"As the influence of governments has become more widely felt, the use of research techniques to analyze policy has increased. Mineral economics, as one of the foundations of mineral policy research, has grown accordingly. Policy research and analysis has been carried out within governments, university departments and the private sector. Each of these institutional environments has characteristics which influence the topics of study, the approach, the methodology and the output of the research. A brief survey of recent research activities provides illustrations of trends and developments occurring within this organizational framework.A radically different organization, the independent research institute, has begun to make an impact on policy research in recent years, and will have an increasing importance in the future. Combining certain features of the traditional research organizations, it nevertheless has important differences which are essential to its effective functioning. An overview of the formation, goals, organization and operation of one such institute is presented."

A chemical process, based on laboratory investigations, is proposed for the production of high-purity niobium oxide from a pyrochlore-perovsk1te flotation concentrate produced from ore obtained at the Oka, Quebec property of Columbium Mining Products Limited. The method developed included the decomposition and dissolution of the flotation concentrate with hot, concentrated sulphuric acid. The dissolved niobium was purified and concentrated by a solvent extraction step, using methyl isobutyl ketone as the extractant. The niobium was recovered from the extractant with ammonium fluoride solution from which niobium oxide was precipitated with ammonia. Finally, the filtered and washed precipitate was calcined. Ninety-six per cent of the niobium was recovered in a product analysing 99.9 per cent Nzo.. The reagent cost was in the range of $1.00 to $1.25 per pound of niobium recovered. The Ilo Smelter has been continuously operating since 1960 with Reverberatory furnaces and Pierce Smith converters producing blister copper. The original installed capacity of 1.134 tons per day of concentrated was expanded in 1976. A process of modernization started in 1995 and 1998 with the installation of an El Teniente Converter, a sulfuric acid plant and an oxygen plant to reduce the gaseous emissions to the atmosphere. With the official approval of the Environmental Compliance and Management Program (Programa de Adecuaci6n y Manejo Ambiental - PAMA) in January 1997, Southern Peru Copper Corporation made a commitment to capture 91. 7% of the S02 generated at the smelter by January 2007. After an evaluation of six different technologies, the ISASMEL T process was selected because it can be easily adapted to the present operation, has a lower capital cost and it is a simple process. The fast learning curve to reach the total capacity will allow to fulfill the PAMA commitment in time. The project construction is in process and SPCC is prepared for a successful start-up and transition of the current operations at the end of year 2006. This paper outlines the factors considered by SPCC in its choice of ISASMEL T technology and describes the construction and the start-up activities of the new facilities.

NO. 3 winze, the sixth shaft to be sunk on the San Antonio property, is practically a duplicate of No. 3 shaft, which was the main shaft prior to the installation of the larger hoisting equipment in 1939. It is collared on the tenth, or 1,500-ft., level, and goes down vertically to the sixteenth, or 2,500-ft., level, with a loading pocket, spill pocket, and sump below this. It is 1,000 feet east of No. 3 shaft. All ore, men, and materials are handled through the latter. The winze location with reference to the rock formation is shown in Figure 1. (In plan, this section strikes N.30°E. and cuts most of the main orebodies of the mine normal to their strike.) It is collared eighty feet inside the footwall contact of the basalt and cuts through it before reaching the eleventh level. In this location there will be no ore tied up in shaft pillars, as the closest ore to the shaft is on the tenth level, and here it is eighty feet northeast of the collar. The winze headframe and hoist-room straddle the main haulage to the No. 3 shaft, on the tenth level (see Figure 2). At no time during the excavation for the headframe and hoist-room was the general routine work of this haulage held up.

A gravity concentration process was developed to give satisfactory recovery and concentrate grade. The application of high-intensity magnetic separation was also stud1ed. A pilot-plant investigation that confirmed the laboratory testing and provided a commercial-grade concentrate 1s described.

The general trend in the minerals industry is towards the processing of fine grained, disseminated mineral deposits. This has led to an increase in the number of fine/ultra-fine grinding installations using stirred media mills. The challenge is that both the equipment type and the mineralogy of the deposit have an effect on specific energy consumption. Fresnillo PLC recognized this issue and addressed it by providing samples for testing in a laboratory regrind system. The objective of the test program was to determine the specific energy required to achieve a product size of 10 µm (P80). A specific energy plot was generated for both a lead and zinc flotation concentrate. It indicated that 34 kWh/t and 51 kWh/t were required for the two samples (Pb and Zn respectively). This difference highlights the effect of mineralogy on the energy required for fine grinding. The regrind feed and products were submitted to a range of basic mineralogy tests to quantify the mineral differences that could have changed the specific energy requirements. These tests provided general mineralogy, documented optical textures, and provided particle size microscopy. The lead concentrate was found to contain significant amounts of silicates in addition to the dominant sulphide, pyrite. The zinc concentrate was determined to be mostly sphalerite with minor amounts of quartz, chalcopyrite, pyrite and galena. The material testing results illustrate the importance of basic mineralogy studies in conjunction with comminution testing to determine specific energy consumption.

