupted and then terminated by several external factors. Most miners, always seeking ?greener pastures?, joined the rush to the new discoveries in the Klondike (1896) and Nome, Alaska (1899). In 1904 the international boundary, established in 1881, became the subject of a major dispute not settled until 1984, The Panama canal?s opening in 1914 turned Tierra del Fuego, previously on the Pacific-Atlantic shipping route, into a remote backwater. World War II brought opposing foreign naval forces to the actual islands where most gold had been taken from the beaches. It also crippled the dredging industry which lost its coal supply and never recovered. Nevertheless, some small scale mining continues to this day.

Compared with land mineral resources investigation, as well known, it is more important for marine geologists to get image data (e.g. photographs, video tapes and various charts) because they are often hard to reach deep seabed directly. In the past years a plenty of image data which are in various forms have been accumulated. In contrast with both digital and character data managing the image data by using database is just unfolding and it will be a trend for marine mineral resources investigation. GIS (Geography Information System) offers another useful means of processing image data, especially geological data. GIS is characterized by processing vector data (e.g. point, line and polygon), but newer versions of GIS software package are also able to process raster data (e.g. photographs etc.). The present author made a presentation on marine mineral image database during 25th UMI, but that system runs under DOS environment and dealt with only mineralogy. Recently a new system which integrates Oracle image database with GIS (ArcView version 3.1) has been developed. This system runs under Windows NT environment. In the network environment Server/Client mode is adopted, and over 200 basic subdatabases (tables)are located on Server; operating interfaces are located on several clients so that several persons can operate the system simultaneously. The whole system involves five types of marine mineral resources: manganese nodules, cobalt-rich crusts, polymetallic sulfides, phosphorites and gas hydrates. The data of every type of marine mineral resources described above are distributed among five units and several blocks. The units and blocks are described below:

Many attempts have been made to design and build an AUV that is small, meets the sensing objectives and is cost effective. Many inventors have already designed smaller vehicles but the problem observed is an increased vehicle instability resulting in instrument instability where data gathered is not trustworthy. Additional problems include instrument weight to vehicle weight ratios and the lack of space for power storage and electrical components. The UFOceanic seeks to remedy these concerns by employing a completely different design and propulsion system. Still in the design stage ? now with a mock-up unit for testing, the results are encouraging. We have chosen a very low voltage embedded systems design using multiple PIC processors and fuzzy logic programming. We are designing the craft to rotate for stability and to provide friction reduction to minimize the need for instrument stability compensation and propulsion power. Additionally, we are looking and experimenting with a number of power plant drive systems including flywheels, GNP (plasma), fuel cells and more conventional systems. We of course plan for the UFOceanic to run for months at a time supported by a self-charging system.

"Seafloor massive sulfide (SMS) deposits are a new frontier in global metal resources. Hydrothermal chimney’s (black smokers) precipitate Cu, Zn, Ag and Au rich from hot fluids (>250°C) during interaction with cold seawater ~2-4°C. Here we compare the sulfide mineralogy and geochemistry of Cu-sulfide chimney samples from two different tectonic locations: Solwara 1, a Cu-rich, transitional arc-back arc (Arc-BA) type SMS ore deposit and; Ashadze-1, a Cu-rich, ocean ridge type SMS deposit (Hannington et al., 2011).This work represents the first stage of a project aimed at investigating and understanding the significance of high Cu concentrations in SMS systems. Comparing these particular systems is significant because they share critical similarities despite being located at different seafloor depths, hosted in different rocks and are located in two different endmember tectonic environments. Critical similarities include: 1) age of mineralization, ~6000 years to current (Firstova et al., 2016; Johns et al., 2014); and 2) high copper contents, with chalcopyrite dominating sulfide mineralization (Firstova et al., 2016; Lipton, 2012). The reason for high Cu concentrations in both of these locations is still not entirely understood. The youthfulness (<6000y to current) of both locations is important because it reduces the possibility of increased zone refining, allowing us to understand the source characteristics better. This research will advance our understanding of the copper systematics of SMS systems by investigating and comparing the mineralogical and geochemical signatures from two, Cu-rich, end-member type SMS sites."

Manganese nodules, as metal ores, have for the most part been cast aside from further consideration within this century. However, in the decade of the 90s, rising demand at all levels of society, for clean air give nodules a new - lease on life as a stack gas cleaning agent. Further, the Clean Air act of 1990, mandates enormous outlays to bring systems into compliance with new stringent standards. Quick corrective actions are imperative. Research beginning in the 1960s proved nodules possess unique qualities to remove acid compounds from stack gases. Early this year, the National Science Foundation awarded General Electric an $83 million contract to design a system to extract oxides of sulfur and nitrogen from coal fired power plants. Environmental damage is abundantly evident on the ground, from the air as well as form space. A dirty pall of yellow-brown smog is smothering both animal as well as plant life around the globe. Losses run into billions!