DURING the past year, the writer has investigated the treatment of a variety of British Columbia tungsten-bearing ores. Much of the test-work described in this paper was carried out in collaboration with Mr. A. G. Lyle in association with the British Columbia War Metals Research Board at the University of British Columbia. The remainder was completed in the laboratories of the Department of Mines at Victoria. Two mills in the Province are at present treating tungsten ores. Descriptions of these are included through the co-operation of Messrs. S. Gray (1) and A. A. Almstrom (2). MINERALOGY, OCCURRENCE, AND SPECIFICATIONS In the present paper, attention is directed solely to scheclite, inasmuch as known occurrences of other tungstcn minerals in British Columbia are of mineralogical interest only. The Moab Khotsong Metallurgical Complex comprises a gold recovery circuit (Noligwa Gold Plant) and a uranium recovery circuit (South Uranium Plant). The metallurgical complex employs the reverse leach technology for the recovery of uranium; specifically, uranium extraction prior to gold using acid leaching processing. The inherent uranium species in the ore are uraninite, coffinite and brannerite. The slurry that has been subjected to the uranium leach is further subjected to solid-liquid separation to separate the uranium in solution through counter-current decantation and the solids (solids carrying all the gold), which are repulped and returned to the gold plant for gold processing. The uranium leaching process is critical to the uranium playing a pivotal role as a value adding by-product to the gold operation. The benefit of adopting this reverse leach process, for improved gold recovery, is that it exposes gold particles occluded within the uranium matrices and avails them for cyanidation. However, the drive for operational efficiency in uranium extraction must be weighed against the incremental operating cost against the backdrop of depressed spot uranium market prices. Over the years, efforts were directed at maintaining the benefit of extracting uranium to enhance gold recovery and simultaneously, optimizing the operating cost model for the uranium operation to remain relevant to the gold operation. The aim of this paper and the corresponding presentation is to give account of the uranium processing optimization journey embarked on over the years; namely, the operational trade-offs made in the process of ensuring that uranium continues to add value to the gold operation. These challenges were faced while striking a fine balance between processing cost and operational efficiencies against the prevailing depressed uranium spot market prices. Mineralogical- and laboratory tests conducted form the support basis for the results and observations articulated in the paper.

Foreword The office of the Supervisory Mining Engineer, a branch of the l. Federal Government, is financially interested in no oil company and has no stock to sell. This office, however, is deeply interested in the proper and efficient development of Canada's natural resources. The people of Canada are interested in the petroleum development in Turner Valley for two principal reasons: As represented by the Department of the Interior, they are the largest owners of petroleum and natural-gas rights in the field; As a nation, they are vitally interested in the development of petroleum and natural gas as a national asset, and therefore, also, in all productive property, no matter who directly controls the leases. As has been stated by Mr. Charles C. Ross, Supervisory Mining Engineer, "The Department, being responsible for the administration of these public resources, necessarily requires regulations to protect them from abuse by lessees. Our portion of this responsibility is to record a complete history of all drilling operations and to see that proper drilling methods are adopted to prevent damage and wanton waste of the valuable natural resources under discussion." Not only does our position necessitate an impartial and a judicial viewpoint, but, being day by day in touch with all operations in the western provinces, we are uniquely situated to comprehend both individual and general problems.

Radar Technologies are successful implemented in the military industry since decades and recently found their way in the mining industry as level gauge radars for bin applications. The latest generation of microwave radar sensors are capable to provide geometrical data of the surrounding area of mining machines, too. Radar sensors are an improvement to laser scanners as they are more robust and able to penetrate dust and mist. Radar sensors will be the key source for operator assistance systems. indurad and RWTH Aachen University conducted a large series of tests at open pit mines and underground coal mines to determine the potential of the new two dimensional Dual Range Radar iDRR. Several applications were determined as highly feasible and are now completed respectively in the implementation stage. The authors are giving an insight in the experimental results, the implementation and an outlook of future applications for this technology.

THE Magdalen islands have recently been attracting attention as a possible source of manganese. As early as 1880 small masses of manganese oxides were known to occur in the soil and at least one attempt was made to develop them. In 1939, after the outbreak of war, interest in the possibilities of the field was again aroused and during the winter of 1939-40 claims were taken up by two groups of Toronto interests. The islands also contain large quantities of gypsum. During the summer of 1940, the writer mapped the islands geologically, giving particular attention to a study of the manganese occurrences. For a base-map, the chart of the islands was enlarged to a scale of half a mile to an inch. Additional roads were added from traverses carried out in connection with the geological work, and form lines with approximate 100-foot intervals were put on from barometer readings. The geological map is the first that has been prepared of the islands. Previous Work In the summer of 1880, James Richardson of the Geological Survey of Canada studied the rocks of the islands and his r~port concerning them appears as Part G of the Report of Progress, 1879-80. In 1903, J. Obalski, Inspector of Mines for the Department of Lands, Mines and Fisheries of the Province of Quebec, visited the islands, chiefly to investigate the occurrences of manganese and gypsum, and his notes are found in the report on mining operations in the Province for that year. Around 1890, Robert Chalmers of the Geological Survey paid a visit to the islands, and his observations, which chiefly concerned the surface geology, appear in the Annual Report of the Survey, Vol. VII, 1894, Part M, p. 94. The next geological work was carried out by John M. Clarke, Director of the New York State Geological Survey. Clarke paid many visits to Gaspé peninsula between the years 1900 and 1920, collecting fossils and gathering h1s~orical data, and extended his investigations of Gaspé county over to the Magdalens. His Observations on the Magda/en Islands is included in the New York State Museum Bulletin 149, seventh report of the Director, 1910.

"AngloAmerican used the extractant M5640 at Mantos Blancos and Mantoverde and uses PT5050MD at Los Bronces Division, which are aldoxime and modifier blends. In the first case, the modifier is the esther TXIB, while in the second case is the tridecanol TDA. It is a well-known fact that the extractant degrades while the modifier does not and with time the oxime/modifier ratio can change significantly, depending on the operating conditions of each plant.In order to evaluate the effect of this varying modifier content in the plant organic, especially in the organic losses, a complete metallurgical test work program was conducted at laboratory and pilot plant scale by Flomin SNF, a new extractant supplier. Results showed that the addition of an aldoxime without the modifier did not affect the chemical performance of the extractant, but there was a significant decrease in the viscosity and density of the organic.Based on the results obtained in the metallurgical program, it was decided to run plant scale tests at the SX plants of Mantos Blancos and Mantoverde. In these tests, instead of adding extractant to maintain the organic inventory, CuPROMEX 3406 which is an unmodified aldoxime was added until the original oxime/modifier ratio was reached. This was obtained after 6 months of operation and since then both plants are running with the extractant CuPROMEX 3302 both supplied by Flomin SNF.In the case of Los Bronces, the pilot plant work was completed and it is programmed to run similar plant scale tests. In this case, the oxime/modifier ratio increased and TDA will be added until reaching the original ratio.The plant results obtained at Mantoverde and Mantos Blancos, together with the pilot plant test results obtained at Los Bronces, are discussed in this paper."

"Mount Isa Mines (MIM) acquired a reputation for the successful application of R&D to develop break-through technologies for the mining industry starting in the 1978’s through until the early 2000’s. The ISAPROCESSTM tank-house technology has been licensed to copper refineries throughout the world, and a significant per cent of the world’s copper is refined using this technology. Since development in the late 1980’s more than 20 ISASMELTTM copper and lead smelting furnaces are now installed in countries around the world. Jameson Cell flotation technology developed jointly by Mount Isa Mines and Professor Graeme Jameson is widely used in the Australian coal mining industry and increasingly in the base-metal and gold industry. The IsaMillTM’s developed at Mount Isa and McArthur River made it possible to develop the McArthur River and George Fisher orebodies and has been successfully implemented into base metal fine grinding applications around the world. The most recent commercialised innovation is the atmospheric leach Albion ProcessTM with its supersonic HyperSpargeTM gas sparger, is being adopted as a solution to the increasing complexity of orebodies. MIM’s contribution to the industry was significant given the size and the remote location of its operations with Townsville Copper Refineries more than 1350 km and Mount Isa 1800 km from the nearest state capital of Brisbane. This paper will briefly discuss the development of each of these technologies and why MIM – now owned by Glencore - was so successful innovating and developing such technologies over a period of nearly 40 years.INTRODUCTION Mount Isa is located in the Gulf Country region of Queensland about 1800 kilometers North West of Brisbane (see Figure 1). It came into existence because of the world class mineral deposits found in the area. In 1923 the orebody containing lead, zinc and silver was discovered by the miner John Campbell Miles. Mount Isa Mines Limited (MIM) was founded in 1924 to develop the minerals discovered by Miles, but production did not begin until May 1931. It paid its first dividend in 1947 after 16 years of troubled production. In 1954 the 1100 copper orebody was discovered and with rapidly rising reserves during the 1950’s and 1960’s led to the construction of new concentrators to treat lead/zinc/silver ores in 1966 (#2 concentrator) and copper ore’s in 1973 (#4 concentrator). The difficult nature of the Mount Isa lead-zinc orebodies has meant that the company had always needed to be at the forefront of mining technology. In the 1970’s through to the 1990’s, it became a world leader in developing new mining techniques and processing technologies as a response to declining metal prices and rising costs. Mount Isa has been smelting copper since 1953 and lead since the early 1930’s. Copper Refining at Mount Isa’s fully owned subsidiary of Copper Refineries Proprietary Limited (CRL) had commenced operations in 1959."