Ocean observatory technologies permit uninterrupted, real-time observation of dynamic seafloor environments such as gas hydrate deposits and hydrothermal vent fields that are of both scientific and economic interest. Such observations enable new discoveries of linkages between physical, chemical and biological processes and could permit continuous monitoring of environmental variables during mining operations. Ocean Networks Canada operates the NEPTUNE and VENUS cabled observatories in the Northeast Pacific Ocean. The offshore NEPTUNE observatory supports instruments at two gas hydrate sites on the continental margin off Vancouver Island, and in the hydrothermal vent fields of the Endeavour segment of the Juan de Fuca Ridge. The primary focus of the gas hydrate field observations is to understand the dynamics of the growth and stability of outcropping and sub-seafloor hydrate deposits. Outcropping hydrates at 840 m depth in Barkley Canyon have been monitored for the past 3 years with a mobile instrument platform known as Wally, which is operated over the Internet by a research group in Germany. This tracked vehicle carries standard oceanographic sensors, acoustic current metres, cameras and methane sensors. Data indicate a relationship between degassing of hydrates and tidal currents. In 2012-2013 two high-resolution sonar towers were added to the hydrate field to provide precision tracking of Wally and to monitor volume changes in the outcropping hydrate mounds. A large subsurface hydrate deposit occurs at the Clayoquot Slope site, where bottom depth is 1260 metres. Monitoring instrumentation is currently being established at this location. "REVIEW OF ISA's DRAFT EXPLOITATION REGULATIONS – HAVE KEY STAKEHOLDERS' CONCERNS BEEN ADDRESSED ADEQUATELY?In early August 2017, the ISA published a revised draft of the exploitation regulations. My presentation will focus on the extent to which key State and Contractor issues raised in formal submissions in November 2016 have been addressed in the revised draft and any additional key issues in the revised draft which are likely to cause significant concern for Contractors.ABSTRACTFollowing the ISA's call for submissions in response to draft zero of the exploitation regulations in July 2016, 43 responses from stakeholders were received by the ISA in November 2016. My presentation will start by briefly looking at how the ISA has continued to engage with stakeholders following the publication of draft zero of the exploitation regulations, including at payment regime workshops in London (November 2016) and Singapore (April 2017) and at the environmental workshop held in Berlin in March 2017. It will also touch on the publication in February 2017 of what was in effect a very preliminary draft of the environmental regulations before moving on to consider in detail the extent to which key State and Contractor issues have been addressed in the ISA revised draft exploitation regulations which were published in August 2017. My review of the formal submissions will include, amongst other things, commentary on:(i) the level of Stakeholder response (State Parties to UNCLOS, Sponsoring States, Privately owned Contractors, State Owned Contractors and NGOs);(ii) the quality of the submissions (particularly by States and Contractors); (iii) the key concerns raised by State and Contractor stakeholders and how those issues have been addressed in the revised draft exploitation regulations; and(iv) how all stakeholders need to further engage with the ISA to ensure that the exploitation code adequately addresses the legitimate and reasonable concerns of each Stakeholder group (e.g. Contractors, Sponsoring States, Developing States and NGOs)."

The Offshore Technology Conference (OTC) was founded in 1969 when a group of scientific and technical societies organized an annual conference and exhibition dedicated to technologies used in the offshore oil, gas and mining industries. Currently, OTC is sponsored by 12 industry organizations and societies. These include: American Association of Petroleum Geologists (AAPG); American Institute of Chemical Engineers (AIChE); American Institute of Mining, Metallurgical, and Petroleum Engineers (AIME); American Society of Civil Engineers (ASCE); ASME International Petroleum Technology Institute; Institute of Electrical and Electronics Engineers/Oceanic Society (IEEE-OES); Marine Technology Society (MTS); Society of Exploration Geophysicists (SEG); Society for Mining, Metallurgy, and Exploration (SME); Society of Naval Architects and Marine Engineers (SNAME); Society of Petroleum Engineers (SPE); and The Minerals, Metals, and Materials Society (TMS). OTC also has two endorsing organizations, the International Association of Drilling Contractors (IADC) and the Petroleum Equipment Suppliers Association (PESA), as well as 6 supporting organizations that include the American Petroleum Institute (API), the Independent Petroleum Association of America (IPAA), the Institute of Marine Engineering, Science, and Technology (IMEST), the International Association of Geophysical Contractors (IAGC), the National Ocean Industries Association (NOIA), and the United Kingdom Offshore Operators Association (UKOOA). From its earliest years, the OTC has been held during the first week of May in Houston, TX, initially at the Albert Thomas Convention Center where OTC?69 drew 4200 attendees and 200 exhibitors. As the conference grew and became established as the world?s foremost event for the development of offshore resources in the fields of drilling, exploration, production, and environmental protection, the venue was changed to the Astrodomain Complex, with technical paper sessions and most exhibits taking place in the Astro Hall. The numbers of attendees and exhibitors varied somewhat over the years, primarily in accordance with the fortunes of the international oil and gas industry. At its height in the early 1980s, OTC registered attendance exceeded 100,000 with more than 2500 exhibitors forcing expansion into the Astro Arena and even the Astrodome.

INTRODUCTION High tellurium contents in the ancient volcanogenic massive sulfides (VMS) and modern seafloor massive sulfides (SMS) have been reported by V.Maslennikov (Maslennikov et al., 2013). However findings of tellurium minerals in SMS are rather rare. The only reported coloradoite and bi-melonite, have been found in massive sulfides from Rainbow hydrothermal field (Fouquet, 2010). Here we present data about Te - minerals in sulfide chimneys of different ages (up to 84.7 kyr - Cherkashov et al., 2010 ) from Semyenov-2 hydrothermal field. The obtained results The Semyenov hydrothermal cluster was discovered and studied in the course of cruises 30 and 32 of R/V Professor Logachev (2007 and 2009) at 13º31´ N, MAR. This area is associated with an oceanic core complex and associated with serpentinized gabbro- peridotites and basalts. Plagiogranites and tonalites have been dredged on seafloor in the Semyenov cluster area (Cherkashov et al., 2013; Pertsev et al., 2012). In total, 25 sulfides samples have been studied. The major and minor mineralogical phases were identified using reflected light microscope. Major element compositions of ore- forming minerals were analyzed on a Hitachi S3400N scanning electron microscope at the Geomodel Center, St. Petersburg State University (St. Petersburg, Russia) with an AzTec Energy 350 (EDX) detector and an INCA 500 (WDX) detector.