"As part of Anglo American Platinum’s Rustenburg Base Metals Refinery (RBMR) expansion, a new Nickel Electrowinning Tank House, with a nameplate capacity of 32 400 tons per annum, was constructed. Commissioning of the new electrowinning technology, which involved world first full deposit plating, commenced in 2011.The old nickel electrowinning process at the RBMR used starter sheets which, along with a divided cell configuration, was very labour intensive and exposed operators to high levels of aerosols that contained both nickel and acid. To overcome this problem two key design intents of the new technology are aerosol abatement and minimising labour in the electrowinning cell environment, with a design target to reduce the nickel occupational exposure limit (OEL) to half the legislated limit of 0.1 mg.m-3.Commissioning of the new technologies adopted to achieve mist abatement is described, together with a review of technical and operational challenges relating to the titanium blank edge strips, blank roughness and sandblasting optimisation, blank quality control, electrode spacing, polyconcrete cell dimensional stability and cell top furniture. The impact of these on process performance is presented and the development of fault checking and rectification methods, to maintain high process performance, is explained.INTRODUCTIONThe expansion of Anglo American Platinum’s Rustenburg Base Metals Refinery necessitated the construction of a new Nickel Tank House to achieve two primary objectives, namely increasing the nickel electrowinning capacity from 22 500 tons per annum (tpa) to 32 400 tpa nickel, and a design to reduce the nickel aerosols to 0.05 mg.m-3 as a time weighted average over 8 hours, which is half of the legislated occupational exposure limit (OEL) of 0.1 mg.m-3."

"Rare earth elements have unique properties because of the special electronic structure. In this paper the improvement of refractory material performance by the light rare earth oxides was introduced. The experiments showed that adding a bit of rare earth oxide could obviously improve the performance of the refractory material. INTRODUCTIONIn recent years, refractory materials are widely applied in the steel smelting process as a ladle lining material. In China, although the total production of fire-proof material exceeds normal demand, but the quality and variety of fire-proof material still have a big gap with world advanced level. A number of refractory products need to be imported from abroad. With the rapid development of domestic steel production, the ladle lining with refractory is gradually running after the world advanced level on production technology, production variety, and quality level. It replaces some imported products meeting the needs of the development of the iron making production. Therefore, there is an important significance to research on solving the problems of the ladle refractory reasonably and avoiding or reducing blind and not proper use of the imported refractory ( Jing, 2007).On the other hand, rare earth oxide has some special excellent properties. Firstly, they are very good refractory materials with their high melting point;Next, they have good resistance to water and alkali resistance function;Thirdly, it is easy for rare earth oxide to generated composite oxide reacting with other metal oxide,achieving the purpose to improving the material properties (Xu, 1978; Diao, 1979). China has a variety of rare earth resources,and rare earth resources is more advantageous in Baotou,taking up about 36 percent of world reserves,which is the world's top of rare earth mineral. In recent years the rare earth products output has risen sharply and many varieties and specifications have appeared. So it is necessary to study the new field of rare earth compound to open up new markets. Thus, it has a very vital significance to promote the further development of rare earth industry, adjust the rare earth products structure, ease the contradiction between supply and demand, and improve refractory products quality and grade in order to better serve the main body production.I In this paper, the experiments are mainly for 210 tons of Al2O3-MgO style series refractory materials belong to ladle lining bag from Baotou Iron & Steel Group Corporation Sheet Factory. The improvement to the effect of refractory material performance is explored by using light rare earth oxides as additives."

This paper describes the results of a laboratory study on the upgrading of Algoma siderite by the amine flotation of silica and silicate gangue. The experiments indicate that a virtually complete removal of silica is possible in a rougher flotation con-ducted in tap water at natural pH, without prior desliming of the ore. Grinding considerably finer than the apparent liberation size is essential for maximum silica rejection. A cationic collector, Aeromine 3037, gave best results when used in combination with a modifier. Of the several modifiers tested, a Dutch potato dextrin, Dextrin 4356, was found to be the most effective. Both iron recovery and the grade of the final iron product are enhanced by floating the pyrite contained in the ore prior to the amine flotation of the silica, and by scalping the magnetics from the silica concentrate.
